Lantbrukares erfarenheter av kommunal miljötillsyn : En intervjustudie i Östergötland / Farmers´experiences of municipal environmental supervision : An interview study in Östergötland

Syftet med studien är att analysera det praktiska tillämpandet av miljöbalken inom lantbruksområdet i form av den miljötillsyn som utförs avkommunala tillsynsmyndigheter gentemot lantbrukare med anmälnings- eller tillståndspliktig verksamhet. Studien avser att kartlägga erfarenheteroch upplevelser av den operativa delen av miljölagstiftning samt ifall förändringar av densamma efterfrågas. I studien har semi-struktureradeintervjuer genomförts med sju respondenter i Östergötland. Resultatet av intervjuerna analyseras utifrån de teman som identifierats, för attundersöka erfarenheter och upplevelser av miljötillsynen. Resultaten visar att det som är av störst betydelse för lantbrukarna är möjligheterna tillkommunikation och dialog samt att inspektörernas förståelse för verksamhetens förutsättningar måste öka. Även skillnader som uppstår på grundav tolkningsfriheten för respektive tillsynsmyndighet, måste enligt lantbrukarna begränsas för att bli enhetlig nationellt sett. Vi identifierar att detfinns en förtroendeklyfta mellan lantbrukare och inspektörer vilket kan påverka upplevelsen av miljötillsynen. Arbete med att ta fram åtgärder föratt minska denna klyfta bör ske kontinuerligt för att säkerställa en effektivare miljötillsyn och för att skapa ett ökat förtroende mellan lantbrukareoch inspektörer. / The purpose of the study is to analyze the practical application of the Environmental Code in the field of agriculture in the form of environmentalinspections carried out by municipal regulatory authorities vis-à-vis farmers with a notification or authorization requirement. The study intends tomap the experiences of the operational part of environmental legislation and if changes to it are required. In the study, semi-structured interviewswere conducted with seven respondents in the county of Östergötland. The results of the interviews are analyzed based on the themes identified toinvestigate the experiences of environmental supervision. The results show that the most important thing for farmers is the possibility ofcommunication and dialogue, and that the inspectors' understanding of the business conditions must increase. Even differences arising from thefreedom of interpretation of the respective supervisory authorities, according to farmers, must be limited to being uniform nationally. We identifythat there is a trust gap between farmers and inspectors, which can affect the experience of environmental oversight. Work to develop measures toreduce this gap should be done continuously to ensure more effective environmental inspections and to increase trust between farmers andinspectors.

Påverkan av ny miljölagstiftning : En fallstudie om byggserviceverksamheters effektivitet i produktion samt ekonomi / Impact of new environmental legislation : A case study of construction services efficiency in production and economy

Purpose:Every year, the construction industry generates the largest amount of hazardous wastethat occurs in Sweden. Hazardous waste is waste that can be hazardous to theenvironment and human health. According to statistics from the report Avfall i Sverige2018 – uppkomst och behandling compiled by MiljöEmissonData (Naturvårdsverket,2020b), the arisen amount of hazardous waste has remained stable for a long period. Tocounteract this, a new environmental law came into force the 1st of November, whichmade it mandatory to report all hazardous waste management. The aim of the study isto survey how construction services are affected by the new law change. The study hasbeen carried out in collaboration with Peab Byggservice AB and therefore it onlyreflects their impact of the new legislation. Can they maintain their efficiency inproduction and their economy after the amendment? Method:The study is a qualitative case study. The case is about how different constructionprojects are affected in the management of hazardous waste. The chosen methods torespond the target are observations, interviews and document collection. Interviewswere conducted with staff in different positions at Peab Byggservice AB. Observationswere carried out at Peab Byggservice AB's workplaces in connection with theinterviews. Documents were collected from four different projects. Findings:Based on the case study carried out in the survey, the results show that PeabByggservice AB's economy between customers and recycling companies has beenaffected by the new environmental legislation. Based on the case study, the results alsoshow that the efficiency of production at Peab Byggservice AB has been affected in thewake of the new environmental legislation. The results show that the impact of thebusiness is most likely to arise from the company's smaller projects. Implications:The study shows that many factors play a part in the reporting and management ofwaste. In small projects, a large part of the waste is handled with its own staff and therecycling companies are used for handling and reporting the hazardous waste. For largerprojects, waste is sorted into containers by its own staff and recycling companies handlethe vessels and report hazardous waste. In order to promote efficiency and the economyof all projects, the contractor should plan and work closely with the recyclingcompanies. Furthermore, the efficiency and economy of construction services canbenfit from a smarter solution that include tranport and sort small amounts of waste. Limitations:The study is limited to one construction service business, and it surveys how they areaffected by changes in the environmental legislation. The fact that the study is solelybased on one business makes the results only partly generalisable.

