當網路普及並進入日常生活之後,傳統的企業核心競爭力與其營運模式便產生了根本的變化,尤其是那些利用網路為銷售通路的相關產業。由於網路科技的發達,大幅縮減了企業核心競爭力的適應年限,創新與改革成為在這瞬息萬變的經營環境中,能夠生存的重要因素與條件。 本研究試圖藉由探討網路媒體產業的市場特性與其經營環境之變遷,從而歸納整理出個案公司原有的核心競爭力與營運模式,藉由導入分析工具,加以分析,以便尋找出可供其未來發展之關鍵因素,並對相關的營運模式做深入的探討,找出目前發展困境的可能因素,給予建議與結論。 而分析核心競爭力的方式,則從與個案公司營運模式相關的構面開始。基本上,每一個構面,都會互相影響,因此可以從表格的分析中,試圖知道目前個案公司營運模式的問題所在。設計重點在於從企業經營者所期望達到的目標,分別設計出可量化的績效指標,並連結其相對應的實際成果與相關評估量度,再經由量化績效指標的強度,得到衡量結果,進而找到關鍵成功因素,針對這些關鍵問題,加以系統化的分析,並嘗試給予相關建議,相信這對於提高公司營運的競爭優勢,將有所助益。 / Internet changes the world. The core competence with business model for traditional company has been changed from inside. Since technology for Internet grows up so fast, innovation and reform are the key factors for business survival. The main purpose of this research will have the comment and suggestion from the predicament of the example company operation within business market and/or environment of network media industry. Based on the tool to analyze the status of the example company, we will find out the key success factors for its development. First of all for analysis, it will begin from perspectives of business operation and core competence related since all perspectives are interaction. We will have the result for key success factors after target and performance index been measured. In response to analyze status and give recommendations of these key issues, I believe it would be helpful for improving the company’s competitive advantage.

現貨市場交易制度改革對期貨市場外溢效果之研究-以TAIFEX為例

摘 要 本研究探討證交所實施盤中撮合取消兩檔限制、盤中瞬間價格穩定措施、收盤改採五分鐘集合競價、揭露未成交五檔的買賣委託價量等措施後,是否對期貨市場的績效指標,包括流動性、波動度與市場效率等產生變化,亦即考量台灣交易制度與市場結構與國外的差異性後,市場間是否存有外溢現象(spillovers);此外,本研究亦檢視期貨對現貨的領先關係是否隨著現貨市場的交易限制減少及市場透明度增加而出現變化,本研究劃分研究期間為五個區段,分別是91年4月1日 ~ 91年6月30日、91年7月1日 ~ 91年7月26日、91年7月29日 ~ 91年9月30日、91年7月1日 ~ 91年9月30日與92年1月1日 ~ 92年4月09日,以探討這些新措施本研究的主要發現與研究結論如下: 1. 市場成交量與波動度均出現先增後減的現象,在假設總體經濟情勢無重大變化的前提下,現貨市場制度改革會對期貨市場造成影響,適度的透明度有助於提高市場一般流動性交易者的交易動機,但當市場的透明度提高到某一種程度時,反而會降低資訊內部人在公開市場的交易意願。 2. 傳統流動比率(ALR)與變異數比率在研究期間不存有顯著差異,顯示現貨市場的制度改革,並未對期貨市場的整體市場效率帶來改變。 3. 在領先落後關係上,期貨市場受現貨市場的影響力逐期減小,主要有以下可能解釋,分別是衝擊市場訊息屬於全面性(market wide),台灣現貨市場有平盤以下不得放空的規定限制現貨市場對壞消息的反應能力、期貨市場自從開市以來就已有揭露最佳未成交五檔買賣價量資訊的措施、以及現貨市場後期由於缺乏這些資訊內部人的參與而使其對新資訊的反應仍然不如期貨市場快速。 4. 現貨市場受期貨市場的影響呈現先增後減,表示投資人在制度實施初期對新制度尚不熟悉,導致現貨市場出現短暫無效率的現象,但在2003年1月的揭示未成交最佳五檔買賣價量制度實施後,現貨市場變的更加透明化,使其對期貨市場前期新資訊的依賴程度已大幅減少。 5. 期交所於2002 / 07 / 29更改盤中之撮合方式,將由原本每十秒集合競價撮合一次之方式改為逐筆撮合,對期貨的市場市場並未造成顯著特殊的影響。 關鍵字:外溢效果、領先落後、交易制度改革、市場績效指標、VECM-GARCH、衝擊反應函數、Granger因果關係檢定、Johansen共整合 / Abstract The Taiwan Stock Exchange adopted four main trading mechanisms. (elimination of the two up/down tick, intra-day volatility interruption, 5-min closing call auction, and disclosure of the best five bid/ask price and volume) This paper investigates the spillover effects on TAIFEX after considering the special market microstructure and trading systems in Taiwan. The major findings are as follows: 1. Trading volume and return volatility increase first and then decrease, under the assumption that ‘ no significant macroeconomic changes ’, spillover effects exists.

