Ombyggnad och ändrad användning av en kulturhistorisk värdefull skola från 1850 / Reconstruction and changed use of a cultural-historical valuable school from 1850

Att utnyttja befintliga byggnader som annars står tomma kan vara en del av lösningen på problemet gällande bostadsbrist i Sverige. Vid ändring av äldre bebyggelse som är det viktigt att beakta de kulturhistoriska och arkitektoniska värdena. Vid ombyggnation till bostäder och energieffektivisering är det viktigt att detta genomförs varsamt på äldre värdefull bebyggelse. Syftet med arbetet är att bidra till en ökad förståelse för hur en äldre byggnads arkitektoniska och kulturhistoriska värden kan bevaras trots att det sker en funktionsändring från en verksamhet till en annan. Målet för arbetet är att undersöka hur en gammal skolbyggnad kan ändras till bostäder samtidigt som kulturella och arkitektoniska värden bibehålls, energianvändningen minskar och funktionella bostäder skapas. Arbetet baseras på en fallstudiebyggnad som är en skolbyggnad från 1850 som ligger i Vanstad, Skåne.   En inledande litteraturgenomgång behandlar äldre bygg- och installationstekniska lösningar, kulturvärde och kvalitéer i bostäder. Vilka regelverk som skall följas vid ombyggnation och ändrad användning, utformningskrav enligt BBR och energieffektiviseringsåtgärder vid ombyggnation behandlas också. Även fyra exempel gällande energieffektiviseringar av äldre tegelbyggnader studeras. Fallstudiebyggnaden är inte K-märkt men pekas ut som värdefull och värd att bevara i handlingar tillhandahållna av Sjöbo kommun. Generellt så rekommenderas det att byggnader uppförda före 1900-talet skall bevaras i så autentiskt skick som möjligt.   Utifrån insamlad information genom inventering av arkivmaterial och inventering av fallstudiebyggnaden tas en beskrivning av fallstudiebyggnaden fram, som ligger till grund för utvecklingen av ett utformningsförslag för ändring av skolbyggnaden till bostadsändamål. Det efterfrågas mindre lägenheter från Sjöbo kommun vilket utformningsförslaget tagit hänsyn till. Utformningsförslaget resulterade i 7 stycken lägenheter där 6 av 7 har en boarea mellan 35 m2 och 55 m2. På grund av byggnadens ålder och äldre byggnadstekniker så når byggnaden inte upp till dagens energikrav. Förslaget till bostadsutformning inkluderar åtgärder som bedöms vara möjliga att genomföra för att sänka energianvändningen. Varje lägenhet granskas också för att kontrollera vilka kvalitéer som uppnås i bostäderna. De åtgärder som förespråkas är: tilläggsisolering av ytterväggar och yttertak, tätning av klimatskal, byte av ventilationssystem, uppvärmningssystem, installation av solceller samt förbättring av fönster och dörrar.   Resultatet visar hur det går att utforma funktionella bostäder i en äldre kulturhistoriskt värdefull byggnad. Att tillämpa energieffektiviseringsåtgärder för minskad energianvändning och förbättrat inomhusklimat påvisas också i resultatet. Gällande lönsamheten i genomförandet sett till ombyggnation, ändrad användning, energieffektivisering och lägenhetsutformning kan vidare studier ske mer ingående på den konkreta energibesparingen och LCC-kalkyler för vidare ekonomisk insikt. / To use existing buildings that would otherwise be empty could be a part of the solution regarding the housing shortage in Sweden. When changing older buildings, it is important to consider the cultural and architectural values. When changing usage to dwellings and improving energy efficiency it is important that it is carried out carefully on older valuable buildings. The purpose of the work is to contribute to an increased understanding of how the architectural and cultural-historical values of an older building can be preserved despite a change in use from one function to another. The goal of the work is to examine how a cultural-historical valuable building can be changed to functional dwellings in conjunction with reduced energy usage. The work is based on a case study of a school building from 1850 in Vanstad, Skåne.   An introducing review of theory is a bout older building and installation solution, cultural value and qualities in dwellings. Which acquis to follow during reconstruction and change of usage, design requirements according to BBR and actions to reduce energy usage. Four different studies regarding reduction in energy usage on older brick buildings are studied. The case study building is not K-marked but is pointed out as a valuable building that is worth preserving in documents from Sjöbo. It is recommended that buildings constructed before the 1900s should be kept as authentic as possible.   Based on information gathered through inventory of archive material and inventory of the case study building a description on the case study building is made which is the basis for a design proposal for changed usage from school building to housing. Sjöbo is requesting smaller apartments which the design proposal considers. The design proposal resulted in 7 apartments where 6 out of 7 has a living space between 35 m2 and 55 m2. Because of the buildings age and older building techniques the building does not reach todays energy requirement. The design proposal documents which actions that is possible to implement to reduce the energy usage. Every apartment is reviewed to control which qualities is achieved in the dwellings. The measures advocated is: additional insulation on walls and roof, sealing of the climate shell, change of ventilations system, heating system, installation of solar cells and improvement of window and doors.   The result shows how it is possible to design functional dwellings in an older cultural-historical valuable building. To apply energy efficiency measures to reduce the energy usage and improving the indoor climate is also demonstrated in the result. Regarding profitability considering reconstruction, changed usage, reduction in energy usage and design of dwellings more in-depth studies could be made regarding the actual energy savings and LCC calculations for further economic insight.