Reducing Swedish Carbon Dioxide Emissions from the Basic Industry and Energy Utilities : An Actor and Policy Analysis

<p>The aim of the thesis is to analyze the design of the present climate and energy policies. The main focus is on how the policy instruments affect the Swedish stakeholders who are included in the European Union’s Emission Trading Scheme (EU-ETS). In-depth interviews have been carried out with representatives from the basic industry, energy utilities as well as industrial and green organizations. The purpose is to illustrate have how these stakeholders view the current policy framework and what amendments that they view as necessary.</p><p>Suggestions to the Government are given regarding the design of national policies and policy instruments to provide for an improved policy framework. The information and synthesis have furthermore been collected through extensive literature studies as well as participating at conferences and seminars.</p><p>The thesis is written as a monograph in order to address a larger group of readers interested in the transition of energy systems towards sustainability as well as policy makers and Swedish stakeholders. The common understanding that the global energy systems have to undergo a transition to renewables and higher energy efficiency due to the earth’s finite sources of fossil fuels and uranium presents large challenges for policy makers and business sectors as well as the society in general.</p><p>Global greenhouse gas (GHG) emissions have to be drastically reduced and the work to achieve this has started through international negotiations such as the Kyoto Protocol. As the present commitment levels are low, an important issue in a short-term perspective is to develop a more comprehensive and efficient system with a much wider participation and more stringent emission targets.</p><p>In order to achieve current national policy goals and international GHG emission commitments the Swedish Government utilizes a number of policy instruments that are either nationally self-assumed or called for by international agreements or the European Union. The Swedish stakeholders that are included in the EU-ETS face a broad policy framework that has a large impact on their daily operations and future investment strategies. It is imperative for the policymakers, i.e. the Government, to act in accordance with the long-term perspective that the climate change issue and the transition of the energy system require. It is likewise important that any actions are in accordance with the operational and investment climate that the business sector faces. It is argued that these aspects are not fully considered as the success of the next national budget or term of public office seems to overshadow these issues. A long-term perspective is required to provide the business sector with stable and reliable incentives. This is needed to provide the economic conditions under which the businesses can realize investments that will result in emission reductions. Short-term policies reinforce the view of environmental investments as a form of risk investments. This negatively affects the possibility of the policy instruments to effectively achieve established policy goals.</p><p>Paying attention to these requirements is however not a simple task for policy makers as it will require agreements between the political parties. This demonstrates the main political difficulty with climate change – the requirement of a long-term and full commitment by all state authorities. It should be noted that the thesis does not attempt to describe the Swedish policy makers as neglecting the urgency of acting to mitigate climate change. The national agenda is far to advanced from an international perspective for such statements. The thesis however pinpoints some important issues highlighted by stakeholders, within the business sector and other organizations, who are concerned with the present climate and energy policy framework.</p><p>Some of the findings are as follows:</p><p>• Reducing GHG emissions in order to combat climate change must include a long-term perspective</p><p>• The design of policy instruments should consequently be long-term to increase the support for investments in GHG emission reducing technologies</p><p>• The design of policies that promote low GHG production alternatives within the energy utilities should be improved</p><p>• The large potential for reduced GHG emission available through fuel switching and energy efficiency improvements in the Swedish basic industry should be promoted by amended policies</p><p>• Reformulate or abandon the national GHG emissions target goal with the current formulation</p><p>• Strive for an emission rights allocation system that is as transparent, fair and predictable as possible</p><p>• The policy framework should aim for a high level of stability through interaction with the affected stakeholders</p><p>• These factors are inherently important for the overall efficiency of the policy framework</p>

