卓越軍職人員核心能力建構之研究--以陸軍校階主官管職為例

本研究採用文獻分析、焦點團體座談及深度訪談等方式進行研究,核心能力為具體化組織願景的工具,能替組織創造競爭優勢與創造利益,也能塑造組織的文化與價值觀。因此,本研究於核心能力的理論與實務建構、軍事教育的基本規範與策略性(戰略)的領導風格等面向中操作,以建置核心能力庫。並經焦點團體座談之研討、篩選,以確立研究架構的模式,再於半結構式的訪談設計中,附加一份核心能力的優先選項表。最後,彙整訪談結果進行內容分析,並進一步提出研究發現與建議,期能達到以下之目的與貢獻: 一、建構陸軍校階主官管職的能力指標與整體架構,以做為型塑卓越軍職 人員的內涵特質之指引參考,與自我學習成長的目標。 二、藉由核心能力指標的建構,期能納入軍事教育培養目標的重點課程; 並能契合現代國防組織政策發展願景的需求,以提昇國防組織的效能   與競爭力。

自2003年起,經濟部開始向國內企業推廣建立自創品牌,主要目的是希望國內企業應擺脫代工的經營模式,在企業的製造能力足夠或技術成熟時,自有品牌可以為企業帶來更高的利潤,而且也可以達到永續經營的目標,換句話說,當品牌建立的同時,若無法將品牌的能見度打開,品牌價值將無法為企業帶來經營的成效。所以,在Massage產業亦可透過品牌的經營來提高其市場知名度,甚至還可以藉此增加在市場的競爭力。 其實在多元的社會文化中,Massage是一項可以舒緩身心靈的方法之一,而且還是一種兼具放鬆情緒的活動,而這樣的Massage活動並未有一個可以讓消費者熟,知的品牌。因此,為了提高消費者對Massage產業品牌的認知,本研究透過五力分析與主題分析等方法的應用,探討蘭庭府Massage品牌的經營策略的模式,及其受到的威脅,據以作為Massage品牌經營的依據,其研究分析所得到的結論,如下列所述:一、核心價值理念、品牌價值主張、服務價值方向、管理價值目標是蘭庭府Massage品牌的經營策略;二、重視服務品質有助於品牌形象的提升;三、競爭者的威脅會造成蘭庭府Massage的顧客流失;供應商的威脅會增加蘭庭府Massage的營運成本

地方政府發展學習型組織之研究-以屏東縣政府為例

本研究旨在探究學習型組織理論在地方政府實施的各項問題,包括地方政府的特質對於發展學習型組織的影響、障礙與啟示,地方政府發展學習型組織的策略與評估、學習型組織相關理論對於地方政府發展學習型組織的啟示等。研究者透過親自參與協助個案發展學習型組織,並以本身職務之便採用文獻探討、問卷調查、訪談及觀察等四種研究方法,針對個案在縣長的親自參與與領導發展學習型組織的過程與階段性成果,做質性與量化並用的研究。 本研究發現領導者的重視與親自參與否是地方政府發展學習型組織的關鍵,而對於學習型組織的意義、策略與評量之了解與妥適靈活運用,更是發展學習型組織的重點。同時本研究亦發現地方政府必須具備必要之基本條件才能實施發展學習型組織;並輔以充分條件,始能讓發展學習型組織發揮得更加完美。而為一般組織成員所最感困擾的發展學習型組織之障礙「沒有時間」,其實是可以克服的,關鍵在於組織的團隊行動學習是否能夠落實施行。 至於地方政府發展學習型組織的另一個難處「成效評估」,本研究發現採用觀察與訪談結果交互比對的方式,其效果遠比問卷調查的結果來得真實可靠。 地方政府發展學習型組織的藝術在於與施政策略的融合,透過學習型組織理論與其他妥適之領導與管理理論的靈活應用,讓地方政府發展學習型組織形成一種自然的組織運作方式,則是成熟的學習型組織。 / The purpose of this study was to explore the problems were faced by the local government when it adopted and implemented learning organization theory. These problems included the influences, obstacles and inspirations of the characteristics of the local government when it developed learning organization; the strategies and assessments of developing learning organization by the local government; the inspirations of related leaning organization theories for local government to develop learning organization. There were four research methods were adopted in this study: document analysis, questionnaire, interview and observation. Both of quantitative and qualitative data were collected by this study. The researcher was through his participation and helping the governor to develop learning organization in Pingtung County government to collect the data. The focus of this study were the processes of participation and leadership of the governor in developing learning organization and results of the first stage of developing learning organization. The study found that both of emphasis and participation by the local government leader was the critical point of the success of developing learning organization. The understanding of the meaning, strategies, and assessments of learning organization and implemented them appropriately with good flexibility were the key point of developing learning organization. In the mean time, the study found that the local government must owned some fundamental conditions in order to develop learning organization. A perfect operation of learning organization was assisted by full conditions of the local government. “There was no time” was the main obstacle perceived by the members of the organization when developing learning organization. Actually, it could be overcome if the implementation of the team action learning of the organization was put into effect. Another difficulty for the local government to develop learning organization was ” the assessment of the effect.” This study found if we adopted the results from observation and interview and checked them mutually. It could be obtained a more reliable result than the questionnaire. The art of the local government to develop a successful learning organization was to integrate with the strategies of administration. A mature leaning organization was the learning organization operated naturally in a daily-based. The local government must combined the theories of leaning organization, leadership and management and implemented them appropriately with good flexibility to develop a successful learning organization.

