Ledarskap finns på flera platser i samhället och kan se ut på olika sätt. Det är något som alla känner till eller har kommit i kontakt med på ett eller annat sätt. Likt ord som lycka eller kärlek är ledarskap subjektivt och öppet för tolkning. Vissa hävdar att ledarskap är en medfödd förmåga medan andra menar att det är en förmåga som kan tränas upp. Ledarskapets speciella karaktär med sin skiftande betydelse och utseende fick oss att skriva det här arbetet. Ledarskap är så mycket mer än att bara leda människor eller ge order. Som en social konstruktion skapas ledarskapet för att kunna styra, leda och bemöta krav från exempelvis omgivningen.Syftet med studien är att undersöka hur studenterna på Högskolan i Borås uppfattar ledarskap. Vi har valt att genomföra studien utifrån en kvantitativ och kvalitativ metod med utgångspunkt i form av enkätundersökning och intervjuer. Empirin ligger till grund för analysen och består av kännetecken och påståenden om ledarskap. Samtidigt som vi har gjort ett försök till att visa hur institutionalismen kan kopplas till ledarskap. Resultatet visar att studenterna har en bred uppfattning om företeelsen ledarskap. En ledare skall vara duktiga på flera olika saker och förfoga över egenskaper som exempelvis kommunikationsförmåga, förtroendeingivande och samarbetsvillighet. / Program: Ekonomie magisterutbildning i företagsekonomi 60 hp

This study is a case study that observes the development of equality strategies in the European Union. After the former strategy for equality ended in 2015 there has been expectations that the European Commission would present a new strategy for equality. Therefore, the new strategy for equality was a disappointment for several actors and institutions of the European Union. The new strategy for equality is a work document and has a lower status in comparison with former strategies for equality in the EU. As a result, several actors and institutions are worried about the development of equality without a complete strategy.   To examine the development of strategies for equality in the EU historical institutionalism and a process called historic process tracing is used in this case study. The current strategy for equality 2016-2019 is going to be compared to the former strategies for 2006-2010 and 2010-2015. Are there any indications that the new work document represents a critical juncture or is it the result of path dependency and the way that EU equality strategies follows? To observe this case Hall and Taylors´ four distinct features of historical institutionalism has been the theoretical vantage point in this study.   To summarize the results of this study there has not been many substantial changes between the different equality strategies. However, changes has been identified through the way the commission presents their strategies. The new strategy for equality has also been criticised for the way the Commission has presented the document.  There are signs of a conflict in the union where different institutions rely on different patterns and structures. While the Commission presents a work document other actors and institutions in the EU are currently debating for a concise and formal strategy.

The purpose of this study was to examine the school counsellors and social service workers experience of how the child psychiatry manage their authority in the collaboration concerning children with mental health problems. The study was conducted using qualitative interviews with school counsellors, social service workers and one former employee of the Swedish child psychiatric care. Our results are divided into two themes: Collaboration and distribution of responsibility and Children who fall between the cracks. Examples of groups of children who according to our study are at risk of falling between the cracks are those who apart from mental issues have substance abuse issues or social issues, those whose parents are in a child custody dispute, children who are acting out and children with self-harm issues. The study also reveals that it's easier for children whose parents are active and knowledgeable to get help from the child psychiatric care and that it's a requirement for both parents and children to be highly motivated.There are established social hierarchs between agencies who partake in collaboration regarding children with mental illness. The child psychiatry have a higher status than the social services and the school and therefore greater power to steer the collaboration in a way that benefits the organisations own interests. The structure of the Swedish child psychiatric care is founded in a way that benefits the sorting of clients through the requirement of diagnoses and the will to sort out the psychic problems from the social.Our conclusions with the study is the way that children with mental illness are categorized and where the child is referred is mainly because of a broad conception that Abbott (1981) could describe where the mental issues are considered as "pure" and the social issues are considered "impure".

