Die Staatsexamensarbeit befasst sich sowohl mit den Potentialen, als auch mit den möglichen Problemen des Desertec Projekts im französischsprachigen Norden Afrikas. Der Autor beleuchtet im ersten Teil die Potentiale des Projekts für von einem kultur-, politik-, sozialwissenschaftlichen Standpunkt. Im zweiten Teil der Arbeit setzt sich der Autor intensiv mit der Frage nach der Kritik der neokolonialistischen Bestrebungen der Projektinitiatoren auseinander. Darüber hinaus beleuchtet er die Kommunikationsstrategie der Desertec Foundation näher und legt das interkulturelle Potential dieses Unterfangens dar. Daran schließt sich ein Überblick über die französischen, marokkansichen und deutschen Pressestimmen im Zeitraum von 2009 - 2012 zum Desertec Projekt an. Den Abschluss bildet eine Standortanalyse mit dem Fokus auf den von der AQIM ausgehenden Terrorismus und der Korruption vor Ort. / The author of the exam thesis „Das Desertec Projekt und der Arabisch-Frankophone Maghreb am Beispiel Marokko“ discusses various important cultural aspects of the implementation of the mega-project Desertec in the francophone area of North Africa. In this thesis, the author puts the advantages presented by the Desertec Foundation into perspective and discusses possible impediments from a cultural point of view. The first part of the paper covers the topics of solar powered drinking water abstraction as a possibility to meet local needs and Desertec as a promoter of social stability and economic development in the MENA region. The second part is concerned with a discussion of alleged neo-colonial intentions of the companies supporting the Desertec project as well as its management. Moreover, the author discusses the communication strategy of the project and the influence of intercultural aspects on the success of the Desertec vision. Furthermore, the thesis contains a review on press reactions on the topic in the period of 2009 – 2012 and a brief location study discussing the topic of terrorism and corruption in the Maghreb region. The author comes to the conclusion that a mega-project like Desertec cannot solely rely on economic facts and engineering ingenuity, but has to take all cultural points into account and make use of the synergetic effect in order to lead this project to success.

This thesis deals with the possibility of the inscription of the Church of the Most Sacred Heart of Our Lord in Vinohrady to the UNESCO World Heritage List. The church is a piece of work of the well-known Slovenian architect Josip Plečnik. The church's nomination is being prepared in cooperation with Slovenia where Plečnik's churches are also aimed to be nominated to the UNESCO World Heritage List. The work is focused on evaluation of outstanding universal value based on which the church meets some established criteria that are essential for the nomination to the UNESCO World Heritage List. Moreover, it also warns about the possible impacts which are closely connected with the inscription to this prestigious list. Thus, it suggests some recommendations which could eliminate those negative consequences. The final part of the work concentrates on proposing some thematic projects that strive to connect this church to the religion tourism in the Czech Republic and in Europe. The goal of these projects is to increase the awareness of this church among the public.

Le phénomène des télévisions satellitaires a fait son apparition dans le monde arabe en 1990-1991. Date de l’instauration du Nouvel Ordre Mondial. Une progression foisonnante s’est produite, par la suite, profitant d’un espace géolinguistique étendu, d’une ouverture sans précédent et d’un financement généreux. Sont-elles l’expression d’un changement ou bien celle d’une adaptation ? Et au service de qui ? L’étude des chaines d’information en continu Al Jazeera, Al Arabiya ou « flexibles », Abou Dhabi et Al Manar est particulièrement intéressante pour répondre à cette question. Comprendre le fond de ce phénomène, les intérêts qu’il représente, qu’il sert, et les limites du changement qu’il est capable de produire, exige de dresser un état des lieux panoramique, une étude de la géopolitique qui a donné lieu à la naissance de ces télévisions, et qui a dicté les évolutions qu’elles ont subit. L’analyse du contenu et du discours vient repérer les expressions d’une culture démocratique, ou anti démocratique, dont dépend la nature du changement / Since 1990-1991, the number of satellite channels and viewers has grown exponentially in the Arab world, taking advantage of a geolinguistic space that afforded unprecedented degree of openness in a field previously dominated by t ightly-controlled state-owned television stations. The date also coincides with the inception of the New World Order, the waging of the first Gulf War which established a new regional order, and the stirrings of the society of communication. This study of news channels (Al Jazeera, Al Arabiya) and “flexible” channels such as (Abu Dhabi and Al Manar), aims to examine whether they are an expression of change or adaption and whether they serve to perpetuate the status quo of the powers that fund them.

