政府組織成員的知識分享行為及其影響因素之研究:以台北市政府一級行政機關為例 / A Case study on employee behavior intention of knowledge sharing and Its Antecedents in Taipei City Government

知識分享是實現成功知識管理的關鍵步驟,然而在公共組織中的成員,當他們去分享自己的知識時,不僅需要花額外的時間和努力之外,甚至可能還會減少他們自己在組織中的權力地位和競爭價值,因此將成員個體的知識轉換組合成組織整體的知識,相形之下會更不容易達成。故本研究的目的在於瞭解哪些因素會影響公共組織成員中的知識分享行為,因此本研究模式中的構念係根據社會交換理論、社會資本理論以及計畫行為理論為基礎。 / 本研究根據這些相關理論所提出之構念發展出涵蓋社會心理(例如外在報酬、預期互惠及樂於助人)、組織系絡(例如認同、信任及支持分享的規範)以及資訊科技(例如資訊科技使用)等三組因素層面的整合性研究模式,並認為這三組因素層面下的變數都會影響成員的知識分享行為。而本研究對象為台北市政府所屬之一級行政機關單位的員工,經過叢聚隨機抽樣後,抽出16個市府所屬之一級行政機關單位中850位受訪者,有效問卷數為524份。而本研究採取結構方程模式(SEM)途徑來檢定本研究模式之假設關係與模式配適程度。 / 研究結果除了發現本研究模式配適度良好外,也發現模式內生變數部份中的知識分享意圖與知識分享行為有高度的正面影響關係,而知識分享的態度、主觀規範與行為控制認知對於知識分享意圖也有正面的影響關係。而模式外生變數部份,預期互惠、樂於助人和組織認同感對於知識分享態度有直接的正面影響;此外組織信任和支持分享的規範對於知識分享的主觀規範有直接的正面影響;還有資訊科技使用對於知識分享的行為控制認知有直接的正面影響,而令人訝異的是在本研究中的外在報酬對於知識分享態度卻是直接的負面影響。 / 因此基於這些研究結果的發現,認為增加員工間的知識分享行為和參加知識分享活動是和正面的社會互動文化有所關聯,因此除了型塑出彼此相互信任、認同的組織氣候或文化之外,也必須建構出易於知識分享的組織規範(如創新、團隊合作和尊重多元價值等)。然而知識分享主要是人與人之間的社會交換活動,因此還要強化成員分享知識的內在動機(如樂於助人)。所以鼓勵公共組織中的管理者和員工彼此間能夠保持頻繁的社會互動,以建立彼此間的人際信任與預期互關係,還有對組織整體的認同與信任,以促使成員產生分享知識的意圖。最後給組織中的公共管理者與政策制定者一個啟示,知識分享還是需要有一個知識分享環境或文化,因此管理者應該確保有效地創造出易於知識分享的環境或文化,以促使知識分享行為的產生。 / Knowledge sharing is a critical step for successful knowledge management. However, sharing knowledge not only requires time and effort but also reduces value or power in the public organization. Therefore, individual’s knowledge does not transform easily into organizational knowledge. The purpose of this study is to develop an understanding of the factors affecting the individual’s knowledge sharing behavior in the governmental context. The research model includes various constructs based on social exchange theory, social capital theory , and the theory of planned behavior .Hence, this research developed an integrated theoretical model and unveiled three sets of critical factors: psychological(extrinsic rewards, reciprocal relationships, enjoyment in helping others), organizational (identification ,trust , pro-sharing norm)and technological(information technology usage) that are believed to affect the knowledge sharing behaviors. Data collected from 524 employees in Taipei City Government were conducted to test the research model using the structural equation modeling (SEM) approach. / The results of the study provide empirical support for the overall structure theorized in the research model. Knowledge sharing behavior was predicted by the employees’ intention towards knowledge sharing and perceived behavioral control. Knowledge sharing intention in turn was predicted by employees’ attitude towards knowledge sharing, subjective norm and perceived behavioral control. The employees perceptions of reciprocal relationships, enjoyment in helping others and identification were positively associated with favorable attitude towards knowledge sharing. The perceptions of extrinsic rewards exerted a negative effect on the attitude. Organizational trust and pro-sharing norm positively influenced employees’ subjective norm. Additionally, information technology usage was positively associated with high levels of perceived behavioral control towards knowledge sharing. / Based on the findings, the study indicates that an increased effort to encourage employees to participate knowledge sharing activities is associated with a positive social interaction culture. Specifically, reinforcing individual’s intrinsic motivation and creating an organizational context characterized by trust, identification and pro-sharing norm are likely to encourage both management and employees to socialize and interact frequently with each other by means of driving knowledge sharing intention. Finally, the study has implications for public manager and policy maker to formulate policies and appropriately to ensure the effective creation of a knowledge sharing culture.

