One such change in the area of digitalisation is what is known as Vision e-health 2025, which is a vision that the Swedish government, municipalities and counties founded with the goal of being the best in the world in terms of e-health by 2025, thus keeping up with the continuous development and expectations of the society. The purpose of this study is to investigate how three different professions at health centres in Region Jonkoping work with the implementation of Vision e-health 2025 in terms of the implementation-theory defined understand, want and how -steps. The study is a comparative study with three in-depth interviews consisting of an operations manager, a development manager and a doctor. The overall conclusion of the study indicates that even if the various professions have some knowledge of Vision e-health 2025, and they in their daily work have the resources to be able to work with the vision and digitalisation, they lack deeper knowledge of Vision e-health 2025. As such, in order to fulfil the vision’s goals, they need more information and education on how they, in their professions, should work with Vision e-health 2025. One reasonable starting point could be to deepen their knowledge of the vision itself, as having a strong willingness and incentive to work with digitisation at their health centres is an inadequate foundation to actually implement the said vision and goals therein.

This study investigates how preschool teachers work with digitization in preschool, with a focus on motion pictures. I use three research questions, based on previous research linked to digitization in preschool, knowledge of educators, attitudes towards digitization and digital literacy: what attitude do preschool teachers have towards digitization and motion pictures? What competence do preschool teachers have for digitization and motion pictures? How do preschool teachers work with digital tools, with a focus on motion pictures? I use implementation theory (implementeringsteorin), and as a framework for collecting, reporting and analyzing the empirical data I use a distinction between to understand, to be able to use and to will. The survey is based on four qualitative and semi-structured interviews with four preschool teachers from municipal preschools in the city of Stockholm. The results show that preschool teachers mainly use the iPad as a digital tool in preschool, both when working with the children and for their own documentation and reflection of the work. Preschool teachers believe that they have sufficient knowledge of digital tools, but that they would like to learn more about how they can use them in preschool activities. They also want a bigger explanation for why they should use digital tools in preschool. Finally, this study shows that preschool teachers’ own attitudes to digitization have a great influence on whether they choose to use digital tools in preschool or not.

Arbetsmiljö och ledarskap - En studie av skolledares förebyggande arbete mot stress och utbrändhet