Le marché des systèmes photovoltaïques a connu une forte croissance cette dernière décennie soutenue par des actions politiques favorables dans un contexte de transition énergétique. Pourtant, malgré ces conditions bénéfiques, le marché mondial du PV a paradoxalement traversé une période chaotique rencontrant des problèmes de surproduction, une crise industrielle et des différends commerciaux durable entre pays. Cette thèse part de ces problématiques et tente de comprendre les politiques publiques PV et les impacts sur la dynamique des technologies et des marchés. Afin de préciser ces questions, une approche systémique est utilisée pour fournir une compréhension correcte des mécanismes généraux des politiques publiques PV. Une vue d’ensemble systémique concrète de ces mécanismes est construite sur la base d’analyses théoriques et historiques en définissant les variables clés et le contexte. Une analyse rétrospective utilisant des mappings construits pour l’occasion est conduite afin de cerner les limites et défis critiques du secteur PV ainsi que les facteurs de risque. Cette thèse montre également la façon dont la nature du contexte politique change en liaison avec la dynamique du secteur PV. La thèse met en évidence que la dynamique nationale a été brisée par l’entrée de la Chine sur le secteur PV. La thèse propose au final des orientations stratégiques pour le développement du PV selon deux dimensions, nationale et internationale. Au niveau national, la thèse s’intéresse à l’autoconsommation PV en tant que manière naturelle d’utiliser l’énergie PV dans le système électrique. Cette analyse implique un changement de nature des politiques PV dans le futur. Pour terminer, afin de résoudre la crise industrielle actuelle, la thèse présente des possibilités d’actions internationales en collaboration pour créer une nouvelle demande PV dans le contexte international en recherchant des bénéfices économiques et environnementaux au niveau mondial. / Solar PV systems have experienced strong market growth over the last decade supported by favorable political reactions in the energy transition context. However, despite these favorable conditions, paradoxically, the global PV market recently went through a chaotic time encountering the overproduction issue, the industry crisis and the long-lasting trade disputes. This thesis started from these problematics to understand the PV public policies and the impacts on dynamics of technology systems and markets. In order to define those issues, a systemic approach is taken to provide an accurate comprehension of the overall mechanisms of PV public policies. The concrete systemic vision of PV policy mechanisms is constructed based on theoretical and historical analysis by defining key variables and the context. A retrospective analysis using the proposed mapping tools is conducted to understand critical limits and challenges of PV development and to identify risks factors in the sector. This thesis also demonstrates how the nature of policy context changes in combined with the dynamic feature of the PV sector. Our analysis highlights the nationwide PV policy dynamics was broken with the arrival of China in the PV sector. This thesis eventually proposes strategic orientations of PV development at the two dimensions from both national and international perspectives. At the national level, this thesis discusses on PV self-consumption as the natural way of PV power use in the electricity system. This analysis implies a change in the nature of PV policies in the future. Next, as a response to the current global industry crisis, the thesis proposes opportunities of international collaborative actions to create new PV demand in the international context in pursuit of global economic and environmental benefits.

South Africa’s peaceful use of nuclear energy under the nuclear non-proliferation treaty and related treaties

Text in English / Energy is the natural power stored in matter which can be potential and kinetic energy. This occurs in nature in various forms such as chemical energy, thermal energy, electromagnetic radiation, gravitational energy, electric energy, elastic energy, nuclear energy, and rest energy. The scientific research relating to nuclear energy has revealed that atoms are the foundation of matter. In 1905 Albert Einstein initiated the quantum revolution utilising the Newtonian mass-energy equivalence concept in order to put his famous equation: E =mc2, where energy is (E). This facilitated the nuclear research which focused on manufacturing the first atomic bomb. In 1945 the USA acquired its first two atomic bombs which were dropped on Nagasaki and Hiroshima, killing 200 000 people; mostly civilians. But nuclear energy research has been redirected by scientists in order to industrialise nuclear technology in order to address growing power needs. This encouraged policy makers to consider the risks posed by utilising nuclear energy for civil purposes. The shift towards peaceful nuclear energy applications has been motivated by the many valuable contributions to humankind which nuclear energy offers - for instance in the fields of energy generation, human health, agriculture and industry. The nature of nuclear energy lends itself to becoming an important component of the world energy and global economic system. Nuclear energy is a viable option for many countries including South Africa, because it offers an economic and clean source of electricity; the primary engine for socio-economic development. South Africa operates the only two nuclear power reactors in Africa, (Koeberg 1 and Koeberg 2) generating 1.8 GWe. South Africa’s energy supply infrastructure consists fundamentally of coal-fired power plants which pose serious threats to the environment. Therefore, it is assumed that the planned 9.6 GW of new nuclear capacity by 2030 will meet the requirements of South Africa’s policy regarding the diversification of available energy resources to secure energy supply, support economic growth, and contribute to environmental management. Consequently, the legal system which governs nuclear energy programme is intended to prohibit the proliferation of nuclear weapons, ensure security and maintain the safe operation of nuclear facilities. / Public, Constitutional, & International Law / LL.D.

