本研究之問題意識為消費主義與公共事務涉入之關係。藉由消費主義轉化公共事務涉入的相關論點,分析中國大陸城鄉白領青年在感染相異消費主義的程度後,進而解釋他們對公共事務涉入的態度和行為;透過此,以闡述中國大陸兼蓄併存的城市消費個人主義與農村集體主義的價值體系差異。 研究發現,消費主義的確抑制個人對公共事務涉入的程度。其中,透過本文假說進而涵蓋三組不同層次的意義:首先,城市白領青年高感染消費主義,因此對城市公共事務涉入消極;其次,農村白領青年低感染消費主義,致使對農村公共事務涉入積極熱情;第三,農村白領青年低感染消費主義,但因非我家園之故,導致他們疏離城市公共事務的涉入。 城市白領青年對公共事務低涉入的原因體現在生活即消費的個人本位思想,並藉追求與他者的品位區隔和消費符號以突顯自我,致使他們對經濟穩定的現狀有著較高需求,因此不會出現反抗、異議或關於改變政治情況的訴求。此外,城市白領青年對群體的身分認同訴求亦透過消費達成,並出現諸如攀比、競逐消費等情形。另一方面,當物質條件不足以融入某群體的消費方式時,便會出現被排斥在外、或納入其內的群體身分認同現象。當城市白領青年考量如何兼顧、維持自身的社會資本網絡時,他們多數會投注時間關切自身所認同或歸屬的團體,最終導致對公共或社區集體事務涉入的冷漠回應。 另一方面,農村白領青年高涉入家鄉公共事務的原因,主要來自於農村的集體主義特色。出生、成長於農村集體主義環境的白領青年,由於低感染消費主義,所以對公共事務有著較高的熱情。無論是村事務抑或國政相關的討論均賴以農村群體網絡頻繁往來的特色,以及因集體主義所創造出的集體價值信念。 再者,當農村白領青年在城市工作時,卻因仍受集體主義思維所影響,使他們對消費少有符號性追求或無節制的購買行為。此外,由於生長於經濟匱乏的內地農村,所以他們會將自己在城市工作所得部分匯回家鄉以維繫、改善家鄉父母兄弟的生活環境,並同時將消費限制在理性的購買之上。同時,從外地省份大舉遷入城市工作的農村白領青年,由於其在人口意義上仍呈現流動性質,再加上多透過租賃的方式居住,因此他們最終不一定會在城市落戶或常住久居。這便致使他們沒有動因涉入小區的公共事務,因而出現農村白領青年在城市低涉入、農村高涉入公共事務的情形。然而,他們亦可將對集體的熱情轉移在國政事務的關注上,透過此際以排解他們對於公共事務的熱情追求。 / The dissertation focuses on the relationships between consumerism and the involved in China’s local governance—the residents’ committee and the owners’ committee of young middle class came from city and the rural area. Through discovering the different levels of infecting consumerism explaining how the young middle class’ origins from city and the rural area have diverse attitudes and behaviors in public affairs respectively. Based on several case studies, I defined that the three hypotheses explaining my arguments given above. First of all, the urban young middle class has been infected more consumerism that they rather pay attention to consume than involve in public issues. Secondly, the rural young middle class has been affected by the Chinese collectivism from traditional village; consequently, they take notice of public matters in their hometown. On the other hand, despite the rural young middle class has been infected the lower consumerism in contrast to the urban one, however, living and working in the city where not their hometown but only a temporary residence is. Therefore, the rural young middle class lacks for the reasons to involve in public affairs in the city; nevertheless, they transfer their passion and positive behaviors in collective matters to take more care of political issues of the nation during the period when they stay on in the city. In conclusion, after being infected the higher level of consumerism, the urban young middle class involves negatively in public affairs of their own communities which is a common phenomenon. Furthermore, conversely to the urban one, the rural young middle class puts their positive convictions of involved in public matters into action. It is interesting to note that there are great differences between the former and the latter; indeed, the two types of young middle class came from distinct regions have been infected diverse consumerism leading their involved in public affairs to proceed in opposite directions.

