Le financement des collectivités territoriales en Côte d'Ivoire : essai sur la gouvernance publique locale en Afrique / Financing of local authorities in Côte d'Ivoire : an essay on local public governance in Africa

La décentralisation est l'innovation institutionnelle majeure que connaissent les pays africains depuis les années 1990. Si elle est irréversible, il n'en demeure pas moins que la capacité des collectivités territoriales à fournir des services publics locaux aux populations locales et à impulser le développement économique et social est contrainte par l'étroitesse des moyens juridique, financier, humain et matériel. Cette thèse de droit public porte sur le financement des collectivités territoriales en Côte d'Ivoire. L'objectif général de cette étude est de démontrer d'une part, les différentes politiques publiques locales financées par les institutions locales, et d'autre part, les moyens mis en œuvre pour les financer. Au bout d'une enquête qui aura utilisé plusieurs types de données (documents, entretiens, observations directes, etc.) il apparaît que les atouts de financement des collectivités territoriales en Côte d'Ivoire sont avérés, et peuvent faire état d'une réussite en matière de réalisation d'investissement local. Toutefois, les outils et dispositifs législatifs existants consacrés au développement local durable soulèvent des difficultés qui incitent à s'interroger sur l'efficacité même du système de financement de ces entités décentralisées. C'est dire que des dysfonctionnements existent à ce sujet, et entravent les initiatives des élus locaux. En s'appuyant sur une série d'études de cas africains et sur un grand nombre d'exemples dans d'autres parties du monde, cette thèse propose des pistes concrètes pour moderniser le système de financement des collectivités territoriales ivoiriennes. L'évolution du développement économique et social à l'échelle de la Côte d'Ivoire dépend largement de cette réforme juridique, institutionnelle et sociologique. / Decentralization is the major institutional innovation that African countries since the 1990s. If it is irreversible, the fact remains that the ability of local authorities to provide local public services to local people and to boost development economic and social development is constrained by the narrow legal means, financial, human and material. This thesis public law concerns the financing of local authorities in Côte d'Ivoire. The overall objective of this study is to demonstrate one band, the different local public policies financed by local institutions, and secondly, the means used to finance them. After an investigation that has used many types of data (documents, interviews, direct observations, etc.) it appears that the local authorities financing assets in Côte d'Ivoire have proven and can point to a success material for making local investment. However, the existing legislative tools and devices on sustainable local development raise difficulties raise questions about the very effectiveness of the financial system in these decentralized entities. This means that malfunctions exist on this subject and impede the initiatives of local elected officials. Based on a series of African case studies and numerous examples in other parts of the world, this thesis proposes concrete ways to modernize the Ivorian local government finance system. The evolution of the economic and social development across Côte d'Ivoire depends largely 011 this legal reform, institutional and sociological.

Cette thèse propose une analyse croisée des coopérations inter-organisationnelles territorialisées (CIOT) et du capital social, entendu comme l'ensemble de ressources accessibles aux organisations généré par leurs relations professionnelles. Pour cela, nous développons une méthode rapprochant une caractérisation des réseaux sociaux professionnels par classification des acteurs et relations, avec les formes de coopérations révélées par une analyse qualitative. Cette méthode est appliquée au thermalisme dans les Landes, secteur captif d'une ressource locale, l'eau minérale naturelle, et caractérisé par la proximité de nombreux acteurs publics et privés qui s'interrogent sur leurs coopérations en vue de s'adapter aux mutations de leur environnement. Nos résultats mettent à jour les liens entre le capital social collectif détenu par l'ensemble des organisations publiques et privées du thermalisme dans Les Landes et deux types de CIOT. D'une part, notre analyse indique qu'un capital social collectif faible entrave la gouvernance territoriale mixte (publique-privée). D'autre part, nos résultats suggèrent que les difficultés de la coopétition entre acteurs privés concurrents proches géographiquement ne s'expliquent pas uniquement par leur capital social collectif, mais par d'autres facteurs, en particulier humains. / This thesis provides a cross analysis of local inter-organizational cooperations (LIOC) and social capital, understood as accessible resources through professional relationships. For this purpose, we develop an analysis method that reconciles the characterization of professional social networks by the classification of actors and relations, with forms of cooperation revealed by a qualitative analysis.This method is applied to thermalism in Les Landes. This sector is strongly entrenched in the local mineral water resource and is characterized by the proximity of numerous public and private actors who question their cooperations in order to adapt to their evolving environment.The results indicate links between social capital owned by all private and public actors of thermalism in Les Landes and two kinds of LIOC. First, our analysis show that weak collective social capital hinders mixed (public-private) local governance. Second, our results suggest that difficulties of coopetition between geographically close private competitors may not only due to collective social capital, but they could be explained by other factors, particularly human factors.

