應用倒傳遞類神經網路於P2P借貸投資報酬率預測之研究——以Lending Club為例 / A Study of the Application of Back-Propagation Neural Network to the ROI Forecasting in P2P Lending—A Case of Lending Club

金融科技因為能大幅降低金融活動中的交易成本與門檻,同時打破傳統金融交易資訊不及時的情況,因此能創造以往未有的商業價值。其中P2P Lending即透過電子化技術創造交易平台媒合資金提供者與需求者的微型授信服務,因為省去傳統金融機構中介的成本,故能提升供需雙方效益。然而特殊的營運方式使資金提供者須承擔更高風險,實際上P2P Lending亦曾發生重大詐騙與倒帳事件,因此使英美中政府加強監管,相較之下,我國仍維持不納入金融監管原則,因此本研究試圖以Lending Club具有代表性的案例,提供投資者選擇投資標的的建議。 本研究搜集Lending Club自2007年至2011年42538筆已發行之借貸,在111個變數中使用 Pearson Correlation以及Information gain,並輔以文獻回顧進行變數選擇挑選22個變數。在搭配Dropout技術與透過網格搜索分析最佳化演算法、批次訓練樣本數、訓練次數等參數配置後,本研究訓練得到在測試集準確度達76%的類神經網路模型。經模擬後發現,類神經網路ROI的平均值為9.40,高於對照組7.02,經檢定驗證此差異結果可以採信,因此類神經網路能有效的給予投資人有效的投資建議。

臺灣地區公共圖書館自動化系統跨系統整合模式研究 / A Study of the Automation Intersystem Integrated Models for Public Libraries in Taiwan Area

臺灣地區公共圖書館自動化系統連結的模式,以縣市文化局(文化中心)與鄉鎮圖書館連結,共用一套系統運作為最主要的模式。此種模式自1996年開始推動建置以來,已經提供給縣市民眾一證通用、聯合書目館藏資料庫查詢等服務,部分縣市也開始進行館際互借、互還的準備作業,進一步利用共用系統所提供的功能。完成各縣市公共圖書館自動化系統的階段後,如何整合各縣市公共圖書館的自動化系統,提供跨系統資訊交換,促進不同縣市公共圖書館的館際合作事宜,以及擴大讀者跨縣市使用公共圖書館的館藏資源,是本研究進行的動機。 本研究的目的,在調查瞭解臺灣地區公共圖書館運用圖書館系統進行的狀況及館際間交流問題,蒐集歸納圖書館自動化系統對跨館際作業方面的功能、架構及相關標準之運用,分析不同跨系統整合模式的優、缺點及可行性,以建置臺灣地區公共圖書館自動化系統整合模式的作業方式,提供給公共圖書館、主管政府機關決策及廠商開發系統相關功能的參考。並引用其他資訊領域相關技術及概念,勾勒圖書館自動化系統未來的發展方向及建議。 本研究採用文獻分析、問卷調查及資訊系統分析等研究方法。問卷調查以公共圖書館之系統管理人員或主管為主,包括國立圖書館及各縣市級公共圖書館,為使調查數據精確與客觀,輔以調查系統廠商與大型大學圖書館之系統館員。 本研究之結論,建議公共圖書館自動化系統跨系統整合架構:(一)、以共用一套系統,(二)、設置「中心系統」供同質系統連結,以及(三)、設置「中心系統」供異質系統連結等架構方式為主。整合的區域範圍以生活圈為較適合的範圍,未來可擴大至整個臺灣地區。整合系統的功能面,除了促使廠商遵循相關標準發展系統外,建議參考不同領域之資訊應用層用,以讀者需求為導向,並可以考量資訊委外及圖書館自動化系統採用「應用系統供應服務」(Application Service Provider,簡稱ASP)模式,以減少公共圖書館資訊管理專業人力缺乏的問題。 / The main connective model of the public libraries automation system in Taiwan area is an integrated model connected between the municipal and county cultural bureaus (cultural centers) and rural libraries with one mutually automated system. Since its setup in 1996, the model has provided library patrons of all cities and counties with services of the union bibliographic database and one library card to be used at all libraries. Some counties and cities have also prepared to advance the interlibrary loan service and utilize the functions of the common library automation system. The motive of the study is to find out the integration of the public library automation in every county and city, to the provision of the intersystem information exchange, the promotion of the public library cooperation, and the expansion of the cross utilization of collections resources of public libraries all over Taiwan when the public library automation system has been completed in every county and city. The purposes of the study are: to investigate and find out the state of art of the operation of library automation systems of public libraries in Taiwan area and the interlibrary exchange problems, to collect and generalize functions, structures and related standards of interlibrary processes of the library automation system, and to analyze advantages and shortcomings and feasible methods of each intersystem integrated model, so as to work out a union model of public libraries integrated automation system in Taiwan area for reference by public libraries, government institutions and factories in their decision making and system development. Forthermore, the study tries to make an outline of the future development trends of the library automation system and offer some proposals on the basis of other information related technology and conceptions. The document analysis, questionnaires, information system analysis and other approaches are used for the research. The questionnaires are collected mainly from the library system management staffs or chiefs including national libraries and municipal and county public libraries. In addition, similar questions are also asked to system librarians, information system factories and college system librarians in order to make the data more accurate and objective. The conclusions of this study suggest three intersystem integrated structures of the public library automation system: “one” system, one “central system” set up for connecting with other uniform systems, and one system to connecting non-uniform systems (with at least one of the connected libraries available with a “central system”). The applicable area range of the integration is preferably life circle area, and may be expanded to the whole Taiwan area in the future. As to functions of the integration system, in addition to promoting factories, developing the system on the basis of the relative standards, suggestions are made for applications of information technology in other domains and in compliance with patron-oriented needs. Public libraries can also consider information outsourcing and adopt ASP (Application Service Provider) mode for the library automation system, so as to help out the lack of information management professional staffs.