產學合作技術移轉過程之績效影響因素研究

近年來,在全球化市場競爭之衝擊下,企業競爭日益激烈,誰能較早取得關鍵技術,並將之轉化為公司內部的技術能力,將是一個公司開拓或保有市場的一項關鍵因素;對那些知識及技術本位的企業,更是如此。然而,在如此激烈競爭的環境中,為求快速、正確且有效率的取得技術知識,已無法由企業內部獨自完成。據此,尋求外部的技術知識來源已是企業決策者所必須正視的課題。 因此,就國內的企業研究環境而言,如何運用產學合作機能,利用學校與企業資源,雙方在合作上發揮科技資源整合互補效應,以減少學校基礎研究與企業應用研究之間的差距。不過,為何在同一個研究單位,執行技術移轉的績效成果有顯著的差異。什麼是產學績效的評定標準、什麼是它影響技術移轉執行的顯著因子、它們之間的關係如何?本研究討論主軸專注在專案技術移轉執行過程。 目前國內及國外對於產學合作的相關研究很多,有些學者對於產學合作的機制、動機、合作成效、關鍵成功因素作討論;也有些學者針對某特定區域中的產學合作現況作研究,但是研究方向大多以學校的角度評估產學合作的績效,很少看到以公司研究單位的角度來了解影響因子。因而,由公司端探究企業影響產學合作執行績效的要素,也是本研究另一個特色。 希望藉由影響執行過程的因素和績效這兩個構面,所產生的問題,逐一的討論,希望能了解這些因子的因果關係。在未來產學合作專案中,加強做好不足的地方。使合作的結果更加理想。 / In recent years, it’s a key factor for a company to develop or to keep market by getting a core technology earlier and converting it into a company’s internal technical competence. Such scenario is also applied for those enterprises which are knowledge and technology -oriented. However, it is very difficult for an enterprise alone to get a core technology promptly, correctly and efficiently under highly competitive environment. Therefore, seeking outer source of technical knowledge is an essential lesson for an entrepreneur. As for domestic setting of enterprise’s research, it is important to shorten the gap between academic theoretical research and industrial applied research through integrating technical resources from both university and enterprise to obtain compensatory effects for each other on the cooperative basis. However, there is an obvious discrepancy on the performance of executing technical transfer in the same research unit. What are the criteria for evaluating industrial performance and academic one? What are the obvious factors which affect execution of technical transfer? And what are their relationships? This research focuses on the executive process of technical transfer. There are many domestic and foreign researches done on the topic of cooperation between the industry and the academy. Some scholars have discussed about the system, motive, result and key successful factor of the cooperation between the industry and the academy. Some other scholars have done research on present situation of cooperation between the industry and the academy in certain area, but many researches have been done in the academic way of evaluating performance of cooperation between the industry and the academy. Fewer researches have been done in the industrial way of estimating the influential factors. Another special feature of this research is the executive performance of cooperation between the industry and the academy could be affected by the industry. I hope those problems caused by the factors which affect the executive process and its performance can be discussed individually, and the relationship between cause and effect can be understood properly. Also, I wish I can do well in those areas needed to be enhanced in the future project of cooperation between the industry and the academy, and make it better for the result of such cooperation.

