觀光工廠文創化指標建構 / The Construction of Cultural Creativity-oriented Indicators for Tourism Factories

本研究的目的,在於建構一套觀光工廠文創化評鑑指標。 觀光工廠屬於產業文創化實踐的一環,觀光工廠所營造的體驗服務,亦屬於創意生活產業領域的一環。觀光工廠既被歸類至文創領域,則理應在文化創意層面多加著墨。然而,現行的觀光工廠評鑑指標並未將文化與創意元素具體羅列,於文創層面涉入不足,無法有效評量觀光工廠在文化創意面的具體表現,故本研究旨在重新建構一套屬於觀光工廠的文創化指標,作為提升觀光工廠文創質化品質的具體指南,使「產業文創化」的理念在推廣過程中能有所依據,進而落實於實際執行的成果。 本研究運用修正式德菲法,先透過文獻探討歸納出觀光工廠於文創層面的檢視題項,再針對學者、業者、政府單位三批專家進行三回合的意見調查,刪除重要性不足的題項後進行因素分析,研究結果為: 1.文化內涵方面,應具備傳播性、品牌化、在地性以及核心價值。 2.創意思維方面,應具備創新性、多元性、並著重體驗行銷。 3.特色美學方面,應具備風格化、整合性、並呈現視覺識別設計。

財經雜誌品牌忠誠度指標建構

本研究為補強雜誌媒體領域中對於品牌研究的不足,希望導入有關品牌忠誠度之相關研究,建構國內財經雜誌品牌忠誠度衡量指標,作為業界實際營運時的有效參考,未來則以此為基礎,發展其他類型媒體品牌忠誠度衡量指標。 研究採用修正式德菲法,將財經雜誌品牌忠誠度衡量指標分為行為指標與態度指標兩大面向,行為指標共有4項題項;態度指標則有12項題項。經兩回合專家問卷及專家訪談,研究結果顯示,行為指標共有4項指標「購買比率」、「購買順序」、「購買持續時間」、「閱讀比率」達到專家共識一致性與重要性之檢測標準;態度指標則有「購買意願」、「滿意度」、「品牌評價」、「推薦意願」、「品牌偏好」、「品牌信任」,以及「品牌承諾 / 堅持」等7項題項達到檢測標準。 研究建議,財經雜誌在衡量品牌忠誠度時,可依據通過檢測指標建構衡量題項,同時在實務工作上,以產品內容的專業性與精確性提升讀者購買與閱讀意願,並獲取讀者認同,提高讀者的滿意度與對該雜誌的評價、推薦意願,同時建立品牌偏好與品牌信任,自然可獲得讀者對於該雜誌品牌的承諾與堅持。 / The study is aiming at consolidate the lack of brand study in the business magazine industry, and would like to introduce related research for constructing loyalty evaluation indexes of Taiwan business magazine brand, as well as to build up effective reference for practical operation. Then with the study base, we can develop brand loyalty evaluation indexes of other type magazine in the future. This study adopts “modified Delphi” and divides the brand loyalty evaluation indexes of business magazines into two dimensions: “behavioral indexes” and “attitudinal indexes”. The “behavioral indexes” consists four items and the “attitudinal indexes” consists 12 items. After completing two rounds of questionnaires, the result shows that there’re four “behavioral indexes” which are qualified for consistence and importance” by experts and scharlors of media marketing, including “percent of purchase”, “purchase sequence”, “duration time for purchasing” and “percent of reading”. Also, there’re 7 qualified “attitudinal indexes” including “purchase intention”, “brand satisfaction”, “brand evaluation”, “recommendation intention”, “brand preferences”, “brand trust” and “brand commitment / insistence”. The results suggest that business magazines may evaluate brand loyalty with these qualified indexes. From practical point, business magazine need to focus on the professionalism and accuracy of content as to improve readers’ purchase and reading intention, to get readers’ recognition, to boost readers’ satisfaction and recommendation as well. Meanwhile, once the brand preferences and brand trust are constructed, the business magazines get the readers’ brand loyalty as well.

