This study focuses on the politics around ecological sustainable development in Sweden today, with emphasis on urban development, building and living. The starting-point for this study is the environmental adapted city district of Stockholm, Hammarby Sjöstad. The primary focus of the study is to investigate what means of control the environmental investment in Hammarby Sjöstad is expressing, and to elucidate their ideological, political and social implications. The empirical material is primarily based up on the local Hammarby Sjöstad environmental program along with qualitative in-depth interviews with citizens of this district. The study is based on critical discourse analysis The result of this study is that the ecological investment in Hammarby Sjöstad partly constitutes a hidden exercise of power, taking shape as built-in physical measures in the dwellings and the neighbouring surroundings. Hidden means of control transform political and ideological environmental targets in to practical factual matters. Hidden means of control makes ideological and political environmental issues non-political and reduces them in to technical issues.

Seeing and Knowing the Earth as a System : An Effective History of Global Environmental Change Research as Scientific and Political Practice / Att förstå och utforska jorden som ett system : En historik läsning av den globala miljöforskningens som vetenskaplig och politisk praktikUhrqvist, Ola January 2014 (has links)
Previous research connecting scientific knowledge production with governing of the global environment usually start in international climate change negotiations and related assessments. From that vantage point Earth system science and models are studied as an expansion of Global Circulation Models. By tracing of the history of the present Earth system outlook this thesis offers a reflection about how scientific knowledge produce and connects problems with descriptions of desired order of things and strategies to get there. Knowledge becomes a productive power by shaping fields of possible action in relation to the global environment. The interpreted empirical material consists of scientific discussions from the International global environmental change programmes and particularly the International Geosphere-Biosphere Programme (IGBP) and the International Human Dimensions Programme on global environmental change (IHDP). The studied period spans from the start of the planning of the IGBP in 1983 to the presentation of the new research programme Future Earth in 2013. The thesis is organised around the effects of the IGBP’s strategy to use predictive Earth system models as a tool to bring a broad range of scientific disciplines together. The results demonstrate the historicity of the present Earth system outlook by showing how ecosystems and human dimensions were attributed new and more important roles as drivers of global change. The thesis also argue for the need to approach the ‘Earth system’ as a result of a productive tension between top-down perspectives found in global modelling and bottom-up empirical research engaging with process interactions down to local scales. / Genom att studera diskussioner inom internationella miljöforskningsprogram spårar den här avhandlingen framväxten av dagens syn på planeten jorden som ett sammanlänkat system – Jordsystemet. Studien baseras primärt på analyser av arkivmaterial från International Geosphere-Biosphere Programme (IGBP) och International Human Dimensions Programme of Global Environmental Change (IHDP). Styrningsmentalitet i anhörigsverige : En kritisk granskning av styrdokument för anhörigstöd med inriktning på anhöriga till närstående med beroendeproblemBerglund, Nina January 2016 (has links)
Syftet med denna studie har varit att öka kunskapen om anhörigstöd genom att kritisk granska hur anhöriga till närstående med beroendeproblem konstrueras i lagstiftning och styrdokument för anhörigstöd och hur detta påverkar rätten till, och utformningen av, anhörigstöd. Studien har genomförts med en deduktiv governmentalityansats, ett perspektiv som kännetecknas av ett intresse för hur statens styrningsmentalitet, rationalitet och tekniker för styrning medieras via olika former av lagstiftning, policydokument och operativa riktlinjer. Studien har genomförts med en komparativ ambition som syftat till att jämföra föreställningar om medberoende som en problemkategori med statliga förväntningar på anhöriga som resurs i omsorgen av närstående. Frågeställningarna har behandlat hur och när en anhörig är att förstå som ett problem och resurs, hur råd, stöd och rekommendationer, samt professionella förhållningssätt, skiljer sig mellan anhöriga som vårdar och de som kategoriseras som medberoende och huruvida detta kan förstås i relation till styrningstekniker. Studiens frågeställningar har operationaliserats kring ett teoretiskt grundat analysschema, som väglett textanalys och tolkning av empiri. Analysschemat systematiserades i komponenter för att kritiskt granska empirins diskursiva formationer. Resultaten är presenterade i tre kapitel: Karaktär och förklaringar, Orsaker, aktörer och strategier och Subjektiviteter, auktoriteter och tekniker förstyrning samt i en illustrerande resultatfigur. Resultaten har visat att lagstiftning och policy kategoriserar anhöriga genom att systematiskt tillskriva dem olika egenskaper samt problem och behov, därtill varierande normativa föreställningar om anhörig-närståenderelationen i förhållande till omsorg och utsatthet. Empirin medierar en styrningsmentalitet som isärhåller anhörigkategorier som skilda fenomen, mottagliga för olika former av anhörigstöd, styrningstekniker och professionella förhållningssätt. Missbrukets medikalisering placerar anhörigstödet inom beroendevårdens ansvar. Anhöriga till närstående med beroendeproblem ska därför erbjudas stöd som antingen involverar dem i behandlingsfrämjande beroendevård eller behandlar egna medberoendebeteenden. Råd, stöd och rekommendationer riktade till anhöriga som vårdar kontrasterar ett tydligare omsorgsperspektiv. Anhöriga som vårdar närstående ska erbjudas stöd som underlättar den frivilliga omsorgen genom olika praktiska och administrativa avlastningspaket. Governmentalityanalysen har lett till slutsatsen att idealsubjektet är en autonom och ansvarstagande anhörig som aktivt förhåller sig till anhörigskapets risker genom att efterfråga anhörigstöd i enlighet med den medierade problem- och behovsbilden som tillskrivits tillhörande anhörigkategori. Studien har relevans för det sociala arbetet eftersom lag och policy ger upphov till olika program, åtgärder och insatser på den praktiknära nivån.

