Was macht die Beratung mit dem Berater?

Diese Dissertation nimmt am Beispiel des Max-Planck-Instituts für Bildungsforschung (MPIB) eine systemtheoretische Betrachtung der Folgen von Politikberatung für den Wissenschaftsbetrieb vor. In seiner Arbeit stand das MPIB in einem Dreiecksverhältnis zur Politik einerseits und zur Max-Planck-Gesellschaft andererseits. Alle drei Seiten hatten ihre eigenen Funktionslogiken und Zielvorstellungen, die ihre gegenseitigen Austauschbeziehungen formten und bedingten und in ihren Wechselwirkungen mithilfe einer systemtheoretischen Perspektive analysiert werden. Dabei wurde der Zeitraum zwischen 1962 und etwa 1989 betrachtet. Es wurden zwei unterschiedliche Quellenzugänge gewählt: Erstens wurden etwa 60 Leitfadengespräche mit ehemaligen oder aktuellen Institutsangehörigen sowieso weiteren Zeitzeugen geführt. Zweitens wurden die im Zusammenhang mit dem MPIB vorhandenen Aktenbestände der Max-Planck-Gesellschaft, Publikationen des Instituts und seiner Angehörigen sowie weitere Institutsbestände eingesehen und analysiert. Es ließ sich nachweisen, dass die zu unterschiedlichen Zeitpunkten am Institut vorherrschenden Wissenschaftsverständnisse sein jeweiliges Engagement in der Politikberatung determiniert und zusätzlich die konkrete Ausprägung der strukturellen Kopplung von Wissenschaft und Politik – sprich: den Grad der Vermischung der Funktionsprinzipien im Prozess der Politikberatung – bestimmt haben. Als besondere Zäsur stellte sich der Direktorenwechsel um 1982 heraus. Der vor der Zäsur beträchtliche gesellschaftliche Statusgewinn der in der Politikberatung engagierten Institutsmitglieder führte zur Verfestigung einer institutsinternen Hierarchie, die der empirischen Grundlagenforschung zeitweise eine Außenseiterrolle zuwies. Das dominierende Wissenschaftsverständnis nach der Zäsur betonte dann die Grundlagenforschung und definierte sich über die Abgrenzung von der Politikberatung einerseits und überdrehtem Theorieanspruch andererseits. / Looking at the Max Planck Institute for Human Development (MPIHD) from a systems theory standpoint, this dissertation seeks to analyze policy adivising provided by researchers. In its work, the MPIHD was positioned in a triangle between the political system on the one side and the Max Planck Society on the other side. All three sides had their own logic of functioning and their own set of values that determined their mutual relationships. This complex triangular exchange of information was analyzed from a systems theory standpoint covering the timeframe between 1962 and 1989. Two different kinds of sources were applied: Firstly, approximately 60 semi-structured in-depth interviews were carried out with both current and former MPIHD members as well as additional stakeholders. Secondly, the archives of the Max Planck Society in Berlin were searched for all documents concerning the MPIHD; major publications of institute members were analyzed as well. It became clear that the researchers'' attitude toward basic versus applied research determined their respective engagement in policy advising and at the same time formed the concrete variation of „structural coupling“ - in other words: of the degree of overlay between the different logics of functioning of the scientific and the political realms in the process of policy advising. The replacement of the founding directors around 1982 proved to be a major turning point in the institute''s history. Before this turning point, being involved in policy advising led to considerable social status gains inside the institute''s hierarchy; a hierarchy that had put fundamental and, at least partly, empirical research at the sidelines. After the turning point, however, fundamental research was paramount in the institute''s set of values, and the mainstream consisted in refraining from policy advising and „overzealous“ theoretical discussions.