Abstract In the beginning of 2007 the Swedish municipality Örebro decided to have a democratic experiment, which ought to go under the name, “Dialouge for the citizens”. The representative elected politicians in Örebro tried to find ways to involve the people in the process of ruling. Why they choose to try this experiment on this very delicate matter, the closure of several schools in the municipal, is one of the questions this essay is trying to answer. The purpose of this essay is to find out whether the process was an attempt for the politicians of the representative democracy to implement deliberative democracy in the structure of the local governance. The result of this study is that the politicians didn’t manage to reach to the citizens the way they formerly had planned.

En Afrique, la décentralisation s'effectue dans des contextes variables selon les pays: la nécessité de réformer l'Etat suite à une crise, la volonté d'instaurer une démocratie locale pour compenser le pouvoir central voire dictatorial, parfois même l'incapacité de l'Etat à fournir les services socioéconomiques de base comme la santé, l'éducation, l'eau potable etc.En Afrique de l'Ouest, la décentralisation s’est souvent accompagnée d’un redécoupage des territoires dans les années 1990. La plupart des pays d’Afrique de l'Ouest ont créé trois niveaux de collectivités territoriales: la Région, le Département (Cercle au Mali) et la Commune. Ceci entraîne un besoin de gestion et d’aménagement du territoire à plusieurs échelles (état des lieux, suivi de l’emprise spatiale de l’aménagement, assainissement, gestion des ressources naturelles, développement économique rural, santé, éducation, hydraulique, gestion des risques etc.). Dans le cadre d’un besoin d’informations croissant, les partenaires au développement reconnaissent l’utilité du Système d'Information Géographique (SIG), comme outil d'aide à la décision. La création de différents ministères en lien avec l’information géographique au Mali, nécessite la mise en commun de compétences s’articulant autour de la géomatique. En effet, si chaque Institution et ministère sectoriel dispose de données thématiques propres, leur valorisation se heurte à une forte dispersion et disparité des données géographiques et cartographiques.Comment mutualiser un même système géospatial et territorial entre une mairie, une collectivité territoriale, une ONG, l’Etat ainsi que d’autres partenaires travaillant sur une même emprise territoriale ? Quelle stratégie d’information territoriale pour un pays comme le Mali ?L’objectif de ce travail de thèse est de mettre en place, selon les concepts, méthodes, et technologies de la géographie actuelle et de la statistique, un outil d’aide à la décision dans un contexte de mutualisation et de décentralisation, conçu pour faire franchir un pas décisif au bénéfice de l'aménagement territorial local, par une mise en cohérence et une mise à disposition des données géolocalisées nécessaires à une politique efficace d'aménagement du territoire. Cette perspective à caractère stratégique implique de remonter jusqu'aux aspects de la répartition des pouvoirs, les rapports entre les logiciels libres et payants, l’information participative (aspects sociétal, social, contexte ethnique...) et le développement de l’information géographique au Mali. Une stratégie d’information est en fait un préalable indispensable de toute stratégie d’aménagement et de développement. Le projet de thèse se veut un projet innovant cherchant à fournir des réponses sur la mise en place d’une telle politique de gestion multi-sources et multi-acteurs de l’information spatiale dans un pays en développement. / In Africa, decentralization takes place in contexts that vary from country to country: the need to reform the Government following a crisis, the desire to establish local democracy to compensate for central or even dictatorial power, sometimes even the Government 's inability to provide basic socio-economic services such as health, education, drinking water, etc.In West Africa, decentralization was often accompanied by a redrawing of territories in the 1990s. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. This leads to a need for territory management and planning on several scales (inventory, monitoring of the environmental impact of development, sanitation, natural resource management, rural economic development, health, education, hydraulics and risk management). In the context of a growing need for information, development partners recognize the usefulness of the Geographic Information System (GIS) as a tool for decision making. The creation of different ministries in connection with geographic information in Mali requires pooling of skills centered on geomatics. Indeed, while each Institution and sectoral ministry has its own thematic data, their valuation is hampered by a high dispersion and disparity of geographical and cartographic data.How to share a common geospatial and territorial system across a town hall, a local authority, an NGO, the Government as well as other partners working on the same territorial? What territorial information strategy for a country like Mali?The aim of this thesis is to create, according to the concepts, methods, and technologies of current geography and statistics, a tool to support decision making in a context of overlapping responsibilities/actions and decentralization, designed to take a decisive step forward for the benefit of local territorial planning, by making coherent and available the geolocalized data necessary for an effective spatial planning policy. This strategic perspective implies going back to the distribution of powers, the ratio between free and paid software, participative information (societal, social, ethnic aspects, etc.) and the development of geographical information in Mali.An information strategy is in fact an essential prerequisite for any planning and development strategy. This thesis is an innovative project that will aim to provide answers on the implementation of such a strategy of multi-source and multi-stakeholder spatial information management in a developing country.