組織中智慧資本衡量指標之研究-以財團法人工業技術研究院為例 / The Measurement of the Intellectual Capital for Public Sectors: A Case Study of the Industrial Technology Research Institute.

本研究採用修正型德菲法研究方式,以財團法人工業技術研究院個案分析,及透過專家學者深度訪談及問卷調查結果,交叉驗證公設研究組織工研院,運用各類管理科學作為,企圖創造我國技術產業升級的價值優勢所在,同時在複雜的管理科學中,本研究更整理出一套系統,讓管理者優先找出組織的核心價值主軸,據此從價值導向的一連串的策略監控管理模式中,呈現所對應的組織智慧資本衡量指標所在。按此;運用系統化的內部組織結構重組,建構組織核心價值與相對應的智慧資本衡量指標,藉以監控管理模式,在組織中智慧資本相互作用下,讓組織的績效,得以透過價值提昇帶動突破的契機。本研究結果進一步在公務組織的行政績效考核政策上或可提供些許參考。 智慧資本分類上,主要區分為人力資本、結構資本及社會資本三種,而策略創新是為改造組織價值的動能所在;在本研究案工研院的組織特性使然,讓創新能量明顯帶動組織的價值並成為主軸,是以創新資本從結構資本中強勢獨立,相對的流程結構資本反成弱勢。另從本研究案建立的組織價值流量管控系統實證模型下,交差驗證深度訪談、問卷調查及個案分析的結果顯示:一、工研院的智慧資本透過長期形成價值優勢來展現,在組織特性運作下,知識技術的策略創新,帶動智慧資本衡量指標的價值強度走向。二、在系統運作路徑上,工研院首先掌握組織的核心價值主軸,透過價值鏈集中於計畫的達成,蘊涵豐盛的創新資本與人力資本,並建立良好的社會資本。三、工研院的各類管理科學,朝向計畫目標IP與產業效益的價值追求,並建立起一套內部智慧資本管控組織價值的運轉模式,其中存在著以創新帶動的動能含量。四、研究工研院建立起4大類共30組的智慧資本衡量指標,透過其各類管理科學運作模式下,篩選各衡量指標價值定義,可明確的帶動組織對產業的成效展現,若能應用來帶動策略創新的目標方向,應可營造更具體的技術產業價值。 知識是組織的核心本質,公務組織利用知識創新螺旋轉換模式,反饋遞迴來自各方的資訊,以營造更具社會價值成效的實績為目標,進行行政作業精簡革新,類此政策上的應用與創新,會是未來考核公務組織行政績效的最佳模式。 關鍵字:德菲法、智慧資本、衡量指標、價值流量管控系統、核心價值主軸 / This study uses the amendment-based Delphi method to approach to the Industrial Technology Research Institute (ITRI) case studies, and through depth interviews and survey results of experts and scholars, cross-validation of public research organization based the ITRI, the use of various types of management science as an attempt to create a the value of Taiwan's technology industries, the advantages of upgrading, while in the complex management science, the study also put together a system that allows managers to previously identify the organization's core values of the axis, whereby a series of value-oriented strategy for monitoring and management model, the present organization of the corresponding measure of intellectual capital is located. Here, using a systematic reorganization of the internal organizational structure, building the organization's core values and the corresponding measure of intellectual capital in order to monitor the management model of intellectual capital in the interaction of organization, so that the performance of the organization was able to drive the value enhancement breakthrough opportunities. The results of this study public policy of the organization's administrative performance appraisal can further provide a little information. Intellectual capital is divided into human capital, structural capital and social capital, while the strategy of innovation is the value of the kinetic energy for the transformation of the organization; in the case of this study, the institute's organizational characteristics dictates, so that creative energy is driving significant value to the organization and become spindle. Innovation capital is strong independent from the structural capital; however, the relative process structural capital becomes a weak process. Another case from this study to establish the organization of the value of an empirical model traffic management and control system, the cross validation-depth interviews, questionnaires and case analysis showed as followings: First, the institute's intellectual capital through the formation of the value of long-term advantage to present, in the operation of organizational characteristics under the strategy of knowledge and technology innovation, promote the value of intellectual capital measurement indicators into intensity. Second, the operation in the system path, the ITRI acquired the organization's core values of axis, through the value chain and the program to reach. A rich implication of innovation capital and human capital established a good social capital. Third, all kinds of management science of the ITRI toward the pursuit of value of IP and industrial benefits plans, and establish the operation mode of organizational values under internal intellectual capital controls, in which there is innovation-driven kinetic energy content. Fourth, to research ITRI setting up a total of 30 group of four broad categories of intellectual capital measurement indicators, through its mode of operation of various types of management science, the selection of indicators to measure the value of the various indicators, is clearly driven by the organization to show the effectiveness of the industries. If these indicators can be applied to boost the strategic direction of the objectives of innovation, the ITRI should be able to create a more specific technical industrial value. Knowledge is the organization's core essence of innovation. Public service organizations use the knowledge conversion spiral model of recursive feedback of information from all sides so as to create a more effective performance of the social value of the objective of streamlining administrative operations innovation, this kind of policy application and innovation and public service organizations, will be assessing the future performance of the best mode of administration. 大型活動建構臺北市城市品牌形象研究 / The study of Mega events on the image branding of Taipei

