Corporate Philanthropy Practices in K-12 Education in the U.S. and Germany

In Deutschland und den USA engagiert sich die unternehmerische Philanthropie zunehmend in der Allgemeinbildung, während der letzten Dekade vor allem in den „MINT“ und den „STEM“ Fächern. Hierzu gibt es bisher kaum systematische Studien. Diese vergleichende Arbeit untersucht, warum und wie sich Unternehmen in diesen Bereichen engagieren, und wie sich ihre Rolle in der Bildung verändert. Die Studie beruht auf einer historischen Analyse der Rolle von Unternehmen in der Bildung seit 1945 und auf Interviews mit Experten aus dem MINT- und STEM-Bereich. Die wichtigsten Befunde der Studie sind: (1) Zuvor überwiegend in der dualen Bildung aktiv, begannen deutsche Unternehmen in den frühen 2000er Jahren u.a. als Reaktion auf den PISA-Schock, sich philanthropisch in der allgemeinen Schulbildung zu engagieren. (2) Unternehmerische Philanthropie führten die MINT und STEM Bildungsbewegung an. Aufgrund ihrer etablierten, gut vernetzten und vielfach finanzkräftigeren Stiftungen gelang es US-amerikanischen Unternehmen besser als deutschen, das Thema ins öffentliche Bewusstsein zu rücken, Ressourcen zu erschließen und Änderungen in der Bildungspolitik zu erwirken. (3) Unternehmen und deren Stiftungen wurden in erster Linie durch Entwicklungen auf dem Arbeitsmarkt, langfristige ökonomische Überlegungen und die Notwendigkeit zur Innovation motiviert, sich zu engagieren; aufgrund unterschiedlicher demographischer Aspekte und Entwicklungen in der Bildung fanden sich Unterschiede zwischen den beiden Ländern. (4) In Deutschland und den USA agiert die unternehmerische Philanthropie zunehmend strategisch, d.h. sie handelt ergebnisorientiert und achtet auf Skalierbarkeit ihrer Aktivitäten. Dies hat das Engagement von Unternehmen in der Bildungspolitik verstärkt und die Anforderung der Wirtschaft in den Fokus gerückt. Manche US-amerikanische Unternehmen haben begonnen, Berufsbildungswege zu schaffen, was bisher nicht die Regel war. / Corporate philanthropy is active in K-12 education in Germany and the U.S. but there is minimal research about it. Over the last decade corporate philanthropic actors in both countries have become active in STEM* education (in Germany, MINT). This comparative study is about why and how they decided to invest in these initiatives and how that is tied to their traditional roles in education. It leans on the history of company involvement in education since 1945 and on interviews with experts active in the STEM and MINT education scenes. The main findings are: (1) As a result of the PISA shock and other factors, German companies that traditionally engaged only in vocational education have become active in general K-12 education. (2) Corporate philanthropy led the STEM and MINT education movements. However, U.S. companies and their foundations, with decades of philanthropic experiences and networks in education, were more successful in raising awareness, organizing resources, and achieving policy changes at the federal level. (3) Companies and their foundations were driven to invest in STEM and MINT education largely by workforce, long-term innovation, and economic concerns but there were key differences because of the differing demographic and education trends in the two countries. (4) In the U.S. and Germany, corporate philanthropy is attempting to be more strategic. This has resulted in a focus on outcome-based measurements and scalability but has also led to more investments in nonprofit and policy organizations instead of schools or their booster clubs. It has also resulted in corporate philanthropy better aligning with company competencies and needs, which made STEM and MINT ideal. Autonomous, connected, electric shared vehicles (ACES) and public finance: An explorative analysis

This paper discusses the implications of autonomous-connected-electric-shared vehicles (ACES) for public finance, which have so far been widely ignored in the literature. In OECD countries, 5-12% of federal and up to 30% of local tax revenues are currently collected from fuel and vehicle taxation. The diffusion of ACES will significantly reduce these important sources of government revenues and affect transport-related government expenditures, unless additional policies are introduced to align the new technological context with the tax revenue requirements. We argue that the realization of socioeconomic benefits of ACES depends on the implementation of tailored public finance policies, which can take advantage of the increase in data availability from the further digitalization of transportation systems. In particular, the introduction of road tolls in line with "user Pays" and "polluter Pays" principles will become more feasible for policy. Moreover, innovation in taxation schemes to fit the changing technological circumstances may alter the relative importance of levels of governance in transport policy making, likely shifting power towards local, in particular urban, governmental levels. We finally argue that, given the risk of path-dependencies and lock-in to sub-optimal public finance regimes if policies are implemented late, further research and near-term policy actions taken during the diffusion process of ACES are required.

