搜尋引擎相關著作權爭議問題之研究與探討 / A study on copyright disputes of search engine

在網路的世界裡,搜尋引擎對網路使用者的重要性逐漸升高,而藉由搜尋引擎之幫助,使用者可以在數位資訊爆炸的網路世界中,尋找到所需的資訊。惟此種便利之用途,亦造成著作權人之權利遭受侵權之疑慮,如搜尋引擎協助使用者找到未經合法授權之檔案而下載之;亦或搜尋引擎本身即複製該未經合法授權之內容而散布之等情形。各國對於搜尋引擎業者之侵權責任有相似規定,在如何之情況下搜尋引擎必須負擔侵權行為責任,而在何種情形下搜尋引擎業者可能可以免責,又在何種情形下搜尋引擎業者可能引用合理使用原則,本文亦嘗試提出各國之規定以供國內參考。 國內尚未有搜尋引擎業者之相關案例,故本文嘗試透過不同的國家中不同的搜尋引擎態樣進行案例分析,提出不同的搜尋引擎在不同之情狀之下,可能會造成的著作權爭議。如在圖像搜尋方面即提出美國的Perfect 10 v. Google案中縮小圖示之合理使用爭議,並同時提出多年前的Kelly v. Arriba案做為對照;中國大陸的七大唱片公司訴百度案在音樂搜尋當中是相當具有爭議的問題,本文亦提出其他相關的大陸案例做為對照;瑞典海盜灣的案件是P2P軟體變型後所產生之搜尋引擎,亦可以看出未來會有更多不同態樣的搜尋引擎出現;而新聞搜尋之問題,牽涉到重製權,近期Google與美聯社達成和解,本文亦為新聞搜尋此特殊的態樣為探討;而圖書搜尋方面則是以Google的圖書館計畫為基礎,並進一步探討合理使用的可能性。 本論文試圖提出美國、歐盟以及中國大陸的法規以及諸多案例,並探討在世界各地的搜尋引擎面對的著作權爭議問題,而這樣的問題會隨著科技的進步與發展有更多不同態樣的變化。我國目前尚未有相關的案例,故本文嘗試提出案例語法規的論述與探討,以期能予我國參考之。 / In the internet world, search engines become much more important to the users. By using the search engines, users can easily gather the useful data online. Although search engines bring so much convenience, but the copyright holders accuse the search engines of coypright infringement. For instance, the search engines sometimes help their users to download the copyrighted materials or themselves reproduce the copyrighted materials. The actions might bring them law suits.There are similar regulations of search engines in different countries. In some situation, search engines might defense themselves by claiming safe harbor regulation, and in others, they could claim the fair use doctrine. In the thesis, it states many cases from different countries to discuss the regulations. Due to the different functions of search engines, there are various cases. Kelly v. Arriba case and Perfect 10 v. Google case are about thumbnails search in the United States. Baidu v. EMI record case in China is about mp3 files search. Despite the traditional search engines, there are some relatively new and specific search engines, such as Private Bay. Private Bay is a search engine which focuses on searching bittorrent files for P2P downloading. In the future, there will be much more search engines with different functions. In the thesis, it also states the disputes of news search and book search.Google Book Project rised discussion worldwide. The thesis states the opinions of the ones who agree to apply the fair use doctrine on the project and the one who disagree to. In Taiwan, there have not been any copyright cases of search engines so far.The thesis states the copyright regulations in U.S., Europe and China, such as safe harbor, contributory infringement and fair use doctrine. By presenting the cases and regulations in other countries, the thesis also provide some inspirational ideas about the copyright disputes of search engine.

電子繪本融入說故事活動的行動研究 / Action Study on Electronic Picture Books Integrating into Storytelling Activities