Developing, Adopting, and Executing 100% Net-Renewable Electricity Resolutions at the Local Level

In the absence of national leadership on climate policy, municipalities are adopting resolutions to reduce their carbon footprint and transition to clean energy. However, what leads to successful adoption of these resolutions and how to effectively implement climate goals at the community level needs further exploration. To investigate these questions, this thesis examines the resolutions adopted in Salt Lake City, Park City, and Moab, Utah to transition to 100% renewable electricity by 2032. Data was collected through documents, such as city reports and newspapers, and interviews with government officials, city staff, and community members involved with the resolution process. A time series analysis and thematic analysis were used to determine casual events and identify fundamental themes within the data. Each city’s plan for resolution execution was compared to the approaches and techniques outlined in the community-based social marketing framework and the theory of diffusion of innovations. These findings deliver a transferable five-step framework to assist other cities in adopting similar resolutions and strategies to engage community members with practices that will help cities achieve these ambitious resolutions.

Community participation in the Integrated Development Planning processes as a means of improving local governance : a case of Polokwane Municipality

Thesis (MPAM.) -- University of Limpopo, 2022 / The study presents findings that examined the nature and extent of community participation in the Integrated Development Planning (IDP) processes as a means of improving local governance at the Polokwane Local Municipality. The study argues for a need to empower communities with knowledge on the available mechanism as a way of fulfilling the dream of a culture of participation. This is to increase unified perception about the value of community participation in improving local governance. However, local governance accountability can be gauged by the extent to which they practise community participation in decision-making in facing up to the challenges of the day. This is done by putting or encouraging community participation in the processes that would help face up to the challenges of the day, including the IDP processes. The study applied a mixed-methods design and a combination of thematic data analysis and Microsoft Excel (spreadsheet) to analyse data gathered. Structured questionnaires were distributed to respective community members in the selected communities: two villages of Potse and Mahlohlokwe; two townships Mankweng Unit D and Mankweng Zone 1; two suburbs - Flora Park and Ivy Park. Furthermore, faceto- face interviews were conducted with the Polokwane municipal officials responsible for IDP, municipal manager, IDP manager and councillors of selected communities. Findings of the study showed that community participation in the IDP processes was viewed as one of the ways of enabling interaction between local government and citizens. However, citizens faced challenges in the process of community participation and that impacted on the level of community participation. It should, therefore, be borne in mind that to improve local governance, it is necessary to look at the extent to which communities are engaged in the processes of improving local governance. Participation of communities in the development planning of their communities can thus help improve local governance. Therefore, community participation should be widely applied in the local government field to enable good governance and sustainable development.

City of the Anthropocene : A Case Study of Lynetteholm, Copenhagen.