Dans le cadre d'une politique publique presque universelle, la sécurité routière, cette thèse se consacre à une catégorie précise de conducteurs, les motocyclistes. Ceux-ci forment à la fois un groupe distinct d'usagers de la route, objet à ce titre de réglementations spécifiques, et, du moins quand ils sont et se considèrent comme motards, un groupe social. Dans les années 1970, au moment de son institutionnalisation, la politique de sécurité routière rencontre avec ces motards un problème inédit. La moto, disparue durant les années 1960, revient en effet massivement dans les rues avec de nouveaux, et jeunes, utilisateurs. Il lui faut alors inventer une façon de gérer le risque inédit qu'ils représentent, ce qu'elle fera en choisissant, parmi plusieurs options, une politique répressive dont on montrera comment elle a évolué jusqu'à nos jours, en la justifiant à l'aide de considérations morales et d'un appareillage statistique dont on montrera ce qu'il a d'inapproprié, de lacunaire et, parfois, de fictif.S'attaquant à un groupe social décidé à se défendre, cette politique va susciter une opposition organisée qui, au gré des alternances politiques, parviendra à en infléchir plus ou moins le cours, et formera toujours un adversaire avec lequel elle devra composer. Pour traiter un sujet de cet ordre il semble donc pertinent de s'appuyer sur la sociologie interactionniste, d'analyser de façon diachronique cette politique à partir de 1972, de l'étudier à divers échelons, de procéder enfin à des comparaisons diverses, entre États, entre capitales, mais aussi avec une politique publique qui traite de façon fort différente les utilisateurs d'un autre deux-roues, la bicyclette. / This thesis is devoted to an aspect of road safety policy, an almost universal public policy, and to a particular category of drivers, namely motorcyclists. They represent both a distinct road users' group, subject as such to specific regulations, and, at least when there are and do consider themselves as motorcycle riders, a social group. When the French road safety policy was designed, in the early 70's, motorcyclists turned out to be an unexpected problem. After vanishing during the 60's, the motorcycle was back in large numbers with new and young users. The state therefore invented a way of dealing with the unprecedented risk they represented. Among several options, it chose a repressive policy whose evolution we will trace from the 1970s to today. This policy was grounded on moral justifications and strengthened by an inadequate, incomplete and sometimes fictitious statistical body.This policy endangered a social group ready to defend itself, thus creating an organized opposition able to reorientate it partially. To this day, motorcycles remain an opponent the state has to cope with. To deal with this subject, it seems relevant to use the findings of interactionist sociology and to analyse this policy from a diachronic point of view, starting in 1972. We will study this subject at different scales and proceed to various comparisons between countries or capitals. Furthermore, we'll see how it compares to public policy that deals, in a very different manner, with users of another two-wheel vehicle, the bicycle.