Det krympande klassrummet : En studie av högstadielärares förutsättningar i ett reformerat skolsystemStrömberg, Isabella January 2014 (has links)
Since the 1990’s the Swedish school system has undergone major and recurring structural reforms. Two of the most comprehensive changes has been the shift of primary schools as an integral part of the welfare state to the responsibility of the municipalities as well as the introduction of free school choice for the students. Through two months of participant observations and semi-structured interviews this thesis seeks to answer the question of how these reforms has come to effect the work of teachers in a medium sized public school in a small municipality in the outskirts of Stockholm. Earlier research has shown that public schools in socio-economically vulnerable areas are disadvantaged due to the reformation of the school system (Beach & Sernhede, 2011; Östh, Andersson, & Malmberg, 2013). This thesis is thus seeking to find the vantage point of primary school teachers in one such school, in order to grasp how these policy changes has come to impact their perceptions of a professional self and the amount of professional autonomy in their work. Through the theoretical concept of audit culture (Shore & Wright, 1999) I show that these reforms have changed not only the structure of the school system but also how actors within the school setting relate to their work and professional role. On the basis of my fieldwork and previous research in the topic (Apple, 2005; Shore, 2008; Karlefjärd, 2011), I argue that the reformation of the school system has brought a shift in the relations of trust within the system, where the growing amount of confidence in measurement, optimization techniques and control has resulted in a lack of trust in teachers as professionals. The voices of teachers, as actors in the educational environment, has to a great extent been missing in the public debate surrounding the Swedish schools as well as overlooked by research in the field. This thesis therefore calls for a growing anthropological attention to primary school teachers and the workings of audit culture in the lower levels of the educational system.

Bedömning för vilket lärande? : En studie av vad bedömning för lärande blir och gör i ämnet idrott och hälsaTolgfors, Björn January 2017 (has links)
This dissertation deals with the didactic consequences of assessment for learning (AfL) in the subject of physical education and health (PEH) at three upper secondary schools in Sweden. The purpose of the study is to investigate how assessment for learning is realised in PEH and what triadic relations between the teacher, student and subject content are established in the formative assessment practice. The empirical material consists of group reflections within a Teacher Learning Community (TLC) as well as field studies, including lesson observations and semi structured interviews with both students and teachers. In the first step of the analysis the material is categorized by means of the five key strategies (Wiliam, 2010a), in order to identify different ways of working with AfL in upper secondary PEH. The second step is a combination of a governmentality (Foucault, 1978/1991b), a performativity (Ball, 2003) and a didactic (Hudson, 2002) analysis, which illuminates what triadic relations are established under different conditions of governance. The findings highlight five fabrications of AfL in PEH, named after their most prominent features or functions, AfL as: i) Empowerment, ii) Physical Activation, iii) Grade Generation, iv) Constructive Alignment, v) Negotiation. ”Among the products of discursive practices are the very persons who engage in them” (Davies & Harré, 2001, p. 263). Accordingly, different teacher and student subjects as well as characteristics of the subject content are constituted in each of these fabrications. Moreover, the so called ‘backwash effect’ (Torrance, 2012) implies that the contrasting versions of AfL promote different kinds of learning, such as: i) increased autonomy, ii) participation in a community of practice, iii) criteria compliance, iv) acquisition of prescribed abilities, v) group development. However, the big idea of AfL is to adapt the teaching to the students and not the students to the knowledge requirements. Hence, this dissertation could serve as a basis for discussion on possible didactic implications of AfL in PEH.

