The aim of the study has been to find out children’s librarians’ views on and management of media that contains topics with a controversial nature and also to find out how this affects the public library as a democratic institution. We have conducted the study by interviewing six children’s librarians. By using Vestheim’s terms value rationality and instrumental rationality, we have been categorizing the answers from our informants and thus identified two different points of view. Our study shows that topics that the children’s librarians consider controversial among themselves and their users are: racism, discrimination of women, violence, sex, drugs, the use of language, stereotypical gender descriptions, pee and poo, Christmas and religion. Our informants also point out that it is the description of the topic in question that is most important. Our informants generally manage media with controversial topics by showing an open attitude towards the media and by not doing anything at all, but sometimes they replace it, remove it or choose not to purchase it at all. Controversies with the users are not common and if they do occur it is often adults who criticize media that they consider inappropriate for children and teenagers. Our informants mean that it is of most importance to listen to children’s and teenagers’ opinions, and they also point out that no topic is off limits on their public library. This shows that the public library can function as an important democratic arena for the children and teenagers in our society.

Hållbart och digitaliserat : Policyimperativ inom biblioteksväsendet / Sustainable and digitalised : Policy imperatives in the library sector

Since the launch of United Nations Agenda 2030, sustainable development has been a goal of the Swedish government. Furthermore, Sweden has vowed to be second to none in taking advantage of the potential benefits of digital technology. Both goals can be construed as policy imperatives, and as such, they have implications for the publicly financed library sector. The aim of this master’s thesis is to clarify the meaning of sustainable development and digitalisation in a public library context in order to facilitate a critical discussion within LIS of these two imperatives. Firstly, the thesis attempts to determine, by using Quentin Skinner’s historical method, what official policy documents published by the government and National Library of Sweden want to express by using sustainable development and digitalisation with regard to the library sector. Secondly, it tries to discern whether the two policy objectives are in accord, or in conflict, with one another. The analysis shows that both policy imperatives are in concord with established activities performed by libraries, and, furthermore, may strengthen the library sector as a positive societal force. However, in order to convey this impression, features that may run counter to the stated goals are disregarded, or downplayed. The study points to a mixed result regarding potential conflicts between the two policy imperatives. On the one hand, digitalisation undermines environmental sustainability, on the other hand, it strengthens economic sustainability. In the case of social sustainability, the impacts of digitalisation can be both beneficial and detrimental.

Demokratins dilemma: Toleransens gränser och kampen om lika rättigheter

Political tolerance is defined as the willingness to tolerate political ideas, actions, or practices of others that one disapproves of or finds objectionable. Tolerance is considered an indispensable democratic virtue. Contemporary debate in liberal, pluralistic societies covers a variety of controversies regarding tolerance as a concept, its exact meaning as well as its practical boundaries. Other factors such as different perceived threats by the majority group lower tolerance towards minority groups even in democratically stable countries. Sweden as a state rest on a strong liberal democratic foundation with emphasis on individual freedom and dignity as well as to the idea of political equality. Meanwhile, Sweden is confronted with increasing intolerant attitudes and public expressions of intolerance towards immigrants as well as other minority groups. Another consequence is hesitation among citizens to publicly express their opinions and a sense of self-censorship. Thus, the state fails to guarantee all individuals their equal right to political freedom and self-determination.  Although previous research has recognized the challenge of balancing political tolerance with other democratic values such as equality and autonomy, no such study has yet been conducted. This thesis is a contribution to the field of research. The aim is to empirically study how tolerance is expressed from a liberal democratic perspective on freedom of expression and thought towards three minority groups in Sweden: Jews, the Saami people, and Muslims. Applying a qualitative, comparative method, the thesis analyses how tolerance is expressed in media based on three liberal democratic core values: participation, autonomy, and equality. The chosen method provides a deeper understanding of how toleration is expressed towards each minority group. It also shows how the minority groups equal right to freedom of expression and thought is perceived. The results show that each minority group provides a different perceived threat in which toleration towards them are affected. The results therefore questions if there is an indication of a difference in the perception of citizens equal right to freedom of expression and thought in Sweden as a liberal democratic, pluralistic state.

The purpose of this study is based on a implementation theoretical perspective, to understand, want, and be able to study the conditions for social studies and science teachers at the upper secondary school level to implement the content of The Instrument of Government on freedom of speech, freedom of opinion and discrimination. The study is based on the political scientist Lennart Lundqvist’s implementation theory of understanding, will and ability. To fulfill this purpose, we have conducted eight semi-structured interviews, which consists of four social studies teachers and four science teachers. Based on the material we received through the eight interviews, we can conclude that not all teachers that participated in this study understand the content on freedom of speech, freedom of opinion and discrimination. All teachers described through their self- image a will to implement the content of The Instrument of Government on freedom of speech, freedom of opinion and discrimination when they handle value conflicts. Even though many teachers haven’t experienced discrimination in value conflicts it is still important to work with it. The teachers had the knowledge in common as the main factor which enabled them to implement.

This thesis considers the individual drivers of migration in modern Swedish emigration and the subsequent decision to remain in the host country. The study draws on primary data from 14 semi-structured digital interviews with Swedes who have emigrated and permanently settled down in different locations in the United States. Through the push- and pull framework, individual cases have been considered whilst also comparing the findings with previously identified drivers in migration research. The sociological findings of this study present the collectivist Swedish norm Jantelagen (‘The Law of Jante’) as a prospective push-factor in both the decision to emigrate and to permanently settle down in the U.S. Subsequently, certain discrepancy exists on the macro level of Swedish society as both radically individualistic with collectivistic norms expecting individual conformity. The result implies that emigration is an option to break free from normative restrictions for certain individuals. Relatedly, the perception of a negative political development, restricted freedom of opinion, and self-censoring political correctness are explicit push-factors for some Swedes to emigrate and/or reside permanently. Furthermore, higher levels of stimulation in education and work, easy access to the job and housing market in the U.S. could be linked to the migration driver subjective well-being/happiness. Network often influenced the emigration and led to perceived lifestyle improvement. Moreover, the initial push and pull factors proved to be inconstant as motives and circumstances in the migration process changed e.g. in case of separation from a partner.

This study aims to increase the understanding of the complexity regarding how teachers handle and promote students’ right in relation to their professional roles within the school. This qualitative study is based on semistructured interviews with eight student teachers who are studying to become middle and highschool teachers. The reaserachquestions used to reinforce the studies purpose are the following: ”What experiences have teacher education students had regarding challenges in the classroom concerning students' freedom of expression, and what strategies did they use to adress theese?” and ”How do the student teacher think these challenges will shape their roles as future teachers?”. The results show that there is a wide variety in student teachers' experiences of challenges and solutions regarding freedom of expression and other similar democratic values in the classroom. These experiences turn out to have a great impact on the student teachers' attitudes toward their future profession. This study underscores the importance of supporting and guiding student teachers through challenges related to democratic values in the classroom.