國內公共圖書館近年來致力充實館內電子資源,提供豐富的資料庫資源給予大眾閱讀分享與選擇。北市圖擁有豐富的中文繪本資料庫,但林老師說故事團隊鮮有使用電子繪本進行說故事活動。因此,本研究為探討電子繪本融入林老師說故事活動的可行性與實施方式,採用行動研究方法,進行二階段十場次的行動研究,兒童參與活動共有89人次,從行動研究的實施來評估電子繪本說故事活動是否提升兒童閱讀興趣、改善紙本說故事的限制,並提出活動實施程序,以利活動設計與實施。 為能讓行動方案的實施更符合說故事活動需求,本研究提出「電子繪本選擇的原則」,協助說故事人進行繪本的選擇,並發展「電子繪本說故事行動方案」從活動目的、活動資源取用、活動作業程序、活動方式與獎勵、活動實施注意事項等要點來說明行動方案,提供給林老師執行活動的參考,並邀請林老師實施活動,藉由訪談方式了解林老師對於活動實施的看法與建議。 研究結果歸納:(1)行動方案可以幫助林老師實施活動以及選擇電子繪本;(2)電子繪本的特性可以改善紙本說故事的限制;(3)兒童參加電子繪本說故事活動興趣提升;(4)非線性閱讀的選擇自由之特性適合中年級以上兒童;(5)電子繪本適合應用在林老師說故事活動並值得推廣;(6)電子繪本的優勢使得說故事活動更具豐富性。 最後,本研究提出研究建議,供相關單位參考:(1)增購中文繪本資料庫;(2)辦理電子繪本利用教育研習,招募林老師加入;(3)開放權限,協助林老師取用電子資源;(4)解決線上閱讀數位版權數問題;(5)增購電子白板設備以促進林老師說故事效益;(6)辦理電子繪本的說故事活動觀摩會;(7)善用資料庫介面特性以進行活動設計;(8)要了解電子繪本內容才能進行活動設計。 / Rapid developments in digital information technology and Internet communication have changed the ways to retrieve information, and increased the demand for information. For modern Digital Natives, the establishment of reading promotion for children in a library should adopt diverse methods to promote reading. Aside from printed books, public libraries in our nation have recently been devoted to enriching their electronic recourses to provide diverse reading databases for the public to choose from. In Taipei Public Library, there are rich databases of Chinese picture books; however, these books are rarely used by the storytelling team, Teacher Lin. The present study therefore aimed at exploring the feasibility and execution of the adoption of electronic picture books in Teacher Lin’s storytelling. The study adopted the action research to investigate whether electronic picture books storytelling would arouse children’s interests in reading and improve the limitations in printed books storytelling, and to offer advice for designs and procedures of electronic picture books storytelling. The present study provides criteria for selections of electronic picture books, and guidelines for electronic picture books storytelling, including objectives, available recourses, procedures, and ways of rewards of storytelling activities. Teacher Lin thus may follow these criteria and guidelines when carrying out storytelling activities. Feedback from Teacher Lin then was collected via interviews. The results of the study were addressed as follows. First, the action research was helpful in Teacher Lin’s storytelling and selections of electronic picture books. Second, features of electronic picture books could improve the limitations in printed books storytelling. Third, children’s motivation was enhanced in electronic picture books storytelling. Fourth, nonlinear reading was more suitable for children of intermediate grades. Fifth, it was worthwhile to promote electronic picture books storytelling in Teacher Lin’s storytelling activities. Sixth, in terms of storytelling, electronic picture books were more beneficial than hardcopy books. Lastly, the following were some suggestions. First, it is essential to purchase more databases of Chinese picture books. Second, workshops about the adoption of electronic picture books may be held, and members in Teacher Lin are recruited. Third, members in Teacher Lin should be allowed to access to these databases. Fourth, issues on intellectual property rights of online reading need to be solved. Fifth, purchases of electronic white boards can promote effectiveness of Teacher Lin’s storytelling. Sixth, demonstrations of electronic picture books storytelling need to be held. Seventh, features of interface of databases need to be well used to design activities. Eighth, understanding of content of electronic picture books is essential for activity design.

資訊架構之組織系統與搜尋系統對於學習成效的影響研究:以「自然與人文數位博物館」為例-final / The Effects of Organization System and Search System of Information Architecture on Learning Performance: Case Study of the Digital Museum of Nature & Culture

透過數位博物館具有良好資訊組織和經過管理的數位資源,應用於支援數位學習具有極高的發展潛力。而將資訊架構概念導入數位博物館網站設計,有助於發展更優質之數位博物館網站,促使使用者以更有效率的方式取得所需要的典藏資源,達到數位博物館支援終身學習的目的。本研究以Morae 人機互動分析軟體觀察學習者利用數位博物館輔助學習之學習歷程,並經由學習歷程分析探討數位博物館支援數位學習過程中,學習者單獨以數位博物館資訊架構中的組織系統、搜尋系統,以及利用組織系統搭配搜尋系統輔助完成學習任務,對於學習成效、認知負荷、學習效率與任務達成時間的影響差異。 研究結果顯示:(1)搭配使用組織系統及搜尋系統與使用組織系統學習者的學習成效顯著優於使用搜尋系統的學習者;(2)使用搜尋系統的學習者在認知負荷上顯著高於搭配使用組織系統與搜尋系統的學習者;(3)搭配使用組織系統與搜尋系統的學習者在學習效率上顯著高於使用搜尋系統的學習者;(4)使用組織系統的學習者在任務達成時間上顯著高於使用搜尋系統的學習者;(5)搭配使用組織系統與搜尋系統的圖像視覺型學習者在認知負荷上顯著高於口語聽覺型學習者;(6)圖像視覺型的學習者搭配使用組織系統與搜尋系統,在學習成效上高於使用搜尋系統;(7)使用組織系統、搜尋系統與搭配使用組織系統與搜尋系統高資訊焦慮學習者的認知負荷顯著高於低資訊焦慮學習者;(8)高資訊焦慮學習者使用搜尋系統在認知負荷上顯著高於搭配使用組織系統與搜尋系統 最後,根據研究結果,本研究亦提出數位博物館資訊架構輔助數位學習的教學建議,也針對「自然與人文數位博物館」的網站資訊架構設計提出建議。

從體育研究生資訊需求探討館藏使用與滿意度研究 / Study on Library Collections Use and Satisfaction from Perspectives of Information Needs for Sport Graduate Students

