Georeferering för 3D-visualisering av Sveriges historiska kartor med Open Source och öppna data : En undersökning av samtida möjligheter och begränsningar / Georeferencing for 3D-visualisation of historical maps of Sweden using open source and open data : A study of current possibilities and limitations

Den första detaljerade topografiska karteringen som täcker en större del av Sverige är den s.k. Häradskartan som framställdes under 1800-talets andra hälft och som följdes av Generalstabens topografiska karta under början av 1900-talet. För framställning av kartorna upprättades först stomkartor genom transporter av äldre kartor i större skala från skiften och lantmäteriförrättningar. Historiska topografiska kartor ur Häradskartan och stomkartorna till Generalstabens topografiska karta publicerades under 2023 av Naturvårdsverket i form av digitala kartraster som georefererats med en automatisk metod baserad på rutnät av kartbladshörn för kartserierna. Denna studie syftar till att undersöka huruvida resultatet av den automatiska georefering som utförts med kartbladshörnen kan förbättras med en metod baserad på identifiering av gemensamma passpunkter mellan de historiska kartan och den moderna topografiska karta som finns tillgänglig som öppen data från Lantmäteriet. För att den metod som används ska vara användbar för en intresserad allmänhet undersöktes de möjligheter för georeferering av de historiska topografiska kartorna som finns med kostnadsfria Open Source-programvaror och öppna data. För att resultatet av georefereringen ska kunna utvärderas i en praktisk tillämpning undersöktes skapande av 3D-visualiseringar av de historiska kartorna. Studien avgränsas till ett område omfattande 400 000 ha huvudsakligen i Örebro län och de georefereringsmetoder som finns i programvaran QGIS. Passpunkter identifierades i den moderna topografiska kartan där byggnadspunkter för slott, kyrkor och herrgårdar som kunde verifieras genom sökningar i bebyggelseregister kompletterades med gränspunkter, vägkorsningar och hydrografiska objekt som visuellt kan antas sammanfalla vid studie av geometrier i de automatiskt georefererade kartorna. För att de kartblad som bygger upp kartserierna ska passa ihop över skarvarna efter georeferering mosaikerades dessa kartblad till ett gemensamt virtuellt kartraster. Resultaten av georefereringen visade att de medelavvikelser som uppmättes i de automatiskt rektifierade kartorna, ca 50 m för Häradskartan och ca 150 m för stomkartorna, kunde förbättras till ca 30 m för båda kartmaterialen med ca sex passpunkter/kvadratmil. Det framgår dock att stora lokala variationer i storleken på felen finns såväl före som efter transformationerna och studien visar på att en mer komplex lokal transformationsmetod med en stor mängd passpunkter fördelade över kartan behövs för att erhålla generella förbättringar av passningen. De skapade 3D-visualiseringarna visade på att en visuellt bättre passning ändå kunde erhållas även med de relativt få passpunkter som använts här. / The first detailed topographic mapping of larger parts of Sweden is the so-called District Economic Map that was produced during the second half of the 19th century and which was followed by the General Staff Map in the beginning of the 20th century. These maps were produced from skeleton maps that were constructed from transports of older large-scaled maps from legal shifts and parcel acts. Historical topographic maps from the District Economic Map and the skeleton maps for the General Staff Map were published in 2023 as digital raster maps that has been georeferenced using an automatic method based on a grid of corner coordinates for the map series. This study aims to investigate whether the result of the automatic georeferencing method can be improved using a method of identifying common ground control points between the historical maps and the modern topographic maps that are available as open data from the Swedish Land Survey. In order for the applied methods to be available to an interested general public this study investigates the possibilities of performing the georeferencing using free open-source software and open data. To allow the evaluation of the georeferencing results in a practical application the historical maps are visualized in 3D. The study is limited to an area encompassing 400 000 ha mainly in Örebro county and the georeferencing algorithms that are available in the QGIS software. Ground control points were identified in the modern topographic map by supplementing building points representing castles, churches and manor houses that can be verified by researching registries of built heritage with boundary points, road crossings and hydrographic objects that visually appear to coincide when studying the geometries of the automatically georeferenced maps. In order to ensure that the map sheets that make up the map series fit over the sheet edges the sheets were mosaicked in a single virtual raster. The results of the georeferencing process show that the mean deviations that could be measured in the automatically referenced maps (approx. 50 m for the District Economic Map and approx. 150 m for the skeleton maps) could be improved to approx. 30 m in both cases using about six control points per 10 000 ha. Large variations in the sizes of local errors are prevalent both before and after the transformations and the study shows that a more complex local transformation method using a large amount of control points is required in order to achieve a general improvement of the fit with modern data. Visualizing in 3D did show, however, that a visually significant improvement could be achieved already using relatively few control points as in this study.