This paper is a study upon a global vision of a sustainable future, to local implementation of environmentally effective solutions, in contemporary urban planning projects. The purpose was to illuminate a gap between the global rationality of sustainability and local rationality of sustainability and to identify the effect it has on sustainable outcomes. To do so, I did qualitative research on the Lynetteholm development project and analyzed the data using document – and critical discourse analysis. My research was guided by the theory of ecological modernization, their perspectives upon sustainable solutions within the capitalist-liberal democratic society, and urban regime theory, which provided an insight into the concept of scale in environmental politics. Through an in-depth analysis of the presented motivation and prime drivers behind the Lynetteholm project proposal and the impact it has on sustainable outcomes, I have found that the local vision of sustainability is constructed by hegemonic narratives of prosperous urbanity, that is equalized with growth, progress, and profit. I have identified economic growth as the prime driver of developing Lynetteholm and concluded that it has a significant impact on sustainable outcomes, as economic growth is not compatible with sustainable development, without political interference. In addition, the gap between global and local rationality of sustainability in urban planning lies in the process of redelegating the responsibility to implement sustainable practices and secure an environmentally beneficial outcome. The issue is that despite much expertise and knowledge of the field, planners and politicians continue to address socio-ecologic impacts isolated and reject the cumulative effects, which inevitably retains the sustainable transformation from taking place.

Depuis la fin du système fordiste, de nombreux chercheurs ont étudié pourquoi des territoires français parvenaient à surmonter les crises systémiques auxquels ils étaient soumis et d’autres non. Paradoxalement, alors que tous évoluaient dans des contextes économique, social et institutionnel comparables, ils ont montré que la résilience de certains résultait directement de facteurs endogènes. Le local, loin d’être absorbé par la mondialisation, est au contraire apparu comme un rempart à l’uniformisation et un facteur de compétitivité pour les firmes. Cependant, l’approche méso économique qui sous-tend ces analyses suppose que le territoire soit à même d’initier une dynamique de coordination de ses agents, qu’ils appartiennent aux sphères publiques comme privées, et puisse les inciter à intégrer des démarches collaboratives. Or ces principes vertueux, créateurs de valeurs pour les firmes et porteurs de cohésion pour les territoires, ne peuvent se concrétiser sans que les individus, dirigeants de firmes, responsables institutionnels et leurs collaborateurs ne fassent leurs de ces principes et acceptent d’y affecter du temps et des moyens.Toutefois, notre expérience montre une relative ignorance de la part des agents susceptibles d’être concernés. Les enjeux et contraintes de chacun tendent au contraire à s’y opposer. C’est pourquoi notre recherche, basée sur des témoignages approfondis des principaux acteurs locaux, vise à proposer des clés assurant la déclinaison de ces concepts méso à la réalité microéconomique des territoires, afin de leur permettre d’appliquer et de bénéficier concrètement des grands principes de l’économie territoriale. / Since the end of the Fordist system, numerous researchers have researched the reasons for which some French territories managed to overcome the systemic crises to which they were subject whereas others did not. Paradoxically, whereas all of them developed within similar economic, social and institutional contexts, they have shown that the resilience of some resulted directly from endogenous factors. Local [characteristics], far from being absorbed by globalisation, have on the contrary appeared as a defence against the trend towards uniformity and a factor in competitiveness for firms. However, the meso economic approach underlying these analyses assumes that the territory can itself initiate a dynamic of coordination by its agents, whether they belong to the public or the private sphere, and can encourage them to integrate collaborative policies. However, these virtuous principles, creating value for firms and bringing cohesion to the territories themselves, cannot become effective unless individuals, business leaders, institutional managers and their staff accept these principles and agree to devote time and resources to them.However, our experience demonstrates relative ignorance on the part of actors liable to be concerned. The challenges and constraints relating to each tend, on the contrary, to be a barrier. That is why our research, based on in-depth testimony collected from the principal local actors aims to offer keys for ensuring the application of these meso concepts to the micro economic reality of these territories, with the aim of enabling them to apply and to benefit in concrete terms from the main principles of the territorial economy.

Planning for an Ageing Population / Planung für eine alternde Bevölkerung : Erfahrungen aus Gemeinden im Vereinigten Königreich