研究生學習主要目的為完成課堂作業,準備課程討論、講習、研討會,或蒐集資料以供撰寫論文研究之需求,其次,體育領域研究生對於「增加體育專業能力」和「職場專業延伸」方面的需求也佔重要比例。為了達成上述目的,研究生會有需要到圖書館使用館藏服務以滿足任務需求。而圖書館所提供的館藏服務包含:圖書、期刊、電子書、電子期刊、資料庫與視聽資料等。本研究利用訪談法針對「體育研究生對館藏服務滿意度」進行評鑑指標的建構與修訂,以國立體育大學研究生進行問卷調查,評估其對館藏服務的重要性與滿意度。 本研究的研究目的有四點:(一) 探討體育研究生資訊需求與資訊尋求行為。(二)探討體育研究生館藏使用現況與支援資訊需求之情形。(三)探討體育研究生實體館藏與電子館藏使用現況與滿意度。(四)從體育研究生對館藏使用重要性與滿意度之落差,針對不滿意地方,提供改善館藏之參考。 為獲得研究結果,本研究透過訪談法具體建構出三個評鑑構面、23個指標為滿意度問卷,做為體育研究生對圖書館館藏服務滿意度的評鑑工具。本問卷對國立體育大學全體研究生實際發放問卷調查,獲得以下結論:(一) 體育研究生來自多元的背景特質。(二) 體育研究生資訊需求以課業需要、撰寫論文為主;體育研究生最常使用的館藏服務是圖書借閱。(三) 體育研究生館藏使用是電子期刊、資料庫及圖書。(四) 體育研究生需要的支援是方便的校外連線及便利的網站設計。(五) 體育大學研究生對圖書館滿意度低。(六) 體育研究生對圖書館館藏有高度期待。 針對所獲得的研究結果,本研究也提出幾點建議:(一) 可藉由調整西文電子期刊訂購類別,以及要求跨資料庫整合平台的廠商改進搜尋資料的正確性和精準度,及擴充免費電子資源的範圍,以解決西文電子期刊不足的問題,。(二) 圖書館最需要改進的館藏服務為電子資源的全文提供,和電子資源網站取得全文的易用性。(三) 圖書資源應增加新穎性與多元性,請老師介入推荐圖書,提供新穎及符合研究生需求的最新圖書資源。(四) 依使用需求來改善圖書館檢索系的使用者介面。(五) 建置有彈性的教育訓練課程。 / A graduate student’s major task is to study for completion of course works, for preparations during graduate programs, workshops and seminars, and for data collection and technique for research papers written requirements. Moreover, the following two requirements are also accounted for a significant proportion to a graduate student who concentrates on the field of sport. The first one is how to increase the physical professional competence. And the second one is how to extend the professional career. To achieve the purposes mentioned above, graduate students will need to use library collections and services to meet the study requirements. And these library collections and services include books, journals, e-books, e-journals, databases, audio-visual materials, and so on. In this study, the interview survey is used to build the evaluation crtirea and modification for the sport graduate student’s satisfaction on the library collections and services. The process is firstable to interview and design a questionnaire for the National Taiwan Sport University (NTSU) graduate students. And then, it is to collect, analyze, evaluate, and summarize the importance and satisfaction of the library collections and services from the sport graduate students. There are four purposes in this study. The first is to investigate the information needs and information-seeking behavior of sport graduate students. The second is to probe the library usage status and support information needs of sport graduate students. The third is to understand the needs and desires of physical collections and electronic holdings using the current situation and satisfaction by sport graduate students in the NTSU library. The fourth is to come up with an improvement plan for the library collections and services on the subject matter of sport research based on the results of interview survey highlighted importence gap and satisfaction gap usage by the sport graduate students. In order to attain the research results, a survey questionnaire has formed based on the methodology of interview survey to evaluate sport graduate students concerning library satisfaction, use, and importence. The design of questionnaire has considered three facets that include collection content, collection service and collection application value. And the questionnaire consisted of twenty three indicators to survey totally service satisfaction. The surveys are sent to all NTSU graduate students. Results are as shown below. A. Sport graduate students have diverse background. B. Information needs required from sport graduate students are mainly for completing course assignments and for writing papers. The most commonly used item of library collection service is to borrow books. C. The top priorities of library collection used by sport graduate students are in order of e-journal, database, and book. D. The most concerns of the assistance from library service required by sport graduate students are convenience of campus computer network connectivety and suitable design of website page. E. About 40% of sport graduate students have low satisfaction on the library collection. F. Sport graduate students have high expectations of library collection. According to the research resuls, several suggestions are made to improve the library collection and service on the subject matter of sport research. They are as shown below. A. Adjust purchased categories of west e-journals, and request the electronic resources meta-search system provider to improve the correctness and the accuracy of the keyword search and expand free e-journal repositories to resolve the shortage issue of west e-journals. B. The capability and usability of full-text download from electronic resources needs to be improved right away. C. Request teaching professors to joint the library collection acquistion committee and to provide their review comments and suggestions, make sure the collections always keep up with the sport graduate students’ needs as much as possible. D. The user interface of library search system needs to be improved to comply with the requirements of usability. E. The library instruction shall be adaptive to all fields of departments and schools.

