Darbe analizuojami finansų valdymo teoriniai principai ir praktinis jų taikymas realizuojant kompleksinius miesto transporto infrastruktūros projektus ir pateikiami nauji projektų finansų vadybos temų komplekso vertinimai, panaudojant autoriaus sukauptus duomenis projektų vadybos veikloje. Darbas aktualus tiek naujoms federacinėms Vokietijos žemėms, tiek naujoms ES šalims – Lietuvai ir Latvijai, kur miesto transporto infrastruktūra netenkina šiuolaikinių miesto gyventojų judrumo poreikių ir būtina transporto infrastruktūros plėtra. Praktika rodo, jog kompleksiniams miesto transporto infrastruktūros projektams dėl daugelio juose dalyvaujančių šalių yra būdingos esminės projekto organizavimo ir projekto finansavimo formavimo problemos, kurios galiausiai lėtina projekto įgyvendinimo eigą ir didina projekto išlaidas. Realizuojant miestų transporto infrastruktūros plėtros projektus, jų finansų valdymas gana sudėtingas dėl parengtų projektų nepakankamo finansavimo, o taip pat skirtingų finansavimo šaltinių tikslinio lėšų panaudojimo koordinavimo. Darbo tikslas – sukurti metodus, algoritmus ir kompiuterinę programų sistemą, kuri leistų projektų vadovams operatyviai spręsti projektų finansų valdymą visuose projektų įgyvendinimo etapuose. [toliau žr. visą tekstą] / Finance management during implementation of urban transport projects is rather complicated because of insufficient financing and it needs coordination because of number of financial sources. The aim of the study – develop methods, algorithms and computer programs, which enable project mangers to solve finance management issues during all project phases. The main tasks to achieve the goals are: 1. To analyze financial issues and difficulties during implemented urban transport infrastructure’s projects, and to evaluate factors having influence on finance management during all project phases. 2. To evaluate influence of possible changes in project’s structure or part of the project on general project’s expenses. 3. To estimate, where it is possible to allocate various financial sources to separate project segments. 4. To develop algorithms and computer programs, which enable project mangers to evaluate economical, technical project works and its price. 5. Under insufficient financing or strict restrictions, the additional financing sources should be provided or extend of works should be decreased, part of these works relocated to further-coming projects.

Magistro darbe yra išanalizuoti ir susisteminti įvairių Lietuvos ir užsienio autorių teoriniai įmonės veiklos vertinimo bei ją įtakojančių veiksnių aspektai bei identifikuoti įmonės veiklos efektyvumo ekonominės analizės metodologiniai aspektai. Išsamiai analizuojama transporto paslaugas teikiančios įmonės UAB Vežėjas veikla, atliekant tradicinę įmonės finansinės būklės analizę, palyginant gautus rezultatus su šakos rodikliais, nustatnt rezultatus lėmusių veiksnių įtakos laipsnius bei atliekant įmonės veiklos perspektyvų įvertinimą. Taip pat darbe ieškoma įmonės veiklos rezultatų dinamikos sąsajų su šalies bei tarptautine ekonomine aplinka. Patvirtinama suformuluota tyrimo hipotezė, kad įmonės veiklos bei aplinkos veiksnių analizė leidžia tiklsiai ir teisingai įvertinti realią įmonės padėtį bei vystymosi tendencijas. / This master’s work indicates analysis and structuring of theoretical aspects of company’s activity evaluation and factors that influence it described by various Lithuanian and foreign authors, and identifies methodological aspects of economic analysis of compay’s efficiency analysis. It includes a thorough activity analysis of transpotation service provider JSC Vežėjas, by doing a traditional financial analysis of a conpany, comparing results with the indicators of the sector, determning the influence of factors which cause the results, and evaluating companys perspectives. This work also includes attempt to identify how local and international economic environments influences changes in company’s results. It also confirms the hypothesis formed by analysis which says that the analysis of company’s activity and factors of the environment allow to evaluate real situation and development trends of a company exactly and correctly.

