When browsing for some urban instruments used by various municipal administrations of São Paulo since the late eighties, which are based on public-private partnerships and that led to the consolidation of the district of Vila Olímpia in an important business center of the capital, the work questions this mode of producing the city only by normative view regarding the construction of urban spaces. Thus, the impacts on that area are evaluated here. Then, when analyzing a project developed by the private sector for urban improvements in the neighborhood, the work provides insight into the positioning of the business elites in urban governance and its role in relation to changes in urban form that have been occurring in the region. / A pesquisa trata de possibilidades de desenvolvimento de projetos urbanos em São Paulo por meio das Parcerias Público-Privadas, traçando um paralelo com aqueles implementados no contexto socioeconômico dos países centrais. Ao percorrer por alguns instrumentos urbanísticos aplicados por diversas gestões municipais paulistanas desde o final da década de 1980, que são baseados em Parcerias Público-Privadas e que levaram à consolidação do bairro da Vila Olímpia em um importante centro de negócios da capital, o trabalho questiona o modo de produzir a cidade apenas pela visão normativa em relação à construção de espaços urbanos. Sendo assim, os impactos causados sobre aquele território também são aqui avaliados. Em seguida, ao analisar um projeto elaborado pelo setor privado para melhorias urbanas no bairro, o trabalho oferece uma visão sobre o posicionamento das elites empresariais na governança urbana e sua atuação nas transformações em relação à forma urbana que vêm ocorrendo na região.

O presente trabalho apresenta uma reflexão sobre a continuidade da produção arquitetônica paulista, da moderna à contemporânea, por meio de objetos de estudo que configurem espaços públicos ou coletivos. Visa estabelecer uma ligação entre parte da produção atual e a de décadas anteriores por certas similaridades da abordagem; algumas linhas de continuidade ocorre pelas estratégias de projeto: da leitura do território, identificação e escolha dos problemas para formulação de partidos arquitetônicos com objetivo da construção e habitação do espaço urbano. Desenvolve essas questões pelo estudo da arquitetura como ação de consolidação do lugar, na relação entre projeto e cidade: a construção do chão como recriação da geografia. O estudo se desenvolve sobre obras que desenhem a expansão do solo público e ofereçam espaços coletivos de convívio para a cidade, projetos que proponham a interação com o tecido urbano e busquem soluções de projeto na qualificação do ambiente com base na escala do lote, como elementos de composição dos espaços do convívio democrático e da sociabilidade. O princípio é o objeto arquitetônico, o meio é a técnica, o fim é a cidade. Artigas fez a síntese das bases de uma pesquisa de arquitetura em São Paulo, um modo pragmático de pensar e trabalhar o projeto com vistas a objetivos de maior escala. Algumas vertentes da produção paulista contemporânea preservam, em objetos arquitetônicos que são definidores espaciais, o desenho de obras que descartam a utopia urbana moderna e visam a qualificação da cidade possível, esta, que permanece como foco principal de projeto das sucessivas gerações de arquitetos, entendida como produto da transformação da geografia por meio da técnica. A atividade de projeto requer opções de materiais, tecnologias, linguagem, espaços edificados e vazios não edificados. O projeto deste vazio, usualmente representado por meio de cortes, é a essência de estratégias de projeto perenes em partidos arquitetônicos que carregam um controle da tensão entre a topografia projetada e o objeto construído. / This study presents a reflection about the continuity of the Brazilian architectural production of São Paulo, from modern to contemporary, through study objects which configure public or collective spaces. It aims to establish a connection between part of the current production and that of the past decades by certain approach similarities; some continuity lines occur by the projects\' strategies: from the territory analysis, identification and choosing of problems to go on a design parti aiming at the construction and habitation of urban spaces. It develops these matters throughout a study of the architecture as an action of place consolidation, in the relation between architectural design and city: the construction of the ground as a geographic recreation. The study is developed upon works that draw the expansion of the public ground and offer collective living spaces for the city, projects that propose the interaction with the urban tissue, and seek project solutions in the qualification of the environment based on urban lot scale, as composing elements of democratic living spaces and sociability. The principle is the architectonic object, the means is the technique, the end is the city. Artigas synthesized the basis of an architecture research in São Paulo, a pragmatic way of thinking and working the project aiming at larger scales objectives. Some aspects of the contemporary paulista production preserve, in architectonic objects that are defined as spatial, the drawing of works that discard the modern urban utopia and view the qualification of the possible city which remains the main focus of successive generations of architects, understood as a transformation product of geography through technique. The project activity demands material options, technologies, language, built and unbuilt spaces. The project of the void, usually presented in sections, is the essence of perennial design strategies in architectonic partis that carry a tension control between the designed topography and the built object.

