組織文化、智慧資本與組織績效之關係: 知識運用能力的干擾效果 / The relationship among organizational culture, intellectual capital and organizational performance: The moderating effect of knowledge process capability

過去研究多直接探討智慧資本與組織績效之關係,隱含假設擁有智慧資本就對組織有利,卻忽略了擁有資源更要懂得使用才能創造價值,哪些因素能促使員工善加運用智慧資本甚少被探討,故本研究整合資源基礎理論與體制理論,主張組織文化的同形力量可指引成功方向,引導組織成員共同運用智慧資本以提升績效,同時,若能各自搭配兩種知識運用能力:(1)獲得型流程能力,適時更新、改善智慧資本內涵,有助於企業因應外界環境變遷;以及(2)保護型流程能力,妥善保護智慧資本,避免被競爭對手模仿或竊取,以延長智慧資本所創造的競爭優勢;將有助於強化智慧資本與組織績效的正向關係。 本研究針對台灣上市上櫃公司隨機抽樣一千家企業發放問卷,問卷分成總經理版與部門經理版,各自寄送,當同一家公司總經理版回卷一份且部門經理版回卷兩份以上才視為有效問卷,最後配對成功樣本為160筆,採用階層迴歸驗證假設,並針對達顯著水準的交乘項繪製交互作用圖,圖中每一條線皆進行簡單斜率檢定,以確認斜率是否顯著不為零。分析結果顯示,組織文化與知識運用能力的交互效果確實會影響智慧資本與績效之關係,不同智慧資本類型需搭配不同的組織文化與知識運用能力組合才能提升組織績效,特別是人力資本的部分,若企業缺乏知識更新機制,需給予員工適當工作彈性或鼓勵創新,才能發揮人力資本對績效的正向影響,否則人力資本甚至會負向影響績效。 為了更細膩了解各產業是否具有特殊現象,本研究又進一步將樣本分為製造業、服務業和高科技產業,補充分析前述研究假設,結果確實呈現各產業重視不同的智慧資本類型,以及個別利於績效提升的智慧資本、組織文化與知識運用能力組合,本研究試圖提供理論解釋與管理意涵,以期彌補過去文獻缺口,並協助實務界發揮智慧資本之真正價值。

提升策略執行成效之研究-以高科技公司NB事業單位為例 / Enhancing Strategy Implementation—The Case of the NB Business Group of a High-tech Firm

