企業競爭策略之研究 - 以LED封裝公司為例 / Competitive strategies of firms—the case of a LED company

Haitz定律是專家根據多年的觀察發現,LED每十年它的流明成本會降至原來的十分之一,但是亮度會提升二十倍。它被視為LED產業的摩爾定律。而環保節能議題,讓高效率、節能與無毒的LED產品成為各方的寵兒,更是各國政府重點扶持的明星產業之一。產業競爭程度亦隨著快速上升,在面對千家爭鳴競爭日益激烈的產業環境下,先行者累積許多資源與能力,或可形成進入障礙。但是,在專業分工、資源與能力可替代或是複製的情況下,有些資源便不再獨特與唯一。甚至,隨著產業的快速進步,先行者所擁有的資源與能力,如果沒有跟上時代的腳步,不僅無法成為企業組織的能耐,相反的,可能成為企業的包袱。 A企業,一個產業先行者,面臨產業成長的絕佳機會,也同時要接受來自各方的競爭與挑戰,包含潛在進入者、原有產業競爭者、上游供應商、下游顧客與替代品等之競爭。不同環境結合企業既有之資源與能力,如何讓企業勝出的策略決策更形重要。本研究針對A企業在不同時期,所面臨不同環境,依據它自有之資源與能力,與其所採取之策略進行對比分析,最後從績效來檢視該時期之競爭策略。 本研究從產業競爭對手中,挑選出X企業,是一家與不同創新模式之後進者,以及Y企業,是規模相當的先行者,來進行分析比較,期待對A企業的競爭策略能有知彼知己之效果。在研究中發現,創新應用為LED產業成長的不二法門,企業唯有善用自我的資源與能力,結合市場方可勝出。 / Haitz's law is an observation over many years in LED, which states that, in every decade, the cost per lumen (unit of useful light emitted) falls by a factor of 10 and the amount of light generated per LED package increases by a factor of 20. This is referred as Moore's law in LED industry. Moreover, environmental protection and energy saving have become global issues. The advantages of LED products, such as power saving, high efficiency and non-toxic, have made LED industry patronage by governments and welcome worldwide. Governments in many developed countries even treat LED industry as one of star industries. However, the competition in this industry has increased rapidly. Facing hundreds of competitors, early entrants have accumulated many resources and capabilities, which also create entry barriers for others. Under the circumstances that professional services, resources and abilities could be substituted and duplicated, some of pioneer’s advantages are no longer unique and advanced. Even worse, because of the quick pace of this industry, the resources and abilities of one pioneer could even become heavy burden, if the pioneer does not catch up the evolution of the industry. Company A, a pioneer in this field, is enjoying the opportunity of industry growth but, at the same time, it is facing competitions and challenges from different areas, including potential entrants, existing competitors, suppliers, customers and substitutes. It is getting more important to have correct strategic directions to win under different circumstances by consolidating the firm’s resources and capabilities. This research engages in comparative analysis to examine the strategies that this company has taken during different periods of its development cycle and different environments.

