In Deutschland ist jeder Dritte in irgendeiner Form ehrenamtlich tätig – sei es im Betriebsrat, als Mitglied der freiwilligen Feuerwehr, in einem gemeinnützigen Verein oder als engagierter Einzelbürger. Ohne diese auch Freiwilligenarbeit genannte Tätigkeit würden große Teile des öffentlichen Lebens gar nicht mehr oder nur noch rudimentär existieren. In diesem Kontext soll die Situation in kleineren sächsischen Bibliotheken beleuchtet werden.

Exploring community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in EkurhuleniMetropolitan Municipality, GautengNgonyama, Luyanda George 11 1900 (has links)
Evidence suggests that caring for orphans and vulnerable children affected by HIV and AIDS remains one of the greatest challenges facing South Africa. Statistics indicate that there are 1.91 million AIDS orphans in the country (UNICEF, 2012; Statistics South Africa, 2009:8)). The majority of these orphans live in rural and poor urban households. Caring for orphans and vulnerable children places severe strain on support systems, such as the extended family; this spills over into the community. Providing care and support also places an extra burden on the already overstretched welfare sector and drains state resources. The primarily objective of this study was to explore community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Ekurhuleni Metropolitan Municipality, Gauteng. A purposive sample of 32 participants was selected and field data were collected over a period of two months using a structured research guide. A combination of data collection methods was employed in order to explore different perspectives of community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Benoni. Emerging data illustrate a clear account on the impact of the AIDS epidemic in Benoni. All of the respondents were directly or indirectly affected by the epidemic. This should be located within the high prevalence of HIV and AIDS and the high number of orphans in Ekurhuleni. The study findings further suggest a correlation between socioeconomic challenges and the AIDS epidemic in Ekurhuleni. This is demonstrated through the challenges experienced by orphans and vulnerable children in Benoni, which include: non-disclosure by parents of their illness; economic deprivation and disrupted schooling; children caring for an ill parent with AIDS and child-headed households; emotional, sexual and economic exploitation, stigmatisation and discrimination. Despite these challenges, through community resilience the Benoni community has taken some initiatives to mitigate against these challenges. This includes the establishment of a community based organisation which provides basic services to orphans and vulnerable children in Benoni. To date this organisation has successfully provided material and psychosocial to more than 278 orphans. The success of this initiative confirms the importance of community driven interventions using the resilience framework to supports orphans and vulnerable, rather than dependency on the government imposed programmes- top down approach. 貓空纜車興建之政策形成過程研究:政策網絡觀點 / The study of policy formation process in construction of Maokong Gondola: A policy network approach黃柏榕, Huang, Po Jung Unknown Date (has links)
全台第一座都會型纜車「貓空纜車」於2007年7月4日正式營運,並在一年三個月創下617萬搭乘人次,成果輝煌;然而在2008年9月,因遭逢辛樂克與薔蜜颱風接連肆虐下,發生纜車T16塔柱邊坡崩塌事件進而停駛。當各界重新檢討這座興建順利的纜車背後隱藏了多少問題之際,本研究運用政策網絡分析,檢視貓空纜車政策形成過程,分別就參與者性質、行動者策略、權力關係與網絡整合性四大面向,就問題形成、政策規劃、政策合法化三個階段,逐段建構政策網絡、確立利害關係人,並探討興建過程中產生的問題。
研究發現,貓空纜車成案的關鍵並非專業評估使然,乃是為了實現馬英九市府的競選承諾。貓空纜車因為規劃過程中受到動物園的影響,導致纜車路線變更,鄰近棲霞山莊,並衍生後續噪音污染等爭議。貓空纜車在木柵觀光茶園社區發展協會及指南宮等民間團體的支持下,削弱了反對聲音;而主要的政策反對者棲霞山莊,則在當時問題意識不明確、預算順利通過等因素下,錯失反對時機。 / The first urban-type cable car in Taiwan “Maokong Gondola” had been inaugurated since 4th of July in 2007. It has successfully achieved 6.17 million hits in one year and three months. However, during September 2008, typhoon Sinlaku and Jangmi struck one after another and incurred serious mudslide erosion underneath pillar T16. The disaster had crippled the whole cable car system and had urged the public to re-examine the whole construction. This study utilizes policy network analysis to evaluate policy formation process regarding the construction of Maokong gondola in terms of four major factors: character of participants, actions’ strategies, power relationship and network integration. Demarcating the policy network while identifying the policy stakeholders and exploring issues arising from the construction process has been carried out in all three stages of the event: problem formation, policy formulation and policy legitimation.
