Providing non-formal education to the semi-nomadic Bahima and Karimojong pastoralists in UgandaOwiny, Charles Dickens 31 January 2006 (has links)
This study examines the current pastoralists' education situation in Uganda in
the context of the education policy established, and non-formal education
interventions being conducted among the Bahima and Karimojong pastroralists
by both Governmental and Non-Governmental Organizations, as an attempt to
address the problems and issues of illiteracy and pastoral development.
It is evident that education for pastoralists in Uganda creates a social
consciousness with values, norms, knowledge and skills, which have a complex
and dynamic relationship among the pastoralists.
The problems of investigation in this research focus on information available on
the functioning of pastoralism for effective provision of non-formal education
programmes to the Bahima and Karimojong pastoralists; and how effectively the
providers of non-formal education programmes can integrate the nomadic
livelihood in the provision of non-formal education
The literature review has focused on the Bahima and Karimojong pastoralists,
but attempts have also been made to draw relevant lessons from other nomadic
groups like Gypsies, travellers, and occupational travellers. The review has been
intended to sharpen specific aspects related to pastoral and national education
practices that can enable appropriate and strategic provision and implementation
of non-formal education programmes to occur among the Bahima and
Karimojong pastoralists in their pastoral context.
Qualitative research methods used in the study were fundamentally relevant and
suited for locating the meaning that semi-nomadic Bahima and Karimojong
pastoralists placed on events, processes and structures of their lives, their
perceptions, assumptions, prejudgments, presumptions, and for connecting these
meanings to the social world around them.
Presentation and analysis of data is divided into three sections including a recast
of the items in the interview schedules, a summary of the research findings
presented on a conceptually clustered Matrix Sheet, and a presentation of the
data analysis resulting form the data displayed on the Matrix Sheet.
Recommendations of the study have been clustered under the following three
thematic categories:
· Relevance of non-formal education programmes to the Bahima and
Karimojong pastoraslist,
· Factors for implementation of non-formal education programmes, and
· Strategies for implementation and sustenance of non-formal education

Observation et commande d'une classe de systèmes non linéaires temps discret / Observation and control of a class of nonlinear discrete-time systemsGasmi, Noussaiba 14 November 2018 (has links)
L’analyse et la synthèse des systèmes dynamiques ont connu un développement important au cours des dernières décennies comme l’atteste le nombre considérable des travaux publiés dans ce domaine, et continuent d’être un axe de recherche régulièrement exploré. Si la plupart des travaux concernent les systèmes linéaires et non linéaires temps continu, peu de résultats ont étaient établis dans le cas temps discret. Les travaux de cette thèse portent sur l’observation et la commande d’une classe de systèmes non linéaires à temps discret. Dans un premier temps, le problème de synthèse d’observateur d’état utilisant une fenêtre de mesures glissante est abordé. Des conditions de stabilité et de robustesse moins restrictives sont déduites. Deux classes de systèmes non linéaires à temps discret sont étudiées : les systèmes de type Lipschitz et les systèmes « one-sided Lipschitz ». Ensuite, une approche duale a été explorée afin de déduire une loi de commande stabilisante basée sur un observateur. Les conditions d’existence d’un observateur et d’un contrôleur stabilisant les systèmes étudiés sont formulées sous forme d’un problème d’optimisation LMI. L’efficacité et la validité des approches présentées sont montrées à travers des exemples académiques / The analysis and synthesis of dynamic systems has undergone significant development in recent decades, as illustrated by the considerable number of published works in this field, and continue to be a research theme regularly explored. While most of the existing work concerns linear and nonlinear continuous-time systems, few results have been