網路原生新聞網站經營策略–以《風傳媒》為例 / The Business Strategy of Native Online News Site- A Case Study of Storm Media Group

近年來出現許多只透過網路發行,沒有傳統媒體在背後支持,也不屬於任何媒體集團的網路原生新聞網站。本研究旨在分析網路原生新聞網站在不同階段的策略形態,其策略與環境條件如何配合,以及可能會遭遇的困難。 本研究透過個案研究法來進行資料的搜集,以近年來興起的網路原生新聞網站《風傳媒》為例,透過對《風傳媒》總編輯的深度訪談來搜集資料,並且以司徒達賢教授的「策略形態分析法」與「策略矩陣分析法」,來解析《風傳媒》在不同時期的策略形態。 本研究的研究結論如下所示:(一)策略與環境、條件前提的適當配合能創造良好效益:《風傳媒》在成立初期選擇以政治新聞為主要的網站主題,配合即將到來的重大選舉,使《風傳媒》在初期便獲得可觀的流量以及粉絲數;(二)以特色新聞主題切入市場再發展多元內容:《風傳媒》在成立初期以政治新聞與調查報導先建立一定的流量與粉絲之後,再發展多元化的新聞內容,來更廣泛的閱聽眾;(三)《風傳媒》發展過程中遭遇的挑戰:1.有限的資源與人力:重要性相對較低的新聞內容,可以採取較低成本的方式產製;2.必須拿捏好與Facebook之間競爭又合作的關係:從Facebook而來的流量是網路原生新聞網站的重要流量來源,但是Facebook同時也是網路原生新聞網站最大的替代品威脅來源。(四)人力資源是網路原生新聞網站重要的資產:資深記者與編輯的專業、經驗與人脈,會對網路原生新聞網站有很大的貢獻。 / In recent years, some native online news sites, which don’t belong to traditional media or media groups, entered the market. The research focuses on the strategic posture and forms in different stages of native online news site, and how the strategy fits environmental and organizational conditions, and the challenge that native online news sites may have. The research is conducted by case study method and takes the promising native online news site, Storm Media Group as my case study. To collect the information, there was an in-depth interview with the chief editor, and the strategies of Storm Media Group in different periods were analyzed by Dr. Seetoo’s ‘’strategic posture and form analysis method’’ and ‘’strategic matrix analysis method’’. The conclusions are showing below. First, great fits between strategies, environmental and organizational conditions could benefit company very well. Storm Media took politic news and investigation reports as the feature of its site when they entered the market, and this move brought great traffic and fans to Storm Media. Second, it used featured topics to enter market and then diversify the topic of news. Third, the limitation of resources and how to handle the co-optetion with Facebook are the challenges of Storm Media. The news which is less important is produced by low-cost ways. Though Facebook is the important traffic source of native online news sites, Facebook is a great threat of replacement to the site, too. Forth, talented people are important assets to the native online news sites. Experienced journalists and editors can make great contributions to Storm Media.

多變量模糊時間數列分析與轉折區間檢測 / Multivariate Fuzzy Time Series Analysis with Change Periods Detection

近年來,隨著科技的進步與工商業的發展,預測技術的創新與改進愈來愈受到重視,同樣地,對於預測準確度的要求也愈來愈高。尤其在經濟建設、人口政策、經營規畫、管理控制等問題上,預測更是決策過程中不可或缺的重要資訊。有鑑於此,本論文嘗試應用模糊關係方程式,提出多變量模糊時間數列建構過程及轉折區間檢測模式理論架構。另一方面,多變量模糊時間數列模式建構過程,研究者曾提出很多轉折點之偵測與檢定方法,然而在實際的例子中,時間數列之結構改變所呈現出來的是一種緩慢的改變過程,即轉折點本身就是模糊不確定。這個概念在建構不同模式分析各國經濟活動數據時更顯重要。本論文針對轉折區間之檢測提出一個完整的認定程序。多變量時間數列系統中的隸屬度函數等於在計算成果指標群時的群集中心。應用本論文提出的方法,我們以德國、法國及希臘之總體經濟指標GDP為例,考慮通貨膨脹率、GDP成長率及投資率來進行轉折區間的檢測。 / In recent years, along with the technological advancement and commercial development, the creation and improvement of forecasting techniques have more and more attention. Especially at the economic developments, population policy, management planning and control, forecasting gives necessary and important information in the decision-making process. Regarding stock market as the example, these numerals of closing price are uncertain and indistinct. Again, the factors of influence on quantity are numerous, such as turnover, exchange rate etc. Therefore, if we consider merely the closing price of front day to build and forecast, we will not only misestimate the future trend, but also will cause unnecessary damage. Owing to this reason, we propose the procedure of multivariate fuzzy time series model constructed and theory structure by fuzzy relation equation. Combining closing price with turnover, we apply our methods to build up multivariate fuzzy time series model on Taiwan Weighted Index and predict future trend while examine the predictive results with average forecasting accuracy. A fuzzy time series is defined on averages of cumulative fuzzy entropies of the tree time series. Finally, an empirical study about change periods identification for Germany, France and Greece major macroeconomic indicators are demonstrated.