代表國際合作的國際組織對於國家的行為有什麼影響?趨同或趨異?這個問題國關學界主要是新現實主義與新自由制度主義兩個主流理論在進行辯論;前者的研究顯示,國際組織或其它國際合作類型,只是主權國家(特別是強權國家)的工具,本身沒有獨立性,更遑論能制約國家行為或導引國家行為的協調一致。而後者從賽局理論推演出合作的可能與必要性,並認為制度(或建制)是有效維繫合作關係與調和各國行為,進而穩定國際秩序的方法。 然而,在世界貿易組織的架構下,國際貿易合作中食品衛生安全的相關衝突一直存在著。而在國際貨幣基金或世界銀行的架構下,糧食援助的合作似乎造成許多受援國境內的糧食危機未減反增。這樣的結果與新自由制度主義的論點不符,同時暗示著維繫國際合作的制度(或建制)可能具有不當性或偏重對特定法益的保護。另一方面,這樣的情況也無法透過新現實主義得到周延的解釋,因為合作中的權力爭奪並不是只單單發生在體系層次,並且最後影響或主導結果的行為者也非該理論向來強調的主權國家。 當前國際食品貿易的進/出口規範與具有結構調整性質的糧食援助機制究竟是過度保護了貿易自由,還是能為每一個個人可能遭遇的食品衛生風險或糧食危機提供必要之保障?這是本研究的首要顧念。透過個案研究與過程追蹤的方法,本文認為在無政府狀態2.0的環境下,國際食品貿易與糧食援助的制度(或建制)存在著法益失衡與不當性;是一種無法公允保障進口國消費者食品安全或受援國農民糧食主權的合作模式。這樣的結果在既有的國關理論得不到全面性的分析和解釋,因此文中提出「寧靜政治」的論述對之進行補充,說明擁有貿易出口利益的國家,其政府在國內層次如何因為寧靜政治現象而流失權力(退位),成為跨國公司的代理人,而非最高的主權享有者與治權行使者。同時,在體系層次,這些國家還為跨國公司爭取利益最大化,假國際合作之名攻佔食品進口國或糧食受援國的國內市場,釀成公共衛生或糧食主權上的危機。 研究結果顯示,跨國公司是造成國際制度(或建制)成為失衡天秤與喪失正當性的幕後原兇。也是在國際經貿這個議題領域中導致國家退位的關鍵行為者。從強調資本主義和貿易自由化的經濟學角度來看,這或許是市場機制正常的發揮,即使有人不樂見,也毋需過於擔心。然而,任何「自由」都不能是毫無限制地,也不該是無所節度的。全球經貿自由化與市場資本主義的發展若是繼續以目前的方式在運作與擴張,跨國公司累積的財富與權力就會在更多的議題領域超越或擊退主權國家,屆時除了食品衛生安全與糧食安全外,恐怕還會有更多攸關人類安全的法益在商品化的國際市場上漸漸淪為類奢侈財。 從理性選擇的角度來看,此種結果或許是國家在參與經貿合作前本能預見之事,但基於理性選擇,認為這是可以忍受的代價。然而,本文質疑國家(特別是小國)所付出的代價真能讓其在合作過程中換取到大於損失的利益。就像個案中台灣在進口美國牛肉的問題上,或墨西哥在糧食援助的計畫裡,這些國家並沒有在國際合作中得到預期的好處,反而失去了原本可以享有的衛生安全與糧食自主性。退一步言,假設這些國家真的從合作中得到大於損失之利益,那麼這些利益的分配在其國內層次上往往也不否符合公平與正義。毋寧,利益最後只是由特定少數的行為者所享有,但衛生安全風險或糧食基本權的不利益卻轉嫁由進口國或受援國的全體人民買單。

The Transnational Career Service Conference took place at Technische Universität Chemnitz, Germany, 20 – 22 March 2014. About 60 Career Service professionals from nine European countries got together to pursue one goal: to strengthen the bonds between Career Services from all over Europe in order to provide students with even more opportunities for a successful career entry. Published in these conference proceedings are project reports as well as workshop summaries in order to provide a larger audience with the most interesting input and promising ideas from a large number of European Career Service experts. / Vom 20. - 22. März 2014 fand die Transnational Career Service Conference an der Technische Universität Chemnitz statt. Rund 60 Hochschulvertreter aus neun europäischen Ländern kamen mit dem Ziel zusammen, das Netzwerk der Career Services in Europa zu stärken und Studierenden künftig noch mehr Möglichkeiten für den erfolgreichen Berufseinstieg zu bieten. In Vortragssessions und Workshops wurden Erfahrungen ausgetauscht und Ideen für gemeinsame Projekte auf transnationaler Ebene gesammelt, die in diesem Tagungsband publiziert werden.