自變數有測量誤差的羅吉斯迴歸模型之序貫設計探討及其在教育測驗上的應用 / Sequential Designs with Measurement Errors in Logistic Models with Applications to Educational Testing

本論文探討當自變數存在測量誤差時,羅吉斯迴歸模型的估計問題,並將此結果應用在電腦化適性測驗中的線上校準問題。在變動長度電腦化測驗的假設下,我們證明了估計量的強收斂性。試題反應理論被廣泛地使用在電腦化適性測驗上,其假設受試者在試題的表現情形與本身的能力,可以透過試題特徵曲線加以詮釋,羅吉斯迴歸模式是最常見的試題反應模式。藉由適性測驗的施行,考題的選取可以依據不同受試者,選擇最適合的題目。因此,相較於傳統測驗而言,在適性測驗中,題目的消耗量更為快速。在題庫的維護與管理上,新試題的補充與試題校準便為非常重要的工作。線上試題校準意指在線上測驗進行中,同時進行試題校準。因此,受試者的能力估計會存在測量誤差。從統計的觀點,線上校準面臨的困難,可以解釋為在非線性模型下,當自變數有測量誤差時的實驗設計問題。我們利用序貫設計降低測量誤差,得到更精確的估計,相較於傳統的試題校準,可以節省更多的時間及成本。我們利用處理測量誤差的技巧,進一步應用序貫設計的方法,處理在線上校準中,受試者能力存在測量誤差的問題。 / In this dissertation, we focus on the estimate in logistic regression models when the independent variables are subject to some measurement errors. The problem of this dissertation is motivated by online calibration in Computerized Adaptive Testing (CAT). We apply the measurement error model techniques and adaptive sequential design methodology to the online calibration problem of CAT. We prove that the estimates of item parameters are strongly consistent under the variable length CAT setup. In an adaptive testing scheme, examinees are presented with different sets of items chosen from a pre-calibrated item pool. Thus the speed of attrition in items will be very fast, and replenishing of item pool is essential for CAT. The online calibration scheme in CAT refers to estimating the item parameters of new, un-calibrated items by presenting them to examinees during the course of their ability testing together with previously calibrated items. Therefore, the estimated latent trait levels of examinees are used as the design points for estimating the parameter of the new items, and naturally these designs, the estimated latent trait levels, are subject to some estimating errors. Thus the problem of the online calibration under CAT setup can be formulated as a sequential estimation problem with measurement errors in the independent variables, which are also chosen sequentially. Item Response Theory (IRT) is the most commonly used psychometric model in CAT, and the logistic type models are the most popular models used in IRT based tests. That's why the nonlinear design problem and the nonlinear measurement error models are involved. Sequential design procedures proposed here can provide more accurate estimates of parameters, and are more efficient in terms of sample size (number of examinees used in calibration). In traditional calibration process in paper-and-pencil tests, we usually have to pay for the examinees joining the pre-test calibration process. In online calibration, there will be less cost, since we are able to assign new items to the examinees during the operational test. Therefore, the proposed procedures will be cost-effective as well as time-effective.

