Pricing American style employee stock options having GARCH effects

Magister Scientiae - MSc / We investigate some simulation-based approaches for the valuing of the employee stock options. The mathematical models that deal with valuation of such options include the work of Jennergren and Naeslund [L.P Jennergren and B. Naeslund, A comment on valuation of executive stock options and the FASB proposal, Accounting Review 68 (1993) 179-183]. They used the Black and Scholes [F. Black and M. Scholes, The pricing of options and corporate liabilities, Journal of Political Economy 81(1973) 637-659] and extended partial differential equation for an option that includes the early exercise. Some other major relevant works to this mini thesis are Hemmer et al. [T Hemmer, S. Matsunaga and T Shevlin, The influence of risk diversification on the early exercise of employee stock options by executive officers, Journal of Accounting and Economics 21(1) (1996) 45-68] and Baril et al. [C. Baril, L. Betancourt, J. Briggs, Valuing employee stock options under SFAS 123 R using the Black-Scholes-Merton and lattice model approaches, Journal of Accounting Education 25 (1-2) (2007) 88-101]. The underlying assets are studied under the GARCH (generalized autoregressive conditional heteroskedasticity) effects. La symptomatologie non motrice de la maladie de Parkinson s’accompagne fréquemment d’un défaut de contrôle cognitif. Le contrôle cognitif faisant référence à un ensemble de processus facilitant le traitement de l’information et la production de comportements adaptés, son altération impactera de très nombreuses capacités cognitives. Parmi ces capacités, nous nous intéresserons plus spécifiquement, d’une part, à la production orale de mots évaluée à travers les tests de fluences verbales et, d’autre part, aux processus favorisant la production d’actions intentionnelles en situation motivée comme évaluée par la Simon Task motivée. Par notre première étude nous remettrons en question l’hypothèse d’un défaut de contrôle cognitif comme origine principale de la réduction des performances aux tests de fluences verbales à la suite de la stimulation cérébrale profonde du noyau subthalamique. En effet, nous n’avons pas mis en évidence de relation entre cette altération et une modification de l’activité métabolique des régions frontales supportant le contrôle cognitif, ou une modification des performances à d’autres tests nécessitant un contrôle cognitif efficient. Les travaux suivant, portant sur le contrôle des actions motivées démontrent, d’une part, que la production d’actions guidées, non pas par des tendances d’actions impulsives, mais par des tendances d’actions en accord avec les intentions, est plus ardue lorsqu’une récompense financière est mise en jeu. D’autre part, le traitement de la maladie de Parkinson, aussi bien par dopathérapie que par stimulation cérébrale profonde du noyau sous-thalamique module le fonctionnement des processus impliqués, suggérant un rôle particulier des noyaux gris centraux. Nous discuterons des processus cognitifs et neuronaux impliqués et proposerons des perspectives de recherche aussi bien neuroscientifiques que cliniques. / The nonmotor symptoms of Parkinson’s disease frequently include a cognitive control deficit. Cognitive control refers to a set of processes that promote information processing and the production of appropriate behaviours, so its impairment can have an impact on a wide range of cognitive abilities. We focused on just two of these abilities: oral word production, as assessed with phonemic and semantic verbal fluency tests; and cognitive action control in an incentive context, as assessed with a rewarded Simon Task. In our first study, we questioned the hypothesis that the reduction in verbal fluency performances observed following surgery for subthalamic nucleus deep-brain stimulation is mainly due to a cognitive control deficit. Results failed to reveal a relationship between this reduction and either modified metabolic activity in the frontal regions subtending cognitive control or modified performances on other tests requiring efficient cognitive control. In our second and third studies, investigating cognitive action control in an incentive context, we showed that the production of intention-driven actions, as opposed to impulsive ones, is more difficult when a monetary reward is at stake. We also demonstrated that treatment for Parkinson’s disease, whether it takes the form of dopaminergic medication or subthalamic stimulation, modulates the functioning of these processes, suggesting that the basal ganglia have a role in them. We discuss the cognitive and neural processes involved and outline future avenues for both neuroscientific and clinical research.