Amorcée en 2002 avec la mise en place d’un régime financier d’encadrement basé sur un système de tarifs de rachat de l’électricité, la politique photovoltaïque au sol (PVS) vient enrichir les politiques énergie-climat françaises, devenues depuis des politiques publiques de transition énergétique. Ces politiques se déploient dans un contexte d’ouverture à la concurrence associée à la libéralisation des marchés de l’électricité, de fractionnement des moyens de production et de dévolution croissante de compétences « électriciennes » aux acteurs territoriaux publics favorisant une multiplication et une diversification des acteurs intervenants dans le système électrique français. Ces mutations ont amorcé un processus de territorialisation des EnR et dessinent une nouvelle géographie de l’électricité. Cette thèse interroge la place des territoires dans la transition énergétique, dans une analyse du processus de territorialisation de la politique publique PVS en France, et discute de l’émergence d’une nouvelle géographie de l’électricité. Elle articule une étude de la géographie des unités PVS en activité au 31 décembre 2015 dans les territoires du sud de la France avec une analyse actorielle de la diffusion spatiale de ces nouvelles infrastructures industrielles. Elle propose pour ce faire une typologie des acteurs-initiateurs PVS et une typologie des opérateurs-exploitants PVS permettant de mettre en évidence les nouveaux acteurs électriciens du système électrique français métropolitain. Elle propose plus largement une étude des systèmes de régulation et des jeux d’acteurs à l’œuvre dans les territoires PVS révélant le processus de territorialisation de cette EnR. / Began in 2002 with the establishment of a financial supervisory regime based on a system of feed-in tariffs, the photovoltaic public policy on the ground enriches French energy and climate public policy, which have since become public policies for “low carbon” energy transition. These policies are deployed in a context of openness to competition associated with the liberalization of the European national markets for electricity, means splitting production and increasing devolution of "Electricians" powers to public territorial players favoring multiplication and diversification of actors involved in the metropolitan French electrical system. These changes have initiated a process of territorialization of renewable energy and create a new geography of electricity.This thesis questions the place of the territories in the "low carbon" energy transition, in an analysis of regionalization of public policy photovoltaic ground process in France, and discusses the emergence of a new geography of electricity. It articulates a study of the geography of photovoltaic ground units in operation on 31 December 2015 in the southern territories of France with an actorial analysis of the spatial distribution of these new industrial infrastructures. It proposes to do this a typology of photovoltaic ground initiators-actors and a typology of photovoltaic ground developers-operators to highlight the new electric actors of the metropolitan French electrical system. It offers a wider study of regulatory systems and sets of actors at work in the implementation of photovoltaic ground territories revealing the territorialization process of this renewable energy.

Den svenska kärnkraftspolitiken : En processpårande fallstudie av svensk kärnkraftspolitik

This study deals with Swedish nuclear-energy politics from 1980 to 2006. The purpose is to trace and to explain change and stability in three political parties’ rhetoric concerning the phase-out of Swedish nuclear-energy and the Swedish government’s nuclear politics. Two hypotheses based on path dependency theory are tested to analyze if rhetoric and politics are developing in separate directions. The first hypothesis is based on the idea that earlier promises from the political parties affect what promises they can make later on. The second hypothesis is based on the idea that early investments in Swedish nuclear energy will affect what investments can be made at a later stage. The study shows that there are differences between the political parties’ promises and the government’s politics in the Swedish nuclear-energy debate. The two tested hypotheses seem to be possible explanations to why differences between party rhetoric and governmental politics have appeared. While party rhetoric is formed by a need to earn credibility by showing continuity in made promises, governmental politics is formed by a need to find practical solutions to welfare-, economic- and environmental problems.

Regionalisering underifrån? : En studie av kommuners kapacitet till regional samordning av gymnasieutbildningar genom mellankommunal samverkan / Regionalisation from the bottom up? : A study of municipalities’ capacity for regional coordination of upper secondary education through inter-municipal cooperation

With potential of increased efficiency and a broader range of services, inter-municipal cooperation is often presented as a universal solution to public welfare challenges. Today, all Swedish municipalities are involved in inter-municipal cooperation in various policy areas. However, little is known about the municipalities’ capacity to coordinate their cooperation arrangements in the complex network of institutions and overlapping territories that characterise the regional level of governance. Building on the institutional collective action framework and the concept of governance capacity, this study examines how the municipalities’ capacity for regional coordination of upper secondary education in the city region of Örebro County varies depending on the institutional structures, the opportunities for cooperation and the social capital that embed the inter-municipal arrangements. The empirical study is based on a mixed method approach; where a qualitative content analysis of public documents is combined with interviews of representatives from different inter-municipal arrangements in Örebro County. By analysing how inter-municipal cooperation on upper secondary education has emerged and developed in Örebro County, this study shows how the municipalities have established institutions at two different levels. In Örebro County, regional networks and contracts operate in parallel with local agreements and municipal associations with delegated authority – only including a few municipalities in the city region. Several of the cooperation arrangements also include actors from the private sector and different levels of governance. The emergence of these inter-municipal cooperation arrangements can be interpreted as an institutional outcome of the municipalities' intrinsic motives to ensure a wide range of education to their local citizens as well as the need to secure the supply of skills and workforce in private and public sector. But it can also be interpreted as a strategy for the smaller municipalities to ensure their influence and governance capacity in the city region – which has a built- in power asymmetry linked to the municipalities’ heterogeneity. The emergence of the cooperation arrangements also illustrates a path dependent development, where the municipalities’ historical collaboration tradition determines which institutions that emerge and to which degree social capital can be established. Particularly noteworthy in the emergence of the inter-municipal cooperation in Örebro County is the presence of government, which manifests itself through conditional financing of the inter-municipal cooperation arrangements. Thus, within one and the same geographical city region, and within one and the same policy area, there is an overlap of different inter-municipal collaborative arrangements and functional regions, which has emerged in a symbiosis of both horizontal and vertical relations. As a result, the regionalisation that the municipalities create “bottom up”, through voluntary cooperation, work in parallel with the regionalisation that is created “top down”, through formal regional institutions.

