Effektiva samverkansprocesser? : En kvalitativ intervjustudie om socialarbetarens upplevelser av samverkan i arbetet med ensamkommande flyktingbarn

Inom denna studie har vi intervjuat socialarbetare kring deras upplevelser av samverkan mellan myndigheter och involverade personer i arbetet med ensamkommande flyktingbarn. Studien genomfördes genom semistrukturerade kvalitativa intervjuer, där verksamma socialarbetare inom barn- och ungdomsenheten med specialisering på ensamkommande flyktingbarn intervjuades kring deras upplevelse av samverkansprocesser. Utifrån teoretiska perspektiv som KASAM och human relationsskolan har vi analyserat studiens datamaterial. Redovisning av tidigare forskning, studiens metodologiska utgångspunkter och tillvägagångssätt ges ingående. Resultatet av studien redovisas och analyseras. Slutligen förs en kritisk diskussion där även möjliga tolkningar av resultat diskuteras. Av studiens resultat har vi identifierat socialarbetares upplevelser av hinder för en effektiv samverkan vilket utgörs av fyra faktorer. Studiens resultat visade att samverkan möjliggör för socialarbetaren att skapa ett starkt nätverk för barnet samt ändra barnets negativa syn av myndigheter och vuxna. Samverkan möjliggör även ökad effektivitet och kvalitet i socialarbetarens handläggning där även behovsbedömningen underlättas.

Exploring the challenges faced by social workers in managing the cases of unaccompanied minors in the child and youth care centres in Polokwane Municipality

(Development in Planning and Management)) -- University of Limpopo, 2021 / Since transition from the system of apartheid to democratic rule, South Africa became the destination for many migrants and refugees from across the African continent. Many children are travelling alone or become separated from their care givers or parents once they reach the country. The migration of residents of other African countries, particularly Zimbabwe, into the Limpopo province has resulted in the increase in the number of unaccompanied minors within the province, in Polokwane and the child protection system, and it requires collaborative intervention. The child protection system, particularly in the Child and Youth Care Centres, has unaccompanied minors who remain in the system for more than the stipulated time in relation to the Children’s Act 38 of 2005. The aim of the study was to explore the challenges faced by social workers in managing the cases of unaccompanied minors in Child and Youth Care Centers in Polokwane. This study employed a qualitative case study research design and one-on-one interview as a primary data collection method. The qualitative data was analysed using a thematic approach. The findings of this study indicate that most of unaccompanied minors were in dire situation and lack proper documentation. The findings also revealed that there were a number of critical child protection challenges that existed in the management of the cases of unaccompanied minors by government officials. The study further highlighted that social workers were not adequately capacitated and there was lack of intersectoral collaboration and insufficient resources to deal with the multiple issues that affect unaccompanied minors in Polokwane. It is therefore recommended that the social worker should also be capacitated regarding different items of legislation that deal with unaccompanied and foreign children in order to ensure proper implementation of the Acts. Department of Social Development must also popularise and provide training to social workers and all relevant stakeholders on the guidelines on separated and unaccompanied minors living outside their country of origin. DSD should make an amendment of the Children’s Act to include unaccompanied minors and also ensure that all stakeholders are trained. The researcher also recommends coordination of service among government departments in order to ensure an effective and integrated child protection system

Bidragande faktorer till psykisk ohälsa hos ensamkommande barn : En litteraturstudie

Background: Refugees have existed throughout human history, but in recent times it has become morecommon for children without adult company to arrive at Europe's borders. Most children who have arrived in Sweden in recent years have a background in Somalia, Iraq, Syria, Afghanistan and Eritrea. In 2015 a record number came to Sweden when 35,369 unaccompanied children arrived. During the influx of refugees between 2015 and 2016, an estimated 170,000 children and young people came to Europe's borders and applied for asylum. Aim: Describe contributing factors to mental health problems among unaccompanied refugee children. Method: The purpose of the study is answered with a literature review with a qualitative approach based on 11 scientific articles taken from PubMed and CINAHL. Results: Four themes were identified: Traumatic experiences, Migration process, Agedetermination and Gender. The predominant factors that contributed to mental health problems among the children turned out to be traumatic experiences before and during the migration as well as the protracted migration process. Conclusion: The results of this literature study showed that unaccompanied refugee children have experienced various traumatic events before and during the migration process and face adversity and difficulties in the new country. / Bakgrund: Flyktingar har funnits genom mänsklighetens historia men på senare tid har det blivit vanligare att barn utan vuxet sällskap anländer till Europas gränser. De flesta barn som har anlänt till Sverige i de senaste åren har bakgrund i Somalia, Irak, Syrien, Afghanistan och Eritrea. Under 2015 kom det rekordmånga till Sverige när det anlände 35 369 ensamkommande barn. Under flyktingströmmen mellan 2015 och 2016 kom det uppskattningsvis 170 000 barn och unga till Europasgränser och ansökte om asyl. Syfte: Beskriva faktorer som kan bidra till psykisk ohälsa bland ensamkommande barn. Metod: Studiens syfte besvaras med en litteraturöversikt med kvalitativ ansats som grundades på 11 vetenskapliga artiklar som hämtades från PubMed samt CINAHL. Resultat: Fyra teman identifierades: Traumatiska upplevelser, Migrationsprocessen, Åldersbedömning och Genus. De övervägande faktorerna som bidrog till psykisk ohälsa bland barnen visade sig vara traumatiska upplevelser innan och under migrationen samt den utdragna migrationsprocessen. Slutsats: Resultatet i denna litteraturstudie visade att ensamkommande flyktingbarn har varit med om olika traumatiska händelser innan och under migrationens gång samt bemöter motgångar och svårigheter i det nya landet. Alla dessa faktorer bidrar till högre risk för att utveckla psykiska problem.