Inledning: Revisionsbranschen kan ses som en del av en profession med en tanke om att bidra till samhällsmässigt intresse genom att objektivt och oberoende förmedla ekonomisk information. En profession är beroende av kompetent och kvalificerad personal för att kunna upprätthålla god revisionskvalitet. För att utföra deras jobb ges stort utrymme för att själva bestämma över tillvägagångssättet för arbetet. Å andra sidan kan revisionsföretagens intressen ses som kommersiella med en tanke om att alla företag är vinstdrivna och styr för att uppnå affärsmässiga mål. Dessa två perspektiv kan ses som motstridiga och står i konflikt till varandra, men som båda måste tas hänsyn till och är viktiga för byråns överlevnad. Syfte: Syftet med studien är att få en förståelse för hur revisionsbyråer använder incitament för att hantera problematiken kring kommersialism och professionalism. Metod: En kvalitativ studie har genomförts på tre företag i revisionsbranschen. Empirin har samlats in genom semistrukturerade intervjuer. Slutsats: Studien visar att företagen fungerar som en hybrid och styr för både kommersialism och professionalism beroende på den givna situationen, genom både finansiella och icke-finansiella incitament. Vi kan även se att företagens starka socialiseringsprocess bidrar till ett community för att säkerställa att kommersialism och subjektiva intressen inte kan ta över. / Introduction: The auditing industry can be seen as part of a profession with the idea of contributing to societal interest by objectively and independently conveying financial information. A profession is dependent on competent and qualified employees in order to maintain good audit quality. In order to do their job, there is room for themselves to decide on the approach to the work. On the other hand, the interests of the audit firms can be seen as commercial, with the idea that all companies are profit-driven and govern to achieve business goals. These two perspectives can be seen as contrasts and in conflict with each other, but both must be taken into account and are important for the agency's survival. Purpose: The purpose of the study is to gain an understanding of how audit firms use incentives to handle the problems of commercialism and professionalism. Method: A qualitative study has been conducted on three companies in the auditing profession. The empirical data has been collected through semi structured interviews. Conclusions: The study shows that the companies work as a hybrid and control both commercialism and professionalism depending on the given situation, through both financial and non-financial incentives. We can also see that the companies' strong socialization process contributes to a society to ensure that commercialism and subjective interests cannot take over.