全球化的競爭趨勢使得國家行銷發展跨越原有的疆界,轉而成為各國城市間的競爭,城市的經管理與行銷提升城市本身的競爭優勢,城市亦藉由積極參與國際性大型活動或展演拓展城市的知名度與形象,吸引實質的產業投資與引導消費等實質經濟利益,同時也能成為國外人士連結城市的管道。因此,整合城市的各個面向,例如城市品牌,城市形象、特色產業、基礎建設等,以策略性的包裝與行銷大幅提昇城市的競爭力。 臺北市經營城市行銷,首重市場定位與塑造品牌形象,統籌臺北市的政治、經濟、歷史、文化、環境等資源整合,成為城市品牌形象定位的基礎,因此積極透過城市行銷對外發展的臺北市而言,參與如奧林匹克運動會、世界博覽會等國際性大型活動的機會,藉由行銷策略組合建構城市品牌形象以利臺北市推展城市行銷是本研究的主要目的。 文獻回顧部分,探討包括城市行銷的定義與內涵,行銷策略擬定與建構城市品牌印象之相關理論,以及大型活動本質的探討與建構品牌形象之關聯。研究方法則而歸納文獻資料提示的建構城市品牌指標參考,整理歸納「構面組織」、「環境構面」、「目標市場構面」、「行銷構面」、以及「策略構面」等五個面向擬定59項評估指標製作修正式德菲法調查問卷,由10位公共行政、行銷、傳播及媒體領域之專業人士填寫調查問卷,由專家學者群體決策為基礎進行調查,最後經兩回合問卷調查後專家達成意見一致性共識作為本研究分析之基礎。 本研究透過修正式德菲法問卷的五個5個構面共59項以大型活動建構城市品牌形象之評估指標,專家小組認為利用參與大型活動建構城市品牌形象中,「組織構面」的領導者決策、策略規劃及策略執行能力為最主要關鍵,而包括城市的交通建設網絡以及城市風格等,都是影響形塑城市重要因素。而研究結果則建議建構城市品牌形象可採用地區性行銷策略,而在策略實際操作部分則延攬專業的行銷規劃團隊,以規劃主題式行銷活動,並透過新興媒體進行宣傳等方式為臺北市形塑優質的城市品牌形象。 / As a consequence of globalization, the marketing of region has grown in importance as countries, regions compete with one another to attract investment and visitors. To compete effectively, it is essential to identify the critical success factors of image branding and ensure those who are into the strategic planning. City's image branding is largely dependent on the construction, communication and management as well as the style of the city. A city's brand image provides, on one hand, the basis for developing city marketing to pursue economic development and, on the other hand, provides as a conduit for people outside the country. This study examines the effectiveness of the efforts on the image branding of Taipei based on an analysis of image branding strategies through the participation of mega events. The theoretical background from literary reviews of this study covering city marketing, city branding and image, mega events and event marketing topics, which are the conceptual but technical and structural viewpoints included. The primary city brand-driven mega events indicators would be developed by reorganizing these past researches and by dividing them into five aspects: organizational, environmental, target market, marketing, and strategies. All primary indicators are evaluated by 10 marketing, communication, media, and administrative experts to evaluate which have the most criteria toward the image branding of Taipei, and how these factors could be utilized to form the strategic framework. Based on the survey of the modified Delphi method, the result indicated that the most crucial success factor of the image branding of Taipei is organization leadership, which refer to the city governing philosophy of decision-making, strategic planning, and implementation represention the core building block of image branding. This survey points out that the convenient transportation network, unique city style and applied communication channel, such as social media, are also drawing a line determining the effect of the image branding of Taipei. Accordingly, some recommendations can be made for the use of the image branding of Taipei: diversified cultural driven assets can be attractive points; Fesvital and activities also can be applied; new style of promotiation channel such as social media can also be developed. Those are based on a combination and the components of the city's brand management.