地方政府與外資衝擊下的城市空間型構--以上海市房地產投資為例 / The formation of urban space under the impulse of local government and foreign direct investment: a case study of real estate in Shanghai

改革開放後,上海市在中共中央的規劃下,希望於二十一世紀時成為國際經濟中心的城市;然而,上海市的城市功能定位自 1949 年後由國際外向型經濟中心轉為國內型生產城市,城市功能、空間佈局亦隨之改變。卻成功達成「以上海浦東開發開放為龍頭,進一步開放長江沿岸城市,盡快把上海建成國際經濟、金融、貿易中心之一,帶動長江三角洲和整個長江流域地區經濟的新飛躍」的發展目標,城市佈局的重建可說是支撐上海市實現其目標的基礎。 本論文嘗試就外商直接投資(第二章)、地方政府行為(第三章)及房地產(第五章)三個角度探討上海市城市空間變化,也試著探討政府、外資及房地產三者間彼此的互動與影響。而從分析的過程中發現,中國大陸欲引進外資解決其資金缺乏的問題,以各式優惠的政策來吸引外資;外國投資者看重的是中國大陸廣大的市場。上海市同樣面臨資金缺乏的問題,為進行城市空間的改造與建設,上海市藉舊城改造、新區開發及住房改革等因素形成的房地產吸引外資的投入,三者間形成巧妙的互動與影響。   經濟與政治間的角力在上海市生動的呈現,上海市為了資金的到位,變更了原有的城市規劃設計,外商為了獲利願意配合政策投資獲利極小的平價或動遷住宅,在互相協商、較勁後,可以發現上海市再從計畫經濟轉軌至市場經濟時,經濟利益的影響雖大,但仍未能掌控上海城市空間的發展。相對的,上海市政府卻實際巧妙的利用外資進行了城市空間的重構與發展,同時也獲得了所需的資金。

The displacement of a modernized shopping mall for a traditional open market is the most important incident that causes a great impact upon the urban people. In this thesis, I would like to use Chris Jenks’ analysis of the flâneur and situationist concepts of psychogeography, dérive, détournement, and the spectacle to analyze how Crace presents the interaction between man and space which is threatened by the visual manipulation hidden behind urban planning. He also points out that urban inhabitants and their living environment form an organic whole that will keep evolving through their mutual influence. Applying Jenks’ discussion on the flâneur and situationist concepts of psychogeography and dérive, I would first show that Crace breaks the boundary between psychology and geography to present a collage of different interpretations based upon several characters’ mentalities. Then, the construction of the new shopping mall named Arcadia brings up the juxtaposition of the topos Arcadia and the issue of urban public space. With the practice of détournement, the narrator deconstructs the countryside in the shopping mall as the duplication of nature and emphasizes that the life of the city does not reside in the spectacular sites but in diverse and mutual interactions between urban space and its inhabitants. With spatial practices of dérive and détournement, the narrator not only criticizes that both social relationship and urban space are saturated with separation caused by the spectacle, but also makes known that urban people still hold the autonomy of creating alternative spatial use even under the dominant representation of the spectacle in the city.