Darbo tikslas – atlikti Lietuvos autotransporto sektoriaus rodiklių analizę darnaus aplinkos būklės, ekonominio ir socialinio vystymosi aspektais 2000–2011 m. Vykdant išsikeltus darbo uždavinius buvo renkami, grupuojami, ir analizuojami statistiniai duomenys susiję su transporto sektoriaus darniu vystymusi ir apimantys šio sektoriaus aplinkosauginius, ekonominius bei socialinius aspektus. Analizuojamas laikotarpis apima 2000 – 2010 metus. Per šį laikotarpį Lietuvos transporto sektorius labai vystėsi.. Kelių transporto priemonių skaičius 2000 – 2006 padidėjo 40 %. Vėliau šis augimas nebuvo toks ryškus. Kuro sunaudojimas transporto sektoriuje per analizuojamą laikotarpį išaugo 50 proc. Kuro suvartojimas transporto sektoriuje sumažėjo dabartinės ekonominės krizės metu. Vis didesnę dalį krovinių ir keleivių apyvartos užima kelių transportas. Keleivių vežimas viešojo naudojimo autobusais iki 2008 metų padidėjo 22 %. Transporto sektoriaus sukuriama BVP dalis 2000 – 2008 metų periodu augo 25 %. Darbuotojų skaičius transporto sektoriuje per 2000 – 2010 metų laikotarpį sumažėjo 16 %, tai rodo, kad net ir maža dalis dirbančiųjų transporto sektoriuje sukuria gan didelę dalį bendrojo Lietuvoje sukuriamo BVP. Bendras kelių tinklas išaugo 10 %. Lietuvoje gyventojų mirtingumas dėl transporto įvykių sumažėjo 54 %. [toliau žr. visą tekstą] / The purpose - to carry out motor Lithuania sector analysis of indicators of sustainable environmental, economic and social aspects of development in 2000-2011. The performance targets set for itself were collected, grouped and analyzed statistical data related to the transport sector and the sustainable development of the sector covering the environmental, economic and social aspects. The analysis covers the period 2000 - 2010 years. During this period the Lithuanian transport sector is very developed .. Road vehicles 2000 - 2006 increased by 40%. Later, the increase was less pronounced. Fuel consumption in the transport sector during the analysis period increased by 50 percent. Fuel consumption in the transport sector dropped in the current economic crisis. An increasing share of freight and passenger turnover of road transport occupies. Passengers carried by public buses by the year 2008 increased by 22%. Transport sector in the GDP of 2000 - 2008 season increased by 25%. Number of employees in the transport sector during 2000 - 2010 the period decreased by 16%, suggesting that even a small proportion of workers in the transport sector creates a relatively large part of total GDP generated in Lithuania. The disertation investigates a crucial factor, determining decisions on development of Lithuanian transport system - Common European transport policy in the field of road and railway and provides comprehensive answers to the following questions: (1)are the EU solutions in transport development field economically consistent and feasible, (2) what are the means, suitable for its’ implementation, (3) what effects it will cause for Lithuania’s transport system as well as the whole economic and social life.

Subject of research: different parts – roots, stems, leaves, berries – of bilberries (Vaccinium myrtillus L.), growing near the A1 Vilnius – Kaunas – Klaipėda highway (the 94th kilometre, right side of the road). Objective of research: to determine the amount of lead in different parts of bilberries. Methodology: for research the samples of bilberries were picked near the A1 Vilnius – Kaunas – Klaipėda highway at the 15 – 20 km distance from Kaunas, at 10, 15, 20, 25, 30, 35, 40 and 70 m distance from highway. For experiment – at 100 m distance from highway, bilberries were replanted in laboratory and were grown in the soils of different lead concentration four months. The soil was sprinkling with lead nitrate (Pb(NO3)2) solution of different concentration. The samples of plants were desiccate. The mineralization of different part the plants was carried out, as well as the analysis of soil was made (pH, ratio of hygroscope humidity, concentration of lead in soil). The amounts of lead in plants and soil were determined by the method of atomic absorption spectrometer. Research carried out in accordance with legally approved methodologies. Baigiamajame magistro darbe pateikta mokslo darbų, skirtų vėžių atsiradimo, gilėjimo asfalto dangoje ir įtakos transporto priemonių važiavimui analizė. Pateikti vėžių asfalto dangoje dinamikos ir įtakos transporto priemonių važiavimui modeliai. Atlikti Provėžų gylio pasiskirstymo Lietuvos valstybinės reikšmės magistraliniuose bei krašto keliuose eksperimentiniai tyrimai. Suformuluotos ir pateiktos išvados ir siūlymai. / The Master thesis provides the analysis of scientific works on the origin of ruts, their deepening on the asphalt pavement and impact on the vechile drive. It presents models of the dynamics of ruts on the asphalt pavement and their impact on the vehicle drive. Morover, experimental researches of the distribution of the depth of ruts on Lithuanian main and national roads were carried out, conclusions and suggestions formed and provided.

