O regime militar e a ação policial civil: a tortura como meio, o poder como fim / The military regime and the civil police action: the torture as a means, the power as a goal.Eduardo Augusto Paglione 03 June 2014 (has links)
Esta pesquisa investiga a questão da tortura praticada no Brasil durante o Regime Militar. Para tanto, é apresentado um escorço histórico a respeito da tortura, com destaque para a sua prática nos Impérios Grego e Romano e na Europa medieval. Igualmente, é feita uma abordagem histórica da tortura no Brasil, analisando o aspecto local e histórico, este com apoio de narrativas literárias. O ponto relevante é o Regime Militar iniciado no Brasil em 1964, durante o qual há relatos do emprego da tortura com muita frequência. A fim de melhor compreender a mentalidade da época, aborda-se a retórica de quatro generais do Exército Brasileiro, três deles Presidentes da República. De acordo com esse panorama do pensamento do Governo Federal, estuda-se o comportamento da Polícia Civil do Estado de São Paulo, não sem antes apresentar uma análise histórica de como ela atuou como instrumento do Poder Executivo (tanto federal quanto estadual). Para se compreender a figura do torturador, são estudados conceitos da Psicologia e da Sociologia que buscam explicar por que um agente do estado presta-se a esse tipo de trabalho e, para tanto, são trazidas versões apresentadas pelos próprios torturadores; ainda nesse tópico merece análise a teoria arendtiana da banalização do mal e seus questionamentos recentes, além de uma abordagem sob o enfoque da relação de trabalho no pensamento de Dejours. Fixada a tortura na realidade brasileira e o que pode transformar um policial em um torturador, a pesquisa busca estabelecer alguns pontos básicos, tais como a vinculação da tortura com o poder econômico, a questão da eficácia da tortura, a discussão entre moralidade e legalidade, o totalitarismo e a ditadura, o interesse público na tortura. O pensamento arendtiano retorna para auxiliar a compreender a questão da violência do Estado, por meio de sua força policial. No último capítulo analisa-se o Estado que tolera a tortura e, para tanto, é enfrentada a discussão jurídica a respeito desta, a partir de teses modernas, sobretudo a que trata da bomba relógio (ticking bomb). Estuda-se também o conceito moderno de barbárie (Todorov), que resulta na violência policial e em um chamado direito defeituoso (Radbruch). A pesquisa é concluída com uma análise de tudo o quanto exposto e das consequências da prática da tortura no regime militar na ação policial hoje. / This research investigates the issue of torture practiced in Brazil under the Military Regime. Therefore, a historical outline of torture is introduced with especial focus on its practice in the Greek and Roman Empires and medieval Europe. It´s also presented a historical overview of torture in Brazil by analyzing local and historical aspects. The historical context relies on literary narratives. The relevant point is the Military Regime started in Brazil in 1964 within which there were very frequently reports of torture. The rhetoric of four Brazilian Army generals, three of them Presidents of the Republic, is raised in order to better understand the mentality of that time. In accordance with this outlook of the federal government thought, the behavior of Civil Police of the State of São Paulo is studied, but not before being provided a historic analysis of how it acted as a tool of Executive Branch (both federal and state). Aiming to comprehend the figure of the torturer, the concepts of Psychology and Sociology, which try to explain why an agent of the state serves to this kind of action, are also studied, including at this point the versions provided by the torturers themselves. The Hannah Arendts theory of trivialization of the evil and its recent questions are considered in this topic, besides an approach focused on the employment relationship in Dejours thought. By being placed the torture in the Brazilian reality and the reasons which can transform a police officer into a torturer, this research seeks to lay down some basic points, such as the link between torture and the economic power, the questions about the effectiveness of torture, the discussion between legality and morality, the totalitarianism and the dictatorship, the public interest in the torture. Once again the Arendts thought is viewed to help to understand the matter of the violence of the state by its police force. The closing chapter examines the State which tolerates the torture, facing the legal discussion about it, addressing modern theses, mainly about ticking bomb , and studying the modern concept of barbarism (Todorov), which results in the police violence and in the so-called defective law (Radbruch). This research is concluded with the exam of all of the above and the consequences nowadays in the police action of the practice of torture during the military regime.