遺傳演算法在演化賽局上之應用:策略生態之模擬、計算與分析

本論文主要是在agent-based計算經濟體系下,利用Holland(1975)所提的遺傳演算法(genetic algorithms)作為計算工具,分別探討連鎖店賽局及寡占市場廠商價格策略的生態演化。 在連鎖店賽局的研究中,藉由agent-based計算經濟分析掠奪性定價的特性,並進一步探討參賽者價格策略的共演化(co-evolutionary)特性,及多元均衡賽局中均衡移轉的動態過程。針對賽局中不同的不確定性進行模擬,結果顯示廠商長期總合行為是否穩定,和賽局中的不確定程度有相當的關聯。另外,弱獨占者和潛在競爭者的價格策略存在著共演化特性。在此演化賽局中,Nash均衡雖非穩定均衡解,但卻最常浮現在長期總合行為中。因此,Nsah均衡對agent-based演化賽局的結果而言,相當具有參考價值。在特定的不確定程度下,長期總合行為似乎只在某些特定的Nash均衡中徘徊。這些移轉途徑並不具有對稱性,甚至移轉速度也非對稱。本研究所呈現的演化結果跳脫一般對均衡的觀念,展現出傳統理論所無法預知的共演化特性,並呈現出非對稱的吸引環。 此外,同樣在Agent-based計算經濟下探討寡占市場廠商策略生態。本研究首先闡明N參賽者囚犯兩難重複賽局和N廠商寡占賽局之間的異同,經由寡占賽局廠商償付矩陣(payoff matrix)的狀態相依馬可夫移轉矩陣( state-dependent Markov transition matrix)性質,說明N廠商寡占賽局和N參賽者囚犯兩難重複賽局的差異。其次,透過三家廠商寡占賽局的模擬實驗,以遺傳演算法建構參賽廠商的適應性行為,分別以寡占市場生態上的表現型(phenotypes)和基因型(genotype)進行分析。20次模擬結果所呈現的最終市場狀態相當分歧,有形成吸引環的三廠商寡占市場、有收斂到價格戰的三廠商寡占市場。另外也成功的模擬出三廠商寡占市場演化至雙佔市場、甚或獨占市場的過程。但是,在眾多模擬中並沒有發現持續的勾結定價狀態,反而掠奪性價格是較主要的價格策略。這些結果相對於實際經濟社會中的寡占市場,給予一個活潑生動的範例。 / Recently, genetic algorithms have been extensively applied to modeling evolution game in agent-based computational economic. While these applications advance our understanding of evolution game, they have generated some new phenomena that have not been well treated in conventional game theory. In the first topic, we shall systemize the study of one of these new phenomena, namely, coevolutionary instability. We exemplify the basic properties of coevolutionary instability by the chain store game, which is the game frequently used to study the role of reputation effects in economics. In addition, we point out that, while, due to uncertainty effects, Nash equilibria can no longer be stable, and they can still help us predict the dynamic process of the game. In particular, we can see that the dynamic process of the game is well captured by a few Nash equilibria and the transition among them. A careful study can uncover several interesting patterns and we show the impact of uncertainty on these patterns. In the second topic, the relation between the N-person IPD game and the N-person oligopoly game is rigorously addressed. Our analytical framework shows that due to the path-dependence of the payoff matrix of the oligopoly game, the two games in general are not close in spirit. We then further explore the significance of the path-dependence property to the rich ecology of oligopoly from an evolutionary perspective. More precisely, we simulated the evolution of a 3-person oligopoly game, and showed that the rich ecology of oligopoly can be exhibited by modeling the adaptive behavior of oligopolists with genetic algorithms. The emergent behavior of oligopolists are presented and analyzed. We indicate how the path-dependence nature may shed light on the phenotypes and genotypes coming into existence.