Magistro baigiamajame darbe analizuojamas vežėjo ir ekspeditoriaus sutartinių santykių teisinis reglamentavimas, šios temos aktualumą lemia tai, kad transporto sritis yra viena iš prioritetinių šalies ūkio sričių, ekspeditoriaus vaidmuo krovinių gabenimo procese pastaruoju metu labai išaugo, o teisiniai santykiai, susiklostantys tarp vežėjo ir ekspeditoriaus nei teisinėje literatūroje, nei teismų praktikoje nebuvo analizuojami. Autorius kelia mokslinę problemą, kad ekspeditoriaus padėties teisinio reglamentavimo krovinių gabenimo procese neaiškumas neigiamai įtakoja vežėjo ir ekspeditoriaus teisių apsaugą bei gynimą. Todėl šiuo tyrimu siekiama nustatyti, ar vežėjo ir ekspeditoriaus sutartinių santykių teisinis reglamentavimas Lietuvoje atitinka rinkos poreikius. Magistro baigiamajame darbe keliami uždaviniai įvertinti, ar teisinis reglamentavimas Lietuvoje nepagrįstai nevaržo ekspeditoriaus teisės sudaryti krovinių vežimo sutarties savo arba užsakovo vardu, taip pat įvertinti vežėjo ir ekspeditoriaus teisinę padėtį, kai ekspeditorius vežimo sutartį sudaro savo arba užsakovo vardu, palyginti Lietuvoje galiojantį vežėjo bei ekspeditoriaus sutartinių santykių teisinį reglamentavimą su galiojančiu Vokietijoje, aptarti krovinių vežimo dokumentų reikšmę vežėjo ir ekspeditoriaus sutartiniams santykiams, taip pat įvertinti rekomendacinio pobūdžio teisės normų (angl. soft law) įtaką vežėjo ir ekspeditoriaus sutartiniams santykiams. The relevance of the subject determines the fact, that transport branch has a priority status among other economy branches, the role of the forwarder has increased significant, and the legal relations between these characters were never an object of legal studies. The scholar question of this Master thesis is that the legal regulation of forwarders activity in the process of the carriage of goods is not explicit and clear enough and it affects the protection of the rights of the carrier and the forwarder. Therefore the purpose of this Master thesis is defining if the legal regulation of the contractual relations between the carrier and forwarder accords the demands of the market. The Master thesis has a task to define if the legal regulation do not straitens the right to sign the contract of carriage of goods in the name of the forwarder or the name of his customer, to study the legal character of a carrier and a forwarder, in the case of signing the agreement in his name or the name of the customer, to compare the legal regulation applicable in Lithuania and Germany. Darbe nagrinėjamas Lietuvos ir užsienio autorių požiūris į darbuotojų kompetencijos, mokymo įtaką transporto ir logistikos verslui, konkurenciniam pranašumui. Išnagrinėti bendri aspektai, darantys įtaką transporto ir logistikos įmonių konkurencingumui. Išskiriamos darbuotojų mokymo problemos. Aptariama problematika Lietuvoje, susijusi su transporto ir logistikos įmonių darbuotojų žinių stygiumi bei viso to neigiama įtaka konkurencingumui. Magistrinio darbo tyrime naudojami duomenys yra gauti anketinės apklausos, kurios metu buvo apklausti 87 Lietuvos kelių krovinių transporto įmonių atstovai, būdu. Tyrime yra analizuojami darbuotojų mokymo aspektai Lietuvos transporto įmonėse, tokie kaip, naujų ir esamų vairuotojų bei administracijos darbuotojų mokymo trukmė, darbuotojų mokymo tikslingumo nustatymo kriterijai. Taip pat nagrinėjamos transporto įmonių atstovų nuostatos dėl darbuotojų mokymo įtakos įmonių konkurencingumui. Daug dėmesio skiriama koreliacijų tarp darbuotojų mokymo aspektų ir įmonės konkurencingumo kriterijų analizei. / This master's thesis includes several Lithuanian and foreign authors’ approaches to the importance of personnel and personnel training in the organization, factors of competitiveness in transport and logistics businesses environment. Some main problems concerning personnel training and lack of knowledge in the Lithuanian road transport sector are also highlighted in the thesis. There were 87 representatives of Lithuanian road freight transport companies surveyed to collect the relative data to analyze the personnel training impact to the competitiveness of the transport company. Study analyses various training aspects in the Lithuanian transport companies, such as: training duration, training needs assessment criteria, respondents’ provisions for employee training and etc. Analysis is targeted into two main groups of transport company’s workers: administration staff and drivers. Basically, analysis is based on various correlations between competitiveness criteria and training aspects.