結合專家意見與隨機方法:台灣生育率推估 / Combining Expert Opinion with Stochastic Forecast: A Study of Taiwan Fertility Projection

政府制訂與規劃政策,需要未來人口數或人口結構的資訊,以期能針對國家需求對症下藥;預測未來人口總數及人口結構通稱為人口推估(Population Projection),台灣的官方人口推估由行政院經濟建設委員會負責。人口推估通常使用人口變動要素合成法(The Cohort Component Method),根據現有人口總數及結構,加上對未來生育(Fertility)、死亡(Death)、遷移(Migration)三要素的預期,推估出未來的人口數及其結構;除了參考歷史資料外,目前三要素大多參考專家意見(Expert opinion)決定變動範圍。 在三要素之中,生育和遷移由於變動趨勢較大,較不容易以歷史資料找出趨勢,過去大多倚賴專家意見進行生育和遷移的假設。但專家意見也有蒐集上的疑慮,例如意見沒有固定的形成格式,推估結果也難以機率角度詮釋發生可能性,亦即推估數值大多不隨時間波動。為了彌補專家意見的不足,近年不少國家的人口推估使用隨機方法(Stochastic Methods),大致可分為三種:隨機推估法(Stochastic Forecast)、模擬情境法(Random Scenario Method)和推估誤差法(ex post Method),這三種方法可組合使用,例如Lutz (1995)合併隨機推估和模擬情境,而郭孟坤與余清祥(2008)則是以隨機推估和推估誤差的組合來進行推估,使隨機方法更具有彈性,適用於不同情境的人口推估。 本文目的在於結合專家意見與隨機方法,希冀綜合兩者的優點,提出適用於台灣的人口推估方法。首先,本文提出將專家方法數量化的幾種作法,配合德菲法蒐集專家意見,先以電腦模擬找出較佳的數量化方法;接著再參考由歷史資料及隨機方法(區塊拔靴法)得出的推估結果,分別以主觀角度、貝氏分析(Bayesian Analysis)和貝氏可信度(Bayesian Credibility)的角度進行加權平均,結合專家意見及隨機方法的推估。

新北市國民小學學校規模適正化與因應策略之研究 / The Study on Optimal Operating Scale of Elementary School and coping strategies in New Taipei City

