Analisa o exercício do domínio político por mais de quatro gerações no município e as razões pelas quais a política queimadense, desde o seu processo de emancipação, tem apresentado em suas disputas eleitorais ao cargo executivo, uma forte presença e definindo, a seu favor, a continuidade do poder no interior do grupo familiar ou de seus prepostos. Objetiva-se responder às seguintes questões: Através de que práticas se instituíram tal dominação? Qual a origem genealógica dessa família e seus ramos parentais? Quais as formas ou maneiras dessas famílias realizarem as ações políticas locais? Para responder a estas questões, em termos metodológicos, fez-se uso do trabalho de campo e da história oral, recorrendo principalmente, à memória, através de entrevistas abertas; outra fonte de pesquisa foram os jornais, vídeos e pesquisa bibliográfica. E como fio teórico condutor da análise, a abordagem de Pierre Bourdieu, a partir de sua proposta de Sociologia da Prática, pautada na noção de campo, habitus e capitais, atravessa todo o texto analítico. O texto assim, discorre sobre a genealogia desta família, tentando compreender os capitais que, historicamente, foram sendo construídos. E associado a isto, a dominação política que esta família foi exercendo através dos capitais construídos historicamente e das práticas e ações desenvolvidas localmente. Capitais estes que estão relacionados ao “nome da família”, a posse de terras, as práticas e ações que dizem respeito às relações de compadrio e as trocas de favores na sociedade queimadense. Desta feita, constatou-se que a dominação política local se estabelece a partir das ações de dependência construídas por aqueles que são detentores de um maior quantum de capital possível em relação àqueles que são desprovidos de capital. Fato que permite concluir que a dominação política exercida por esta família a partir das relações de compadrio e das relações de favores, é quem constroem os laços sentimentais e pragmáticos que ligam as pessoas à liderança, e a dependência política se traduz na triste frase “eu devo favor”, o que significa uma forma de gratidão, uma dívida cujo preço é a fidelidade sem limites, que pode resultar na possibilidade constante de subordinação pessoal e familiar, ou seja, na mais profunda violência simbólica. / The present dissertation objectives to analyze the discourses and the practices that allowed the perpetuation of local power of the family Ernesto-Rêgo in the city of Queimadas - PB. Analyzes the exercise of politic domain extended for more than four generations in the city and the reasons why politic of Queimadas, since its process of emancipation, has presented on its electoral disputes for executive loads, an strong presence and defined on its favor, the continuity of power in the interior of familiar groups or its functionaries. We objective to answer the following questions: Which practices instituted this domination? What are the genealogic origin of this family and its parental branches? How does this family realizes local politic actions? To answer these questions, in methodological terms, we did a camp work and oral history, appealing mainly to memory, through open interviews; another font of researches were the newspapers, videos and bibliographic research. And conducing this analyze, the boarding of Pierre Bourdieu, from his propose of Sociology of Practice, following the notions of campo, habitus e capitais, pass through the analytic text. The text discuss about the genealogy of this family, trying to understand the capitais that historically, were being build. And, associated to this, the politic domination that this family was doing through capitals historically constructed and the practices and actions developed locally. These capitals are related to “family name”, land ownership, the practices and actions that are related to proximal relationships and exchanged favors on the society. We contacted that local politic domination is established from actions of dependency built for those who detain the biggest quantity of possible capital in relation to that who are disproved of that. Fact that allows to conclude that politic domination exerted for this family of proximal relationships and favors relationships, build sentimental bows and pragmatics that link people to leadership, and political dependency is traduced in the sad statement: “I must reattribute a favor”, what means a way of gratitude, one bill that price is the fidelity without limits, that can result on the possibility of personal subordination and familiar, that is, the deepest symbolic violence.