Population density and urban agglomerations intensified social demands and questions concerning the role of the municipality in the political, economic, social and environmental, not only in relation to the provision of services, especially those aimed at education, health, housing, transport, leisure, as well as the guarantee of citizenship rights are essential to human dignity. In this light, the present study is to focus the discussion of issues related to the position of municipal federal entity in the political and legal situation of the Brazilian federation, advocating is the need to (re) city of the invention for the realization of the right to the city. To this end, the proposed theme examines new dimensions and visions of urban space: the city. In light of the processes of urbanization and urban issues, the different forms that take on contemporary reality, recognize up ideas on environmental protection, urban environment, social, economic, cultural, political and environmental, community, citizenship, local government, governance, urban planning, environmental policies, quality of life, sustainable development, urban resilience, environmental ethics, education, local democracy, municipal autonomy and political participation of the community. The study of urban theme speaks to the debate on the effects of socio-spatial transformations in conditioning the political and institutional system of cities, and the challenges to the adoption of decentralized management models based on local governance. To this end, they propose strategies that have accompanied the tools necessary to lead to a change of the reality of urban life. Indeed, the realization of the right to the city calls for the assumption by the local community in decisions about their own development. There, as in the city a public dimension of collective life to be organized. It is precisely this need for organization of public life in the city that emerges from an urban power, political and administrative authority in charge of its management: the municipality. In addition, the city is the intervention framework in which public policies must be guided by clearly formulated policy options and guided by the local interests, and its municipal government, the principal. Thus, the local government, backed by its basic instruments, which are decentralized planning and community participation, is a mechanism of political and economic order with great effectiveness to local development. Hence the value of the city as a privileged field for the learning of democracy and the reconstruction of politics, given the proximity to the local level guard of citizens and their daily needs. Para tanto, são propostas estratégias que vêm acompanhadas dos instrumentos necessários para conduzir à alteração da realidade da vida urbana. Com efeito, a concretização do direito à cidade exige a assunção, pela comunidade local, de decisões acerca de seu próprio desenvolvimento. Há, pois, na cidade uma dimensão pública de vida coletiva a ser organizada. É exatamente dessa necessidade de organização da vida pública na cidade que emerge um poder urbano, autoridade político-administrativa encarregada de sua gestão: o Município. Além disso, a cidade é o quadro de intervenção no qual as políticas públicas devem ser norteadas por opções políticas claramente formuladas e orientadas pelos interesses locais, sendo seu governo municipal, o principal responsável. Dessa forma, o poder local, amparado por seus instrumentos básicos, que são o planejamento descentralizado e a participação comunitária, constitui um mecanismo de ordenamento político e econômico de grande eficiência para o desenvolvimento local. The politics of renewable energy in China : towards a new model of environmental governance?

The use of renewable energy as part of the solution for stabilising global warming has been promoted in industrialised countries for the past three decades. In the last ten years, China, a non-democratic and less-developed state, has implemented non-hydro alternative energy sources through top-down, technology-oriented measures and expanded its renewable energy capacity with unprecedented speed and breadth. This phenomenon seems to contradict to the principle of orthodox environmental governance, in which stakeholder participation is deemed as necessary condition for effective policy outcomes. Given that little research has been conducted on environmental politics in an authoritarian context, I first set out to explore the role of the Chinese state in enabling transformation of the renewable energy sector and to understand the ways in which policy elites seek to introduce developmental state and ecological modernisation strategy in the policy area. Second, by adopting principal-agent theory, I explicate how the governance mechanisms have been deployed and how challenges of the expansion of the sector in the governance system with a large territory have being mitigated. Based upon news reports, policy documents, and interviews with 32 provincial officials, business leaders, academic researchers, and NGO practitioners in two subnational governments, I argue that the renewable energy development in China is governed through a hybrid mode of environmental policy model that uses, upon the existing developmental state regime, ecological modernisation as a policy paradigm, which is partially incorporated in the process. Ultimately, I examine in this thesis the possibility of an alternative form of environmental governance in which renewable energy can be diffused in a less-participatory manner, with more direct controls and target-oriented state intervention measures. This thesis challenges the orthodox assumption that the inclusive mode of governance are the only capable form of environmental governance that reaches desired policy outcomes of renewable energy deployment.