Le logement est l’un des besoins fondamentaux de l’homme, comme la nourriture et le vêtement. Or, les régions métropolitaines de Jakarta et de Surabaya font face à une crise du logement. La pénurie de logements a atteint 1, 02 million dans le « Grand Jakarta » et 46 058 dans le « Grand Surabaya » en 2015. Cette étude décrit le déséquilibre entre la demande et l’offre de logements dans ces deux régions métropolitaines, et les efforts des différents acteurs (publics et privés) à trois époques différentes : « l’Ordre Ancien », « l’Ordre Nouveau », et « la Réforme/ Démocratie décentralisée » pour résoudre ce problème. Cette étude cherche en outre à lister les difficultés rencontrées par tous les acteurs dans la construction de logements décents et abordables depuis l’ère de « la démocratie décentralisée ». Enfin, cette étude examine la stratégie de coopération multi-acteurs qui a été adoptée pour réduire la pénurie de logements depuis « la Réforme ». Cette stratégie semble prometteuse car les acteurs partagent leurs rôles de sorte que la mise en œuvre des projets de construction de logements bon marché devient plus réalisable, notamment dans les grandes régions urbaines. / Housing is one of the basic needs, like food and clothing. However, the metropolitan areas of Jakarta (Jabodetabek) and Surabaya (Gerbangkertosusila) are dealing with a huge housing shortage. In 2015, the number of housing needs has reached 1, 02 million in the "Greater Jakarta" and 46.058 in the "Greater Surabaya". Due to this issue, the study firstly describes the imbalance between supply and demand of low-cost housing in these two metropolitan areas, and then the attempts of the various actors involved (public and private) to solve this problem since the nation’s independence era until the presents days (“Old Order”, “New Order”, and the “Reform/ Democratic decentralisation”). Secondly, this study explores different factors that interfere the supply of affordable housing during the era of "democratic decentralisation”. Finally, this study examines several multi-actors cooperation strategies that were adopted lately to reduce the housing shortage. These strategies seem promising because each actor are capable of sharing their roles so that the implementation of low-cost housing development projects can become more feasible, especially if they will be implemented in the large urban areas.

Vivienda obrera en Bilbao y el Bajo Nervión: las casas baratas, una nueva forma de alojamiento (1911-1936)

A finales del siglo XIX y principios del siglo XX la provincia de Vizcaya despuntó en el contexto internacional como importe centro extractor de mineral de hierro y como relevante foco productor siderometalúrgico. Las explotaciones mineras se adueñaron de los Montes de Triano y las fábricas conquistaron las márgenes del Río Nervión, arrastrando tras de sí una densa marea humana. Alojar a esa población se convirtió en una cuestión de primer orden. Paralelamente, las instituciones estatales desbordadas por problemas similares en otros puntos de la geografía española, idearon y pusieron en práctica un complejo engranaje administrativo para erigir las primeras viviendas sociales.Así, las denominadas Casas Baratas fueron la respuesta oficial a la insuficiencia de vivienda obrera y Vizcaya fue una de las provincias donde mayor desarrollo tuvieron este tipo de propuestas constructivas. De este modo, la presente investigación comienza indagando sobre el origen de la problemática en Bilbao y la Cuenca del Bajo Nervión, para después repasar las medidas adoptadas por el Estado y la Diputación de Vizcaya en esta materia. Hecho esto, se da paso a un concienzudo repaso de las características principales de la edificación de Casas Baratas en toda la provincia de Vizcaya, descendiendo, posteriormente, a la realidad de Bilbao, Baracaldo, Sestao, Portugalete, Guecho y Erandio, haciendo hincapié en las inquietudes locales.El estudio finaliza con un ejercicio comparativo con las Casas Baratas de Barcelona, Sabadell y Tarrasa, estableciéndose similitudes y divergencias con el foco industrial más importante del momento en el panorama nacional. / At the end of the 19th century and at the beginning of the 20th Biscay was internationally considered an outstanding centre of iron extraction and a remarkable iron and steel production point. Mines took over the Triano mountains and factories conquered the Nervion river banks carrying a huge wave of population with them. Housing all these people became a prime objective. Likewise, Spanish institutions, overwhelmed by similar problems in other areas of the country, devised and put into practice a complex administrative mechanism to build the first state-subsidized houses.Thus, the so called Cheap Houses were the official answer to the working-class housing shortage and Biscay was one of the regions with a greater development of this kind of building solutions. This research begins with the investigation of the origin and source of the problem in Bilbao and in the Nervion river basin, to later go over the measures adopted by the government and by the provincial council in this matter. Having done this, there is a thorough review of the most relevant features of the Cheap Houses building system all over Biscay, to move then to the reality of life in Bilbao Barakaldo, Sestao, Portugalete, Geucho and Erandio, putting special emphasis on the local concerns.The research ends with a comparative study of the Cheap Houses built in Biscay in contrast to those built in Barcelona, Sabadell and Tarrasa, establishing similarities and differences with the most important industrial centre in that moment in Spain.

