Espaces et pratiques de l'activisme politique de Germaine de Staël lors de la Révolution française (1789-1799)

Ce mémoire explore les modalités culturelles de la participation politique de la salonnière parisienne et célèbre écrivaine Anne-Louise-Germaine Necker, baronne de Staël-Holstein (1766-1817), au cours de la Révolution française (1789-1799). Sur le plan des représentations, il souligne chez Germaine de Staël l’appropriation et la reformulation des normes de genre pour élaborer un rôle politique convenable à une femme d’esprit dans le contexte révolutionnaire. Ce rôle se fondait notamment sur une éthique de l’amitié et un idéal de vertu acquise par la sensibilité et la raison. Son projet constitutionnel, à la fois libéral et élitiste, cherchait à intégrer la contribution des femmes au processus politique à travers la sociabilité polie et la production littéraire. Sur le plan des pratiques, ce mémoire montre comment les outils de réseautage et de communication qu’étaient le salon, la correspondance et la publication fonctionnaient ensemble pour permettre à Staël de se positionner dans un espace sociopolitique et d’y déployer une action. Il considère ces forums comme des éléments constitutifs d’une culture politique révolutionnaire dont Staël sut faire un usage créatif et constructif pour promouvoir ses idées et son parti. / This essay explores the cultural conditions shaping the political participation of the Parisian salon woman and famous author Anne-Louise-Germaine Necker, baroness of Staël-Holstein (1766-1817), during the French Revolution (1789-1799). Looking at representations, it underlines Germaine de Staël’s appropriation and recasting of gender norms to work out a suitable political role for elite women in the revolutionary context. This role was notably based on an ethic of friendship, and an ideal of virtue acquired by combining sensibility and reason. Her constitutional project, both liberal and elitist, sought to integrate female contribution to the political process through polite sociability and literary production. In regard to practices, this essay shows how networking tools and forums of discussion such as salons, correspondence and publication functioned together to position Staël within a socio-political space where she could act. It considers these forums as constitutive elements of a revolutionary political culture that Staël used creatively and constructively to promote her ideas and party.

Mellan massan och Marx : en studie av den politiska kampen inom fackföreningsrörelsen i Hofors 1917-1946

The thesis concentrates on Hofors and a local trade union environment between 1917 and 1946, where important parts of the trade union’s power were held by parties to the left of the social democrats. The overall aim is to problemize and discuss the issue of what characterised and made possible this deviation from the usual picture of a trade union movement dominated by social democracy. What characterised the conditions in such a local trade union environment and to what extent can local norms and political culture be linked to the conditions and the development in the trade union movement in Hofors? The factors behind the radicalism in Hofors can be found in the local union and political context. The investigation points out the following main reasons: the left-wing local council of the Social Democratic Party and its successors’ organisational lead, the local labour council’s working method being close to what has been considered “social democratic”, their representatives being highly trusted in the local community, and the growth of a local radical tradition. The political culture and the norms that gradually developed were based on a left-wing social democratic tradition. The local council of the Social Democratic Party that left the party in 1917 to join the left-wing social democratic faction was the same local council, despite their names and change of parties in the 1920s and 1930s. It became the local labour movement’s bearer of traditions and represented the continuity in the local trade union environment, which contributed to the leftwing socialist project being long-lived in Hofors. The central aspects were the trade union work and the practical-concrete tradition that developed. Primarily through successful trade union work, the local labour council and its trade union representatives gained strong and long-term support from a large proportion of the local trade union movement’s members and the population of Hofors. Against this background it may be stated that, even though it was often impossible for the parties to the left of social democracy to maintain a local trade union and political power position that was stronger than that of the social democrats for a lengthy period of time, it was not entirely impossible. It may also be stated that for the trade union member as such, a communist or socialist party affiliation was not a real obstacle in the election of shop stewards. Their focus was primarily put on the would-be representatives’ personal qualities and ability to live up to the demands and expectations placed on them by the members, and not so much on their ideological persuasion.

Organisational culture in internationally federated non-profit organisations : the importance of industry and governance