The majority of local areas in the UK are faced with an ageing population. Popular retirement destinations in coastal and more rural areas are particularly affected. The thesis aims to find out how local areas strategically tackle these demographic shifts. The British government has issued strategic guidance for local areas, but as yet little is known about how actual responses look. The literature has largely focused on good practice compilations. Consequently, the thesis attempts to analyse in depth local areas’ experiences in planning for an ageing population. The main research question is: How do local actors in the UK plan for population ageing? A grounded theory approach has been chosen to develop theoretical concepts from empirical data. Local governance and collective learning are used as sensitising concepts, i.e. wider theoretical perspectives. Due to the state of research and the aim to gather detailed knowledge regarding the planning for an ageing population in local areas, a qualitative research design has been chosen. More precisely, it is a multiple case study design, covering the three heterogeneous cases North Tyneside, Poole and Wealden. Empirical data has been assembled from qualitative interviews with local experts and documents such as local strategies or minutes of meetings. The results are threefold. Firstly, local governance arrangements are analysed. This covers the identification of involved actors, their action orientations and interactions. As approaches in planning for an ageing population differ across organisations, a typology of individual actors is developed. Moreover, it is observed that and analysed how traditional hierarchical steering by public bodies is complemented by more network-like forms of governance, for example multi-organisational older people’s partnerships. Secondly, local learning processes in planning for an ageing population are reconstructed. Four phases are differentiated: setting the agenda for the topic of ageing and older people followed by building up knowledge on the subject and collective learning in a narrower sense and, finally, strategy-making. Interrelations between governance arrangements and collective learning are analysed, particularly with respect to different forms of learning in different types of older people’s partnerships. Finally, central challenges and perspectives arising from the analysis of governance arrangements and learning processes are discussed. On the one hand, these pertain to the cross-cutting nature of ageing, on the other hand they are due to the ambivalent influence from national government on local areas. Ageing affects various spheres of local steering activity. Among the main implications for local areas in the UK are the continuous search for responsibility and the struggle to broaden the agenda beyond health and care. This has led to experimenting with governance structures, intensifying involvement of older people and developing inter-agency older people strategies and others as catalysts for further development. The strong influence from central government on local steering advances local reactions to ageing but provokes superficial and unsustainable answers at the same time. Overall, the thesis provides in-depth empirical knowledge on local planning for an ageing population. The theoretical lenses local governance and collective learning have been used to generalise from the practical experiences in the three case study areas. The thesis concludes with recommendations for practitioners locally and at the national level. These refer inter alia to local governance arrangements which come up to the issue’s cross-cuttingness and to national guidance and regulation which could facilitate their introduction or modification. / Die Mehrzahl britischer Gemeinden ist mit einer alternden Bevölkerung konfrontiert. Küstengebiete und ländliche Räume sind besonders betroffen, da sie als Altersruhesitz bevorzugt werden. Ziel der Dissertation ist es, den strategischen Umgang der Gemeinden mit diesen demographischen Veränderungen zu beleuchten. Die britische Nationalregierung gibt den Gemeinden strategische Leitlinien vor, allerdings ist wenig darüber bekannt, wie die lokalen Ansätze tatsächlich aussehen. Bisher wurden vor allem Good Practice Sammlungen zum Thema veröffentlicht. Vor diesem Hintergrund beschäftigt sich die Dissertation detailliert mit der Stadtentwicklung für eine alternde Bevölkerung in solchen Gemeinden, die in sich zwar mit der Bevölkerungsalterung beschäftigen, aber nicht als Good Practice klassifiziert werden können. Die Hauptforschungsfrage ist: Wie planen lokale Akteure für eine alternde Bevölkerung? Die Arbeit folgt einem Grounded Theory Ansatz, der darauf zielt, theoretische Konzepte aus den empirischen Daten zu entwickeln. Lokale Governance und kollektives Lernen dienen als sensibilisierende Konzepte, d.h. weitergefasste