Hållbar utveckling i Skåne? En kritisk diskursanalys av Region Skånes tre regionala utvecklingsprogram 1999–2016

I denna studie undersöktes regionala policydokument utifrån ett fokus på hållbar utveckling och förhållandet mellan hög tillväxt och förbättrad miljö. Det empiriska material utgjordes av Region Skånes tre regionala utvecklingsprogram, vilka behandlar hur myndigheten såg på regionens utveckling åren 1999–2004, 2004–2009 och 2009–2016. Studiens mål var att studera den diskursiva omdefinieringsprocessen av begreppet hållbar utveckling, genom att analysera hur detta relateras till och används i programmen. Metoden som användes var kritisk diskursanalys. Studien syftade till att synliggöra programmens diskursiva sammanhang och utveckla en förståelse för vilka synsätt och föreställningar som kan ses ligga till grund för dokumentens innehåll och utformning.Studien kom fram till att det fanns ingen tydlig förståelse kring hållbar utveckling i programmen utan det förekom yttringar av både starka och svaga hållbarhetsdiskurser. Resonemang kring ekologisk modernisering är dominerande, baserade på föreställningar om att miljöproblem kan lösas utan några stora samhällsförändringar. Denna diskurs presenterar attraktiva lösningar på eventuella motsättningar mellan hög tillväxt och förbättrad miljö, vilket möjliggör policydokument med visionära målbilder tillsammans med breda lösningar där målkonflikter och eventuella avvägningar inte belyses nämnvärt.Studiens teoretiska ramverk och metoden kritisk diskursanalys gav möjlighet att lyfta fram och belysa hur ekologisk moderniseringsdiskursen inkorporerar resonemang från tillväxtkritiska hållbarhetsdiskurser samtidigt som den marginaliserar och tar udden av dem. På så vis kan studien bidra till en vidare diskussion om olika sätt att förhålla sig till hållbar utveckling och konsekvenser av den ekologiska moderniseringens diskursiva dominans. / This study investigates regional policy documents with a focus on sustainable development and the relationship between high economic growth and an improved environment. The study’s empirical material is based on Region Skåne’s three regional development programs which put forward how the authority viewed development in the region for the years 1999–2004, 2004– 2009 and 2009–2016. The objective was to study the discursive process of redefining the concept of sustainable development by analysing how it is referred to and used in the programs. The method utilised was critical discourse analysis. The study aimed towards exposing the2programs’ discursive context and developing an understanding of the viewpoints underlying the documents’ contents.The study concluded that there was no clear understanding around sustainable development in the programs and there were statements of both strong and weak sustainable development discourse. Goal conflicts and eventually trade-offs were not particularly highlighted. Ecological modernisation was the dominating discourse as per the reasoning that environmental problems can be solved without any major societal changes. This discourse presents attractive solutions to potential conflicts which enables the policy document to provide visionary goals along with broad solutions. The study’s theoretical framework and the method critical discursive analysis allowed for the bringing forward and highlighting of how ecological modernisation incorporates reasonings from sustainable discourses critical of economic growth, at the same time marginalising and neutralising them. As a result, this study can contribute to the discussion of different ways of achieving sustainable development and the consequence of the domination of ecological modernisation discourse.