員工最適激勵契約設計-股票與股票選擇權之應用

就現階段的企業經營型態而言,專業人才的良窳以及培育訓練可能遠勝於公司有形資產的多寡,這種情形在高科技產業尤其明顯。企業為了留住優秀人才,必須提供許多激勵措施。就我國企業而言,最普遍的激勵措施是員工分紅配股制度。然而,在此制度下,容易產生員工短視近利的缺失。歐美等國較常採行所謂的股票選擇權制度,由於此種制度具有激勵未來的特性,屬於「長期的激勵因子」,更能使員工與股東的利益趨於一致。因此,財政部為順應高科技產業的需求,於民國八十九年准許上市公司實施員工股票選擇權制度,此制度開放後,勢必影響到我國企業對於員工長短期激勵誘因的最適決策。  本文的主要目的在於利用訊息理論中的「代理模型」,探討股東與員工雙方在「訊息不對稱」下,股東如何設計最適的員工激勵契約。站在股東極大化期望財富的立場,建構一套綜合現金、股票以及股票選擇權的理論模型,並經由模型運算推演,試圖達到下列的研究目的:(1) 在長短期激勵誘因契約下,分別推導出最適員工誘因強度、最適基本薪資以及最適員工努力水準;(2) 比較長短期激勵誘因的最適員工努力水準,驗證股票選擇權制度是否具有提高員工努力程度的激勵效果;(3) 站在股東與員工各自追求期望財富極大化的立場,探討雙方對長短期誘因制度的偏好。  經由模型分析,可得到以下幾點結論:(1) 員工努力程度不受長短期激勵誘因的影響,股票選擇權的作用或許只在於留住人才以及加深員工對公司的忠誠度;(2) 股東在擬定最適長短期激勵誘因強度時,必須考量公司股本大小、員工對風險的趨避態度、努力投入的成本係數以及景氣波動對公司未來收益的影響;(3) 影響員工最適認股權證比率的大小,除了上述提到的因素外,還包括認股權證的避險比率,股東可以藉由觀察公司股價的高低,以協助長短期激勵誘因的決策擬定;(4) 股東與員工基於期望財富極大化的立場,對於長短期誘因契約的偏好會產生利益不一致的現象,雙方面臨的是一場無法達到雙贏局面的零合遊戲。

我國全權委託契約業務規範體係之研究 / Agency theory of discretion account

本文主要應用代理理論來評估建議目前全權委任契約的規劃草案。為深入瞭解全權委託契約的法律及經濟特性,本研究參考日本全權委託業務規範、及研究我國目前全權委託法令內容。藉實地訪談投顧業者以窺視業界對全權委託法令的真正看法,最後乃利用代理理論做為草案規範體系之基礎及進行評估。 在研究日本全權委託業務規範時,本研究發現日本的做法與目前我國草案的內容與精神大致上相同,因此難以日本作法來給我國全權委託規劃一些建議;至於規範台灣全權委託業務主要法規為「證券投資顧問事業管理規則」修正草案(重點內容請看第三章第二節),至本研究結束時還未經立法院三讀通過,為了要充分了解草案內容及業界意見,本研究在慎選二家投顧業者訪談後,發現相關法條中有許多不太合理的地方,例如為什麼在受託投資金額超過二十億元後,業者只要提存五千萬元的保證金就可以了,這樣是不是有圖利大型業者?以及對委託人而,開放業者投資國內開放型受益憑證似乎多此一舉了!(請看第三章第三節) 至於在應用 Holmstrom (1979) 代理理論方面,本研究認為此規範體系應具備以下特徵:1.在全權委託契約中不得採用固定佣金結構,否則主理人(投資者)將承擔所有全權委託契約的風險,如此代理人的道德危險會益加嚴重;2.應適當允許以績效為基礎的變動佣金結構,惟這種代客操作契約設計中的 F(x;a) 必具備一階強勢優勢的條件;3.要令 F(x;a) 的一階強勢優勢的條件在績效基礎的代客操作契約中能有效存在,則提出六個方法乃是必要條件(非充分條件)。(請看第四章第三節) 最後本文乃以先前所做的研究做為基礎,針對相關法條提出問題及建議方案,惟這部分的建議純粹是以本研究出發,完整的建議內容有賴各方面專家的共同參與才行。本文也希望對於此方面有興趣的研究者能參考本研究對後續研究者之建議部分,例如公會自律制度研究及歐美國家全權委託制度的研究均是十分值得繼續採所的領域。 / This study applies agency theory to assess the appropriateness of the regulatory framework of discretion account proposed by the Taiwan SFC (Securities and Futures Commission) which mainly imitates from Japan. This study considers investor as the principal and delegated investment company as the agent. Since the effort level of agent is unobservable, plus the interest conflict existing between the principal and agent, a rational agent would have moral hazard. If we plan to have an effective regulation of discretion account, it is necessary to design an efficient contract for eliminating or reducing agent's moral hazard. This study hypothesizes that Holmstrom's second-best agency contract could be the one for establishing an efficient regulatory framework of discretion account. Therefore, this study uses the propositions developed by Holmstrom (1979) to establish a proposed efficient regulatory framework for the business of discretion accout, including disclosure system and an incentive mechanism.