established in the discrete-time case. This thesis deals with the observation and control of a class of nonlinear discrete-time systems. First, the problem of state observer synthesis using a sliding window of measurements is discussed. Non-restrictive stability and robustness conditions are deduced. Two classes of discrete time nonlinear systems are studied: Lipschitz systems and one-side Lipschitz systems. Then, a dual approach was explored to derive a stabilizing control law based on observer-based state feedback. The conditions for the existence of an observer and a controller stabilizing the studied classes of nonlinear systems are expressed in term of LMI. The effectiveness and validity of the proposed approaches are shown through numerical examples

STRAFFRÄTTSLIG PLIKT ATT BISTÅ NÖDSTÄLLD : En analys med huvudfokus på Norges lagstadgade plikt att bistå nödställd samt på Sveriges reglering angående medhjälp till självmordLarsson, Mona January 2011 (has links)
SAMMANFATTNING Sverige har ännu ingen straffrättslig plikt att bistå nödställd som en del andra nordiska länder har. Genom ett dagsaktuellt direktiv har det begärts att eventuella följder vid ett införande av en sådan plikt skall utredas. Plikten är uppsatsens huvudämne och det ämnas redogöra för konsekvenser av ett eventuellt framtida införande av denna plikt. Historiskt sett har ett flertal motioner lämnats om införande av plikt att bistå nödställd. Kritik handlar om att det är straffritt att se på utan att ingripa då andra till följd av olyckor eller brott hamnat i nöd. Motionerna har varje gång efterföljts av avslag. Grunden till detta baserar sig huvudsakligen på problem med lagens allmänna ordalydelse där det skulle bli svårt för allmänheten att förutse vad som är tillräcklig hjälp och inte. Sådan plikt ansågs också överflödig dels på grund av att Sverige har flertalet specialbestämmelser med påbud om ingripande men även för att allmänheten ser det som en moralisk plikt att hjälpa nödställda. Då området för konsekvenserna är oöverskådligt har jag valt att fokusera på två huvudproblem som grund till frågeställningarna. Den första frågan är om Norges lagstadgade plikt i § 387 NSL är en god förebild för Sverige vid utformning av bestämmelsens ordalydelse och tillämpning av densamma? Den andra frågan rör medhjälp till självmord som är straffritt i Sverige. Kan detta straffria område komma att påverkas rent straffrättsligt vid införande av plikt att bistå nödställd? För att besvara dessa frågor har en i huvudsak rättsdogmatisk metod med komparativa inslag valts. Då Norges stadgande ligger till grund för en av frågeställningarna är det naturligt att huvudfokus ligger på detta grannland. Vid äkta underlåtenhetsbrott är det uttryckligen underlåtenhet att vidtaga en påbjuden handling som är den straffbelagda gärningen. Oäkta underlåtenhetsbrott kriminaliserar en underlåtenhet som är kausal till uppkommen effekt. Dock måste gärningsmannen befinna sig i garantställning för att straffansvar skall kunna utkrävas vid detta brott. Handlingsplikten kan uppstå genom åligganden i lag, avtal eller eget föregående handlande. Det sistnämnda innebär att gärningsmannen själv framkallat en viss fara som resulterat i en effekt, det vill säga skada av något slag, där garanten bestraffas för underlåtenhet att avvärja denna effekt. Norges § 387 NSL är utformad som ett äkta underlåtenhetsbrott, men uttryckligen i lagtexten stadgas att för det fall den nödställde omkommer utdöms ett högre fängelsestraff än om denne överlever. I praktiken tillämpas stadgandet som om det vore ett oäkta underlåtenhetsbrott där den underlåtande straffas för uppkommen effekt. Tidigare nämndes att i svensk rätt sker detta endast vid oäkta underlåtenhetsbrott där gärningsmannen är garant. Slutsatsen tillhörande den första frågeställningen är att Norges stadgande inte bör ses på som en god förebild vid ett eventuellt införande av hjälpplikt då allmänheten indirekt hamnar i garantställning och straffas i enlighet därmed. Den andra frågeställningen gällande huruvida den straffria medhjälpen till självmord kan komma att påverkas av nämnda plikt besvaras jakande. Den som försöker begå självmord är i nöd. När medhjälparen underlåter att rädda den nödställdes liv kan denne dömas för underlåtenhet att bistå nödställd. Hur denna problematik för svensk del skall hanteras förtäljer inte historien.