Sjukskrivningar till följd av stress och utbrändhet ökar bland arbetstagare. Ökningen är störst bland lärare. För att tydliggöra arbetsgivares ansvar gällande psykosocial arbetsmiljö trädde den 31/3 2016 en ny arbetsmiljöföreskrift, AFS 2015:4 i kraft. Trots detta fortsätter sjukskrivningar till följd av stress och utbrändhet bland lärare öka. Givet ovanstående är studiens syfte att undersöka vilka förutsättningar skolledare som arbetar i svenska grund- och gymnasieskolor upplever att de har för att arbeta förebyggande mot stress och utbrändhet. Vidare är syftet att undersöka huruvida skolledarna upplever att det föreligger någon skillnad i hur de arbetar förebyggande nu jämfört med hur de arbetade innan AFS 2015:4 trädde i kraft. Ovanstående analyseras för att, om möjligt hitta en förklaring till varför sjukskrivningar bland lärare fortsätter öka trots att AFS 2015:4 trätt i kraft och varit gällande i fyra år.Syftet uppfylls genom en intervjustudie där skolledare i grund- och gymnasieskolor intervjuas om vilka förutsättningar de upplever att de har för att bedriva förebyggande arbete, samt huruvida de upplever att skillnader i arbetssätt mellan ”nu och då” föreligger. En innehållsanalys görs av intervjuerna utifrån ett analysverktyg bestående av implementeringsteori i form av Lundquists (2001) förstå, kunna, vilja samt Job Demand-resourses-theory (Bakker & Demerouti 2017).Studiens slutsats är att skolledare visar god förståelse kring hur förebyggande arbete ska bedrivas, samt vilja att utföra det samma. Dock upplever skolledarna att de saknar tillräckliga ekonomiska resurser för att kunna bedriva ett fullgott förebyggande arbete mot stress och utbrändhet. Vidare framgår att skolledarna upplever att inga större skillnader föreligger i hur de arbetar nu kontra innan AFS 2015:4 trädde i kraft. En möjlig förklaring till att sjukskrivningar bland lärare ökar är att skolledarna saknar vissa ekonomiska resurser för att kunna arbeta förebyggande. Ytterligare en möjlig förklaring är att AFS 2015:4 inte är tillräcklig för att skapa förutsättningar för att ett fullgott förebyggande arbete ska kunna bedrivas. / Sick leave due to stress and burnout is increasing among workers. The increase is greatest among teachers. To clarify employers' responsibilities regarding the psychosocial work environment, on 31 March 2016, a new work environment regulation, AFS 2015: 4, came into force. Despite this, sick leave due to stress and burnout among teachers continues to increase. Given the above, the purpose of this study is to investigate how school leaders who work in Swedish primary and secondary schools describes the conditions to work preventively against stress and burnout. Furthermore, the purpose is to investigate if the school leaders interviewed feel that there is any difference in how they work preventively now compared to how they worked before AFS 2015: 4 came into force. The above is analyzed to, if possible, find an explanation for why sick leave among teachers continues to increase even though AFS 2015: 4 came into force and has been valid for four years.The purpose is fulfilled through an interview study where school leaders in primary and secondary schools are interviewed about what conditions they feel they have to conduct preventive work, and whether they feel that there are differences in working methods between "now and then". The interviews are analyzed based on an analysis tool consisting of implementation theory in the form of Lundquist's (2001) förstå, kunna, vilja (understanding, ability, will) and Job Demand resources theory (Bakker & Demerouti 2017) which are combined.The study concludes that school leaders show a good understanding of how preventive work should be conducted, as well as a willingness to perform the same. However, school leaders feel that they lack sufficient financial resources to be able to conduct adequate prevention work against stress and burnout. Furthermore, it appears that school leaders feel that there are no major differences in how they work now versus before AFS 2015: 4 came into force. One possible explanation for the increase in sick leave among teachers is that school leaders lack certain financial resources to be able to work preventively. Another possible explanation is that AFS 2015: 4 is not sufficient to create the conditions for full preventive work to be carried out.

Barnkonventionen i samhällskunskapsämnet : En studie om hur lärare implementerar och kommunicerarbarnkonventionen i undervisningen

Barnkonventionen har blivit lag, vilket ställer högre krav på elevers utbildning. För att elever ska bli respektfulla medborgare som tar hänsyn till andramänniskor utifrån de mänskliga rättigheterna, behöver lärare implementerabarnkonventionen på ett adekvat sätt i undervisningen. Kommunikation är enmetod som kan informera och fördjupa elevers förståelse och kunskaper omrättigheterna. Samhällskunskapslärare använder olika former avkommunikation vid arbete med barnkonventionens innehåll. Syftet med dennastudie var att synliggöra lärares arbete med att implementerabarnkonventionen i samhällskunskapsundervisningen. Studiens teoretiskaramverk och konkretiserade frågeställningar, låg till grund för denundersökning som gjordes. Data samlades in genom fem semistruktureradeintervjuer med ett målstyrt urval av lärare som undervisar årskurs 4–6 isamhällskunskap. Insamlade data transkriberades och analyserades utifrånfrågeställningar och det teoretiska ramverkets begrepp: förstå, kunna och vilja.Resultatet visar att lärare arbetar med att implementera barnkonventionen isamhällskunskapsundervisningen med varierande motivation. Projekt ochtemaarbeten framställs som bra arbetsmetoder för aktuell årskurs ochgemensamma diskussioner används som stående inslag. Resultatet indikerardock på att det kan finnas behov av organisatoriskt stöd i arbetet med attimplementera barnkonventionen i undervisningen. / <p>Godkänd 2023-06-07</p>