Toward an Ecocentric Philosophy of Energy in a Time of Transition

Ecocentrism is a philosophical position developed in the field of environmental philosophy that offers an alternative view of the complex relationships between humans and the nonhuman world. This dissertation develops an ecocentric philosophy of energy in order to account for a wider set of ethics and values dimensions involved in energy politics. It focuses especially on inter-species justice as a crucial missing element behind even those energy policies that seek to transition society from fossil fuels to renewable energy sources. The goal is to develop an ecocentric philosophy of energy that accounts for the fundamental and deep ecological interdependences of human and nonhuman animals, plants, and other living and non-living beings. I start with an introduction and a summary of the chapters followed in chapter 2 by a clarification of the terms "paradigm" and "energy." In chapter 3 I offer an exploration of the origins of the "energy paradigm" or the predominant understanding of energy that emerged during modernity (18th century onwards). The modern energy paradigm progressively became a "traditional" forma mentis that is nonetheless based on flawed presuppositions about the human-energy-nature relationship. I criticize the homogeneous, colonizing and hegemonic nature of this paradigm, unveil its tacit anthropocentric and instrumental assumptions, and show how it still fuels contemporary lifestyles and policy. Chapter 4 presents a literature review that traces the most significant contributions from the humanities (broadly construed to include social sciences such as anthropology and sociology) to the study of energy. In this chapter, I also focus on the scarcer yet relevant literature on energy's metaphysical, ontological, and ethical dimensions. In chapter 5 I develop the theory of a radical, ecocentric philosophy of energy, building on the work of other ecocentric thinkers such as Holmes Rolston III, J. Baird Callicott, and Arne Naess. Chapter 6 suggests paths towards the realization, in praxis, of this ecocentric philosophy of energy. It provides the sketch of an "ecocentric energy ethic" to enhance an ecologically sustainable and inter-species just energy transition. This normative framework is intended as a flexible and nonetheless precise "moral compass" that supports an ecocentric turn in the human-energy-nature relationship. The energy ethic outlines key principles to evaluate the "morality" of energy policies, practices, and technologies. These principles can provide ethical guidance to energy practitioners (engaged consumers, energy users, educators, designers, and public policy makers) and thus contribute to the theoretical and practical achievement of an ecologically sound and inter-species just energy transition.

På grund av ökade klimatförändringar och dess påverkan på miljö och människors hälsa kommer klimatanpassningar i den urbana miljön bli allt mer nödvändigt för att mildra dess effekter. Vår studie fokuserar på hur synliga klimatanpassningar upplevs samt hur de kan påverka människors välbefinnande. Studien avgränsas till biofiltren på Neptunigatan i Malmö. Kvalitativa intervjuer genomfördes med människor som befann sig på platsen, vilka sedan analyserades i förhållande till tidigare forskning om miljöetiska värdegrunder, estetik, riskperception och psykisk hälsa. Resultatet visade att samtliga informanter var positivt inställda till klimatanpassningar och dess funktion, även om viss skepticism identifierades hos några av dem. Alla informanter kände någon typ av oro, ångest, stress eller annan negativ känsla kopplat till klimatförändringarna, vilket gör detta till ett viktigt område att studera. Enökad informationsspridning kring klimatanpassningar och klimatförändringar är därför viktig för att öka kunskapsnivån vilket i sin tur medför en mer positiv inställning till klimatanpassningar. / The magnitude of climate change is increasing, and is affecting the environment and people’s health. To mitigate these effects, climate adaptations in urban environments are necessary. The aim of this study is to examine how visible climate adaptations are perceived, and how they can promote well-being. The study is limited to the biofilters located on Neptunigatan in Malmö. We did qualitative interviews with people with a connection to the biofilters, andanalyzed the results in relation to our theoretical framework, which includes environmental ethical values, aesthetics, risk perception and mental health. The results showed that all informants had positive attitudes towards climate adaptations, although we identified some skeptical tendencies. All informants reported some kind of worry, anxiety, stress or other negative emotions in relation to climate change, which makes this an important study area. It is important to inform citizens about climate change and climate adaptations. Increased knowledge leads to a more positive attitude towards climate adaptations.

Qu’est-ce que le bien des écosystèmes? Fondements philosophiques des notions de fonction écologique et de santé écosystémique

