The aim of this thesis is to identiy different trends and attitudes in the process of electronization of administrative agendas. It analyzes the relevant legislative documents and key initiatives, which contributed to the development of eGovernment at the local level of the examined regions. The last chapters of this thesis also contains a brief outline of the future of eGovernment.

Uplatnitelnost absolventů škol ve společnosti vědění / Success of school leavers in the knowledge society

The thesis concentrates on unintended consequences of putting emphasis on education in the current society and their impacts on labour market success of school graduates as well as on fulfilment of employers needs from the perspective of occupying job positions in accordance with the demographic aging of the population. The thesis is trying to answer the question, if education has an adequate influence on the social mobility as it was in the recent past. The author is also trying to suggest possible solutions of the situation occurred on the labour market from the viewpoint of the qualified labour shortage with lower educational level, especially in the secondary sector. Possibilities are seen in the consistent assertion of the LLL conception, increasing the relevance of the education content and adapting to the changing requirements of qualifications through of cooperation between schools and employers. Last but not least the thesis also draws attention to the need of relevant information about the labour market development and chances of graduates to find a job in the chosen field.

The solution is designed as an information base for continuing professional education. The purpose of the databank is gradually collect information of trends and analyzes in the field of continuing education, ideas and practices, methods, teaching aids, case studies, tests and other guidelines and sources of information. Author documented the results of the analysis of the problem and created solution using methods of project management solutions. The new solution is graphic design, database design and description using the RF model, and UML diagrams. Technologies used in the design databank are the programming language PHP and MySQL relational database. The conclusion evaluates the success of database applications implementation, where is the most interesting findings that the application is used very often in the exam period, when it was mostly used by students to obtain the most suitable materials for self-study. Trust modelling through social sciences

Indiana University-Purdue University Indianapolis (IUPUI) / In today's fast paced world, people have become increasingly interested in online communication to facilitate their lives and make it faster. This goes on from simple social interactions to more advanced actions like shopping on the internet. The presence of such activities makes it crucial for people to use their common sense and judgment to process all this information and evaluate what/who they trust and what/whom they do not. This process would have been much easier if the number of people in such networks is really small and manageable. However, there are millions of users who are hooked online every day. This makes the person very overwhelmed with his trusting decision, especially when it comes to interacting with strangers over the internet, and/or buying personal items, especially expensive ones. Therefore, many trust models have been proposed by computer scientists trying to evaluate and manage the trust between users using different techniques and combining many factors. What these computer scientists basically do is coming up with mathematical formulas and models to express trust in online networks and capture its parameters. However, social scientists are the people better trained to deal with concepts related to human behaviors and their cognitive thinking such as trust. Thus, in order for computer scientists to support their ideas and get a better insight about how to direct their research, people like social scientists should contribute. With this in mind, we realized in our group work the importance of such contribution, so we came up with the idea of my research work. In my search, I tried to find how these social scientists think and tackle a dynamic notion like trust, so we can use their findings in order to enhance our work and trust model. Through the chapters, I will discuss an already developed trust model that uses measurement theory in modeling trust. I will refer back to this model and see how other social scientists dealt with some of the issues encountered by the model and its functionality. Some small experiments have been done to show and compare our results with social scientists results for the same matter. One of the most important and controversial points to be discussed from social scientists' point of view is whether trust is transitive or not. Other points to be discussed and supported by social scientists' research include aggregation, reputation, timing effects on trust, reciprocity, and experience effects on trust. Some of these points are classified into trust mapping categories and others are related to trust management or decision making stages. In sum, this work is a multidisciplinary study of trust whose overall goal is to enhance our work and results, as computer scientists.

Towards meaningful teaching and learning at the University of the North

In order to understand the dynamics of change taking place in universities in South Africa today and their impact on teaching and learning, specifically at the University of the North, an understanding of the changing nature of relationships in education is essential. Teaching and learning must not be seen in isolation, but in the context of a universal paradigm shift manifest in all walks of life. The relationship between teacher and learner too has fundamentally changed. In today's 'opensystems' paradigm, relationships have become temporary, horizontalized, other-directed and complex in nature. It is in the light of these realities that meaningful teaching and learning must take place. In the context of today's rapidly changing environment, dominated by technocracy and characterised by alienation and misunderstanding, the need for knowledge and leadership, in and through the University of the North, is crucial. This, in turn, can only be achieved if the University becomes accessible and accountable to the community. The process of transforming anachronistic, closed and authoritarian structures on campus towards openness and accountability has been fraught with conflict and opportunism. The University of the North developed from a once universal contradiction, having been created as a political necessity, towards becoming an educational necessity. This process has witnessed attempts at reformation, open rebellion and the quest for total transformation. The search for meaningful alternatives, as mirrored by the broader struggle in society against the contradictions of apartheid policy, has impacted on all walks of life at the University. Teaching and learning became highly politicised, characterised by open conflict and alienation, resulting in destruction of the culture of learning. The present process of transformation on campus, involving all stakeholders, has led to many achievements in the search for new relationships and new meanings. It is essential that the University belong to the community. Standing on the edge of chaos, the University needs to set an example in leadership, in accessibility, relevance, and in the promotion of Africanisation as a didactic principle through dialogue, openness and the sharing of knowledge through practical action at the grass roots level. / Educational Studies / D. Copyright law is a special category of civil law which, with the upswing of the Internet, has become important for different types of stakeholders in the global information society. The 'participative web' operates with content generated by users. This user-generated content has often disputable origins in terms of copyright clearance. The Internet has opened the possibility for developing new forms of communication between anonymous or individual users who are not easily identifiable. Especially peer-to-peer file sharing and recently the information services offered and operated by the so-called 'cyberlockers' are the reason of questioning the role of copyright protection online which needs a beneficial solution. Mobile Apps and the ultimate addiction to the Smartphone : A comprehensive study on the consequences of society’s mobile needs

