[pt] A abordagem Quality Function Deployment (QFD) integrada a métodos multicritério de apoio à decisão vem sendo amplamente aplicada a projetos de novos produtos, particularmente quando integrada à lógica fuzzy. O objetivo da dissertação é propor um modelo conceitual baseado na abordagem fuzzy ANP-QFD para definir e priorizar requisitos de projeto de novos produtos de defesa à luz de requisitos dos clientes. A pesquisa pode ser considerada descritiva, metodológica e aplicada. A partir dos resultados da revisão bibliográfica e documental sobre os temas centrais da pesquisa, desenvolveu-se um modelo conceitual para definição e priorização de requisitos técnicos de novos produtos de defesa, buscando-se preencher lacunas identificadas na literatura especializada no período 1987-2017. A aplicabilidade do modelo foi demonstrada mediante um estudo empírico no âmbito do Projeto COBRA 2020, uma iniciativa estratégica do Exército brasileiro. Para este estudo, selecionou-se um dos produtos do referido Projeto – um monóculo de visão térmica. Destacam-se como principais contribuições da pesquisa um modelo para definir e priorizar requisitos de projeto de novos produtos de defesa, que considera a complexidade, subjetividade e incerteza como características inerentes a projetos de novos produtos de defesa. Os resultados desta pesquisa poderão ser replicados em outros projetos de novos produtos de defesa – no Centro Tecnológico do Exército – CTEx – e em outras instituições militares envolvidas com atividades de pesquisa, desenvolvimento e inovação (PDeI) no Brasil e no exterior. / [en] The Quality Function Deployment (QFD) approach integrated with multicriteria decision-support methods has been widely applied to development of new product, particularly with the support of fuzzy logic. The objective of this dissertation is to propose a conceptual model based on the fuzzy ANP-QFD approach to define and prioritize project requirements of new defense products. The research can be considered descriptive, applied, and methodological. Based on the results of the bibliographic and documentary review on the central themes of the research, a conceptual model was developed to determine and prioritize project requirements of new defense products, seeking to fill gaps identified during the literature review covering the period of 1987-2017. The applicability of the model was demonstrated by an empirical case study having as experimental context the Project COBRA 2020, a strategic initiative of the Brazilian Army. For this study, one of new products to be developed within this Project was selected – a monocle of thermal vision. The main contribution of the research is a model for determining and prioritizing project requirements of new defense products, which considers the complexity, subjectivity, and uncertainty as inherent characteristics to the design of new defense products. The research findings could be replicated in other projects of new defense products - at the Army Technological Center - CTEx - and other military institutions dealing with research, development and innovation (RDandI) activities in Brazil and abroad.

Sfi-lärares erfarenheter av distansundervisning våren 2020 / Sfi-teachers’ experiences of distance education in the spring of 2020

Syftet med denna studie är att undersöka sfi-lärares erfarenheter av distansundervisning under våren 2020. Studiens fokus ligger på att undersöka hur digitala verktyg anpassades till elevernas olikheter, hur kommunikationen med eleverna etablerades och vilka arbetssätt och metoder som kännetecknade sfi-lärares distansundervisning.  Genom att beskriva omställningen till distansundervisning orsakade av pandemier som SARS och Covid-19, redogörs för de utmaningar och möjligheter som lärare ställs inför i den digitala klassrumsmiljön. Därefter lyfts teoretiska aspekter kring kommunikation och lärarrollen i att skapa relationer med eleverna i den digitala lärmiljön. För att förstå fenomenet med distansutbildningen i sin helhet redovisas vidare utgångspunkter som bör tas hänsyn till när en sådan utbildning utformas och designas. Detta är en empirisk studie där metodtriangulering har använts med både kvantitativa och kvalitativa undersökningar. Totalt deltog 126 respondenter i webbenkät och sex respondenter i semistrukturerade intervjuer. Resultatet pekar på att lärarnas förhållningssätt till distansundervisning under pandemin och ojämlikhet i elevers digitala kompetens och elevernas bristfälliga tillgång till digitala teknik i samband med omställningen, var avgörande för hur nya arbetssätt och undervisningsstrategier formades. Sfi-lärarna använde sig av de digitala verktyg och digitala resurser som redan var inarbetade i klassrumsundervisningen. Både synkron och asynkron kommunikation tillämpades i stor utsträckning, där synkron kommunikation värdesattes tack vare dess likhet med det fysiska klassrummets upplägg och asynkron kommunikation ökade tillgänglighet till undervisningsmaterial. Sfi-lärarnas utmaningar bestod av svårigheter att vara tillgängliga för de elever som behövde stöd och att följa upp elevernas lärandeprocesser på distans. / The purpose of this study is to investigate sfi-teachers’ experiences of distance education in the spring of 2020. The study focuses on examining how digital tools were adapted to students’ differences, how communication with students was established and what teaching methods characterized sfi teachers’ distance education. By describing the transition to distance education caused by pandemics such as SARS and Covid-19, the challenges and opportunities that teachers face in the digital classroom environment are described. Thereafter, theoretical aspects of communication and the teacher’s role in creating relationships with students in the digital learning environment are highlighted. In order to understand the phenomenon of distance education in its entirety, further points of departure are presented that should be taken into account when such education is designed. This is an empirical study where method triangulation with both quantitative and qualitative studies. A total of 126 respondents responded to the online survey and six respondents participated in semi-structured interviews. The results indicate that the teachers’ approach to distance education during the pandemic, and the inequality in students’ digital competence and the students’ inadequate access to digital technology in connection with the transition, were decisive for how new teaching methods and teaching strategies were formed. Sfi teachers used the digital tools and digital resources that were already incorporated in the classroom education. Both synchronous and asynchronous communication were applied to a large extent, where synchronous communication was valued thanks to its similarity to the physical classroom layout and asynchronous communication because of the increased accessibility to teaching materials. The sfi teachers’ teaching challenges consisted of difficulties in being available to the students who needed support and in following up the students’ learning processes at a distance.