1177.se- lokal implementering av nationell webbplats, E-hälsa ur två perspektiv

Organisationer förändras ständigt för att tillgodose interna och externa krav. Dessa förändringar påverkar organisationens medarbetare på olika sätt. I takt med teknikutveckling och en ökad användning av internet nyttjar allt fler organisationer webben som kommunikationskanal. Inom hälso-och sjukvårdssektorn har webbaserade informations- och kommunikationstjänster blivit allt vanligare och fått samlingsnamnet E-hälsa. I Sverige är webbplatsen 1177.se en sådan E-hälsotjänst. Den här uppsatsen syftar till att undersöka hur organisationen Landstinget i Östergötland arbetar för att internt implementera och förankra den nationella webbplatsen 1177.se i sin verksamhet. Implementeringen undersöks ur två perspektiv, dels från medarbetare i sjukvården samt medarbetare på organisationens kommunikationsavdelning. För att uppnå uppsatsens syfte har en kvalitativ intervjustudie genomförts. Totalt sett har 12 medarbetare intervjuats. Intervjuerna skedde på tre olika avdelningar inom Landstinget i Östergötland. Resultatet belyser synen på organisationen, den interna kommunikationen och vikten av förankring och målsättningar som centrala teman för implementeringen av 1177.se. Organisationens kommunikationsavdelning arbetar för att fler medarbetare ska använda 1177.se i sitt dagliga arbete samtidigt som medarbetarna på sjukvårdsavdelningarna eftersöker mer tydlighet kring webbplatsens användningsområden. Slutsatsen dras att det upplevs svårt att kommunicera enhetligt med alla i en stor decentraliserad organisation, samt att nyttan med webbplatsen inte uppfattas lika mellan avdelningarna. Informationskvalitet, kunskap och chefernas roll som ambassadörer ringas in som avgörande i implementeringsarbetet. / Organization's are constantly under change in order to meet internal and external demands. These changes affect the organization's employees in different ways. As technology development, increased use of the internet as a communication platform, organizations more frequently uses the web as a communication channel. Within the health sector, web-based information and communication services are called E-health. In Sweden, the website 1177.se is such an E-health service. This essay aims to examine how the organization Landstinget i Östergötland implement and establish the national website 1177.se in their daily business. The implementation is examined from two perspectives, both from healthcare employee perspective and also from the perspective of employees of the organization's information department. To fulfill of the purpose of the essay a qualitative interview-study has been carried out. In total, 12 employees were interviewed, chosen from three different departments within Landstinget i Östergötland. The results illustrates the respondents view of the organization, internal communication, the importance of distinct establishment and the need of making objectives clear, as central themes for the implementation of 1177.se. The Information department is working to get more employees to use 1177.se in their daily work, while employees on health care services is seeking more clarity about the acctual use of the web-site. It is concluded that the perceived difficulty communicating consistently with everyone in a large decentralized organization and that the benefits of the website is not perceived equally between the departments. Information quality, ”training in use” and the managers role as ambassadors is pointed out as crucial in the implementationprocess on the three departments.

Building and Testing Theory on the Role of IT in the Relationship between Power and Performance: Implementing Enterprise Performance Management in the Organization

This research builds on the literature about power and performance, offering new theory that extends the literature by accounting for the transformational effects of information technology. The role of information technology in the relationship between organizational power and performance is unclear in the literature. Management literature offers theories describing the relationship between power and performance. IS literature investigates the relationship between information technology (IT) and power and between information systems technology and performance, but is silent on the impact of IT on the relationship between power and performance. The nature of this relationship – direct, moderating, or indirect – is unknown. Due to the ubiquity of information technology in organizations and society, it is necessary to theorize on the relationship between IT, power and performance. This study evaluates the implementation of Enterprise Performance Management (EPM) solutions in two case study organizations. The use of the IT portion of the EPM is the event of interest. In one case, the EPM implementation is considered a success. In the other, the EPM implementation is considered unsuccessful. Findings from each organization are compared and used to determine the overall research findings. The findings demonstrate the transformational potential of IT on the relationship between power and performance and provide insights that may lead to a deeper understanding of each. The findings of this case study point the way toward development of more detailed constructs and propositions that are testable, measurable, and refutable.

