[en] VIOLENCE AGAINST SEXUAL AND GENDER DIVERSITY IN SERGIPE: AN ANALYSIS OF OFFICIAL RECORDS OF THE PUBLIC SECURITY SECRETARIAT BETWEEN THE YEARS 2015 AND 2018 / [pt] VIOLÊNCIA CONTRA A DIVERSIDADE SEXUAL E DE GÊNERO EM SERGIPE: UMA ANÁLISE DOS REGISTROS OFICIAIS DA SECRETARIA DE SEGURANÇA PÚBLICA ENTRE OS ANOS DE 2015 E 2018

[pt] Este estudo objetiva mapear e analisar os casos de violências contra a diversidade sexual e de gênero registrados através de Boletins de Ocorrências (B.Os.) em delegacias da Secretaria de Segurança Pública do Estado de Sergipe (SSP/SE) entre os anos de 2015 e 2018, verificando de que forma esses tipos de violência se apresentam na realidade sergipana, como são notificados e encaminhados pela Polícia Civil. O mapeamento foi realizado no sistema da intranet da SSP/SE com a utilização de 32 palavras-chave que serviram como fonte de busca, onde foram encontradas 5.100 denúncias oficiais notificadas em 71 delegacias (especializadas e não especializadas) da SSP/SE. Após o processo de triagem e filtragem dos dados, foram selecionados 305 B.Os. com violências de caráter homofóbico, transfóbico e homotransfóbico. O caminho metodológico utilizado pautou-se em uma análise quali-quantitativa, descritiva e documental centrada teoricamente nos conceitos de habitus, campo e capital de Pierre Bourdieu e em autores que discutem violência homotransfóbica, segurança pública e diversidade sexual e de gênero. Como resultados, observa-se que a maioria das denúncias aqui analisadas foi notificada em delegacias especializadas, apresentando 9 tipos diferenciados de opressão interseccionais, a saber: sexismo, aporofobia, racismo, sorofobia, gordofobia, preconceito contra pessoas com deficiência, ageísmo e xenofobia. Na grande maioria dos casos, a violência é reincidente de diversas tipologias e provoca graves consequências em suas vítimas e noticiantes não vítimas, atingindo a todos os agentes sociais, independentemente de sua orientação sexual, identidade de gênero características sexuais e/ou expressões de gênero. A homotransfobia é reproduzida socialmente através do habitus cis-heteronormativo sócio-historicamente construído, só podendo ser desconstruída quando vista como um problema de caráter social que demanda de todos o papel de protagonistas neste processo, demonstrando a necessidade de mudanças para muito além do que se pode operar, a partir de políticas de segurança pública. / [en] This study aims to map and analyze cases of targeted and gender diversified violence recorded through the police reports of the State Public Security Service (SSP/SE) of the State of Sergipe between the years of 2015 and 2018, verifying how these types of violence present themselves in Sergipe s reality and how they are notified and forwarded by the civil police. The mapping was carried out on the SSP / SE intranet system with the use of 32 keywords that served as a search source, where 5100 official complaints were found in 71 SSP / SE police stations (specialized and non-specialized). After sorting and filtering the data, 305 police reports with homophobic, transphobic and homotransphobic character were selected. The methodological approach used was based on a qualitative-quantitative, descriptive and documentary analysis theoretically centered on the concepts of habitus, field and capital by Pierre Bourdieu and on authors who discuss homotransphobic violence, public security and sexual and gender diversity. As a result, it was observed that most of the complaints here analyzed were notified in specialized police stations, presenting 9 different types of intersectional oppression as: sexism, aporophobia, racism, serophobia, fatphobia, ableism, ageism and xenophobia. In the vast majority of cases, violence is recurrent, occurs in several different forms and causes serious consequences for its victims and non-victim denouncers, affecting all social agents regardless of their sexual orientation, gender identity and/or sexual characteristics. Homotransphobia is socially reproduced through the sociohistorically constructed cisheteronormative habitus, which can only be deconstructed when viewed as a social problem which demands everyone s role as protagonists in this process, demonstrating the need for changes far beyond of what can be operated from public security policies.