組織中智慧資本衡量指標之研究-以財團法人工業技術研究院為例 / The Measurement of the Intellectual Capital for Public Sectors: A Case Study of the Industrial Technology Research Institute.

本研究採用修正型德菲法研究方式,以財團法人工業技術研究院個案分析,及透過專家學者深度訪談及問卷調查結果,交叉驗證公設研究組織工研院,運用各類管理科學作為,企圖創造我國技術產業升級的價值優勢所在,同時在複雜的管理科學中,本研究更整理出一套系統,讓管理者優先找出組織的核心價值主軸,據此從價值導向的一連串的策略監控管理模式中,呈現所對應的組織智慧資本衡量指標所在。按此;運用系統化的內部組織結構重組,建構組織核心價值與相對應的智慧資本衡量指標,藉以監控管理模式,在組織中智慧資本相互作用下,讓組織的績效,得以透過價值提昇帶動突破的契機。本研究結果進一步在公務組織的行政績效考核政策上或可提供些許參考。 智慧資本分類上,主要區分為人力資本、結構資本及社會資本三種,而策略創新是為改造組織價值的動能所在;在本研究案工研院的組織特性使然,讓創新能量明顯帶動組織的價值並成為主軸,是以創新資本從結構資本中強勢獨立,相對的流程結構資本反成弱勢。另從本研究案建立的組織價值流量管控系統實證模型下,交差驗證深度訪談、問卷調查及個案分析的結果顯示:一、工研院的智慧資本透過長期形成價值優勢來展現,在組織特性運作下,知識技術的策略創新,帶動智慧資本衡量指標的價值強度走向。二、在系統運作路徑上,工研院首先掌握組織的核心價值主軸,透過價值鏈集中於計畫的達成,蘊涵豐盛的創新資本與人力資本,並建立良好的社會資本。三、工研院的各類管理科學,朝向計畫目標IP與產業效益的價值追求,並建立起一套內部智慧資本管控組織價值的運轉模式,其中存在著以創新帶動的動能含量。四、研究工研院建立起4大類共30組的智慧資本衡量指標,透過其各類管理科學運作模式下,篩選各衡量指標價值定義,可明確的帶動組織對產業的成效展現,若能應用來帶動策略創新的目標方向,應可營造更具體的技術產業價值。 知識是組織的核心本質,公務組織利用知識創新螺旋轉換模式,反饋遞迴來自各方的資訊,以營造更具社會價值成效的實績為目標,進行行政作業精簡革新,類此政策上的應用與創新,會是未來考核公務組織行政績效的最佳模式。 關鍵字:德菲法、智慧資本、衡量指標、價值流量管控系統、核心價值主軸 / This study uses the amendment-based Delphi method to approach to the Industrial Technology Research Institute (ITRI) case studies, and through depth interviews and survey results of experts and scholars, cross-validation of public research organization based the ITRI, the use of various types of management science as an attempt to create a the value of Taiwan's technology industries, the advantages of upgrading, while in the complex management science, the study also put together a system that allows managers to previously identify the organization's core values of the axis, whereby a series of value-oriented strategy for monitoring and management model, the present organization of the corresponding measure of intellectual capital is located. Here, using a systematic reorganization of the internal organizational structure, building the organization's core values and the corresponding measure of intellectual capital in order to monitor the management model of intellectual capital in the interaction of organization, so that the performance of the organization was able to drive the value enhancement breakthrough opportunities. The results of this study public policy of the organization's administrative performance appraisal can further provide a little information. Intellectual capital is divided into human capital, structural capital and social capital, while the strategy of innovation is the value of the kinetic energy for the transformation of the organization; in the case of this study, the institute's organizational characteristics dictates, so that creative energy is driving significant value to the organization and become spindle. Innovation capital is strong independent from the structural capital; however, the relative process structural capital becomes a weak process. Another case from this study to establish the organization of the value of an empirical model traffic management and control system, the cross validation-depth interviews, questionnaires and case analysis showed as followings: First, the institute's intellectual capital through the formation of the value of long-term advantage to present, in the operation of organizational characteristics under the strategy of knowledge and technology innovation, promote the value of intellectual capital measurement indicators into intensity. Second, the operation in the system path, the ITRI acquired the organization's core values of axis, through the value chain and the program to reach. A rich implication of innovation capital and human capital established a good social capital. Third, all kinds of management science of the ITRI toward the pursuit of value of IP and industrial benefits plans, and establish the operation mode of organizational values under internal intellectual capital controls, in which there is innovation-driven kinetic energy content. Fourth, to research ITRI setting up a total of 30 group of four broad categories of intellectual capital measurement indicators, through its mode of operation of various types of management science, the selection of indicators to measure the value of the various indicators, is clearly driven by the organization to show the effectiveness of the industries. If these indicators can be applied to boost the strategic direction of the objectives of innovation, the ITRI should be able to create a more specific technical industrial value. Knowledge is the organization's core essence of innovation. Public service organizations use the knowledge conversion spiral model of recursive feedback of information from all sides so as to create a more effective performance of the social value of the objective of streamlining administrative operations innovation, this kind of policy application and innovation and public service organizations, will be assessing the future performance of the best mode of administration. 臺北市政府政風機構工作績效與功能效益分析之研究 / The analysis research of job performance and function benefits of the ethics organization, Taipei City Government