Effective policy analysis models for Chinese economy is very important to the policy makers and policy analysis researcher both in Taiwan and Mainland China. The Computable General Equilibrium (CGE) model has become one of the most important economic policy analysis model because of its characteristic of higher flexibility on benchmark data and structure. The purpose of this study is to review, investigate and analyze the developmental background, developmental progress, modeling procedure, policy simulations and research results.   The brief contents and procedure of this study consist of (1) reviewing on the development of economic research in mainland China and CGE modeling for Chinese economy, (2) reviewing on the literature of CGE models for Chinese economy used on Policy Analysis(1978-1998), (3) reviewing on the development, basic structure, benchmark data and modeling of CGE model, (4) constructing two Chinese Social Accounting Matrix (SAM) tables developed from the most recent 1995 Chinese Input-Output table to be the benchmark data of two CGE models, the "Chinese Economic-Environmental CGE model" and the "Chinese Financial CGE model", which are developed from Chinese government and researchers, and we revise them in this study,(5) applying those two models to show and illustrate the modeling procedure and results of policy simulations of CGE models for Chinese economy.   In conclusion and contribution, it is composed of three parts. (1) The development of CGE model in Mainland China can be divided into two ages, "The Beginning"(1978-1991) and "The Take-off"(1992-), which results from the development of economic research in Mainland China, the rapidly changed economic system and structure of Chinese economy, and government's urgent demands for policy-analysis tools. (2) The literature of CGE models for Chinese economy used on policy analysis from 1978 to 1998 can be classified into seven groups- trade policy, energy and environmental policies, public finance and tax reform policies, economic reform and development strategy, external shocks, monetary and financial policies, and social insurance policy. (3) We apply those two CGE models for Chinese economy to analyze the economic and environmental impacts of environmental policy- " Green-Oriented Energy Policy"(2000-2015) and the economic impacts of the " Managed Floating Exchange Rate Policy"(1998).

運用資訊導向觀念發展EIS設計的方法論-以金融業為例 / An Information-Oriented Approach to Developing EIS Design Methodology - A Banking Example

高階主管在面臨日益艱難的經濟情勢與經營環境〈主要是來自消費者(Customers)、競爭(Competition)及變動(Change)等3C的壓力)時,依賴傳統組織架構及報告系統來獲取決策資訊的作法,其有效性正受到強烈的質疑。高階主管資訊系統(Executive Information Systems,EIS)可說是九○年代電腦資訊系統應用的新領域,它以易學易用的圖形使用者介面、多維分析及往下展開的特性,使高階主管能迅速存取各種攸關其企業成敗的關鍵性資訊。由於其親切易用,近年來EIS的應用更沿組織階層向下發展,成為Everyone Information Systems。在企業發展EIS日趨普遍的情況下,一套系統化的分析設計方法更形重要。   然而,在相關的文獻中對EIS的發展方法並沒有提出具體的執行步驟,只有概念性的描述,不易引導開發人員及高階主管將其策略理念轉換為資訊需求,而許多發展EIS失敗的例子,正是由於系統資訊需求不正確、時間與成本超出預算、操之過急及政治因素等所造成。因此實務界人士據其顧問經驗提出一個EIS快速發展方法,強調雛型系統的快速建立以爭取高階主管的持續支持及系統的後續發展。但因仍缺乏系統化的需求分析方法,系統發展者往往需經多次歷練才能領悟其中訣竅,也不易將個人經驗傳授於他人。因此雖然企業組織眾人已感受到EIS的重要性,相關的軟硬體工具也可親易用,而EIS的成功推展卻仍受到相當限制。   有鑑於此,本論文以符合文獻中對EIS發展方法之概念性描述的「資訊導向」觀念為基礎,並參考快速雛型系統發展方式,運用「中間擴散」(Middle-Out)方向,整合策略分析及資訊系統規劃的具體作法,發展一套結構化的EIS發展方法,稱為EISAD,含目標分析、關鍵成功要素分析、主要績效指標分析、資料分析、資料庫設計、輸出設計、轉換設計、程序及控制設計等步驟。並以金融業為例:說明此方法論的實際運用過程。以期在理論上對EIS發展方法論,及實務上對金融資訊系統應用層次之提昇有所貢獻。 / Due to the rapid changes of business environment and the increasing customer demands and competition pressure, it is getting important to have Executive Information Systems(EIS) to help executives access to high-level strategic information. Recently, EIS has even evolved down the organization hierarchy to become "Everyone Information Systems". The increasing EIS demand endues the needs for EIS development methodology. However, the literature contains only a few academic studies of EIS development methods which are broad and vague. The EIS development has not been researched in a rigorous and systematic manner. Many practitioners adopt a rapid prototyping approach to attract the executives for further support. Due to the lack of a systematic approach to help extracting the user requirements, it is usually up to the developer's experience to informally address the executives' information needs and this experience is hard to be transferred to others. In this thesis, we propose an EIS development methodology, called EISAD, based on the information-oriented concepts and middle-out system development direction. EISAD integrates related tools in strategic analysis and information systems planning as a structurized EIS development methodology. The step by step explanation of the EISAD is illustrated using a banking example.