Combining measurements, remote sensing and numerical modelling to assess multi-scale flow dynamics in groundwater-dependent environmental systems

Groundwater flow modelling provides an important quantitative instrument for addressing issues related to the quantity and quality of groundwater and the connected water resources. Consequently, groundwater flow models have been developed and used ubiquitously in science to deepen the understanding of subsurface processes and their drivers as well as management and planning tools. The present work investigates how numerical models can be linked to field investigations and public databases to quantitatively approach questions in the area of groundwater research. The primary goal is to develop new, efficient ways to overcome limitations of the individual hydrological concepts for solving specific hydrological problems and to increase the understanding of practical applicability of different methods. For this purpose, tailor-made approaches were developed for different study areas covering diverse spatial scales: the hydrology of a small mining lake, the riparian aquifer at the scale of a single meander as well as the aquifer systems of a large-scale river basin in China. The first part of the work deals with the physical and mathematical modelling of water constituents balance in a meromictic mining lake in Lusatia. The capability of using a rather simple mass-balance model based on a sufficient dataset of field data to evaluate lake stratification and lake-groundwater interaction were shown. In the second part, a transient numerical groundwater flow model was developed for the riparian aquifer of a stream meander and was calibrated by three different salt tracer tests. The model was used to proof the reliability of subsurface travel times derived from time series analysis and to give insights in the riparian zone dynamics during changing hydraulic gradients. The third part of the work describes the methodology to conduct risk assessment of groundwater contamination on the large catchment scale of the Songhua River in China. A comprehensive literature study was conducted to get an overview about measurement data on water quality data in China. A three-dimensional numerical flow and mass transport model was applied to access the flow and matter transport dynamics in the aquifer system of a sub-basin considering changing groundwater exploitation scenarios. Consequently, numerical groundwater modelling was combined with processed remote sensing and web mapping service data to overcome field data limitations and to derive groundwater vulnerability, groundwater hazard and groundwater risk maps for the entire Songhua River Basin. Summarizing, this doctoral thesis could develop new methods of combining field measurements, data assimilation and aggregation from various sources and groundwater modelling strategies and successfully apply these methods to find solutions on problems of multiple scales and across water systems. / Die Grundwassermodellierung stellt eine wichtige wissenschaftliche Methode zur quantitativen Analyse von Fragestellungen zum Schutz der Menge und Güte der Grundwasserressourcen sowie der angeschlossenen Wasserkörper dar. Dementsprechend werden Grundwassermodelle sowohl für Planungs- und Bewertungszwecke im Wasserressourcenmanagement als auch zur wissenschaftlichen Erforschung der Prozesse im Untergrund entwickelt und angewendet. Die vorliegende Arbeit untersucht in diesem Rahmen, wie numerische Modelle, Feldmessungen und Daten generiert aus Fernerkundungsdaten und Webplattformen systematisch verknüpft werden können, um Fragestellungen im Bereich der Grundwasserforschung quantitativ zu beantworten. Das Ziel der Arbeit ist es neue effiziente Abläufe zu entwickeln, die die Limitierung der einzelnen Methoden überwinden und diese auf deren Anwendbarkeit für die Lösung spezifischer hydrologischer Probleme zu analysieren. Zu diesem Zweck wurden in dieser Doktorarbeit fallspezifische Lösungen für verschiedene Untersuchungsgebiete