Skiriūtė D. Transporto triukšmo tyrimai Tauragėje: Aplinkos inžinerijos bakalauro darbas/mokslinis vadovas lekt. R. Klimas; Šiaulių universitetas, Technologijos fakultetas, Statybos inžinerijos katedra. – Šiauliai, 2011. Didžiąją miesto triukšmo dalį (apie 80%) sukelia transportas. Transporto priemonės yra toks specifinis triukšmo šaltinis, kad jis įsiskverbia į bet kurią miesto teritoriją – gyvenamuosius ir pramonės rajonus, ligoninių ir sanatorijų zonas, miestų centrus, poilsio zonas. Transporto triukšmas sukelia diskomfortą ne tik gyventojams, bet ir įvairių įstaigų darbuotojams, vaikams, moksleiviams, gyvūnams. Tokio triukšmo padariniai žmonėms yra įvairios sveikatos problemos. Atliekant transporto triukšmo tyrimus Tauragės mieste pasirinkta 15 vietų: mokyklų, darželių–lopšelių, viešųjų tyliųjų miesto zonų, parkų, ligoninės, gyvenamųjų namų teritorijose. Gauti rezultatai lyginami su higienos norma, ir tai suteikia galimybę parašyti išvadas ir pateikti pasiūlymus triukšmo mažinimui. Mažinant transporto triukšmo sklaidą Tauragės mieste būtina taikyti triukšmo mažinimo priemones: mažinti automobilių eismą miesto centrinėje dalyje, įrengiant aplinkelį; riboti eismą gatvėse; įrengti dviračių ir pėsčiųjų takus; organizuoti viešojo transporto maršrutus ir dažniau juo naudotis; skatinti biotransporto naudojimą; plėsti dviračių takų tinklą. / Transport makes the major part (60-80%) of the city noise. The vehicle is the specific source of noise that it penetrates into any area – in residential and industrial areas, in hospitals and sanatoriums areas, in urban centers, and recreation areas. Traffic noise causes discomfort, not only residents but also the employees of the different companies, children, school children and animals. A range of health problems is effects of such noises to people. Performing the research of the traffic noise in Tauragė town 15 places were selected following: in the areas of schools, kindergartens, nurseries, public silent areas of the city, hospitals, and residential areas. The obtained results are compared with standards of hygiene, and this provides an opportunity to write conclusions and to make proposals for the prevention of noise. Reducing traffic noise in the dissemination in Tauragė town the noise reducing measures must be applied: to reduce automobile traffic in the central part of the town installing a bypass; to limit traffic on the streets; to install the bicycle and pedestrian paths; to organize public transport routes, and to use it more frequently; to construct the noise protection barriers.

Baigiamajame darbe nagrinėjamos visureigio automobilio dinaminės charakteristikos bei pagrindiniai jas lemiantys parametrai, ieškoma būdų šių parametrų pagerinimui. Taip pat darbe apžvelgiamos automobilį veikiančios jėgos, apžvelgiama automobilio masės bei įkrovos lygio įtaka automobilio dinamikai, priekabos įtaka automobilio stabilumui bei valdomumui. Atlikus eksperimentinius visureigio automobilio kėbulo svyravimų bandymus priklausomai nuo: priekabos įkrovos, kelio dangos, bei transporto priemonės ir transporto priemonių junginio greičio gauti rezultatai išanalizuoti ir palyginti tarpusavyje. Pateikiami skaitinius bandymų rezultatus atitinkantys grafikai. Išvadose apibendrinami tyrimo rezultatai. / This master thesis analysis dynamic characteristics of all – terrain vehicle, main parameters having impact on them, searches for ways to improve them. The paper also reviews the forces operating on the vehicle, reviews the impact of the vehicle’s weight and the level of load on the dynamics of the vehicle, the influence of a trailer on the stability and controllability of the vehicle. The results of the experimental tests of all – terrain vehicles body’s swinging were analyzed and compared. The charts depicting numeric results of tests are provided. The conclusions summarize the results of the research.
