The roots of civic apathy in local government

The dissertation deals with the roots of civic apathy in local government, and the main emphasis is to establish the root cause/s of civic apathy. The hypothesis: 'civic apathy is a phenomenon intensified by ignorance and a feeling of powerlessness and frustration on the electorate' is tested in this study. To examine further specific aspects of civic apathy, including establishing the cause/s and effects of apathy, the author conducted a quantitative research in the Northern Metropolitan Area m Johannesburg, using questionnaires and literature study as the research method. The hypothesis advanced in the dissertation has been validated insofar as it has been argued and demonstrated that indeed people can feel powerless and frustrated if they are deliberately being excluded from, or denied the opportunity to participate actively in their local government activities. The main finding is that civic apathy is intensified by ignorance. Daar is gebruik gemaak van 'n opnamemetode en die opleidingsprestasie van kandidaatbestuursdienstepraktisyns is vergelyk met die resultate wat kandiddate behaal het in hulle evaluering tydens die gestruktureerde onderhoud. Korrelasies is bereken tussen die tellings behaal vir elke dimensie wat die onderhoud evalueer en die tellings onderskeidelik behaal vir elke opleidingsmodule voltooi tydens die 1 0-weke-bestuurs-dienstesertifikaatkursus wat aangebied word deur die Technikon Pretoria. Die resultate behaal in die ondersoek dui op lae, nie-beduidende korrelasies tussen die gestruktureerde onderhoud as keuringsinstrument en die kandidaatbestuursdienstepraktisyns se prestasie tydens opleiding. Die resultate dui dus daarop dat die Targeted Selection Interview wat die Suid-Afrikaanse Polisiediens toepas, nie opleidingsprestasie voldoende voorspel nie. / The aim of this study is to investigate the validity of the structured interview, in the form of the Targeted Selection Interview technique to predict training success of management services practitioners in the South African Police Service. A survey method has been used to obtain the data regarding the training success of candidates and the evaluation results of the structured interview. The correlation was calculated between scores obtained for every dimension measured by the interview and the scores for every training module compl~ted on the 1 0-week management services certificate course, presented by the Technikon Pretoria. The results obtained indicates low, insignificant correlations between the structured interview as selection instrument and the training results of candidate Management Services practitioners. A study of the livid world of the patient with borderline personality disorder in New Zealand

Borderline Personality Disorder (BPD) is a major health problem and is associated with considerable psychosocial distress and impairment, resulting in a high degree of morbidity and a significant impact on the mental health system. Patients with BPD are difficult to treat clinically, the main issue being engaging the patient and then maintaining the relationship. Patients with BPD constitute 10-20% of psychiatric inpatients, utilise a large amount of mental health resources and have a 10% successful suicide rate. Therefore, it is essential that attention is given to improving effectiveness of treatment approaches for patients with BPD, including engagement. The purpose of the study was to explore and describe the lived world of patients with BPD in order to develop supporting guidelines to improve non-compliance of patients with BPD. The objective of the study was to develop guidelines to improve compliance, which is expected to minimise self-harm risks and improve the quality of the patients’ lives. A qualitative, phenomenological methodology was chosen because it is particularly well suited to study human experiences of health (LoBiondo-Wood & Haber, 2011:141). It is a design that emphasizes discovery through interpreting meaning as opposed to quantification and prediction. Understanding and interpretation of data was thus the hallmark of the research design. This phenomenological study examined human experiences through the descriptions provided by the people involved, i.e. lived experiences. Data collection was done using recorded interviews guided by a semi-structured interview schedule. Memos collected during interviews supplemented the data. Data analysis was hallmarked by constant comparison, contextualisation and description of emerging themes. The main findings, described in three main themes, were the importance of the relationship with the clinician, the overwhelming feelings experienced by the patients and the sense of futility in treatment. These were all linked to the lack of hope the patient felt regarding their clinician, ever being able to manage their continuously oscillating emotions and the purpose of treatment. The findings led to the construction of guidelines to foster initial and continued engagement in treatment with patients with BPD. 家長諮詢訓練方案之成效探討-以台北縣家庭教育中心為例 / Effectiveness of Parental Consultation Training Program-Using the Volunteer Taipei Family Education Center as Sample