中國做為一個崛起的東亞大國,對於建立自己的高科技產業與自主創新能力的急起直追也經歷了許多轉變的過程,這些演變體現在中央領導的科技政策與區域建設的創新系統上。自1988年的北京市新技術產業開發試驗區以來,從沿海到內陸所設置的大大小小的科技園區,在在說明了中國希望藉由這種模式追求創新集群的效益。然而本研究中的北京中關村做為中國的高科技產業龍頭,其空間發展出現了有別於其他東亞後進國家中科技園區的分散樣貌。這樣的空間樣貌乃基於地方治理結構的特殊性,演化出各個分散在北京市下不同市轄區的園區都被稱為中關村科學園區、都各自建立起華麗而昂貴的辦公大樓、研發中心之現象。 本研究欲透過回顧中國的科技產業政策以及地方治理模式的轉變,來說明這樣的分散樣貌,是源自於中國在改革開放後的地方治理權責下放導致北京市轄下的各區縣都採用了一種近似於滾動開發的模式來大興土木以追求快速的成長的情況。換言之,在中關村,土地開發帶來的多階段收入在地方政府的眼中的重要性幾乎超越了對創新能力的追求。本研究將以上述脈絡為主旨,深入探討中國在全球化的壓力以及治理結構轉型過程的拉扯下,致使中關村的發展進入到一種看似快速但卻相當矛盾的情結當中,並進而勾勒出現今中關村的空間樣貌。 / China has been trying to catch up with the Western world since its economic reform. In the process, China imitated the successful experience of Silicon Valley in the U.S. and trying to establish special science parks to speed up technological upgrading and innovation. Beijing’s Experimental Zone for Developing New- Technology Industries, which later was named Zhongguancun(ZGC), was the first one following this policy and proven to be the most successful one in China. However, the prosperity of ZGC or any other science park in China does come with a price. There is a lot of problems raised referring to the highly growing land price such as the overwhelming high rent has affected smaller innovative enterprises to survive in Beijing. The thesis tries to discuss the production of space in Beijing’s ZGC through two theoretical views: The Innovation Theory and The Growth Machine Theory. This thesis argues that there are two different forces which have driven ZGC to its status today. The first is China’s overall goal of economic catching up strategy that gives ZGC the legitimacy to develop and grow with relatively greater freedom from existing regulations. The second is Beijing’s various district governments’ strategy in using the construction of science parks as a site to generate economic development. This thesis argues that China’s tax reformation in 1994 has reinforced the importance of land politics to a higher level, through which the development of real estate sector of ZGC has played an important role for the creation of an innovation cluster. As a result, the local government, together with its land politics, eventually plays the leading role in ZGC’s production of space and makes the best use of ZGC’s shining brand.

O Perdão, de Andradina de Oliveira : romance urbano na Belle Époque rio-grandense

O Perdão de Andradina de Oliveira: Romance urbano na Belle Époque Rio- Grandense tem por objetivo a realização de uma análise descritivo-analítica do romance publicado por Andradina de Oliveira em 1910, na cidade de Porto Alegre. A ficção de Andradina de Oliveira se constitui através de um olhar etnográfico que registra a heterogeneidade da paisagem urbana com grande detalhamento, colocando em destaque as relações de poder do ponto de vista do gênero e da classe social. Tais relações se estabelecem no contexto das transformações da Belle Époque para a modernidade. A investigação da cidade traz à tona discussões sobre a identidade sulina contraposta a identidade nacional e cosmopolita, bem como discussões sobre a modernidade dentro de um espaço urbano periférico em formação. A estrutura do trabalho se constitui de três capítulos com focos respectivos em cultura e regionalismo, classe e gênero, e espaço público masculino e voz narrativa. Conclui que, apesar de o romance não constar da historiografia literária em razão de questões de posicionamento autoral, é um momento marcante na história literária do Estado e a presente dissertação pode vir a ser um dos elementos a possibilitar uma futura inserção da obra no cânone. / Forgiveness by Andradina de Oliveira: Urban Fiction in the Rio-Grandense Belle Époque aims at making a discriptive-analitical study on this novel published by Andradina de Oliveira in 1910, in Porto Alegre City. Andradina de Oliveira's fiction is built through an ethnographic view which registers the heterogeneity of the city landscape with accurate detailment, highliting power relations in terms of gender and social class. Such relations establish themselves in belle époque changings to modernity. The investigation of the city brings out discussions about southern identity in opposition to national and cosmopolitan identity, as well as discussions about modernity, which are established in the peripheral urban space in formation. The structure of the work is consisted of three chapter focusing respectively on culture and regionalism, class and gender, and male public place and narrative voice. It was concluded that, although the novel is not there in the literary historiography due to authoral positioning issues, it is an outstanding moment in the literary history of the state and this present dissertation can become one of the elements to enable a future insertion of this work in the canon.

