This study describes and analyses the influence of immigration and integration of German expellees and refugees in the former administrative district of Osnabrueck. It is a contribution to a new regional social and economic history as well as to the history of integration of German refugees after World War II. The main goals are to close the gaps in regional pre and post war history of population, administration and economy. To a certain extent this thesis is of global importance with respect to the history of refugee integration in Germany. It deals with the refugee administration that was in place until the 1970s as well as the methodology of econometric analysis. The latter is used to show the process of modernisation from an agrarian economy to one that is dominated by industry and services. The applied methods are those of narrative history as well as social and econometric statistics on historical long-term analysis. The study describes and analyses the regional history of population, administration and economy, the latter with special respect to history of farming. To show the impact of expellees on social and economic structure, each of the three sections is analysed in a similar way: Chronologically by comparing the history and structures from about 1900 to 1945 with the period after World War II up to the 1970s. Geographically by comparing regional to country and national statistical patterns. It can be shown that the refugee administration suffered from early "ad hoc administration" days until its agony in the 1970s from the dualism with the traditional social administration. At the beginning there was no survival without the support of British military government, which consideres this area as a test field for the influence of new democratic conditions on pre-democratic administrative structures and daily work. In the 1950s the influence of military government was replaced by political power of refugee organisations and party. There decline leads to agony and subsequent take-over by traditional administration in the 1970s. The study shows the role and impact of refugees as part of the labor immigration in between the "Fremdarbeiter" and the "Gastarbeiter" on regional economy. It displays the intersectoral changes by the shifts in figures and index’ of gainfully employed people (domestic and refugees) demonstrating the shift towards an industrial or service oriented economy. From a refugee point of view there was no integration in the sense of equal opportunities in the job market as compared to native Osnabrueckians. This led to a decline in social status, especially for those who had been independent farmers in the east. The "integration" by discrimination and declining social status caused geographical and job mobility especially among the younger refugees – into better paid and modern jobs. Qualified refugee labour sped up the long term process of industrialization. Those sub areas which in pre-war times had been dominated by an agricultural sector on a 19th century level changed to an industrialized or service driven level within 15 years – much faster than during the Industrial Revolution. The study shows also that refugees had been a very successful political vehicle for claiming and getting public economic subsidaries – which mostly reached not the immigrants but native (Emsland-) farmers and companies. All in all the integration of refugees was a bivalent process of interdependent mutual adaption: On the one hand that of immigrants towards the conditions to live and work in the Osnabrueck area. On the other side the impact of refugees onto speed and direction of post war development and modernization of regional structures. The general result is that refugee immigration and integration had a major impact on regional post war development and modernisation of an administration with a pre-democratic understanding and an pre-war economy dominated by agriculture.

The ‘Weimar Experience’ in British Interwar Writing

Die Dissertation behandelt die Texte britischer Schriftsteller_innen, die in der Zeit der Weimarer Republik nach Deutschland kamen und über ihre Erfahrungen mit Deutschland und den Deutschen schrieben. Sie umfasst sowohl Texte, die in den Jahren 1919-1933 entstanden sind, als auch Texte, die sich rückblickend mit Erfahrungen in der Weimarer Republik befassen und in den Jahren zwischen dem Ende der Weimarer Republik und dem Ausbruch des Zweiten Weltkriegs (1933-1939) entstanden sind. Die wissenschaftliche Auseinandersetzung mit den Texten britischer Schriftsteller_innen über die Weimarer Republik hat sich bisher weitgehend auf die Werke von Christopher Isherwood und seinen Freunden W. H. Auden und Stephen Spender beschränkt. Durch die Fokussierung auf die Erfahrungen dieser Autoren legt die bisherige Forschung zu britischen Schriftsteller_innen in der Weimarer Republik einen starken Schwerpunkt auf die Erfahrungen junger homosexueller Männer in Berlin in den letzten Jahren der Weimarer Republik und vernachlässigt andere Aspekte der Erfahrungen dieser Schriftsteller sowie die Perspektiven der zahlreichen anderen schreibenden Brit_innen, die die Weimarer Republik besuchten und aufgrund ihrer Herkunft, ihres Alters und ihrer Beweggründe für ihren Aufenthalt sehr unterschiedliche Erfahrungen machten. Die Studie zeigt erstmals eine breit angelegte Untersuchung der unterschiedlichen Perspektiven, die sowohl die biografischen Erfahrungen der Schriftsteller analysiert als auch den Prozess der Fiktionalisierung dieser Erfahrungen in verschiedenen Phasen der Zwischen- und Nachkriegszeit erklärt. Die eingehende Analyse der verschiedenen literarischen Versionen der "Weimarer Erfahrung" durch britische Schriftsteller zeigt, wie diese Erfahrung in Fiktion umgewandelt wurde, wie die persönliche Auseinandersetzung mit Deutschland retrospektive Erzählungen verkompliziert und wie diese Komplikationen in fiktionalen Texten ausgetragen werden. Die Arbeit ist in drei chronologische Kapitel unterteilt, die sich jeweils mit einer Phase der Weimarer Republik befassen und eine Reihe von fiktionalen und nicht-fiktionalen Texten einbeziehen. / The dissertation analyses the texts of British writers who visited Germany during the years of the Weimar Republic and wrote about their experiences with Germany and the Germans. It includes texts that were written during the years 1919-1933 as well as texts that deal retrospectively with experiences in the Weimar Republic and were written in the years between the end of the Weimar Republic and the outbreak of the Second World War (1933-1939). Scholarly engagement with the writings of British writers on the Weimar Republic has so far been very much limited to the texts of Christopher Isherwood and his friends W. H. Auden and Stephen Spender. By focusing predominantly on the experiences of these authors, the existing research on British writers in the Weimar Republic places a strong emphasis on the experiences of young homosexual men in Berlin in the final years of the Weimar Republic and neglects other aspects of these writers' experiences as well as the perspectives of the numerous other British writers who visited the Weimar Republic and had very different experiences due to their background, age and motivations for their stay. For the first time, this study undertakes a wide-ranging investigation of diverse perspectives, which both analyses the biographical experiences of the writers and explains the fictionalisation process of these experiences in different phases of the interwar and post-war period. The in-depth analysis of the diverse literary versions of the 'Weimar experience' by British writers shows how this experience was transformed into fiction, how personal engagement with Germany complicates retrospective narratives, and how these complications are played out in fictional texts. The work is divided into three chronological chapters, each dealing with a phase of the Weimar Republic and drawing on a range of fictional and non-fictional texts.

[pt] Nesta tese enfrento problemáticas dos Direitos Humanos pela filosofia política e crítica ao direito. Num primeiro momento, apresento crítica à tradição e uma breve genealogia de como se dá o pensamento e a história desses direitos, tanto da ordem dos discursos de fundamentação como da sua afirmação social. Em seguida, trabalho a encruzilhada dos Direitos Humanos a partir da relação com a soberania e a biopolítica, respectivamente, segundo Jacques Derrida e Michel Foucault. Por um lado, é de se destacar o acentuado caráter histórico e político dos Direitos Humanos, de outro, questionar seu potencial de transformação social. A encruzilhada aparece e a problematização se dá, pois, se os Direitos Humanos são esforço do histórico de mobilizações contrário a injustiças sociais e modelos jurídicos conservadores, também, passam a fazer parte de nossa era de direitos como fundamento e manifestação legítima do direito. Inclusive, por vezes, se voltam contra seus próprios fins. Nesse contexto, os Direitos Humanos estão atrelados ao ímpeto civilizatório ocidental, ao capitalismo global, à ordem internacional e às violências de estado, ao mesmo tempo em que se manifestam com as lutas políticas, as conquistas sociais e as defesas contra violações de direito. A partir disso, problematizo os Direitos Humanos diante de seus fins e de sua força como direito, também, lanço a problemática de como pensá-los diante dos caminhos cruzados, da diferença das forças e da contínua abertura à mudança social presentes em sua atualidade. Com essa delimitação, estudo o potencial dos ‘Direitos Humanos na encruzilhada’, segundo a produção social e a definição da humanidade. Isso se dá, pela intersecção da soberania e da biopolítica, conforme são ultrapassados limites do direito e atingidos novos domínios da vida e da sociedade. O que implica reformular questões em torno da normatividade, da força e da realização dos Direitos Humanos. Por fim, destaco algumas tensões em meio às relações sociais e às composições de poder dos Direitos Humanos no cenário político atual. / [en] This thesis consists of a study about problems concerned to Human Rights from political philosophy and critique of law. At first, with a critique of the tradition of Human Rights and a brief genealogy of how thought and history of Human Rights took place, both in terms of foundational speeches and social statements. After that, due to open fractures with the philosophy of Jacques Derrida and Michel Foucault, the idea is to distinguish how Human Rights function when related to sovereignty and biopolitics. It is important to highlight the historical and political nature of law, and to question its potential of social transformation, once Human Rights are at the crossroads: If Human Rights are an effort of the history of mobilizations contrary to social injustices and conservative legal models, they also become our era of rights as foundations and part of legitimate law. Even, at times, they turn against their own ends. In this context, the concept of Human Rights is linked to western civilization, global capitalism, international order and state violence, at the same time that Human Rights are made with political struggles, social conquests, institutional protection and defense against rights violation. In this context, is