本研究目的在探討家長諮詢訓練方案對提昇輔導志工自我效能,以及改善家長教養行為的實驗成效。實驗處理為家長諮詢訓練方案,其內容以諮詢服務的觀點,結合父母效能系統訓練和焦點解決短期治療的理念與技術。研究對象以台北縣家庭教育中心的輔導志工48人(實驗組和控制組各24人),以及接受輔導志工諮詢的家長31人(實驗組18人,控制組13人),研究工具為輔導志工自我效能量表以及父母教養行為量表。資料處理採二因子混合設計變異數分析。研究結果發現,接受訓練方案之實驗組輔導志工較控制組輔導志工在自我效能有顯著的提昇;接受訓練方案之輔導志工較控制組輔導志工,其親職諮詢對父母的教養行為改善有顯著效果。本研究的結論顯示家長諮詢訓練方案確實能提昇輔導志工自我效能及有效改善家長教養行為,並據此對家庭教育中心的親職諮詢、親職教育、諮商實務和未來研究提出具體建議。 / This study aimed at examining the effectiveness of parental consultation training program applied to volunteer counselors and the indirect effect of the training program on parental nurture behaviors. Forty eight participants of volunteer counselors in Taipei Family Education Center were randomly divided into experimental and control groups.Thirty one parents received consultation service participated in this study.The measures were volunteer counselors self-efficacy scale and parental nurture behaviors scale. Analysis of the statistical data utilized two-way mixed ANOVA. Results indicated that the self-efficacy of the volunteer counselors in experimental group were significantly higher than those in control group after the training program and follow-up.The parents of experimental group in parental nurture behaviors was higher than those control group. This study demonstrates that the parental consultation training program is effective in enchancing self-efficacy of volunteer counselors and in improving the parental nurture behaviors. Suggestions regarding parental consultation, parental education, and counseling practice for family education center are proposed in the future research.

Participation and Legitimacy : Actor Involvement for Nature Conservation

This PhD thesis in environmental science aims to contribute to the theoretical and empirical understanding of the relation between participation and legitimacy in multi-level environmental governance. It is widely assumed that actor involvement has great potential to improve the legitimacy of nature conservation through long-term acceptance and target achievement. However, local resource conflicts problematize the way a relation between participation and legitimacy is depicted on other administrative levels. Studies exploring the effect that participation has on legitimacy are relatively rare, especially in multi-level arrangements of coastal conservation. In this thesis the relation between participation and legitimacy on the local level is examined, as well as how this relation is conditioned by multi-level governance and power. The relation is empirical studied with two local implementation processes of the Helsinki Convention’s network of marine protected areas (HELCOM MPAs). The cases are located in Sweden. Sweden and the Baltic Sea region are in the forefront of participation in nature conservation, and therefore act as a strong case for the exploration of institutional participation. However, despite apparent political will and international support, the efficiency of actor involvement for nature conservation has been questioned, also for the HELCOM MPA and especially on the local level. Based on the results of this study, I question the assumption that weak legitimacy predominantly is an issue of insufficient information sharing. The findings show that involving actors to legitimize the adoption of strict adherence to a pre-established model of conservation likely fails to create long term support for conservation. Instead, relocation of power to the affected actors seems essential in order to make participation establish legitimacy. It appears important to create room for local influence in the design, management and implementation of a particular conservation area in the particular place/context. In both examined cases, there are elements of participation that support legitimacy, for example the development of a shared vision. There are also elements that hamper legitimacy, such as, for example, the high expectations different actors have on participation to reach consensus on protective values. These unmet expectations seem to fuel conflicts of interests among actors on different levels. / Världens hav är i kris. Med ett stort internationellt tryck för att skydda dem har den svenska regeringen satt ambitiösa mål för etablering av marina reservat. Beslutsfattare och forskare har höga förväntningar på att lokalt deltagande underlättar etableringen. Men utan verkliga möjligheter för lokalt deltagande att påverka besluten så verkar förväntningarna orealistiska, med allvarliga konsekvenser för legitimitet av miljöskydd. Avhandlingen undersöker relationen mellan deltagande och legitimitet i svensk östersjöförvaltning genom att studera samrådsprocesserna för Gräsö marina naturreservat och St Anna-Missjö marina skyddsområde. Studien visar på både positiva och negativa samband mellan deltagande och legitimitet, beroende på kvalitén av deltagande. Olika lokala aktörer är djupt engagerade i resursfrågor och vill ha möjlighet att diskutera dessa med staten. Lokala aktörer uttrycker besvikelse och frustration om samråden har en begränsad inverkan på faktiska beslut. Besvikelsen kan underminera stödet för naturskydd och försämra relationen mellan stat och lokala aktörer i längden. I ett av de undersökta fallen var de lokala aktörerna engagerade i att formulera en gemensam vision för området tillsammans med myndigheterna, något som annars är ovanligt. Det visade sig ha en mycket positiv effekt på samrådsprocessen och legitimiteten av naturskyddet.