大學圖書館網站首頁讀者視覺注意力之眼動 分析研究 / Assessing User’s Visual Attention on University Library Web Page with Eye Tracking Technology

隨著網際網路的普及,促使大學圖書館紛紛建立網站服務讀者。目前國內各大專院校圖書館網站的建置已達到百分之百,網頁成為行銷各校學術資源最直接快速的管道,而圖書館網頁也利用廣告吸引讀者對於活動訊息的注意。目前國內大學圖書館網站中,並非每個學校均設有廣告來傳播重要的訊息給讀者,即使擁有廣告也是呈現位置不一。在設計上,大學圖書館網站首頁廣告應與整體版面搭配,以引起讀者視覺關注,並達透過廣告成功行銷圖書館資源與活動的目的;而以圖書館行銷的角度考量,惟有促使圖書館網站首頁的廣告被有效注意與理解,才能達到成功行銷廣告內容的目的。 本研究採用真實驗研究法(true-experiment research method),結合網頁視覺設計相關理論對於讀者目光注意力的吸引原則,以及視覺元素之間如何影響讀者的視覺行為為基礎,設計出三種內容相同但廣告放置於不同位置之圖書館網站首頁,比較讀者視覺注意力行為的差異,並以國立中正大學大學部學生五十四名為研究對象,利用「眼球追蹤儀器」(eye tracker)收集受試者眼動指標資料,並進行廣告傳達內容之記憶效應檢測,以及實驗後輔以問卷調查與訪談,探討大學圖書館網站首頁的廣告位置對於讀者視覺注意力及記憶效應的影響。 研究結果發現,讀者在三種不同廣告圖片位置之眼動訊息、記憶效應、瀏覽順序、整體印象滿意度均具有顯著差異。研究結果歸納如下: 一、讀者在廣告置上版面具有較多的注視次數,但是在廣告置左版面則具有較多的視覺停駐。 二、讀者在三種不同廣告位置版面之廣告內容的記憶效應具有顯著差異,廣告圖片位置置左版面具有最佳之記憶效應。 三、讀者在廣告置左版面之廣告內容的記憶效應與眼動指標之「平均注視時間」具有顯著關聯性,其他兩種版面則均無顯著關聯。 四、讀者在三種不同廣告位置版面之其他讀者服務項目所定義興趣區的眼動指標具有顯著差異,廣告置左版面讀者服務項目具有較為平均之視覺分布。 五、讀者在三種不同廣告位置版面之瀏覽順序具有差異,廣告置左版面之廣告較能引起讀者的優先注視。 六、讀者在三種不同廣告位置版面之圖書館網站首頁的整體印象具有顯著差異,廣告置左版面獲得較高的評價;其中版面在「簡單的」、「不散亂的」、「可靠信任的」、「引人注目的」等項目上均顯著高於廣告置右與廣告置上版面。 綜合本研究之研究結果,建議圖書館應善用置左廣告位置提升圖書館行銷相關訊息之目的。此外,圖書館網站首頁應重視視覺元素編排對於版面整體印象的提升效應。圖書館網頁編排也應善用接近性與相似性原則,使得版面呈現具一致性。 / The popularity of the Internet has pushed university libraries establishing websites to serve readers. The establishment of domestic university library websites has currently reached 100%, web pages become the most direct and rapid channels to market the academic resources, and advertisement on the library web pages is utilized for attracting readers’ attention to activities. So far, not all domestic university library websites are established advertisement for propagating important information to readers; even though there is advertisement, the presentation positions are distinct. In terms of the design, advertisement on the index page of a university library website should match the entire layout so as to appeal readers’ visual saliency and successfully market the library resources and activities. In consideration of library marketing, merely advertisement on the index page of a library website being effectively noticed and comprehended could the successful marketing be achieved. With true-experiment research method, the visual design of web pages to attract readers’ attention in this study is integrated with the effects of visual elements on readers’ visual behaviors to design three identical advertising contents which are placed in different positions on the index page of the library website in order to compare the difference in readers’ visual attention. Furthermore, 54 undergraduate students in National Chung Cheng University are selected as the research participants. An Eye Tracker is utilized for collecting the participants’ eye-tracking indicators, and the memory effect of the advertisement is tested. Furthermore, the questionnaire survey and interviews are proceeded to discuss the effects of advertising position on the index page of a university library website on readers’ visual attention and memory effect. The research findings show that the readers present significant difference on the eye-tracking information, memory effect, browsing order, and overall satisfaction of the three advertisement positions. The research results are concluded as follows. 1.The readers appear more attention on top-layout advertisement, but stay the vision more on left-layout advertisement. 2.The readers reveal remarkable difference on memory effect of advertisement among three advertisement positions, where the optimal memory effect appears on the left-layout advertisement. 3.The readers show significant correlations between memory effect of left-layout advertisement and the eye-tracking indicator of Average Fixation Time, while the rest two layouts do not show notable correlations. 4.The readers show remarkable difference on the eye-tracking indicator of interests defined in other reader service items of three advertisement layouts; the reader service items on the left-layout advertisement appear more average visual distribution. 5.The readers reveal distinct browsing orders on the three advertisement positions; the left-layout advertisement could better appeal the readers’ prior attention. 6.The readers show significantly different impression on the index page of the library website with three advertising positions; the left-layout advertisement acquires higher appraisal, where the items of Simple, Not Disordered, Reliable, Attention Attractive reveal higher appraisal than right-layout and top-layout advertisement. Summing up the research results, the libraries are suggested to well apply left-layout advertisement to enhance the marketing information. What is more, the index page of a library website should focus on the layout of visual elements to promote the overall impression. The layout of library web pages should also well apply the principles of proximity and similarity to present the consistency.