L'information géographique et ses outils informatiques avec les Systèmes d'Informations Géographiques font figure aujourd'hui d'éléments incontournables pour l'aménagement et la gestion des territoires. Le travail mené s'applique à interroger leur place dans les modalités de gouvernement des territoires et de définition des politiques d'action publique dans les villes des pays des Suds. A partir d'une étude de cas menée sur la région urbaine littorale du Bénin, dans un contexte de présence accrue des agences internationales de développement, on analyse les jeux d'acteurs et les imbrications d'échelles (internationale, nationale, régionale, communale et locale) suscités par la production, l'accès et l'utilisation pratique de cette information et ses outils. Les intérêts de cette recherche se situent au croisement des problématiques de gestion des territoires à l'ère de la mondialisation avec l'essor et la vulgarisation des techniques professionnelles et d'accès à l'information et de la décentralisation et municipalisation censée encourager le rôle des pouvoirs locaux dans le processus de développement des territoires. Cette étude questionne cependant l'adaptabilité de modèles du Nord vers le Sud et leurs possibilités d'appropriations locales : capacité de résistance, de cohabitation et de résilience des valeurs culturelles et des pratiques locales avec les encadrements techniciens et astreignants liés à la diffusion de l'information géographique et ses outils. / Geographic information and its IT tools with the Geographic Information Systems have become necessary elements in territorial development and administration. The aim of this research is to investigate the role of geographic information in the making of territorial government and in the definition of public action policy in the cities and countries of the South. Taking as our starting point a case study carried out in the coastal region of Benin, within a context of the increased presence of international development agencies, particular attention has been paid to the roles of each of the various parties and the intertwining of the various scales (i.e. on a international, national, regional and communal level) brought on by the production, access and practical use of this information and tools. Our research is situated at the crossroads of land management policy, within an era of globalisation with increase and expansion of professional techniques and access to the information and the decentralization and municipalization meant to encourage the role of local authorities in the process of regional development. This study however questions the adaptability of models from North to South and their opportunities for local ownership: resistance, cohabitation and resilience of cultural values and customary practices with technological and binding management augured by the dissemination of geographical information and its tools.

Militärdienst in Kriegsgebieten prägt das Leben von Millionen von Menschen weltweit. Ziel dieser Dissertation ist es, besser zu verstehen wie und weshalb junge Männer Praktiken und Strategien von Armeen ausgesetzt sind, und wie diese Erfahrungen ihr langfristiges Verhalten prägen. Die Arbeit enthält drei eigenständige Essays, die diese Themen jeweils theoretisch als auch empirisch behandeln. Die empirische Analyse nutzt selbst erhobene Umfragedaten von 760 angolanischen Veteranen, detaillierte Einblicke in den lokalen Kontext und den angolanischen Bürgerkrieg als ein natürliches Experiment um kausale Mechanismen zu identifizieren. Kapitel 2 argumentiert, dass ein nichtstaatlicher Kriegsakteur ähnlich wie ein Staatsakteur in der Lage sein kann lokal Steuern zu erheben und, dass ein solcher Akteur Wehrpflicht zur Rekrutierung einsetzt. Kapitel 3 offenbart, dass Soldaten, die mehr in lokaler `governance` mit der Armee involviert sind, in der Nachkriegszeit im Durchschnitt mehr zur Herstellung öffentlicher Gütern beitragen. Mehr Erfahrung mit sozialer Kooperation stimuliert die Teilnahme in Planungsprozessen, während eine Verschiebung der politischen Präferenzen Beiträge zur Bereitstellung der Güter fördert. Kapitel 4 zeigt, dass Erlebnisse sexueller Gewalt gegen Zivilistinnen auf lange Sicht das Risiko von Gewalttaten gegen die eigene Partnerin erhöhen. Der Grund ist eine nachhaltige Reduzierung psychologischer Barrieren gegenüber Gewalt gegen Frauen. Die Arbeit trägt zu mehreren Literaturen zu den langfristigen Ursprüngen menschlichen Verhaltens und der Mechanik und Folgen gewaltsamer Konflikte bei. Die Befunde stellen konventionelle Rekrutierungsmodelle in Frage, vorherrschende Theorien häuslicher Gewalt, sowie unser Verständnis davon, wie Krieg lokal Institutionen verändert. Die Ergebnisse zeigen neue Wege auf, wie Entwicklungspolitik kriegsbedingte Verhaltensmuster angehen und sich zunutze machen kann, um dadurch mehr Kooperation und weniger Gewalt zu schaffen. / Military service in conflict zones strongly marks the lives of millions of people across the world. The objective of this thesis is to contribute to understanding how and why young men are exposed to practices and policies by armed groups, and how these experiences affect their behavior in the long run. The thesis presents three self-contained essays that all address this objective theoretically and empirically. The empirical analysis relies on primary survey data from 760 Angolan veterans, uses deep insights into the local context and exploits the Angolan Civil War as a natural experiment to identify causal mechanisms. Chapter 2 argues that a non-state armed actor may – like a state actor – have the ability to tax a local population and will choose conscription as its primary recruitment policy. Chapter 3 exposes that former soldiers who were more involved in local governance during the war are significantly more likely to participate in collective public good production more than a decade after the end of the war. Gaining experience with social cooperation increases contributions to organizing public goods, while a shift in political preferences fosters participation in their delivery. Chapter 4 shows that exposure to sexual violence by armed groups significantly increases an individual’s long-term propensity to commit violence against an intimate partner. This effect is underpinned by a reduction of psychological barriers to violence against women. The thesis contributes to several literatures on the long-run individual-level origins of human behavior and on the conduct and consequences of armed conflict. The findings challenge conventional models of rebel recruitment, dominant theories of domestic violence and existing knowledge of how war affects local institutions. The findings can also help policymakers to tackle and leverage long-run impacts of conflict on behavior, in order to devise new policies for more cooperative and less violent societies.