紡織業全球運籌績效指標架構 / Global logistic performance indicators framework of the textile industry

全球運籌的大趨勢使得紡織業必須轉換為全球佈局的產區導向。在台灣內部環境變遷和全球整體大環境劇烈改變下,紡織業早已將生產據點外移,轉移到生產成本更低的地方,增加企業的競爭力。紡織業也是台灣最早進行全球生產佈局的產業之一。因此,將紡織業設置在全球生產、行銷、研發的據點,與台灣營運總部互相連結,紡織業全球運籌之效率及整體的競爭力才能得以更加提昇。 以績效指標作為企業管理的核心,方能有效追蹤經營管理專案執行的狀況。運用績效指標訂立出企業維持營運的重要資訊數字,亦可事先預測企業表現並即時監督改善。透過績效指標的推動與實施,能夠幫助企業達到績效極大化的目標。因此,當企業規劃全球運籌的營運活動時,「指標」可謂評估上絕對不可或缺的一項重要管理工具。 過去對於台灣紡織業之全球運籌績效指標的研究相當少見,本研究所提出之紡織業全球運籌績效指標參考架構,藉由文獻探討,將供應鏈、紡織業、全球運籌此三個領域特性考量在此架構中,並與經濟部技術處示範性資訊應用開發計畫之八家個案廠商所提出的績效指標結合,所得到之結果再利用德爾菲法與學者專家訪談後分析結果,瞭解學者專家對初步之架構之建議,以強化此初步參考架構的適切與完整性。後以嚴謹的方式建立紡織業供應鏈之系統動力學模型,利用電腦模擬工具Powersim建構聚紡織業供應鏈之系統動態模式,並以情境分析模擬,評估在不同產業情境下,不同關鍵績效指標對於產業供應鏈績效之敏感度,以提供業者作為發展供應鏈績效指標架構之參考。 關鍵字: 紡織業、績效指標、系統動力學、灰色理論、全球運籌 / The trend of global logistic makes companies to change the pattern of supply chain. In Taiwan and the global environment, the companies have to locate elsewhere, to lower production costs, to increase the competitiveness of enterprises. The companies have to link the global production, marketing, research and development base with the headquarter of Taiwan to cooperate. Thus the efficiency of global logistic and the overall competitive can be more upgraded. We proposed a Global logistic performance indicators framework, through literature review in three areas in this framework: supply chain, the textile industry and global logistic. And then we compare the framework with performance indicators of eight cases of the textile industry. And the results have been used Delphi interviews with scholars and experts. After analysis of the Delphi’s results, we use a rigorous approach to build a system dynamics model of Taiwan's textile industry’s supply chain. We use simulation to test the sensitivities of each indicator in the framework to selected key indicators which can meet Taiwan textile industry’s need and rapidly respond to the real situation. 非營利組織績效指標建構之研究-以教育事務財團法人為例 / The research on the performance indicators of non-profit organizations– a case study of the foundations of educational affairs

