中國大陸海權戰略中的東協經貿外交研究 / A study ASEAN economic and trade diplomacy of china maritime power strategy

世界貿易組織成立之後,各國經濟發展隨著交通工具與網際網路的進步,「全球化」與「區域化」成為推動全球經濟發展的動力,區域合作對國際關係的重整產生深遠的影響,同時民族國家更希望透過區域性的整合來增加經濟效率與政治接受度。已成為全球第二大經濟體的中國大陸,其領導人習近平於2013年分別提出了「絲綢之路經濟帶」與「二十一世紀海上絲綢之路」的戰略構想,做為其以經濟優勢為基礎,對周邊國家實施區域整合的策略,並成為區域性霸權的雙面刃。 基於地緣政治的因素,為了有效的施行中國大陸以發展成海洋強國為主軸的「二十一世紀海上絲綢之路」戰略構想,東南亞國協成為中國大陸企業走出去的首選目標。強調以東南亞國協為中心的「區域全面經濟夥伴協定」為中國大陸所積極推動的區域經濟整合,普遍被認為是中國大陸為了主導全球經濟,制衡美國所支持的「跨太平洋夥伴關係協定」之戰略手段,東協亦成為中美權力較量的重點區域。除了與區域外強權的經貿競逐,東南亞國協十國於政治、經濟、文化、宗教、地理與自然資源因素都存在很大的差異,中國大陸推行經貿整合的過程雖創造了合作的機遇,卻也存在諸多風險。 2010年中國大陸與東協自貿區成立以來,雙邊的服務貿易與貨物貿易協議成效均不斷擴大,中國大陸藉由「二十一世紀海上絲綢之路」和中國大陸與東協自貿區「升級版」作為中國大陸與東協當前經濟合作的支撐,並以投資為合作主軸,互聯互通為核心,輔以亞洲基礎建設投資銀行及絲路基金等銀彈策略,同時為中國大陸經濟高速成長產能過剩問題尋求出路,本文透過中國大陸海權戰略、區域經濟整合與東協經貿外交進程,分析其機遇、挑戰及影響。 / After the World Trade Organization(WTO) was formed, the progress of both the transportation and network have been pushing the development of countries’ economy. “Globalization” and “Regionalization” become the power for promoting global economy development. Regional cooperation has deep influence on the reformation of international relations. Meanwhile, nation-states would like to increase economic efficiency and political acceptance through regional integration. In 2013, China, being the world’s second largest economy, its leader, Xi Jinping, raised up strategic concept of “Silk Road Economy Belt” and “21st Century Maritime Silk Road” for its foundation of economic advantages.China is using it as a tactic to perform regional integration of the neighboring countries and to become a regional superpower. Based on the geo-political reason, in order to effectively enforce the strategic concept of “Twenty-first Century Maritime Silk Road” and to develop China as a maritime power, the Association of Southeast Asian Nations (ASEAN) has become the top choice for Chinese corporations to walk out. The “Regional Comprehensive Economic Partnership (RCEP)” centered on the ASEAN nations, which China is actively pushing for, is widely believed to be a strategic move to lead the global economy and to balance “Trans-Pacific Partnership Agreement” supported by the United States. The ASEAN has become the competing focal point for both China and the U.S. Besides the economic competition with the outside regional superpowers, all the 10 members of the ASEAN countries exist significant differences in politics, economy, culture, religion, geography, and natural resources. Therefore, despite China is creating the opportunity of economic and trading cooperation, there are still many risks. Since the establishment of China and ASEAN Free Trade Area(CAFTA) in 2010, the result of service trade and goods trade agreement has expanded. China uses both “21st Century Maritime Silk Road” and the upgraded version of “China-ASEAN Free Trade Area” to support its economic cooperation with the ASEAN, meanwhile, using investment as the principle for cooperation, and mutual communication as the core, and money bullet from Asian Infrastructure Investment Bank (AIIB) and Silk road fund as the assisting strategy in order to seek way out for China’s overcapacity. This paper is for readers to understand China’s opportunity, threat, and effect through analyzing its maritime strategy, and regional economic integration with ASEAN economy diplomacy and trade progress.