Implementation of International Programmes in Developing Countries : the Example of SAICM in Tanzania

The Strategic Approach to International Chemicals Management (SAICM) is an international framework on sound chemicals management with the objective that “by the year 2020, chemicals are produced and used in ways that minimize significant adverse impacts on the environment and human health”. SAICM was adopted at the International Conference on Chemicals Management in Dubai, United Arab Emirates, in February 2006. To prepare countries to be able to implement SAICM the United Nations Institute for Training and Research (UNITAR) is currently running Pilot Projects in three developing countries and one county with economy in transition: Belarus, Pakistan, Tanzania and Panama. Between October and December 2007 we were doing a Minor Field Study in Dar es Salaam, Tanzania, interviewing people involved in the implementation of their Pilot Project which is running from 2006-2009. Our paper consists of two parts, one descriptive and one analysing. In the first part we describe the initiation, the formulation, the implementation and the evaluation of SAICM and the Pilot Project in Tanzania and in the second part we analyse opportunities and hindrances for a successful implementation of the Pilot Project and SAICM in Tanzania. How is the UN governing the implementation, what resources of finances, knowledge, institutions and time does Tanzania have and how is the implementation influenced by different actors interests? We argue that the there is mixture of the top-down and the bottom-up models and that this mixture is fruitful, we argue that Tanzania has enough finances, knowledge and time to implement SAICM but lack institutions, and finally that the different interests are not too various to harm the process.

"Men, det brister vid frågan om resurser": En granskning av Polisprojekt Tomelilla

Föreliggande studie har granskat det brottsförebyggande projektet ‘Polisprojekt Tomelilla’, vilket implementerades i Tomelilla kommun som ett pilotprojekt mellan maj 2015 och juni 2016. De brottspreventiva insatserna infördes bland annat till följd av en ökad kriminalitet hos dem unga i Tomelilla kommun och var således ett samarbete mellan polis, socialtjänst, skola, arbetsförmedling samt fritidsverksamhet. Rådande undersökning är uppdelad i två delstudier, där delstudie 1 baseras på intervjuer medan delstudie 2 analyserar officiell brottsstatistik. I delstudie 1 utröntes de deltagande aktörerna i ‘Polisprojekt Tomelilla’ upplevelser av arbetet samt vilka förutsättningar som fordras för liknande samverkansprojekt. Delstudie 2 undersökte huruvida projektet verkade förebyggande gentemot ungdomarnas utförda skadegörelse, olaga hot samt bruk av narkotika. Resultatet i delstudie 1 påvisade en hos aktörerna övergripande positiv uppfattning av projektet men att det existerade förbättringsområden. Resurser, engagemang och god samverkan betraktades huvudsakligen vara grundläggande för att bedriva liknande projekt. Delstudie 2 konstaterade att projektet inte genererat någon påtaglig brottsförebyggande effekt. Avslutningsvis diskuteras bland annat resultatet kopplat till teori samt hur tolkning av statistik kan ha kommit att påverka studiens utfall. / The present study has examined the crime prevention project 'Polisprojekt Tomelilla', which was implemented in Tomelilla municipality as a pilot project between May 2015 and June 2016. The crime preventing actions were principally introduced as a result of the increased crime rates among young individual’s in Tomelilla municipality, and was thus a collaboration between police, social services, school, employment services and the community youth center. The paper is divided into two sub-studies, where sub-study 1 is based on interviews while sub-study 2 analyzes official crime statistics. In sub-study 1, the participating actors experiences of the work with ‘Polisprojekt Tomelilla’ and conditions required for similar collaboration projects was examined. Sub-study 2 investigated whether the project appeared to prevent adolescents perpetrated criminal damage, unlawful threats and use of drugs. The result in sub-study 1 demonstrated an overall positive perception of the project, but that there were areas for improvement. Resources, commitment and functioning collaboration were considered to be fundamentally essential for carrying out similar projects. Sub-study 2 found that the project did not generate any significant effect on the crime rates. Lastly, the result is discussed, inter alia based on theory and how interpretation of statistics may have influenced the study's outcome.