面對大量習慣用嘗試錯誤方式去學習使用複雜線上遊戲功能的使用者,如果沒有一個好的網頁佈局設計,會妨礙讓使用者易於上手。本研究試圖綜合以往在電腦學習認知方面的模板比對理論、CoLiDeS Model、及資訊氣味等相關研究,增強對線上遊戲介面設計的了解。本研究設計一個線上遊戲介面認知的實驗,用「仙劍Online」多人線上遊戲的介面為實驗工具,運用眼動儀去觀察受試者的瀏覽行為。「功能的群組位置」(Location)與圖像(Icon)皆為介面設計的重要因素;這兩項因素可能會影響受試者對任務難易的知覺判斷與瀏覽行為的Pattern。這些差異會顯示在任務的「間隔多久時間看到正確區域位置」、「凝視次數」、「凝視正確區域佔全部的比例」、任務的「完成率」與任務的「使用時間」等資料上。經過本研究驗證可以明確的知道「功能的群組位置」(Location)與圖像(Icon)何者為設計者首要考量之因素,在學術上能加強對CoLiDeS Model的了解,提出兩階段修正的認知模式;在實務上幫助介面設計師進行更有效的頁面設計和實用的建議。 / A large amount of users practice the trial and error approach to learn to use complicated online games. This leads to low user perception of "easy to use" when the game lacks good webpage layout design. This study attempts to integrate previous studies on cognitive learning through computer including Template Matching, Information Scent, and Comprehension-based Linked model of Deliberate Search Model ( CoLiDes Model), to enhance the understanding on online game interface design. A cognitive experiment of online game interface was designed utilizing the multiplayer simulation game "Chinese Paladin Online" in an attempt to observe and record user’s browsing behaviors through the eye tracker. "Location of functional group " and "Icon" are important factor of interface design and affect user’s browse behavior pattern . These differences will appear in "Time spent", "Accuracy", "Frequency of fixation ", “ and "Time spent before first fixation on the correct position" of the tasks. We expect the results extended the CoLiDeS Model, enhanced understanding of the interface layout user cognition, and provided fruitful suggestions in how to further design on effective WebPages.

目前線上購物網站正面臨著削價競爭、低品質競爭的市場困境,而跨境線上購物卻展現出蓬勃的發展態勢。也由於跨境線上購物的複雜性遠高於傳統的境內線上購物,因此了解跨境消費者之價值是跨境線上購物最重要的成功因素。業者欲開發海外新市場,必須了解該地消費者行為與其決策過程後制定出好的商業策略,才能獲得消費者青睞。 因此本研究以方法目的鏈之「屬性-結果-價值」(attribute-consequence-value)階層分析,建構消費者對跨境線上購物的價值階層圖(hierarchical value map),探討並分析其中的內涵,並帶入馬斯洛需求層級(hierarchy of needs),將價值階層元素之重要性加以排序。藉由引取消費者在使用跨境線上購物服務的理由與所帶來的內在價值,預測與分析現在跨境線上購物之的演進與發展、國際貿易之機會等,勾勒線上購物學術界的未來重要研究方向,並供線上購物產業作實務性決策參考。 / While online shopping websites are facing the difficulties of price and low-quality competition, cross-border online shopping is on a vigorous development trend, showing that cross-border online shopping is an important trend of online shopping field. Due to the complexity of cross-border online shopping is much higher than the traditional domestic online shopping, so understanding the value of cross-border online shopping consumers is the most important success factors. Companies want to develop new markets abroad, must understand the local consumer’s behavior and their decision-making process in order to make good business strategies. This study uses means-end chain to construct Taiwanese cross-border online shopping consumers’ hierarchical value map, and also apply to Maslow’s hierarchy of needs, then sorting these value elements’ importance by their position in hierarchy of needs. After obtained the reason why consumers use cross-border online shopping service and what values they got in this service. Researcher can predict and analyze the evolution and development of cross-border online shopping, provide reference for future online shopping academic studies and online shopping industry’s decision-making.