近年社群網站Facebook成為品牌宣傳的新渠道,不同地域、年齡、社會階層或消費水準的人都可以不受實體店面的侷限,透過朋友的分享輕鬆接觸到各時尚精品品牌的資訊。於是精品品牌如何在社群人際間的傳遞過程掌握其品牌形象,還有後續構成的品牌效果是本研究欲探討的重點。 本研究以自我一致性、社會比較的角度切入,輔以平衡理論的觀點進一步檢視消費者觀看社群媒體中的朋友分享貼文是否受到品牌、朋友時尚形象與理想自我一致性高低程度不同而影響其品牌態度與購買意願。 本研究以實驗法進行,研究結果如下: 一、消費者在Facebook動態中看到時尚品牌的朋友品牌分享貼文後,品牌形象與消費者理想自我一致高會比一致低,產生更正面的品牌態度,但對購買意願無顯著影響。 二、知覺品質中介「品牌形象與理想自我一致性」對品牌態度的影響; 但對購買意願無中介效果。 三、 「朋友時尚形象與理想自我形象一致性」高低並不會影響品牌與消費者理想自我形象一致性高低對品牌態度。

論美國南海政策(2010-2014) / US Policy Towards The South China Sea(2010-2014)

美國「南海」政策旨在為其「再平衡」戰略服務,並透過此一政策,能夠作 為深入亞洲地區的切入點。華府希冀南海爭端各方遵守國際規範、透過多邊機制 的談判與整合,來促使南海主權爭端議題和平解決,以及南海海域的航行自由等 均視為美國的國家利益。不過,美國實際舉措某種程度上而言仍存在著圍堵中共 之意味,尤其從「再平衡」政策推廣以來,無論是透過與亞洲地區傳統盟邦的軍 事同盟關係更新,拓展新型夥伴關係,不斷增強與東協國家互動密度,並在亞太 區域各處執行聯合軍事演習,種種作為都宣告著美國致力於亞太事務及其區域霸 權維護之決心。而美國「南海」政策挾其既有優勢以遏制中共的崛起與擴張,也 正逢此一適切時機,為美國爭取更大更多的戰略空間以及時間,來形塑美國所預 期的有利態勢與結果,包括符合美國利益的《南海行為準則》,更長遠的目標則 是透過這樣一個區域戰略創造出最佳的地緣戰略,奠定其未來放眼全球戰略上, 增加更多正面的選項,延長並維繫美國之超強霸權。 / The United States has enacted South China Sea policy. The main purpose of the policy is to support its rebalance strategy in the Asia Pacific. Moreover, it can be as the entry point which is driven deeper into the Asia Pacific. Washington intend to multi-national parties who involved in territorial sovereignty in South China Sea resolve the disputed issue peacefully by abiding international norms and multilateral mechanisms’ negotiation and integration. Also, the U.S. desires to maintain the freedom of navigation in South China Sea. From the viewpoint above, it seems like the solutions are beneficial to the multi-national parties, however, the U.S. would have more benefits on it. On the other hand, to certain extent, the intention of the U.S. is to contain the Mainland China. The progress of rebalance strategy mainly demonstrates (1) The U.S. is ramping up the relationship with allies in Southeast Asia, (2) They hold joint military drills in Asia Pacific frequently. From the rebalancing policy, it can be clearly seen that the United States determine to maintain and strengthen its power in the region. To sum up, the U.S.’ South China Sea policy may not only curb the Mainland China rising and expansion but also provide opportunities for the U.S. gaining greater strategic space. Whether the 12 July 2016 arbitral award will be incorporated into the South China Sea Code of Conduct is indeed a problem which in conflict with the national interest between the United States and Mainland China. Additionally, a long-term goal of the U.S. can be built such as creating a regional strategy based on geostrategic policy in order to ensure that they may extend and maintain their hegemony.