The outstanding and surpassing performance was an unusual case that induced Dell and HP to conduct Acer analysis projects how to react to the Acer’s threatens. Each company would have its core competence or competitive capability to make it a winning formula to attain breakthroughs in the PC industry. The motivation of this study is to figure out what real winning formula inside to keep Acer obtaining the highest market share and growth in laptop sales for the continuous five years till 2010 Q3. Three objectives will be studied in this thesis: (1) what are the global strategies that lead to new product development capability and technology innovation? (2) What are the key process and systems of new product development (NPD) that result in the lowest development cost and fastest development lead time? (3) How do customers’ comments and feedbacks impact product planning and management? In summary, this study is to explore Acer’s core competence that results in business rampaging growth during the years 2005 to 2010. Research framework of this study consists of three constructs: (1) Global strategies: global, business and product level, (2) NPD organizations, processes and systems, (3) Technology innovation and management capabilities. As an exploratory study, qualitative research is adopted to conduct case study on the firm – Acer, which has attained 16% global PC market share in 2010. For data collection and digestion, primary data were obtained through multiple sources of evidence and findings in order to increase its validity. Some data came from internal business and product development documents especially on sales, marketing, product management, R&D and quality service. There are other data sources such as articles’ tabular content, case study database, and senior colleagues’ notes and opinions to the above-mentioned questions. Why do top-management strategies of a corporate deeply influence allocation and integration of global resources? What does internal NPD organizational adaption should be engaged with continuous improving design process? Which projects could attain optimization of the NPD systems will be analyzed as well. Findings of this study are as below: 1. Acer business goal develops varies of global strategies that clearly define task ownerships between business teams and NPD teams. 2. Acer’s global outsourcing strategy may assist with company’s operational efficiency and enhance product design quality by leveraging talented resources with their capable management skill. 3. Acer cost leadership strategy driven by top management stays the sustainability of global competitiveness. 4. The four times M&A events increased market share significantly but took heavy resources to the companies being acquired during the years of 2006-2009. 5. Project matrix organization is most common one that allows top management to allocate capable development resources to control projects in schedule, cost, and specification. 6. Simplification with modularity of system design during NPD is to save development cost and create flexibility of product SKU to the market. 7. A learning company like Acer may improve internal NPD design defects by continuously taking process refinement and project management to achieve the best NPD practice. 8. A fast adaptability of new technology design in platform during NPD for different managerial and function teams to perform technology innovation. 9. To leverage global legal experienced resource and system to enhance legal management capability to closely engaged with R&D during NPD design works. 10. Listen to the value voices of customers for product planning and quality improvement may play a key refinement process to sustain product in competitiveness. At the end, practical suggestions will be given for companies in PC industry on business and product strategies management plan and how to optimize internal NPD system to refine process, project and organization by different level of management capabilities and technology innovation. 隨著IC卡的使用,它正深深地影響著我們的未來生活方式,其應用發展趨勢也是值得我們重視的課題。