地方文化產業治理機制評估研究:以貓空茶文化產業為例 / A study of evaluation on the governance mechanism of local cultural industry: a case study of Maokong tea industry

貓空製茶歷史悠久,獨特的鐵觀音茶為遠近馳名的地方特色產業,而貓空結合茶產業與休閒觀光產業的經營型態,長久以來塑造出今日貓空獨特的地方茶文化產業。本研究以貓空的茶文化產業為研究對象,並結合地方治理理論與回應性評估方法,目的在建構出貓空茶文化產業發展的治理架構,確認此架構中公部門、地方與非營利組織、茶農與茶產業經營者三方行動者的任務,並描述三方互動的動態治理機制,最後透過回應性評估的方式,對貓空茶文化產業治理機制進行評估。   本研究運用文獻分析法與深度訪談法,與貓空茶文化產業治理中三方行動者進行訪談,研究結果發現貓空當地茶農與茶產業經營者為發展的基礎,但隨著內外部不利因素的威脅,茶農與茶產業經營者面臨勞動力老化、氣候變遷、法令限制等問題;在地方與非營利組織方面,木柵區農會是治理機制運作中最重要的角色,主要任務是扮演水平與垂直溝通平台、提供茶農所需資源、辦理對產業發有所助益的優良鐵觀音茶比賽,另一方面貓空茶情社區發展協會是由地方自組而成的社區組織,目的在發展貓空社區與市政府方面的業務合作及協調,但在當地經營上也面臨些許問題;公部門方面,茶業改良場文山分場具茶葉專業知識,給予茶農在上游栽植方面許多幫助,而主管貓空發展的產業發展局則是退居二線進行產業輔導,工作內容為多元經營硬體與文化設施、定期撥列經費進行補助;在釐清各方行動者任務後,本研究整合茶產業與休閒觀光產業,建構出貓空茶文化產業治理的運作機制。在治理機制評估方面以「治理機制妥適性」、「參與者的輔導推廣能力」、「計畫目標達成度」三個指標進行評估,主要爭議點有四:(1)在於水土保持法令上一方面維持貓空茶區生態,一方面也限制了發展;(2)貓空纜車與當地茶產業發展關聯性不大;(3)產業發展局退居二線與當地茶農接觸較少,平行機關多且人員調動頻繁;(4)貓空茶文化產業面臨轉型困境。研究建議三點:(1)貓空茶文化產業的轉型與行銷;(2)茶比賽模式的推廣;(3)根留貓空當地人才。 / MaoKong cultural tea industry is a unique local industry of Taiwan. This study integrated Maokong cultural tea industry, local governance, and responsive evaluation theory, moreover the main purpose is to construct a governance framework of MaoKong cultural tea industry, and find out the task of those three operations in the framework: (1) governmental departments. (2) local and nonprofit organizations. (3) tea farmers and tea industry operators.   Additionally, literature analysis and depth interviews are the research methods of this study, through the interview with the actors of Maokong cultural tea industry , we found that: (1) local tea farmers and operators are the basis of tea industry, but they confront some inside and outside threats. (2) the most important role of the part of local and non-profit organization in Maokong tea industry governance, is the Muzha Farmers’ Association, which the main task is to establish a horizontal and vertical communication platform for the framework. The jobs of Muzha Community Development Association are to development this community, and collaboration and co-ordination with the Taipei city government, but also facing some issues with the local farmers. (3) In the public sector, first of all, Tea Research and Extension Station - Wenshan Substation with expertise provides lots of help in tea to the tea farmers. The Department of Economic Development, Taipei City Government in these days is to step aside for operating the hardware of cultural facilities, and providing subsidies to the tea industry operators. As well as this study suggestions are: (1) integrating all the resources of governance actors and using marketing methods to development Maokong cultural tea industry. (2) the promotion of Maokong tea competition mode. (3) root and reward local tea industry talents.