Le thème de la faim est récurrent dans les littératures du monde entier. primordial, originel, ce thème, dont le champ lexical est souvent convoqué pour attester de l'importance des pulsions humaines, ne fait pourtant l'objet, jusqu'à présent, que de peu d'intérêts de la part des spécialistes de la littérature générale comparée tout comme, d'ailleurs, de la part des philosophes. il s'agit donc d'établir un corpus représentatif des typologies d'écriture de la faim, de proposer une ou plusieurs taxinomie(s) pour, ensuite, approfondir l'analyse critique des différents discours de la faim par plusieurs topiques portant sur l'identité des affamés, les mythes de la faim, la mystique,le jeûne, l'humour de la faim ou bien encore les conséquences particulières de la faim lorsqu'elle est instrumentalisée par un pouvoir politique. cette large analyse critique des différents discours de (et sur) la faim doit permettre d'envisager la crédibilité et les éléments structurants de ce qui pourrait être désigné comme une ‘ontologie de la faim' au sens d'une refondation des rapports de l'homme et de son environnement. le corpus d'œuvres n'est pas restreint à une époque ou à une zone géographique particulière. il s'agit de puiser tout autant dans les littératures anciennes, classiques, modernes, postmodernes que contemporaines dans la mesure où la faim n'est pas l'apanage d'un temps ou d'une civilisation particuliers mais une donnée brute, première et native de l'humain. / The theme of hunger is recurrent in the literatures of the entire world. Primordial, original, this theme, which the lexical field is often summoned to attest to the importance of human impulses, is not yet a subject of great interest on the part of literary scholars General and compared, as well as from the philosophers. The purpose of this work is therefore to establish a representative pattern of writings of the hunger, to define typologies of hunger, to provide one or more taxonomy (s) to then deepen the critical analysis of various speeches from hunger by several topics as the identity of the hungry man, hunger myths, mysticism and fasting, the humour of the hunger, the particular consequences of hunger when it is manipulated by a political power, the ethics of starvation, etc. This broad critical analysis of the different discourses of hunger should allow to consider the credibility and the structuring elements of what could be called an "ontology of hunger" in the sense of a radical reform and rebuilding of the reports of the man and his environment. The references used in this work are not restricted to a time or a particular geographical area. We’ll tap as much in ancient literatures, classical, modern, postmodern, contemporary as well as technical studies because hunger is not the prerogative of a time or a particular civilization but raw, first and original data of the human being. / O tema da fome é quase sistemático nas literaturas do mundo inteiro. Primordial, original, esse assunto (cuja léxico é bastante utilizado como campo metafórico para descrever as pulsões humanas, (amor, paixão, ódio, etc.)foi, portanto, pouco examinado e são poucas as estudas que se focalizam sobre este tema, seja literárias ou filosóficas.O alcance da tese é descrever essa "terra desconhecida" e propor uma taxinomia dos famintos assim que, depois de pesquisar a identidade dos famintos, os mitos da fome, a mística dela, o humor e as consequências sobre a política, o poder e os aspectos jurídicos, elaborar um ontologia da fome ou, pelo menos, os primeiros elementos desse ontologia que poderia liderar uma mudança importante sobre a origem do sentido ética da fome.

A l’heure où la prise en charge médicale s’avère de plus en plus nécessaire pour accompagner la fin de vie, il nous apparait que sa place est de plus en plus importante et de moins en moins questionnée. Or, réduire la fin de vie à la question du mourant et de sa prise en charge est pour le moins problématique. L’arrêt d’hydratation et d’alimentation, les différentes formes de sédation, l’euthanasie, le suicide assisté, les soins palliatifs résument-ils à eux seuls ce que l’on peut dire de la fin de vie ? Peut-elle se résumer uniquement à une question d’ordre médical ? N’est-elle pas avant tout une question d’ordre existentiel où, à l’heure de notre déclin, nous sommes confrontés à l’agonie ? Souffrance et finitude se trouvent au cœur de notre interrogation et nous poussent à nous confronter au pâtir de la vie, nous dévoilant ainsi comme être de chair. Grâce à la philosophie henryenne, l’agonie va peu à peu se dévoiler comme une occasion ultime de révélation de soi à soi en tant que soi. Face à l’aporie du mal qui frappe, nous découvrons les hommes capables toujours d’y faire face par un effort de repersonnalisation. C’est cet effort nécessaire qui va se dévoiler tant dans le champ métaphysique, que dans le champ éthique, et que dans le champ politique. C’est ce même effort qui amène l’homme à prendre ses responsabilités et à répondre aux questions existentielles. La subjectivité de chacun se doit alors de devenir le centre de l’institution soignante. L’agonie devient possibilité de repenser la place de la personne au sein du système hospitalier : place de la personne soignante, de la personne soignée, de ceux qui accompagnent, tout en développant une éthique de l’accompagnement qui doit ensuite se décliner dans une politique. Car si, métaphysiquement, vivre son agonie ne peut se justifier que par