Barnets rättigheter i Svenska kyrkan : Hur införandet av barnkonsekvensanalyser har implementerats i församlingsinstruktioner

This thesis has studied how the decision of the Church of Sweden to introduce Child Impact Assessments has changed the way children and adolescents are mentioned in Pastoral instructions. Using quantitative and qualitative content analysis and the theory of implementation, it has studied how often children and adolescents are mentioned and how the rights of the child are concretized in the latest versions of the Pastoral instructions in the 13 Cathedral Parishes. Central to this study are the three foundational perspectives on the rights of the child: a Child’s-rights perspective, a Children’s perspective, and A Child’s perspective.   The thesis concludes that while the overall frequency of references to children and adolescents in the Pastoral instructions has doubled since the introduction of Child Impact Assessments, the parishes have not satisfactorily considered the rights of the child, since only a few instructions have made use of the three perspectives. The thesis argues that, in order for the parishes to fully implement the Church’s decision, and to better consider the rights of the child in their future work, there is a need for educative efforts towards staff in the parishes.

För att värna om och stärka barns straffrättsliga skydd infördes lagen om barnfridsbrott den 1 juli 2021. Lagstiftningen ämnar att betona barns särskilda utsatthet i samband med bevittnande av våld mellan två omsorgspersoner. Syftet med den aktuella studien är att undersöka hur lagstiftningen fungerar bland praktiker inom Polismyndigheten och socialtjänsten i Malmö stad, detta genom att undersöka deras upplevda förutsättningar och potentiella hinder vad avser möjligheterna att utreda barnfridsbrott. Datainsamlingen består av sju kvalitativa semistrukturerade intervjuer med yrkesverksamma tjänstemän inom de två berörda myndigheterna. Genom en tematisk innehållsanalys identifierades fyra huvudteman. Studiens resultat indikerar att det skett en omfattande kunskapsutveckling på området våld i nära relation och att lagstiftningen upplevs tillvarata barnets rättigheter genom de ökade möjligheterna att höra barn utan vårdnadshavares tillstånd. Respondenterna redogör för utmaningar såsom tidsfristen och den ökade mängden barnförhör. De ger även uttryck för att socioekonomiska faktorer spelar en avgörande roll gällande våld i nära relation. Därtill betonar dessa vikten av ett välfungerande brottsförebyggande arbete som tar avstamp i en effektiv samverkan. Avslutningsvis framhålls vikten av att genomföra fler utvärderingar av lagstiftningens praktiska tillämpning. / In order to safeguard and strengthen children's criminal law protection, the violation of a child’s integrity became Swedish law on the first of July 2021. The legislation intends to emphasize children's vulnerability in regard to witnessing violence between two caregivers. The purpose of the current study is to investigate how practitioners within the Police Authority and the social services in the city of Malmö experience the function of the legislation. This is done by examining their working prerequisites and potential difficulties regarding the possibilities of investigating cases of violation of a child’s integrity. The data collection consists of seven qualitative semi-structured interviews with professionals within the two agencies. Through a thematic content analysis, four main themes were identified. Results indicate that there has been an extensive development of knowledge in the field of intimate partner violence and that the legislation is perceived to safeguard children's rights through the increased ability to interrogate children without caregivers' consent. The respondents describe challenges such as the time limit and the increased number of interrogations. In addition, they express that socio-economic factors play a decisive role regarding intimate partner violence. They also emphasize the importance of a well- functioning crime prevention that is based on cooperation between agencies. Finally, it is regarded as important to conduct further evaluations of the legislations' practical implementation.