本研究旨在探討新北市地區公立國民小學在少子化趨勢下,學校規模所產生的變化情形及規模類型為何,並探求新北市國小學校最適經營規模,最後整合教育利害關係人的需求與看法,歸納出學校適正化策略,另外也進一步模擬規劃新北市三重分區學校適正化具體做法。 本研究採文獻分析法、模糊德菲法,針對新北市公立國民小學學校規模及學校配置合宜性進行探究;於101年11月共發出130份問卷,共回收問卷105份,有效問卷共92份。 本研究主要研究發現為: ㄧ、新北市公立國民小學最適經營規模為「每年級至少5~8個班」,最適合的班級規模為「每個班級16~25人」,依此原則推估新北市公立國小學校最適規模之學生總數為480~1200人。 二、新北市通學距離應定義為都市地區1公里內、偏遠地區則為2公里內較為適宜;除此之外,小學生的通學時間應以30分鐘為限。 三、新北市公立國民小學總班級數與總學生數呈現逐年下降趨勢。 四、新北市各公立國小學校規模變化有所不同,具有多元規模類型。 五、學校適正化方針之具體作法包括:擬定整體階段性計畫、維持學校適正配置、整體評估校舍建築、設置新學校、重新設定學區範圍、推估學齡人口與就學需求、召開區域性政策公聽會等。 關鍵字:學校適正化、最適經營規模、模糊德菲法 / This study aimed to discuss the change and the typology of public elementary school scales in New Taipei City due to recent declining birthrate for exploring optimal operating scale. Strategies of optimal operating scale might be summed up by integrating needs and perspectives of education stakeholders. Furthermore, concrete ways could be come up to formulate optimal operating scale of public elementary schools in the district of Sanchong in New Taipei City. It was undergoing public elementary school scales in New Taipei City and the appropriateness of school allocation by literature review method plus fuzzy Delphi method. Total 130 copies of questionnaires were sent out in November 2012, 105 copies returned and out of them 92 copies valid. The major finding would be as followed: 1. Among public elementary schools in New Taipei City, it is concluded for the optimal operating scale containing “5 to 8 classes each grade”, the optimal class scale containing “16 to 25 persons each class”, and consequently , the optimal scale of student sum containing 480 to 1200 persons in estimation. 2. Commuting distances in New Taipei City should properly define as 1 kilometer within urban areas and as 2 kilometers in remote regions. Besides, time of pupils walking to school should be within 30 minutes. 3. Class sum and pupil total among public elementary schools in New Taipei City appear downward year by year. 4. It differs and bears multi-scales of typology concerning the change of public elementary school scales in New Taipei City. 5. Some concrete ways fulfill optimal operating scale: Making overall progressive plans, maintaining school allocation of optimal operating scale, assessing overall architectures, setting up new schools, resettling school district, estimating school-age population and schooling needs, holding regional policy public hearing, etc. Key words: Optimal Scale of Schools , Optimal Operating Scale , Fuzzy Delphi Method

電子化參與指標之建立與機制分析 / A Study of Establishing Evaluation Indices and Mechanism for E-Participation