À partir d'un modèle d’analyse alliant les apports théoriques des sociologies de l'aide familiale et des émotions, nous analysons l'expérience de la prise en charge familiale de la maladie d’Alzheimer à travers trois dilemmes : l’exercice de la toilette du malade, le recours aux structures d'accueil et d’hébergement et l’intervention dans sa vie privée. Ces dilemmes sont appréhendés au prisme de trois registres d'interprétation, d'action et de justification : un registre principiel, un registre relationnel et un registre émotionnel. Nos analyses éclairent ainsi la singularité plurielle des expériences et des implications des proches familiaux des malades. / From an analytical model, combining the theoretical contributions of the sociology of family support and the sociology of emotions, we analyze the experience of family care of Alzheimer’s disease through three dilemmas: the exercise of the patient’s toilet, the use of reception and housing structures by families and intervention in the patient’s private life. Theses dilemmas are understood through the prism of three registers of interpretation, action and justification: a register of principles, a relational register and an emotional register. Our analysis light up the plural singularity of experiences and implications of relatives of Alzheimer’s patients. / A partir de un modelo analítico que combina las contribuciones teóricas de las sociologías del apoyo familiar y de las emociones, se analiza la experiencia de la atención familiar de la enfermedad de Alzheimer a través de tres dilemas: el ejercicio del baño del enfermo, el uso de centros de día y residencias, y la intervención en su vida privada. Estos dilemas se entienden bajo el prisma de tres registros de interpretación, acción y justificación: un registro de principios, un registro relacional y un registro emocional. Nuestros análisis aclaran la singularidad plural de las experiencias e implicaciones de los familiares de los enfermos.

We understand that this author presents an original discussion about the meaning of history in opposition to the conceptions developed by the Historicism. In order to do so we described the considerations presented in Heidegger s thoughts in 1927, which reinforce his overcoming the epistemological approach and proposing the ontological understanding of history. According to him, the comprehension of what history means should not be defined by the attempts to establish it as a science, but an ontological comprehension of history is revealed by describing the fundamental human condition as Dasein. Based upon daily human existence Heidegger inquiries the significance of history, namely the mode-of-being of history - called historicity [historicality]. We tried to accomplish the exposition of the mode-of-being of history by means of the fundamental elements description as inserted in the Analytics of Dasein, because these elements (being-with-others, temporality, understanding, care, being-towards-death, state-of-mind, etc), along with the description of the phenomenologic-hermeneutical methodology, bring into light the original ontological perspective by Heidegger s thoughts to discuss the problem of history / O presente estudo pretende explicitar a historicidade discutida na obra Ser e Tempo de Martin Heidegger. Entendemos que o autor apresenta uma discussão original do sentido da história, contrapondo-se às concepções desenvolvidas pela Escola Histórica [Historicismo]. Para tanto, descrevemos as considerações presentes no pensamento de Heidegger de 1927 que corroboram para a superação da abordagem epistemológica propondo, assim, uma compreensão ontológica da história. A compreensão do que seja a história, segundo o autor, não se caracteriza pela tentativa de estabelecê-la como ciência, mas a compreensão ontológica da história se revela na explicitação da condição fundamental do homem como Dasein. É a partir da existência humana cotidiana que Heidegger problematiza o sentido da história, ou seja, o modo de ser da história denominado de historicidade. Para realizar a exposição do modo de ser da história, utilizamos a descrição dos elementos fundamentais contidos na Analítica do Dasein, pois estes elementos (ser-com-os-outros, temporalidade, compreensão, cuidado, ser-para-a-morte, disposição, etc), juntamente com a descrição do método fenomenológico-hermenêutico, evidenciam a perspectiva ontológica original do pensamento de Heidegger para discutir o problema da história