The smartphone is omnipresent and is cherished and held close by people. It allows for constant connection within a digitally connected society, as well as for many other purposes such as leisure activity or informational purpose. Within the Information Systems studies deeper investigation is required as to what impact this “taken – for – granted” mobile access to information and mobile apps has for individuals and society and if a “technological addiction”can be developed when using the smartphone for everything during the day on such a constant basis. The aim of this study was to understand the role of the smartphone in society and to shed light on this unclear relationship between the constant use of a smartphone and its development towards an addictive quality. To reach a conclusion, in depth – interviews were conducted with participants about their relationship to the smartphone and their smartphone use based on questions derived from literature on mobile communication technologies and the types of digital addictions existing. The results are that the smartphone is a device that seamlessly integrates into our daily lives in that we unconsciously use it as a tool to make our daily tasks more manageable, and enjoyable. It also supports us in getting better organized, to be in constant touch with family and friends remotely, and to be more mobile which is a useful ability in today’s mobility driven society. Smartphones have been found to inhabit a relatively low potential to addiction. Traits of voluntary behaviour, habitual behaviour, and mandatory behaviour of smartphone use have been found. All of these behaviours are not considered a true addiction. In the end, it seems that the increase of smartphone use is mainly due to the way we communicate nowadays digitally,and the shift in how we relate to our social peers using digital means.

Syfte och frågeställningar Syftet med uppsatsen är att få en förståelse för vad det är elever som söker till gymnasieskolan kan tänkas möta då de läser recensionstexter. Syftet är således att kartlägga recensionssystemets omfattning och innehåll kvantitativt; vad som tas upp i recensionstexterna, samt att undersöka hur recensionstexterna är konstruerade. Avslutningsvis syftar uppsatsen till att diskutera recensionssystemet i en större samhällskontext - som ett resultat av och en del i vår samtid. Vilka ämnen och teman förekommer i recensionstexter av gymnasieskolor samt hur frekvent är förekomsten?  Hur värderas (positivt, negativt eller neutralt) de olika temana i recensionerna?  På vilket sätt är recensionstexterna konstruerade och hur kan det tolkas? På vilket sätt framträder en skolmarknadsdiskurs i recensionstexterna? Metod De kvantitativa frågorna undersöks genom en innehållsanalys av slumpmässigt utvalda recensioner på gymnasieskolor i Stockholms län. De förekomna orden kvantifieras och delas in i teman, kategorieroch subkategorier. En bedömning görs även utifrån om de förekomna orden lyfts i en positiv, negativ eller neutral kontext. Den kvalitativa delen utgörs av en textanalys inspirerad av diskursanalysen. Av ett antal utvalda recensioner, baserat på dess innehållsliga relevans, analyseras dessa semantiskt med diskursanalytiska verktyg. I diskussions- och analysdelen behandlas resultatet utifrån det teoretiska ramverket och tidigare forskning.  Resultat Av innehållsanalysen framgår att de vanligast förekommande temana var allmänna värdeomdömen om skolan, att kommentera lärare samt skolans upplägg och utbildningens kvalité. Det är även vanligt att sociala aspekter så som atmosfär och gemenskap lyfts fram i recensionerna. Av den kvalitativa delen framgår det att recensenterna uttrycker sig på ett sätt som speglar skolmarknadsdiskursen. I somliga fall framgår tydligt hur recensenten anammat skolmarknadsdiskursen. Slutsats Resultatet indikerar att recensionssystemet riskerar att generera segregerande effekter. Framförallt utifrån den asymmetriska tillgången av information och att skola och identitet knyts allt närmare varandra. Detta förtydligas och ställs på sin spets i hur recensionerna är konstruerade och kan, i vissa fall, tänkas vara svårare att bearbeta då gemene elev tenderar att se recensenter som objektiva (till skillnad från övrig tillgänglig information). / Aim The aim with this study is to explore what kind of information pupils, searching for upper secondary school, might get from reading reviews of schools. The purpose is thus to quantify the scope and content of the review system quantitatively; what is mentioned in the review texts, and to examine how the review are textually constructed. Finally, the paper aims to discuss the review system in a larger social context - as a result of and a part of our time. What topics occur in reviews of upper secondary schools and how frequent is the occurrence? How are the different themes in the reviews valued (positive, negative or neutral)? In what way are the review texts constructed and how can it be interpreted? In what way does a school market discourse appear in the reviews? Method The quantitative questions are examined through a content analysis on randomly selected reviews of upper secondary schools in Stockholm County. The words in question are quantified and divided into themes, categories and subcategories. An assessment is also made based on whether the existing words are lifted in a positive, negative or neutral context. The qualitative part consists of a text analysis inspired by the discourse analysis. From a number of selected reviews, based on its substantive relevance, these are semantically analyzed with discourse analytics tools. In a merged discussion and analysis section, the result is treated on the basis of the theoretical framework and previous research. Results The content analysis shows that the most common themes were general value reviews of the school, commenting on teachers and the school's structure and the quality of the education. It is also common to mention social aspects such as atmosphere and cohesion. From the qualitative part it appears that the reviewers express themselves in a way that reflects the school market discourse. In some cases, it is clear that the reviewer has adopted the school market discourse.  Conclusion The result indicates that the review system risks generating segregating effects. Especially based on the asymmetric availability of information and the fact that school and identity are getting more connected. This is clarified and put on its tip in how the reviews are constructed and, in some cases, may be more difficult to process when the common student tends to see reviewers as objective (in contrast to other available sources of information).