Previous issue date: 2017-11-14 / Despite the bombastic declared end of history in the version of liberal democracy and the
capitalist system, the end of ideologies and the class struggle, the supposed consensus of
humanity on human rights and progress as the north of societies and its governments in this
second decade of the twenty-first century, what we witness is the irruption of varied and
novel processes of political action that have shaken the world, such as the Arab Spring, the
Occupy Wall Street demonstrations of Ferguson against police violence in the United States,
environmental protests in Turkey, Chilean students, Colombian peasants and the Free Pass
Movement in Brazil. Although their contexts and motivations are varied, each one of them
represented moments of strong tension within their countries, as a result of the clashes of
violence and the struggle of speeches. In this international context of social unrest, the
present investigation, centered on the Brazilian case, forms part of the demonstrations of
June 2013 that triggered the increase in the passage of public transport in several cities,
protests that had high doses of violence and repression, with the use not only of the
truculence of armed bodies destined to preserve public order, but also of the judicial system,
government speeches, mass media, among others. Concomitant with the occupation of forces
in the streets between demonstrators and institutional armed forces, the symbolic struggle
was fought, the clash of speeches, on the one hand, legitimizing discourses of the police
order and the legitimate use of force used for its preservation, for the another, discourses
that question the police order that resituate the force used by the armed bodies intended to
preserve public order in the context of domination, to strip it of its legitimacy and justify its
actions in response to institutional violence.
From the perspective of the Critical Analysis of the Discourse we will analyze the editorials of
the newspapers O Liberal and Folha de São Paulo that directly or indirectly, report the police
violence against the demonstrators. The reflection on the texts in context will be based on
the analysis of one category and two relations, with respect to the first one, the (de)
construction of the "other" will be observed through the revision of the lexicon used by the
newspapers, to describe the manifestations and demonstrators, as well as the force deployed
by the armed forces responsible for controlling the June demonstrations in the cities of
Belém and São Paulo, if it is considered violence or law enforcement, and the justification or
condemnation of it . As for relations, the nexus between the discourses and the intensity of
the force exerted for the control of the manifestations, and between the discourses and
relations of power produced in that context, will be analyzed. / Pese al rimbombante declarado fin de la historia en la versión de la democracia liberal y el
sistema capitalista, del fin de las ideologías y de la lucha de clases, del supuesto consenso de
la humanidad sobre los derechos humanos y el progreso como norte de las sociedades y sus
gobiernos, en esta segunda década del siglo XXI a lo que asistimos es a la irrupción de
variados y novedosos procesos de acción política que han sacudido el mundo, como fue la
primavera árabe, los "Occupy Wall Street", las manifestaciones de Ferguson contra la
violencia policial en los Estados Unidos, las protestas ecologistas en Turquía, los estudiantes
Chilenos, los campesinos Colombianos y el Movimiento de Pase Libre en el Brasil. Aunque sus
contextos y motivaciones son variadas, cada una de ellas representó momentos de fuerte
tensión al interior de sus países, como consecuencia de los embates de la violencia y la pugna
de los discursos. En ese contexto internacional de agitación social se inscribe la presente
investigación, centrada en el caso Brasilero, en las manifestaciones de junio de 2013 que
detonaron con ocasión del aumento en el pasaje del transporte público en varias ciudades,
protestas que tuvieron altas dosis de violencia y represión, con el empleo no apenas de la
truculencia de los cuerpos armados destinados a preservar el orden público, sino también,
del sistema judicial, de los discursos gubernamentales, de los medios masivos de
comunicación, entre otros. Concomitante con el trabamiento de fuerzas en las calles entre
manifestantes y cuerpos armados institucionales, se libraba la lucha simbólica, el embate de
discursos, por una parte, discursos legitimadores del orden policial y del uso legitimo de la
fuerza empleada para su preservación, por la otra, discursos que cuestionan el orden policial
que resituan la fuerza empleada por los cuerpos armados destinados a preservar el orden
público en el contexto de la dominación, para despojarla de su legitimidad y justificar sus
acciones como respuesta a la violencia institucional.