在整體大環境求新求變的趨勢下,行政機關面臨許多外在環境衝擊,而開始思考突破傳統的管理方法加以因應,是故政風機構自民國81年9月16日改制成立,分階段設定不同工作目標,從「肅貪行動方案」、「預防重於查處、興利優於防弊、服務代替干預」、「反浪費、反腐敗、反貪污之「預防性政風」、至以民為本之廉政新構想的「行動政風」,都是為了因應社會變化與需求所作之創新改變。因此,本研究以臺北市政府公務人員為對象,將政風機構工作績效以訪談方式進行質化研究分析,以瞭解公務人員對於政風機構核心價值與工作績效之認識程度及功能效益之評析。 本研究經質化訪談研究發現如下: 一、 政風機構在主動度部分,受訪者對其主動協助機關辦理大型活動之安全維護工作及擔任溝通協調角色,均予正面肯定評價。 二、 政風機構在成效度部分,受訪者透過廉能宣導活動能加深反貪倡廉理念,並藉與機關業務或活動結合方式,更能有效達到反貪理念的深化與活化。 三、 政風機構在配合度部分,受訪者肯定政風同仁對交辦業務盡心盡力之工作表現。 四、 政風機構在精進度部分,近年導入風險管理推行政風業務,能機先掌握機關可能發生違常之人、事、時、地、物之風險,並於危機發生時能迅速妥處,降低傷害。 / With the development of social pluralism and external environmental impact, government agencies had to rethink about their traditional management ideas and how to improve them. Therefore, Since September 16, 1992, Government Ethics Office (GEO) has begun restructuring different stages of target , from the early stages of「Anti-Corruption Action Plan」 to 「Plans of Crime Prevention, Positive Measures, Daily Recommendations, and Anti-Waste & Anti-Corruption」to the current「Mobilization of Government Ethics Plan」which are all in response to public demand made by social changes. The study was based on the employees of Taipei City Government through qualitative interviews and research, as well as, analysis on public awareness and benefits towards job performance and core values. The essence of research findings are as follows: 1. GEO Initiatives: respondents provided positive evaluations towards GEO Communication, coordination, maintenance, and security during large scale events 2. GEO Effectiveness: Strengthening the concept of anti-corruption and reducing crime rate by promoting more effective anti-corruption action plan 3. GEO Cooperation: striking positive evaluation on job performances 4. GEO Refined Progresses: with the implementation of risk management in recent years, GEO were able to lower the risk occurring at organization and deal with them quickly as well.