Independent Voices: Third Sector Media Development and Local Governance in Saskatchewan

This dissertation examines nonprofit, co-operative, and volunteer media enterprises operating outside Saskatchewan’s state and commercial media sectors. Drawing on historical research and contemporary case studies, I take the position that this third sector of media activity has played, and continues to play, a much-needed role in engaging marginalized voices in social discourse, encouraging participation in community-building and local governance, fostering local-global connectedness, and holding power to account when the rights and interests of citizens are jeopardized. The cases studied reveal a surprising level of resiliency among third sector media enterprises; however, the research also finds that the challenges facing third sector media practitioners have deepened considerably in recent decades, testing this resiliency. A rapid withdrawal of media development support from the public sphere has left Saskatchewan’s third sector media at a crossroads. The degree of the problem is largely unknown outside media practitioner circles, even among civil society allies. I argue this relates to the lack of recognition of nonprofit, co-operative, and volunteer media as a distinct third sector, thus obscuring the global impact when hundreds of small undertakings shed staff and reduce operations in multiple locations across Canada. At the same time, there is increasing recognition that such media have the potential to fill a void left by commercial and state media organizations that have retreated from local communities. Accordingly, this dissertation makes the case for a coordinated media development strategy as a component of the social economy. The challenge is to build useful mechanisms of support among civil society allies that do not replicate oppressive donor-client relationships that are all too common in the arena of governmental and private sector support. While never simple, the opportunities and social benefits are considerable when citizens devise the means to participate in the creation of a robust, diverse media ecology.

中國做為一個崛起的東亞大國,對於建立自己的高科技產業與自主創新能力的急起直追也經歷了許多轉變的過程,這些演變體現在中央領導的科技政策與區域建設的創新系統上。自1988年的北京市新技術產業開發試驗區以來,從沿海到內陸所設置的大大小小的科技園區,在在說明了中國希望藉由這種模式追求創新集群的效益。然而本研究中的北京中關村做為中國的高科技產業龍頭,其空間發展出現了有別於其他東亞後進國家中科技園區的分散樣貌。這樣的空間樣貌乃基於地方治理結構的特殊性,演化出各個分散在北京市下不同市轄區的園區都被稱為中關村科學園區、都各自建立起華麗而昂貴的辦公大樓、研發中心之現象。 本研究欲透過回顧中國的科技產業政策以及地方治理模式的轉變,來說明這樣的分散樣貌,是源自於中國在改革開放後的地方治理權責下放導致北京市轄下的各區縣都採用了一種近似於滾動開發的模式來大興土木以追求快速的成長的情況。換言之,在中關村,土地開發帶來的多階段收入在地方政府的眼中的重要性幾乎超越了對創新能力的追求。本研究將以上述脈絡為主旨,深入探討中國在全球化的壓力以及治理結構轉型過程的拉扯下,致使中關村的發展進入到一種看似快速但卻相當矛盾的情結當中,並進而勾勒出現今中關村的空間樣貌。 / China has been trying to catch up with the Western world since its economic reform. In the process, China imitated the successful experience of Silicon Valley in the U.S. and trying to establish special science parks to speed up technological upgrading and innovation. Beijing’s Experimental Zone for Developing New- Technology Industries, which later was named Zhongguancun(ZGC), was the first one following this policy and proven to be the most successful one in China. However, the prosperity of ZGC or any other science park in China does come with a price. There is a lot of problems raised referring to the highly growing land price such as the overwhelming high rent has affected smaller innovative enterprises to survive in Beijing. The thesis tries to discuss the production of space in Beijing’s ZGC through two theoretical views: The Innovation Theory and The Growth Machine Theory. This thesis argues that there are two different forces which have driven ZGC to its status today. The first is China’s overall goal of economic catching up strategy that gives ZGC the legitimacy to develop and grow with relatively greater freedom from existing regulations. The second is Beijing’s various district governments’ strategy in using the construction of science parks as a site to generate economic development. This thesis argues that China’s tax reformation in 1994 has reinforced the importance of land politics to a higher level, through which the development of real estate sector of ZGC has played an important role for the creation of an innovation cluster. As a result, the local government, together with its land politics, eventually plays the leading role in ZGC’s production of space and makes the best use of ZGC’s shining brand.