L’objectif de cette thèse est de proposer une caractérisation du bien propre des touts écologiques, comme les communautés biotiques et les écosystèmes, dont peut être dérivée une notion de ce qui est bon pour eux. Ceci vise à défendre les deux principales approches holistes en éthique de l’environnement, c’est-à-dire l’approche pragmatiste défendue par Bryan G. Norton et l’approche écocentriste défendue par J. Baird Callicott, contre certaines objections ayant été soulevées contre elles, faisant valoir l’impossibilité pour les écosystèmes d’avoir un bien propre. Cette thèse répond à ces objections en mobilisant plusieurs ressources théoriques issues de la philosophie de la biologie et de la méta-éthique. Ces ressources sont notamment celles fournies par les discussions sur les notions de fonction et de santé en philosophie de la biologie, celles fournies par les conceptions néo-aristotéliciennes de la normativité en méta-éthique, et celles offertes par les discussions de philosophie de l’écologie sur le holisme et le réductionnisme, sur l’idée d’équilibre de la nature, et sur le concept de santé écosystémique. Cette thèse mobilise ces ressources afin d’élaborer les fondements philosophiques des notions de fonction écologique et de santé écosystémique, desquelles est dérivée une caractérisation du bien propre des écosystèmes. / The goal of this dissertation is to defend the view that ecological wholes, such as biotic communities and ecosystems, have a good of their own, from which an idea of what is good for them can be derived. This aims to respond to the common criticism addressed to the two main holistic approaches to environmental ethics, namely Bryan G. Norton’s pragmatist approach and John Baird Callicott’s ecocentrist approach, which argues that biotic communities and ecosystems have no such good. This dissertation addresses those objections by mobilizing theoretical resources taken from the philosophy of biology and metaethics. In particular, those theoretical resources come from studies about the notions of function and health in the philosophy of biology, from neo-aristotelian accounts of normativity in metaethics, and from discussions in the philosophy of ecology on holism and reductionism, the balance of nature idea, and the concept of ecosystem health. Those resources are mobilized to elaborate some philosophical foundations for the notions of ecological function and ecosystem health, from which an account of the good of ecosystems is derived.

Les animaux, longtemps considérés comme des êtres appartenant au régime juridique des biens, tendent aujourd’hui à s’éloigner de cette catégorie. Si en France le droit leur refuse le statut de personne non-humaine, la qualification d’être sensible leur est toutefois attribuée et reconnue. Cette singularité juridique – où l’animal est à la fois un être vivant et appartient à la catégorie juridique des biens – a fait l’objet de nombreux travaux, et certains chercheurs sont parvenus à résoudre ces paradoxes. Toutefois, si l’animal a été abondamment abordé sous le prisme du droit privé, peu de travaux spécialisés ou d’ensemble ont été menés en droit public. Pourtant, il semble que l’étude de l’animal en droit public apporte des questionnements et des réponses tout aussi intéressantes. C’est ainsi que la présente thèse, « L’animal en droit public », a suivi deux choix principaux et complémentaires : celui de l’inventaire, puis celui de la théorisation. Enfin, le droit public offre de nouvelles perspectives dans la réalisation d’un véritable droit de l’animal. Cette construction, qui a pour principal résultat d’apporter de nouveaux éléments de déréification, et d’éviter certaines incohérences, permettrait une mise en avant des intérêts animaliers, notamment en les assimilant à un nouvel ordre sociétal à protéger ou en apportant une nouvelle approche dans la personnification des animaux. En outre, l’étude du droit public comparé nous offre des perspectives différentes dans la défense de la cause animale, notamment par le biais de la constitution / Animals, which for a long time were legally classified as property, are nowadays beginning to be recategorised. Even if French law denies them the status of non-human persons, they are nonetheless recognized as being sentient. This legal oddity, in which animals are at one and the same time both living beings and property, has been the subject of numerous studies, and certain researchers have succeeded in resolving these paradoxes. However, if the status of animals has been frequently examined from a legal angle, little specific or overall research has been undertaken in the domain of public law. And yet, it appears that the study of animals in public law raises questions and answers that are equally interesting. That is why the present thesis, « Animals in public law », follows two main, complementary choices: that of being an inventory, and that of theorizing. Charting, first of all, the reality of the situation seems essential in order to facilitate doctrinal or jurisprudential interpretation. Secondly, this study has made possible the theorizing of certain judicial questions. Finally, public law offers new perspectives for the creating of a true system of laws concerning animals. This work, whose main outcome is to contribute new elements to dereification and to avoid certain inconsistences, would foreground animal interests – notably by placing animals in a new societal order to be protected, or by setting forth a new approach to the personification of animals. This essay aim to explore how human and nature is presented in Bröderna Lejonhjärta and Ronja Rövardotter, by Astrid Lindgren. It also tries to answer the question how the relationship between the two is shaped; can any hierarchic structures be exposed in the relationship, and how do these, in that case, appear? The essay also problematize words and concepts along the way, such as nature, anthropocentrism and ecocentrism. The method for this study is an ecocritical theoretical base, with thematic analyzes of the books, regarding plot, relationships between characters and their surroundings, and also linguistic narratological techniques, such as the use of metaphorical elements. The different thematic episodes are put in relation to theories about vital materialism, presented in Vibrant Matter – A Political Ecology of Things, by Jane Bennett. I also do a comparative analysis between the two books by Lindgren, with the purpose of highlighting important differences and similarities. The essay ends by discussing how the main characters can be seen as very caring in their relationship to their surroundings, and how one, by applying the theories presented by Bennett, can interpret this caring as a strive towards existing in harmony with, and equal to, nature; a sort of mode or view that Bennett describes as a horizontal position. During the discussion I describe how this strive and position is expressed, and how these are interacting with cyclical systems such as the changes of the seasons and shift between life and death. The books as literature for children, and the main characters as children, is discussed in relation to this, supported by the text “När du är bättre än vi – Jantelagen, skammen och barnlitteraturen” by Maria Jönsson, from the book Du ska inte tro att du är något – Om Jantelagens aktualitet. / Denna uppsats behandlar och syftar till att undersöka hur människa och natur skrivs fram i Bröderna Lejonhjärta och Ronja Rövardotter, av Astrid Lindgren. Den försöker även att svara på hur relationen mellan dessa ser ut; huruvida man kan se hierarkiska strukturer i förhållandet, samt hur dessa i så fall ter sig. Uppsatsen gör det även till sin uppgift att längs vägen problematisera begrepp som bl.a. natur, antropocentrism, ekocentrism. Metoden för studien är en ekokritisk hållning, som går ut på olika tematiska nedslag i de båda verken, där handling, karaktärers förhållande till varandra och till sin omgivning, samt språkliga berättartekniska grepp så som användning av metaforiska inslag, lyfts och analyseras. The moral status of nature : reasons to care for the natural world