In the era of globalisation, organisations around the world have increasingly become stages of global diversity where multi-cultural workforces interact in teams on a daily basis. International organisations, in particular, are a characteristic display of cross-cultural interaction. The study of organisational culture in a multi-cultural organisational environment is receiving growing attention due to a pressing need to understand and manage the consequences of cross-cultural interaction and achieve better organisational outcomes. However, so far, studies in the area have focused on multinational for-profit organisations and neglected other industry and governance, missing opportunities for broader and richer understanding in the field. The present study covered a case of an internationally federated complex non-profit organisation and captured new insights, thereby contributing to theory and enriching the empirical evidence in the field of study. The results shed light on the importance of industry and governance, and provoked critical questions for further research. The unique features of non-profit and federated governance culture depicted the opportunities for cross-learning with other industries. The study highlighted the distinct formation of conventional cultural dimensions contributing to cultural cohesion and cushioning the federation against excessive fragmentation. The dimensions of institutional collectivism, in-group collectivism, power distance and uncertainty avoidance depicted interesting behaviours in the study context. These dimensions dominated behaviour and have rendered other dimensions subservient. Cultural behaviours, such as cultural-anchoring and power grouping, transpired as unique findings to the industry and governance, where consensus and fragmentation have played integrative and accommodative roles. Dominant dimensions determined direction and intensity in subservient dimensions irrespective of values espoused by leadership in the subservient dimensions. The line between organisational politics and the ingroup collectivism dimension was blurred, calling for further research in the field of organisational behaviour. Further research in the field could focus on shaping organisational cultural dimensions fit for diverse industry and governance contexts, identifying areas of cross-fertilisation of learning, investigating the significance of dominant versus subservient dimensions in the process of organisational cultural change, and broadening the knowledge base in the field by studying diverse organisational typologies. / Graduate School of Business Leadership (SBL) / D. Die gesag van die cabinets is kontroversieel en word enersyds geprys en andersyds gekritiseer. Die Franse ministeriele cabinet neem die plek in van 'n permanente departementshoof. en bestaan uit 'n groep persoonlike personeel wot aan elke minister verbonde is. Sy funksie is om horn te ondersteun en te adviseer sodat hy 'n ingeligte oordeel kan fel voordat hy besluite neem, en ook om te verseker dot sy beleid geformuleer, verduidelik en uitgevoer word. Die ministeriele cabinet was oorspronklik 'n politieke instelling wot in die algemeen uit politieke bondgenote van die minister bestaan het. In die Vyfde Republiek het dit egter ontwikkel tot 'n formele instelling. The authority of the cabinets is either praised or criticised. The French ministerial cabinet substitutes for a permanent head of a deportment, and consists of a group of personal staff serving each minister. Its function is to support and advise him, in order to enable him to make informed judgements before taking decisions, and also to ensure that his policy is formulated. clarified and executed. In its original form the ministerial cabinet was a political institution, generally consisting of political allies of the minister. However. in the Fifth Republic it was transformed into a formal institution. It acquired an indispensable role in effecting liaison and co-ordination of the political system with the administrative system. The author has found that where cabinets function as efficient and effective mechanisms, they strengthen the relationship of the political and administrative systems in general to the advantage of good governance. Ineffective cabinets, however. impair the relations within and among ministries to the disadvantage of the government. It has also been established that cabinets play an important role in bridging the gap between the minister and the officials in his ministry. School Spirit or School Hate: The Confederate Battle Flag, Texas High Schools, and Memory, 1953-2002

The debate over the display of the Confederate battle flag in public places throughout the South focus on the flag's display by state governments such South Carolina and Mississippi. The state of Texas is rarely placed in this debate, and neither has the debate adequately explore the role of high schools' use of Confederate symbols. Schools represent the community and serve as a symbol of its values. A school represented by Confederate symbols can communicate a message of intolerance to a rival community or opposing school during sports contests. Within the community, conflict arose when an opposition group to the symbols formed and asked for the symbols' removal in favor of symbols that were seen more acceptable by outside observers. Many times, an outside party needed to step in to resolve the conflict. In Texas, the conflict between those in favor and those oppose centered on the Confederate battle flag, and the memory each side associated with the flag. Anglos saw the flag as their school spirit. African Americans saw hatred.

The experience of the pronunciamiento in San Luis Potosí, 1821-1849

The Hispanic phenomenon of the pronunciamiento, particularly prominent in nineteenth-century Mexico, is just one example of an insurrectionary political act that has contributed to the traditional portrait of chaos and disorder that has tainted much of our interpretation of the country‟s socio-political history. Once considered to be a violent, non-ideological, praetorian military act, recent studies reveal that the pronunciamiento was primarily a written petition that sought to further political proposals or address particular grievances through negotiation (albeit often backed by the threat of force). Although the military were largely the most visible leaders of the pronunciamiento, a plethora of political and civilian actors and interest groups partook in the practice with the intention of having their grievances/demands attended to by the national government. As well as being viewed as one of the causes of chronic instability, the pronunciamiento was also the primary mechanism employed to bring about tangible political changes throughout the country. At the local level of San Luis Potosí, the pronunciamiento seed also germinated and was used by all political groups and factions in their negotiations with local and national authorities alike. Local interests were often at the heart of these negotiations and so dictated the nature of the pronunciamiento in San Luis Potosí. This dissertation will explore and analyse the pronunciamiento practice, its origins, dynamics and nature, from the regional perspective of San Luis Potosí. Bearing in mind that the pronunciamiento was borne out of, and operated in a specific socio-political-economic context of constitutional disarray and transition, its analysis will also further our understanding of the broader socio-political culture not only of San Luis Potosí, but of Mexico in general. This in turn will contribute to the acknowledged need for reinterpretation and revaluation of the tumultuous period of early nineteenth-century Mexico. It will expose the period as an age of democratic revolutions; of intense political debate between emergent political groups and factions, who increasingly used the pronunciamiento to further an ideological stance, represent a spectrum of interests and force some kind of political change both at a national and regional level when all other constitutional options had been exhausted.