近年來各國政府無不追求成為更好的政府的途徑,電子化政府(e-government)的規劃與發展儼然成為一條終南捷徑,從一開始的電子化政府演進至今,當下最新發展趨勢則是「電子治理(e-governance)」,背後所蘊藏的意涵,其中很重要的一點乃在於孕育新的公民精神,強調民眾需求與責任,在數位治理的時代下,政府不再只是唯一權威價值分配者,一個更完善的政府治理應該是由多元的角色來投入公共治理參與網絡的建置。在良善治理成為當今公共行政的治理典範脈絡下,此一終極目標將引領各國的電子治理走向電子化民主(e-democracy),電子化民主中缺一不可的即是電子化參與(e-participation)課題,UN、世界經濟論壇(WEF)、國際電信聯盟(ITU)、早稻田大學(Wasada University)、布朗大學(Brown University)等諸多國際組織皆將電子化參與列為主要評估項目,顯示電子治理不再只侷限於一國電子化政府的整備度,如何創造新的電子化參與途徑而提升民眾對公共事務的涉入,已成為當務之急。 有鑒於電子化參與的重要性已不言可喻,但現今對電子化參與的評估多以UN的架構為主,但其指標架構並未進一步明確指出在該參與層次下如何對各國進行評估,因此,本研究旨在建立與持續深化UN電子化參與指標架構,之二在於提出與分析現今為各界所採用的電子化參與機制,並探究其對公民參與的重要性與貢獻度。本研究藉由文獻回顧來建立評估電子化參與的架構,之後透過專家德菲法問卷來確認與建立指標,並分析現今電子化參與機制的重要性,最後將受訪專家分成兩大群體,比較兩類專家對指標看法的意見差異。 本研究透過德菲法建立電子化參與指標架構,第一層架構包括3大構面:電子化資訊(e-information)、電子化諮詢(e-consultation)與電子化決策(e-decision making),第二層則共有20個次項指標。並整理出13項現今較常使用的電子化參與機制,建構出其與電子化參與層面間的關聯性,此外,依據研究結果對我國未來電子化參與政策提出提升政府資訊公開的內容豐富性與來源多元性、重視並善用社群媒體傳播訊息與溝通聯繫之效等建議。 / E-government has been a necessity for the countries aiming for “better” governance. The latest development of e-government is “e-governance”, which puts emphasis both on citizenship and the needs and responsibility from the publics. In the context of digital governance, government acts not merely as a player which is authoritative allocation of values, but as a actor creating more public values that will bring varieties of utility for multi-stakeholders. Moreover, good governance has become the paradigm in public administration, leading every government towards e-democracy with e-participation as its core. Undoubtedly, e-participation is adopted to assess e-government/ e-governance development by many international organizations, such as United Nations (UN), World Economic Forum (WEF), and International Telecomminication Union (ITU). It implies that e-governance refers not only to e-government readiness but also the extent to which governments promote citizens’ participation in public affairs. However, the assessment framework from UN currently used doesn’t include sub-indices further. As a result, the goal of this research is to establish and deepen UN’s framework and analyze the relationship between existing e-participation mechanism and citizen participation through literature review and methodology of Delphi questionnaire. The research results involve two main parts. One is e-participation assessment framework with 3 dimensions (that is e-information, e-consultation and e-decision making) and 20 indices (such as accessibility, completeness and currency). The other one is the integration of 13 e-participation mechanism. Based on research results, this research made few of suggestion for our future e-participation policy, such as the promotion of content and source diversity of government information and utilization of social network for information spreading and communication.