政府出版品是探討一國政府施政運作與績效的重要紀錄,也是民眾瞭解政府施政成果的主要憑藉,被視為現代圖書館重要的參考資料之一。此類出版品無論從內容、資料來源、出版及發行等層面來看,都具有相當程度的權威性、時效性、廣泛性及非營利性等特性,可視為國家重要的資產。由於政府出版品具備上述重要特性,使得一國政府能否建立公開、即時且平等的政府資訊傳佈政策,乃成為民主社會發展的重要指標及基本要求之一。從政府出版品管制度層面而言,先進國家對於政府出版品多規劃有「寄存」及「銷售」兩大途徑,作為提供政府出版品的主要服務窗口。 審視美國地區政府出版品聯邦寄存制度建置迄今已擁有百餘年的發展經驗,而我國政府出版品寄存制度初期的規劃藍圖,大體輪廓皆源自於美國的經驗,惟受到國情、社會文化與經濟條件上的差異性,使兩地區在規劃寄存圖書館制度運作策略上仍各有特色,且彼此間具有可比性。因此,為瞭解中美寄存圖書館制度的形成與未來電子寄存服務的發展及角色定位,本研究擬以政府出版品寄存圖書館制度為論述主題,利用比較研究法對中美寄存圖書館制度相關議題,進行深入的比較分析,據以瞭解其制度的發展歷程。 本研究採比較研究法,配合文獻分析法進行。分別運用「描述」、「解釋」、「併排」及「比較」四個主要研究步驟,探討中美兩國政府出版品寄存圖書館制度之發展。主要的研究目的有四:一、分析中美兩國寄存圖書館制度發展的歷史沿革及制度形成之宗旨、任務與功能;二、探討中美寄存圖書館制度運作的相關法源依據、主管機關組織、管理作業運作現況及電子化寄存服務之發展趨勢;三、探討中美政府資訊公開理念及政府出版品著作權的規範現況,對寄存圖書館制度發展之影響;四、比較中美寄存圖書館制度規劃與運作現況之異同與未來發展趨勢,並據以提出對國內未來規劃寄存圖書館制度之具體建議。為達成前述研究目的,研究者分析、報導中美政府出版品寄存圖書館制度之相關文獻後,綜合歸納制度的比較研究結果,提出六項結論暨十項建議,茲分項臚列如下: 一、結論部份 目的在於綜理上述各章所作的現況探討,具體比較中美兩國政府出版品寄存圖書館制度在規劃與現況運作上的差異性、現況發展及趨勢,並歸納提出免費提供政府出版品之寄存圖書館制度,未來仍有其繼續存在的必要性。比較分析的項目分別有: (一) 中美政府出版品寄存圖書館制度之發展歷史;  (二) 中美政府出版品寄存圖書館制度之相關法源;  (三) 中美政府出版品寄存圖書館制度管理現況;  (四) 中美政府資訊公開政策與寄存制度之發展;  (五) 中美政府出版品電子化寄存服務之發展趨勢;  (六) 政府出版品寄存圖書館制度之存與廢之探討。 二、建議部份  (一)積極爭取上級機關重視與經費支援;  (二)健全政府出版品管理制度法源基礎;  (三)建立正確的政府資訊利用觀念;  (四)暢通寄存圖書館制度的溝通與合作管道;  (五)訂定明確的寄存圖書館作業標準及規範;  (六)釐清政府出版品著作權的授權與合理使用;  (七)建構完善的寄存制度績效與評估獎勵模式;  (八)規劃並建置我國電子化寄存服務環境;  (九)重視寄存館員在職訓練與服務內涵的提昇;  (十)強化政府出版品之灰色文獻的整理與利用。

電子資源館藏使用與滿意度研究-以臺北市立圖書館大直分館讀者為例 / Electronic resources collection use and satisfaction : Taipei Public Library Dazhi Branch readers case study