entwickelt, die sowohl in der räumlichen Skale als auch in den zu untersuchenden hydrologischen Fragestellungen eine große Diversität aufweisen. Im ersten Teil der Arbeit wurde die Massenbilanz von Wasserinhaltsstoffen in einem meromiktischen Tagebaurestsee im Lausitzer Revier durch physikalische und mathematische Modellierungsmethoden untersucht. Dabei konnte gezeigt werden, dass auf Basis einer gewonnenen mehrjährigen Zeitreihe von Messdaten ein einfaches Massenbilanzmodell in der Lage ist, sowohl Seeschichtungs- als auch Grundwasseraustauschdynamiken quantitativ zu beschreiben. Der zweite Teil der Arbeit umfasst die Entwicklung eines transienten numerischen Grundwassermodells für den quartären Uferaquifer im Bereich eines Flussmäanders der Selke welches anhand von Daten aus mehreren Salztracertests kalibriert wurde. Das Modell wurde dafür verwendet die transienten Verweilzeiten in der gesättigten Zone des Mäanderbogens unter dem Einfluss dynamischer hydraulischer Bedingungen zu untersuchen. Die Ergebnisse wurden im Anschluss mit Verweilzeiten verglichen, die aus der Analyse der zeitlichen Verschiebung von gemessenen elektrischen Leitfähigkeitszeitreihen zwischen Fluss und Grundwassermessstellen gewonnen wurden. Durch dieses kombinierte Verfahren konnten sowohl die Beschränkungen der zeitreihenbasierten Verweilzeitberechnung aufgezeigt als auch ein tieferes Systemverständnis für die Interaktionsdynamiken zwischen Grund- und Flusswasser auf der Mäanderskala gewonnen werden. Der dritte Teil der Arbeit beschreibt die Vorgehensweise für die Bewertung des Grundwasserkontaminationsrisikos im Einzugsgebiet des Songhua Flusses in China. Eine umfassende Literaturstudie wurde durchgeführt, um einen Überblick über die Verfügbarkeit von Messdaten zur Belastung der Wasserressourcen Chinas mit organischen Schadstoffen zu erhalten. Danach wurde für ein Teileinzugsgebiet ein dreidimensionales numerisches Grundwassermodell auf Basis der vorhandenen hydrogeologischen Daten aufgebaut. Dieses wurde dazu verwendet die Änderungen im Stofftransports und den Schadstoffkonzentrationen innerhalb des Aquifersystems unter steigenden Entnahmeraten zu analysieren. Basierend auf diesen Studien wurden auf der Skale des Gesamteinzugsgebiets, um die beschränkte Verfügbarkeit von Felddaten auszugleichen, die Ergebnisse der numerischen Grundwassermodellierung mit Fernerkundungsdaten und Webdatenbanken in einem Indexsystem kombiniert mit dem für die oberflächennahen Aquifere Vulnerabilität, Gefährdungspotential und Verschmutzungsrisiko in einer räumlichen Auflösung von 1 km² bestimmt wurden. Zusammenfassend konnten durch die vorliegende Doktorarbeit neue passgenaue Methoden zur effektiven Kombination von in-situ Messungen, der Datenerhebung und Datenintegration aus vielfältigen Datenquellen sowie numerischen Grundwassermodellierungsstrategien entwickelt und zur Lösung der untersuchten hydrologischer Fragestellen auf den verschiedenen Skalen und über die Grenzen der einzelnen hydrologischen Teilsysteme hinaus erfolgreich angewandt werden.

Digitální repozitáře na vysokých školách v České republice / Digital repositories at universities in the Czech Republic

The aim of this thesis is to present, analyse, compare and evaluate the current state of digital repositories at universities in the Czech Republic that use a software application for their digital repository. A theoretical part, which introduces the reader into the issue of compilation and operating of digital repositories in the Czech academic context, precedes the practical reserach. The crucial chapter of the practical part are the results of the actual analysis. The results of a supplementary survey of universities that do not run a digital repository with usage of software application and choose a different way of storage and access to their grey literature draw on the results of this analysis. The conclusion of the entire thesis is the outline of future development of the investigated issue and the perspective of further progress of the Czech academic milieu.

