The aim of this thesis is to, based on teachers’ experiences, describe and analyse meanings of teachers’ leadership in general, and in relation to children in need of special support in particular. The study was carried out within the tradition of participatory-oriented research, a research circle. The dialogues in the circle were based on the participants’ questions, experiences, interests, and knowledge. The circle included a researcher and nine teachers from the following types of schools: preschool, preschool class, compulsory school, and compulsory school for pupils with learning disabilities. The study is based on an understanding of leadership as a relational practice. Leadership is practised in the interaction between teacher and child. Both parties exert influence over the practice of leadership. A central assumption in the study is that knowledge can develop through and in interactions between people, that knowledge and power are connected, and that knowledge and actions are intertwined. Another central assumption is that learning is a complex phenomenon. In the analysis of the research circle’s dialogues, the following meanings of teachers’ leadership emerge: to facilitate learning and discipline, and to promote different interests. The practice of leadership involves teachers handling complex situations in their interactions with ‘all’ children, i.e. children in need of special support and children without such needs. Leadership is practised between teachers and children, and the teachers have to consider the group of children as a collective in relation to the individual children. At the same time, the teachers have to consider their intentions versus what happens during the interactions. In addition, the teachers have to pay heed to the fact that their own actions and the children’s actions influence one another. Finally, the teachers have to consider the individual child’s ‘best interest’ in relation to the requirements of the policy documents. Furthermore, the results indicate that the practice of leadership is perceived as both unpredictable and, to some extent, predictable at the same time, which adds to the complexity of leadership. The teachers cannot know for sure what the children understand or if the children’s actions facilitate learning. However, the teachers can make certain assumptions about how to practice leadership in order to facilitate learning and discipline in children with different needs. The meanings of leadership were expressed in different ways in the circle’s dialogues; both as enabling and limiting in interactions with children in need of special support. One of the study’s conclusions is that leadership seems to be particularly complex in interactions with children in need of special support. The research circle’s dialogues served to promote a democratic knowledge process. The dialogues were characterised by respect for the participants’ different opinions; however, this does not mean that they were free from power structures.

Reassembling Local E-Government : A study of actors’ translations of digitalisation in public administration / Spänningar i kommunal e-förvaltning : En studie av hur digitalisering översätts i offentlig förvaltning