As a result, we conclude that it can be considered as a training program to the teachers once by the influence that it performs on the school s political pedagogic program it can define the didactics choices of the teachers allowing them to get a critical view about the traditional curricula in order to build a new point of view which reflects the whishes of the school s community. We still realized that the energy of the teacher s updating process requires a constant building of their pedagogic knowledge further than their specific issues making mandatory the immersion in the reality. However, only being exposed to the news doesn t add pedagogic values to the teaching practice. Thus, the curricula of the programs of teaching education must explore that resource as a fundamental strategy to get its aims. We worked with the so called Jornal, Escola e Comunidade program of the newspaper A Tribuna de Santos, SP and the study that we have done involved the analysis about the potential use of newspapers in classes and the identification of the characteristics which contributes to set up a teaching education program. Besides that we have done a documental research to present this program and we also interviewed some teachers who work in a public school of Mongaguá, a small city on the Mata Atlântica Coast, at the seaside of São Paulo / Considerada a possibilidade de mais de uma estratégia para o aperfeiçoamento da prática docente, este trabalho teve como objetivo, investigar as contribuições que um programa não escolarizado, emanado de um jornal diário e elaborado para conquistar leitores pode acrescentar à prática dos professores. Além destas contribuições, e em decorrência delas, através da pesquisa, concluiu-se que o referido programa pode ser considerado um programa de formação de professores, já que, exercendo influência sobre o projeto político pedagógico da escola, determina as escolhas didáticas dos professores e possibilita-lhes iniciar-se nas práticas da resistência aos modelos cristalizados de currículo e da construção de uma voz que reflita os anseios da comunidade escolar. Constatou-se ainda que embora o dinamismo das demandas de atualização dos professores requeira que seu conhecimento pedagógico deva permanecer em constante construção, para além deste conhecimento específico, torna-se imperativa sua imersão na realidade. Entretanto, somente a exposição às notícias veiculadas pelo jornal diário não agrega à prática docente valores pedagógicos. É preciso que o currículo dos programas de formação de professores preveja a exploração desse cotidiano como estratégia fundamental para atingir seus objetivos. O programa selecionado, denominado Jornal, Escola e Comunidade é mantido pelo jornal A Tribuna, de Santos, SP, e o caminho percorrido até estas conclusões envolveu um estudo sobre o potencial do uso do jornal na sala de aula; o levantamento de características que concorrem para que um programa de formação de professores se estabeleça; pesquisa documental para apresentar o programa em foco e entrevistas com docentes que atuam em uma escola pública localizada no município de Mongaguá, na Costa da Mata Atlântica, SP

Gathering, translating, enacting : a study of interdisciplinary research and development practices in Technology Enhanced Learning

This is an ethnographic case-study of research and development practices taking place in an interdisciplinary project between education and computer sciences. The Ensemble-project, part of the Technology Enhanced Learning programme (2008-12), has studied case-based learning in a number of diverse settings in Higher Education, working to develop semantic technologies for supporting that learning. Focussing on one of the six research settings, the discipline of archaeology, the current study has had three purposes. By opening up to scrutiny the practices of research and development, it has firstly sought to understand how a shared research question is answered in practice when divergent research approaches are brought to bear upon it. Secondly, the study has followed the emergence of a piece of semantic technology through these practices. The third aim has been to assess the advantages and disadvantages of Actor-Network Theory (ANT) in studying unfolding, open-ended processes in real time. Through critical ethnographic participation, multiple ethnographic research methods, and by drawing on ANT as theoretical practice, the study has shown the precarious and unpredictable nature of research and development work, the political nature of research methods and how multiple realities can be produced using them, and the need for technology development to flexibly respond to changing circumstances. We have also seen the mutual adoption and extension of practices by the two strands of the project into each others’ domains, and how interdisciplinary tensions resolved, while they did not disappear, through pragmatic changes within the project. The study contributes to the interdisciplinary fields of Science and Technology Studies (STS) where studies on the ‘soft sciences’, such as education, are few, and a new field of Studies in Social Science and Humanities (SSH) which is emerging alongside and from within the STS. Interdisciplinary endeavours between fields pertaining largely to the natural and the social sciences respectively have not been studied commonly within either field.