本研究主要從「IC智慧卡成為主流的資訊載具」、「我國內政部、衛生署、交通部及財政部等中央各部,對IC卡之應用發展各擁管轄範圍且各自發展」、「民間業者各自引進或發行電子現金儲值卡」等三方面,說明其可能造成的結果及相關重要課題,以作為本研究之動機。 本研究從我國IC卡應用發展相關文獻中,搜集和本研究主題較相關者,提出IC卡票證整合、IC卡安全整合機制及IC卡規模經濟等值得研究課題,以作為進行IC卡應用發展趨勢研究之參考。 對於IC卡目前應用發展現況,本研究主要說明政府推動國民卡的沿革、政府推動自然人憑證的沿革、政府推動健保IC卡沿革及交通IC票卡目前應用發展,以利了解我國IC卡目前應用發展現況。 針對交通IC票卡,本研究說明北、中、南各地區電子票證IC智慧卡應用發展,包括悠遊卡、台中e卡通、Taiwan Money Card等,後續說明IC票卡規格發展及交通IC票卡系統架構發展,以更深入了解交通IC票卡目前應用發展現況。 本研究針對IC卡應用發展問題,進行更深入的分析,主要論述面向,包括技術面(IC卡規格、IC卡系統架構) 、法令面(IC卡法令規定)、經營管理面(含IC卡管理組織、發行、經營模式)等方面,以發掘問題,分析問題及提出解決策略。 本研究針對所提出之解決策略,予以聚焦,以提出更關鍵的解決策略,包括:(一)技術面:1.建立IC卡共同憑證。2.建立IC卡安全認證。3.建立IC卡整合架構。(二)法律面:1.修改銀行法及交通運輸相關法規中不合IC卡現有運作之規定。2.增訂電子票證法規。(三)經營管理面:1.建立規模經濟發卡量。2.建立IC卡發卡機構經營模式。 3.建立憑證認證機構公信力。4.建立IC卡資訊交換中心。 本研究針對三個構面,提出核心解決策略為「一卡通用」及其整體解決架構及實施步驟,且對整體解決策略之構想方案,提出IC卡卡片規格整合矩陣架構圖,以找出更為適當的IC卡規格方案,該矩陣架構圖,以「共同憑證一卡整合」及「多憑證一卡整合」二構面為縱軸,及「IC卡規格中不存放各類別資料」和「IC卡規格中存放各類別資料」二構面為橫軸,提出四種IC卡片規格整合架構,並列出其優缺點,經研析後,本研究建議初期以具有共同憑證及各類別憑證但不存放各類別資料之架構,作為一卡通用整合規格初期架構,稱為「IC卡共同多憑證不存放各類別資料一卡整合」,最後本研究提出長期一卡通用願景,以「IC卡共同憑證不存放各類別資料一卡整合」為目標。 本研究之結論為:1.我國各類別IC卡規格各行其道,未有整合前瞻性。2.各產業IC卡系統運作架構未整合,導致我們卡滿為患。3.IC卡應用發展於法律面應積極訂定「交通運輸業電子票證法」。4.「非銀行不得發行現金儲值卡」已超越母法規定應修法。5.IC票卡發行機構透過銀行發卡可享有發卡權利金等商機。6.建立IC票卡資訊中心作為全台IC票卡整合運作中心。7.IC票卡業者透過整合可增加發卡量,共創雙贏。8.IC卡於技術面應發展整合技術,以達成一卡通用目標。9.IC卡一卡通用宜建立IC卡資訊交換中心及憑證整合認證中心。10.IC卡一卡通用宜建立整體解決架構之實施步驟。11.IC卡一卡通用卡片規格整合可建立矩陣架構圖,以利分析。12.IC卡一卡通用共同憑證之運作於技術上為可行方案。 最後建議未來可持續探討之課題:1.IC卡一卡通用宜建立認證API(Application Programming Interface)程式介面及標準作業程序。2.IC卡一卡通用宜建立憑證整合認證中心及資訊中心之經營模式。3.IC卡一卡通用宜評估對IC卡產業及憑證認證產業之衝擊。 / A study of trends in the applications and developments of IC cards The IC card is being used widely and it will deeply affect our future living mode. Therefore, trends in its applications and developments have become important subjects of study. This research explores the possible outcome and related important subjects for the utilization of IC card, based on the following three propositions. 1. The IC card is one of the modern world’s primary information media. 2. Government units such as the Ministry of the Interior, the Ministry of Transportation and Communications, the Ministry of Finance ROC, the Department of Health and the Executive Yuan ROC all have jurisdiction over the development and control of development and potential applications of the IC card. 3. Private enterprises have introduced or developed electronic cash-stored cards. The information related to the research subject was collected from the relevant literatures in regard to the applications and developments of IC card in Taiwan, presenting the current safety and integration mechanism of IC ticket cards and the economical magnitude of IC card use, which are both topics that should be taken into consideration in the study of the applications and developments of IC cards. Based on the current situation of the applications and developments for IC cards, the main purpose of this research is to show the evolution of IC cards promoted by the our government, including National Card, Citizen Digital Certificate IC Card, National Health Insurance IC Card, as well as current applications and developments of the Transportation IC Card, in order to help understand the current situation for the applications and developments for existing IC cards in Taiwan. In the Transportation sector, this research shows the applications and developments of various IC smart cards in north, central and south Taiwan, i.e. Easy Card, Taichung e-Cartoon Ticket Card and Taiwan Money Card. It also shows the development of the specification for IC Ticket Cards as well as the development of Transportation IC Cards’ systematic infrastructure, in order to help understand the present situation for the applications and developments of a Transportation IC Card. This research is an analysis of IC card’s applications and developments, covering technical issues (specification and systematic framework of IC card), legislation issues (laws and regulations for IC Card), management issues (operation and administration, release and business model for IC cards), so as to discover and analyze the possible problems as well as propose solutions. Focusing on strategies for finding solutions, presenting more critical strategies for