母子公司交叉持股之資訊內涵與經濟誘因之實證研究 / An Empirical Study on the Information Content and Economic Incentive of Parent-Subsidiary Cross Holdings

我國法令原則上禁止庫藏股的交易,但實務上相當盛行母公司透過本身可完全控制的子公司來買回母公司股票,從經濟實質的觀點來看,此一交易屬於實質的庫藏股交易。本論文之目的在探討我國「子公司買回母公司股票」之實質庫藏股交易的資訊內涵,是否和資訊假說的含意相符;其次驗證對於發生諸如借殼上市之經營權移轉情形的公司而言,「子公司買回母公司股票」交易和公司大股東出脫持股俾追求自利的經濟誘因是否有關。研究主題一共發展3個研究假說,主要擬瞭解我國子公司買進母公司股票之交易行為的資訊內涵,俾了解此交易傳遞之資訊本質,並評估市場反應是否和此資訊有關。第二個研究主題共發展4個假說,係探討借殼上市公司內部人在借殼成功後,是否會利用子公司買進其借殼時增加的持股或融資交易的股票,俾舒解資金壓力。此外,亦驗證交易過程中的股價行為,是否和內部人為極大其獲利水準而可能進行股價操縱的股價行為相同。   本論文是以84年至87年為研究期間,兩個主題的樣本係相互獨立。實證結果顯示:關於主題一-子公司買進母公司股票傳遞之資訊本質,本研究發現,平均而言,以子公司買進母公司股票當季與後續四季為基準,母公司在此交易的後續期間並無表現出優於預期的盈餘績效(相對於配對公司),而且在交易後亦無法觀察到分析師對母公司盈餘預測有顯著的正向修正(相對於配對公司)。另外,在控制內部人淨買入、公司規模、子公司購買股數、資金需求與產業趨勢等變數後,本研究並未發現子公司買進母公司股票時的股價反應,和母公司當季與下一季的異常正向盈餘績效有顯著的正向關係。總而言之,國內實務界雖然宣稱子公司買進母公司股票係傳遞看好母公司未來前景的訊息,但本研究的證據顯示,這項交易並非傳遞母公司未來盈餘變動的資訊,同時,此交易引發的正向市場反應,似乎並非來自投資人對母公司未來績效的預期,故從股價操縱的角度來看,此一股價效應可能來自於母公司刻意創造,但其實與母公司經濟實質無關的泡沫股價。   關於主題二-借殼上市公司透過子公司買進母公司股票之經濟誘因-的實證結果顯示:在控制其他因素後,借殼上市公司在借殼成功的後續期間,子公司買回母公司股票之交易發生後,相較於無此交易的配對公司而言,其內部人持股比例和融資餘額有顯著降低的情形。基於這類公司大股東有套現的特殊動機,故可合理懷疑,這項證據和內部人籍子公司買進母公司股票來出脫持股俾套現獲利有關。此外,分析結果發現:子公司買回母公司股票交易前有正向的股價效應,此一股價行為和內部人操縱下的股價型態相符,但交易後的股價水準則並未顯著低於交易前的股價。吾人推測此一結果,可能肇因於投資人受到誤導,以致本研究未能觀察到後續反轉下跌的股價行為。   整體來看,子公司買進母公司股票之交易並非如實務界所宣稱,係傳遞公司未來前景較佳之資訊,反而可能和內線交易與股價操縱有關。因此,本研究支持目前財政部擬議中嚴格禁止或限制母子公司交叉持股的方案,此外,本研究應有助於投資人做投資決策時,對於母子公司交叉持股的本質有所了解。 / Companies are not allowed to buy back any of its own shares except in some special cases according to the Company Laws in Taiwan, but the practice that parent companies repurchase their own stocks through subsidiary companies (which is so called parent-subsidiary cross-holding transactions) is popular currently. From the economic substance view, the parent and subsidiary companies are treated as a single economic entity, and the parents' stocks held by their subsidiaries are treasury stocks in substance. Since the authorities and investors are all concerned with this issue, and previous work in this area is limited, this thesis investigates the information content and economic incentives of these transactions. Specifically, there are two research questions in this dissertation. The first is whether the transactions that subsidiary companies purchase parents' stocks convey any information about parents' future prospects? And whether the stock price reactions around announcement dates are positively related to parents' subsequent earnings changes. The next question is whether these transactions are motivated by insiders' intent to sell their own shares for self-interest? And is the stock price behavior around announcement dates consistent with the explanation that stock price is manipulated?   The findings of the first research question are as follows. First, I find no evidence that there are positive aggregate unexpected quarterly earnings relative to a size and industry-matched control sample over the announcement quarter and subsequent four ones. Second, the significant evidence that there are positive revisions of earnings forecasts by analysts around announcement dates also cannot be found. Finally, a regression analysis shows that there is no significant positive relation between positive abnormal stock returns at announcement and positive quarterly earnings changes over quarter 0 and quarter I. In summary, the results are not consistent with the implication of the information hypothesis. I find no systematic support for the firms' claims that the meanings behind parent-subsidiary cross holding transactions are to convey managements' private information about parents' favorable prospects.   With regard to the second research question, I focus primarily on those listed companies whose controls are obtained by unlisted companies through purchasing outstanding shares in the open market, these companies are not included in the sample of the first question. As predicted, I find systematic support for the hypotheses that shares owned by insiders and companies' margins decrease relative to control groups immediately following parent-subsidiary cross holding transactions announcements and that abnormal stock returns before and at announcements are positive. However, I show that the abnormal stock returns after the announcements do not fall bellow those before announcement dates significantly. In summary, the findings indicate that these transactions maybe a means for informed insiders to sell their own shares at manipulated high prices in order to alleviate the huge capital pressure by self-interest.   Overall, the transactions that subsidiary companies purchase parents' stocks are more likely to have relation to insider transactions and stock price manipulation, rather than convey favorable information about parents' prospects as what firms claim. Therefore, this thesis supports an act of prohibiting or limiting parent-subsidiary cross holdings proposed by the Ministry of Finance strictly. Besides, the results in this thesis may be helpful for investors to understand the nature of parent-subsidiary cross holdings when they make investment decisions.

