<p>Konvensjonell krigføring er ikke avleggs. Erfaringer fra fem-dagers krigen i Georgia i august 2008 viser at dette fortsatt er mulig og derfor høyst reelt. Men, det siste tiårets transformasjon av vestlige militære styrker og innsats mot opprørere verden over, har betydelig begrenset de fleste nasjoners evne til å utkjempe en konvensjonell krig.</p><p>Flere erfaringer kan trekkes fra den georgiske hærens kamp mot en sjokkerende og overveldende russisk aggresjon. Fra norsk landmakts perspektiv bør de mest sentrale være viktigheten av kombinerte effekter og robuste brigade strukturer, og virkningen av adekvat luftvern, indirekte ildstøtte og panservernsystemer i kamp mot en mekanisert motstander støttet av luftstyrker.<strong></strong></p><p>Som følge av en endret verdenssituasjon er realismen igjen på fremmarsj og kan anvendes til å forklare og anta fremtidige utfordringer. Vi kan ikke eksakt predikere fremtiden, men fremtiden vil høyst sannsynlig bringe med seg elementer fra historien. Mens NATO strever med å finne sin plass i en endret globalisert verden, samtidig som den utkjemper en hybrid krig i Afghanistan, reiser stormaktsrivalisering seg igjen på samme måte som den gjorde på begynnelsen av forrige århundre.</p><p>For å kunne ivareta nasjonale interesser og opprettholde nasjonal suverenitet, hviler fortsatt en militær evne på robuste og balanserte militære styrker. Landkrig spiller en sentral rolle i alle former for selvforsvar og avskrekking. En styrkning av Norges landmakt vil være nødvendig for å nå denne ambisjonen.</p> / <p>Conventional warfare is not obsolete. Lessons from the five-day war in Georgia in August 2008, shows that this possibility is still valid and very much alive. However, last decade’s transformation of western military and counterinsurgency efforts around the globe has severely restricted most nations’ capability to wage conventional warfare.</p><p>Several lessons can be identified from the Georgian Army’s struggle against a shocking and overwhelming Russian aggression. From a Norwegian Land forces perspective, the most important should be the importance of combined arms and robust brigade size units, the impact of adequate air defence capabilities, indirect fire and anti-armour systems against a mechanized opponent supported by sufficient airpower.</p><p>Due to a changing world order, realism is charging ground and can be used to explain and foresee future challenges. We can not precisely predict the future; however the future will certainly hold elements of the past.</p><p>As NATO is trying to find its place in a changing globalized world, simultaneously as it is waging a protracted hybrid war in Afghanistan, great power rivalry is again rising amongst the nations like it did in the beginning of the 20<sup>th</sup> century.</p><p>In order to support national interest and maintain national sovereignty, military capability still depends on robust and well balanced conventional military forces. Land warfare plays an important role in any kind of self defence and deterrence. Strengthening of Norway’s land forces would certainly be needed in order to achieve this aim.</p>

Avståndslagda stridsvagnsminors förutsättningar i öppen respektive betäckt terräng i Sverige

Stridsvagnsminan har varit ett vapen sedan 1916 och därefter har minan tillfört ytterligare en dimension till striden. Minorna har utvecklats under åren och blivit mer avancerade och fler system har möjlighet att placera ut minor. Understödsbehov och framtida bekämpningskoncept, en rapport från Artilleriets stridsskola, visade att avståndslagda minor är ett vapensystem som kan användas i striden för att bekämpa fordon. Försvarsmakten planerar att införskaffa ett system som har kapacitet till avståndslagd minering. Syftet med studien var att beskriva hur användningen av fordonsåverkande avståndslagda minor kan påverkas då de används i strid i olika svenska terrängtyper. Fem officerare från olika delar av Sverige intervjuades där de fick beskriva hur avståndslaga minor kunde användas i strid. Därefter analyserades svaren utifrån två scenarion, Skåne respektive Norrland, som representerar öppen terräng respektive betäckt terräng i syfte att se hur avståndslagda minors användning påverkar teorin om kombinerade vapen med en mekaniserad skyttebataljon. Analysen av de två scenariona visade att det blev svårare att uppnå kombinerade vapen i öppen terräng jämfört med betäckt terräng på grund av god framkomlighet och brist på kanaliserad terräng. Vilket skulle innebära att fler avståndslagda minorna skulle behövas för att påverka en motståndare i öppen terräng.

Stad i eld och rörelse – Manöverkrigföring i bebyggelse : En kvalitativ studie om manöverkrigföring i SIB

While the world is urbanising at an exponential rate, so does the conflicts. The common environment for a conventional military force has changed from the open fields normally dominated by tanks and artillery, to narrow streets and buildings in a city. While the actors and environment for combat changes, the tactics doesn’t seem to. Maneuver warfare was mainly developed from the lessons learned from WW2 and was focused on warfare with large units using firepower and movement. But since the last two decades most of the fighting has taken part in urban areas against another type of enemy, which won’t allow for the full extent of the maneuvering and firepower due to structures and other obstructions in a city. This study will analyse how western militaries utilised the principles of maneuver warfare in urban combat. The goal is to measure how well the principles of maneuver warfare applicable in an urban environment against the ever-increasing irregular threat. The purpose is to indicate the complexity the urban environment brings to military units when planning and conducting operations.  The results find that maneuver warfare relates well but can’t fully explain military success in urban warfare.