台灣馬光醫療網創新營運模式分析 / A Case Study on the Innovative Business Model Analysis of Ma-Kuang Healthcare Group,Taiwan

台灣醫療制度從早期的自費,經歷了公保、勞保、1995年開始實施的健保制度,直到目前的總額預算制。在醫療資源趨近飽和,健保財務吃緊的狀況下,醫療服務業面臨高度競爭,中醫面臨著競爭激烈、大餅被分食的大環境。故如何有計劃的形成差異化,即早全面性的研擬方針,長遠規劃經營方向及創新策略,為經營者必須嚴肅面對之課題。 個案醫療網立基於台灣,成立於1991年,主要深耕於高高屏,目前台灣有15間分院及生技公司。新加坡區成立於1999年,於新加坡擁有23間中醫診所;目前積極拓展大陸市場。台灣區於1995健保制度設立至今,共新增13家中醫院所,2011 年成立20週年。台灣員工近400位,其中包含70位專業中醫師。雖然在台灣,有種種不利的競爭情況,但其績效表現在中醫界卻是令人刮目相看。 本研究主要探討個案醫療網之創新營運模式分析,採個案研究法,透過與個案執行長之深度訪談,並在過程中佐以與主題相關實證文獻、文件及檔案紀錄等多重證據來源,並參與活動時的觀察,相互印證,探究個案之主要創新營運模式。 研究結果顯示,馬光初期因看到中醫產業的機會與需求而採用連鎖策略。連鎖所產生的成本優勢,為馬光連鎖醫療網的早期競爭優勢之一。但因醫療產業的特殊性,健保制度規定收費一致的情況下,馬光逐漸建構新的優勢,透過管理活動的展開,不斷進行核心價值文化深植、組織管理變革、服務流程創新;這些皆有別於傳統中醫院所的特徵及核心技術範圍,形成差異化的競爭力。 醫療院所若未來有意朝向展店成長策略時,經由個案經驗顯示,首先應對產業結構尤其醫療保險政策及給付制度詳加了解;於核心價值文化、專業SOP及整體管理中心、獎懲、、等制度應早作系統性建檔及規劃;並儘早依院所發展特色形成差異化。

行政機關重組理論之研究-以內政部消防署為例 / The Study of Reorganization Theory in the Executive Branch - A Case of the Fire Agency of the Interior Ministry

在今日變動不居的時代,組織面對不確定且快速變遷的環境及需求,在功能、業務及目的方邵不斷更迭變動,因此組織結構亦須隨時因應,適時加以調整。但有時行政機關囿於各項限制因素,無法隨時調整其組織結構,因而使結構無法配合機關功能,形成機關目的達成的阻礙。在此情形下,即有了「畢其功於一役」的重組需求產生。   莫雪(F. Mosher)的組織重組定義指:對於組織之落後及不合時代的運作及組織間相互關係,無法以循序漸進的方式予以改變時,所施加的結構性改變。主要包括四大項:1.職位的增加,2.任務的重新安排,3.現職人員的更迭,4.預算的增減。行政機關重組的理論基礎主要建立於四方面:強調理性設計的行政正統論;外在環境影響的環境依賴論;政治互動的政治競爭論及內在價值的核心價值論。這些基礎奠立行政機關重組的各項影響因素,包括重組動力、重組目的、重組步驟、重組策略、重組各項阻礙因素及成功要件。   消防機關的重組,在結構方面主要欲設立隸屬於內政部警政署之下的消防署及省級消防廳,縣級消防局等,完整統一的消防體系。由消防機關重組過程可以發現各重組理論基礎的結合應用狀況,及影響因素的互動制衡情形,行政機關及立法機關之間的權力利益交錯更是最重要的要素,研重組策略及成功要件以減少重組過程所可能面臨的阻礙,是行政機關重組成功與否的關鍵。

本篇論文是從民主化權力重分配的角度觀察我國國防人力資源規劃之轉變,並透過一般人力資源理論印證國防人力資源策略性規劃的重要性。民主化改變了國內政治、經濟、社會面的生態結構,同時也解構了國防人力資源的強制力,使得我國的國防人力資源規劃從徵兵制為主的規劃構面,朝向募、徵併行制發展。在「精實案」與「精進案」的過程中,國防人力資源規劃在價值性、內隱性、複雜性、專屬性、稀有性、不可替代性、、、等人力資源特性方面,是否能有效兼顧並給予良好的發展,將對我國兵役制度發展有深刻長遠影響。 在民主化的過程中,權力重分配牽涉到民主化與文人統制的關係,以及國防人力資源規劃背景條件改變的成因,對國防人力資源核心競爭力與核心價值的保存與發揚均有直接或間接影響。因此,本論文也針對此部份進行比較性研究及探討,以論證國防人力資源維繫核心價值之重要性。 本篇論文係藉由民主化的演變以人力資源理論串連現行國軍人力資源規劃模式進行分析,在觀察的角度上主要以總體面及法規制度為主,希望藉由整體性角度的探討,提供國防人力資源規劃時的參考。 關鍵詞:民主化、人力資源、人力資源策略、文人統制、兵役制度、核心競爭力、核心價值