Boende på vatten – en utredande studie om den flytande bostadens förutsättningar i Sverige / Living on water - an exploratory study about the possibilities for floating homes in Sweden

Syfte: Bostadsbristen drabbar alla, i framtiden måste vi utforma bostäder och stadsdelar som främjar social-, ekonomisk- och ekologisk hållbarhet. Flytande bostäder har dessa egenskaper men har svårt att etablera sig i Sverige. Studien syftar till att utreda möjligheter och problem som finns för flytande bostäder i Sverige. Metod: Studien har en genomgående kvalitativ karaktär. Metoderna är semistrukturerade intervjuer, observationer och dokumentanalys. Respondenter är myndigheter, fastighetsägare och entreprenörer. Resultat: De återkommande problemområden som hittades var ekonomi, juridik och teknik. Oro för tekniska lösningar nämndes enbart av respondenter som saknade erfarenhet av flytande bostäder. Det som skiljer en flytande bostad från en på mark är att dragningar för el, vatten och avlopp dras i vattnet samt att flytanordning och dess anslutning till fast mark tillkommer. Att bygga på vatten blir inte nödvändigtvis dyrare jämfört med att bygga på land. Det är osäkerhet och oerfarenhet som kan göra att färdigställandet av en flytande bostad dyr. Det område som anses vara det största hindret är juridiken. Bygglovsprocessen är längre på grund av att det finns fler regelverk och myndigheter inblandade. Rent konkret är det den svenska lagstiftningen för strandskydd, vattenverksamhet och detaljplanering försvårar processen för flytande bostäder.   Konsekvenser: Genom att ge kommuner större frihet i exploatering av marken kan genombrottet för flytande bostäder i Sverige underlättas. Detaljplaneringsarbetet behöver inkludera vattenområden för att underlätta bygglovsansökan. Det behövs fler referensobjekt för att den flytande bostaden inte ska ses som främmande och för att ge en större kännedom om flytande hus. Idag förknippas flytande bostäder med lyx och inte som ett bidrag i lösningen på bostadsbristen. Begränsningar: Studien avser Sverige som geografisk region. Respondentsgrupperna som intervjuats är myndigheter, entreprenörer och fastighetsägare och därför är resultatet talande för endast dessa kategorier, likväl som ett fåtal respondenter från dessa grupper talar för dess majoritet. Ett skissförslag, kalkyl eller konkreta lagförslag ingår inte i rapporten och anses därför vara förslag på vidare forskning. Floating houses has the potential to satisfy all these requirements but in Sweden they have a hard time to settle as a concept. This study aims to investigate the possibilities and setbacks for floating homes in Sweden. Method: The methods of research in this investigation is qualitative. The collection of empirical data is done through semi-structured interviews, observation and analysis of documents. Findings: The biggest problem areas that we discovered was economy, law and technical solutions. Worry about the possible technical problems was only put forth by respondents who had little or none experience in working with floating homes. The main technical differences between a floating home and one on dry land is that the plumbing goes in the floating device instead of the ground, the connection between the house and the floating device and that a floating property doesn´t need any groundwork done. The cost of a floating house is often similar to one on dry land. The economic issues are uncertainty and inexperience, these factors can make the construction of a floating house more expensive. The area that contains the most problems for floating houses is the juridical. The process of getting a building permit is longer due to the extra number of laws and agencies involved.  Implications: Municipalities needs bigger freedom in deciding land exploitation   to make it easier for floating houses to be an established concept in Sweden. The detailed development plan needs to include water areas. Another thing that will help is more completed projects, more projects for reference means more knowledge about the concept, instead of it being seen as just a luxury. Limitations: The investigation refers to Sweden as the geographic region. We interviewed respondents from agencies, entrepreneurs and property owners and the answers can only be seen as representative for those groups. Sketches of a floating home, a deeper calculation of the economy and precise law changes are not included in the thesis and are therefore suggestions for further research. Attefallskvarter : ett nytt bostadsalternativ? / Attefall block : a new housing alternative?