當今績效評估已成為非營利組織中的核心管理議題。實施績效評估的首要之務就是訂定績效指標,藉由績效評估,非營利組織可以改善或提昇組織的績效或表現。本研究旨在建構教育基金會之績效指標,並瞭解實務工作者對績效指標建構與衡量的看法,期能提供教育基金會與相關主管機關之參考。 本研究以全國性教育基金會為研究對象,採文獻分析、專家效度、及問卷調查進行。首先,透過「教育事務財團法人績效指標建構調查表」整合專家意見,建構五大績效指標構面及28項績效指標;其次,訂定「教育基金會績效指標問卷調查表」,針對教育部評鑑績優及獲頒社會教育有功團體表揚的基金會進行調查。共計152份問卷,回收有效問卷計108份。 本研究經統計結果分析,發現基金會最重視組織的財務管理、服務品質及組織管理等構面,較不重視政府互動與網絡關係的構面;對基金投資之效率與效果(3,000萬元以上)、專兼職人員之職務發展與進修管道、與公益團體聯繫程度、政府政策受基金會影響之程度,以及依政府政策發展組織各項工作之程度等5項指標也最不被看重。另不同性別、職稱與非營利組織服務年資的填答者,以及教育基金會設立年限或類別之不同,對績效指標的重視程度無顯著差異,惟41歲以上填答者對組織管理的重視程度高於30歲(含)以下;基金規模在3,000萬(含)以下之基金會在網絡關係上之重視程度也比基金規模5,000萬至1億元間的基金會為高。 綜合有關發現,提出下列結論: 一、內部管理績效指標的重視程度高於外部影響指標,顯示非營利組織治理的重要性,以及財務管理是非營利組織募款責信之基礎,然仍不宜忽略組織的人力資源與組織的外部資源。 二、「中小型」基金會重視網絡關係,中壯年也比年輕人重視組織管理。 三、績效評估有其必要與重要性,惟應針對組織特性找到適當的指標,並讓受評對象充分知悉評估模式。 綜合上述結論,並提出下列幾項建議: 一、教育基金會方面: (一)為基金會永續發展,需重視管理觀念與管理方法。 (二)瞭解組織使命,擬訂具體策略與創新服務內容。 (三)加強人才培育,充分運用志工人力資源。 (四)擴大策略聯盟,加強資源連結,提昇組織績效。 二、相關主管機關方面: (一)設計質量並容具特色之績效指標,引領教育基金會績效之提昇。 (二)辦理業務研習、觀摩,以利專業知能提昇與經驗交流。 (三)提供友善網路環境,建立共同作業平臺,便利相關人員參考運用。 (四)表揚表現績優單位,擴大社會學習效果。 / Performance evaluation has become the core management issues in the non-profit organizations recently. It’s necessary to set the performance indicators before implement the performance evaluation. Furthermore, the non-profit organizations can improve or enhance their performance through the evaluation. This research is aimed to construct the performance indicators for educational foundations and to collect the opinions of indicators constructing and evaluating from the foundation workers. All the results will be shared to the educational foundations and related official authorities. The target of this research is the national educational foundations and will be performed by document analysis, expert validity, and questionnaire survey. First, to integrate expert advices through "The survey form to construct performance indicators of the educational foundations" and to set five dimensions of performance indicators and 28 performance indicators. Second, to collect the opinions from the foundations which assessed to be excellent or received award from Ministry of Education through "Questionnaire to survey performance indicators of the educational foundations". The total amount of questionnaires are 152 and 108 are considered as effective among them. By the statistical analysis, it appeared that foundations pay more attentions on the financial management, service quality, and organization management but less on the reaction and connection with government and foundations. In addition, the performance indicators of the efficiency and effectiveness of fund investments (30 million), the duty development and training or study of full-time and part-time staffs, contact with other public interest groups, government policy by foundation impact, and development organization's work in accordance with government policy are not taken seriously. Besides, on the emphasis of performance indicators, there is no obvious diversity between people fill in answering with different gender, professional title, and service period or foundations with different founding year or classification. But people fills in answering over age 41 take more seriously on the organization’s management than people under 30(inclusive). The foundations with fund size less than 30 million pay more attentions on the relationships than the one which fund size over 50 million to 100 million. To integrate the discovery, some conclusions are made as following: 1.The performance indicator of the internal management is taken more seriously than the external effect that underlined the importance of management in non-profit organization. It also means that financial management is the base of fundraising and accountability, but the human resources and external resources should not be ignored. 2.Foundations with small and medium size pay more attention to the relationship. The mature persons emphasized the importance of organization management than young persons. 3.It is necessary and important to perform performance evaluation. However, the appropriate indicators should be found for organization character and the way of evaluation must be explained clearly to the persons whom are taken evaluation. By the above conclusions, some recommendations are made as following: 1.Regarding educational foundations: (1)For the sustainable development, the foundations should put more emphasis on the concepts and strategies of management. (2)To correspond with the missions of the organization, foundations should develop strategies and innovative services. (3)To reinforce personnel training and to manipulate volunteers completely. (4)To expand the strategic alliance, reinforce links of resources, and to enhance organizational performance. 2.Regarding government authorities: (1)Designing the distinctive performance indicators with quality and quantity to enhance the performance of educational foundations. (2)Handling seminars or observations to increase professional knowledge and experience. (3)Providing a friendly network environment, establishing a common platform as reference for the related personnel. (4)Praising excellent units to expand the effectiveness of social learning.