Abstract In 1997 a regulation were introduced to the swedish school system, Förordning om kvalitetsredovisning i skolor m.m SFS 1997:702 (Regulation about account of quality works whithin the school system). The preceding discussion noticed that municipalities and schools lacked in their progresive quality work. Messures had to be taken. Since the introduction of the regulation the government has decreed changes and additions to the original regulation. This has led to changes of substance and form in the quality work account to the administration during time. This changes can be explained with the theories of new-institutionalism. The purpose is to explain theese changes in the documents and describe the substance and form through analysis of content. The purpose is fullfilled by analysing two schools quality work accounts at three different occasions between 1997-2006. The question is: How has the increased set of details in government regulations changed the substance and shape of the schools feedback to the administration? The conclusion is that a increased set of details has changed the substance and form in the two schools quality work account. Elapsing time the schools has reached from a short form account aimed at the administration, to a informative and formalized account, reaching in several directions. <p>I USA infördes begreppet informationsoperationer i mitten av 1990-talet och det har sedan dess skett en stor utveckling inom detta fält. Även i den svenska Försvarsmakten har konceptetinformationsoperationer införts och en utveckling och uppbyggnad av förmågor inom detta koncept pågår. Syftet med denna uppsats är att undersöka huruvida konceptet informationsoperationers uppkomst i Försvarsmakten kan utgöra ett exempel på idéspridning. Utgångspunkten är att USA som en av världens ledande försvarsmakter är trendsättare för andra försvarsmakter i västvärlden, däribland den svenska Försvarsmakten. Med utgångspunkt i teorin om idéspridning undersöks om den amerikanska idén om informationsoperationer har spridit sig och snappats upp av Försvarsmakten som sedan översatt idén efter sina egna förutsättningar. Uppsatsen beskriver informationsoperationers uppkomst i USA och hur begreppet har fått fäste och utvecklats i Försvarsmakten. Kulturellt relevant socialt arbete? : En fältstudie i en SOS-barnby, Swaziland

The purpose of this study was to examine how SOS Children's Villages as an organization in Swaziland is affected by, and takes into account, the cultural, organizational and societal context in which it acts. Material was gathered through a field study during one month in one of the three SOS Children's Villages in Swaziland. The study has a qualitative approach and is based on the result from 12 semi-structured interviews with village mothers and other representatives from the organization. The other representatives were: social worker, program director, child and youth development coordinator, board member and educational manager. Since this study is both characterized by a specific historical, cultural and organizational context, we decided to connect the postcolonial perspective with an organization theory with focus on the concepts of culture, power and a children’s right perspective. The result from the study showed that SOS Children's village is affected by and takes into account the cultural and societal context in Swaziland in several ways. They do so, mainly by inlvolving the children in cultural values and activites. The result also showed that the village is influenced by the organizational field, because the SOS-Children´s village is in need of creating legitimacy. However, it becomes thus a dilemma how much the social work should be built upon, adapted, or should take into account the cultural, organizational and societal contexts to not maintain colonial worldviews.

Socialt ansvarsfull offentlig upphandling : institutioner och faktorer för framgångsrik implementering / Socially responsible public procurement : Institutions and factors for successful implementation

Syftet med denna uppsats är att identifiera möjliga utfallspåverkande faktorer som möjliggör ett framgångsrikt implementerat utfall avseende social hänsyn i offentlig upphandling i en svensk kontext. Analysen och slutsatserna bygger på en jämförelse mellan två fall där utfallet utgör den gemensamma nämnaren. Underlaget till uppsatsen bygger primärt på intervjuer med tjänstemän och politiker i Sigtuna och i Örebro. De teoretiska analysverktygen som används i denna uppsats är hämtade från Rational choice- och Normativ institutionalism. Tre temafaktorer har använts för att kategorisera likheter och skillnader mellan fallen. Dessa är spelregler, preferenser och resurser. Resultatet visar på att fallen har fler möjliga utfallspåverkande faktorer gemensamma än de har utfallspåverkande faktorer som skiljer dem åt. En troligt viktig möjlig förklarande faktor ligger i att frågan om sociala krav har hanterats på ledningsnivå som en strategisk fråga, snarare än som en juridisk eller teknisk fråga. Fallen kan även förstås som att behovet av upphandling och behovet av sociala åtgärder har växt fram oberoende av varandra innan själva upphandlingsprocesserna och att det är genom aktörernas aktioner som upphandlingsfrågan och den sociala frågan har kombinerats. Dock rör det sig inte om en institutionell förändring som katalysator för implementeringen, utan snarare om inkrementell förändring i synen på offentlig upphandling som ett verktyg för social förändring. / The purpose of this thesis is to identify probable outcome influencing factors that enable a successful implemented outcome of social considerations in public procurement in a Swedish context. The analysis and conclusions are based on a comparison between two cases where the outcome is the common denominator. The empirical material for the thesis is primarily gathered from interviews with officials and politicians in Sigtuna and in Örebro municipalities. The theoretical tools used for analysis in this thesis are taken from Rational choice and Normative institutionalism. Three thematic factors have been used to categorize the similarities and differences between the cases: these are the rules of the game, preferences and resources. The result shows that the cases have more probable outcome influencing factors in common than they exhibit outcome influencing factors that set them apart. A likely important probable explanatory factor is to be found in the fact that the subject of social considerations was handled at a management / political level as a strategic issue, rather than as a legal or technical issue. The cases can also be understood in a manner which informs us that the need for procurement and the need for social action have evolved independently of each other and before the actual procurement processes. It is through the actors’ actions that the procurement issues and the social considerations have been combined into a common issue. However, the result does not indicate an institutional change as a catalyst for the implementation, but rather that the change in the perception of public procurement as a tool with social policy implication represents an incremental change within the existing institutions.