Previous issue date: 2011 / Nenhuma / A partir de um caso ocorrido no ano de 2006, em um estabelecimento comercial denominado Bar Tuim, no centro da cidade de Porto Alegre, Estado do Rio Grande do Sul, Brasil, em que frequentadores entraram em disputa física com agentes da Prefeitura Municipal em torno da interpretação do alcance de uma lei de polícia administrativa, esta dissertação apresenta critérios para definição de limites do poder de polícia frente ao direito à liberdade individual inscrito na Constituição Federal. O caso concreto conduz a uma hipótese de fato, qual seja, a de que há um novo paradigma existencial na sociedade contemporânea, que se denominou paradigma existencial dos hábitos saudáveis, caracterizado como uma supervalorização dos cuidados com a saúde como modo de vida. O pressuposto deste trabalho é justamente o de que esse novo paradigma existencial vem pondo em marcha sucessivas e crescentes proibições no terreno atinente aos hábitos individuais, tendentes a limitar a liberdade individual das pessoas. O novo paradigma existencial é examinado à luz de várias teorias que procuram explicar a realidade contemporânea. Para definir critérios aptos a delinear limites ao instituto do poder de polícia, recorre-se à disciplina da filosofia política para, a partir de conceitos próprios desta, aportar elementos de conteúdo para construir critérios para a definição de limites. Esses elementos de conteúdo são elencados a partir da escola do liberalismo político europeu do século XIX, do liberalismo político contemporâneo e da filosofia política norte-americana. Partindo dessa hipótese de fato, procuraremos estabelecer critérios para a definição de limites à ação do Estado no que se refere a proibições relativas aos hábitos individuais. A presente dissertação é também uma contribuição à crítica a determinados aspectos do modo de vida contemporâneo, no que se refere à supervalorização dos hábitos saudáveis. / After an event held in the year of 2006, at Bar Tuim, a business premise, located at downtown of Porto Alegre, Estado do Rio Grande do Sul, Brazil, in which customers disagreed with Porto Alegre Council employees about the interpretation of an administrative police law scope, this paper presents some criterion for the definition of the police power boundaries in what refers to the right of personal freedom in Brazil Federal constitution. The present case leds us to the hypothesis that there is a new existential paradigm in the contemporary society which refers to healthy habits and is characterized as an overvaluation of heath care as a way of life. This work assumption is exactly that this new existential paradigm is raising sucessive and growing prohibitions in the field of individual habits, which might limitate our individual freedom. We analyzed this new existential paradigm using many theories which intend to explain the contemporary reality. In order to define some criteria useful for drawing the boundaries of the police power institute, we have appealed to the discipline of political philophy so that we can through its concepts access some elements important to develop criteria for defining these boundaries. These content elements can be seen in the political liberalism from the European school of the nineteenth century, in the contemporary political liberalism, and in the North American political philosophy. Through this hypothesis we intend to establish some criteria in the definition of boundaries to the States actions in what refers to prohibitions related to individual habits. This paper also intends to be a contribution to the critic raised to several aspects in our contemporary way of live, as the overvaluation of healthy habits.