<p>The subject-matter of this essay is the moral status of nature. This subject is dealt with in terms of normative reasons. The main question is if there are direct normative reasons to care for nature in addition to the numerous indirect normative reasons that there are for doing so. Roughly, if there is some such reason, and that reason applies to any moral agent, then nature has direct moral status as I use the phrase. I develop the notions of direct normative reason and direct moral status in detail and identify and discuss the two main types of theory according to which nature has direct moral status: analogy-based nature-considerism (AN) and non-analogy-based nature-considerism (NN). I argue for the plausibility of a particular version of the latter, but against the plausibility of any version of the former.</p><p>The theory that is representative of AN claims that nature has direct moral status in virtue of possessing interests. Proponents of this theory fail to show (i) that nature has interests of the kind that they reasonably want to ascribe to it, and (ii) that interests of this kind are morally significant. In contrast to AN, NN comes in a variety of different forms. I elaborate a version of NN according to which there are direct normative reasons to care for nature in virtue of (i) its unique complexity, and (ii) its indispensability (to all moral agents). I argue that even if these reasons should turn out not to apply to any moral agent, they are still genuine direct normative reasons: there is nothing irrational or misdirected about them.</p><p>Finally, I show how the question of whether there are direct normative reasons to care for nature is relevant to private and political decision-making concerning nature. This is exemplified with a case from the Swedish mountain region.</p>

Deep ecology: should we embrace this philosophy?

The planet is in a dismal environmental state. This state may be remedied by way of an integrated approach based on a holistic vision. This research examines which ecological ideology best suits current conditions for humans to re-examine their metaphysical understanding of nature; how we can better motivate people to embrace a more intrinsic ecological ideology; and finally, how we can motivate people to be active participants in their chosen ideology. I will attempt to show that Deep Ecology is the most suitable ecosophy (ecological philosophy) to embrace; in doing so I will look at how Oriental and occidental religion and philosophy altered (and continues to alter) the way we perceive nature. I will show how destructive, but also caring and constructive, humanity can be when interacting with the environment. The Deep Ecological and Shallow Ecological principles will be look at, as well as criticism and counter-criticism of these ecosophies.