Today, there is a housing shortage in the larger cities. This together with the long housing waiting lists makes it difficult for younger people to make a housing career and invest in a condominium. In 2014, the Swedish Parliament introduced the reform of attefallshus with the aim of reducing the housing shortage in the country and facilitating entry into the housing market. The work studies whether an attefall block can be a favorable housing concept and an example of such a housing concept is designed. The purpose of the study is to analyze which legal obstacles limit a block of attefall houses and whether the housing concept can possibly reduce the housing shortage. To answer the study's purpose and questions, interviews were conducted with experienced people in the field. The results show that very few attefallshus are currently used as dwellings. Instead they have other functions. Furthermore, the results show that the legal obstacles that limit an Attefall block are, according to the study, availability to existing one- or two residential buildings that allows additional buildings of in total 30 on the plot. The interviewees believe that the concept should change the name to single-family neighborhoods and establish detailed development plans specifically for this. The conclusions are that an attefall block will not be economically favorable, is impracticable and not a solution for housing shortages.

A questão habitacional vem ocupando, recentemente, lugar de destaque entre as políticas públicas prioritárias no país, configurando um movimento de revitalização - apoiado por um marco regulatório aprimorado e um ambiente macroeconômico favorável, além do restabelecimento da Política Nacional de Habitação (PNH) - que exibe vertiginoso crescimento do crédito habitacional na última década. O Sistema Brasileiro de Poupança e Empréstimo (SBPE) e o Fundo de Garantia por Tempo de Serviço (FGTS), fontes arregimentadas para serem os pilares do Sistema Financeiro da Habitação (SFH), criado em 1964, ainda sustentam preponderantemente o crédito habitacional no Brasil e constituem, conjuntamente, a espinha dorsal de funding do atual Sistema Nacional de Habitação (SNH). Esta tese analisa essas duas fontes de captação de recursos a partir do pressuposto de que ambas devem ser dedicadas, de modo estratégico, ao financiamento habitacional. As justificativas residem, de um lado, na observação do potencial de captação dessas fontes - que acumulam R$ 685 bilhões (set./2012) - a taxas abaixo do \"livre mercado\" e, de outro, no reconhecimento de que há um segmento de famílias que possui condição de acessar crédito habitacional, desde que em condições especiais em relação às oferecidas pelo \"livre mercado\". A universalização do acesso à moradia digna, meta máxima estabelecida pela nova PNH, requer o atendimento a essas famílias. Dessa forma, este trabalho parte da hipótese de que o SFH, apesar de regulamentado, constituindo um circuito direcionado de crédito habitacional, não tem o seu potencial estratégico utilizado plenamente para realizar esse atendimento. Ou seja, o SFH não está aderente à atual Política. As análises confirmam a hipótese postulada: apesar de o SFH ser mantido sob regulamentação específica, preservando a vinculação de suas fontes ao crédito habitacional, tanto o SBPE quanto o FGTS vêm apresentando desempenho abaixo do seu potencial, comprometendo a necessária expansão downmarket. Se reformulada a regulação dessas fontes, essa expansão ganhará um ritmo muito mais adequado ao objetivo da universalização. Este trabalho abarcou, ainda, a revisão do desenho proposto para o SNH e considerações sobre limitações do financiamento e suas interfaces com o território. / The housing issue has recently been occupying center stage in Brazil\'s social policies, supported by the revamp of the country\'s Housing Finance System (SFH), favored by a refined regulatory framework, by income growth and a stable macroeconomic environment. The Brazilian Savings and Loan System (SBPE) and the Severance Indemnity Guarantee Fund (FGTS) instituted to be the pillars of the SFH, created in 1964, predominantly support, even today, the housing credit in Brazil and together constitute the backbone of funding for the new National Housing Policy (PNH), established in 2004. This paper attempts to analyze both the SBPE and the FGTS based on the assumption that they should be strategically targeted to expand housing finance downmarket. This depository-based system has accumulated assets of around BRL 685 billion (Sept/2012) and can offer below market interest rates, while a significant portion of families can only access housing finance in subsidized conditions. The main hypothesis that guides this analysis is that notwithstanding current regulations which still make the SFH an earmarked finance market, its funding is not being efficiently used to extend housing finance to those families. Thus, the SFH lacks better alignment with the present national housing policy and its main target of promoting universal access to \"decent homes\". The analyses undertaken confirm the postulated hypothesis: although the SFH has been kept under specific regulation, thus preserving its links to housing credit, both the SBPE and the FGTS have been underperforming in expanding mortgage finance to lower income groups. This paper also includes a critical overview of the design of the National Housing System and reflects on the limits of Brazil\'s finance system in reaching downmarket.