Aplicação de práticas de usabilidade ágil em software livre / Application of agile usability practices in free and open source software

Esta dissertação de mestrado fez parte do projeto Qualipso (Quality Platform for Open Source Software) que teve como principal objetivo melhorar a confiabilidade de sistemas de software livre. Nesse contexto, o enfoque desta pesquisa é um dos atributos de qualidade de software: usabilidade. As práticas de usabilidade no desenvolvimento de software livre, são aplicadas na maioria das vezes, em projetos patrocinados por grandes empresas ou que possuam especialistas em usabilidade como membros da equipe. Mas, em projetos menores da comunidade, compostos geralmente por desenvolvedores, raramente ela é considerada. Porém, a usabilidade é um atributo fundamental para a qualidade durante o uso de um sistema. Com base em valores compartilhados entre as comunidades de métodos ágeis e de software livre, esta dissertação propõe a adaptação de práticas de usabilidade no contexto de métodos ágeis para o contexto de comunidades de software livre. Por meio de pesquisa bibliográfica, levantamos as principais práticas de usabilidade tanto no âmbito de métodos ágeis, quanto no âmbito de software livre, e as classificamos de acordo com as fases do Design Centrado em Usuário, descrevendo cada uma com o formato nome-contexto-problema-solução-exemplos. As práticas foram exploradas em projetos de software livre, o que possibilitou maior entendimento de problemas enfrentados em contextos reais. Essa experiência resultou na proposta de adaptação de práticas de usabilidade ágil no contexto de comunidades de software livre. Dessa forma, descrevemos a realização de uma pesquisa-ação no projeto Arquigrafia-Brasil, um estudo de caso no projeto Mezuro e a aplicação de práticas de usabilidade em quatro projetos do Centro de Competência em Software Livre do IME-USP. / This Masters thesis was part of the Qualipso project (Quality Platform for Open Source Software) whose main objective was to improve the reliability of free and open source software systems. Within such context, the focus of this research is one of the attributes of software quality: usability. The usability practices in free and open source software development are applied most often in projects sponsored by large companies or employing usability experts as team members. But on smaller projects in the community, generally composed by developers, it is rarely considered. However, usability is an essential attribute to the quality in use of a system. Based on values shared between the communities of agile methods and free and open source software, this thesis proposes the adaptation of usability practices in the context of agile methods to the context of free and open source software communities. Through the study of the literature in the field, we gathered the main usability practices both within agile methods, as in free and open source software, and we classified according to User-Centered Design phases, describing each one with the format name-context-problem-solution-examples. The practices were explored in free and open source software projects, which enabled greater understanding of problems faced in real contexts. This experience resulted in the adaptation proposal of agile usability practices into the context of free and open source software communities. We describe the implementation of an action research in the Arquigrafia-Brazil project, a case study in the Mezuro project and the application of usability practices in four projects of the IME-USP FLOSS Competence Center.