本論文包含二篇與公司財務相關之文章,第一篇文章嘗試在考量總體經濟條件和公司生產力衝擊下,建構一個簡單結構式模型以探討公司之資本結構決策。特別的是,由該模型可得到公司最適負債比率與總體經濟條件衝擊之報酬波動性呈反向關係,惟公司最適負債比率與公司生產力衝擊之報酬波動性呈正向關係。第二篇文章係利用對稱寡占產業均衡模型,以探討產業內經理人薪酬決策之異質性。即使產業內所有公司皆為同質,在模型均衡下存在有些公司會採取激勵性薪酬,而其他公司則不採取激勵性薪酬。該模型預期當市場競爭性增加時,產業內公司經理人薪酬決策會更具異質性。此外,上述二篇文章皆分別以美國製造業資料進行實證,並且實證結果均符合其模型之預期。 / This dissertation proposes two essays about corporate finance. Essay one develops a simple structural model to investigate a firm’s capital structure choices in consideration of macroeconomic conditions and firm-level productivity shocks. The model particularly generates the implication that the optimal debt ratio is negatively correlated to the return volatility of macroeconomic conditions, but positively correlated to that of firm-level productivity. Essay two is contributed to explore the heterogeneity of the compensation decision within the industry by employing a symmetric oligopoly industry equilibrium model. Within the equilibrium some firms will adopt incentive pay while others will not, even though all firms are ex ante identical. The model predicts that there is more heterogeneity in the compensation decision as the intensity of market competition increases. Both of the two essays further provide empirical evidence of the US manufacturing industry to support the model implications.

The adoption of advanced mobile commerce services by individuals: investigating the impact of the interaction between the consumer and the mobile service provider

This research investigates the impact of the interaction between the consumer and mobile service provider on the adoption of advanced mobile commerce services by existing consumers of mobile technology. These factors include: 1) Perceived Relationship Quality (PRQ), which is the consumer’s evaluation of the quality of his/her relationship with the mobile service provider, and 2) Perceived Value of the Adoption Incentive (PVI), which is the consumer’s evaluation of the value of incentives that are offered by the service provider to entice him/her to adopt the mobile service. The influence of these factors on consumer attitudes and intentions towards adopting mobile commerce services is studied and compared with three other well-known adoption factors including perceived usefulness, ease of use and the subjective norm. / This study was undertaken in three parts. Firstly, a conceptual study was conducted to investigate and analyse the existing literature on consumer adoption of mobile commerce services. This phase started with a general review of the existing studies using a novel model: the Entities-Interactions Framework, EIF. The EIF explains adoption behaviour in terms of interactions between the consumer and the other entities including the mobile service, the service provider and the social system. This framework was used to analyse the extent to which important adoption factors have been covered by past research and therefore identify the research questions. The conceptual study resulted in the development of a research model and relevant hypotheses. / Secondly, a large-scale questionnaire survey was conducted to test the research model and the proposed hypotheses. This part of the research helped give a broad picture of the influence of consumer-service provider factors on consumer adoption of mobile commerce services. Thirdly, face-to-face interviews with mobile phones users were conducted in order to validate the survey results and provide an understanding of the mechanisms that control the impact of the investigated factors. The research found that PRQ and PVI have an important influence on the attitude and intention of existing mobile phone users towards accepting