Previous issue date: 2012-10-19 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / In times where violence is increasing in the big urban centers and the Police (in São Paulo's State there are two police organizations, the Polícia Militar and the Poíicia Civil, in this dissertation will be discussed the administrative police that is the Polícia Militar), Brazilian violence restraining state institution, is being recurrently questioned, be it due to its violence, the violence suffered by the attacks of gangs or due to discussions about its operation and appearance, it is important to note and query the existence of a prison intended for its members. In the State of São Paulo, where the research was performed, there are many controversies, criticizing mainly the existence of this institution and its consequences on such an individualist society. By the advent of modernity, the relations are more fluid, there is the pluralism, and following, meaning crisis at which new responses are sought even in old institutions such as religion. Just as São Paulo State s Police (Polícia Militar), religion is questioned as an institution and we witness this mainly through syncretism, responses to social situations regarding religiosity and socio-cultural processes. At the Romão Gomes Military Police Prison, syncretism is evident once there are many religious manifestations and many inmates attend various cults which are not necessarily from the same religion. Due to this possibility and due to the fact that religion is part of the identity policy of the place, this research s objective was to comprehend the importance and sense given to religion by many inmates. From theoretical discussions, participation in cults and narratives of the inmate s life stories, it was revealed that there is metamorphosis and emancipation possibilities, which do not occur automatically, but in the process of sense creation and submission to religion / Em tempos em que a violência é cada vez maior nos centros urbanos e a Polícia Militar,
instituição agenciadora da violência pelo Estado, está cada vez mais em pauta, seja por
sua violência, pela violência sofrida através dos ataques de facções criminosas ou por
discussões sobre seu funcionamento e surgimento, é importante notar e questionar a
existência de um presídio próprio para seus integrantes. No Estado de São Paulo, local
em que foi realizada a pesquisa, há grandes discussões, com muitas pesquisas realizadas
para criticar a existência dessa instituição e suas consequências numa sociedade
individualista. Com o advento da modernidade, as relações estão mais fluidas, tem-se o
pluralismo e com ele a crise de sentido, momento em que novas respostas são
procuradas, mesmo que em velhas instituições como a religião. Da mesma forma que a
Polícia Militar do Estado de São Paulo, a religião é questionada como instituição,
presenciamos essa questão, principalmente por meio do sincretismo, respostas a
situações sociais relacionada à religiosidade e ao processo sociocultural. No Presídio da
Polícia Militar Romão Gomes , o sincretismo é evidente uma vez que existem muitas
manifestações religiosas e muitos internos frequentam mais de um culto, não
necessariamente da mesma religião. Por essa possibilidade e pelo fato de a religião fazer
parte da política de identidade deste local, o objetivo da pesquisa foi compreender o
sentido dado à religião por diversos internos. A partir das discussões teóricas,
participação nos cultos e narrativas de histórias de vida dos internos entrevistados, foi
possível perceber que há metamorfose e possibilidade de emancipação, que não ocorre
automaticamente, mas no processo de criação de sentido e submissão à religião, como
percebido

Militar Police Soldier Formation of the state of São Paulo. From its actual
curriculums, from the situations and behavior observable and observed in the
practice methods established by instructors and monitors.
It is being searched sine the ways to a more humanized
,democratical, participatory and dynamic formation to the new policemen,
forming a professional who knows how to act as a conflict negotiator.
It was privileged the methodological and qualitative approach and
the theoretical line was founded on the studies of Ludwig(1998), Saul (2000),
Bobbio (2000), Torres (2001), among others that discuss the thematic of militar
teaching, curriculum, democracy and multiculturalism.
The way traced by this search points to the necessity of assuming as
priority for the police forces a more refined formation and constant training. A
list, at the end, indicates the points that appears as connexions between the
curriculum and the new demands.
The studies also revealed that the society demands that the police
gives priority to prevention, to conflict mediation, to the investigation
scientifically orientated towards methods, always using the force in the strict
legal limits / O trabalho focaliza o currículo prescrito para o Curso de Formação
de Soldados da Polícia Militar do Estado de São Paulo, a partir de sua atual
grade curricular, das situações e comportamentos observáveis e observados nas
práticas estabelecidas por instrutores e monitores.
Busca-se apontar caminhos para uma formação mais humanizada,
democrática, participativa e dinâmica aos novos policias militares, formando um
profissional que saiba atuar como negociador de conflitos.
Privilegiou-se a abordagem metodológica qualitativa e a linha
teórica foi fundamentada pelos estudos de Ludwig(1998), Saul (2000), Bobbio
(2000), Torres (2001), dentre outros que discutem as temáticas de ensino militar,
currículo, democracia e multiculturalismo.
O caminho trilhado por esta pesquisa aponta para a necessidade de
se assumir como prioritário às polícias uma formação mais apurada e constantes
treinamentos. Um decálogo, ao final, indica os pontos que afloraram como
conexões entre o currículo e as novas demandas.