行動通訊運營商因應Android開放式平台之發展策略探討 / A study on strategies of mobile operators in response to Android open platform

過去的行動通訊產業價值鏈一直是由運營商業者所主導,運營商業者以透過建立專屬開發平台的方式,逐漸形成以其為核心的封閉花園(Walled Garden)生態體系,並控制價值鏈中整體利潤的分配,而產業中包括手機製造商、內容供應商及軟體開發商等其他業者皆只能遵循其所制定之遊戲規則。 然而,隨著應用與內容、終端裝置、平台至行動網路等各種產業之開放趨勢驅使之下,在3G時代之後的行動上網價值鏈中,能夠成功匯集終端用戶與開發者的廠商,才有資格成為價值鏈的新興主導者,而以往運營商業者透過封閉式平台掌握產業價值鏈主導權的方式,更開始面臨來自各方業者的挑戰。 2007年11月由Google及開放式手機聯盟(OHA)所推出的Android開放式平台,更因此造成行動通訊產業生態環境產生重大的改變。從Google 把代表著網際網路自由與開放特性的Android平台及相關配套策略推入行動通訊產業之後,即吸引眾多廠商加入開發,產業中廠商之間的競合關係從此將更為複雜,運營商業者更是首當其衝面臨失去主導權的地位,甚至將淪為僅提供行動網路傳輸數據資料的笨重水管(dumb pipe)角色;然而,由Android所形成的產業開放生態環境一方面亦意味著許多新機會的產生,對於長期處於產業壟斷地位的運營商業者而言,如何因應Android平台並將之轉化為轉型的動力,將是其未來發展所面臨的最大挑戰課題。 本研究認為,運營商業者應以本身擁有的優勢(行動網路、終端用戶資訊、金流機制等)為基礎,並依各自發展利基與市場定位考量選擇利用Android平台發展不同之因應策略,可大致分為建立自有Android-based終端裝置、與Android相容的自有應用服務平台(service platform)以及與Android相容的自有作業系統等。而本研究藉由兩運營商業者之個案研究後發現,運營商業者建立與Android相容的自有應用服務平台及作業系統應為較佳之發展策略,除較能發揮本身的優勢之外,並得以掌握終端用戶使用體驗及開發社群,進而擴大用戶基礎,建立以運營商業者為核心的開放式生態系。 / In the past, mobile operators were predominant in the value chain of mobile communication industry. They created a so-called “Walled Garden” ecosystem in the industry through the development of proprietary platforms and controlled the overall allocation of profits in the value chain. Other players in the industry, including handset manufacturers, content providers and software developers had to comply with the rules set by the mobile operators. However, with the advent of open in applications and contents, user devices, platforms to mobile networks, in the wake of 3G mobile internet value chains, the vendors which are capable of converging end-users and developers, are able to lead the value chain. In the meanwhile, operators who controlled the industry value chain through closed platforms would begin to face challenges from vendors everywhere. In November of 2007, Google and Open Handset Alliance (OHA) introduced Android open platform, which exerted enormous influences in the ecosystem of mobile communication industry. When Google put Android, which stood for freedom and openness of the Internet, and other accompanying strategies into the industry, it attracted many vendors to participate in the development of Android platform. In the same time, collaborations among vendors in the industry became more complicated, and mobile operators were hit the hardest by losing the leader’s role or even relegated to the role of “Dump Pipe”, which only providing their mobile network for data traffic. However, the open industrial circumstances established by Android also created new opportunities, and in the future how mobile operators seize these opportunities and utilize Android platform would be the major challenge for themselves. In this study, the author argued that mobile operators must set their own advantages (including mobile networks, informations of end-users, money flow…etc.) as a foundation to develop their own niche and market positioning. The response strategies stemming from the foundation can be categorized into establishing Android-based devices, Android-based service platforms and Android-based operating systems. And through conducting case studies on two mobile operators, this study found out that to establish Android-based service platoforms and Android-based operating systems would be more suitable for mobile operators to utilize their advantages. In addition, they are able to control the end-user experiences and developer’s communities by these two approaches to enlarge their user base and build open ecosystems that are centered on mobile operators.