The purpose of this thesis is to present a postcolonial critique that may empower non-Western music industries globally. As per Nigerian music executive Tunde Ogundipe’s reasoning, its analysis isn’t prescriptive – it presents a critical analysis of IFPI’s organisation and ideology, which non-Western stakeholders may use as free strategic business intelligence if/as they please. Using a sociological methodology, IFPI’s organisational structure and operations are analysed with reference to three postcolonial axes: ideology, history and political geography. The analysis uncovers colonial path dependencies and present-day policies that reproduce the ‘civilising mission’. / Syftet med detta examensarbete är att presentera en postkolonial kritik som kan stärka icke-västerländska musikindustrier globalt. Enligt den nigerianska musikföretagsledaren Tunde Ogundipes resonemang är analysen inte föreskriftsmässig – den presenterar en kritisk analys av IFPIs organisation och ideologi, vilken icke-västerländska intressenter kan använda som gratis strategisk affärsintelligens om/som de vill. Med hjälp av en sociologisk metodik analyseras IFPI:s organisationsstruktur och verksamhet med hänvisning till tre postkoloniala axlar: ideologi, historia och politisk geografi. Analysen påvisar kolonialt stigberoende och samtida policys som reproducerar den “civiliserande missionen”.

Social hållbarhet i en kommunal kontext : En diskursanalys av Haninge och Huddinge kommuns arbete med social hållbarhet

Vad innebär egentligen social hållbarhet? Forskningen presenterar en rad olika förklaringar av begreppet, menar att det bland annat är möjligt att se begreppet som ett ramverk eller verktyg, men det kan även ses som ett sätt att uppnå hållbarhet i generell mening - men är dessa sätt att betrakta social hållbarhet något som även används i kommunernas praktiska verksamhet? Syftet med denna uppsats har varit att undersöka hur begreppet social hållbarhet används och beskrivs på kommunal nivå. Undersökningen har utgått från ett diskursteoretiskt perspektiv och en diskursanalytisk metod som syftar till att dekonstruera och analysera användningen av social hållbarhet på kommunal nivå. Inom ramen för denna uppsats är det två kommuner som har undersökts; Haninge och Huddinge kommun. Undersökningen och analysen av de båda kommunerna har visat att det finns många likheter i hur de båda kommunerna väljer att beskriva social hållbarhet. Analysen visar att det hos kommunerna finns en tilltro till att den fysiska planeringen ska kunna hjälpa kommunerna att skapa social hållbarhet, detta mestadels på liknande sätt. Beskrivningarna för hur social hållbarhet ska skapas i de båda kommunerna är likartade och visar tendenser på att vara ”stigberoende”.