台灣NB產業從1990年代的百花齊放,到 2000年代優勝劣敗淘汰賽後,再歷經10年的各種嚴峻考驗及挑戰,早已進入微利時代的競爭。觀察包括個案公司的多數企業,在競爭策略的規劃與執行之議題上,呈現下列的問題: 1.陷於短期的營運,長期發展的經營策略不明確。 2.盡其所能爭取更多品牌客戶,但多客戶而產生的多產量,無法產生規模綜效。 3.對資源與能力(特別是組織能力)的內涵不夠瞭解,認知不足。 4.改善的活動常遭遇組織系統的障礙。 上述問題的原因,歸咎於對企業策略經營的認知不足而造成整合的問題,大多數只是提出挑戰目標,在執行上也只是將目標分配至下層單位,沒有一套策略的分析規劃步驟,更無一套改革體系來執行,往往漫無章法,以致功敗垂成。 有些企業確實有很嚴謹地進行策略的分析與規劃,但忽視策略執行涉及要素的重要性,以為有正確的策略方向,就能發揮策略的效果,交付實施即可,最後仍不見策略績效有好的結果。 本研究希望建立一套有系統的策略經營管理模式,特別是策略的執行模式,供個案公司參考。 本研究第一階段先分析總體經濟環境變化、產業競爭環境變化與企業內部資源與能力水準,再探討如何定位NB ODM之事業競爭策略。 本研究第二階段係針對第一階段定位之成本領導策略,探討如何提升策略執行之成效。主要研究途徑是先針對十項成本策略驅動因素,訪談展開各項策略議題,再針對各策略議題,分析過去對新策略議題執行含量、分析策略議題對應資源與能力之關係、分析現有資源與能力執行新策略議題之效率。 本研究再針對上述策略執行之調查分析,提出如何提升現有資源與能力之改革方案與推動計劃,以使策略執行之成效得以提升。 最後,本研究針對學術與研究上的發現,歸納成結論與建議,供個案公司參考,並對後續之研究提出參考建議。 / Taiwan NB industry flourished from the 1990s to the 2000s. However, after 10 years of intense competition and all kinds of severe challenges and trial, the NB industry now moves well into the era of competing for meager profits. Most firms, including firm examined in the study, encounter the following issues for strategy planning and implementation: (1)Committing to short-term operations but overlooking long-term strategies; (2)Striving for gaining more brand customers to generate volumes but overlooking reaping synergy; (3)Lack of understanding and awareness of the nature of resources and capabilities, especially organizational capability; and (4)Improvements often encountering barriers associated with organizational systems. People blame the lack of awareness of strategic management for above-mentioned issues, leading to problems in integration. The fact is, many firms only issue challenge goals and then delegating the goals to units to achieve them. There is no systematic approach for analysis and planning, much less a transformation system to perform innovated activities. The results are firm failure and poor performance. Some companies do have a very strict strategy analysis and planning, but ignore the important elements of strategy implementation. They think as long as they are in the right strategic direction, they will be able to play the effects of strategy, and be able to delivery of the result of implementation, eventually still no strategic performance with good results. This case study hopes to establish a systematic strategy management model, especially the implementation of the strategy model for the reference of the case study company. In this study, the first phase, analysis of changes in the overall economic environment, the competitive environment changes and internal resources and capability level, and then explore how to position of NB ODM Enterprises competitive strategy. The second phase of this study is to explore ways to enhance the effectiveness and efficiency of strategy implementation for the positioning through the first phase of cost leadership strategy. The main research approach is first interviews for the 10 cost drivers to get the strategic issues, then for all strategic issues, analysis of the new strategic issues in the past to execute, analysis of strategic issues corresponding to the relationship between resources and capabilities, analysis of existing resources and capabilities to perform the efficiency of the new strategic issues. Through the survey of the above strategy implementation, this study then propose how to improve existing resources and capabilities of the change management and promoting program , so that the effectiveness and efficiency of strategy implementation can be improved. Finally, this study for the academic and empirical findings, summarized into conclusions and recommendations for the reference of the case company, and proposed the reference recommendations for follow-up study and survey.

本研究主要目的在分析新北市國民中學校長創新領導行為、教師知識管理能力與學校創新經營效能之關聯。研究採用調查研究法,以新北市之公立國民中學教師為研究對象抽40所學校,計有496位。問卷調查結果採用描述性統計、t考驗、單因子變異數分析、皮爾森積差相關以及多元逐步迴歸等統計方式加以分析。   本研究得到下列項結論: 一、新北市國民中學校長創新領導行為情況良好,並以「創造思考」為最佳。 二、新北市國民中學教師知識管理能力表現良好,並以「知識獲取」為最佳。 三、新北市國民中學的學校創新經營效能情況良好,並以「創新學校表現效能」為最佳。 四、新北市國民中學不同性別、現任職務、學校規模之教師在知覺校長創新領導行為上有顯著差異。 五、新北市國民中學不同現任職務、服務年資、學校規模之教師在教師知識管理能力上有顯著差異。 六、新北市國民中學不同現任職務、服務年資、學校規模之教師在知覺學校創新經營效能上有顯著差異。 七、國民中學校長創新領導行為、教師知識管理能力與學校創新經營效能三者間具有正向的關聯。 八、國民中學校長創新領導行為及教師知識管理能力的分層面,對學校創新經營效能有正向的預測作用。   最後,根據研究結果提出主要結論與相關建議,以供教育行政機關與國民中學之參酌。 / The purpose of this study is to examine the relationship among principals’ innovative leadership behavior, teachers’ knowledge management capability, and effectiveness of school innovation management. Data were collected from 496 teachers of 40 junior high schools in New Taipei City. The data were analyzed by descriptive statistics, t-test, one-way ANOVA, pearson correlation analysis, and stepwise regression. Conclusions were as follows: 1. The perceptions from the junior high school teachers about principals’ innovative leadership behavior are positive. Furthermore, “creative thinking” is the highest. 2. The perceptions from the junior high school teachers about teachers’ knowledge management capability are positive. Besides “knowledge acquirement” is the highest. 3. The perceptions from the junior high school teachers about effectiveness of school innovation management are positive. “innovative school performance” is the highest in addition. 4. Teachers from different gender, position, and school size in New Taipei City, they had diversely feeling about principle’s innovative leadership behavior. 5. Teachers form different position, seniority, and school size in New Taipei City, their knowledge management capability are obviously difference. 6. Teachers form different position, seniority, and school size in New Taipei City, their perception of school innovative efficiency are obviously diversity. 7. Principle’s innovative leadership behavior, teachers’ knowledge management capability and effectiveness of school innovation management, these three factors had highly positive correlation. 8. The sub-level of the principals’ innovative leadership behavior and teachers’ knowledge management capability can apparently predict the effectiveness of school innovation management.   At last, according to the results, this study provides the conclusion and the suggestions particularly for the institution of educational administration and junior high schools.