This evolution of the agile software development process has helped numerous new Internet businesses to enter the field and to stay competitive over the past decades. Internet businesses, which adopted the agile software development methodology, are able to remain flexible and address changes in any stage of software development process. A lightweight team with close and good communications is the key ingredient to speedily deliver software products. Quick cycles and prototypes make feasibility studies easier and allow business people to test and provide feedback thereby allowing creation of the innovative products that truly address the market requirements. Open source technology has helped agile organizations to innovate and materialize the innovation. Knowledge transfer and technology management play important roles in an agile software development environment without a need for excess documentations. Organizations stay adaptive with agility as their core competence. The organizational values and culture need to be shaped accordingly to support the agile spirit across organizations. Incumbents should motivate the members using social control system rather than the formal control system. AutoTradeCenter, a case study used in this research, successfully formed an agile organization by adopting the agile methodology, utilizing and managing the open source technology, and creating an adaptive culture and value. The agility helped the company staying competitive during the economic downturn in early 2000. This research suggested that any Internet startup can adopt the same path that AutoTradeCenter chose to create its competitive advantages. 隨著時代科技之進步,國有財產管理由圖簿管理邁向資訊化管理已行之有年,惟現今之財產管理系統僅能掌握地籍屬性資料及管理機關的產籍資料,單張地籍圖無法與土地使用現況等空間資料結合,以圖形顯示土地及建物的位置及其空間分佈的分析,並且隨時掌握最新異動情形,導致國有土地未能獲得有效管理運用,被占用情形屢見不鮮。 自從1960年代加拿大地理資訊系統(CGIS)開始運作至今,雖然已有50年之歷史,但在早期,主要工作平台均為價錢昂貴之工作站電腦,其軟硬體價位極高,只有政府或大型研究機構才能負擔,所以GIS始終定位在專業用途,小老百姓一直無緣享受到GIS的好處。不過在近十年來的發展,使用者介面及軟硬體功能均已有長足進步,目前國際標準組織(ISO)與OGC (Open Geospatial Consortium)分別致力於地理資訊系統相關標準制定,迄今已分別推出許多與地理資訊描述與應用之相關標準。且我國對於國土資訊系統(NGIS)之開發整合及流通亦已投注相當心力,種種跡象均顯示GIS之開發門檻已逐漸降低中,且其資料之流通性亦提昇許多,因此本研究將嘗試探討如何利用開放式地理資訊架構(OpenGIS)、免費軟體(Free Software)及開放源碼軟體(Open Source Software),結合Google Earth涵蓋廣闊之地理資源平台,用最經濟且符合實際需求之方式,以地籍圖、地形圖及現況照片,結合既有國有土地及建物的管理屬性資料及相關地理圖形資料,如臺灣基本圖及地形圖等,以GIS的圖形及地理分析功能,輔助國有土地及建物管理之運用。 / With the advance of technology, the management of the state-owned property has been shifted from using map and book to information-based management for some time. However, the property management system today can only get hold of the management of cadastral property information and property registration of producing agencies, yet the cadastral map is not able to integrate with the current land utilization and other spatial data to illustrate the location and to analyze spatial distribution of the lands or buildings. And the fact that cadastral maps cannot be updated in time to grasp the latest alterations has resulted in ineffective management and utilization of state-owned land and arbitrary occupation was not uncommon. It has been fifty years since the operation of the Canadian Geographic Information System (CGIS) in 1960s. However, in the early stage, the working platform were mainly expensive workstation computers, and the prices of hardware and software were so expensive that only the government or large research institutions could afford. Therefore, GIS had been used only for special purposes; the pubic had no access to enjoy the benefits of GIS. However, from the development of the past decade, user interface as well as the function of hardware and software has made a great progress. At present, International Organization for Standardization (ISO) and Open Geospatial Consortium (OGC) are separately dedicated to developing geographical information standards and they have launched many standards regarding the description and application of geographical information respectively. Much effort on the integration and the circulation of our National Geographic Information System (NGIS) sees that the threshold of GIS development has been reducing and its circulation of data also has considerably raised. Therefore, this research attempts to combine OpenGIS, Free Software and Open Source Software with Google Earth, a platform that covers a wide geographical resource, with the most economical and realistic approach to integrate cadastral maps, topographic maps and present-day photos with the data of land and building management, and related geospatial data such as base map and topographic maps, etc. By using graphics and geographic analysis functions of GIS, it can support the management of state-owned land and buildings.