Quality Assurance in the Review Process of the Swedish EIA System / Kvalitetssäkring av granskningsprocessen i det svenska MKB-systemet

By 2050, the world population is projected to exceed nine billion and sustainable development measures are therefore critical. There has been a clear consensus internationally regarding the importance of assessing projects’ environmental impacts as a mean to promote sustainable development. The environmental impact assessment (EIA) system has a fundamental role of being a tool for reaching sustainable development. Therefore, continuously enhancing its quality by evaluating the system is important. This study focused on the quality of the review process in the Swedish EIA system, as it is the last step of quality assurance before the final decision-making. Currently, various authorities are responsible for assessing the quality of the environmental impact statement (EIS), something that can naturally lead to varied review qualities. The purpose of this Master Thesis was to question the quality of the current review process in Sweden’s EIA system and raise awareness as to how it possibly can be improved. An approach to promote consistency in the review process exists in the Dutch EIA system, where a national independent authority built up of experts is set to critically review EISs of complex proposed projects. Objectives of this study were to contribute with research on whether or not Sweden should implement an independent national commission to review the quality of EISs, to identify participants’ views and attitudes regarding the subject and to analyze whether or not it is favorable and possible to change the current system. A comparison with the Dutch review process along with eight semi-structured interviews were completed, and results showed that it is likely that the Swedish review process can improve by implementing a national independent review authority and thus increase the current quality and uniformity. The study also found that it would not lead to any major losses to the current system. By using a national authority, standardized working procedures can be developed and independence can be reached through utilizing impartial reviewers. However, feasible problems include funding regulations and having to modify Swedish EIA legislation. It is also estimated that a national commission would not have sufficient resources to review all incoming EISs, hence, restrictions are required. / År 2050 förväntas världens befolkning överstiga nio miljarder och det är mycket viktigt att vidta åtgärder mot en hållbar utveckling. Det har skett en tydlig internationell enighet om vikten av att bedöma projekts miljöpåverkan som ett medel för att främja en hållbar utveckling. Miljökonsekvensbeskrivningssystemet har en grundläggande roll som verktyg för att nå en hållbar utveckling. Därför är det viktigt att kontinuerligt förbättra dess kvalitet genom att utvärdera systemet. Denna studie fokuserar på kvaliteten av granskningsprocessen i det svenska MKB-systemet, eftersom det är det sista steget i kvalitetssäkringen innan det slutliga beslutsfattandet. För närvarande har olika myndigheter ansvaret för att bedöma kvaliteten på miljökonsekvensbeskrivningen (MKB), vilket naturligtvis kan leda till varierande kvalitet på handläggningen. Syftet med detta examensarbete var att ifrågasätta kvaliteten av den pågående granskningen i det svenska MKB-systemet och öka medvetenheten om hur det möjligen kan förbättras. En strategi för att främja likvärdighet i granskningen finns i det nederländska MKB-systemet, där en oberoende nationell myndighet uppbyggd av experter är satt till att kritiskt granska miljökonsekvensbeskrivningar av komplexa föreslagna projekt. Målet för denna studie var att bidra med forskning om huruvida Sverige bör införa en oberoende nationell kommission för att granska kvaliteten på miljökonsekvensbeskrivningar, att identifiera deltagarnas åsikter och attityder kring ämnet och att analysera om det är fördelaktigt och möjligt att modifiera det nuvarande systemet. En jämförelse med den nederländska granskningsprocessen tillsammans med åtta semistrukturerade intervjuer genomfördes, och resultaten visade att det är troligt att den svenska granskningsprocessen kan förbättras genom att införa en nationell oberoende granskningsmyndighet och därmed öka den nuvarande standarden och enhetligheten. Studien visade också att det inte skulle leda till några större förluster av det nuvarande systemet. Genom att använda en nationell myndighet, kan standardiserade arbetsmetoder utvecklas och självständighet kan nås genom att utnyttja objektiva granskare. Möjliga problem är finansieringsbestämmelser och behovet av att ändra svensk miljölagstiftning. Det är också sannolikt att en nationell kommission inte skulle ha tillräckliga resurser för att granska alla inkommande miljökonsekvensbeskrivningar, i och med det krävs begränsningar.