and using advanced mobile commerce services. Furthermore, the research found that these newly introduced factors are more influential on consumer adoption perceptions than other well-established factors. / The study enriches our understanding of technology adoption by individuals because it explains why an existing user of a technology, such as mobile technology, will or will not adopt advanced versions of that technology. The findings affirm that in the context of communication technologies, which are interactive by nature, understanding the interaction between consumers and service providers is a key to understanding the progressive adoption by consumers of advanced forms of these technologies. The thesis provides practitioners (particularly mobile service providers) with a better understanding of the impact and implication of their interaction with consumers on consumers’ acceptance and use of mobile services. The study emphasises the importance of incorporating this understanding throughout the mobile service provision process, starting from the conceptualisation of the service to the actual provision of the service to the market. The study also offers a novel comprehension of how to view each mobile service offer as a consequence of the previous offer and a precedent of the next in order to enhance consumer adoption of mobile service in the short and long runs.

早期農業係臺灣社會經濟發展之基石,各相關農業政策皆以糧食增產為主要目標,後因後期臺灣經濟由農業為主漸漸轉向以工業為主,故在時代變遷下,過去多數文獻指出第一次農地改革強調以「所有權」為中心,成功達到農業生產增加目的,以及Arthur Young之名言「荒漠變花園」,認為「所有權」是激勵農民生產之誘因,在現今都市化擴張及工商業發展的社會背景下,是否仍為當前農地政策之主要思維?實有重新探討之必要。爰此,本研究為探討臺灣農地利用是否仍需存有「所有權」之迷思,嘗試釐清在時代變遷下,農民是否須擁有農地所有權才能激勵農民從事農地利用?或只要能保障農民之投入成本能於未來收益相符,即便是透過使用權方式承租農地亦能激勵農民從事利用?並期能透過財產權觀點分析現行農地利用政策,提供未來農地政策研擬修訂之重要參考依據。 基此,本研究首先整理過去相關文獻及政府統計資料,在此基礎上釐清過去涉及地權政策之農地改革變遷過程,以及臺灣農地利用現況問題,藉以建立後續分析架構。其次,針對宜蘭縣三星鄉農民進行問卷調查,以釐清農民在從事農作過程中,擁有農地所有權對農民之影響情形,並瞭解農民透過購買或承租方式擴大農場經營規模之考量為何。最後,為深入分析及探究問卷調查結果之背後影響因素,本研究再針對中央及地方政府機關行政人員進行訪談,據以進行綜合分析。透過此研究脈絡之探討,本研究獲得之重要發現與結論,茲分述如下。 一、本研究透過實證分析得知,農民擁有農地所有權雖會對農地利用有正面影響,但不必然會直接激勵農民從事農作,仍需視當時的社會制度下,何種行為能夠激勵農民達到行為目標(增加所得),即具有激勵效果。而農民擁有農地使用權,亦能提高從事農地利用意願、激勵努力從事農業生產及維護農地環境,惟因使用權具有期限,故相較於農民擁有農地所有權,在提高農地改良投資及對長期從事農作有幫助兩方面,較無法激勵農民。因此,本研究結論指出過去以所有權為中心之農地政策,因社會變遷結果,不必然須再以所有權為中心,亦能具有激勵農民從事農作生產之效果。 二、依據本研究分析及推論,第一次農地改革之成功,應不能僅歸於創設所有權,而是因為透過政策實施重新界定財產權範圍,並建置財產權之權利及義務關係,故使農民投入之成本與未來收益能相符,願意投入更多的勞力從事農作,進而激勵農民願意努力從事農業生產,而建立第一次農地改革成功基礎。以此觀點亦能說明,第二次農地改革後,即便農民擁有農地所有權,惟因從事農作收益不佳,農民投入之成本於未來並無法充分回收時,則會變相導致農民任其休耕、閒置、消極利用,或是觀望日後農地變更之增值。因此,所有權並非能直接激勵農民從事農地利用,即便農民係透過承租方式擴大農場經營規模,只要能保障農民投入成本能與未來獲得收益相符,皆可激勵農民努力從事農作。 三、經本研究調查發現,由於目前購買農地價格太高,且農民擁有農地所有權與使用權對農地利用激勵效果相似,因此在資金條件不足情況下,透過承租方式取得農地,可減輕農民在資金負擔方面的壓力,實為未來主要擴大農場經營規模之方式。而目前政府所推動之小地主大佃農政策,雖係以承租方式擴大農場經營規模,且施行迄今頗具績效,然其政策績效似有成長趨緩之趨勢,故本研究針對小地主大佃農政策績效成長趨緩之原因進行分析,發現主要因地主願意出租之農地多已經初步釋出、三七五減租政策之持續影響、農民健康保險資格影響農地整合活化、缺乏地緣關係難透過承租農地擴大農場經營規模及特殊農業經營傾向以購買農地擴大農場經營規模等五項原因,可能影響該政策績效有趨緩成長之勢。故本研究基於研究觀察及發現,據以研提五項政策修正建議,包括:1.由於農地多已初步釋出,故應開始從農地規模化轉而思考農地集中化,不再僅追求量的成長;2.透過農地管理中心整合目前委託經營、口頭租約、代耕之擴大農場經營規模方式,不僅以書面契約為必要條件;3.調整農民健康保險之資格條件,不必然以擁有或承租一定農地面積以上為審查必要條件;4.透過現有大佃農師徒學習或是參與學習方式,引領新農民獲得當地農村信任感,順利承租農地;5.獎勵地主及承租人雙方簽訂長期農地租賃契約,以刺激承租人規劃及思考更長期之農地利用等,可供作為政府機關未來進行相關政策修訂及調整之參考依據。

La propension des gestionnaires envers les évaluations participatives