論台灣資訊軟體產業發展策略-從開源碼到混合碼的國際發展趨勢分析 / The developing strategy of Taiwan software and information industry–analysed from the international trend of moving from open source to mixed source

開放原始碼軟體(Open Source Software;OSS)或稱自由軟體(free software)近年來備受矚目,許多政府、企業、機構團體認為相較於專屬軟體(proprietary software),開放原始碼軟體的成本低廉、安全性高,因而支持開放原始碼軟體,一些國際知名大廠也投入開發相關產品以支援開放原始碼軟體;然而,深入分析開放原始碼軟體與專屬軟體在價格、穩定性及功能性之優、缺點,可發現開放原始碼軟體未必如其支持者所稱較專屬軟體具有低成本、高技術性等之優點;至於市場佔有率方面,近十年來開放原始碼軟體雖在網頁瀏覽器(Brower)及行動設備作業系統的市占率呈現顯著成長,但在桌上型電腦、筆記型電腦、小筆電及伺服器的市場占有率則仍遠不及專屬軟體。   隨著開放原始碼軟體的興起,相關的問題及風險亦隨之產生。在商業模式方面,過去鼎力支持開放原始碼軟體,並且保證決不會以自家專利攻擊Linux社群及業者的IBM,如今也開始手持自家專利對付開放原始碼軟體業者,此一案例凸顯了開放原始碼軟體追求自由、開放分享的精神,與追求市占率及利潤為目標之企業經營環境,兩者間存在著本質上的衝突與矛盾。而為了降低使用開放原始碼軟體可能產生之風險,已有越來越多使用開放原始碼軟體的企業,改採混合碼(Mixed Source)的軟體策略,亦即在一項產品中,同時使用開放原始碼軟體和專屬軟體,儼然已成為國際趨勢;現今,已有超過50%的開放原始碼軟體供應商將開放原始碼軟體結合其內部專屬原始碼使用,有60%以上的開放原始碼軟體供應商已採用某些類型的商業授權方式,而一些原本非開放原始碼軟體的公司也開始利用開放原始碼來加強其市場競爭力。   在智慧財產權方面,部分開放原始碼軟體社群雖強烈反對以智慧財產權保護軟體,然此實與知識經濟時代下保護智慧財產權的發展趨勢背道而馳,因此,開放原始碼軟體不可避免的仍須面對智慧財產權管理及侵權訴訟等問題。然由於傳統開原碼軟體社群缺乏專業之法律或智慧財產管理人員,而技術或程式碼貢獻者又為數眾多,使得採用開放原始碼軟體在智慧財產權的管理、執行及訴訟風險上,面臨許多困難及挑戰。在開放原始碼軟體授權協議方面,開放原始碼軟體社群愈來愈強調使用者必須嚴格遵守授權協議之約定,且對於一些違反授權協議之使用者,已積極展開訴訟程序強制要求其遵守,因此,企業組織若要採用開放原始碼軟體,勢必需建立相關之風險管理和內部管理機制。   在歐洲、美洲及亞洲等世界各主要國家的軟體政策方面,過去雖有許多積極推動開放原始碼軟體計劃之媒體報導,然而,近幾年來,各國政府已較少採取獨厚開原碼的推廣政策,而大多數是以技術中立(Technical Neutral)或強調互通性的方式兼容並蓄的廣納各種不同的軟體授權模式,此也印證了混合碼的國際發展趨勢。至於我國的軟體發展政策,過去一直偏重在開放原始碼軟體的發展及補助上,然而執行的結果,不但市場現況與預期成果有相當大的落差,投入與產出顯不成比例,且由我國政府的自由軟體發展政策,亦可看出我國政府在資訊軟體產業發展政策上存在著將對開放原始碼的補助方案當作對整體資訊軟體產業的政策發展方向等等之混淆及迷思,此皆阻礙了我國資訊軟體產業之發展。   有鑑於此,本研究乃由策略大師麥可•波特(Michael E. Porter)所提出之國家競爭優勢鑽石體系(National Diamond)架構,分析我國在資訊軟體產業發展上的國家競爭力,並針對我國政府的資訊軟體產業發展政策,由組織領導、法令環境、創新商業模式、施政指標及匡正智庫角色等面向提出具體建議,期能對我國資訊軟體產業之發展有所貢獻及助益。 / Open Source Software (OSS) or Free Software has attracted a great deal of attention in recent years. Comparing with traditional proprietary software, many governments, enterprises and institutions seems to believe that OSS is more cost effective and more secure, and thus support OSS. Similarly, a number of global companies have also started to invest in the development of related products that support OSS. However, after some in-depth analysis of the advantages and shorcomings in pricing, stability and functionality between OSS and proprietary software, it could be found that OSS may not have such high advantages in cost and technical level as its supporters asserted. Regarding the market shares in the last ten years, OSS has gained significant growth in the markets of Web Browser and Mobile Devise OS, but its market shares in Desktop Computer, Notebook, Netbook and Server markets are still far hehind proprietary software.    The increasing popularity of OSS has inevitably triggered relevant issues and risk. From business model perspectives, previously IBM has been a long term OSS supporter and also publicly announced that it will never attack Linux companies and communities with its own patents. However, IBM recently began leveraging its patent portfolio and sending patent infringement warning to an OSS company who may compete with IBM in the server market. This recent case is a good example to highlight the inherent conflict and contradictions between the pursuit of freedom and open sharing spirit in OSS and the pursuit of profit and market shares in enterprise business environment. In order to reduce or manage the potential risk that could be triggered by OSS, more and more companies who use OSS begin to adjust their software strategy by adopting Mixed Source strategy. It has also become a trend in the global ICT industry to adopt or combine both OSS and Commercial Software into one product. Nowadays, more than 50% of OSS vendors start to combine OSS with their internal proprietary source code, more than 60% of OSS vendors have adopted certain types of commercial software licensing model, and some of the original non-OSS companies are also starting to leverage OSS to improve their market competitiveness.   