important to investigate how to think about Human Rights once considered the difference of forces of their formation and continuous openness to changes. This work turns to the potential of Human Rights at the crossroads, which is crucial to the crossroads itself, according to its social production and ability to define the political and humanity. Which results from the intersection of sovereign power and biopolitics, as the premises of law are displaced and the Human Rights reaches new domains of life and society. This implies reformulating questions about normativity, enforcement and achievement of Human Rights. At the end, it is consequential to highlight tensions of these rights in the midst of social relations and compositions of power in the current political scenario. / [fr] Dans cette présente thèse, les questions de Droits de l Homme sont confrontées à la philosophie politique et à lacritique du Droit. Dans un premier temps, il se fait une critique de la tradition et une brève généalogie de la manière dont la pensée et l histoire de ces droits se déroulent, tant au niveau des discours de raisonnement que de leur affirmation sociale. Ensuite, le travail se retrouve dans une sorte de croisement des Droits de l Homme à partir du rapport à la souveraineté et à la biopolitique, respectivement, selon Jacques Derrida et Michel Foucault. D une part, il faut souligner l important caractère historique et politique des Droits de l Homme, d autre part, s interroger sur leur potentiel de transformation sociale. La croisée des chemins apparaît et la problématisation s opère, car si les Droits de l Homme sont le résultat de l effort historique de mobilisations contre les injustices sociales et les modèles juridiques conservateurs, mais, ils s inscrivent aussi dans notre ère des droits comme fondement et manifestation légitime du droit.Parfois, ils se retournent même contre leurs propres fins. Dans ce contexte, les Droits de l Homme sont liés à la poussée civilisatrice occidentale, au capitalisme mondial, à l ordre international et à la violence d État, mais aussi aux luttes politiques, aux conquêtes sociales et à la défense face aux violations des droits. A partir de là, les Droits de l Homme sont premièrement problématisés face à leurs fins et leur force en tant que droit, et, ensuite, problématisés sur la façon de les penser face aux chemins croisés, à la différence des forces et à l ouverture continue aux changements sociaux présents de nos jours. Dans cette délimitation, il convient de souligner le potentiel des Droits de l Homme à la croisée des chemins à partir de leur production sociale et de leur capacité à définir l espace politique et celui de l humanité. Cela arrive à travers l intersection de la souveraineté et de la biopolitique, au fur et à mesure que les limites du droit sont dépassées et que de nouveaux domaines de la vie et de la société sont atteints. Cela implique de reformuler les questions autour de la normativité, de la force et de la réalisation des Droits de l Homme. Enfin, les tensions de ces droits sont questionnées face aux relations sociales et aux compositions du pouvoir dans le scénario politique actuel.

Die Studie versucht, Husserls Modell einer nicht-wissenschaftlichen Lebenswelt für pädagogische Untersuchungen zum Verhältnis von Technik und Bildung in der verwissenschaftlichen Welt zu öffnen. Sie diskutiert Entwicklungsprobleme der Spätmoderne unter pluralen Fragestellungen und führt Ansätze und Traditionen zusammen, die unterschiedliche Wege zur Weiterentwicklung der modernen Bildungstheorie beschritten haben. Im Zentrum steht die Frage, wie moderne Technik einerseits als lebensweltliche Entfremdung des Menschen problematisiert und andererseits als Produkt menschlicher Freiheit und Weltgestaltung gewürdigt werden kann. In vier Kapiteln werden die methodischen Ansätze und Antworten vorgestellt, die der Philosoph und Pädagoge Eugen Fink (1905–1975), der Philosoph Martin Heidegger (1889–1976), der Philosoph und Erziehungswissenschaftler Theodor Litt (1880–1962) und der Soziologe Helmut Schelsky (1912–1984) auf die Frage nach dem Verhältnis von Bildung und Technik gegeben haben. Im Durchgang durch ihre Positionen wird ein Konzert erarbeitet, dessen Originalität darin liegt, Abstimmungsprobleme von Bildung, Technik und Lebenswelt aus postdualistischer, praxistheoretischer sowie posthumanistischer Perspektive zu thematisieren. / The study attempts to open Husserl's model of a non-scientific lifeworld for pedagogical investigations of the relationship between technology and “Bildung” in the scientific world. It discusses developmental problems of late modernity under plural questions and brings together approaches and traditions that have taken different paths to the further development of modern “Bildungs”-theory. The central question is how modern technology can be problematized on the one hand as the alienation of human beings from the world of life and on the other hand be appreciated as a product of human freedom and the shaping of the world. Four chapters present the methodological approaches and answers that philosopher and educator Eugen Fink (1905–1975), philosopher Martin Heidegger (1889–1976), philosopher and educationalist Theodor Litt (1880–1962), and sociologist Helmut Schelsky (1912–1984) have given to the question of the relationship between education and technology. In the course of their positions, a concert will be developed whose originality lies in addressing the coordination problems of “Bildung” (education), “Technik” (technology) and “Lebenswelt” (lifeworld) from a post-dualist, praxis-theoretical as well as post-humanist perspective.