作業基礎預算制度之設計與實施過程--以國內某銀行信用卡部門為研究對象

競爭的存在使得企業出現了改革的需求,而良好的預算制度則奠定了改革的成功基礎,因此如何建立出一套完整、有用的預算制度以協助企業進行改革,則是目前企業管理者必須深入思考的問題。 對管理者而言,一套有用的預算制度除了預算的編製外,更應該能協助組織策略的推動,因此預算制度的起點應為公司策略的形成,而如何將策略與預算連結則需透過平衡計分卡以及目標管理的協助。本研究之研究主題一即在探討策略、平衡計分卡、以及目標管理對預算制度的影響。在此研究主題下,本研究除個別探討策略、平衡計分卡、以及目標管理對預算制度之影響外,更深入研究策略、平衡計分卡、目標管理以及預算制度之整合情況。 另一方面,預算制度最基本的功能在於預算之編製,因此如何編製出有用的預算資訊便是管理當局考量的另一重點。在傳統預算制度存在著許多缺點的情形下,本研究導入了作業基礎預算制度,因而本研究之研究主題二在探討作業基礎預算制度之設計與執行。在此研究主題下,本研究除探討以作業為基礎之預算編製方式外,更進一步探討作業基礎預算制度與研究主題一策略至目標管理架構之連結。 本研究採用個案研究之方式進行,並以國內某銀行信用卡部門為個案研究對象。為了對個案公司及其產業有足夠的了解,筆者在民國八十七年七月至民國八十八年六月之期間內,每週約花費二至四天的時間,利用實地觀察、訪談、資料蒐集、書面閱讀及開會等方式,深入取得足夠的實務資訊以分析本研究之各主題。 本研究之研究結果顯示,策略、平衡計分卡及目標管理三者結合一體後會對預算制度造成相當大的影響,而完整的預算架構則應以策略為起點方能充分發揮預算制度的功能,俾協助組織策略推行。至於在作業基礎預算制度之設計與執行上,本研究之研究結果則顯示以作業為基礎之預算編製方式的確為企業帶來較多的效益,且經由作業基礎預算制度與策略、平衡計分卡及目標管理之結合,個案公司更解決了其在原預算制度下所產生的八項缺點,並瞭解未來應該改進的方向。 最後本研究探討個案公司作業基礎預算制度實施過程中的七個行為面因素:文化(Culture)、負責人(Champion)、改革的過程(Change Process)、承諾(Commitment)、控制(Control)、獎酬(Compensation)、以及持續教育(Continuous Education)。透過實施過程中對這七個行為面因素的考量,使得個案公司得以較順利地推行作業基礎預算制度,更使得預算制度的改革更為成功。 / Competition precipitates corporation innovations, and a sound budget system is the essence of success of innovations. Therefore how to build an efficient budget system to bolster the proceeding of innovations is an indispensable issue that managers must deeply concern. For managers, a good budget system is not only for budgets, but also helping corporations to fulfill their strategies. Hence a budget system should be conceived based upon corporation strategies. However how can we link strategies to budgets? The answer is the utilization of balanced scorecard and management by objectives. Hereby the first theme of this research is to discuss the influence of strategies, balanced scorecard, and management by objectives on budgets. Under this theme, we discuss not only the influence of strategies, balanced scorecard, and management by objectives on budgets separately, but also the way to knit them into budget system. Besides, the basic function of budgets is to prepare budget information, so how to prepare useful information emerges as another point that managers concern. Since deficiencies inherent in traditional budget systems, we put the activity-based budgeting into our research. Herein the second theme of the research is to discuss the design and implementation of activity-based budgeting. Under this theme, we discuss the way to prepare budgets base on activities, and moreover, we discuss the linkage between activity-based budgeting and frame of strategies, balanced scorecard, and management by objectives integrated under first theme of the research. We use field study to make the research. Credit card department of a bank is our research object. In order to be familiar with the industry and research object, we immersed ourselves into the environment two or three days per week and use papers reading, interviews, data collection, observation, and meetings to amass the practice information that we need to study the themes of the research. The results of the research show that strategies, balanced scorecard, and management by objectives integrated together to profoundly influence budgets, and a complete budget system should sprouts from strategies so that budget system can help corporations to implement strategies. Besides, the research shows that budget preparation base on activities is a boon for corporations, and through the integration of strategies, balanced scorecard, and management by objectives, the budget system overcomes the deficiencies embedded in the original budget system. Finally, we discuss seven behavioral factors of research object of implementing activity-based budgeting. These factors are culture, champion, change process, commitment, control, compensation, and continuous education. Through the consideration of the seven factors, corporation can implement activity-based budgeting more smoothly, and make the innovation of budget system more successfully.