本論文從IBM在軟體的策略,尤其是軟體的產業解決方案作為研究的核心。2008年的金融海嘯造成全球經濟大衰退,IBM適時提出了智慧的地球的計劃與願景,並積極推動從客戶實際需求與價值思考出發的產業解決方案(Industrial Solution),結果IBM驗證了其營運與業績不但沒有受到影響並且在營收與獲利上繼續穩健成長。本論文首先依時間軸對IBM自1993年葛士納總裁接任後針對服務與創新的轉型;到2003年帕米沙諾接班後的併購計劃與智慧的地球創新策略;乃至於2012年羅美蒂繼任後推動之商業分析,軟體產業解決方案以及最重要的2015年成長計劃等各項重要改革與執行策略做一詳細的整理與分析,個案研究針對IBM公司所面臨的挑戰與企業經營策略及轉型架構進行分析與探討並延伸至軟體產業解決方案,以Michael Porter的五力分析架構對IBM公司在軟體產業與產業解決方案的產業競爭態勢予以深入探討分析,並針對IBM與其主要競爭對手的軟體產業解決方案以SWOT做一完整的分析,此外也從IBM的軟體事業群的成長與轉型策略,來驗證IBM對軟體的產業解決方案的重視與策略意涵,並針對軟體之產業架構(Industry Framework)的發展與導入的「客戶導向與客製化產業解決方案開發策略(client focused & tailored execution strategy)」與成功要素予以分析並歸納。 最後結論中對國內軟體產業以Michael Porter的鑽石模型做一分析,並對未來台灣軟體產業可能的發展方向提出建議以提供產業與政策制定者參考,如何面對與開發國際市場以及如何從人才面發展並建立台灣的軟體產業競爭優勢將是值得我們仔細深入思考的方向,希望未來台灣的軟體產業也能創造出典範移轉,發展出如同IC設計與製造產業的規模與競爭優勢。 / The development of this paper is focused on IBM`s software strategy,especially on the strategy of IBM`s software industrial solution as the research focuses。When the financial tsunami caused the serious economic recession around the world during 2008 year end,IBM raised the「smarter planet 」initiative and vision to drive the execution of series of industrial solution centric projects according to the client real requirements and values。IBM proved that its operation and business performance were not affected by this crisis,moreover IBM continued to grow steadily in the areas of both income and margin。In the context of this paper,I will first analyze the IBM`s transformation history in the three key stages under three CEOs,including Lou Gerstner`s service & innovation transformation since 1993;Sam Palmisano`s Merge & Acquisition plan & smarter Planet initiative;and Ginni Rometty`s 2015 roadmap plan to shoot for at least US$ 20 EPS by year 2015。 In the case study we will analyze the challenges which IBM was facing from corporate operation and transformation standpoints. For IBM`s software & software industrial solution strategy,Michael Porter’s five forces framework will be used to do an analysis to have a clear view on IBM`s competitiveness in the software & software industrial solution industry. SWOT analysis will also be applied to gain an in-depth view on IBM and its major software industrial solution competitors。From IBM software group’s growth and transformation strategy,we can also verify the strategic imperatives on IBM`s focuses on industrial solutions。Finally we use the example of how IBM successfully developed the various Industry Frameworks through client focused & tailored execution strategy to illustrate IBM`s asset-based solution development concept。From the recent organizational transformation of IBM software group in 2012,we can also prove that the transformation direction is toward solution centric。 In the summary of this paper I will analyze Taiwan`s software industry using Michael Porter’s Diamond model to come out several suggestions for the reference of software development vendors and government policy makers in Taiwan。How to develop the international market and build the talent resources to increase Taiwan`s competitiveness advantage will be the key focuses which we need to think deeply。Hopefully the software industry in Taiwan will have a paradigm shift and grow to the scale of the IC design and manufacturing industry with competitiveness。