隨著網際網路與電子資源蓬勃發展,智慧型手機與平板電腦等行動裝 置越來越普及,民眾對於公共圖書館的電子資源館藏接受度較過去幾年雖 有小幅提升,但多數民眾仍未曾使用過電子資源。本研究透過文獻分析法 設計公共圖書館電子資源館藏使用與滿意度問卷共 4 個構面 25 項指標,採用訪談法和問卷調查法以臺北市立圖書館大直分館讀者為研究調查對象,就其電子資源館藏使用和滿意度進行瞭解。 本研究的研究目的有三點:(一) 探討大直圖書館分館讀者對於電子資 源館藏的使用情形與電子資源服務滿意度。(二) 探討影響大直圖書館分館讀者對於電子資源館藏使用與電子資源服務滿意度的因素。(三) 探討大直圖書館分館讀者對於電子資源館藏認為有改善空間的項目,以及謀求改進的方法與策略。 本研究獲得以下結論:(一) 使用者對本館提供之電子資源館藏相關內 容與服務之重視度與滿意度有顯著差距(二) 使用者認為,在電子資源館藏容易查詢檢索以及使用的空間配備是否支援電子資源館藏使用是圖書館應改善的部分。(三) 研究發現不同個人背景變項例如:性別、年齡、教育程度對滿意度有不同的認知與感受,因此應針對使用者的差異處加以瞭解,關心使用者的看法與態度,讓使用者重視度與滿意度的差距能縮小。根據所獲得的研究結果,本研究提出幾點建議,提供質量足夠且多元種類的電子資源館藏供使用者取用;加強行動資訊服務軟硬體支援;加強數位閱覽環境空間規劃;持續進行電子資源館藏推廣活動;保持電子資源館藏使用與滿意度長期調查機制,以瞭解需求強化服務。 / With the advance of the Internet as well as the mobile devices, electronic resources has become more and more popular. The acceptance rate of readers for electronic resource archive might be increased in recent years yet there are still many readers have never used such service in public library. It is crucial to understand the use and need among users to offer electronic resource services in public library more adequately. Research methods in the study includes literature review, interview, and questionnaire survey. A four-dimension, 25-item questionnaire was generated from the review of relevant studies to assessing the electronic resources use and satisfaction of library users. The article aims to explore the use of electronic resources archive and user satisfaction by readers in Taipei Public Library, Dazhi Branch. There are three purposes in this research: a) Exploring the use of electronic resources archive and user satisfaction of the readers in Taipei Public Library, Dazhi Branch; b) identifying factors affecting the using and user satisfaction of readers in Taipei Public Library, Dazhi Branch; c) summarizing the feedbacks from respondents in the study to propose the strategies for improvement on electronic resources archive. The results suggest: a) there are significant differences between the perceived service importance and satisfaction of readers at Taipei Public Library, Dazhi Branch; b) participants care about whether the electronic resource archive is easy for inquiry and supporting space arrangement; c) participants from different gender, age and education levels show significant distinctions between the satisfaction of readers at Taipei Public Library, Dazhi Branch. Therefore the library should take considerations for the differences among users to further the understanding of their concerns. Suggestions were proposed in accordance with the findings of this study. The author believes, library may a) make sufficient and diversified variety of electronic resources archive more available for users; b) improve both soft and hardware supports for mobile information services; c) provide a friendlier digital reading space; d) further promote the electronic resource archive; e) continue investigating the use and satisfaction of electronic resource archive to understand the need for enhanced services.

特殊教育學校圖書館資源及其教師使用意見調查 / The survey of library resources and teacher using opinions on special education school

本研究旨在探究特殊教育學校圖書館的建置情況、館藏資源、特殊教育教師使用情形與滿意度情形。 本研究採用問卷調查法,將問卷分為兩大部分,第一部分為特殊教育學校圖書館之館藏資源建置情況,研究對象為全臺灣28所特殊學校圖書館負責人,問卷內容包含學校基本資料、組織人力、館藏資源與經費、營運管理情形、閱讀推動與利用教育及困難與需求,總計回收有效問卷24份;第二部分為特殊教育學校教師使用學校圖書館之情形與滿意度調查,研究對象為特殊學校國中部及高職部之正式特教老師,問卷內容包含教師個人基本資料、教師使用學校圖書館情形及其對於學校圖書館的滿意度,總計回收有效問卷458份。兩份問卷以電腦統計套裝軟體IBM SPSS 18.0中文版進行統計與分析,調查結果分別以次數分配、百分比、平均數、標準差、獨立樣本t檢定、以及單因子變異數分析等統計方法進行資料分析: 一、 特殊教育學校館藏資源情形:大部分的特殊學校館藏資源數量、新增率及館藏經費皆未達高中圖書館應有的標準,且大多沒有強制要求,亦沒有遵循固定的標準與規範。 二、 特殊教育學校圖書館之營運情形:大部分的特殊學校沒有專職的管理人員,多由設備組長或者學校職員兼任,採用電腦線上借閱方式,且有建置館藏目錄系統、訂定使用及借閱辦法,讀者服務中大部分都有提供流通借閱服務。 三、 特殊教育學校圖書館的困難與需求:大多數為圖書館管理人員人力不足,沒有固定的編制,而且通常缺乏相關專業知識,另外受限於特殊學生的障礙程度,較難進行閱讀推動與利用教育。 四、 特殊教育學校教師使用學校圖書館的情形:多數的教師每週使用學校圖書館的次數為0次,但一個月內,平均每週使用1~5次的頻率最高,在使用上遇到困難時也會傾向詢問圖書館工作人員,大部分的老師選擇偶爾帶領學生認識圖書館,不算是太普遍的教學活動,使用目的上則多與教學準備有關,包含到圖書館借還圖書、配合教學蒐集教學相關資料及準備教材。 五、 特殊教育學校教師使用學校圖書館的滿意度情形:特殊教育學校教師對學校圖書館的滿意度均在平均值3以上,滿意度題目中,滿意程度最高的以圖書資料的採購會徵詢教師的意見與需求、教師對學校圖書館人員提供的服務、圖書館的空間擺設、動線與採光為前三名,而對館藏的品質、數量與館藏目錄系統較不滿意;在滿意度差異分析的部分,最不滿意的族群分別為在年齡46-50歲,學校所屬區域在東部及擔任導師的特教老師有顯著不滿意的情形。 / The purpose of this study is to explore the situation of the construction of special education school library, the collection of resources, the use of special education teachers and satisfaction situation. 數位學習碩士班研究生線上學習、圖書館使用與學習成效之研究 / Study on Online Learning, Library Use and Learning Outcomes for E-learning Master’s Students