Undervisning på distans : Hur lärarna på Umeå universitet påverkats av skiftet till onlineundervisning / Distance-based teaching : How the teachers at Umeå University has been affected by the shift to online education

During the outbreak of the COVID-19 pandemic in March 2020, large parts of Sweden's higher education, together with the rest of the world, needed to drasticallymake a switch to distance learning. This involved the use of new technology and video conferencing tools such as Zoom to reduce the virtual distance and get closer to each other without having to be close physically. Umeå University has also had to undergo this drastic transformation of their activities, with lectures, seminars and examinations which all had to suddenly be kept at a distance to reduce the spread of infection. This study consists of a quantitative survey which just over 600 teachers at Umeå University responded to, where their responses show that overall,they’ve had negative experiences where their workload has increased, job satisfaction has decreased and the interaction between the teachers and theirstudents has suffered. At the same time, they respond very positively about the quality of their digital tools and that they’re easy to use. Judging by the results and the answers of the survey, it can also be seen that even though teachers have been quick to adapt to the new distance-based reality, their way of teaching has notadapted in the same way which prevents full utilization of distance-basedtechnologies. All in all, it can be stated that the majority of those who responded to the survey give a picture that teachers prefer to keep their education in classrooms or lecture halls, to have a better interaction between teachers and students.

Die vorliegende Publikation stellt die Ergebnisse der Forschungs- und Entwicklungsarbeit des Hochschulentwicklungsprojekts PRAWIMA (2014-2020) dar. In der sechsjährigen Projektlaufzeit wurden anknüpfend an eine lange Tradition berufsbegleitenden Studierens an der Evangelischen Hochschule Dresden (ehs) die bereits bestehenden Strukturen zu einer „offenen Hochschule“ weiterentwickelt. Im Zentrum standen die Professionalisierungsanliegen sowie die Studiensituation von Berufspraktiker:innen im Bereich der Kindheitspädagogik und Pflege. Ein Gesamtkonzept berufsbegleitenden Studierens sieht nun berufsbegleitende Studienprogramme bis zum Masterabschluss, systematische Praxisintegration mit dem Konzept der Lernortverknüpfung, flexible Studienorganisationsstrukturen, Anrechnungsformate für beruflich erworbene Kompetenzen sowie passgenaue Beratungs- und Unterstützungsformate vor. Die Elemente erhöhen auf organisatorischer und didaktischer Ebene die Durchlässigkeit zwischen beruflicher und hochschulischer Bildung. Die Publikation stellt eine Momentaufnahme berufsbegleitenden Studierens an der ehs Dresden sowie eine Einordnung der Entwicklungslinien und konzeptionellen Ergebnisse des Projektes aus vier Perspektiven dar – aus der Tradition der ehs, unter dem Gesichtspunkt einer bildungspolitischen Leitidee, aus Sicht der Adressat:innen bzw. Zielgruppen lebenslangen Lernens und der Bedeutung für die Akademisierung der Berufsfelder Kindheitspädagogik und Pflege. Dazu wird zunächst die Tradition des berufsbegleitenden Studierens an der ehs nachgezeichnet. Zur Kontextualisierung des Projektvorhabens werden aus bildungs- und hochschulpolitischer Sicht die Leitideen der „Offenen Hochschule“ in ihrer geschichtlichen Prägung und ihren Instrumentarien erörtert. Die Analyse der Perspektive der nicht-traditionell Studierenden ermöglicht einen Einblick in Bildungsentscheidungen von Individuen, für die die Idee von „Lebenslangem Lernen“ eine bildungsbiografische Zuwendung zur (Weiter-)Qualifikation bedeutet, und die in die Akademisierung der Felder der Kindheitspädagogik und Pflege je spezifische Orientierungen einbringen. Schließlich wird ein Licht auf die Professionen selbst geworfen und der Stand der Akademisierung umfassend analysiert, um die Positionierung von berufsbegleitenden Masterstudiengängen in diesen Feldern zu begründen. Insgesamt zeichnet der Band ein Bild davon, wie sich eine anerkannte, sehr kleine Hochschule als Ort der Wissenschaft und des Lebenslangen Lernens weiterentwickelt.