Diálogo de traços : etnografia dos praticantes de apropriações visuais do espaço urbano em Porto Alegre

Esta etnografia, apoiada nas inserções exploratórias da pesquisa de campo, recusa certa fronteira pré-estabelecida entre graffiti e pichação (forjada mediante a suposta supremacia estética e moral do primeiro com relação à segunda) e os considera como práticas de apropriações visuais realizadas no espaço da cidade. A partir dessa posição em campo, possibilita a descrição dessas práticas “por sobre o ombro” de determinados sujeitos que as praticam (e as significam) na cidade de Porto Alegre, apontando para outras relações, fronteiras possíveis. Os sujeitos acessados na pesquisa de campo compartilham certa posição no “cenário” das apropriações visuais em Porto Alegre, marcada pela utilização das habilidades desenvolvidas a partir de sua trajetória com relação às apropriações visuais (desenho, pintura) em atividades remuneráveis e capazes de gerar reconhecimento. Desse modo, a intenção de profissionalização, convive com o trabalho e a arte realizados nos espaços da cidade, que são geralmente não autorizados e não remunerados, e tecem a rede de pertencimento e sociabilidade. Mediante a descrição de elementos da visualidade dos praticantes de apropriações visuais, possibilita compreender que a pertença ao grupo está imbricada e é dependente das relações estabelecidas com o espaço (visual) da cidade, e que os praticantes de apropriações visuais dialogam, mas também questionam, tensionam certa visualidade “oficial” da cidade. Por fim são abordadas as fronteiras e os e os trânsitos realizáveis entre graffiti, pichação, publicidade e artes plásticas, conforme experimentados pelos sujeitos acessados em campo, salientando a tensão presente na dupla atuação, legal e ilegal, desses atores sociais. / This ethnography, based on exploratory insertions into fieldwork, refuses a certain pre-established frontier between graffiti and street writing (forged through an assumed esthetical and moral supremacy of the former in relation to the latter) and considers them as practices of visual appropriations realized in the space of the city. Starting from this position in the field, it enables the description of this practices "through over the shoulder" of specific subjects that do (and signify) them in the city of Porto Alegre, presenting other relations and possible frontiers. The subjects accessed in fieldwork share some position in the "scenery" of visual appropriations in Porto Alegre, marked by the utilization of the abilities developed along their trajectory, in relation to the visual appropriations (drawing, painting), in activities which are remunerable and capable of generating recognition. In this way, the intention of professionalization gets on with the work and art realized in the spaces of the city, which weave the net of belonging and sociability and are generally illegal and nonremunerable. Through the description of elements of the visuality of the practitioners of visual appropriations, it becomes possible to understand that belonging to the group is imbricated and dependant on the established relations with the (visual) space of the city, and that the practitioners of the visual appropriations dialogue, but also question, strain some "official" visuality of the city. Finally, it approaches the frontiers and the realizable transits between graffiti, street writing, publicity and plastic arts, as they are tried by the accessed subjects in the field, emphasizing the present tension in the double acting, legal and illegal, of these social actors.