Norwegen und die Schweiz sind keine EU-Mitgliedstaaten, weil die Bevölkerungen die Integration mehrheitlich in Referenden ablehnte. Die enorme Mobilisierung und Emotionalisierung in den nationalen Integrationsdebatten kann weder durch ökonomische noch durch politische Umstände hinreichend erklärt werden, zumal die Eliten beider Länder mehrheitlich die Integration unterstützen. Die Hauptmobilisierungsressource von Euroskeptikern liegt vielmehr darin, tief verwurzelte nationale Selbst- und Fremdbilder zu reaktivieren. Diese Diskursanalyse beschreibt vergleichend, auf welche Art und Weise die größten euroskeptischen Akteure der Schweiz und Norwegens diesen Rückgriff auf das Nationale in Integrationsdebatten herstellen. Gefragt wird, wie die „Aktion für eine Unabhängige und Neutrale Schweiz“ (AUNS) und die eng mit ihr verbundene „Schweizerische Volkspartei“ (SVP) einerseits, und die norwegische Bewegung „Nein zur EU“ (norwegisch: Nei Til EU) andererseits, ihren Integrationswiderstand mittels nationaler Narrationen und Bildersprachen als sinnvoll darstellen. Hierzu werden umfangreiche euroskeptische Bild- und Textquellen referiert und gedeutet. Damit wird ein Beitrag zur Forschung über das Selbstverständnis, die Denkweise, die Rhetorik und das Tugendsystem anti-integratorischer Bewegungen geleistet. Denn Euroskeptiker verstehen sich primär als Verteidiger der guten nationalen Gemeinschaft. Diese Gemeinschaft und dessen Nationalstaat beschreiben sie als wärmer, natürlicher, näher, gerechter, effizienter, friedlicher und demokratischer als das integrierte Europa, welches als ferner, kalter, bürokratischer Superstaat EU dargestellt wird. / Norway and Switzerland are not member states of the EU, since the majority of the people rejected integration in several referenda. The emotionality and the enormous mobilisation in national debates on integration cannot sufficiently be explained by economic and political reasons, since the majority of the elites are supporting integration. Instead, the main resource of mobilisation for Eurosceptics lies in reactivating deeply rooted descriptions of national self and other. For carving out these collective images, this discourse-analysis compares how the major Eurosceptical actors of Switzerland, the “Action for an Independent and Neutral Switzerland” (AUNS) together with the tightly connected “Swiss People’s Party” (SVP), on one hand, and the Norwegian movement “No To EU” (NEI TIL EU), on the other hand, describe their actions as meaningful in their iconography and narrations. In doing so, the study refers to and interprets extensive material from Eurosceptical actors and contributes to the understanding of Eurosceptical self-perception, ways of thinking, rhetoric and virtue system. Here Eurosceptics perceive themselves mainly as defenders of the national community and its nation-state, which are regarded as warm, natural, close, justified, efficient, peaceful and democratic, while Europe is perceived as the cold, distant, bureaucratic superstate EU.

Die Dissertation untersucht mittels Lokalstudien die Massendemokratie der Zwischenkriegszeit im Medium der Praxis von Wahlkämpfen. Sie argumentiert, dass die britische Demokratie bereits in den 1920er Jahren in deutlich stärkerem Maße als die deutsche nach den Prinzipien eines politischen Marktes funktionierte. Während in der hiesigen politischen Kultur Wähler als Individuen von den Parteien umworben wurden, standen sie sich in Deutschland als Großgruppen und feste Anhängerschaften der Parteien als Gegner - und Feinde - entgegen. Das gab der demokratischen Auseinandersetzung in der Weimarer Republik ein kriegerisches Gepräge, im Kontrast zum pragmatisch-spielerischen Umgang mit Konflikt in Großbritannien. Erklären lässt sich dieser Unterschied aus den Traditionen der Eingewöhnung politischer Partizipation in beiden Ländern im Verlauf des 19. Jahrhunderts, die der „Politik“ in Deutschland ein deutlich höheres Gewicht im sozialen Miteinander mitgab als in Großbritannien. Das letztendliche Scheitern der Weimarer Republik an dieser Attributierung des Politischen mit Bedeutung und des Konflikts mit Ernsthaftigkeit, wirft die Frage auf, ob die moderne Demokratie für ihr Bestehen ein gewisses Maß an Gleichgültigkeit benötigt. / The thesis uses local contexts to study mass democracy in the inter-war period in the medium of electioneering practice. It argues that British democracy already followed the logic of a political market in the 1920s, to a much higher degree than was the case in Germany. Whereas parties wooed voters as individuals here, they were rather seen as part of big social groupings in German political culture, standing off against each other as opponents - and as enemies. This gave democratic contests in the Weimar Republic a war-like character, which stood in contrast to the pragmatic and playful way of dealing with conflict in Britain. The difference is explained by the traditions of how political participation had been learned throughout the 19th century in both countries, where the German path had resulted in 'politics' weighing much more heavily on social relations than was the case in Britain. The eventual failure of the Weimar Republic due to the attribution of meaning to everything political, and due to the seriousness of conflict, begs the question of whether modern democracy, to persist, requires a certain amount of disinterest among the electorate.