Det klimatpolitiska ramverket antogs i Sverige 2017 till syftet att hålla den exekutiva makten ansvarig för att bedriva klimatpolitisk hänsyn. En grundläggande målsättning som ligger till bakgrund är att integrera klimatfrågan i samtliga politiska områden. Problemområdet berör svårigheter att uppnå klimatpolicyintegrering på nationell nivå i och med avsaknaden av sanktionsmöjligheter och på lokala nivån som inom ramen för självstyrelse likväl behöver förhålla sig till lokala institutioner och faktorer. Syftet med denna studie är att kartlägga hur denna integrering av klimatpolitik har tagit vid på den nationella nivån för att sedan undersöka huruvida detta har haft någon inverkan på den lokala nivåns klimatarbete på energiområdet. Studien avser i detta genomförande att undersöka hur värderingar och lokala förutsättningar påverkar klimatpolicyintegrering inom sex svenska kommuner. Med hjälp av kvalitativ textanalys och samtalsintervjuer kommer studien fram till ett antal slutsatser. Resultatet visar att den kartlagda klimatpolicyintegreringen är svag och därmed ger klimatmålet likvärdig hänsyn i relation till sektoriella mål såväl nationellt som lokalt. Inom kommuner har värderingar förmåga att i vissa fall stärka klimatpolicyintegrering medan kontextuella faktorer i form av ekonomiska resurser kan vara en hindrande omständighet i sammanhanget. / Sweden adopted its Climate Act and Policy Framework in 2017 which holds the government responsible to pursue climate policy based on the goals formulated by the Swedish Parliament. The main objective is to integrate climate policy within all political areas. The study revolves around the difficulties that may emerge on a national level where the possibility for sanctions are absent, and on a local level where the autonomy of municipalities have to take local institutions and contexts into account. The aim of this study is thus to identify how the integration of climate policy takes place on the national level and subsequently explore whether influence has occurred in the energy sector of the municipalities. This is accomplished by analyzing how values and local conditions affect climate policy integration in six Swedish municipalities. After applying qualitative methods, text analysis and interviews, two conclusions can be made. The results show, that on the one hand, although climate policy integration has occurred on the national and local levels, it has been weak by giving equal consideration to climate policy to sectorial issues. On the other, values can strengthen climate policy integration while economic resources may be a hindering circumstance.

Statligt stöd under coronakrisen : En inramningsanalys av EU-kommissionens framställning avstatsstödspolitiken under coronakrisen

In 2020, the corona virus was officially classified as a pandemic. Most countries’ economywas badly affected, and many companies were in need of state aid to survive. However, due to the European single market and its competition policy, the European commission has strict state aid rules. Hence, because of the circumstances, the commission implemented a temporary framework for state aid, which enabled for economic assistance that would normally not be in accordance with the competition policy. Because some countries had expressed concern for more generous state aid rules to threaten the single market, the commission needed to be strategic with their communication, in order for the member states to see it as necessary and legitimate. The aim of this study is to illustrate and analyze how the commission framed the temporary state aid rules to legitimize it. The method of use isframing analysis. The main results are that the two frames the commission used to legitimize the temporary state aid rules were that the crisis needed to be solved mutually, and the fact that it was an economic crisis. In conclusion, the commission framed the temporary state aidrules by alluding to common interests among the member states, such as the importance of European cooperation and the single market. They did this to legitimize the temporary state aid rules.