Cette recherche porte sur les activités mentales réalisées lors d’un geste invasif d’une infirmière sur un malade. Il s’agit de comprendre ce qui l’encourage à rendre objet le corps de ce dernier alors que les nouvelles pédagogies prônent de rendre le malade acteur de ses soins. Cette étude vise à caractériser le cheminement intellectuel qu’impose ce geste en termes d’opérationnalité et de motivation à agir pour résoudre les tensions entre ce que les infirmières pensent devoir faire au regard de leur prescription médicale et des recommandations professionnelles, mais aussi ce qu’elles peuvent réellement faire en situation.Les résultats obtenus permettent d’identifier que l’infirmière s’autohypnose en se concentrant sur sa respiration et en s’invectivant en utilisant le « tu » d’une manière positive et en inhibant ses émotions afin de ne courir aucun risque émotionnel et de vivre son geste dans une version simplifiée de la réalité. / This thesis is all about the mental activities realized during an invasive gesture of a nurse on a patient. It deals with the question what makes the nurse to consider as an object the patient’s body wheras the new pedagogies advocate turning a sick person actor of his own care. The aim of this study is to characterize the intellectual path imposed by this gesture in terms of operational effectiveness and motivation to act. It is about solving the tensions between what the nurses think they have to do – with regards to their prescription and professional recommendations – and what they really can do in situation.

Student perspectives on school camps : a photo-elicitation interview study

First-hand narrative accounts of participants’ experiences during outdoor programmes are notably absent from the outdoor education literature. This thesis reports on an exploratory study which applied a creative qualitative approach called photo-elicitation interviews to gather student accounts about the ways in which they experienced an outdoor education programme known as ‘school camp’. A group of Year 10 (14-15 years old) students attending secondary school in Christchurch, New Zealand, participated in this study, and were provided with 27-exposure, disposable cameras on which they were asked to take a series of photographs to demonstrate what a residential school camp was like for them. Follow-up, individual photo-elicitation interviews with the 32 self-selected respondents (21 female, 11 male), revealed that school camp is primarily an enjoyable, social experience where students are able to spend time with their friends and develop their peer networks in a unique environment. From the perspective of these students, school camp primarily contributed to developing a greater understanding of others, while developing greater understandings of the self and the environment were less salient. A greater understanding of others was achieved primarily through the ways in which school camp created an enjoyable, novel, experience which allowed students to see their peers from a different, more ‘real’ perspective. Aspects of this novel experience which contributed to students’ social interactions included the residential nature of these camps and the absence of ‘urban’ features associated with teenage culture such as mobile phones, clothing and make-up. Interestingly, students’ camp experiences included little specific reference to the natural environment; a finding which challenges recent discourses advocating for a shift towards a more critical outdoor education aiming to promote human-nature relationships. The use of photo-elicitation interviews in this context is critically examined. Providing students with cameras was an effective way to engage young people in academic research and to capture important aspects of the outdoor experience from their perspective. To better assess the utility of the technique, it warrants further application in other outdoor education contexts. The inclusion of participant-generated photographs, however, raises several research ethics issues. This study contributes to the growing body of qualitative literature seeking to provide a more in-depth understanding of outdoor education and complements the quantitative studies which predominate in the field.

Generational differences in the frequency and importance of meaningful work.

This thesis aimed to investigate generational differences in the frequency and importance of meaningful work in employees based on the 7 facets of the Map of Meaning. Hypotheses were tested through Analysis of Variance of secondary data. 395 participants self-reported levels of meaningful work on the Comprehensive Meaningful Work Scale. Results indicated that Generation Y had significantly lower levels of meaningful work. Generation Y had significantly lower levels of Unity (importance), Serving (frequency and importance), Expressing full potential (frequency), Reality (frequency and importance) and Inspiration (frequency). Significant differences occurred mainly between Generation Y and Baby boomers, with some significant differences between Generation Y and Generation X and no significant differences between Generation X and Baby boomers. Results showed that overall frequency and importance levels were significantly lower for Generation Y. Overall frequency levels were lower than overall importance levels, which suggests that employees’ desire for meaningful work may not be satisfied. In light of this evidence, it is suggested that to improve organisational outcomes such as engagement, retention and performance, managers should provide opportunities for employees to engage in meaningful work with particular focus on Generation Y. Employees themselves should take responsibility to find meaning in their own work and life because engagement in meaningful activities can lead to satisfaction, belonging, fulfilment and a better understanding of one’s purpose in life.