資訊科技投資的績效要如何評估,是所有資訊經理人關切的議題。將資訊科技有效整合到企業核心程序,是企業對於資訊科技的首要目標,但價值的產生要如何衡量、對績效形成怎樣的影響,卻很難在財務報表或其他有形的評估方式中表現出來。企業無形資產中存在著各種的智慧資本,雖然單獨以資訊科技無法帶來足夠競爭優勢,但若以資訊科技的力量來結合其他無形的資本,確能產生顯著的價值。 本研究回顧有形與無形資產的衡量方法,提出資訊科技資本的概念來整合既有方法,以評估企業資訊科技的效益。資訊科技資本是組織或公司長期累積資訊科技的能力,包含有形與無形的資產。資訊科技資本要如何衡量,是否可以分解出適當的構面,以幫助企業快速評量資訊科技資本的流量與存量呢?本研究初步建構一套衡量的構面與指標,期望透過可標準化衡量的指標,讓企業對於資訊科技的管理與維護,有更合適方便的方法。 高科技產業的環境變動迅速,對資訊科技的應用需求更形重要,如何快速掌握資訊科技的能力,是企業能夠快速運用策略的決勝關鍵。本研究訪談六家高科技產業個案公司,驗證本研究提出的資訊科技資本指標,並請資訊經理人針對指標提供適用分數,做為驗證指標發展的有效性評分。 / Assessing the performance of Information Technology (IT) investments is an issue that concerns every IT manager. It is an enterprise’s primary goal to integrate IT into critical business processes effectively, but the value and influence of a firm’s performance is very difficult to show in financial statements and quantify using regular assessment methods. This research first reviews the existing approaches in measuring tangible and intangible IT assets and then points out the IT capital which is a new concept to integrate the existing approaches in order to tackle the measure and quantification issue. IT capital is the IT ability that an organization and an enterprise accumulate over a period of time to gain the competitive advantages for companies, including tangible and intangible benefits. This study examines the development of a set of dimensions and indicators to assess IT capital. The research approach is case study orientation. There are six live case studies we have conducted to develop and verify the set of performance indicators for IT capital. A questionnaire approach was taken to gather the scores from the IT managers to provide the validity of the indicator development.

利用Quantopian交易平台設計演算法交易策略 / Design algorithmic trading strategy by Quantopian trading platform