Den biologiska mångfalden och förlusten av den medför effekter på såväl ekosystem som människan. I jordbruket är mångfald i form av god variation av naturtyper och arter en central del för att tillgodose att ekosystemtjänster som odlingslandskapet är beroende av främjas samt för att uppnå de miljökvalitetsmål som beslutats av den svenska riksdagen. Syftet med studien är att undersöka om det finns hinder till att miljömålen “Ett rikt växt- och djurliv” och “Ett rikt odlingslandskap” inte har en positiv utveckling gällande statusen av den biologiska mångfalden i odlingslandskapet. Vad det finns för möjligheter att bemöta de identifierade förklaringarna ska också undersökas. Med hjälp av en kvalitativ innehållsanalys tolkas textinnehåll från två kvalitativa intervjuer och två myndighetsdokument. De teoretiska ramverken politisk ekologi och stigberoende används för att relatera till resultatet och bidra till att förklara bakgrunden till varför målen inte nås och således att den biologiska mångfalden missgynnas. Studiens resultat påvisar att det finns strukturella begränsningar som kan förklara varför utvecklingen ser ut som den gör och det härleder till ekonomiska, politiska och sociala hinder. Hindren har uppstått genom utarmningen av jordbruksmark till följd av den historiska utvecklingen, bristande styrmedel och lönsamhetskrav samt individers inställningar. Möjligheter har identifierats men det går inte genom denna studie att säga om dessa är tillräckliga för att bemöta hindren. / Biodiversity and the loss of it have effects on ecosystems as well as humans. In the agricultural landscape, diversity in the form of a good variety of natural types and species is a key part to ensure that ecosystem services that the agricultural landscape depends on are promoted and to meet the environmental quality goals decided by the Swedish Parliament. The purpose of the study is to investigate whether there are explanations or obstacles to why the environmental goals "A rich plant and animal life" and "A rich agricultural landscape" do not have a positive development regarding the status of biodiversity in the agricultural landscape. What the possibilities are that can respond to the identified explanations must also be investigated. Textual content has been interpreted from two qualitative interviews and two official documents with the help of a qualitative content analysis. The theoretical frameworks of political ecology and path dependence have been used to relate to the results and help explain the background of why the goals are not reached and thus biodiversity is disadvantaged. The study's results demonstrate that there are structural limitations that can explain why the development looks the way it does and that it originates from economic, political and social obstacles. The obstacles have emerged from the depletion of agricultural land as a result of historical development, lack of policy instruments and regulations, profitability and the attitudes of individuals. Opportunities have been identified but it is not possible with this study to say whether these are sufficient to address the obstacles at hand.

Förändrade förutsättningar för implementering av teknologier i ett byggprojekts produktionsskede / Changed prerequisites for implementing technologies in a construction project during the production phase

Bakgrund: För att förbättra kommunikationen mellan aktörer i byggprojekt under produktionsskedet finns stor potential i att implementera nya information- och kommunikationsteknologier. I litteraturen förklaras implementeringar av dessa teknologier utifrån flera olika aspekter. En aspekt vars inverkan dock inte studerats i stor utsträckning är hur den tidpunkt som byggprojektet befinner sig i påverkar implementeringen, trots att tidsaspekten är en av projektet som organisationsforms viktigaste särdrag. Syfte: Studien syftar till att utforska förutsättningarna för implementering av informations- och kommunikationsteknologier i byggproduktion under olika faser av produktionsskedet. Metod: Studien utgår från teorier kring innovationsprocessen, implementering av innovation och teknologi tillsammans med teorier kring projektbaserat arbete och spårbundenhet i organisationer. Studien är genomförd som en fallstudie på byggbolaget Skanska där två byggprojekt undersöks i dess produktionsskede. Intervjuer genomfördes där faktorer bakom implementeringsprocessen av informations- och kommunikationsteknologier och förändringar av förutsättningar för denna process mellan två tidpunkter, produktionsstarten och mitt i produktionsskedet, kunde visas. Slutsatser: Studien visar att förutsättningarna för implementering av teknologier i byggproduktion förändras under produktionsskedet. Två huvudsakliga skillnader i förutsättningar identifierades, större tillgänglighet av tidsresurser och förekomst av aktiviteter som formar normen vid produktionsstarten jämfört med mitt i produktionsskedet. Studien visar även att dessa förutsättningar har en stor inverkan på implementeringen av teknologier vilket hindrar implementering av teknologier efter produktionsstarten. / Background: To improve communication between actors in construction projects during production phase there is great potential of new information and communication technologies. The literature explains the implementations of these technologies from several aspects. One aspect, which needs further research, is how the period which a construction project is in impacts the implementation, since the time aspect is one of the most important characteristics of a project. Purpose: This study aims to explore the prerequisites for implementing new information and communication technologies in production during different periods of the production phase of a construction project. Methodology: This study is based on theories on the innovation process, implementation process of innovation and technology together with theories on project management and path dependency in organizations. The study was conducted as a case study at the construction company Skanska, where two construction projects were investigated in their respective production phase. Interviews were conducted where factors behind the implementation process of information and communication technologies were shown. Changed prerequisites for this process between two of the project’s phases, the production start and the middle of production phase, were also revealed. Conclusions: This study shows that the prerequisites for implementing technologies in construction change during the construction phase. Two major differences were identified; greater availability of time resources and the presence of activities that form the norm, at the start of production compared to the middle of the production phase. This study also shows that these prerequisites have a major impact on the implementation of technologies, which result in difficulties in implementing the technologies after the start of the production.