The provision of education at Medingen mission station since 1881

This research report focuses on the origin and development of the Medingen Mission Station, near Ga-Kgapane in the Limpopo Province, and the provision of education at this station since its establishment in 1881. After an account of missionary endeavours in South Africa during the second half of the nineteenth century (with the emphasis on the activities of the Berlin Missionary Society), an explanation is provided of how missionaries became involved in the weal and woes of the Balobedu tribe. This is followed by an indication of how Reverend Fritz Reuter took the initiative to provide basic education to the inhabitants of Ga-Kgapane and how education provision developed at Medingen since then. Reasons are advanced for the prominence Medingen Primary School currently enjoys and the study concludes with the assertion that Medingen Mission Station can be regarded as an important, though not exclusive source of the Balobedu’s present-day identity. / Educational Foundations / M.Ed. Private education in South Africa : the legal status and management of private schools

World-wide, the nature, purpose and existence of private education has evoked intense interest and controversial debate. For many, private education presents a legal-moral dilemma. On the one hand, it is recognised as a fundamental right in terms of freedom of association, religion and culture. On the other, it raises perplexing moral and philosophical issues about social exclusivity, selectivity and elitism. Notwithstanding the equally compelling legal, social, economic, educational and political arguments for and against private education, private schools in South Africa, which are increasing in number, continue to form an essential and permanent part of the education system. Private education is a complex subject which can be researched from a myriad of perspectives. This study is essentially a legal enquiry into the legal status of private schools in South Africa within the new democratic constitutional dispensation and how the law affects the organisation, governance and management of private schools. To this end, the study is confined to a discussion on legal aspects relating to private school governance, public funding of private schools, teachers' appointments and discipline, student admission and discipline and religious freedom. In discussing the legal context of such topics, a number of issues emerged concerning the complex nature and diversity of private schools, the relationship between the State and the private school sector, the right of private schools to exist and the implications of the bill of rights for private schools. Furthermore, the study raises challenging questions about the issues of choice, autonomy, religious freedom and diversity, which lie at the heart of the establishment and maintenance of private schools in a democratic society. Finally, one of the difficulties of conducting such a study is that South African law is complex and changing, and it is still in a state of evolution, given the recentness of the Constitution and the bill of rights. This means that while some legal issues pertaining to private schools are fairly well settled, for the most part it is not possible to provide a comprehensive or definitive statement about complex and often highly sensitive issues but merely to pose various legal-education questions and problems for consideration. From the genesis of the Family-School Relationship in Modern Age, and based on the History of Education benchmark, an issue was raised to inquire the set of the theses and dissertations produced in Brazilian Graduation Programs. The main question is related to how the papers produced in universities, the main loci of research in our country, built on the knowledge of the Family-School Relationship, through their theoretical assumptions and their methods, trying to understand how the relationship was characterized by their results and proposals, and trying to capture the perennial tensions inherent in this type of relationship. To answer the research questions, a bibliographic study was designed and carried out on theses and dissertations produced in Graduation Programs in Brazil, consisting of a bibliography collection, a bibliometric analysis, and full texts evaluation. The main goals were: to identify the theses and dissertations produced in the Graduate Programs in Brazil in the areas of Education, Psychology and Sociology seeking to summarize the main characteristics of this production; to identify the different types of studies undertaken, according to their assumptions and methods; to identify the assumptions of the chosen scientific production trying to signalize the presence of the sociological or psychological theories; to identify the empirical evidence in the studies that allow them to evaluate the relationship, noting which relational forms of practice emerge from them; to identify the results/findings and proposals arising from the studies of the Family-School Relationship. Problémy začínajících učitelů / Problems of novice teachers

The present thesis Problems Faced by Beginning Teachers deals with the issue of beginning teachers and their problems in their first years of teaching. The aim of this paper is to identify key problems of beginning teachers. An analysis of scientific literature and other relevant documents, questionnaires and narrative interviews with beginning teachers were used to achieve a project objective. The thesis is divided into five chapters. The first chapter focuses on the concept of a teacher and their professional development. The second chapter describes teacher training, the third one deals with a role of mentors and the fourth chapter presents some potential problems that beginning teachers might face. The problems could be divided into several different categories, for instance, teaching problems, organizational problems, material and technical problems and social problems. The fifth chapter involves empirical research in the form of questionnaires, narrative interviews and my own introspection. The respondents are beginning teachers who are in their first five years of teaching experience.