Le Congrès Eucharistique International est l’un des événements de masse les plus significatifs du catholicisme contemporain. À mi-chemin entre la modernité et la tradition, il s’agit d’un phénomène de mobilisation des fidèles comparable à des événements de masse laïcs, tels que l´Exposition Universelle, les congrès scientifiques et politiques, et même les Jeux Olympiques. Notre travail fait une étude comparative de deux des trois Congrès Internationaux qui ont eu lieu en Espagne (Madrid 1911 et Barcelone 1952). Ces assemblées catholiques sont un vaste et riche champ pour la recherche du point de vue des études transdisciplinaires, et en particulier de la perspective de l’histoire culturelle, car chaque célébration implique une convergence particulière d’intérêts multiples (religieux, politiques, économiques, spatiaux, symboliques, etc.). Tandis que pour la première partie de la thèse nous avons fait une contextualisation historique approfondie de chaque congrès (locale, nationale et internationale), pour la deuxième partie, nous avons opté pour une perspective comparative et diachronique autour de deux thématiques essentielles pour l´étude des faits religieux contemporains : catholicisme espagnol et modernité (chapitre 5), et catholicisme espagnol et espace urbain (chapitre 6). La perspective spatiale de notre sixième chapitre est très importante, car, dans le cadre espagnol, il n’existe à ce jour que très peu d’études approfondies sur la religion comme un facteur de transformation de la ville, et inversement, de la ville comme un élément de modernisation du catholicisme contemporain. / The International Eucharistic Congress is one of the most striking mega events organized by the Catholic Church in late modernity. Its hybrid nature (both traditional and modern, secular and spiritual), the fact that it has been celebrated since the end of the XIXth century in all five continents, and the imposing multitudes it gathers, make it an extraordinary object of study for the field of Religion and History. Despite its being mainly conservative in nature, its celebration has also allowed for restricted, but fundamental, religious innovation, gradually allowing the Church to creatively face the challenges of an increasingly less observant modern society. Spain has celebrated the IEC on three occasions: Madrid 1911, Barcelona 1952 and Seville 1993. Our work wishes to establish a rich comparison between the first two. We will first situate the 1911 and 1952 celebrations in their local, national and international historical contexts. Then, in the second part of our work, we will study both celebrations from a diachronic and thematic perspective, namely, the relation of Spanish Catholicism both to Modernity (to the emergence of mass culture and society) and to Urban Space. Taking a postsecular point of view, we will emphasize the fact that the place, role, meaning, and identity of religion in Spain have changed in tandem with modernity’s social, economic, political and cultural transformations. Ultimately, inspired by both by S. Juliá´s revision of the historical metanarrative that considered Spain as Modernity´s failure/“anomaly”, and by F. Montero´s call to develop a Cultural History of Spanish Catholicism, our study wishes to critically reevaluate the role that History has traditionally ascribed to Catholicism in Contemporary Spain.

