Att beräkna det goda samhället : Samhällsekonomiska analyser och gränslandet expertis–politik inom transportområdet / To calculate the good society : Cost-benefit analysis and the border between expertise and policy in the transport sector

Det övergripande transportpolitiska målet i Sverige har sedan 1998 varit att säkerställa en samhällsekonomiskt effektiv och långsiktigt hållbar transportförsörjning för medborgarna och näringslivet i hela landet. Under perioden fram till 2010 har samhällsekonomiska underlag fått en allt tyngre roll i den formulerade transportpolitiken och den statliga styrningen av den långsiktiga planeringen som ett verktyg för att prioritera mellan investeringar i nya vägar och järnvägslänkar. I studien utforskades den samhällsekonomiska analysens roll i den formulerade transportpolitiken och dess styrning av den regionala infrastrukturplaneringen. Studien utgår ifrån ett konstruktivistiskt angreppssätt och en syn på relationen mellan vetenskap/expertis och politik som samproducerad. Det empiriska material som ligger till grund för analysen består av dokument och intervjutranskriptioner. De dokument som har analyserats är publikationer om den samhällsekonomiska analysmetoden, utgivna av myndigheten Statens institut för kommunikationsanalys (SIKA) och dels olika typer av transportpolitiska dokument. Intervjuerna genomfördes med tretton regionala beslutsfattare och en tjänsteman, vilka varit delaktiga i upprättandet av en regional infrastrukturplan i Västra Götaland. Studien visar att samhällsekonomisk analys är en värderingsmetod med stort inflytande i den formulerade transportpolitiken. Trots att den framställs som ett objektivt sätt att utvärdera den samhällsekonomiska effektiviteten hos väg- och järnvägsobjekt, och i förlängningen deras bidrag till det övergripande målet, utgör metodens grunder till stor del en svart låda i den transportpolitiska diskussionen. Detta gäller även hos de intervjuade beslutsfattarna, men de konstruerar den enskilde politikerns omdöme som den viktigaste grunden för beslut. / The study deals with applied cost-benefit analysis (CBA) and the significant role this method has acquired in transport policy in Sweden since 1998. It is a study of a valuation method at the intersection between neoclassical economics, expertise, Swedish transport policy, long term planning and regional decision makers. Specifically, it focuses on the co-production of expertise and politics and how boundaries are drawn between them in relation to valuation. Departing from a constructionist approach to science and expertise, the study is concerned with how CBA and valuation is depicted in various contexts. The empirical foundation of the study concists of documents dealing with CBA, several kinds of transport policy documents and interview transcripts resulting from interviews with thirteen regional decision makers and one regional official. The analysis shows the significant influence of CBA on transport policy. While this valuation method is depicted as an objective valuation tool in planning, its conceptual foundation tends to be black-boxed outside the domain of expertise. This applies also to the interviewed regional decision makers. However, they delimit the space for CBA as a sufficient decision support. In addition, they construct judgment as the most important basis for decisions on infrastructure. Still, it is argued, the black-boxing of CBA in transport policy affect the political landscape negatively: it entails a risk that important political issues are made more inaccessible for public debate.

Analysis of two case studies of sexual abuse committed by mothers / Análisis de dos estudios de casos de abuso sexual cometidos por madres / Análise de dois estudos de casos sobre abuso sexual cometido por mães