Os estudos revelaram ainda, que a sociedade cobra que o aparelho
policial confira prioridade à prevenção, à mediação de conflitos, à investigação
cientificamente orientada, sempre usando a força nos limites estritos da
legalidade

Security System, which from the second half of the 1950s to the height of the Juscelino
Kubitschek government (1956-1961) acquired the stature and complexity that enabled it to
provide surveillance and control of the entirety of Brazilian society. Interconnection of the
principal agencies acting as police security systems, namely the National Security Council
(CSN), the Social Policy Division of Police (DPS), the National Security sections existing in
all Civil Ministries of the Republic, as well as Information Services of Police of Political and
Social Order (DOPS) and the Secretaries of State Security comprised for the first time in
Brazil a complex system integrated both horizontally and vertically throughout the repressive
apparatus of the state. Being structured as a "single central national information," its
ramifications also extended internationally through connections with the Police security
systems in several European countries, North America and Latin America. In developing this
thesis we used documents from the National Security Council largely located in the
National Archives of Brasilia, and CPDOC, the Getulio Vargas Foundation in Rio de Janeiro.
Thus existing documents from the collections of the CPDOC depository of the personal
archives of General Tavora and military officer and politician Congressman and Governor
Ernani do Amaral Peixoto were necessary; documents from the Bureau of Political and
Social Order of São Paulo SP-DOPS, located in the Public Archives of the State of São
Paulo; and documents from the Division of Police and Social Policy DPS, the Public
Archives of the State of Rio de Janeiro. According to guidelines for the fight against
communism, promulgated under the aegis of the Cold War and espoused in Latin America
by the United States, these actions allowed the more conservative and dominant segment to
remain in permanent conflict with civil society concerning recommended alternatives for
Brazil s economic development in order to consolidate its power. Even to the extent of
coordination with the Armed Forces. Also participating at the time of these military clashes,
with loud disapproval, proposing alternatives to national development and which were
collected by storm for many of the purges engineered by security organs at the time, were
those arbitrarily accused as communists or sympathizers. Coincidentally, it was the military
that gave support to maintaining of democratic openness. On the other hand, the most
diverse sectors of society eager for freedom on constitutional grounds began to express
themselves through repeated discussions, demonstrations, strikes, etc., in work demands,
political opinions or on public affairs in general as well as on international issues at that
moment. However, beneath an apparent climate of democracy at the end of the 1950s there
was a nearly total control thrived that could be mapped with increasing detail of the
greater part of the demonstrations in Brazil. Thus it became necessary to integrate the
Brazilian Armed Forces responsible for implementing the National Security Doctrine (DSN),
with Civil and Military Police throughout the country. Directly subordinate to the National
Security Council (NSC), such a system, which began at that time, could provide information
to the central authorities of the Government about any individual or existing organization. It
could even define who or what should be observed, or violently repressed, or restricted in
their freedoms and public activities / A Tese que ora se apresenta demonstra como se estruturou o Serviço de Inteligência
no Brasil, também denominado Sistema de Segurança Nacional, que adquiriu estatura
e complexidade capaz de proporcionar a vigilância e o controle de toda a sociedade, a
partir da segunda metade da década de 1950, em plena vigência do governo Juscelino
Kubitschek (1956-1961). A articulação dos principais órgãos que atuaram como
Polícias Políticas, ou seja, o Conselho de Segurança Nacional (CSN), a Divisão de

São Paulo DOPS-SP, localizados no Arquivo Público do Estado de São Paulo; e nos
documentos da Divisão de Polícia Política e Social DPS, no Arquivo Público do
Estado do Rio de Janeiro. Segundo as diretrizes para o combate ao comunismo,
promulgadas sob a égide da Guerra Fria e capitaneadas pelos Estados Unidos para
toda a América Latina, essas ações permitiram que o segmento dominante mais
conservador e em permanente embate com a sociedade civil sobre as alternativas
indicadas ao desenvolvimento econômico do país pudesse consolidar seu poder.