台北市立國民中小學學生邏輯概念發展之橫斷研究 / Development of Logical Thinking : From First to Nineth Grade

本研究採用分層叢集抽樣,從台北市十二行政區中,按比例抽出36所學校。受試者含1-9年級學生合計5475人,有效樣本4917人達89.8%。自編測驗信度、效度考驗:α係數達.80,效標關連效度在.21到.70之間,與智力測驗之相關在各年級均達.01顯著水準,專家效度良好。研究發現包括二部份: 一、邏輯概念之發展:有關台北市立國民中小學學生邏輯概念發展狀況研究結果如次 (1) 形式運思階段之前,兒童可以解答部份的命題邏輯問題。 (2) 具體內容的MP規則和常見的遞移性關係的遞移推理,分別在國小一年級、及國小四年級已達到發展高原。 (3) 從具體運思到形式運思階段,並沒有發現階段性跳躍的成長現象,邏輯概念發展大致上是向上發展的型態。 (4) 二元運算系統在8,9年級(14、15歲左右)--也就是皮亞傑所指的形式運思階段達到平衡的時期,只能做大約18%?32%的題目,沒有證據顯示大部份的受試者,已經完成了具有「群與格」特徵的命題邏輯結構。本研究的假設一、假設二均未獲得支持。皮亞傑理論對學生的邏輯概念發展有低估和高估的現象。一方面低估了國小中低年級兒童在簡單邏輯規則的發展,另一方面高估了青少年在困難的邏輯規則上所能達到的成就。 二、邏輯概念與數學之相關性:在邏輯與數學的相關性研究方面獲得以下結論: (1) 邏輯成績與數學成績的相關在各年級學生中,均達.0001顯著水準。大部份年級數學成績與智力的相關,大於數學成績與邏輯概念的相關。 (2) 年級對邏輯概念的影響效果顯著,當控制智力高低及數學成就好壞二個因素之後,邏輯概念隨年級而增進。 (3) 數學成就對邏輯概念的影響效果顯著,對各年級學生而言,高數學成就組學生的邏輯概念比其他二組好。但數學成就中等和低等的二組受試者之間,當智力的百分等級在35?56之間時,邏輯概念沒有差異。 (4) 變異數分析顯示,以年級、數學成就與智力的線性模式,可以解釋邏輯概念所有變異量中的63%。共變異數分析顯示,排除智力的影響之後,年級、數學成就仍是可以解釋邏輯概念所有變異量中的63%,與變異數分析結果一致。

中共和諧世界戰略與美中台關係之研究 / The Impact of the PRC’s “Harmonious World” Strategy and US-China-Taiwan Relations

新興強權的崛起,勢將影響國際權力結構。自冷戰結束以來,國際體系維持著以美國為主導的單極為主多極體系,然全球化的影響,美國權力不免出現離散的下降趨勢。中共的崛起,成為可能挑戰以美國所主導的國際體系,使美中間的權力互動成為世人關切的焦點。 中共的國際戰略旨在維護和鞏固其在國際領域中的國家利益。自建政以來,歷代領導人審視國際權力結構的動態,制訂其國際戰略,俾在權力平衡的運作中,追求最大的國家利益。中共在面對「中國威脅論」的不利態勢,在16大以後,胡、溫領導以「和諧世界」戰略做為外交政策的指導原則;充滿理想主義的和諧世界戰略,能否改變國際間對中共這個新興強權的疑慮,成為全球矚目的焦點。 本文為瞭解中共和諧世界戰略與美中台間的關係發展與影響,採用歷史文獻分析法,藉由多元研究途徑,探討中共和諧世界戰略發展的歷程、背景與內涵及與美中台關係發展的影響。 研究發現,和諧世界戰略充滿理想主義色彩,但本質仍是追求權力平衡的觀點,企圖改變現階段美中權力結構的不和諧與不對等;和諧世界戰略提出後,受到主要國家的歡迎,相對的拉近美中之間權力結構的差距;但美國對中共威脅認知、雙方對權力的觀點、其他主要國家(戰略樞紐者如:俄、日、印、歐盟等)的抉擇及台灣問題的潛在衝突等,仍將影響美中台關係的未來發展。 / The rise of emerging powers is bound to affect the power structure of the international. Since the conclusion of the Cold War, a uni-multipolar system with the US as the only superpower has been dominating the arena of international politics. However, the US power diffuses and descends as a result of globalization. On the other hand, China’s rise to regional hegemony and the subsequent adjustment of its international strategy is posing a challenge to the US-dominated international political system. The interaction between Washington and Beijing has become a critical factor in the development of global politics. The PRC’s international strategy aims to secure and consolidate its national interests in the global society. Since the establishment of the Communist regime, the paramount leaders have examined the dynamics of international power structure and formulated its international strategy accordingly in order to pursue the maximum national interests in the operations of balance of power. Since the sixteenth Communist Party Congress, Hu Jintao and Wen Jia Bau has enshrined “harmonious world” as the guidelines for the country’s foreign policy. The latest international strategy sets a new direction for the development of the US-China relations. Since then whether or not the nominally idealistic “harmonious