This article aimed to analyze two cases of sexual abuse against girls, one with three years old and another with six years old, which was perpetrated by their progenitors, and examined by a psychosocial team of a South Brazilian Forum. In both cases the mothers had a family history of incestuous sexual abuse, were living alone with their daughters and the proper disclosure of the abuse committed against the girls only happened after the guard reversal. The fathers showed a passive behavior against the ex-wives and they were still sexually attached to them. With regard to the sexual violence, they had trouble believing it had been perpetrated by the mothers. It was also observed the difficulty of specialized services (police stations) to receive and register the complaint / Este artículo tuvo como objetivo analizar dos casos de abuso sexual contra niñas, una con 3 y la otra con 6 años de edad, cometidos por sus progenitoras, y que fueron periciados por el equipo psicosocial de un Foro del sur de Brasil. En ambos casos las madres abusivas tenían una historia familiar de abuso sexual incestuoso y vivían solas con sus hijas, la revelación del abuso ocurrió solamente después de la reversión de guardia. Los padres de las niñas tenían un comportamiento pasivo en relación a las ex mujeres, aun siendo sexualmente unidos a ellas. En relación a la violencia sexual, los padres tenían problemas para creer lo que había sido perpetrado por ellas. Se observó también la dificultad de servicios especializados (comisarías de policía) para recibir y registrar la denuncia. / Este artigo teve como objetivo analisar dois casos de abuso sexual contra meninas, uma com 3 e a outra com 6 anos de idade, cometidos por suas genitoras, que foram periciados por equipe psicossocial de um Fórum do Sul do Brasil. Em ambos os casos as mães abusivas tinham uma historia familiar de abuso sexual incestuoso e viviam sozinhas com as filhas e a revelação do abuso ocorreu somente depois da reversão de guarda. Os pais das meninas apresentavam comportamento passivo em relação as ex mulheres ainda estando sexualmente ligados a elas. Em relação a violência sexual, eles tinham dificuldade em acreditar que havia sido perpetrada por elas. Se observou ainda a dificuldade dos serviços especializados (delegacias de policia) de receber e registrar a queixa.

Constraints and success factors in the implementation of the performance management system for the Namibian public service

This study investigates the constraints and success factors in the implementation of the third performance management system (PMS) for the Namibian public service from 2006 to 2014. It was purported to be implemented in 2006. However, various government publications reported that its implementation process was poor or slow. The study also made a contribution to the discussions regarding individual performance agreements by politicians. The review of the existing literature revealed that at the time of this study no academic research was conducted in the Namibian public service considering the PMS implementation process in totality. Furthermore, the conditions or factors of an effective policy and performance management system implementation which had been identified helped the researcher to decide on the focus of the study. Methodologically, the study uses an implementation research design which focused on process evaluation using the mixed method approach. During phase one, data was collected using a diagnostic tool to determine the status of the PMS implementation. The results of phase one guided the interviews conducted during phase two that provided an in-depth understanding of the phenomenon under investigation. A purposive sampling method was applied in selecting nineteen respondents who participated in this study. Documentary sources were used during all the phases of the study. The main findings of the study are: notable achievements in terms of the PMS design and its implementation, with four Offices, Ministries and Agencies (OMAs) and Regional Councils (RCs) being identified as most successful at the time of the study. Internal leadership commitment proved to be the main success factor. However, the PMS was not implemented fully because it did not meet the requirements of an effective one. The study recommends to establish the PMS unit in each OMA and RC, integrate the PMS with all aspects of human resources, simplify the PMS forms, formulate a PMS policy for Namibian politicians, apply the templates and implementation modalities of an individual performance agreement of political executives, formulate a social contract for the constituency councilors in the Government of the Republic of Namibia, and introduce a Constituency Development Budget (CDB) to support the implementation of the social contract. / Public Administration / D.P.A.

In pursuit of this purpose, this work was developed through two types of research: a bibliographical one, carried out in order to construct knowledge about the reality of the issues, with emphasis on the grounds that expert activity is a function of the state and another, accomplished through questionnaires administered to presidents of Associations and Unions linked to the Criminal Skills, trying to get opinions on the ideal model for structuring Bodies Officers Criminal Nature of Brazil. / O presente trabalho versa sobre a Perícia Oficial Brasileira de Natureza Criminal, mostrando uma análise de sua estrutura: órgãos, agentes, autonomia e denominações, na intenção de alcançar medidas que assegurem a excelência no desempenho dos trabalhos desenvolvidos pelas Instituições competentes, consolidando uma proposta de modernização organizacional da criminalística brasileira, levando em consideração a autonomia dessas em cada Estado, propondo a unificação das suas denominações e dos respectivos cargos, apresentando um novo organograma, com a finalidade de promover uma administração mais objetiva daqueles órgãos. Na busca deste propósito, este trabalho foi desenvolvido por meio de dois tipos de pesquisa: uma de natureza bibliográfica para o conhecimento da realidade das questões relacionadas, com destaque para a fundamentação de que a atividade pericial de natureza criminal é função do Estado, e outra realizada por intermédio de questionários com presidentes de associações e sindicatos dos peritos oficiais ligados a Perícias Criminais, buscando obter informações sobre a estrutura atual e opiniões relativas ao modelo ideal de estruturação para os Órgãos Oficiais de Natureza Criminal do Brasil.