Inclusive, de forma articulada com as Forças Armadas. Também participavam na época
desses embates militares que, da caserna, propunham alternativas para o
desenvolvimento nacional e que foram colhidos de roldão por muitos dos expurgos
engendrados pelos órgãos de Segurança da época, taxados de modo arbitrário como
comunistas ou simpatizantes da ideologia. Coincidentemente, tratava-se dos militares
que apoiavam a manutenção da abertura democrática. Por sua parte, os mais diversos
setores da sociedade ansiosos pela liberdade através da abertura constitucional,
passaram a expressar em reiterados debates, mobilizações, greves etc., suas
demandas de trabalho, suas opiniões sobre a política ou sobre a coisa pública, em
geral, bem como sobre questões internacionais daquele momento. No entanto, sob o
clima de aparente democracia do final da década de 1950 vicejava um controle quase
total que permitia mapear de forma cada vez mais detalhada a maioria das
manifestações havidas em todo o Brasil. Para tanto, foi necessária a integração das
Forças Armadas brasileiras, responsáveis pela aplicação da Doutrina de Segurança
Nacional (DSN), com as Polícias Civis e Militares de todo o país. Diretamente
subordinado ao Conselho de Segurança Nacional (CSN) tal sistema passou, a partir
dessa época, a fornecer informações às instâncias centrais do Governo sobre qualquer
pessoa ou organização existente. Definia ainda quem ou o que deveria ser vigiado, ou

Previous issue date: 2013-05-24 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / The present research analyses the emerging leadership in the municipal district of São João da Boa Vista (SP) allied to Brazilian Labor Party (PTB) during the years of 1950. This person leader is called Miguel Jorge Nicolau descendent from an Arabic-Lebanese immigrant family and belonging to the rural quotidian of this town. He initiated his trajectory through the quotidian of the factory FIATECE, whose workers were especially women in their majority. Despite of the Arabic-Lebanese community other than seen as a group who had with them a certain restriction common to those typical inhabitants, and also for the unusual particularities from his private life, those which were very unconventional, though all this, Miguel Jorge Nicolau became a public man. He was elected for the city hall as a mayor and became later a regional representative in the Legislative House as a deputy for the PTB. Since then, he was seen with distrust by the political police, as a dangerous communist infiltrated in PTB or as a risk to the national security, and, based on these information, the agents of the dictatorship, in 1964, he had his political rights annulled. The documentation used for this research has the amount of interviews, newspaper articles, Annals from the Legislative House. We shall give attention to the last two sources as the outstanding discourses and speeches in the Chamber of Deputies / A presente pesquisa analisa a emergência de um líder petebista no Município de São João da Boa Vista (SP), durante os anos de 1950. De nome Miguel Jorge Nicolau, oriundo de uma família de imigrantes árabe-libanesa, iniciou sua trajetória na vida pública a partir de seu quotidiano em uma fábrica têxtil da cidade (Fiatece), cujos trabalhadores eram fundamentalmente mulheres. Apesar da comunidade árabe-libanesa ser vista com certas reservas por parte daquela população interiorana, a que se acresciam particularidades pouco convencionais de sua vida pessoal, Miguel Jorge Nicolau tornou-se um homem público. Elegeu-se para a prefeitura da cidade e tornou-se o representante regional do PTB na Assembleia Legislativa, na qualidade de Deputado Estadual. Desde 1953 foi vigiado pela polícia política, como um perigoso comunista infiltrado no PTB ou um risco à segurança nacional, e, em 1964, teve seus direitos políticos cassados. developed in São Paulo during the years 1899 to 1910. This period corresponds to
administration of the first mayor of São Paulo, Antonio da Silva Prado, a conservative
man, member one of the most traditional families of São Paulo aristocracy. During the
years before the establishment of the prefecture, the actions relating to hygiene and
public health were in charge of the administration of the Municipality of São Paulo and
its Quartermaster Police and Hygiene. Supported on the remaining administrative
structure of the old intendancies the counselor Prado, to assume the newly created
municipality, opened the implementation of the modern city project to São Paulo. In
these terms, Meadow sought to bring "European feel" for the metropolis in accelerated
development process, in the late nineteenth to the twentieth century, aiming to make it a
city ruled and ordered the point of view of its material development. Thus, we seek to
understand the role played by health and urban actions in the implementation of city
project for the state capital, noting the arising conflicts and clashes between the local