Davantage d’évaluations de projets internationaux dans les pays en développement se réalisent pour informer les décisions sur la base de données probantes. L’utilisation des résultats d’évaluation est remise en cause et pour y remédier des évaluations participatives qui incluent à certaines étapes du processus évaluatif des acteurs non évaluateurs sont proposées. Parmi celles-ci, les évaluations participatives pratiques visent principalement à améliorer l’utilisation du processus et des résultats des évaluations. Ces évaluations participatives pratiques seraient obstruées par des attitudes individuelles négatives, ou résistance individuelle au changement, et favorisées par des attitudes individuelles positives, ou propension. Cette thèse propose d’étudier la propension individuelle des gestionnaires envers les évaluations participatives pratiques d’intervention (EPP), les éléments influençant cette propension, et de caractériser des niveaux de propension des individus envers les EPP. Tout d’abord une revue de littérature a proposé une définition multidimensionnelle de la propension envers les EPP comme étant une attitude favorable envers la pratique des EPP qui se décline à chaque étape d’une évaluation sous les volets affectif et cognitif. Les dimensions identifiées théoriquement étaient : apprentissage, travail en groupe, emploi de méthodes systématiques, usage de l’esprit critique. Ces dimensions ont servi de cadre pour la partie empirique de la thèse. Une étude de cas multiples avec les gestionnaires d’une institution de santé en Haïti a été menée pour contextualiser la propension et identifier les éléments d’influence. Les données ont été recueillies à l’aide d’entrevues semi-structurées et de sources documentaires. L’analyse des données concernant l’apprentissage a révélé une prédominance des formes d’apprentissage par l’action et par l’observation. Le travail en groupe se retrouve ancré dans la pratique des gestionnaires administratifs et des gestionnaires cliniques. Les méthodes systématiques se reflètent principalement dans la consultation de plusieurs acteurs ayant de l’intérêt pour la problématique immédiate à solutionner plutôt que par l’outillage méthodologique. L’emploi de méthodes systématiques prend généralement la forme de consultation élargie d’avis pour régler une situation ou prend la forme de tentative de validation des informations reçues. L’esprit critique se déclenche sous stimulation lorsque l’image individuelle, professionnelle, corporative ou organisationnelle est touchée ou lors de suggestions jugées constructives. En plus de contextualiser quatre composantes de la propension individuelle envers les EPP, les gestionnaires se sont positionnés par rapport à la propension de leurs collègues sur la base de la réactivité, plus ou moins réactif vis-à-vis des composantes de la propension individuelle. Ainsi, la propension étudiée empiriquement a laissé émerger deux axes : un axe formalisation et un axe réactivité. L’axe formalisation reprend la contextualisation des quatre composantes de la propension individuelle envers les EPP, soit la forme d’expression des composantes. L’axe réactivité reprend le niveau d’activité déployé dans chaque composante de la propension individuelle, de réactif à plus proactif. De plus, des profils d’individus ayant différents niveaux de propension envers les EPP ont été développés. Des influences favorables et défavorables au niveau de propension envers les EPP ont été identifiées. L’originalité de cette thèse tient dans le fait de se positionner dans un courant récent de réflexion autour de la résistance aux changements et aux évaluations avec un regard positif et d’avoir défini théoriquement et appliqué empiriquement le concept pluridimensionnel de propension individuelle aux EPP. Des profils de niveau de propension individuelle aux EPP et les éléments d’influence favorables et défavorables associés peuvent servir d’outil de diagnostic aux types d’évaluation possibles, servir d’ajustement à la mise en place d’évaluations selon les interlocuteurs, permettre le suivi des changements de niveaux de propension pendant une EPP