En studie om hur sju aktörer upplever utmaningar och möjligheter i samverkansprocessen samt hur dessa hanteras vid mottagandet av ensamkommande flyktingbarn

Den 1 juli 1994 trädde lagen (1994:137) om mottagandet av asylsökande barn i kraft och i den lagen regleras Migrationsverkets huvudansvar i denna fråga. Men den 1 juli 2006 trädde en reform av lagen i kraft gällande mottagandet, i syfte att förbättra processen. Lagändringen innebar att kommunerna istället skulle tillhandahålla boendet för de ensamkommande barn som kommer till Sverige på grund av att den kompetens, erfarenhet och stöd som krävs för att möta barn i sådana här situationer finns hos socialtjänsten inom kommunerna. Tidigare forskning har kartlagt och identifierat möjligheter och utmaningar gällande att arbeta i denna samverkansprocess. En av möjligheterna är den samlade kunskapen och en av utmaningarna är den brist på kompetens som finns i olika delar av processen.Denna uppsats tar avstamp i de resultat som tidigare nämnd forskning har resulterat i. Vi kan dock inte anta och utgå ifrån att samma utmaningar och möjligheter som identifierades i tidigare forskning förekommer i det studieobjekt som vi ska undersöka. Därför ämnar denna uppsats att beskriva den samverkansprocess som sker mellan aktörerna, Migrationsverket, Länsstyrelsen, Socialstyrelsen, Malmö Stad, transitboende, Region Skåne samt Sveriges Kommuner och Landsting vid mottagandet av de ensamkommande flyktingbarnen. Detta för att ta reda på om samma eller eventuellt andra utmaningar och möjligheter upplevs och hur de hanteras. Kvalitativa intervjuer har genomförts med 7 aktörer, 9 respondenter. Intervjumaterialet har kodats och teman har identifierats ur detta material som sedan analyserats och diskuterats. Uppsatsens resultat visar att liknande möjligheter och utmaningar som tidigare identifierats råder även i denna samverkansprocess. Kunskap och brist på kompetens är ett genomgående tema som kan grunda sig i flertalet orsaker. En tydligare gemensam målformulering, strukturerad uppföljning och större fokus på de kommuner som tar emot ensamkommande barn är några av de saker som skulle kunna underlätta och förbättra mottagandet. / A study on how seven participants are experiencing challenges and opportunities in the cooperation process at the reception of unaccompanied refugee children and how these are handledOn 1 of July 1994 the law (1994:137) of reception of asylum-seeking children was instituted. The law regulated the Migration Board's primary responsibility in this matter. But the 1 of July 2006 an amended law in force regarding the reception of unaccompanied refugee children was instituted, in order to improve the process. The change in the law meant that municipalities should instead provide accommodation for unaccompanied refugee children who come to Sweden because of the skills, experience and support necessary to meet the children in these situations is situated at the social services within municipalities. Previous research has identified opportunities and challenges of working in such a cooperation process. One of the possibilities is the collective knowledge and one of the challenges is the lack of competence that exists in some organizations.This paper builds on the results previously mentioned research has resulted in. However, we cannot assume that the same challenges and opportunities identified in previous research appear in the study, which we will investigate. Therefore, this paper intends to describe the cooperation process that takes place between the participants, when unaccompanied refugee children arrives to Sweden, to find out whether the same or any other challenges and opportunities are perceived and how they are handled. Qualitative interviews were conducted with seven participants, nine respondents. The interviews were coded and themes were identified from this material which is then analyzed and discussed. The results of the paper show that similar opportunities and challenges identified earlier also exist in this cooperation process. Knowledge and lack of competence are a recurring theme that can be carried out in several causes. A distinct collective goal setting, more structured follow- up and more focus on the municipalities, which already receive unaccompanied refugee children, are some of the things that could facilitate and improve the reception.