本文以全球第一個演算法交易雲端平台-Quantopian進行研究,藉由平台社群討論區內公開之演算法交易策略,透過交易策略篩選和初步優化,以演算法交易策略為投資標的,搭配不同權重策略建構投資組合。權重策略部分,本文提出適用於組合式交易策略的績效指標加權 (Performance Index Weighted) 法,應用因子投資的觀念,融合排序相關性較低、不同面向之績效指標作為報酬率驅動因子,並參考Asness et al. (2013) 以因子排序作為權重計算依據,提供了簡單直覺、非最適化求解而且穩健的加權方式,更直接地將交易策略各面向績效的優劣反應在權重上。 根據數值分析,發現組合式交易策略長期而言,整體績效表現平均優於個別演算法交易策略,最小變異、績效指標加權和均等權重投資組合的風險亦明顯低於個別交易策略,且最小變異、績效指標加權和均等權重投資組合在降低投資組合風險的同時,並未犧牲過多報酬,風險調整後績效表現優於個別交易策略。而績效指標加權投資組合之年化報酬率、風險衡量和風險調整後績效表現皆優於最小變異、平均數-變異數、均等權重的加權投資組合,此種權重策略可使投資組合之夏普比率 (Sharpe ratio) 顯著提升,且投資組合的風險大幅降低,最大跌幅 (Max drawdown) 在四年半的實驗區間內降至10%以下的水準,風險調整後績效優異。 透過Quantopian社群演算法交易平台,個人投資者也能站在巨人的肩膀上學習,集合眾人的力量,憑藉量化交易創造出和機構法人一樣具有競爭力的投資組合。如Chan (2009) 所言,個人投資者也能憑藉量化交易,設計一套演算法交易策略。 / Quantopian is a crowd-sourced hedge fund which allows members on the platform to develop their own algorithmic strategies and even get capital allocations from Quantopian. In this paper, we constructed portfolios by Quantopian trading platform and proposed Performance Index Weighted method which generate consistently profit in our study. First, we filtered algorithmic trading strategies shared on the Quantopian community and improved the performance slightly. Second, we combined multiple algorithmic strategies with varied portfolio weight method, such as minimize-variance, performance index weighted, mean-variance, and equal weighed method to construct a portfolio. To elaborate, Performance Index Weighted portfolio is actually an application of factor investing, in which the portfolio weight depends on the ranking of performance index (factors), and these index measure returns, risk, and also risk-adjusted returns, which truly reflects how well the algorithmic strategy is. As a result, we used the performance index as a return driver and invested more in well-ranked strategies directly. Performance index weighted is a simple, robust, and fully intuitively way to construct a portfolio. In numerical analysis, we found that using multiple strategies to construct a portfolio could generate better performance than a single algorithm strategy on average. Moreover, the annual returns, risk measure, and risk-adjusted returns of Performance Index Weighted portfolio turn out to be better than minimize-variance portfolio, mean-variance portfolio, and equal weighted portfolio. As a result, Performance Index Weighted portfolio has significantly higher Sharpe ratio and lower Max Drawdown (lower than 10% in our out-of-sample test) than other portfolios, which shows excellent risk-adjusted performance. Most important of all, retail traders could learn more precisely by standing on the shoulders of giants through Quantopian trading platform. Also, by collecting wisdom from the crowd, we create an opportunity for retail traders to construct competitive portfolios just as institutional investors do.

入口網站服務品質提昇之研究--以休閒農業服務網為例 / Electronic service quality improvement-- the case of ezgo web portal