This study shows that the key to the approval of Maokong gondola program was not due to professional evaluation, but instead, it was for the political motivation of Ma’s administration to attain victory in campaign. Being affected by the location of Taipei city zoo in the stage of program formulating, the cable car system has been rerouted closer to Chi-shia village, causing noise pollution and other harassment. By strong support from Muzha tea park community development association and Zhinan temple, the opponent’s opinions were gradually suppressed. Due to uncertainty of problem-knowing and easy approval of budget, the main opponent Chi-shia village had finally missed the opportunity in stopping the program.

台灣近十幾年來,社區凝聚意識高漲,各地區的非營利組織也紛紛在社區裡建立緊密的網絡以利互助交流。由於外在競爭者陸續的增加,使得社區型非營利組織必須具備更高的動員性,而為了募集更多的人力和資源,在申請和執行政府補助計畫的方面,也必須保持積極的態度。政府和社區型非營利組織要建構成功的夥伴關係,不僅與政府的政策規劃和執行有關,也與社區型非營利組織本身的特性和運作方式息息相關,故兩者間的協力關係呈現多樣化的面貌。
本研究以基隆市五個執行多元就業開發方案社會型計畫,但發展背景與執行成效有差異的社區發展協會為主要研究對象,探討這五個社區發展協會所發揮之功能與面臨的困境,以及參與多元就業開發方案中與政府的協力關係。
研究發現:(一)社區發展協會功能受限以及面對諸多問題;(二)社區發展協會參與多元就業開發方案帶來正面能量;(三) 社區發展協會參與多元就業開發方案與政府形成合作的模式;(四) 社區發展協會與政府所達成的協力互動關係因組織特質不同而有差異。
研究建議:(一)社區型非營利組織方面:社區發展協會應爭取多方資源,規劃學習型組織以及善用組織行銷(二)公私協力關係方面:社區發展協會應保持自主原則、社區發展協會領導人態度需正面積極、政府部門應以公平的態度對待每個單位、建立平等互惠的協力關係。(三)政策方面:透過社區附權來引導社區組織激發出更多想法與特色,並化為社區實際的能力。 / Over the past few decades, the consciousness of community has surged, the non-profit organizations also have built close network to enhance interaction in the community. Since the numbers of outside competitors have increased, the community non-profit organizations must have higher mobility. To gather more labor and resource, they must stay positive to apply for and execute the government grant programs. To establish a successful partnership between the government and the community non-profit organization, it is about not only the government’s policy and execution, but also the features of the community non-profit organization itself, and its operation way. Therefore, the cooperation of the two has appeared to be diverse.
This study takes 5 community development associations which with same execution of multi-employment development social type plan, but different in developing background and executive efficiency as research subjects. Discuss the functions of the 5 communities and difficulties they have encountered, and the cooperation from government in the participation of multi-employment development plan.
The research shows that: 1. The function of community development association is limited and also there are many problems they have encountered. 2. The community development association would bring positive energy by participating in multi-employment development plan. 3. The cooperation model between the government and community development associations that participate in multi-employment development plan. 4. There will be differences in the cooperative interaction due to the different organization features of the community development associations and the government.
There are four suggestions: 1. For the community non-profit organization: The community development associations should strive for different resources, planning the learning organization and use the organization marketing well. 2. Public and private cooperation: The community development associations shall keep the principle of autonomy, the attitude of leader of the community development association has to be positive and aggressive, and the government shall treat every unit fair and establish the equality and mutual benefit of the cooperation. 3. Policy: By community empowerment lead and inspire the community organization with more thoughts and features, making it the practical power of the community.