This study explores the international obligations of the European Union to the unaccompanied asylum-seeking and refugee child. In doing so, it involves an investigation into the concept and content of durable solutions for the refugee child. As such, it analyses the effect of the temporary European relocation scheme in the search for durable solutions. To that end, it engages a comprehensive explanation of the relevant refugee law, the law of the rights of the child and the European legislative framework governing the reception and protection of refugees. Cumulatively, an assessment is made as to the effectiveness of the durable solutions that currently exist. This study seeks to establish whether, in an attempt to relieve the pressure from the frontline member states by creating a system for effective integration, Europe encourages the development of a children’s rights perspective and ultimately, provides a path for the unaccompanied child’s development and self-fulfilment. / Public, Constitutional and International Law / LL. I denna studie har erfarenheter och framtidsvisioner vad gäller utbildning och arbete i Sverige bland unga kvinnor som kom till Sverige som ensamkommande flickor undersökts. Ambitionen med studien är att öka kunskapen kring gruppen unga kvinnor som kommit till Sverige som ensamkommande flickor. Kvalitativa djupgående intervjuer samt en hermeneutisk forskningsansats, präglad av författarnas förförståelse, har använts i studien. I studieresultatet framkommer att de unga kvinnorna upplever mindre stöd samt en ökad ensamhet efter att de har flyttat från HVB-hemmet till eget boende. Studieresultatet visar även på att de unga kvinnorna upplever segregation i skolan samt har kunskapsluckor kring arbete och utbildning. I studiens slutsats formuleras möjliga förbättringar för att öka unga kvinnors kontaktnät innan de flyttar till eget boende, för att motverka segregation i skolan samt förslag på att införa regelbundna samtal. Förbättringarna syftar till att öka unga kvinnors möjligheter att nå sina mål, nå ökat välmående samt en förbättrad integration. / This study have set out to oppose the experience and outlook on future regarding education and work within the group of young women who came to Sweden as unaccompanied refugee children. The purpose of the study is also to increase knowledge about young women who came to Sweden as unaccompanied refugee children. Qualitative in-depth interviews with a hermeneutic research approach characterized by the author’s preconceptions have been used for the study. The key features of the study is that young women after they have moved out of the residential care home to their own apartments experience feelings of loneliness and lack of support. Experiences of segregation in school and knowledge gaps regarding education and work is also key features in the study. In the conclusion of the study possible improvements are suggested to improve young women’s contact network before moving to their own apartments, counteract segregation in school and suggest an establishment of regular dialogues. The improvements aims as a way to increase young women’s abilities to reach their goals, increase their wellbeing and improve integration.

Den hälsodiskursiva praktiken : En etnografisk studie av hälsofrämjande aktiviteter på ett HVB-hem

På grund av oroligheter i världen skedde under år 2015 en kraftig ökning av asylsökande, där ibland även ensamkommande barn. Ökning av ensamkommande barn medförde en boendeproblematik för Sveriges kommuner, vilket lett till behov av flertalet nyuppstartade HVB-hem. Det fanns ett intresse av att studerades hälsofrämjande aktiviteter i kontexten, detta för att förstå dem som en del av en hälsodiskursiv praktik. Detta gjordes utifrån ett sociokulturellt perspektiv på lärande, diskurs analys samt ett helhetsperspektiv på hälsa. Därav har studien genomförts som kvalitativ studie med inspiration ifrån etnografisk forskning. Deltagande observationer utfördes vid tre tillfällen. Observationerna utfördes på två olika avdelningar på ett HVB- hem för ensamkommande pojkar. Genom ett hälsopedagogiskt perspektiv var avsikten med studien att synliggöra hälsodiskurser och dess betydelse för ungdomarnas lärande och skapande av hälsa. Kategorierna för studiens analyserade resultat återspeglar de hälsofrämjande aktiviteter som observerades. Teman för diskussionsdelen framanalyserats med utgångspunkt i studiens valda teorier och utföll i följande sex kategorier: Tidspassning, Vi och dem, Laganda och att ha trevligt ihop, Minskad förtäring av sötsaker, Regelföljning och självständighet samt Dubbla budskap. Av resultatet framkom det att den rådande hälsodiskursen tycks bygga på ett omedvetet helhetsperspektiv på hälsa. Det framkommer genom personalens utsagor att en strävans finns mot att skapa förutsättningar för att ungdomarna att utvecklas till självständiga individer, dock strider detta mot vad som kan ses i den hälsodiskursiva praktiken. Därav kan det tänkas att hälsa är ett ämne som kan behöva lyftas i praktiken. Då det var svårt att hitta relevant forskning i ämnet tycks även behov finnas av att bedriva forskning kring hur insatser på HVB-hem bör utformas för att uppnå ökad självständighet hos ungdomarna. / 2015 saw a sharp rise in unaccompanied children seeking asylum. This is due to turmoil in many parts of the world. The rise has brought housing problems for Sweden’s municipalities, with more housing and treatment facilities started as a result. A study was conducted, motivated by ethnography research. Participants were observed on three occasions, in two separate wards in a HVB resident for unaccompanied boys. Health promoting activities were observed, to gain an understanding of them for use from a pedagogic perspective. This was done using a sociocultural perspective in teaching, study analysis, as well as health in general. Through a health discourse perspective, the purpose of the study was to analyze health awareness in the children. The categories for the analysed results reflected the health promoting activities that were encouraged during the study. The study was analysed using the following six categories Punctuality, Us and them, Team spirit and getting along, Reduced sugar consumption, Following rules and independence, as well as Double standards. The results showed that the current health discourse is founded on a subconsciously overall perspective on health. Housing and HVB resident staff have the aim to create possibilities for the children to develop into independent individuals. It can be seen as a field that needs to be improved in practice, through staff education. Relevant data is lacking, further research is needed into what action is required to help the children reach independence.