A problemática ambiental no mundo é um tema de suma importância na atualidade. Devido ao incremento do efeito estufa, as mudanças climáticas têm despertado grandes reações no mundo em todas as esferas. Para isso, a Amazónia cumpre um papel decisivo na salvação do planeta e portanto é imprescindível a proteção da mesma. A implementação de uma série de medidas legais do governo brasileiro é fundamental para consegui-la. Este trabalho enfoca a importância global e internacional do assunto, analisando o impacto das iniciativas do governo brasileiro na imprensa sueca versão online. O objetivo deste trabalho é deduzir qual imagem da problemática ambiental amazónica brasileira, das políticas ecológicas brasileiras na Amazónia e indiretamente do Brasil no geral se transmite potencialmente ao leitor sueco. A conclusão obtida concorda com a hipótese que os jornais falam, em pequena escala, sobre o tema ambiental na Amazónia brasileira e sobre as políticas ecológicas brasileiras para a proteção da floresta amazónica. / Environmental issues are receiving more and more media exposure today than ever before. What was first a healthy interest amongst people, has led to serious concerns when one takes into account the repercussions that the greenhouse effect is having on the environment. The increased environmental awareness that now exists amongst an ever growing section of the world’s population, has resulted in politicians having to start to take action as there is now a political will to do so. Brazil has the largest mass of tropical rainforest in the world and its protection is of interest to the Brazilian government, the citizens of Brazil and to the inhabitants of the world. A series of legal action measures have been initiated by the Brazilian government to preserve the wellbeing of the rainforest. This thesis examines how and what the Swedish online news providers have reported these measures during the Lula period of administration. The objective of this thesis is to understand how the Brazilian government’s measures have been perceived by the Swedish online news providers and thus by the reading population. Specifically, the focus is on measures taken by the Brazilian government with regards to Brazilian environmental problems in the Amazon rainforest, Brazilian ecological policy in the Amazonia and how all of this in turn leads to better protection of the Amazon rainforest. The data obtained supports the hypothesis that out of all the Brazilian related articles published by the Swedish online news providers, only a small percentage of the total amount of articles are relating to environmental issues in the Brazilian Amazon rainforest and/or the Brazilian environmental politics to protect the Amazon rainforest. / Miljöproblematiken i världen är en mycket viktig fråga. Den ökande växthuseffektens förändringar på klimatet har väckt stora reaktioner överallt i världen på alla områden. Miljömässigt spelar Amazonas regnskog en avgörande roll i att rädda planeten. Därför är det nödvändigt att skydda Amazonas regnskog. Genomförandet av en rad rättsliga åtgärder från den brasilianska regeringen är avgörande för skyddet av den brasilianska regnskogen. Den brasilianska regeringen har genom lagstiftning försökt att vidta nödvändiga åtgärder för att skydda Amazonas regnskog. Denna studie fokuserar på den internationella betydelsen av ämnet och analyserar hur den svenska pressens internetupplagor behandlar den brasilianska regeringens ansträngningar. Huvudsyftet med detta arbete är att få en uppfattning om hur den brasilianska miljöproblematiken i Amazonas regnskog, lagstiftningen runt densamma samt indirekt Brasilien, förmedlas till den svenska tidningsläsaren. Slutsatsen överensstämmer med hypotesen att tidningarna endast skriver kortfattat om miljöfrågor relaterade till den brasilianska regnskogen i Amazonas och den brasilianska miljöpolitikens insatser för att skydda Amazonas regnskog.