l’Amour, éthiquement, il nous faut construire une nouvelle poétique de l’action faisant place à la fraternité issue de la chair, à l’imagination de l’homme pour répondre à l’appel d’autrui et de la vie, et à la subsidiarité, afin que chacun soit respecté dans son agir et sa conscience. Politiquement, cela nous ouvre alors à un système hospitalier respectueux de chaque « Je Peux » qui se déploie en son sein. Le respect du consentement du patient reste ainsi la pierre angulaire du système hospitalier ; mais il ne peut se construire que dans une alliance avec les soignants. / In the context of today’s world, medical care is becoming increasingly necessary to assist patients at the end of life. It appears that this care is taking on more and more importance and is subject to fewer and fewer questions. is less and less questioned. However, confining the end of life to the state of dying and its medical support is problematic. Can the end of life be resumed as stopping hydration and artificial feeding, sedation in its different forms, euthanasia, assisted suicide, and palliative care? Can it be summed up as a simple medical question? Isn’t the end of life, first and foremost, linked to an existential question in which, at the time of our decline, we come face to face with agony? Finiteness and suffering are at the heart of our questioning as we confront life’s hardships, revealing the mystery of the flesh. With the help of Michel Henry’s philosophy, agony will gradually reveal itself as an ultimate opportunity for self-revelation. Faced with the paradox of evil, we find Man capable of coping with an effort of re-personification. This necessary effort will unfold in the metaphysical, ethical and political fields. This same effort allows Man to take responsibility for himself and to contemplate existential questions. The subjectivity of each person must become the center of the healthcare institution. Agony becomes the possibility to rethink the place of the individual person within the hospital system: the care giver, the care receiver and those supporting them, all while developing an ethical personal assistance which must then translated into policies. Because even if metaphysically, living out agony cannot be otherwise justified but by Love, ethically we must build a new way of operating. We must leave room for fraternity as a consequence of being of the flesh, to imagination in order to respond to our fellow man and our life’s calling, and to subsidiarity so that everyone is respected in his actions and consciousness. Politically, it opens up the possibility of a hospital system respectful of each "I Can" which is echoed within its walls. Respect for the patient's consent remains the cornerstone of the hospital system but can only be built with an alliance with caregivers.

The analysis has as the main focus the constitution of teaching in the ambit of the public sphere, that is, we investigated the way teaching constitutes itself publicly as a profession concerning the new educational reforms of nationalization of the Brazilian teaching system. Thus, we have approached questions related to the professionalism of the teaching activity under the angle of the public/private relations. It was used, as main sources, the educational legislation both federal and from the state, local newspapers and interviews with teachers who have worked in this area in the period investigated in this project. Among the conclusions, we have noted the foot that the regulation of the teaching work, by means of decrees, laws etc, has presented, occasionally, ambiguities and various contradictions, which had their origin in the influences of the private world (of close relatives, politicians and friends). In this sense, the educational politics presented, a more private than public face, whose economic and politic-electoral interests, with a great participation of the Catholic Church, penetrated the public sphere, as the example of the official financing of private schools, the customer activity and the politic favoritism in the magistrate. / A presente tese trata do processo de regulamentação do trabalho docente no Estado do Ceará, no período de 1942 a 1962, em escolas primárias e secundárias das redes pública e particular. As análises têm como foco principal a constituição do trabalho docente no âmbito da esfera pública, ou seja, indagamos como a docência foi se constituindo publicamente como uma profissão em face das reformas educacionais de nacionalização do sistema de ensino brasileiro. Desse modo, abordamos questões relacionadas à profissionalização da atividade docente sob o ângulo das relações público/privado. Foram utilizadas, como fontes principais, a legislação educacional estadual e federal, os jornais locais e as entrevistas com professores que exerceram o magistério no período aqui investigado. Dentre as conclusões, destacamos o fato de que a regulamentação do trabalho docente, por meio de decretos, leis etc., apresentava, não raras vezes, ambigüidades e contradições diversas, as quais tinham origem nas influências do mundo privado (de parentes próximos, políticos e amigos). Nesse sentido, tais políticas educacionais apresentavam, na prática, uma cara mais privada do que pública, cujos interesses econômicos e político-eleitorais, com grande participação da Igreja Católica, penetravam a esfera pública, a exemplo do financiamento oficial das escolas particulares, do clientelismo e do favoritismo político no magistério.