時至今日,透過網路,人們學習的管道更加多元,線上學習可以讓學習者有更多的選擇,本研究以我國數位碩士在職專班為研究對象,為線上學習者,又兼具學生與工作者兩種角色,與一般全職學生不管是在上課或使用圖書館情形上都有很大的差異。故本研究目的為:一、探討我國數位在職專班生的特質與數位學習經驗;二、探討數位在職專班生利用圖書館服務與電子資源情況;三、探討數位在職專班生評量教學成效、課程平臺與教材、與圖書館滿意度的看法;四、探討影響數位在職專班生學習成效的因素。期望能對數位在職專班生有更深一層的瞭解,提供更優質的線上學程以及讓圖書館為線上學習者提供更完善的服務,吸引更多潛在的使用者使用圖書館的資源與服務。 本研究透過訪談與問卷調查法的方式,分別針對六位數位在職專班生的訪談結果與196位數位在職專班生問卷調查結果進行分析,研究結果顯示:(一)數位在職專班生女性多於男性,平均年齡介於31歲至40之間,修習數位學程的原因會受到居住地與就職地的影響;(二)數位在職專生的自我效能高;(三)數位在職專班生修課動機為「自我追求」,且選擇線上課程時會考量家庭、工作與通勤時間等因素;(四)數位在職專班生使用大學圖書館的目的主要為:專題報告與課業學習需求,且多透過以網路的方式取用,並以使用電子資源的頻率最為頻繁,較少使用圖書館提供的虛擬參考服務。(五)數位在職專班生肯定教學成效且自評學習成效良好但對課程平台評價較低。(六)數位在職專班生對圖書館滿意度高。此外,本研究亦發現「教學成效」、「課程平臺與教材」、「圖書館滿意度」、「自我效能高低」、「年級」、「電子資源使用」皆與「學生自評學習成效」相關,意即當學生對這些因素感受愈高時,其自評學習成效會愈好。根據獲得之結論,本研究針對數位學程與圖書館兩方面提出建議。 / Nowadays, through the Internet, online learning provides learners with more accesses to gaining knowledge. Online students, usually, are different from common students regarding class situations and library use. The objects of this research are master’s students, who are online learners, and are on-the-job, unlike full-time students. The aims of this study are as follows: 1. To explore the characteristics and E-learning experience of E-learning master’s students. 2. To examine E-learning master’s students' utilization of library services and electronic resources. 3. To discuss students' instructional evaluaton and opinions on online course platforms, teaching materials, and satisfaction with libraries. 4. To investigate the factors that affect the learning outcomes of E-learning master’s students. Via interviews and survey questionnaires, this study respectively analyzes interview outcomes of 6 E-learning master’s students and questionnaire results of 196 E-learning master’s students, and the results and conclusions are as follows: (1) There are more women than men in the E-learning master’s students, of whom the average age is between 31 years old to 40, and the master’s students' sites of residence or their workplace play a dominant role in influencing them to choose digital curriculums. (2) The self-efficacy of E-learning master’s students is high. (3) The motivation of most E-learning master’s students is"self-seeking", and the E-learning master’s students consider their families, works and their commute time when selecting online curriculums. (4) Most E-learning master’s students' purposes of using university libraries are to prepare reports and to obtain learning resources, and they often use library resoueces through the Internet access, in addition, the E-learning master’s students most frequently use electronic resources, while less use virtual reference services of libraries. (5) The E-learning master’s students give recognition to the instructional effectiveness of E-learning curriculums and their self-perceived learning effectiveness is good, but they have less positive comments on online course platforms. (6) The E-learning master’s students have high satisfaction with libraries. Furthermore, this study also finds that: The "instructional effectiveness," "online course platforms," "satisfaction with libraries," "self-efficacy," "grade," and "utilization of electronic resources" are related to the "self-perceived learning outcomes of the E-learning master’s students".Based on the above finding, this study provides suggestions for both digital curriculums and libraries.