et servir de sources d’informations pour ajuster les plans d’évaluations participatives. / Increasing importance is being given to the evaluation of international projects implemented in developing countries. Some approaches to evaluation seek to include non-evaluators in some steps of the evaluation process. It is believed to result in decision-making that is better supported by the evidence. One such approach is practical participatory evaluation, or PPE. PPE faces a number of challenges, including negative individual attitudes or resistance to change on the part of non-evaluator participants. This thesis studies the positive individual attitudes or propensity of managers toward PPE. It examines the factors that affect individual propensity toward PPE and individual variation in propensity toward PPE. I first defined propensity toward PPE based on a literature review. In general, propensity toward PPE is a favourable attitude, both affectively and cognitively, toward the practice of PPE at all steps of the evaluation process. More specifically, it comprises four dimensions: learning, working in groups, use of systematic methods and use of judgment. I used these dimensions to analyse data I collected in a multiple case study of managers working at a health institution in Haïti. The data came from semi-structured interviews and documentary sources. I found that learning mainly occurred though doing and observing. Working in groups was entrenched in the daily practice of both administrative and clinical health managers. The use of systematic methods took the form of managers consulting multiple actors who had a stake in the immediate problem being addressed, rather than using methodological tools. The use of systematic methods involved either seeking a broader array of opinions in order to solve a situation or attempting to validate information received. Health managers used judgment in situations where their individual, professional, corporative or organizational image was affected, or when others had constructive suggestions to make. In addition to explaining the contexts in which they have exhibited, or would exhibit, each of the four behaviours of propensity toward PPE, the health managers also ranked themselves vis-à-vis their colleagues in terms of frequency of occurrence and degree of integration into daily practice. Hence, this empirical study of propensity yielded data on two aspects of propensity: “formalization” and “reactivity”. The formalization aspect contextualized the four dimensions, showing the forms that learning, working in groups, using systematic methods and using judgment actually take for these particular managers. The reactivity aspect revealed the degree of energy exhibited for each of the four dimensions, from reactive to more proactive. I also developed a schema for classifying individuals based on their level of propensity toward PPE. I identified the factors that favour versus impede levels of propensity toward PPE. The originality of this thesis lies in the insights it brings to current reflection and debate on individual resistance to change and the evaluation process. And in the approach that I have chosen: adopting a positive stance that focuses on propensity rather than resistance toward PPE, and deriving a theory-based, multi-dimensional definition of PPE and applying it empirically. Individual profiles of propensity toward PPE and knowledge of the factors that favour/impede PPE may be helpful in determining the best type of evaluation to use in a given situation. They could be used to develop quantitative tools, and to fine-tune plans and adjust the implementation of evaluations.
