Uma das características das políticas sociais do governo federal é a adoção de sistemas de informação que auxiliam na gestão de diversas etapas dessas políticas tais como o diagnóstico, o monitoramento e a avaliação. Muitas vezes esses sistemas são compartilhados com outros níveis de governo, especialmente os governos municipais. Para compreender as adaptações locais, o foco dessa pesquisa concentrou-se no usuário desses sistemas de informação no âmbito das prefeituras. O pressuposto adotado foi que os usuários desses sistemas na esfera local podem modificar o contexto de uso da tecnologia e não somente a tecnologia ou o sistema de informação em si com o propósito de atender ao que foi definido pela instância federal, ou seja, os usuários locais realizam adaptações de acordo com as especificidades locais de forma a manter o sistema em funcionamento. Além disso, as adaptações podem ser diversas de acordo com o contexto local em que os sistemas de informação estão inseridos. Portanto, para compreender como ocorrem as adaptações locais na implementação de sistemas de informação em políticas sociais do governo federal, foi realizado um estudo de caso sobre o Cadastro Único dos Programas Sociais do Governo Federal (Cadastro Único), sistema de informação construído para reunir dados sobre a população de baixa renda no no Brasil. Esta base de dados da população de baixa renda é utilizada na implementação de políticas sociais do governo federal. Os registros realizados nesse sistema estão sob responsabilidade das 5.570 prefeituras brasileiras, incluindo a inclusão, alteração ou exclusão das informações dos cadastrados. A coleta de dados da pesquisa foi baseada em: a) análise documental de legislação, manuais, documentos oficiais, entre outros materiais escritos sobre o sistema de informação; b) pesquisa online com gestores municipais do Cadastro Único; e, c) entrevistas semiestruturadas com gestores públicos federais e municipais ligados ao Cadastro Único. A análise dos dados foi baseada na comparação entre as normas definidas pelo governo federal e a implementação efetiva do sistema de cadastro pelos usuários nos municípios, permitindo identificar e categorizar as adaptações locais. As conclusões da pesquisa apontaram que os sistemas de informação em políticas sociais descentralizadas no Brasil, geralmente, caracterizam-se pela centralização, ou seja, o governo federal define seus objetivos, normas e formas de implementação e os municípios apenas o executam conforme as regras definidas pela instância nacional. Entretanto, a análise dos resultados também apontou que essa centralização não impede os municípios de realizarem adaptações no uso desses sistemas tanto para atender aos objetivos do governo federal quanto para utilizarem os dados em suas políticas locais. As adaptações também foram categorizadas, permitindo a definição de quatro perfis de usuários e adaptações locais no uso de sistemas de informação em políticas sociais do governo federal: I) Pouco Adaptativo; II) Controle Adaptativo; III) Uso Adaptativo; e, IV) Totalmente Adaptativo. Essa possibilidade do usuário na ponta modificar a implementação de sistemas de informação em políticas sociais descentralizadas gerou um conceito que foi denominado por esta tese como burocrata de nível adaptativo. Esse conceito ressalta a inevitabilidade das adaptações dos sistemas de informação no âmbito local. / The aim is to identify and explain the adaptations made by local public managers in the use of information systems in social policies of the national level. One of the characteristics of the national level's social policies is the adoption of information systems that assist in the management of various stages of social policies, such as diagnosis, monitoring and evaluation. Sometimes these systems are shared with other levels of government, especially local governments. In order to understand the local adaptations, the focus of this research was the information systems users within local governments. The assumption adopted was that the users of these systems in the local level can modify the context of use of technology and not only the technology or the information system itself in order to meet what was defined by the national instance, i. e., users create adaptations according to local specificities in order to keep the system running. Furthermore, the adaptations can be diverse according to the local context in which the information systems are used. Therefore, in order to understand how local adaptations occur in the implementation of information systems in national level social policies, a case study was carried out about the Single Registry of Social Programs of the Brazilian Federal Government (Cadastro Único), an information system built to collect data of low-income population in Brazil. This low-income population database is used for national social policy implementation. The registrations made in this system are under the responsibility of the 5,570 Brazilian local governments, including the inclusion, alteration or exclusion of registered people. The research data collection was based on: a) document analysis of legislation, manuals, official documents, among