Between Equality and Discrimination : A policy analysis of the EU Framework for national Roma integration strategies up to 2020

The EU Framework for National Roma Integration Strategies up to 2020, is a policy that seeks to integrate Roma in the fields of education, employment, healthcare and housing, and to combat and prevent discrimination and promote equality. The problem formulation that motivates this study is the phenomenon of discrimination that Roma population experience on the soil of European Union, funded on the principles of equality and non-discrimination. The aim of this paper is to carry out a policy analysis of the EU Framework with the goal to reveal in what ways the policy aims to combat discrimination and promote equality for Roma, the largest minority in the EU. Theoretical framework relies on the principle of equality and its influence on discrimination in the context of human rights. This research carries out a qualitative case study of Roma, in combination with policy analysis as method.  Results found, after conducted analysis, shows that the EU Framework doesn’t generate a rich concept of equality that can prevent, and combat discrimination based on racial and ethnic origin of Roma. The EU Framework doesn’t concretize various forms of discrimination towards Roma, nor address the phenomenon of anti-gypsyism as a main barrier to Roma inclusion. / EU-ramverk för nationella strategier för romsk inkludering fram till 2020 är en policy som åsyftar till att integrera Romer inom områden för utbildning, sysselsättning, hälso- och sjukvård samt bostäder. Ramverket söker att bekämpa diskriminering och främja jämställdhet. Problemformuleringen som denna studie vilar på är diskrimineringen som romer utsätts för i EU. Syftet med denna studie är att genomföra en policy analys av EU:s ramverk med målet att avslöja på vilka sätt policyn syftar till att bekämpa diskriminering av Romer och främja jämställdhet. Teorin bygger på principen om jämlikhet, vilket hjälper till att undersöka de konkreta sätten som diskriminering kan bekämpas på med rätten till jämlik behandling i mänskliga rättigheters kontext. Denna studie är en kvalitativ fallstudie av Romer i kombination med policy analys av EU:s ramverk. Resultatet visar att EU:s ramverk inte genererar en omfattande jämställdhetsprincip som är tillräcklig för att förebygga och bekämpa diskriminering av Romer. EU:s ramverk konkretiserar inte olika former av diskriminering som romer upplever i sina dagliga liv. Policyn behandlar inte heller fenomenet anti-ziganism som ett huvudhinder för inkluderingen av romer.

Der Bericht beinhaltet eine länderübergreifende Auswertung der Niedrigwassersituation 2018 – 2020 in den vom Braunkohlenbergbau beeinflussten Einzugsgebieten der Spree, Schwarzen Elster und Lausitzer Neiße. Die Trockenheit zeigte sich 2018 in allen Bereichen besonders deutlich, während die Durchflüsse im Jahr 2019 sogar noch weiter zurückgingen. In dieser extremen Niedrigwassersituation hat es sich bewährt, eine konkrete Wasserbewirtschaftung nach Menge und Güte in den vom Braunkohlenbergbau beeinflussten Einzugsgebieten der Spree, Schwarzen Elster und Lausitzer Neiße länderübergreifend abzustimmen. Die getroffenen Maßnahmen in den Flussgebieten wurden evaluiert und sind in diesem Bericht für interessiertes Fachpublikum festgehalten. Redaktionsschluss: 24.02.2023