行政院農委會為了提昇網站服務品質,委託台灣農業資訊科技發展協會將「休閒農業服務網」入口網站與所屬的二十個家族網站進行相關整合計畫,同時以2007年12月研考會公布的「政府服務品質獎評獎作業手冊」為參考依據,希望透過「休閒農業服務網」入口網站改善來提昇網站的服務品質,整合各相關業務機關的資訊,提供民眾完善的資訊服務平台,為農村旅遊配套措施加值,並促進農村經濟活絡與提昇生活品質之終極目標。 本研究首先依據評獎的計分方式,以內部效益、外部效益、整合性的解決手法與資通訊(ICT)服務導入等四大項評分標準,協助建置客觀且可衡量的構面與指標。然後利用深度訪談、專家訪談的專業建議、焦點團體訪談(FGI)等方式來瞭解使用者真正的需求與題項,並修正前項構面與指標。並採用層級分析法(AHP)來計算服務品質構面的題項,最後以網路問卷與問卷調查的方式進行滿意度分析,進而產生初步KPI。 同時,透過初步KPI進行實際的網站功能改善,分析民眾對網站服務品質的滿意度是否提升,提出具體可行、較大幅度的修正建議,以趕上目前科技網路的進步。希望透過此次研究,能更深入了解非營利入口網站的實務機制與流程,日後可依不同網站需求做調整,推展到其他非營利的網站。 本研究的網站服務品質提升的計畫經過嚴謹的調查,確實執行所有階段活動,並實體進行網站服務品質的功能改善,經過改善前後的兩次問卷調查結果對照,來評估網站功能改善的效益。研究結果依據評獎計分方式,在總得分1000分中獲得989分。整體而言,本次計畫確實有達到服務品質提升的目的。網站內容技術的發展以及網站應用普及,已促使政府機關或民眾,在觀念上及對網站內容的預期上,都遠高於以往。近年,整體大環境加上政府資訊網路的大幅發展,也促使我們需要認真思考,非營利網站與休閒農業相關的政府網站能加強改進,以滿足網路使用者的需求。 / The Council of Agriculture (COA), Executive Yuan authorized the Taiwan Agriculture Information Technology Association—the management team of the EZGO website—to integrate COA’s twenty sub-websites into a “EZGO” portal website. Referring to the service benchmarks of the annual “Executive Yuan Service Quality Award“, which the Research, Development and Evaluation Commission of the Executive Yuan presented on December, 2007, EZGO hopes to improve the COA’s web service quality with integrated information from related government agencies. Furthermore, with this portal, EZGO aims to promote agri-tourism, to expedite the economic revival of farm and fishing villages, and to improve the living quality of rural communities. The objective of this research is to provide EZGO with measurable and objective Key Performance Indicators (KPIs)to evaluate EZGO’s portal. First, measurable evaluate on criteria, which are based on the Government Service Quality Award’s benchmarks, were established. Second, some literatures review, in-depth interviews, expert interviews and a focus group interview to investigate the current situation of the web portal and its sub-websites and to determine the real needs of primary users were conducted. These results were adapted to previous criteria. Third, utilize the analytic hierarchy process method was utilized to calculate the weight of criteria and convert them into performance indicators. Finally, online questionnaire surveys and face-to-face interviews were conducted to turn those indicators into preliminary KPIs. Furthermore, EZGO used those preliminary KPIs to improve their website service quality, analyze users’ feedback to website and even suggest web redesign, in alignment with contemporary Internet user behavior trends. This research intends to establish fair, measurable and adjustable KPIs to evaluate non-profit portals and other similar websites. The research demonstrates a website service improvement process that combines rigorous investigation and thorough execution. The research actually did interpret and apply research findings to the EZGO portal website services and compared the before and after KPIs to evaluate improvements to the EZGO portal.

集合住宅管理維護績效之研究:集體行動、管理模式、使用衝突之影響探討 / Performance Evaluation of Property Management Services for Condominiums: A Research of Collective Action, Management Modes, and Usage Conflicts

集合住宅社區共同使用部份屬於住戶分別共有的「共有資產」,具有類似公共財的特性,可能會因為相關使用衝突課題,或集體行動困境,而減損多數願意配合社區事務的住戶之使用效益。此外,代理問題可能衍生自管理委員會所建立的管理模式,其影響程度可能因決策控制權及管理權不同程度的委外而有異。 因此,本論文主要有三個探討課題:第一,從集體行動困境角度分析並釐清管理委員會自治管理問題;第二,依據代理理論、公司治理機制,從決策控制權移轉的程度來重新定義集合住宅社區的事務管理模式,分析事務管理模式對於管理維護效率的影響;第三,了解使用混合與面積混合所產生的使用衝突與管理維護績效間的相互關係。本文使用台北集合住宅管理維護現況調查的問卷資料進行實證研究,期望透過上述課題的探討,釐清管理維護潛在問題,並對不同類型社區提出適宜管理維護方式的建議,產生兼具學術與實務面之貢獻。 / Common property belonging to all owners of a condominium may cause usage conflicts or collective action dilemmas, due to the characteristic of quasi-public goods diminishing most residents' utility or benefits. Besides, agency problems derived from different management modes established by management committees may have unfavorable influence on management performance to some extent ccording to the delegation degree of decision control and management. Therefore, the main topics of this dissertation are as follows: First, analyzing and cectifying the collective action dilemmas through the self-organized CPR regimes; Secondly, redefining condominium management modes through delegation or outsourcing degrees of decision control according to agency theory and corporate governance framework and analyzing the effects of these modes on management performance; Thirdly, discovering the relationship between usage conflicts derived from the features of housing mix and usage mix and management performance of condominiums. Data collected from a postal questionnaire survey in Taipei city was used in several empirical analyses based on the main topics. Clarify the potential problems of condominium management and proposing appropriate management modes and approaches according to various features of condominiums are expected to be both academic and practical contributions.