伊朗伊斯蘭共和國為中東地區主要國家之一。自1957年與美國合作發展核能以來,除了在柯梅尼政權初期曾短暫中斷外,歷任的領導人皆大力支持核科技的發展。從近年來的發現,顯示伊朗正在持續進行某些秘密的核計畫,使得國際憂心伊朗可能有發展核武的意圖。一旦伊朗擁有核武,將對國際安全產生重大衝擊。 本文分析的重點,在於伊朗發展核科技的背景、動機、經過,還有各國對伊朗核計畫的態度,以及伊朗核武化之後對國際安全的衝擊。 / The Islamic Republic of Iran is one of the major powers in the Middle East. Since 1957, when nuclear energy program received technical assistance from the U.S., its successive leaders have eagerly pursued the policy for developing nuclear technology. The only exception took place during the early years of the Ayatollah Khomeni government when all nuclear program was temporarily suspended. Recent disclosures show that Iran has been conducting several covert nuclear programs, which is considered by the international community as a possible step toward nuclear weapons. This thesis first analyzes the background of Iran’s nuclear development, its motives, and the evolution of its nuclear development. The U.S., Russia, the PRC, and other related powers’ attitude toward Iran’s nuclear programs will be analyzed latter. Once Iran gets nuclear weapons, its impact on the security in the Middle East as well as on the nuclear non-proliferation regime will also be examined finally.

我國政府資訊人員核心能力之建構 / Building Core Competencies for the Government IT/IS Professionals