本研究旨在建構國民中小學校長評鑑指標系統,了解指標系統之權重,並提出結論與建議,以供主管教育行政機關實施校長評鑑之參考,並提供後續研究之參考。 在研究方法部分,首先,以文獻分析探討校長評鑑之理論分析,了解校長評鑑之意義、相關概念、目的與程序;探討國內校長評鑑之現況;探討國內校長評鑑之相關研究;探討校長評鑑指標系統之建構,並初擬本研究國民中小學校長評鑑指標系統。第二,以專家審查問卷調查10位專家學者對本研究初擬之指標系統之意見。第三,採模糊德菲法問卷,以18位專精於校長評鑑之專家學者以及富實務經驗之校長為研究對象,以進行本研究指標系統之篩選。第四,採層級分析法問卷,以前揭篩選之指標系統為基礎建構問卷,同樣對18位研究對象進行調查,以建構本研究指標系統之權重。 根據研究之結果與分析,歸納本研究結論如下: 一、本研究建構之國民中小學校長評鑑指標系統共三階層,計有六大領域,十二個向度,三十八項指標。 二、本研究建構之國民中小學校長評鑑指標系統之第一階層各領域相對權重,排序如下:「課程與教學領導」領域佔23.3%、「學生與教師成長」領域佔21.7%、「行政領導與管理」領域佔19.9%、「政策與校務推展」領域佔13.9%、「專業成長與素養」領域佔12.1%、「資源與公關管理」領域佔9.1%。 三、本研究建構之國民中小學校長評鑑指標系統之第二階層各向度相對權重,在「課程與教學領導」領域下,以「教學領導」向度較重要,佔65.1%;在「學生與教師成長」領域下,以「學生學習」向度較重要,佔65.3%;在「行政領導與管理」領域下,以「行政領導」向度較重要,佔66%;在「政策與校務推展」領域下,以「校務推展」向度較重要,佔70.1%;在「專業成長與素養」領域下,以「理念操守」向度較重要,佔70.6%;在「資源與公關管理」領域下,以「資源管理」向度較重要,佔54.6%。 四、本研究建構之國民中小學校長評鑑指標系統之第三階層各指標相對權重,在「教學領導」向度下,以「協助教師實施多元與適性的教學與評量」最重要,佔38.5%;在「課程管理」向度下,以「主持課程發展會議,帶領教師規劃與實施學校課程」最重要,佔41.9%;在「學生學習」向度下,以「培養品德良好、身心健康的學生」最重要,佔29.2%;「教師成長」向度下,以「鼓勵教師參與課程教學研究,促進課程教學效能與創新」最重要,佔40.9%;「行政領導」向度下,以「激勵教職員工生動機,塑造學習文化與共同領導」最重要,佔31.3%;「人力管理」向度下,以「展現知人善任能力,使教職員工適才適所」最重要,佔46.6%;「校務推展」向度下,以「依照學校背景、特性與需求,型塑共享的學校願景」最重要,佔39.5%;「政策執行」向度下,以「將重要教育政策與法令融入校務發展計畫,並落實與檢討」最重要,佔44.9%;「理念操守」向度下,以「具有良好品格操守,遵守專業倫理規範」最重要,佔36.7%;「專業成長」向度下,以「具有專業責任感與服務熱忱,以專業領導同仁」最重要,佔47.7%;「資源管理」向度下,以「妥善運用各項資源,營造優質教學環境」最重要,佔36.7%;「公共關係」向度下,以「與家長、社區維持良好關係,促進交流與資源共享」最重要,佔51.9%。 最後,本研究根據研究結果,提出相關建議,俾供教育主管機關、國民中小學校長以及後續研究之參考。 / The purpose of the study is to construct the principal evaluation indicators system for elementary and junior high schools, understand the weights of the indicators system, and provide conclusions and suggestions for education administrative institutions to implement principal evaluation and future study. As for research methods, firstly, by literature review, discussing the theory basis of the principal evaluation to understand the signification, related concepts, purposes, and procedure; discussing the domestic current status of the principal evaluation; discussing the domestic related studies of principal evaluation; discussing the construction of the principal evaluation indicators system, and preliminarily develop the principal evaluation indicators system for elementary and junior high schools. Secondly, investigating the suggestions of 10 experts by questionnaire. Thirdly, selecting the indicators system by fuzzy Delphi method questionnaire for 18 experts and principals. In the final stage, constructing the weights of the indicators system by Analytic Hierarchy Process questionnaire for the same 18 experts and principals. The main conclusions are as follow: 1. The principal evaluation indicators system for elementary and junior high schools consists with 6 areas, 12 dimensions and 38 indicators in total. 2. The weights of 6 areas are: ‘curriculum and instructional leadership’ area (23.3%), ‘student and teacher growth’ area (21.7%), ‘administrative leadership and management’ area (19.9%), ‘policy and school affair promotion’ area (13.9%), ‘professional growth and integrity’ area (12.1%), ‘resource and public relations management’ area (9.1%). 3. The weights of 12 dimensions are as follow: in ‘curriculum and instructional leadership’ area, ‘instructional leadership’ dimensionis more important( 65.1%); in ‘student and teacher growth’ area, ‘student learning’ dimension is more important( 65.3%); in ‘administrative leadership and management’ area, ‘administrative leadership’ dimension is more important( 66%); in ‘policy and school affair promotion’ area, ‘school affair promotion’ dimension is more important( 70.1%); in ‘professional growth and integrity’ area, ‘idea and moral integrity’ dimension is more important( 70.6%); in ‘resource and public relations management’ area, ‘resource management’ dimension is more important( 54.6%). 4. The weights of 38 indicators are as follow: in ‘instructional leadership’ dimension, ‘assisting teachers to implement diverse and adaptive instruction and assessment’ is most important(38.5%) ; in ‘curriculum leadership’ dimension, ‘directing curriculum development conferences, and leading teachers to plan and implement curriculum’ is most important(41.9%); in ‘student learning’ dimension, ‘training moral and healthy student’ is most important(29.2%); in ‘teacher growth’ dimension, ‘encouraging teacher to participate curriculum and instructional research, and promoting curriculum and instructional innovation and efficacy’ is most important(40.9%); in ‘administrative leadership’ dimension, ‘encouraging faculty and student motivation, and shaping learning culture and participating leadership’ is most important(31.3%); in ‘human resource management’ dimension, ‘picking the right man for the right job’ is most important(46.6%); in ‘school affair promotion’ dimension, ‘according to school background, feature and needs, establishing shared school vision’ is most important(39.5%); in ‘policy implementation’ dimension, ‘integrating important education policies into school development plans, implementing and reviewing the school development plans’ is most important(44.9%); in ‘idea and moral integrity’ dimension, ‘possessing moral integrity, and compling with profession ethics’ is most important(36.7%);in ‘professional growth’ dimension, ‘possessing professional responsibility and service enthusiasm, and leading members by profession’ is most important(47.7%); in ‘resource management’ dimension, ‘properly using resources, and shaping high quality instructional environment’ is most important(36.7%); in ‘public relations’ dimension, ‘maintaining good relation with patents and community, promoting exchange ,and sharing resources’ is most important(51.9%). In conclusion, the findings and results in hope of providing suggestions for educational administrative institutions, elementary and junior high school principals, and future study.