Living with the Bui dam; implications for community livelihoods

The objective of this study was to develop an understanding of the effects of the construction of hydro dams on nearby communities. The construction of the 400 megawatt Bui dam (8o16I 42II N, 2o143I 9 I I W) in Ghana has inundated seven communities and nearly a quarter of Bui National Park, including the destruction of community resources that provide for the livelihood needs of the people living near the dam. The dam led to the resettlement of seven communities, coordinated by the Bui Power Authority. Concerns expressed about the resettlement process indicate some weakness in stakeholder consultations relating to the resettlement, as well as weakness in the development of opportunities to address the anticipated effects of the Bui dam, including effects on community assets. These issues were examined through a study of how the construction of Bui Dam was perceived by local communities representing several ethnic-linguistic groups, including the Ewe, Mo, and Nafana. A mixed methods approach was used in the research, including document analysis, quantitative interviews of 329 households, key informant interviews with 22 households, and case studies of four families, including two families each from resettled and non-resettled communities. Data was obtained from 13 nearby communities, 7 of which had been relocated because of the dam. The study considered examined how the Bui Dam was perceived to influence seven capital assets: cultural; natural; social; human; political; physical; and financial. Overall, people perceive these capital assets to be decreasing in most aspects as a result of the Bui Dam, with some variability among households. This variability was explored through analysis of a number of predictor variables: relocation, ethnicity, livelihood type, age, and gender. Villages not relocated tended to perceive effects less negatively, as did people of Nafana ethnicity, and those who rely mainly on a farming livelihood. Gender and age had little effect: gender mediated effects on some aspects of social and political capital, while age affected only some aspects of cultural capital. Further analysis through the use of multiple regression analysis was undertaken to determine the relative influence of each of these predictor variables. Overall, each multiple regression analysis was significant, with high R squared values ranging from 0.761 to 0.260. The most powerful predictor was whether communities had been relocated or not (“relocate”), which was significantly related to each capital asset, with beta values ranging from 0.826 to 0.418. “Livelihood” was the next most important predictor variable, significantly related to all capital assets and with beta values varying from 0.520 to 0.231. “Ethnicity” was a significant predictor for four of seven capital assets, with beta values ranging from 0.133 to 0.055. “Gender” was a significant predictor variable for two of seven capital assets (social capital, with a beta value of 0.084, and political capital, with a beta value of 0.119). “Age” was a significant variable for just one capital asset (cultural), with a beta value of 0.038. In summary, this study is consistent with other studies that have examined the effect of dams on the livelihoods of nearby communities in that for most households the consequences have been negative, although not as severe for those households that were not forced to relocate, people of Nafana ancestry, or people who rely mainly on farming. Les effets du débat public dans la nouvelle ville de Montréal : regard sur le plan d'urbanisme et sa mise en oeuvre

Débat public, participation, délibération, autant de termes utilisés pour parler de normes et de dispositifs qui participeraient au nouvel « impératif délibératif » (Blondiaux et Sintomer 2002). Ce mémoire présente une analyse du débat public sur le plan d'urbanisme de Montréal avec un schéma d'analyse inspiré de celui de Simard et Fourniau (2007). Notre discussion du processus de débat porte non seulement sur la phase formelle des audiences publiques, mais aussi sur les étapes de concertation en amont et sur divers processus plus ou moins publicisés en aval. Ceci permet une réflexion d'ordre procédural plus riche qui considère la diversité des dispositifs dans une perspective de complémentarité. Pour chercher des effets du débat public sur le plan d'urbanisme, nous adoptons le parti de la congruence (Offner 1993), ce qui nous amène à une analyse de l'interaction entre des dynamiques contextuelles et des mobilisations des participants au débat. Certaines de ces congruences concordent avec des modifications au plan d'urbanisme. Notre étude propose aussi des implications du contexte particulier de la nouvelle ville de Montréal (avec la création des arrondissements) sur le contenu du débat public, sur certaines de ses manifestations procédurales ainsi que sur sa portée. Notre dernier chapitre montre que la dynamique du débat public en aval, dans la phase de mise en oeuvre du plan d'urbanisme, se déploie beaucoup plus dans les débats sur les grands projets que sur les mécanismes prévus à cette fin, qui comportent des embûches de par leur faible publicité et le caractère technique du processus réglementaire. Dans l'ensemble, notre étude met en lumière l'importance du contexte : autant le processus de débat que ses effets s'inscrivent dans des dynamiques contextuelles. / In this master thesis, the mechanisms of public debate used to discuss the urban master plan of Montreal are analysed with a framework inspired by Simard and Fourniau (2007), which contains a serie of deliberative criterion. Public debate is used as a terminology to include diverse possible mechanisms and norms of debate and of public participation. Our discussion covers not only the formal phase of the debate (in the public hearings) but also the informal forums. We conclude that this allows for a richer procedural analysis based on a perspective of complementarity between diverse mechanisms of public debate. In the search for effects of the public debate on the urban master plan, we found a number of cases where contextual dynamics interacted with the demands of participants. These « congruences » (Offner 1993) concurred with the evolution of the planning document. This master thesis also presents interesting findings related to constraints on public debate brought about by the particular political and institutional context of Montreal. The coordination between the scale of the central city and the newly constituted boroughs had implications on the content of the debate, on procedural components as well as on its impact in the plan and the implementation phase. This suggests that studies of public debate and of public participation events should consider as an important dimension the contextual dynamics.