This master’s thesis focuses on educational discourse as it appears in texts about reading promotion interventions directed towards children in public care and children in families with long-term financial assistance. Three case studies of interventions are presented: Skolfam, Paired Reading and Letterbox Club Sweden. The aim of the thesis is to investigate how the interventions are related to the Foucauldian concepts of governmentality, pastoral power, normalization and technologies of the self. The method used is based on the ideas and concepts of Michel Foucault, who deals with the different modes by which we as human beings perform our subjectivity in relation to discourses and institutions. The case studies analyse how reading and math activities are directed towards socially vulnerable children for the prevention of adverse outcomes and social exclusion in adulthood. The relationship between social problems and literacy are of central importance to the analysis. The results of the analysis reveal that the interventions are linked to liberal governmentality. The reading promotion activities are expected to change the children’s reading behavior and attitudes toward education. It is hoped that the interventions will achieve a self-regulating capacity among the children, in order to make them improve their school achievements. The underlying ambition is to form and shape subjects to become independent, democratic citizens who are capable of maintaining a life without long-termed social assistance. The interventions are especially focused on supporting the foster parents to best meet the needs of the children in accordance with liberal governmentality. This is a two years master’s thesis in Archive, Library and Museum studies.

Governance of Career Guidance : an enquiry into European policyBengtsson, Anki January 2016 (has links)
The overall aim of this thesis is to enquire into and problematize the governance of career guidance and how individuals’ career management is constructed within EU policy. The empirical material consists of European policy documents produced during 2000-2015. The two central research questions explore (1) how European career guidance is made governable, and (2) how individuals’ career management is constructed and governed. The Foucauldian governmentality perspective and the analytic method of problematization is utilized. The analysis focuses on the compositions of normative forms of reason, discursive practices and techniques by which governing is exercised and knowledge is produced. The thesis is based on four articles, three of which concern career guidance and career management. The fourth article concerns education of citizenship. The analysis shows that the formation of a policy space for comparison of national systems of career guidance is significant for making European career guidance amenable to governance. It is mobilized by governing practices for involvement of institutional actors and the construction of standards of performance. This form of governance becomes effective on the condition that institutional actors use and produce knowledge and practices about what works in career guidance, and this implies self-control and constant monitoring. It is a complex process of producing self-regulation of career guidance adjustable to change and innovation in which both standardization and modulation are inbuilt. Moreover, this is dependent on the interplay of governance and self-government. Knowledge and practices shape career management as an individual competence, which each individual is assumed to achieve. The use of guidance techniques supporting this design and self-regulating practices contributes to responsibilizing individuals to achieve this competence. Knowledge of individuals’ management of their careers includes civic competence. This led me to extend my use of the theoretical framework to investigate how knowledge of civic competence is constructed in European policy documents concerning teacher education from 2000 to 2012. My analysis shows that presumptions of teaching civic competence support the production of the active and learning subject.

Hydropower development was one of the first systematic large-scale exploitations in the reindeer herding areas within Swedish borders. Therefore, this thesis departs from postcolonial approaches wherein the Swedish state policy and practice towards Sami, reindeer herders and Sápmi, the Sami homeland, is analysed as colonialism in relation to hydropower development. The study spans over the first large-scale hydropower projects in the reindeer herding area during the 1910’s and 1920’s, continuing with the decreased legal security during the second world war, and finally the opposition and opinion in the 1950’s and 1960’s, enabled by the establishment of a national association for Swedish Sami, SSR. The industrialisation of watercourses in the reindeer herding areas were brought about by the works of an institutional framework consisting of the Water Act and the Reindeer Grazing Act together with the tutelage of a Lapp Administration. These institutions made invisible both reindeer herding as an industry and the herders rights. Authorities as well as hydropower companies acted and argued within an industrial colonial discourse. One technique was the re-writing of history and of the herders’ rights in favour of power developers. The Swedish hydropower system was built up based on cheap energy from the North, at the expense of stakeholders’ rights. This was made possible by arguing that exploitation was for the sake of ”the common good”. When reindeer herders eventually were noted in the process, reindeer herding was regarded as a vested interest and reindeer herding rights as a privilege given to the Sami by the state. In this system reindeer herders were given a more vulnerable legal position than farmers, in addition non-reindeer herding Sami were in some aspects even more affected by discriminating structures. By damming the watercourses, the grazing lands were reduced which affected the amount of herders that could practice reindeer husbandry and thereby also the amount of individuals holding Sami rights. During the 1950’s and 1960’s the self-evidenced hydropower development was questioned by a Sami struggle for justice. With regards to Sami rights, the situation was more stagnant due to the state avoiding official investigation of certain legal issues that were object for trial. However, the industrial colonial discourse and the governing of hydropower politics were challenged and the authorities changed some of their notions of reindeer herders. This thesis analyses social worker’s assessments of appropriate same-sex parenthood in the case of second-parent adoption in Sweden to thereby investigate the governmentality directed toward same-sex parents and how this governing practise normalises certain discourses on parenthood. The material consists of interviews with social workers conducting second-parent adoptions, which have been analysed through a discourse analysis deploying theoretical frameworks on governmentality, heteronormativity and family theory. The thesis has provided a deeper understanding of the effects of normative discourses on the exercise of public authority in the case of second-parent adoption. Great differences have been found among which criteria are used to condition same-sex parenthood and the impact of social workers own perceptions of suitable parenthood and the purpose of the assessment process.