公立大學國際化指標建構之研究 / A Study on the Construction of Indicators for Internationalization of Public Universities in Taiwan

本研究旨在建構公立大學國際化指標。研究方法部分,先以文獻分析歸納出公立大學國際化初擬指標,再以專家適切性評估問卷及模糊德菲法問卷進行調查。模糊德菲法調查樣本為14 位學者專家,透過三角模糊數整合專家對指標重要性之看法並篩選指標,最後以歸一化法求得各指標之權重,完成公立大學國際化指標。根據研究之結果與分析,歸納主要結論 如下: 一、本研究建構之公立大學國際化指標,一級指標有5 項,二級指標 有35 項。 二、本研究建構之公立大學國際化一級指標,依權重排序依序為「研 究與學術成果」(20.70%)、「行政與環境支援」(20.34%)、「學生與教 師國際流動」(20.12%)、「學術交流與聯盟」(20.08%)及「課程與教 學」(18.76%)。 三、本研究建構之公立大學國際化二級指標,在研究與學術成果方面,以 國際合作之研究計畫案件數及金額重要性最高;在行政與環境支援方 面,以國際化業務行政人員具備外語專長之比例重要性最高;在學生 與教師國際流動方面,以攻讀學位之境外學生人數重要性最高;在學 術交流與聯盟方面,以教師擔任國際學術團體職位之數量重要性最高; 在課程與教學方面,以外語授課之課程數量重要性最高。 最後,依據研究結果分別對教育主管機關、公立大學及後續研究提出 建議。 / The purpose of this study is to construct the indicators for internationalization of public universities in Taiwan. The study is conducted by means of literature review, developeing the indicators of internationalization of public universities preliminarily, investigating the suggestion of 12 experts by questionnaire for research methods. It used Fuzzy Delphi Method. Moreover, it choosed 14 experts to show the importance of the indicators by questionnaire and qualitified the experts’ opinions and analyze the symmetric triangular fuzzy number. In the final stage, normalization of fuzzy number’s total score determined the weight of each indicator. Accordingly, the indicators for internationalization of public universities in Taiwan was constructed.The conclusions are listed below: 1. The indicators for internationalization of public universities consists 5 first level indicators and 35 second level indicators. 2. The 5 first level indicators are: research and academic achievement (20.70%), administrative and environmental support (20.34%), student and teacher mobility (20.12%), academic exchanges and alliances (20.08%), curriculum and teaching (18.76%). 3. The second level indicators are: “the number of cases and the amount of international cooperation research project”is the most important indicator in “research and academic”; “the proportion of international business staff with expertise in foreign languages”is the most important indicator in “administrative and environmental support”;“the number of foreign students enrolled in degree”is the most important indicator in “student and teacher mobility”; “teacher as positions of international academic communities”is the most important indicator in “academic exchanges and alliances”; “the number of courses taught in foreign languages”is the most important indicator in “curriculum and teaching”. To sum up, the suggestions for educational administrative institutions, public universities and future study are based on the findings and results.