資訊通訊科技的進步為政府帶來變革性的影響,資訊人員照理應扮演重要角色,但卻同時因資源與技術的不足,而有資訊業務委外的需要,使得政府資訊人員必須面臨能力轉換的挑戰。據此,本研究認為應找出資訊人員的核心能力,以發展其競爭優勢並增進組織的績效。本研究是以政府的資訊人員為研究對象,主要目的在於了解目前政府正式編制與約聘僱的資訊人員目前所具備與未來應該具備的核心能力項目;其次是針對目前具備與未來應具備的能力作落差分析與訓練需求評估;最後則是對研究結果提出政策建議。 / 本論文首先透過文獻闡述核心能力的定義,其次檢閱目前與核心能力相關的文獻,藉以找出本研究的定位,並整理各類文獻,建構出政府資訊人員初步的核心能力模式,共五大構面三十七個項目,並以之為調查問卷的基礎;實證資料蒐集時先進行第一波訪談,後續為問卷調查與分析,接著進行第二波訪談,最後統整分析出研究結果。第一波訪談的受訪者有三類共有五人;問卷調查則分別選取中央及地方政府中不同性質單位的資訊人員為問卷發放229份問卷,回收有效問卷158份;第二波訪談的受訪者有三類共兩人。本研究彙整了以上的質化與量化資料,並據以提出相關的政策建議。 / 本研究發現,政府資訊人員在五大構面的能力上,共有十項能力特別重要:積極主動與自信心、人際溝通與表達能力、認知學習、資訊業務委外能力、資訊安全與稽核、業務知能、創新與創意思考、跨域協調與夥伴建立、倫理價值、責任與公共利益。此外,簡任、薦任與委任不同官等、是否為主管職、以及約聘僱人員不同年資等因素,皆會使得資訊人員未來應具備的核心能力有所不同。其他會影響政府資訊人員核心能力不同的因素尚包括:年齡、學歷、目前擔任的職務、過去擔任的職務、職等、績效表現等。 / 根據研究結果,本研究除了由訪談內容整理出政策建議之外,也針對政府資訊人員的核心能力,以及政府資訊人力運用上提出政策建議,以期未來政府資訊人員在遴選與升遷,或是績效考評等核心能力的運用上有所依據,並且提供政府資訊人員在訓練需求評估分析上,所需加強能力項目的參考。 / Information and communication technology advance with each passing day, bringing revolutionary influence for government functions. Government information technology/information system(IT/IS) professionals should have played the important role provided that the resources and techniques were not scarce. The current challenge of IT/IS outsourcing pushes government IT/IS professionals to transform their competencies. Accordingly, this study attempts to find out the core competencies of government IT/IS professionals to make them develop the competitive advantage and improve the organization performance. / The target group included government IT/IS professionals including formal officials and informal employees in the central and local governments in Taiwan. To build core competencies for the government IT/IS professionals, the study proposed 5 clusters including 37 competency items based on the literature, followed by data collection with two rounds of interviews and a questionnaire survey. Five people were selected in the first interview, providing experience about the core competencies of the government IT/IS professionals and opinions for revising the questionnaire. Analyzing the survey data of 158 valid questionnaires, the study dug out the competencies of the government T/IS professionals’ qualified and important degrees to build their core competencies and then undertook gap analysis to assess training needs. At last, two people were selected in the second interview, verifying the previous results and providing policy suggestions. / Aggregating the qualitative and quantitative results, the study concludes with ten core competencies for the government IT/IS professionals, including active and self-confident attitudes, interpersonal communication and articulate skill, perception for continuous learning, IT/IS outsourcing, information security, business function, innovation, inter-organizational coordination and partnership, ethic value, as well as accountability and public interest. Besides, the elements effecting the government IT/IS professionals’ core competencies include their current official rank, position, seniority, age, educational background, performance and so on. / According to the findings above, finally, this study offered suggestions about the information human resources application, the recruitment and promotion of IT/IS professionals, training needs, and performance evaluation.

軟體業導入品質管理機制影響之分析–以一軟體公司導入CMMI的經驗為例

軟體產業向來都是腦力密集產業,面對全球化的趨勢,其競爭層次早已不再侷限於國內,而是提升至跨國與跨區域的領域。因此唯有強化競爭力才得以屹立於產業中。 卡內基美隆大學的軟體工學院(Software Engineer Institute, SEI)制定之能力成熟度整合模型(Capability Maturity Model Integration, CMMI),已成為國際軟體工程中廣泛認同的標準。行政院制定的六年國家展計畫(2002–2008),其中數位台灣(e–Taiwan)專案中政府更擬定推動民間業者CMMI的計畫,以提升國內軟體開發的素質與強化國際競爭力。 CMMI的導入,無疑是希望從組織面、成本面、品質面等面向全面提升軟體的品質。然而在眾多的導入案例中,學術界對於台灣的軟體企業導入CMMI產生之影響所進行的研究論文相對匱乏。而且國內的資訊軟體業者普遍為中小型機構,是否可以獲得預期的效益也未可知,然在導入的過程卻必須先面臨接踵而來的衝擊。 本文針對已經有成功導入經驗的業者進行研究,藉由研究執行CMMI所衍生的負面衝擊並釐清這些衝擊產生的原因,以協助企業在開始執行之前便能了解其影響,以及相關衝擊產生之原因。讓企業經營階層在執行導入CMMI決策時有更為完整的參考依據,以降低導入CMMI時所衍生出的負面衝擊,進而提升效益。