從電信產業的發展探討數位音樂經營模式的突破 / Discuss the break of business modle from Digital Music through Telecom’s next expansibility

聽音樂是每個人不可或缺的習慣,四五年級生應該記得以前學生時代,每逢假日就往西門町跑,因為不管錢多錢少都可以在哪裡找到你要的音樂,不管是原版還是A版B版,都不會讓你失望,當然還有代客錄音等等。在那個時期Sony Walkman就像這幾年的iPod,名牌、優越、潮流、個人,也是年輕人最期望的禮物。當時很多人找的是國外的搖滾樂團音樂,聽的是台灣民歌,看的是餐廳駐唱的民歌演唱,而國外藝人的演唱會是遙不可及的事。經過這麼多年,聽到像「天堂之階」(Stairway to Heaven/Led Zeppelin IV 1971)或「加州旅店」(Hotel California/Eagles 1977)這樣的老歌內心還是一樣的感動,但曾幾何時,足不出門,只要有網路,只要想得到都聽的到,音樂也一樣的感動。 現在人手一機,到處都能聽音樂,縱然經濟衰退加上金融風暴,全球消費因此而恐慌,但是手機與隨身聽廠商,尤其蘋果更是異軍突起,毫不受景氣影響。 根據調查或從周遭的朋友觀察,應該不難發現,買CD的人變的非常少,但是如果再進一步問一下,很多人花更高的代價看演唱會或Live House現場表演,然而唱片業產值卻每況愈下。 最近看了幾個線上音樂經營者,發現像KKBOX其on demand的模式,在台灣已呈現飽和狀態,因此迫使他往其他硬體如Smart Phone以及海外發展,因此讓我好奇,在網路上除了on demand還有其他模式是可能有商機的嗎?如果有,應該是怎麼樣的型態? 過去曾經涉獵過遊戲產業,遊戲歷經盜版到線上免費,產業越做越大,因此將兩個產業對比一下,發現如果唱片產業能夠接受創新模式,也許下一個機會就在電信,因為經過本研究,發覺電信可提供互補的機會。因此經由設計的產品實驗,並作一些調查與電訪,試著提供數位音樂經營的新模式與電信發展的關係。甚至建議電信應該跟唱片全面合作。 / In the good old time, almost the students of north Taiwan went to the Hsimenting of Taipei city. Everyone would find his/her loved music no matter local or foreign. There was a service that you could ask the record shop to record your dedicated songs into cassette tapes. In that time the SONY Walkman is the most favorite gift for the youth. In that period, it was impossible that the foreign rock bands held a concert in Taiwan. For Taiwanese, only they could do was going to a live house to enjoy local music. Even now whenever the radio comes out with the songs such as “Stairway to Heaven by Deep Purple” or “Hotel California by Eagles”, we are very excited as same as the good old time. And now the scene is no longer but you can easy to find your favorite from the internet wherever or whenever you are. Recently, I looked back to Taiwanese digital music service and learnt that there is only one business model in Taiwan. That is ‘on demand’ model, such as “KKBox” and “ezPeer”. Since they lunched these services, it has been four to five years already and went to peak. There is few growth of their subscription base. So I wonder is there any new model for digital music market in Taiwan? If yes, what it would like be? Based on my work experience in Electronic Arts for decades (a famous gaming company based in Red Wood City in USA of California), I try to compare the two industries between computer gaming and digital music. I found that in Taiwan Computer Games was not defeated by the illegal copy, but they come stronger and bigger than the digital music. Why not transfer the successful model? In this research, it shows that the next chance of digital music can be related to Telecom. And it suggests that both Telecom and Music can be co-worked for more closely.