world” strategy helps reduce America’s suspicion of the potential rival has taken the limelight of international politics. This paper adopts document analysis and employs diversified research approach to explore, in terms of balance of power, the development process of the PRC’s international strategy, the contents of the “harmonious world” strategy, and the influence of the strategy upon the relations between the US- China and Taiwan. The findings of this study include the following points: The PRC’s “harmonious world” strategy is only idealistic in name but in essence, it still holds the Chinese traditional wisdom of balance of power; the strategy aims to rectify the existing discord and asymmetry in the power structure of US-China relations; and, although the strategy reduces the gap in the US-China power structure to a certain extent, America’s perception of China threat, mutual recognition of the contrast of national power, the decisions of other strategic pivots (such as the strategic hub are: i.e. Russia, Japan, India, and the European Union), and the dispute on Taiwan will continue to dictate the development of the bilateral relations between the US - PRC and the Taiwan.

中小企業的特色是具有彈性、創新、以及快速的應變能力,台灣中小企業一路歷經了產業外移、亞洲金融風暴、網路泡沫、通貨緊縮與膨脹,直到近期的全球金融海嘯,許多企業依然屹立不搖。能夠在逆境中化危機為轉機的企業,皆能做正確的判斷,適時採取因應策略。中小企業雖然能夠迅速因應外界變化,但也因為受限於規模,很容易受到外界環境的影響。因此,即使規模不大、財務狀況不若大企業周全,也需要制定全面性的營運策略,健全公司體制。台灣的中小企業一向以國內市場為主,面對全球化市場的潮流,很難不在這股洪流之下被湮滅。如果能夠結合國際大廠,在對方的帶領之下,便能進軍國際,提升競爭力。這樣的策略,非常適合中小型資訊軟體產業,因此,本研究擬藉個案分析的方式,深度剖析國內一家中小型資訊軟體廠商個案A公司的現況,並探討該廠商參與一國際知名C硬體大廠的 B夥伴計畫。經過平衡計分卡以及SWOT的分析,本研究呈現國內一家中小型資訊軟體廠商的現況與優劣勢以及該廠商與國際知名硬體大廠之間的夥伴關係。此外,本研究也應用平衡計分卡的策略架構,為個案公司建議未來的經營策略。 關鍵字:中小企業、資訊軟體產業、平衡計分卡、SWOT、B夥伴計畫 / Small and medium-sized enterprises (SMEs) are characterized with adaptivity, creativity, and coping ability. SMEs in Taiwan have been through a lot of challenges since the economic bubble came to abrupt. After the financial tsunami hit the whole world, many SMEs were able to survive by adopting new business strategies. Although SMEs can react to the economic change instantly, they are easily affected by the environmental change of the whole world. The SMEs in Taiwan have been focused on local market for a long time. They need to expand their business to the international market. One way to accomplish is to collaborate with some well-known international companies. Using a single case study design, this research intended to investigate a small business company in Taiwan. Established in 1996, this company has devoted to image design, but restricted in local market. In order to understand the present situation of the company and its collaboration with a big international company, the assessment structure of the Balanced Scored (BSC) and the SWOT analysis were conducted. A business strategy using the BSC framework was recommended for the company. 兩兆雙星產業的誕生正式宣告了面板產業將在台灣市場中造就無限的商機,在此商機的背後隱藏著一個交錯而複雜的供應鏈;期間為搶奪商機爭取訂單,供應商之間競爭關係日益激烈且多變,然而有一現象逐漸受到重視,即是有條件地在競爭狀態中尋求可能合作的部份,藉以找到彼此各自的商業利益,達到雙贏的目標。