authority and certain constituencies the São Paulo population facing the interventions
promoted in the public space / A presente dissertação busca empreender uma análise sobre as ações e práticas
sanitárias desenvolvidas na cidade de São Paulo durante os anos de 1899 a 1910. O
referido período corresponde a administração do primeiro prefeito de São Paulo,
Antonio da Silva Prado, um homem conservador, membro de uma das famílias mais
tradicionais da aristocracia paulistana. Durante os anos anteriores à constituição da
prefeitura, as ações referentes à higiene e saúde pública estavam a cargo da
administração da Câmara Municipal de São Paulo e sua Intendência de Polícia e
Higiene. Apoiado na estrutura administrativa remanescente das antigas intendências, o
conselheiro Prado, ao assumir a recém criada prefeitura, dá início a implantação do
projeto de cidade moderna para São Paulo. Nesses termos, Prado procurou trazer ares
europeus para a urbe em acelerado processo de desenvolvimento, na passagem do XIX
para o século XX, objetivando torná-la uma cidade regrada e ordenada do ponto de vista
de seu desenvolvimento material. Desta forma, objetivamos compreender o papel
desempenhado pelas ações sanitárias e urbanísticas na execução do projeto de cidade
destinado à capital paulista, atentando para os conflitos e embates surgidos entre a
edilidade e determinados grupos constituintes da população paulistana frente às
intervenções promovidas no espaço público

Paulo's State there are two police organizations, the Polícia Militar and the Poíicia
Civil, in this dissertation will be discussed the administrative police that is the Polícia
Militar), Brazilian violence restraining state institution, is being recurrently questioned,
be it due to its violence, the violence suffered by the attacks of gangs or due to
discussions about its operation and appearance, it is important to note and query the
existence of a prison intended for its members. In the State of São Paulo, where the
research was performed, there are many controversies, criticizing mainly the existence
of this institution and its consequences on such an individualist society. By the advent
of modernity, the relations are more fluid, there is the pluralism, and following,
meaning crisis at which new responses are sought even in old institutions such as
religion. Just as São Paulo State’s Police (Polícia Militar), religion is questioned as an
institution and we witness this mainly through syncretism, responses to social situations
regarding religiosity and socio-cultural processes. At the “Romão Gomes” Military
Police Prison, syncretism is evident once there are many religious manifestations and
many inmates attend various cults which are not necessarily from the same religion.
Due to this possibility and due to the fact that religion is part of the identity policy of
the place, this research’s objective was to comprehend the importance and sense given
to religion by many inmates. From theoretical discussions, participation in cults and
narratives of the inmate’s life stories, it was revealed that there is metamorphosis and
emancipation possibilities, which do not occur automatically, but in the process of sense
creation and submission to religion / Em tempos em que a violência é cada vez maior nos centros urbanos e a Polícia Militar,
instituição agenciadora da violência pelo Estado, está cada vez mais em pauta, seja por
sua violência, pela violência sofrida através dos ataques de facções criminosas ou por
discussões sobre seu funcionamento e surgimento, é importante notar e questionar a
existência de um presídio próprio para seus integrantes. No Estado de São Paulo, local
em que foi realizada a pesquisa, há grandes discussões, com muitas pesquisas realizadas
para criticar a existência dessa instituição e suas consequências numa sociedade
individualista. Com o advento da modernidade, as relações estão mais fluidas, tem-se o
pluralismo e com ele a crise de sentido, momento em que novas respostas são
procuradas, mesmo que em velhas instituições como a religião. Da mesma forma que a
Polícia Militar do Estado de São Paulo, a religião é questionada como instituição,
presenciamos essa questão, principalmente por meio do sincretismo, respostas a
situações sociais relacionada à religiosidade e ao processo sociocultural. No Presídio da
Polícia Militar “Romão Gomes”, o sincretismo é evidente uma vez que existem muitas
manifestações religiosas e muitos internos frequentam mais de um culto, não
necessariamente da mesma religião. Por essa possibilidade e pelo fato de a religião fazer
parte da política de identidade deste local, o objetivo da pesquisa foi compreender o
sentido dado à religião por diversos internos. A partir das discussões teóricas,
participação nos cultos e narrativas de histórias de vida dos internos entrevistados, foi
possível perceber que há metamorfose e possibilidade de emancipação, que não ocorre
automaticamente, mas no processo de criação de sentido e submissão à religião, como
percebido