能力本位教育應用在圖書館員網路繼續教育課程設計

隨著資訊科技的快速演進,圖書館員勢必應持續接受專業繼續教育學習新知識與新技能,提升館員本身的資訊素養,與時並進,方能提供讀者更高品質的資訊服務。本研究之目的在於瞭解圖書館員網路繼續教育課程發展的概況,並針對我國圖書館員進行「圖書資訊選擇與採訪概論」網路繼續教育課程的設計與評鑑,藉此瞭解利用網路教學方式進行圖書館員繼續教育的成效。 本研究首先針對相關文獻進行探討,其次採用問卷調查法、準實驗法、訪談法等三種研究方法進行進研究,獲得能力本位教育課程設計與評鑑的原理,以擬訂的圖書資訊選擇與採訪能力清單作為發展教學目標,設計與發展「圖書資訊選擇與採訪概論」能力本位圖書館員網路繼續教育課程。本研究進行之評鑑包含學習者能力評鑑以及課程評鑑兩部分,採用觀察法、深度訪談法、以及問卷調查法。 本研究於民國94年1月13日至94年3月8日,以能力本位教育原則發展「圖書資訊選擇與採訪概論」網路繼續教育課程共5個單元。本研究進行之評鑑分為學習者的學習評量與課程的評鑑兩部分。學習者學習評量的進行包括各單元學習評量、課程討論之參與以及學習記錄表分析等方法。學習評量分析的結果發現,未達標準者有2位,其主要影響原因為作業缺繳所導致。 本研究利用編製的「圖書資訊選擇與採訪課程意見調查表」獲得學員對本課程能力的看法以及學習者自評的學習成效。本研究之調查實施時間為民國94年3月15日發送問卷,民國94年3月28日截止回收,發出問卷8份,收回問卷8份,有效問卷為8份。 問卷結果分析顯示:(1)學習者對能力的看法多表同意;(2)學習者對於課程整體設計以及各單元內容設計多表同意;(3)比較上課前後問卷調查之結果得知學員對於能力的增進皆表示同意;(4)針對上過課程後是否有助於學習者具備設定之能力也多表同意。 本研究於實驗課程結束後,利用編製的「圖書資訊選擇與採訪概論課程意見訪談單」與兩位參與課程的學員進行課程評鑑。訪談內容包括:能力本位教育、課程及教材、以及網路教學三部分。 訪談結果分析顯示:(1)課程設計能否與工作環境、工作經驗、以及專業能力需求結合,會直接影響學習者的學習成效;(2)課程教材真實情境的畫面、圖片或影片結合,將更有助於學習內容的吸收和理解;(3)網路繼續教育課程參與與否要視課程主題內容是否與其工作業務相關,以及是否屬於實務性的主題內容而論;(4)受訪者表示相較於同步網路教學,即時語音通訊可以表達訊息中所摻雜的情感;(5)相較於傳統教室教學模式,傳統課堂上課仍具有其優勢之處,包括專心程度、熟悉程度以及即時互動性;(6)成績或是學習認證的壓力,會促進學習者想辦法與其他學習者互動熟悉彼此,以便進行合作學習。但要在短時間內培養學員彼此默契是有困難的。 本論文總結提出之結論包括:(1)能力本位教育的理論與應用;(2)網路教學的特質與理論;(3)能力本位圖書館員的網路繼續教育課程設計;以及(4)圖書館員網路繼續教育課程的評鑑。 / This study mainly discusses developing and evaluating a web-based continuing education course for librarians with competency–based education approach. It covers four main goals as follows, firstly, to investigate the characteristics and theories of web-based instruction; secondly, to explore the theories and applications of the competency-based education; thirdly, to design a web-based continuing education course for librarians with competency–based education approach; finally to develop a continuing education competency assessment model which is integrated into above web-based continuing education course. This study was conducted by literature review, quasi-experimental method, questionnaire survey, to obtain the theorem of designing a web-based continuing education course for librarians with competency–based education approach. In order to evaluate the web course and the students’ competency, this study uses the summative evaluation and student’s learning outcomes assessment with fix methods of questionnaire survey and in-depth interviews. After the web-based continuing education course was finished, the questionnaires were distributed to students after they took the web-based course. At of the 8 surveyed questionnaires of 8 students in the web course, 8 responded and 8 validated. The overall findings were highly consistent with the students’ viewpoints to the web-based continuing education course. Besides, most of them agreed this web-based was useful and valuable for their working. More discussion and suggestions were made in the in-depth interviews. Hopefully, the study findings are expected to drive the competency-based education approach in designing and development a formal web-based continuing education course for librarians in Taiwan in the future.