本研究是以探討各廠商在面對供應鏈上下游廠商之不同關係,如何採取因應的平衡策略使其商業活動的綜效達到最大。 現今的供應鏈關係網絡之中,普遍發生既競爭又合作的現象,而此現象又不斷地交錯伴隨此產業的成長,其競爭與合作的模式必然存在著許多關鍵因素,影響並發展出各供應廠商間的最大商業利益的綜效,因此找出其間存在的競合策略思維是本論文所要探討的重點。而本研究則從各廠商的觀點切入,探討在面對供應鏈網絡中的競合關係變化及因應之道,據此提出六個研究問題。 本研究針對面板供應鏈之現況為例,收集原材料供應商(M公司)、原有加工廠商(A公司)、新加工廠商(B公司)與主要客戶(C公司)的互動為研究對象,針對其目前之供應鏈聯合狀態進行訪談,並透過所設計之問卷進行面談採訪,收集質化分析之第一手資料,透過產業訪談結果歸結相關的研究結論如下: 1. 在此聯合關係的研究當中,共計有16項聯合關係,其中有8項關係為過度聯合關係,而另8項關係為聯合不足;顯示供應鏈中確實存在聯合關係為過度或不足之情況。 2. 當過度聯合時,原材料商通常採取「差別取價」、「控制關鍵市場訊息」及「客製化服務」;新舊加工廠則常用「尋求替代品或供應商」及「客製化服務」之策略;最後以主要客戶則採取「控制市場訂單」與「控制市場關鍵訊息」策略。 3. 原材料商之「產品技術能力」及「產品研發能力」的資源條件通常伴隨「差別取價」策略,用以調整聯合關係狀態,而加工廠之「價格競爭能力」與「客戶關係能力」則較常促成「尋求替代品或供應商」策略的形成,此狀況在加工廠商為焦點公司時最為頻繁。 4. 廠商間為快速調整聯合關係,短期也通常以降低成本或售價的策略,因此供應鏈中的成員若要思考如何達成企業的最大商業利益,掌握或增進具競爭差異的資源條件是相當重要的課題。 5. 當二元關係之「相對技術能力」、「相對客戶關係」及「相對重要性」較高時,通常採取「差別取價」或「尋求替代品或供應商」策略。 6. 在策略選項中「獨家壟斷」及「供貨限制」較少被採用。 關鍵字 面板產業、供應鏈關係網絡、平衡策略、競爭策略、競合策略、合作策略。 / The two trillion and twin star business be created in Taiwan means the display industry will provide a inestimable business opportunity. LCD was announced as the most infinite business potential while semi-con and LCD industry booming in Taiwan. However, this business potential brought a complicated supply chain. In order to gain more share, the competition situation among the suppliers became server and diversified. One phenomenon was highlighted that how to find a coworker with certain criteria to benefit both party, then make the win-win situation. This assay was to study different relationships which suppliers faced to up-stream and down-stream players. And how to take a balanced strategy to maximize business synergy is our main lesson learnt in this assay. It is normal to find the phenomenon of competition with cooperation in current supply chain network. Since the industry grows with the phenomenon continuously, there should be some critical factors within the model of competition and cooperation. These will impact and influence the synergy of maximum business interests among the suppliers. Therefore, finding out the methodology of coopetition is what we want to discuss in this assay. The study will start form business point of view in each suppliers. Then discuss how to react to the change of coopetition among supply chain networks. We studied from the example of current LCD supply chain. M company was one of the raw material suppliers, B company was a new converter in the value chain, and C company is main customer to use the materials. Then arranging interviews to figure out alliance condition within the relationship and to collect 1st hand qualitative data for further analysis. The conclusions of interviews and studies should be as following: 1. There are 16 relationships in alliance relationships. 8 among those 16 are over-alliance; while the other 8 are under-alliance ones. It shows that there really are over and under alliance situation within the supply chain. 