With respect to intellectual property rights (IPR), even though some OSS communities still strongly oppose to the concept of IPR protection, some recent cases clearly prove that this kind of ideology is contrary to the trend of further improving IPR protection in the era of knowledge-based economy. Consequently, OSS still inevitably needs to face IPR management, infringement risk and licensing terms enforcement issues. However, due to the lack of professional legal or IPR management personnels in traditional OSS community and OSS projects usually involve numerous technical or code contributors, adopting OSS in current business environment will face many difficulties and challenges in IPR management, IPR enforcement and litigation risk. Another issue lies in the enforcement of OSS licensing terms, recently some OSS communities began to increasingly emphasize that users must strictly comply with all the licensing terms or requirements of the OSS model, and subsequently began to actively pursue legal enforcement actions against those violators. Therefore, it is imperative for any enterprise organization to establish comprehensive risk management and internal control/audit mechanism if it wishes to adopt OSS model.   In the past there were lots of media reports that actively promote government sponsored OSS policies in Europe, Asia and other major countries. However, there were less and less OSS only policy in recent years, governments around the world began to take Technical Neutral position or focus on interoperability by adopting a variety of different software licensing models. This development also confirms the international trend of adopting Mixed Source model. As for the software industry development policy in Taiwan, previously it has been focus on OSS related development and subsidy programs only. However, from the execution results, not only there is a huge gap between current market status and the expected results, the return of investment (ROI) from all those government funding programs is also extremely low. Furthermore, from the OSS development policy announced by the government, it is quite clear that there are confusions and myths among related government agencies that our current OSS development or subsidy programs equal to our national information software industry development policy. All of the above issues have seriously hindered the development of information software industry in Taiwan.   Based on the above analysis, this study leverages the National Diamond model proposed by the famous compete strategy expert, Michael E. Porter, to analyse the competitive advantages of Taiwan's information software industry. The study further proposes specific recommendations focusing on the organizational leadership, legal environment, innovation of business models, policy index, and the accurate role of think tanks in our government's information software industry development policy. Hopefully there will be some value-added and contributions to the development of information software industy in Taiwan.

OpenBSD Hardware Sensors — Environmental Monitoring and Fan Control

This thesis discusses the motivation, origin, history, design guidelines, API, the device drivers and userland utilities of the hardware sensors framework available in OpenBSD. The framework spans multiple utilities in the base system and the ports tree, is utilised by over 75 drivers, and is considered to be a distinctive and ready-to-use feature that sets OpenBSD apart from many other operating systems, and in its root is inseparable from the OpenBSD experience. The present framework, however, is missing the functionality that would allow the user to interface with the fan-controlling part of the hardware monitors. We therefore discuss the topic of fan control and introduce sysctl-based interfacing with the fan-controlling capabilities of microprocessor system hardware monitors. The discussed prototype implementation reduces the noise and power-consumption characteristics in fans of personal computers, especially of those PCs that are designed from off-the-shelf components. We further argue that our prototype is easier, more intuitive and robust compared to solutions available elsewhere.