La déterritorialisation du projet urbain : le cas des musées Guggenheim / The deterritorialization of the urban project : the cas of the Guggenheim’s museums

Le début du XXIe siècle est marqué par une transformation constante qui façonne le monde à travers les dynamiques générées par la globalisation. Celles-ci ont progressivement transformé la configuration économique, politique, sociale et culturelle des villes à l’échelle mondiale et dans quasiment toutes les activités humaines et disciplines comme l’urbanisme. Ainsi les villes cherchent à garder ou à trouver un positionnement stratégique sur la scène internationale, souvent à partir d’une planification stratégique. Au sein des nouvelles démarches « stratégiques » est né le projet urbain dit « déterritorialisé », sous la forme d’une formule transposable. La thèse s’intéresse à la déterritorialisation du projet culturel et en particulier à celle des musées Guggenheim.Les projets « déterritorialisés » sont définis par des grands développeurs internationaux qui les transposent dans différentes villes, de manière à ce qu’elles puissent en tirer le maximum de bénéfices et vice-versa. Les effets attendus sont généralement d’ordre économique et d’image, ce qui séduit les responsables des villes, en quête de tels projets. Quelle est la nature de tel projet ? Quelles sont les conditions de leur déterritorialisation et de leur importation ?Sous une logique de reproductibilité universalisée le projet urbain est conçu selon un modèle de production en réseau. La mise en réseau de ce modèle nécessite l’échange des savoir-faire et des expertises conjuguées en transformant l’échelle d’intervention du projet. Alors quelle dialectique s’établit entre le global et le local, s’agit-il d’une échelle « glocale » ? Selon quels modes opératoires se fabrique donc le projet déterritorialisé ? Comment modifie-t-il la gouvernance urbaine ?Ce phénomène soulève plusieurs enjeux sur la nouvelle façon de concevoir les projets urbains. Pour répondre à cette question, nous analyserons le réseau Guggenheim dans 3 villes différentes : New York, Bilbao et Guadalajara. / The early twenty-first century goes though a fast-changing process that shapes the world through multiply dynamics generated by globalization. This context has transformed the economic, political, social and cultural configuration of cities worldwide and in virtually all human activities and disciplines such as urban planning. Nowadays, cities are trying to keep or enhance a strategic position on the international scene, by developing a strategic urban planning. A new "strategic" concept was born called "deterritorialized" urban project, in the form of a transposable formula worldwide. This thesis focuses on the deterritorialization of cultural projects and in particular those from the Guggenheim Foundation.The "deterritorialized" projects are defined by major international developers transposing them into different cities as strategies that produce benefits to the cities, and vice versa. This allows developers to increase their cross-border activities by exploiting the potential of the international market. What is the nature of such a project? What are the conditions required for their import?Globalization has led to a universalized reproduction of urban projects which are based on a model of networked production. The networking of this model requires the exchange of know-how and expertise combined in order to transfer the project to different cities. What dialectic is established between the global and the local scales? Is it a "glocal" scale? According to what procedures this project can be deterritorialized?This raises several questions on how to design new urban projects. How does it change urban governance? To answer this question, we propose to explore a symptomatic case of the Guggenheim’s network in three different cities: New York, Bilbao and Guadalajara.