2. When it comes to over-alliance, raw materials supplier often takes “price differentiation”,“control critical market information” and “customized service” to face the situation. Meanwhile, the converters use to take “find out a 2nd source material and supplier” and “customized service”. And main customer might “control the orders” and “control critical market information” as the reaction. 3. The resource condition of raw materials supplier such as “product technology skill” and “product development skill ”always bundle the“ price differentiation strategy”. It is helpful to regulate the coopetition situation. Again,the converters usually adopt the “find out a 2nd source material” strategy due to they have the resource condition of the “price competition ability” and “Customer relationship ability”. 4. To regulate the coopetition situation, there are many companies usually adopt the strategies such as cost down or reduce the selling price. On average, it is the key to increase the resource condition that have the differentiation competitive advantage if the company of this supply chain want to know how to gain the most business advantage. 5. The strategies of the“price differentiation”and “find out a 2nd source material and supplier” always be adopted due to the company possess the relativity relationship that are “relativity technology ability” 、” relativity customer relationship” and “ relativity importance”. 6. The strategies such as the “engage of business without competition” and “Control the distribuotion of goods” are less be adopted in this business. 有鑑於生物科技成為科技趨勢,以及其創造出的龐大價值,近年來台灣也開始大力推動生技產業的發展。產業是企業的組合,企業的成長與否正是驅動產業生態變化的主要原因。本研究主要探討台灣生技藥物研發公司的創業過程,希望透過研究成果對台灣生技公司的發展有所貢獻。   本研究的研究架構以Timmons Model做為主軸,以機會、資源、團隊做為主要的研究構面,先對個案公司進行靜態的研究構面探討,然後分析其發展的動態平衡過程。 / Because biotechnology sets a trend and creates great value, Taiwan government tries to develop his own biotechnology industry. However, an industry will bloom if most of companies related to the industry are operated well. The objective of this study is to observe and analyze the entrepreneurial process of biomedical R&D companies in Taiwan.   The research bases on Timmons Model that was developed by Timmons for analyzing an entrepreneurial process of a company and consists of three driving forces, opportunity, resource, and team. Every entrepreneurial process of companies in the thesis is observed first according to the three driving forces. Then it is analyzed by using the idea of constant balancing.

本文首先討論權力平衡與政治均衡的差異。以Waltz為代表的新現實主義是力學式、演繹邏輯的國際觀;而Schroeder的政治均衡則是生物學式、整體式、歸納的國際觀。權力平衡與政治均衡構成本文的分析架構。本文採歷史研究法,以愛爾蘭為例,說明愛爾蘭在受到「國家」、「人」、「國際體系」的影響後,放棄抗衡的策略後,均衡的國際觀才為愛爾蘭帶來和平與繁榮。 愛爾蘭自十二世紀起成為英國的殖民地,累積八個世紀的恩怨情仇在二十世紀初爆發。愛爾蘭政治家de Valera採用抗衡式的經濟外交策略,即使愛爾蘭成為歐洲的乞丐也在所不惜。1959年接手主政的Lemass對國家利益則有完全不同的見解。取消閉關自守的經貿政策、大膽與英國簽訂英愛自由貿易協定,促使愛爾蘭在1973年順利加入歐洲共同體,開啟了塞爾特之虎的序幕。 文末則是回到兩岸關係的探討。台灣與愛爾蘭相似點在於,同屬小國且也同樣面對同文同種的強敵威脅。台灣或可以愛爾蘭為鏡,走出成功的小國國際政治。