theoretische Perspektiven. Aufgrund des Forschungsstandes und des Ziels, detailliertes Wissen über die Stadtentwicklung für eine alternde Bevölkerung zu gewinnen, folgt die Arbeit einem qualitativen Forschungsdesign. In den drei heterogenen Fallstudiengemeinden North Tyneside, Poole und Wealden wurden insbesondere qualitative Interviews mit lokalen Experten durchgeführt und Dokumente wie Strategiepapiere und Sitzungsprotokolle ausgewertet. Die Ergebnisse umfassen drei Themenbereiche. Zunächst werden lokale Governanceformen analysiert, was die Identifikation der beteiligten Akteure, ihre Handlungsorientierungen und Interaktionen umfasst. Da Ansätze zum Umgang mit der alternden Bevölkerung sich stark zwischen individuellen Akteuren unterscheiden, wurde auf dieser Basis eine Akteurstypologie erstellt. Darüber hinaus wird analysiert wie traditionale Steuerungsansätze staatlicher Akteure durch netzwerkartige Governanceformen ergänzt werden. Bedeutendstes Beispiel sind Arbeitsgruppen, in denen Akteure verschiedener Organisationen und Sektoren zusammenkommen, um Ansätze zum Umgang mit Senioren und der Bevölkerungsalterung zu entwickeln. Anschließend werden lokale Lernprozesse in der Planung für eine alternde Bevölkerung rekonstruiert. Dabei werden vier Phasen unterschieden: Agenda-Setting, Wissensaufbau, kollektives Lernen im engeren Sinne und Strategieerstellung. Es werden die Wechselwirkungen zwischen Governanceformen und kollektivem Lernen analysiert, insbesondere bezüglich der Lernformen in verschiedenen Typen von Arbeitsgruppen. Schließlich werden Herausforderungen und Perspektiven der Stadtentwicklung für eine alternde Bevölkerung diskutiert, die aus der Analyse von Governanceformen und Lernprozessen hervorgehen. Einerseits beziehen diese sich auf den Querschnittcharakter des Themas Alterung, andererseits auf den ambivalenten Einfluss der Nationalregierung. Die Alterung betrifft verschiedenste Bereiche lokaler Steuerung. Dies führt zu einer anhaltenden Suche nach lokalen Verantwortungsträgern und zu Schwierigkeiten, die Agenda über Gesundheit und Pflege Älterer hinaus zu erweitern. Darüber hinaus hat der Querschnittcharakter ein Experimentieren mit Governanceformen angeregt, sowie die Schaffung von mehr Partizipationsmöglichkeiten für ältere Bürger und die Erstellung ressortübergreifender lokaler Alterungsstrategien. Die starken Eingriffe der Nationalregierung in lokale Steuerungstätigkeiten befördern einerseits die Auseinandersetzung mit der Alterung, andererseits führen sie auch zu oberflächlichen und wenig nachhaltigen Reaktionen. Insgesamt bietet die Dissertation detailliertes empirisches Wissen zur Stadtentwicklung für eine alternde Bevölkerung. Die theoretischen Perspektiven lokale Governance und kollektives Lernen wurden genutzt um generalisierbare Ergebnisse aus den Erfahrungen in den drei Fallstudiengemeinden zu gewinnen. 中國經濟的快速成長導致電力需求的急劇增教。雖然現在主要仍是以煤炭的方式提供全國的電力,但中國政府也一直在尋找能有效降低環境污染的替代能源。因此“水力發電”在中國能源政策扮演的角色越來越重要--這時,擁有巨大水資源的雲南省就變成了中國西南的關鍵提電者之一。過去二十年之內,已有企業與政府針對該省重點的水力設施進行大量投資。然而,發展水電雖然有助於生產大量的電,也帶來眾多環境和社會層面的影響。中國政府承認這些反面的影響,因此開始了設計一系列水電發展政策來預防可能的嚴重後果。 本論文分析中國中央政府和雲南地方政府共同制定的水電移民政策,以及新政策對當地執行過程所帶來的影響。基於多元的田野調查,本論文顯示地方政府如何落實中央政府制定的政策。雖然這幾年中國的水庫移民政策有大量的改進,但因為建設大水電站涉及層面廣,時間長,安置過程久,所以中央政府政策的彈性調整,造成當地政府執行過程對不同時間的移民外置帶來不對等的安置,因此印發水庫移民的方抗。 / Policy-making of dam-induced resettlement is a dynamic process that shows how group interests have been distributed and adjusted during different stages of water resource development in China. Since 1949, China’s political direction, economic system and its national strength have been in constant flux, reflecting in the policy towards land appropriation and resettlement induced by water conservancy and hydropower projects. The present study focuses on the changes that have taken place in the area of dam-induced resettlement policy after 2006 when the first regulations on resettlement caused by water resource and hydropower projects were amended. It shows how this policy change is perceived by villagers relocated in the course of dam construction, and addresses the question of why policy improvements have not led to desired results. The paper first addresses policy change in the area of dam-induced resettlement over the past six decades. In subsequent sections, I draw on findings gathered during my doctoral fieldwork to demonstrate how the recent improvement of resettlement regulations for water resource and hydropower projects at the central level are translated into implementation strategies at the local level in Yunnan. I show that while delegating the implementation of resettlement processes to the lowest level of the administrative hierarchy allows for innovative policy experimentation and flexible adaptation, the long timespan needed for the construction of large dam projects gives rise to uneven policy implementation and resistance on the side of resettled communities.