others; b) online research with local level managers of Cadastro Único; and, c) semi-structured interviews with national and local level public managers related to the Cadastro Único. Data analysis was based on the comparison between the norms defined by the national level and the effective implementation of the system by the users in the local governments, allowing to identify and to categorize the local adaptations. The research analysis pointed out that the information systems in decentralized social policies in Brazil are generally characterized by centralization. The national level defines its objectives, norms and forms of implementation and the local governments only execute information systems actions according to the rules defined by the national authority. However, the analysis also showed that this centralization does not prevent local governments to make adaptations in the use of these systems both to meet the objectives of the national government and to use the data in their local policies. The adaptations were also categorized according to four user profiles and local adaptations in the use of information systems in national level social policies: I) Little Adaptive; II) Adaptive Control; III) Adaptive Use; and, IV) Fully Adaptive. This ability of the local user to modify the implementation of information systems in decentralized social policies generated a concept named here as adaptive level bureaucrat. This concept highlights the inevitability of adaptations of information systems at the local level.

This work has its specificity in the National Public Administration Program - PNAP, linked to the CAPES / UAB system and offered by the State University of Maringá - UEM and has its theoretical foundations on the analysis of the implementation and the discretion of the street-level bureaucrats. The work starts from a brief description of distance education in Brazil, focused on PNAP and analyzes the mechanisms used by the coordination of the course in the implementation of the same, together with the teachers who act in the course and the discretionary power demanded by them. It is a qualitative and descriptive research, whose data collection was done by semi-structured interviews with the actors involved in this process and the treatment of the information collected, within a descriptive-interpretive perspective and that were discussed based on the theoretical reference reviewed. Also, a semi-structured interview was used, with the coordination of the Biological Sciences course, in the same modality, with the purpose of comparing, specifically, the performance of a course coordination, which does not fit in the mold of a formatted as the PNAP, formulated, developed and applied by the federal government. Thus, the hybrid existence of the top-down and bottom-up models in relation to the education policy and the environment in which it is implemented is concluded. The performance of street-level bureaucrats based on skills, convictions and experiences, with professional ethics, can minimize the characteristics of the PNAP's plastering and even with more rigid guidelines, little flexibility in curriculum and didactic material and with corporate alignment, does not prevent the PNAP to fulfill its proposal to internalize the knowledge. / A modalidade de Educação a Distância tem tido um crescimento expressivo no Brasil, como uma possibilidade de expansão e democratização do ensino superior. Este trabalho tem sua especificidade no Programa Nacional de Administração Pública – PNAP -, vinculado ao sistema CAPES/UAB e ofertado pela Universidade Estadual de Maringá – UEM - e tem seus fundamentos teóricos acerca da análise da implementação e da discricionariedade dos street-level bureaucrats. O trabalho parte de uma breve descrição da educação a distância no Brasil, com foco no PNAP e analisa os mecanismos utilizados pela coordenação do curso na sua implementação, juntamente com os docentes que atuam no curso e o poder discricionário, por eles demandado. Trata-se de uma pesquisa qualitativa e descritiva, cuja coleta de dados foi feita por entrevistas semiestruturadas com os atores participantes desse processo e o tratamento das informações coletadas, dentro de uma perspectiva descritivo-interpretativa e que foram discutidas com base no referencial teórico revisado. Também, fez-se uso de uma entrevista semiestruturada, com a coordenação do curso de Ciências Biológicas, na mesma modalidade, com a finalidade de comparar, especificamente, a atuação de uma coordenação de curso, que não se enquadra nos moldes de um curso formatado como o PNAP, formulado, desenvolvido e aplicado pelo governo federal. Assim, conclui-se a existência híbrida dos modelos top-down e bottom-up com relação à política de educação e ao ambiente em que a mesma é implementada. A atuação dos street-level bureaucrats, baseada nas habilidades, convicções e experiências, com ética profissional, consegue minimizar características de engessamento que o PNAP apresenta e mesmo com diretrizes mais rígidas, pouca flexibilidade na grade curricular e material didático e com alinhamento empresarial, não impede o PNAP de cumprir sua proposta de interiorizar o conhecimento.