Den ökade tekniska utvecklingen och användandet av obemannade system ställer krav på en förståelse för dess inverkan på krigföringen. Urban miljö är ofta oundviklig vid markstrid och medför utmaningar som korta stridsavstånd, ökad risk för vådabekämpning och snabba stridsförlopp. Ett system som patrullrobot kan bidra till förbandens förmågor genom spaning, verkan och möjlighet till flexibel manövrering. Arbetet besvarar frågeställningen ”Hur kan patrullrobotsystem medföra militär nytta vid ett markförbands anfall i bebyggelse?” med utgångspunkt i den teoretiska referensramen militär nytta. Analysverktygen utgörs av SWOT-analyser och teorins dimensioner för militär effektivitet, militär lämplighet samt överkomlig kostnad. Syftet med arbetet är att utforska hur patrullrobotsystem kan medföra militär nytta vid anfall mot hastigt uppkomna mål. Resultatet visade att patrullrobotsystem kan anses ha flera möjligheter till att medföra militär nytta. Anledningen är främst de karaktäristiska egenskaperna gällande dess sensorer och en inbyggd verkansdel som bidrar till möjlighet för spaning och precisionsbekämpning. Det tekniska systemet har således en god övergripande förmåga att utföra uppdrag i urban miljö genom exempelvis ökad underrättelseinhämtning och reducerad risk för sidoskador. Patrullrobotsystemet tyder även ha en god förmåga att kunna interageras med andra system och bidra till en synergieffekt. Vidare är den ekonomiska faktorn oftast lägre i jämförelse med andra vapensystem som har liknande precision vid långa avstånd. Likt andra militära system är det dock av vikt att användandet övervägs och är i enlighet med de lagar, förordningar och etiska principer som är fastställda. Tydliga målsättningar underlättar ett optimerat användande av systemet. / The increased technological development and the use of unmanned systems are requiring an understanding of their impact on warfare. Urban environments are often unavoidable in ground combat and bring challenges such as short combat distances, increased risk of friendly fire and rapid combat progress. A system such as a loitering munition can contribute to the unit's abilities through reconnaissance, damage and the possibility of flexible maneuvering. This thesis report answers the question "How can loitering munition systems entail military utility in the context of a ground unit's attack in urban warfare?" based on the theoretical frame of military utility. The analysis tools consist of SWOT analysis and the theory's dimensions of military effectiveness, military suitability and affordability. The purpose is to explore how loitering munition systems can entail military utility in attacks against rapidly emerging targets. The result showed that loitering munition systems can be considered to have several opportunities to entail military utility. The reason is mainly the characteristic features regarding its sensors and a built-in warhead that contributes to the possibility of reconnaissance and precision strike. Thus, the technical system has a comprehensive ability to carry out missions in an urban environment through, for instance, increased intelligence and reduced risk of collateral damage. The loitering munition system also indicates a great ability to interact with other systems and contributes to a synergy effect. Furthermore, the economic factor is usually lower in comparison to other weapon systems with equivalent precision throughout long distances. Nonetheless, as for other military systems, it is important that the use is considered and is in accordance with the laws, regulations and ethical principles that have been established. Clear objectives make it easier to optimize the use of the system.

Kombinerad bekämpning som metod för verkan : Lätt infanteritaktik under brittiska markoperationerna i Falklandskriget

Denna undersökning har studerat ett lätt infanteriförbands användning av kombinerad bekämpning som metod för verkan under en amfibieoperation samt vilka aspekter som påverkade möjligheten till kombinerad bekämpning p.g.a. operationens amfibiska karaktär. Fallet har utgjorts av Parachute Regiments två bataljoner som under Falklandskriget utkämpade tre slag vid Darwin – Goose Green, Mount Longdon och Wireless Ridge. Som analysverktyg har använts Robert Leonhards teori om den kombinerade bekämpningens tre principer. Indikatorer på principerna har varit syften med verkan hämtade ur teorin om de grundläggande förmågorna. Två av slagen befanns endast delvis kännetecknas av Leonhards två första principer, principerna om kompletterande system och dilemman. Den tredje principen om fördelaktig terräng uppfylldes inte. Det tredje slaget regementet utkämpade kännetecknades helt igenom av Leonhards två första principer medan den tredje delvis beaktades. Undersökningen konstaterar att kombinerad bekämpning som metod för verkan kan utvecklas av ett lätt infanteriförband under en amfibieoperation. Dock ledde ofördelaktig disponering av förbandet i de aktuella fallen till att kombinerad bekämpning tidvis omöjliggjordes. Leonhards tredje princip tenderade att förringas. De specifikt amfibiska aspekterna avseende möjligheten till kombinerad bekämpning utgjordes främst av tillgången till fartygsartilleri, kraven på helikoptertransporterbart fältartilleri samt bristen på lätta trossfordon. / This dissertation has investigated how a light infantry force has used combined arms during an amphibious operation, specific factors related to the operations character affecting the possibility to develop combined arms have also been highlighted. The case chosen for the study was Parachute Regiments actions during the three battles of Darwin – Goose Green, Mount Longdon and Wireless Ridge during the Falklands War. As a analytical tool Robert Leonhard’s theory about the three principles of combined arms was used together with indicators borrowed from the theory about the warfighting functions purposes of fires. Two of the battles were found to be only partially characterized by Leonhard’s first two principles, complementary systems and dilemmas. The third principle about favorable terrain was neglected. The third battle was throughout characterized by the first two principles and to a larger extent than the former by the third principle. The dissertation concludes that light infantry can use combined arms during amphibious operations. The battles studied were, however, often characterized by unfavorable disposition of the force which affected the possibilities to use combined arms. Leonhard´s third principle was usually neglected. The most important amphibious aspects affecting the possibilities to combined arms were found to be naval gunfire support, light field artillery and the scarcity of light all-terrain vehicles.

Low Intensity Conflict: Contemporary Approaches and Strategic Thinking

Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.