圖書館統計應用於大學圖書館績效評鑑 / Study on the library statistics application to performance evaluation at university libraries

圖書館是一國文化建設的重要指標,在現今知識經濟時代中,資訊服務競爭日趨激烈且多元,面對少子化,大學圖書館應高度回應學術環境的變遷,運用營運績效來表現其在機構任務中的價值,並發展相關專業知識,以陳述圖書館對於學生學習與成功的影響。在執行績效評鑑時,國家圖書館之〈全國圖書館調查統計系統〉係為各館一致遵循,且定期提供的統計數據系統,應可利各圖書館進行營運績效評鑑之應用,同時亦能提供圖書資訊學專家或社會學家進行學術研究之參用。在績效評鑑模式上,關鍵績效指標(KPI)是用以衡量組織績效最為重要的資訊,也是績效指標範圍當中最核心的部分,可以說是引導圖書館發展方向的儀表板。 本研究目的有四:(1)探討大學圖書館績效評鑑與關鍵績效指標。(2)探討大學圖書館統計資料與績效評鑑指標的關係,以建構適合大學圖書館績效評鑑之模式。(3)探討〈全國圖書館調查統計〉支持本研究建構的大學圖書館統計支持績效評鑑模式的可行性,與績效評鑑實施的有效性。(4)探討圖書館統計是否滿足大學圖書館績效評鑑實施的需求。 為獲研究結果,本研究透過焦點團體訪談法建構成五個評鑑構面、20項重要績效指標,作為國內大學圖書館之關鍵績效指標評鑑模式之評鑑工具。為確保績效指標的可行性,經過研究者取樣國內13所大學圖書館統計調查資料,實際進行個案研究結果,獲得以下結論:(1)大學圖書館實施績效評鑑仍為少數,但各館普遍配合〈全國圖書館調查統計系統〉進行統計並如期填報。(2)本研究提出大學圖書館績效評鑑之五大構面20項重要績效指標具可行性,可做自我評鑑及檢視績效成果之用。(3)運用最佳權重和關鍵績效指標,建構出關鍵績效指標評鑑模式。(4)〈全國圖書館調查統計〉統計項目大致可滿足於大學圖書館20項重要績效評鑑指標項目。 針對所獲得的研究結果,提出三點建議:(1)國家圖書館之〈全國圖書館調查統計系統〉,與績效評鑑指標結合,透過各圖書館上傳各項統計至系統後,系統即可自動進行大數據分析,讓統計資料即時轉換為績效成果,預期將節省實施績效評鑑之時間和人力成本,提高大學圖書館全面實施績效評鑑之意願。(2)圖書館可以運用關鍵績效指標評鑑模式,透過全國大學圖書館的績效評鑑結果,進一步針對各館進行SWOT分析,訂定未來營運發展的具體可行之量化與質化目標,展現圖書館的影響價值。(3)推動大學圖書館實施績效評鑑,建立長期和完整的評鑑資料庫。 / A library is an important indicator of a country's cultural construction. In the present time of knowledge-based economy, information services are becoming increasingly competitive and diverse. In the face of a low-birth rate, university libraries have to demonstrate their value through operating performance and develop related professional knowledge in response to changes in the academic environment in order to state their influence on students’ learning and academic success. When carrying out the operating performance evaluation, university libraries may refer to the data published regularly by the Library Statistical System of National Central Library; experts or sociologists may also refer to these data in their academic study. To measure the performance of an organization, Key Performance Indicator (KPI) is the most important information and the core of all performance indicators; it can be said to be the dashboard that guides the development of a library. The research has four purposes: (1) exploring the performance evaluation and the key performance indicator of university libraries; (2) exploring the relationship between the library statistics and the performance indicator in order to build an appropriate performance evaluation model for university libraries; (3) exploring the feasibility of supporting the performance evaluation model by the university library statistics established with the support of Library Statistical System and exploring the effectiveness of implementation of performance evaluation; and (4) exploring whether the library statistics satisfy the requirements for the implementation of performance evaluation at university libraries. As to the performance evaluation model, the research has established five aspects of performance evaluation of university libraries and 20 key performance indicators through focus group. To ensure the feasibility of these performance indicators, the researcher sampled 13 university libraries’ statistics and carried out the case study. The conclusions are as follows: (1) only few university libraries carried out performance evaluation, but each university library gathered statistics and filed with the Library Statistical System as required; (2) five aspects of performance evaluation of university libraries and 20 key performance indicators proposed by the research were feasible and applicable to self-evaluation and self-review of performance results; (3) the performance evaluation model was established based on the optimum weight and key performance indicators; and (4) Statistical items of the Library Statistical System generally meet 20 key performance indicators of university libraries. Three recommendations are proposed based on the result of the research: (1) With the application of the Library Statistical System of National Central Library and performance evaluation indicators, university libraries upload the statistics to the system where data are analyzed automatically and converted into the performance results. Such application is expected to save time and labor costs of implementation of performance evaluation and increase the willingness of university libraries to implement performance evaluation; (2) Based on the KPI model and the results of performance evaluation of nationwide university libraries, university libraries may be able to carry out the SWOT analysis and set up the feasible quantitative and qualitative goals of future operation and further demonstrate their influence; and (3) university libraries are encouraged to implement performance evaluation and establish an extended and sound evaluation database.