The digitalisation of society decidedly affects public administration. Swedish public administration has long worked with information technologies for an effective and improved management of public services. But new and increased use of information technologies in society poses new challenges. New demands on information security are increasing, while accessibility and transparency are important priorities in policies on digitalisation in public services. However, the central government’s ambitions and expectations with regard to digitalisation face a slow and hesitant implementation in local governments. There are important differences between municipalities in priorities, local needs, and implementation mechanisms in connection with e-government. In this thesis, I argue there is a need to reconsider the role of governance mechanisms in e-government. There is a need to understand local translations of national policies and technological developments in relation to the goals of more effective and legitimate public administration. The main purpose of this thesis is to analyse tensions that emerge in the implementation of egovernment in local public administration. On the basis of a constructivist and interpretivist approach, I have undertaken two empirical studies. One focuses on municipal administration of education in Linköping. The other focuses on a governance network on digitalisation policy in Östergötland. The studies are presented in four papers. The issues addressed in the papers are further analysed with a focus on four fields of tension, using network governance theory and translation theory. This shows that the implementation of e-government in local public administration is a tension-laden process. The four fields of tension relate to: different logics and dilemmas for adoption and implementation; concerns and ambiguities in a context of unclear organisational and institutional arrangements; concerns and resistance from professional users; and a reassessment of the meaning of security as a reference for the interpretation of information security. I contend that established managerial and evolutionary models of e-government leave important process-related aspects out of the analysis of change in public administration. The contribution of this thesis lies in its description and analysis of the four identified fields of tension. One significant implication of my analysis is that reassembling current  governance mechanisms in local public administration is crucial. / Samhällets digitalisering påverkar tydligt den offentliga förvaltningen. Svensk förvaltning har länge arbetat med datorer för effektivisering och förbättrad administration. Men idag ställs nya krav då digitala verktyg för informationshantering och kommunikation används allt mer i samhället och på nya sätt. Kraven på säker informationshantering ökar, samtidigt som tillgänglighet och transparens är viktiga ledord i policyer kring digitaliserad förvaltning. I Sverige är det tydligt att regeringens ambitioner med digitaliseringen av förvaltning inte går i linje med vad som sker och implementeras i kommunerna. Skillnaderna ligger i hur e-förvaltning prioriteras, förankras i lokala behov och implementeras. Därför krävs både förbättrad styrning och tydligare möjligheter att lokalt översätta nationella policyer och internationell teknikutveckling för en effektivare och mer legitim digital förvaltning. Syftet med avhandlingen är att analysera implementering av digitalisering i kommunala förvaltningar utifrån nätverksstyrning (governance) och översätts av olika aktörsgrupper.Studiens konstruktivistiska och tolkande ansats baseras på två empiriska studier. Den första handlar om kommunal utbildningsadministration och den andra om den regionala digitala agendan i Östergötland. Studierna  presenteras i fyra artiklar. De övergripande slutsatserna pekar på spänningar som uppstår när digitaliseringen blir en del av den kommunala förvaltningspraktiken. Spänningarna har identifierats i relation till medarbetarnas varierande kompetenser, informationssäkerhet samt kommunernas olika resurser och kompetenser vilka betingas av dess storlek och förutsättnignar. Bidraget visar att etablerade  managementmodell och evolutionära perspektiv är otillräckliga för att tolka och förklara hur digitaliseringen förändrar kommunal förvaltning. Istället framhålls betydelsen av att skapa förståelsen för hur digtalisering översätts i olika sammanhang. Analyserna pekar på behovet av att öppna för nya sätt att styra och organisera digital offentlig förvaltning.