《電子支付機構管理條例》自2015年2月實施後,陸續有相關子法作為補充。2015年底,金管會目標台灣非現金支付要在5年內達到52%,因此2016年被稱為「支付元年」。推廣線上支付最重要的除了市場動向外,莫過於法規的設置,因此本文探討目前的法制是否足以因應如此新興產業的需求,從進入門檻監理、消費者保護與產業發展三大個面向討論現行法規,並剖析是否有檢討之處。 由法制面審視我國對支付產業進入門檻的規定,反映了產業的競爭與發展的機會。而消費者的使用經驗是支付產業最佳的廣告,尤其支付系統多由小額且龐雜的交易組成,一旦紛爭發生,使用者大多自認倒楣,因此具有完備的防止糾紛或詐騙機制、資訊安全規範,產業才能永續發展。 / Since the implementation of the《Law on the Administration of Electronic Payment Institutions》in February 2015, the related regulations have been supplemented one after another. By the end of 2015, Financial Supervisory Commission set the target for non-cash payments in Taiwan to reach 52% of the total transaction within 5 years. So 2016 is called "the first year of payment". The most important thing promoting online payment is not only market trends, but also the establishment of legal system. Therefore, this article examines whether the current legal system is sufficient to meet the needs of such emerging industries, From entry barriers and supervision, consumer protection, industrial development, the three-oriented discussion of existing laws and regulations. From the legal point of view of Taiwanese payment industry entry barriers, it reflects the competition and development opportunities. The consumer experience is the best advertisement of payment industry. 寬頻網路與數位內容發展前景與關連之研析 / A Research on Prospects and Correlation of Broadband and Digital Content

近年來,寬頻網路與數位內容的興起,受到世界先進國家的注意。在台灣,寬頻網路與數位內容不僅是產業界及學術界熱門的研究及發展課題,也是政府既定的產業政策方向,但卻少有研究同時針對兩者進行完整的討論和其關連之研析。 本研究旨在針對科技、產製、市場、經營與政策五個面向,透過文獻分析與深度訪談法,從趨勢發展的角度探討數位內容與寬頻網路彼此的前景和關連。 本研究認為,寬頻網路與數位內容在科技、產製、市場、經營及政策等面向上的發展關連緊密,彼此相輔相成,並可以產生整合的效果: (一)科技面:寬頻網路傳輸效能與效率的提升,加上科技匯流與IP網路的整合,提供內容已成為寬頻網路必然的發展趨勢。 (二)產製面:數位內容可以發展多元創新的應用,主要仍是寬頻網路的推波助瀾,因此寬頻網路未來勢必成為數位內容最重要的傳輸通路。 (三)市場面:寬頻網路與數位內容的市場需求彼此重疊。提供加值內容可以創造寬頻市場的範疇經濟優勢,透過寬頻傳輸則可以擴大數位內容的市場規模。 (四)經營面:寬頻網路與數位內容經營者的核心能力不同,彼此價值鏈的關連緊密,並可以提供創新和多元的經營模式。 (五)政策面:世界重要國家都很重視寬頻網路與數位內容的推展,同時推展寬頻網路和數位內容可以滿足彼此在政策上的供給和需求關連。 在台灣,近年來寬頻網路和數位內容產業發展迅速,但少有相互合作以發揮整合優勢的成功案例,另外在寬頻連線速率和線上內容的品質方面,也還有進步的空間。因此,政府除應持續加強寬頻網路和數位內容的推展,也可以同時思考寬頻網路與數位內容產業政策之間的支援與整合。 / While the upsurge of broadband and digital content has attracted considerable attention in developed countries recently, in Taiwan, despite the fact the fixed official policy has propelled the R&D on the subject either in the field of industry or academia respectively, integrated program researches are inadequate. This research aims to explore the prospects and correlation of digital content and broadband through literature analysis and intensive interviews, focusing on five dimensions of technology, production, market, operation, and policy. In conclusion, the broadband and digital content developing cooperatively and coordinately results in synergy out of the five facets as below: A.Technology:The upgrade of transmission effect and efficiency, as well as the digital convergence and IP network integration, broadband entrepreneurs offering content has inevitably become a trend. B.Production:Broadband fostering the growth of digital content enables it be applied in an innovative way, making it definitely a significant transmission material for digital content. C.Market:The market demand of broadband and digital content overlaps, and the economy scope advantages in broadband market is reachable when broadband is provided with value-added content. D.Operation:Broadband operators and digital content operators, closely correlating with each other in value chains, vary in core competence, which may innovate and variegate business models. E.Policy:Most advanced countries have been making efforts to promote broadband and digital content, while the policies of broadband and digital content are both enforced, the supply and need of both industries can be fulfilled. Despite of broadband and digital content industries developing in Taiwan in recent years, successful synergy cases out of cooperation between broadband and digital content run short. The speed rate of broadband access and the quality of online content issues remain to be strengthened. It is suggested that the government persist in popularizing broadband and digital content, besides working out interdisciplinary policies for broadband and digital content.