The diploma thesis deals with the terms and conditions of specific calls for proposals of national operational programmes 2014-2020, aimed at children with different mother tongue, and implementation of simplified projects in selected primary schools in Prague. The thesis describes relevant grant opportunities and, based on a research survey, evaluates their conditions and implementation process. From the methodological point of view, a qualitative approach and design of a case study are employed. The thesis also points out the relation of street-level bureaucrats to applicants/beneficiaries and explains the reasons why eligible applicants do not request support through simplified projects. In order to accomplish the set research goals and questions, in-depth interviews were conducted with primary school principals, administrators of the considered operational programmes, a representative of the municipal district, and an expert on subsidies for schools. Within the last part of the thesis, recommendations for the creators of relevant calls for their possible modification and recommendations for other principals of primary schools are proposed in order to facilitate the implementation of simplified projects. Previous research has concluded that many civics teachers lack sufficient knowledge of the European Union which affect students’ ability to acquire sufficient knowledge that in the long-term will have democratic consequences in terms of low turnout and lack of enlightened understanding. The purpose of this essay is therefore to examine civic teachers’ level of knowledge through semi structured conversion analysis to gain understanding of teachers own views of their teachings in terms of EU. The interviews show that civic teachers interpret the curriculum different from each other which have consequences for their teachings in the shape of extent as well as content. Furthermore, this essay shows that teachers themselves experience that their knowledge of EU is sufficient to educate students. However, the analysis shows that their knowledge of how to teach about EU in some cases assumes a foreign policy perspective which previous research have stated is harmful to students’ perception of EU as students perceive it as something far away, rather than something close to them. Finally, this essay concludes that many teachers experience a time pressure which further complicate their ability to implement a satisfactory EU teaching. This, as well as a lack of understanding of the extent and which content to process, show that teachers experience it as difficult to teach about EU as is expected from them.

The topic of the diploma thesis is the issue of state social support benefits. The aim is to find out the current state of abuse of state social support benefits and identify their shortcomings. The topic is examined from the perspective of the theory of social construction of target populations and the theory of street-level bureaucrats. The work examines the construction of recipients of SSS benefits in both media and political discourse. Qualitative research was used to achieve the goal of the work, in the form of semi-structured interviews with street-level bureaucrats and document analysis. In order to obtain information on the construction of recipients of SSS benefits, articles in online and print media and stenographic records from the meetings of the Chamber of Deputies and the Senate of the Parliament of the Czech Republic were analysed. I consider the finding that the recipients of SSS benefits are not perceived as a homogeneous group and are constructed according to the individual benefits they receive to be the main results of the work. Furthermore, forms of abuse of SSS benefits were identified, which are distinguished into fraudulent practices of clients and the maximum possible use of the law. I denna studie har nio semistrukturerade intervjuer genomförts utifrån en kvalitativ studie med yrkesverksamma på kvinnojourer