Minority rights in Kosovo : A case study on Torbeshis experiences / Minoritetsrättigheter i Kosovo : En fallstudie om Torbesjers upplevelser

Ever since Kosovo’s declared Independence in 2008, the nation has opted for a multi-ethnic approach by adopting a legal framework that contains several laws promoting and protecting minority rights, although these have remained rather stagnant in implementation. The minorities in Kosovo have furthermore been affected by the Serb-Albanian relations and inter-ethnic tensions by creating divisions and societal challenges. The purpose of this study is to examine the current situation for minorities in Kosovo, along with studying the limitations and possibilities of the implementation of minority rights and societal opportunities. Additionally, this is a case study based on the experiences and views of Torbeshis being a minority in Kosovo which exemplifies the situation of how minority rights are expressed in a social and political context. The  methodological approach of semi-structured interviews was applied which provided the primary data consisting of empirical findings and results from interviews. The data was then analyzed with the assistance of the theoretical framework of social constructivism, along with the intersectionality concept as a complementary tool with an applied narrative analysis. The results indicated that the inadequate implementation of rights is the common denominator concerning minorities' situation, possibilities, limitations and experiences. The focus of the international community on Serb-Albanian relations has further shifted the attention from minority issues. Although the legislative framework is advanced, minorities generally seem to face more limitations than possibilities, with potential for a positive turn. Minorities face limitations such as security concerns, freedom of movement caused by linguistic obstacles, together with restricted participation and access in political life. The Torbeshis face similar issues as mentioned, together with forms of discrimination, ethnic redefinition, assimilation and interrelationship between to major ethnic groups. / Sedan Kosovos förklarade självständighet 2008 antog konstitutionen en lagstiftningsram innehållande flera lagar som främjar och skyddar minoritetsrättigheter, men trots implementeringen har dessa lagar förblivit relativt stillastående i praktiken. Kosovo definierar därmed sig själva som ett multietniskt samhälle i samband med fastställandet av dessa lagar. Minoriteterna i Kosovo har dessutom påverkats av Kosovos efterkrigstid och den Serbisk-Albanska dynamiken där spänningar mellan etniska grupper förekommer i landet och skapar diverse splittringar och samhällsutmaningar för minoriteterna. Syftet med denna studie är att undersöka den aktuella situationen för minoriteter i Kosovo, tillsammans med de existerande begränsningar och möjligheter som finns för implementeringen av minoritetsrättigheter och samhällsmöjligheter. Studien tillämpar en fallstudie som utvärderar Torbesjers erfarenheter av att vara en minoritet, vilket illustrerar hur den nuvarande situationen av minoritetsrättigheter uttrycks i en viss social och politisk kontext. Det metodologiska tillvägagångssättet som tillämpas är semistrukturerade intervjuer och utgör det primära materialet bestående av resultat från intervjuer samt empirisk data. Datan analyserades sedan med hjälp av det teoretiska ramverket social konstruktivism med intersektionalitetskonceptet som ett kompletterande verktyg, och slutligen applicerades en narrativ analys för att behandla datan. Resultatet av studien visar på att den otillräckliga implementeringen av rättigheterna är den gemensamma nämnaren när det kommer till minoriteters situation, möjligheter, begränsningar och erfarenheter. Det omfattande fokus som läggs på relationen mellan serber och albaner av det internationella samfundet skiftar ytterligare uppmärksamhet från minoritetsfrågorna. Trots den avancerade lagstiftningsramen verkar minoriteter i Kosovo möta fler begränsningar än möjligheter, med potential för en positiv förändring. De begränsningar som minoriteter bemöter i Kosovo är säkerhetsproblem, rörelsefrihet, språkliga hinder, samt ett begränsat deltagande och tillgång i det politiska klimatet. Torbesjer står inför liknande problem, tillsammans med former av diskriminering, etnisk omdefiniering, assimilering och ett mellanförskap i förhållande till de etniska majoriteterna i landet.