Les nouveaux défis et enjeux de la politique étrangère de la France en Afrique francophone subsaharienne / The new challenges and issues of the foreign policy of France in French-speaking Sub-Saharan Africa

Des années 1960 jusqu’à la fin de la guerre froide, voire au-delà, l’influence voire la prépondérance de la France sur les territoires francophones d’Afrique noire est presque totale. Cependant, en ce XXIème siècle naissant, la compétition mondiale dans la recherche de nouveaux débouchés et de la sécurisation de l’approvisionnement énergétique amène inexorablement les grandes puissances à entrer en ‘‘conflit d’intérêts’’ par la pénétration réciproque des « arrière-cours ». Ceci est particulièrement vrai pour la France qui voit des pays tels que les Etats-Unis, la Chine, l’Inde, le Brésil, la Turquie, les pays du Golfe, etc., faire une entrée fracassante dans une région géographique qu’elle considère depuis longtemps comme sa « chasse gardée » compte tenu des liens historique, linguistique et politique. Ces nouveaux défis et enjeux pour la politique africaine de la France se mesurent désormais, à l’aune des transformations à l’œuvre sur la scène internationale avec la mondialisation et l’émergence de nouvelles puissances du Sud. Les défis et les enjeux sont importants pour l’action extérieure de la France et sa place dans le monde, compte tenu de la concurrence féroce des nouveaux acteurs et des changements des sociétés africaines en cours. Néanmoins elle possède encore des atouts économiques, diplomatiques et stratégiques susceptibles de lui permettre d’élaborer, grâce à l’espace culturel francophone, un projet original, ambitieux et porteur d’espoir. Pour ce faire, il faudra répondre aux deux interrogations suivantes : Comment réformer cette politique traditionnelle basée sur des relations étroites et privilégiées avec les dirigeants africains sans toutefois compromettre les avantages comparatifs de la France sur place? Quelle stratégie politique mettre en œuvre pour identifier les véritables intérêts communs des Français et des Africains francophones, en tenant compte des opportunités et des menaces, et les développer dans un partenariat mutuellement bénéfique ? / From 1960s to the end of the cold war, even beyond, the influence even the supremacy of France in the French-speaking territories in Sub-Saharan Africa is almost total. However, in this 21st century, the world competition in the research of new markets and the security of the energy supply leads inexorably the great powers to enter in “conflict of interests” by the mutual penetration of the “back-yards”. This is particularly true for France which has countries such as the United States, China, India, Brazil, Turkey, the Gulf Arab States, etc., to make a dramatic entrance in a geographical area where she judged it for a long time as her “exclusive domain” considering the historical, linguistic and political links. These new challenges and issues for the African policy of France are measured from now on, in the light of the transformations at work in the world with the globalization and the emergence of new powers of the South. The challenges and the issues are important for the external action of France and its place in the World, considering the fierce competition between new stakeholders and the ongoing African society changes. Nevertheless it still has economic, diplomatic and strategic assets which enable him to elaborate, thanks to the francophone cultural center, an original project, ambitious and promising. With this aim in mind, it will be necessary to answer to the two following questions: How to reform this traditional policy based on close and privileged relationships with African leaders without compromising, however, the comparative advantages of France on the spot? Which political strategy has to be implemented in order to identify the real common interests of the French and the French-speaking Africans, by taking into account the opportunities and threats, and to develop them in a mutually beneficial partnership?