Processes of Developing Effective Researcher-Practitioner Partnerships in Education: A Content Analysis of Grant Related Documents

Abstract Research indicates that understanding the influence of leadership and partnership development can inform the need to improve public education (Penuel & Gallagher, 2017). Although leadership theory and change theory support the need for partnerships in education, less attention has been given to how such partnerships develop and the role that leadership plays in that process. Therefore, the present study explored the role of leadership within researcher-practitioner partnerships and the process of developing sustainable partnerships in education as documented in a set of federal grant proposals, their final reports, and other descriptions of their efforts. Grant documents examined were awarded from the 2013 funding announcement of the U.S. Department of Education Institute of Education Sciences (IES) Researcher-Practitioner Partnerships (RPP) in Education Research program. In-depth qualitative document analysis provided a means to unobtrusively examine and interpret comprehensive, historical data (Corbin & Strauss, 2008; Patton, 2002). Directed content analysis (Hsieh & Shannon, 2005; Kaid & Johnston-Wadsworth, 1989) of the documents directed the process of data collection. This process used key concepts from the literature on transformational leadership, shared leadership, and leadership for change as the initial framework for data collection. Data analysis employed Eisner’s (1998) process of educational criticism using description, interpretation, evaluation, and thematics. Hatch’s (2002) process of typological analysis led to four typologies to organize the data for description and interpretation: capacity building; strategies for partnership development; approaches to communication; and the role of reflection in partnership development. The evaluation dimension of educational criticism indicated that partnerships employed shared leadership with evidence of internal and external support and a cultivation of shared commitment. Themes indicated that partnerships focused on both rigorous research and reflective practice, leaders engaged partners in establishing the infrastructure and strategic plans of the partnership, and partnerships galvanized support to address complex social issues beyond their formal organizational structure. Recommendations for future research include the need: (a) to explore the dynamics of communication in partnership work; (b) to clarify and facilitate the process of change in grant and project development; and (c) to develop of a process for sustainability beyond a specific grant or project. Recommendations for practice include the need: (a) to explore the cultivation of relationships in support of partnership development; (b) to identify clearly the primary issue to be addressed in the work of the partnership, and (c) to clarify mutual outcomes. Conclusions from the present study indicate the importance of a focus on the deliberate development of the researcher-practitioner partnerships themselves, the importance of concrete strategies for sharing leadership, and the importance of the development of professional relationships that support sustainability in partnership development.

Jugendkulturen und Mitgestaltung in westdeutschen Schulen der 1950er und 1960er Jahre / Schülerzeitungen als historische Quellen der Schul- und Jugendforschung