Die beleweniswereld van transgender adolessente

Thesis (MEdPsych)--Stellenbosch University, 2013. / Bibliography / ENGLISH ABSTRACT: A literature search done by the researcher has noted that there is little information available regarding transadolescents’ experience within the South African context. In a society that only acknowledges two genders, transgenderism remains invisible. The transgender minority group tends to be more neglected, misunderstood and stigmatized than their homosexual peers. Transadolescents, who are already in a challenging phase of development, are at risk for negative outcomes such as bullying, scholastic problems, social isolation and depression. The aim of this research is therefore to explore and describe the transadolescents’ subjective experience in their own words. To facilitate this process the research was positioned in the interpretative/constructionist paradigm, in terms of which it is based on the premise that subjective experiences are created during social interaction. Bronfenbrenner’s bio-ecological model was used as theoretical framework to illustrate the reciprocal interactions between the various micro- and macrosystems. The qualitative research approach was used to explicate the essence of the participants’ lived experience. Phenomenology was selected as the most appropriate research design. Semi-structured interviews were conducted with three transadolescents and thematic analysis was used to code and organise the data and to present it in the form of a narrative report. Five themes and associated categories were identified. It was found that the transadolescent experiences identity formation as particularly challenging and that there are individual differences between self-identities and gender expressions. The process of disclosure towards parents is accompanied by considerable anxiety and there are major differences in the disclosure practices that are followed. Parents’ reactions differ and can range from acceptance to eviction. Preference is given to friends who are also seen as being ‘different’ and it can be quite a relief to share their identity with friends regardless of their reactions. Even though South Africa has a policy of inclusive education, the reality is one of discrimination, bullying and isolation. Furthermore, medical services in South Africa are inadequate and transadolescents are exposed to discrimination and unsympathetic professionals. Consequently much must still be done to promote understanding of transadolescents, so that the different contexts in which they move can be better prepared to deliver effective and supportive services. / AFRIKAANSE OPSOMMING: Tans is daar beperkte inligting beskikbaar omtrent die transadolessent se beleweniswêreld binne die Suid-Afrikaanse konteks. Binne ‘n alreeds uitdagende ontwikkelingsfase, is die transadolessent besonder weerloos vir negatiewe uitkomste soos afknouery, skolastiese probleme, sosiale isolasie en depressie. Die doel van die studie is gevolglik om die transadolessent se subjektiewe belewenis in hul eie woorde te verken en te beskryf. Om hierdie proses te fasiliteer is die studie geposisioneer in die interpretatiewe/ konstruksionistiese paradigma wat voorstel dat subjektiewe ervarings tydens sosiale interaksie geskep word. Bronfenbrenner se bio-ekologiese model is as teoretiese raamwerk gebruik om hierdie wederkerige interaksie tussen die verskillende mikrostelsels en die makrostelsel te illustreer. Die kwalitatiewe navorsingsbenadering is gevolg om ‘n waarheidsgetroue beeld weer te gee van die deelnemers se subjektiewe belewenis en fenomenologie is as mees geskikte navorsingsontwerp gekies. Semi-gestruktureerde onderhoude is met drie transadolessente gevoer en die data is met behulp van die tematiese analise gekodeer, georganiseer en in ‘n narratiewe verslagvorm weergegee. Die data-analise het gelei tot die identifisering van vyf temas en gepaardgaande kategorieë. Daar is bevind dat identiteitsvorming ‘n uitdagende proses vir die transadolessent is en dat individue se self-identiteit en uitlewing van hul identiteit verskil. Die openbaarmakingsproses aan ouers gaan met geweldige angstigheid gepaard en daar is groot individuele verskille in die wyse waarop dit geskied. Ouers reageer verskillend en dit wissel van algehele aanvaarding tot uitsetting. Voorkeur word gegee aan vriende wat ook as ‘anders’ bestempel word en ongeag vriende se reaksie, is dit ‘n verligting om hul identiteit te deel. Ten spyte daarvan dat Suid-Afrika inklusiewe onderwyspraktyke voorstaan, is die realiteit een van diskriminasie, afknouery en isolasie. Voorts is die mediese dienste in Suid-Afrika ontoereikend en transadolessente word blootgestel aan diskriminasie en onsimpatieke professionele persone. Te oordeel hieraan, moet daar baie gedoen word om die transadolessente beter te verstaan sodat die verskillende kontekste waarbinne hulle beweeg, beter voorbereid is om effektiewe en ondersteunende dienste te lewer.

Le rôle des groupes communautaires LGBT dans la formulation des politiques publiques : le cas de la politique québécoise de lutte contre l'homophobie

Ce mémoire s'intéresse aux rôles des groupes communautaires LGBT et à leur influence sur le processus de formulation de la Politique québécoise de lutte contre l'homophobie. Il analyse les dynamiques entre les groupes représentant les intérêts des minorités sexuelles et de genres et le Gouvernement du Québec, pendant la période 2000-2011. Notre recherche mobilise un cadre théorique basé sur la théorie de la mobilisation des ressources, ainsi qu'une approche qui combine les outils de l'approche corporatiste et de l'approche pluraliste. Sur la base d'une analyse documentaire et de 6 entrevues menées avec des leaders communautaires LGBT et un.e fonctionnaire du Ministère de la justice, l'analyse révèle comment la question de l'homophobie au Québec a contribué à la création d'une relation corporatiste entre l'État et certains des groupes les mieux dotés en ressources. Elle offre également un regard nouveau sur les relations entre les groupes communautaires et les stratégies d'influences employées en fonction de leurs ressources / This masters thesis is about the roles of LGBT community groups and their influence on the creation of the Politique québécoise de lutte contre l'homophobie (Quebec's national policy against homophobia.) It analyses the dynamics between the groups representing the interests of sexual and gender minorities and the Quebec government, from 2000 to 2011. Our research uses a theoretical framework based on resource mobilization theory as well as an approach that combines the tools of the corporatist and pluralist approaches. On the basis of a documentary analysis and 6 interviews held with LGBT community leaders as well as official from the Ministry of Justice, the analysis reveals how the issue of homophobia in Quebec contributed to the creation of a corporatist relationship between the State and some of the groups controlling the most resources. It also offers a new perspective on the relations between community groups and the strategies they employ, as a function of their resources, to influence the State.