runt om i Sverige. Syftet med studien var att undersöka hur yrkesverksamma på kvinnojourer har upplevt det att arbeta på en kvinnojour samt hur deras bemötande och kommunikation gentemot våldsutsatta kvinnor har påverkats under tiden för pandemin. Resultatet har analyserat med hjälp av tidigare forskning, Lipskys teorier om gräsrotsbyråkrati och handlingsutrymme samt utifrån begreppen bemötande och kommunikation. Med en tematisk analys visar resultatet på att de yrkesverksamma på kvinnojourerna har fått göra omprioriteringar i sina arbetsuppgifter i samband med de implementerade restriktioner och rekommendationer på arbetsplatsen som smittspridningen av Covid-19 har medfört.  De har även bidragit till att en del kvinnojourer har fått en hög arbetsbelastning som lett till en sliten personal. Vidare framkommer det i resultatet att opinionsbildning och föreläsningar som är en viktig del i deras arbete, inte har kunnat bedrivas såsom önskat under pandemin. Resultatet visade även på att yrkesverksamma på kvinnojourer inte har sett en ökning av stödsökande kvinnor under Covid-19, vilket de tror sig kommer att se efter pandemins slut. / In this study, nine semi-structured interviews were conducted based on a qualitative study with ten various women’s shelters representatives around Sweden. The aim of the study was to investigate how representatives in women's shelters have experienced working in a women's shelter and how their treatment and communication towards abused women has been affected during the Covid-19 pandemic. The results have been analyzed with the help of previous research, Lipsky's theories of street-level bureaucracy and discretion and the concepts of treatment and communication. Using a thematic analysis, the results show that the representatives at the women's shelters have had to re-prioritize their work tasks because of the implemented restrictions and recommendations in the workplace that the spread of Covid-19 has entailed. They have also contributed to several women's shelters having a high workload, which has led to a worn-down staff. Furthermore, the results show that opinion formation and lectures, which is an important part of their work, have not been able to be conducted as desired during the pandemic. The results also showed that the representatives at the women's shelters have not seen an increase in women seeking support during Covid-19. They do however believe that they will see it when the pandemic has come to an end.

With the backdrop of newly admitted restrictive asylum policies in Sweden, a new law that made temporary residence permits available for studies in upper secondary school was adopted in 2018. This study aims to analyze how grassroot bureaucrats experience the implementation and result of the so called “upper secondary school act” (2018:755). The use of a possible discression and the laws’ policy documents from the grassroot bureaucrats’ perspective is the focus of the analysis. The study is based on 10 semi-structured interviews with teachers that have implemented the law in smaller Swedish municipalities. The analysis uses qualitative text analysis combined with the theoretical framework “State agent or citizen agent: two narratives of discretion” (Maynard Moody & Musheno, 2000). The study finds that the implementing teachers mainly makes decisions based on enabling a permanent residence permit for the students both in using their discression and handling the policy documents. The teachers describe the law as strict in many aspects but also helpful to students. They teachers emphasize their hard work, flexibility, cooperation with each other and with the non-profit civil society in creating a good implementation. The theoretical citizen agent narrative in contrast to the state agent narrative (Maynard Moody & Musheno, 2000, 348-356) mainly conforms with the interviews on these points, except for the cooperation with the non-profit civil society, which may need more exploration.