Modelagem, mensuração e simulação do movimento de pedestres e veículos

Analisar a probabilidade dos tecidos urbanos exercerem efeitos junto ao movimento de pedestres e veículos, por meio do desenvolvimento de um modelo matemáticoestatístico e, aplicar na prática do planejamento urbano as informações obtidas, são os objetivos que se apresentam. O problema central está em distinguir quais propriedades são relevantes, que relações mantêm entre si, e o quanto explicam o porquê, como e por onde pedestres e veículos se movimentam? Parte-se da hipótese de que propriedades espaciais, formais e funcionais dos tecidos urbanos vinculadas ao sistema de vias, quadras, lotes e edificações, de alguma maneira e intensidade, facilitam, dificultam ou mesmo definem significativamente o movimento de pedestres e veículos, cuja consideração em conjunto e em separado aprimora a modelagem, mensuração e simulação do movimento de pedestres e veículos. As abordagens centradas na demanda de viagens (Entrevista Domiciliar de Origem e Destino) e na configuração espacial urbana (Sintaxe Espacial) fundamentam teoricamente a pesquisa e embasam a construção do método que compatibiliza e conjuga, por meio da construção do modelo matemático-estatístico, denominado modelo de deslocamento 5D, cerca de 20 variáveis do tecido urbano. Em relação aos resultados obtidos, as abordagens adotadas se mostram complementares no entendimento das propriedades que influenciam o movimento de pedestres e veículos em torno dos bairros Higienópolis, Santa Maria Goretti, Passo D’Areia e Vila do IAPI, em Porto Alegre, tomados como estudo de caso. O modelo de deslocamento 5D mostra-se operacionalmente viável e promissor, apresentando resultados estatísticos significativos e com alto grau de confiabilidade. Aproximadamente, 85% do movimento de pedestres e veículos nas áreas em estudo é explicado por medidas que consideram: (i) a articulação e continuidade de percursos alternativos possíveis ao longo de uma via em relação as demais vias em seu entorno imediato; (ii) a contribuição das edificações e dos recuos laterais e frontais em relação aos lotes e quadras na conformação do espaço aberto público; (iii) a variedade de tipologias edilícias e possibilidades de combinação entre si e ocorrência de morfologias simultaneamente; (iv) a relação entre movimento, área construída e comprimento de via; (v) a atribuição de valores às diferentes atividades residenciais e não-residenciais desempenhadas nas edificações; e, (vi) a ponderação dos acessos às edificações. A aplicação do modelo de deslocamento 5D demonstrou ser um instrumento útil na simulação de condições de total transformação ou relativa homogeneidade dos tecidos urbanos, assim como auxiliar ao planejamento urbano, não determinando, entretanto, o que deve ser feito, mas sim, possibilitando entender o que está sendo feito. / An analysis of the likelihood of the urban tissues to exercise effects over pedestrian and vehicle movements, through the development of a statistical and mathematical model, and the practical application of the resulting information, are the intended objectives. The core problem consists in distinguishing which properties are relevant, what are their relations with one another, and to what extent they explain why, how and where pedestrians and vehicles move along? The assumed hypothesis is that spatial, formal and functional properties of the urban tissues linked to the system of lanes, blocks, lots and constructions, in some way or intensity, facilitate, impair or even define significantly the movement of pedestrians and vehicles, whose joint or separate consideration improves the modeling, measuring and simulation of pedestrian and vehicle movement. The approaches focused on traveling needs (Origin and Destination Domicile Interview) and in the urban space configuration (Space Syntax) lay the theoretical foundation for the survey and are the basis for the construction of the method that makes compatible and conjugates, through the construction of the mathematical and statistical model, called 5D displacement model, about 20 variables of the urban tissue. With regard to the results obtained, the adopted approaches show entirely in the understanding of the properties that influence the movement of pedestrians and vehicles surrounding the districts of Higienópolis, Santa Maria Goretti, Passo D’Areia and Vila do IAPI, in Porto Alegre, taken as case study. The 5D Displacement Model proves operationally viable and promising, presenting significant statistical results with a high degree of reliability. Approximately 85% of the movement of pedestrians and vehicles in the studied areas is explained by measures that consider (i) articulation and continuity of alternative routes available along a lane with regard to the other lanes on the immediate surrounding; (ii) the contribution of the buildings and lateral and frontal gaps with regard to the lots and blocks in the conformation of open public space; (iii) a variety of edilicious typologies and possibilities for combinations among themselves and the occurrence of morphologies simultaneously; (iv) the relation between movement, constructed area and length of lane; (v) the attribution of values to the different residential and non-residential activities performed at the buildings; and, (vi) and the ponderation of accesses to the buildings. The application of the 5D displacement model proved to be a useful tool in the simulation of total transformation conditions or the relative homogeneity of the urban tissues, while helping with urban planning, though without determining what should be done, but making it possible to understand what is being done.