Challenges and potentials of channeling local philanthropy towards development and aocial justice and the role of waqf (Islamic and Arab-civic endowments) in building community foundationsDaly, Marwa El 16 May 2012 (has links)
Diese Arbeit bietet eine solide theoretische Grundlage zu Philanthropie und religiös motivierten Spendenaktivitäten und deren Einfluss auf Wohltätigkeitstrends, Entwicklungszusammenarbeit und einer auf dem Gedanken der sozialen Gerechtigkeit beruhenden Philanthropie. Untersucht werden dafür die Strukturen religiös motivierte Spenden, für die in der islamischen Tradition die Begriffe „zakat“, „Waqf“ oder im Plural auch „awqaf-“ oder „Sadaqa“ verwendet werden, der christliche Begriff dafür lautet „tithes“ oder „ushour“. Aufbauend auf diesem theoretischen Rahmenwerk analysiert die qualitative und quantitative Feldstudie auf nationaler Ebene, wie die ägyptische Öffentlichkeit Philanthropie, soziale Gerechtigkeit, Menschenrechte, Spenden, Freiwilligenarbeit und andere Konzepte des zivilgesellschaftlichen Engagements wahrnimmt. Um eine umfassende und repräsentative Datengrundlage zu erhalten, wurden 2000 Haushalte, 200 zivilgesellschaftliche Organisationen erfasst, sowie Spender, Empfänger, religiöse Wohltäter und andere Akteure interviewt. Die so gewonnen Erkenntnisse lassen aussagekräftige Aufschlüsse über philanthropische Trends zu. Erstmals wird so auch eine finanzielle Einschätzung und Bewertung der Aktivitäten im lokalen Wohltätigkeitsbereich möglich, die sich auf mehr als eine Billion US-Dollar beziffern lassen. Die Erhebung weist nach, dass gemessen an den Pro-Kopf-Aufwendungen die privaten Spendenaktivitäten weitaus wichtiger sind als auswärtige wirtschaftliche Hilfe für Ägypten. Das wiederum lässt Rückschlüsse zu, welche Bedeutung lokale Wohltätigkeit erlangen kann, wenn sie richtig gesteuert wird und nicht wie bislang oft im Teufelskreis von ad-hoc-Spenden oder Hilfen von Privatperson an Privatperson gefangen ist. Die Studie stellt außerdem eine Verbindung her zwischen lokalen Wohltätigkeits-Mechanismen, die meist auf religiösen und kulturellen Werten beruhen, und modernen Strukturen, wie etwa Gemeinde-Stiftungen oder Gemeinde-„waqf“, innerhalb derer die Spenden eine nachhaltige Veränderung bewirken können. Daher bietet diese Arbeit also eine umfassende wissenschaftliche Grundlage, die nicht nur ein besseres Verständnis, sondern auch den nachhaltiger Aus- und Aufbau lokaler Wohltätigkeitsstrukturen in Ägypten ermöglicht. Zentral ist dabei vor allem die Rolle lokaler, individueller Spenden, die beispielsweise für Stiftungen auf der Gemeindeebene eingesetzt, wesentlich zu einer nachhaltigen Entwicklung beitragen könnten – und das nicht nur in Ägypten, sondern in der gesamten arabischen Region. Als konkretes Ergebnis dieser Arbeit, wurde ein innovatives Modell entwickelt, dass neben den wissenschaftlichen Daten das Konzept der „waqf“ berücksichtigt. Der Wissenschaftlerin und einem engagierten Vorstand ist es auf dieser Grundlage gelungen, die Waqfeyat al Maadi Community Foundation (WMCF) zu gründen, die nicht nur ein Modell für eine Bürgerstiftung ist, sondern auch das tradierte Konzept der „waqf“ als praktikable und verbürgte Wohlstätigkeitsstruktur sinnvoll weiterentwickelt. / This work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.