Cette thèse reconstruit la participation des jeunes et les articulations culturelles des jeunes dans les écoles ouest-allemandes à travers une collection de plus de 7 500 journaux scolaires archivés à la Bibliothek für Bildungsgeschichtliche Forschung (BBF) de Berlin. Afin d'aider à façonner la communauté scolaire et d'apprendre à agir de manière démocratique, les journaux scolaires ont été introduits après 1945 par les Alliés en collaboration avec le conseil des élèves, en particulier dans les écoles secondaires. Ce faisant, certaines préformes réussies du passé ont été poursuivies. Pour la première fois, cet ouvrage retrace l'évolution des journaux scolaires dans la première moitié du XXe siècle, puis se concentre sur les développements des années 1950 et 1960. A partir du milieu des années 1950, les rédacteurs en chef des journaux de l'école ont revendiqué avec succès leur indépendance vis-à-vis du conseil des élèves, dont les possibilités de codécision ont été désillusionnées à un stade précoce. Contrairement au conseil des élèves, les journaux scolaires ont témoigné de possibilités de co-design et d'articulation à établir nettement moins problématiques et plus fructueuses et ont ainsi contribué au développement de cultures scolaires plus fortement influencées par la libéralisation et la participation. Il est présenté dans le présent document pour les thèmes de formation au cours de la période couverte : en vue (1) de la discussion sur la technologie et les développements scientifiques et techniques pendant la Guerre froide, (2) de l'occupation avec les Etats-Unis et son influence culturelle, et (3) des confrontations avec les développements culturels des jeunes. L'ouverture croissante de l'école aux expressions culturelles des jeunes est examinée tant au niveau de la thématisation que sur le plan matériel sous la forme d'une analyse des artefacts. A cet effet, la communication symbolique sur les pages de titre des journaux scolaires sera analysée. Les efforts productifs présentés pour la liberté d'opinion dans les écoles illustrent également l'importance des journaux étudiants pour la relation enseignant-élève et le développement de structures participatives dans les écoles. Les travaux confirment la pertinence des journaux scolaires pour la reconstruction des cultures des jeunes ou des cultures des pairs dans les écoles et en tant que source productive pour les jeunes et la recherche scolaire. Les journaux scolaires sont également un phénomène international et transnational. Pour des recherches plus approfondies, ce document fournit un premier rapport de recherche complet pour l'Europe occidentale ainsi qu'une présentation pour la RDA et les Etats-Unis. / Die Arbeit rekonstruiert jugendliche Mitgestaltung und jugendkulturelle Artikulationen in westdeutschen Schulen entlang eines umfassenden Bestandes an Schülerzeitungen. Zur Mitgestaltung der Schulgemeinschaft und zum Erlernen demokratischer Handlungsweisen wurden Schülerzeitungen von den Alliierten zusammen mit der Schülermitverantwortung (SMV) insbesondere an Gymnasien eingeführt. Erstmals wird hier auch die Entwicklung der Schülerzeitungen in der ersten Hälfte des 20. Jahrhunderts nachgezeichnet. Schülerzeitungen zeugten gegenüber der Schülermitverantwortung (SMV) von deutlich unproblematischer und erfolgreicher zu etablierenden Mitgestaltungs- und Artikulationsmöglichkeiten und trugen zur Entwicklung von stärker durch Liberalisierung und Partizipation geprägte Schulkulturen bei. Dies wird für prägende Themen in der behandelten Zeit dargestellt: mit Blick auf (1) die Diskussion von Technik und naturwissenschaftlich-technischen Entwicklungen während des Kalten Krieges, (2) auf die Beschäftigung mit den USA und ihrem kulturellen Einfluss sowie (3) auf die Auseinandersetzungen mit jugendkulturellen Entwicklungen. Die zunehmende Öffnung der Schule für jugendkulturelle Ausdrucksweisen wird sowohl thematisch als auch auf materieller Ebene untersucht. Dazu wird u. a. die symbolische Kommunikation auf Titelblättern von Schülerzeitungen analysiert. Die dargestellten produktiven Bemühungen um Meinungsfreiheit in der Schule verdeutlichen auch die Bedeutung von Schülerzeitungen für das Lehrer-Schüler-Verhältnis. Die Arbeit bekräftigt die Relevanz von Schülerzeitungen für die Rekonstruktion von Jugendkulturen bzw. peer cultures im schulischen Raum sowie als ertragreiche Quelle für die Jugend- und Schulforschung. Schülerzeitungen sind darüber hinaus ein internationales und auch transnationales Phänomen. Für weitere Forschungen wird daher zudem ein erster umfassender Forschungsbericht zu Schülerzeitungen in Westeuropa, in der DDR und in den USA gegeben. / This doctoral thesis reconstructs youth participation and youth-cultural articulations at West German secondary schools. After 1945, the Allies introduced student newspapers along with student councils in order to foster the acquisition of democratic behaviors and codetermination of the school community. This project first offers a thorough documentation of the development of student newspapers in the first half of the 20th century, and then focuses on their development in the 1950s and 1960s. By the mid-1950s, the editors of the student newspapers had claimed independence vis-a-vis student councils. Student newspapers, meanwhile, bespoke far less problematic, and more successful, potentials for participation and youth-cultural articulation. They thereby contributed to school cultures more strongly influenced by liberalization and participation. The following defining themes from the era are presented in these articles: (1) the discussion of technology and natural science/technical developments during the cold war, (2) engagement with the USA and its cultural influence, and (3) involvement with youth-cultural developments. The increasing opening of schools for youth-cultural forms of expression is examined on both thematic and material levels. In addition, newspaper elements such as the symbolic communication in title pages will be analyzed. The productive efforts toward freedom of opinion in schools show the importance of school newspapers in terms of the teacher-student relationship and the development of participatory structures in schools. This project underlines the relevance of school newspapers for the reconstruction of youth cultures and peer cultures in schools in addition to being sources for youth research and school research. Moreover, school newspapers are an international and transnational phenomenon. Areas for further research are indicated in a literature review for Western Europe a consideration of the GDR and the USA.