Att balansera kraven : En kvalitativ studie om controllers funktion i relation till ledningens behov / How to balance the requirements : A qualitative study about the controller’s function in relation to the management's needs

Bakgrund & problem: Controllerfunktionen är i litteraturen ett omtalat ämne och det finns delade meningar om vad funktionen bör innefatta och hur utvecklingen sett ut. Det saknas däremot studier som undersöker hur funktionen samspelar med ledningens behov samt huruvida det kan uppstå spänningar mellan funktion och behov. Det är relevant att studera eftersom vi vet att det förekommer en agent-principalrelation i offentlig sektor men inte huruvida det kan kopplas till controllern och ledningen. Det medför att det finns en kunskapslucka att fylla avseende balansgången mellan funktion och behov samt spänningar när dessa kolliderar. Syftet: Syftet med studien är att studera controllers funktion i relation till ledningens behov för att kunna ta reda på vilka spänningar som kan uppstå när funktion och behov inte samspelar för att kunna förstå hur controllers balanserar kraven utifrån ledningens behov. Metod: För genomförande av studien har en kvalitativ forskningsansats applicerats. För att besvara frågeställningarna och syftet med studien har en intervjustudie genomförts med tio olika controllers och sex individer från ledningen i totalt sju olika svenska myndigheter. Studien har genomförts med semistrukturerade intervjuer och är uppbyggd utifrån fyra huvudsakliga avsnitt: teoretisk referensram, empiriska data, analys och slutligen resultat & slutsats. Den teoretiska referensramen beskriver controllers funktion inom de fyra arbetsområdena: informationshantering, planering & uppföljning, riskhantering samt strategiskt beslutsfattande. Empiriska data har sammanställts genom en omfattande empirigenomgång med fokus på controllers uppfattning samt ledningen uppfattning utifrån controllers fyra arbetsområden. Syftet med avsnittet är att skapa förståelse för controllers och ledningens uppfattning. Vidare presenteras analysavsnittet som avser att beskriva hur begreppsparet, funktion och behov, samspelar med varandra samt att identifiera spänningar. Slutligen konkluderas studiens resultat i ett slutsatsavsnitt för att besvara frågeställningarna. Slutsats: Studien konkluderar att spänningar kan uppstå mellan controllerfunktionen och ledningens behov när begreppsparet inte matchar varandra. De främsta spänningarna som identifierats är: agent-pricnipalproblematik, egenintresse, informationsasymmetri samt olika uppfattningar om funktionens innebörd. Vidare kan slutsatsen dras att controllern balanserar funktion gentemot ledningen. Balansering görs främst genom tydlig kommunikation, frekvent dialog samt ömsesidiga förväntningar. / Background & problem: The controller function is a discussed topic in the literature and there are divided opinions about what the function should include and how the development has looked. However, there is a lack of studies that examine how the function interacts with the management's needs and whether tensions can arise between function and needs. It is relevant to study because we know that there is an agent-principal relation in the public sector but not whether it can be linked to the controller and management. This means that there is a knowledge gap to be filled regarding the balance between function and needs and tensions when these collide. Purpose: The purpose of this study is to study the controller's function in relation to management's needs to find out what tensions can arise when function and needs do not work together in order to understand how the controller balances the requirements based on management's needs. Method: For the implementation of the study, a qualitative research approach has been applied. To answer the research questions and the purpose of the study, an interview study has been carried out with ten different controllers and six individuals from management in seven different Swedish authorities. The interview study has been conducted with semi-structured interviews and is structured based on four main sections: Theoretical reference frame, empirical data, analysis and finally conclusion & results. The theoretical reference frame describes the controller's function within the four work areas: information management, planning & control, risk management and strategic decision-making. The empirical data has been compiled through an extensive empirical review with a focus on the controller's perception of the management in contrast based on the controller's four work areas. The purpose of the section is to create an understanding of the controller's and management's view. Furthermore, the analysis section is presented, which intends to describe how the pair of concepts: function and need, interact with each other and to identify tensions. Finally, the results of the study are concluded in a conclusion section to answer the research questions. Conclusion: The study concludes that tensions can arise between the controller function and management's needs when the pair of concepts do not match each other. The main tensions identified are agent-principal problem, self-interest, information asymmetry and different perceptions of the function's meaning. Furthermore, the conclusion can be drawn that the controller balances its function against management needs. Balancing is mainly done through clear communication, frequent dialogue, and mutual expectations.

Working Together : Exploring Relational Tensions in Swedish Academia

This study explores the basic social conditions for high-quality university research, and focuses on research in science and technology in Sweden. Swedish research policy has adopted more of a market perspective on academic research and its role in society. This has meant the promotion of competition between researchers, increased focus on efficiency at universities, and attempts to make academia harmonize more with industry and other actors. How do such policies affect the variety of perspectives within the academic system? How do they affect the positions and identities of individual academics? These issues are discussed through the concept of "relational tensions". Relational tensions refer to social strains arising when interacting actors have different perspectives. Relational tensions can stimulate creativity, but may also cause unproductive conflicts. The discussion is underpinned by interviews with university researchers and a case study of Uppsala BIO-X, a program to commercialize university research in biotechnology. Typical cases of relational tensions are identified. These concern both interpersonal relations and differences between organized science and industry. A notable observation concerns potential frustration of individual academics, as competition and efficiency tends to make their positions and identities more contested. Researchers cope with relational tensions in three identified ways: socialization, seclusion, and lateral authority. Socialization is natural and often necessary, but reduces the variety of perspectives. Seclusion serves to retain variety and independence, but reduces interaction with others. Lateral authority is to formally or informally lend a researcher more authority, which improves the chance of maintaining a variety of perspectives without reducing interaction. The sustained usefulness of academic research arguably depends on its ability to foster and communicate a variety of perspectives. Hence, (i) promoting lateral authority seems fruitful within academia and in relations between academia and industry, and (ii) encouraging competition and efficiency may to some extent be counterproductive. / Research Excellence and Science-Based Industrial Systems