Since 2007, about 300 unaccompanied children have annually disappeared in Sweden. This study investigates whether authorities are aware of the problem and how they look at risks, responsibilities and causes of disappearance of unaccompanied children. This is done through a combination of text analyzes of relevant reports as well as qualitative interviews of selected social service professionals and the National Method support against prostitution and human trafficking. The empirical findings have been analyzed with the help of Michael Lipsky’s (2010) Street-Level Bureaucracy theory and Carol Bacchi’s (2009) what’s the problem represented to be – approach. There seem to be a mixed awareness amongst those who are dealing with the problem that unaccompanied refugees disappear. There seems to be, however, a national goal as well as a local interest, to improve the preventive work against the problem that unaccompanied refugee children disappear. Yet the results show that other aspects and participants are to be considered for an extensive understanding of the problem.

Experiences, challenges and coping strategies of unaccompanied migrant children in South Africa : guidelines for Social Work

The aim of this study was to investigate unaccompanied migrant children (UMC )experiences, challenges and coping strategies in South Africa as they navigate their lives with no parental care and protection in a foreign country. The continuous inflow of UMC remains a major challenge globally and more so in South Africa. The inflow resulted in unaccompanied migrant children facing adverse challenges such as exploitation, marginalisation, discrimination and violation of human rights. In response to this influx, the South African Government embarked on several commendable initiatives, notwithstanding the national guidelines by the Department of Social Development, which unfortunately could not provide adequate guidance for social workers, on how to respond effectively to challenges facing UMC. The study was qualitative guided by exploratory, descriptive, and contextual designs. A sample was drawn using purposive sampling. Participants sampled for data collection were UMC and social workers tending them, from two shelters; one in the Limpopo and one in the Gauteng provinces, respectively. Data was collected using semi-structured interviews and analysed using Tesch’s eight steps of data analysis in Creswell (2013). The findings confirmed that unaccompanied migrant children do not receive satisfactory services from social workers who are mandated by the Department of Social Development to look after all the vulnerable children in South Africa. In addition, the findings further confirmed the contradictions and misalignment of legal frameworks that make it difficult for social workers to provide effective services to the UMC, thus exposing the latter to a continued plethora of daily challenges. Despite the magnitude of challenges presented by the host country, it emerged that unaccompanied migrant children demonstrate a range of coping mechanisms to survive the challenges experienced within the borders of South Africa. Prominent in the findings was the dissatisfaction of social workers regarding lack of clarity and inconsistencies in the current Social Development Guidelines on; Separated and Unaccompanied Children Outside their Country of Origin in South Africa. "Åldern är ju bara en siffra" : En antropologisk litteraturstudie om medicinska åldersbedömningar på ensamkommande flyktingbarn

The aim of this essay was to examine the justifications of the swedish government to perform medical age assessments on unaccompanied refugee children seeking asylum in Sweden. These governmental justifications were analyzed through Michel Foucault's theory of disciplinary power as well as through anthropological research on classification of age. The empirical material consisted of a selection of websites from different authorities that process medical age assessments. These were then studied through critical discourse analysis. The essay showed that these justifications can be understood as an expression of disciplinary power, where medical age assessments discipline individuals to docile bodies. Furthermore, the analysis also showed that the governmental justifications were partly founded upon western concepts of how a child is supposed to be and what a child is entitled to.