IC Cards, consisting of: 1. Technical: (1) To establish a common certificate (2) To establish safety authentication (3) To establish integration infrastructure 2. Legislation: (1) To revise the Banking Law as well as the laws and regulations relating to public transportation, which are not suitable for the existing operations (2) To revise and augment the laws and regulations for electronic tickets 3. Management: (1) To establish an economic circulation of scale (2) To establish the management pattern for card-issuing organization (3) To establish public credibility for a certificate authentication organization (4) To establish information interchange center To consolidate the above-mentioned three areas, this research proposes a core strategic solution – the concept of “one card for common use (All-in-One Card)” along with integrated solution scheme and operation steps. In addition, for an overall solution strategic plan, in this research it also presents a matrix composition for the integration of specifications to discover a more applicable specification scheme for the IC card. The matrix composition is proposed in four types of framework of specification integration with a file of advantages/disadvantages, based on the concept of X, Y coordinate system – X axis being “One Card integrated with Common Certificate” and “One Card integrated with Multi-Certificates”, Y axis being “No data deposited in the IC card specification” and “All sorts of data deposited in the IC the card specification”. Through detailed research and analysis, it is suggested that at the primary stage, to create the “One card for common use” with an integration of “Common Certificate and Multi-Certificates but no data depositing in the IC card specification”, which is called “One card with common and multi-certificates but no any data deposited in the specification.” The long-term goal will be to achieve “One card with common certificate only and no data deposited in the card specification” for long-term use. Conclusions: 1. In this country, various IC cards have their own specifications and there is still no prospect for integration. 2. The IC card system being used by different industries is still not being integrated, so the market is full of different IC cards. 3. The enactment of the “law on electronic tickets” should be pursued more vigorously for the IC card applications and developments. 4. The stipulation of “A non-bank may not issue a stored value card” might have overtaken the stipulation of “Banking Act”. It should be amended. 5. So long as the IC Ticket Card agency issues IC cards through a bank, the agency will possess the business opportunity of charging the bank a card-issuing fee. 6. To establish an IC Ticket Card information center to integrate the operation of the many IC ticket cards using in Taiwan area. 7. It will be a win-win situation, if IC ticket card operations can be integrated, and this will increase card-issuing quantity as well. 8. On the technical front, integration technology for IC cards should be developed in order to achieve the goal of an “All-in-One Card”. 9. An “IC Card Information Interchange Center” and an “Authentication Center of Certificate Integration” for the “All-in-One Card” should be established. 10. A standardized operational procedure should be established for an overall solution to the “All-in-One IC Card”. 11. The integration of the specifications of the “All-in-One IC Card” can be done through a matrix composition to assist analysis. 12. Technically, an “All-in-One IC Card” with “Common Certificate” is a feasible plan. In the end, this research also offers suggestion on valuable topics that can be the subject of continued discussion in the future: 1. “All-in-One IC Cards” should have an authentication with API (Application Programming Interface) program as well as a standard operational procedure. 2. A business model for “IC Card Information Center” and “Authentication Center of Certificate Integration” should be established. 3. An evaluation of the impact on the IC card industry and the certificate authentication industry should be made.