[pt] O objetivo desta dissertação é desenvolver um modelo conceitual de autoavaliação para que instituições científicas, tecnológicas e de inovação (ICT), que buscam a excelência em gestão da inovação, possam verificar em que nível de maturidade se encontram em relação às cláusulas e itens da Norma ABNT NBR ISO 56002:2020. Busca-se demonstrar a aplicabilidade do modelo mediante o desenvolvimento de um estudo empírico em uma unidade de pesquisa do Ministério da Ciência, Tecnologia e Inovações – o Instituto Nacional de Tecnologia (INT). A metodologia compreende: (i) pesquisa bibliográfica e documental sobre os temas centrais da pesquisa; (ii) construção do modelo conceitual de autoavaliação de sistemas de gestão da inovação, considerando o papel das ICT como intermediários de inovação; (iii) definição da estrutura analítica em rede, conforme os itens da referida Norma, e elaboração do instrumento de autoavaliação; (iv) definição dos pesos dos itens da Norma com participação de especialistas convidados; (iv) aplicação do instrumento de autoavaliação junto a gestores da instituição participante do estudo empírico; (vii) identificação dos itens que devem ser priorizados, visando à melhoria do sistema de gestão da inovação da instituição. Destaca-se como resultado principal uma sistemática inovadora de autoavaliação de instituições científicas, tecnológicas e de inovação, criada na perspectiva de apoiar processos decisórios referentes à melhoria contínua de seus sistemas de gestão da inovação. / [en] The objective of this dissertation is to develop a conceptual model of selfassessment so that scientific, technological and innovation institutions (ICT, acronym in Portuguese), which seek excellence in innovation management, can verify their level of maturity in relation to the clauses and items of the ABNT NBR ISO 56002:2020 Standard. To demonstrate the applicability of the model in a real context, an empirical study was developed in a Research Unit of the Ministry of Science, Technology and Innovation – the National Institute of Technology (INT, acronym in Portuguese). The methodology comprises: (i) bibliographic and documental research on the central themes of the research; (ii) design of a conceptual model for self-assessment of innovation management systems, considering the role of ICT as innovation intermediaries; (iii) definition of the analytic network structure, according to the items of the aforementioned Standard, and elaboration of the self-assessment instrument; (iv) definition of the weights of the assessment items with the participation of invited experts; (iv) application of the self-assessment instrument with managers of the ICT participating in the empirical study; (vii) identification of items that should be prioritized, with a view to improving the institution s innovation management system. The main result is an innovative system of self-assessment of Scientific, Technological and Innovation Institutions, created with a view to supporting decision-making processes regarding the continuous improvement of their innovation management systems.

Planung und Ausführung in der Heizungstechnik gehen von einem idealisierten Nutzer aus, dessen Verhalten und Vorlieben bezüglich dieser Technik in der Regel aber nicht bekannt sind. Heizen 2020 untersucht „den“ Nutzer vor diesem Hintergrund statistisch mittels einer groß angelegten Befragung. Es stellt sich heraus, dass eine Unterteilung der Nutzer in drei Cluster, die sich in ihren Vorlieben deutlich unterscheiden, sinnvoll ist. Aus den Clustern wird ein Auslegungs- und Regelungskonzept entwickelt, das abweichend von der bisherigen Vorgehensweise gezielt Reserven aufbaut, diese aber regeltechnisch auf die tatsächliche Nutzeranforderung reduziert. Darauf basierend werden Hinweise für die Anpassung der Anlagentechnik an den Nutzer gegeben. / Planning and installation in heating technology are based on an idealized user whose behavior and preferences regarding this technology usually are unknown. "Heizen 2020" ("heating technology in the year 2020") examined "the" user against this background statistically by means of a large-scale survey. It turns out that a subdivision of the users into three clusters, which differ significantly in their preferences, is useful. From the clusters a design and control concept is developed that uses - different to the useal planning process - reserves . These reserves are reduced by control technology to the actual user request. Based on the clusters indications for the choice and adaptation of the heating technology are developed. / Planification et l'exécution de la technologie de chauffage sont basées sur un utilisateur idéalisé dont le comportement et les préférences en ce qui concerne cette technologie ne sont généralement pas connus. "Heizen 2020" (technology de chauffage en 2020) a enquêté sur les utilisateurs contre ce contexte statistiquement au moyen d'une enquête à grande échelle. Il se trouve qu'une subdivision des utilisateurs en trois groupes, qui sont diffèrent sensiblement dans leurs préférences, est logique. Basé sur ces groupe un concept de conception et de contrôle est développée. Indépendamment de la procédure précédente ce concept fonctionne avec des réserves dans le processus de planification et l'adaptation à la suite de la demande de l'utilisateur réel en utilisant la technologie de contrôle. Il y a des instructions développées pour sélectionner et ajuster le chauffage à l'utilisateur, sur la base des groupes développés.