Lietuvoje, kaip ir kitose ES valstybėse, kiekvienam jaunuoliui, nepaisant jo negalios, turi būti garantuojama teisę į mokslą. Lietuvos Respublikos įstatymai deklaruoja proto negalios asmenų teisę į ugdymą, profesinį rengimą bei įdarbinimą, tačiau neįgalieji šių savo teisių pilnai realizuoti negali. Nežymiai sutrikusio intelekto jaunuoliai, baigę bendrojo lavinimo ar specialiąsias mokyklas, neįstengia konkuruoti su kitais moksleiviais, stodami į profesinio rengimo mokyklas, nes bendrojo lavinimo ar specialiosiose mokyklose mokosi pagal adaptuotas ir modifikuotas programas. Dar viena iškilusi problema tai įstatyminė bazė. Profesinio mokymo įstatymas bei jį lydintis teisės aktai jau nebeatitinka šiuolaikinio gyvenimo realijų. Šie dokumentai negarantuoja specialiųjų poreikių vaikams, ugdytiems adaptuojant bendro lavinimo mokyklos dalykų programas, teisės mokytis antroje profesinio mokymo programų pakopoje. Šiuo metu asmenų su negalia profesinis mokymas, permokymas ir perkvalifikavimas vykdomas per darbo rinkos mokymo tarnybas, specialius mokymo centrus, profesinio mokymo mokyklas ir yra prieinamas asmenims su nežymiai sutrikusio intelekto. Nepakankamas, sunkiai prieinamas, mažai pritaikytas ir su vietos darbo rinkos poreikiais nesusietas profesinis mokymas, perkvalifikavimas tampa viena iš asmenų su negalia nedarbo priežasčių. Nėra profesinių įgūdžių (išlikusių, įgytų) įvertinimo metodikų, pagal kurias būtų galima spręsti apie profesinės reabilitacijos galimybę ir veiksmingumą... The laws of Lithuanian Republic declare the right to education for people with mental disabilities, as well as their vocational training and job placement; however, the disabled people cannot realize those rights in full. After finishing adapted and modified programs in secondary and special schools, young people with light mental disorder are not able to compete with the rest of students for the place in vocational training schools. Another issue that has been raised is the legal base. The law of vocational training and associated documents do not match the realities of contemporary life. Those documents do not guarantee the right to study at the second level vocational training schools to children who were educated according to adopted secondary school programs. Currently the vocational training, re-training and re-skilling for people with disabilities is being done through the employment agencies, special training centers, vocational schools and is available only for those with light mental disorders. Vocational training and re-training, which is insufficient, difficult to access and poorly adapted to the demands in the job market, becomes one of the reasons for unemployment of disabled people. Die litauischen Gesetze bestätigen den geistig behindrten Menschen, daß die eine Möglichkeit zum Lernen, Berufschulen zu absolvieren und in den Berufsmarkt zu integrieren haben, sondern die geistig Behinderte könen aus diesen Mögleichkeiten voll nicht benutzen. Die Berufsprogramme sind zu dem Arbeitsmarkt nicht angepasst. Berufsrehabilitationssystem ist sehr schwach entwickelt und das macht diese Situation noch schlechter. Týrané, zneužívané a zanedbávané dítě / Child abuse and neglect

This dissertation is focused on some problems of maltreated, abused or neglected children and it also tries to outline a contemporary view of this situation. Considerable changes occured in this field after breaking a taboo on this subject, which is presented as a topic for a wide discussion. In my work I tried to give a complex view of some aspects of maltreated, abused or neglected children problems. Furthemore I focused on the problems of a public awareness concerning maltreated, abused or neglected children, and possible public activities in this field. I also investigated a public awareness of civic associations (i. e. organisations, institutions or facilities) which take care of endangered children in Trhové Sviny and nearby sorroundings. This research was based on a standardised questionaire. According to an analysis of its results, it is possible to to state a negation of both hypotheses in which I originally considered a public awareness of maltreated, abused or neglected children low, or likewise, I pressumed that a public awareness of the above mentioned organisations (civic associations, institutions) would not be very high. In spite of these conclusions it is a safe assumption that the tasks given to find out a situation in a public awareness concerning the endangered children, were fulfilled.