Implementering av mänskliga rättigheter i kommunal förvaltning : En fallstudie av Malmö stad / Implementation of Human Rights in Municipal Administration : A Case Study of the City of Malmö

The purpose of this essay is to examine how human rights are implemented in a municipal context. The essay is based on a case study of the City of Malmö and analyzes the work of the city office, the high school and adult education administration and the service administration in incorporating the city’s human rights policy into their respective operations. To analyze the administrations’ work with human rights, central concepts from neo-institutionalism, Lennart Lundquist’s three aspects for successful implementation and Michael Lipsky’s theory of street-level bureaucrats have been applied to the collected material. The collected material mostly consists of regulatory documents such as budget and operational plans, publications from SKR, public documents and previous research and literature on human rights in public administration. In addition, five interviews with civil servants from the various administrations have been conducted. The results show that the committees’ budgets contain political guidelines which are then concretized into focus goals and evaluated using indicators. The goals are specified in relation to indicators that make out an increase compared to previous years. Based on municipal council goals and goals set for the operation, the administrations make various contributions in the form of activities. Based on the interviews it emerged that there was a lack of understanding about how to work rights-based. At the same time, the human rights work was prioritized. With that in mind, my conclusion is that there is a certain inertia within the administrations. Due to reasons such as high workload and a lack of resources the human rights policy has not been able to be fully implemented in the investigated administrations, which reasonably indicates that a de-coupling from higher to lower levels of governance has occurred. / Syftet med denna uppsats är att undersöka hur man i en kommunal kontext implementerar mänskliga rättigheter. Uppsatsen baseras på en enfallsstudie av Malmö stad och analyserar stadskontoret, gymnasie- och vuxenutbildningsförvaltningen och serviceförvaltningens arbete med att införliva stadens policy för mänskliga rättigheter i sina respektive verksamheter. För att analysera förvaltningarnas arbete med mänskliga rättigheter har centrala begrepp från nyinstitutionalismen, Lennart Lundquists tre aspekter för lyckad implementering och Michael Lipskys teori om gräsrotsbyråkrater applicerats på det insamlade materialet. Det insamlade materialet består till största del av styrdokument såsom budget- och verksamhetsplaner, publikationer från SKR, offentliga dokument samt tidigare forskning och litteratur om mänskliga rättigheter i offentlig förvaltning. Till detta har fem intervjuer med tjänstepersoner från de olika förvaltningarna genomförts. Resultatet visar att nämndernas budgetar innehåller politiska riktlinjer som sedan konkretiseras i inriktningsmål och utvärderas med hjälp av indikatorer. Målen specificeras i förhållande till indikatorer som handlar om en ökning jämfört med tidigare år. Utifrån kommunfullmäktigemål och mål satta för verksamheten gör förvaltningarna olika insatser i form av aktiviteter. Utifrån intervjuerna framkom att det fanns en avsaknad för förståelse kring hur man arbetar rättighetsbaserat. Samtidigt prioriterades MR-arbetet. Mot bakgrund av detta är min slutsats att det finns en viss tröghet inom förvaltningarna. På grund av anledningar såsom hög arbetsbelastning och en avsaknad av resurser har inte policyn för mänskliga rättigheter kunnat implementeras fullt ut i de undersökta verksamheterna, vilket någorlunda tyder på att en särkoppling från högre till lägre styrningsnivåer skett.

Demokratins vårdare? : En kvalitativ studie om protesterande sjukvårdspersonal och förvaltningsetik

Offentligt anställda förväntas agera i enlighet med förvaltningsetiken och implementera politiskt fattade beslut. Att rollen kan uppleva förvaltningsetikens krav som oförenliga med deras yrkesetik har aktualiserats efter riksdagsvalet 2022. I samband med regeringsbildningen presenterade regeringspartierna med samarbetsparti Tidöavtalet, i vilket det föreslås att offentliganställda som kommer i kontakt med individer utan uppehållstillstånd ska vara skyldiga att anmäla detta till Migrationsverket och polis. Detta har lett till stora protester hos bland annat hälso- och sjukvårdspersonal, som mobiliserat under parollen Vi anger inte.  Utifrån hälso- och sjukvårdspersonalens protester belyser uppsatsen den potentiella spänningen mellan krav på styrbarhet och att den offentligt anställde agerar etiskt ansvarsfullt, såväl professionsetiskt som förvaltningsetiskt. Studien använder sig av Lundquists teori om konkurrerande etiska system för utvärdera om och hur protesten kan motiveras förvaltningsetiskt. Det empiriska material som ligger till grund för undersökningen utgörs huvudsakligen av debattinlägg av hälso- och sjukvårdspersonal. Dessa har analyserats med hjälp av riktad kvalitativ innehållsanalys.  Resultaten visar att personalens protester kan förstås dels utifrån ett professionsetiskt perspektiv, dels utifrån ett förvaltningsetiskt enligt vilket sjukvårdspersonalen uppvisar ämbetskurage. Likväl är den rollen oförenlig med den som styrbar offentliganställd.