It is known that the Report of Criminal Expertise is a document of technical - scientific nature – produced by forensic scientist – with the aim of assisting the courts with their content ba sed on the study of experts. As a help to J ustice, the Report of Criminal Expertise is the most robust evidence used by the magistrate s to issue a court order or for the use of juries in cases of crimes against life. Part of the research method was qualita tive and, for data collection,we used interview - by questionnaire - with law enforcement officers (police officers, judges and prosecutors) who acted in cases of murder and/or robbery and work in the five Administrative Regions that covered over 50% of th ese crimes. Later the documental analysis was begun, in which were verified 1 72 (one hundred seventy - two ) site surveys and its repercussions in the judicial. Some conclusions regarding the Reports have been suggested, such as their lateness in some cases. But it was possible to take a new look at the tech nical document that both aid in the C riminal J ustice. Was discussed, also, the lack of feedback information for forensic experts from the Crime Lab, which causes problems of motivational order . / A presente pesquisa visa identificar o papel do Laudo de Perícia Criminal junto aos operadores do direito, bem como qual o grau de participação nas sentenças proferidas em âmbito judicial. Sabe-se que o Laudo de Perícia Criminal é um documento de cunho técnico-científico – produzido por perito criminal – com o objetivo de auxiliar à Justiça com seu conteúdo baseado no estudo de especialistas, sendo o Laudo de Perícia Criminal um dos meios de prova mais robustos utilizados pelo magistrado para proferir uma sentença judicial ou para uso dos jurados nos casos de crimes dolosos contra a vida. Parte do método de pesquisa foi qualitativo e, para a coleta de dados, utilizou-se de entrevista – mediante questionário – com operadores do direito (delegados de polícia, juízes de direito e promotores de justiça) que atuavam em processos de homicídio e/ou latrocínio e lotados nas cinco Regiões Administrativas que, em conjunto, abarcavam mais de 50% dos crimes dessas naturezas. Posteriormente passou-se à análise documental, onde foram verificados 172 (cento e setenta e dois) levantamentos de local e suas repercussões no âmbito judicial. Algumas conclusões em relação aos laudos foram apontadas: tais como sua intempestividade em alguns casos. Porém, foi possível abrir um novo olhar para o documento técnico que tanto auxilia a justiça criminal. Abordou-se, ainda, a falta de uma realimentação (feedback) de informações para os peritos criminais do Instituto de Criminalística, que acarreta problemas de ordem motivacional.

L'ingénierie territoriale vue des pays : une bureaucratie professionnelle territoriale en gestation / Territorial engineering seen from two “pays” : a professional territorial bureaucracy in the making

L’étude de l’ingénierie territoriale dans les Pays du Beaujolais et du Roannais en Rhône Alpes, en liaison avec de nombreux autres dispositifs (Contrats d’agglomération, Contrats Territoriaux Emploi Formation, Leader) met en lumière une tendance forte à la recentralisation de la gestion publique territoriale.L’ingénierie territoriale est une bureaucratie professionnelle territoriale coincée entre les injonctions autoritaires de l’État et les velléités d’autonomie du pouvoir local. D’un côté, on observe que l’Europe, les services centraux de l’État diffusent des représentations et les bonnes pratiques aussi strictes que les règles impersonnelles du modèle bureaucratique wébérien. De l’autre côté, les pouvoirs locaux, face aux insuffisances des services déconcentrés de l’État structurent une ingénierie territoriale composite pour se doter de l’expertise nécessaire à leur stratégie de développement. Paradoxalement, c’est dans le cadre des politiques constitutives, que le pouvoir local en se dotant d’un appareil d’expertise, gage d’autonomie, crée les conditions de son propre contrôle et de sa soumission au régime d’agence qui s’impose comme nouveau mode de régulation de l’action publique au détriment de la négociation contractuelle.En d’autres termes, les instruments d’action publique et les savoir mobilisés par l’ingénierie territoriale dans la démarche de projet participent d’une technologie de gouvernement qui ne met pas fin à la rationalité bureaucratique, elle la transforme. / The study of territorial engineering in two “Pays” (rural areas) of the Rhône-Alpes Region – the “Beaujolais” and the “Roannais”, linked to a number of other measures (urban area contracts, territory/employment/training contracts, Leader) reveals a strong trend towards re-centralising the public management of territories.Territorial engineering is a professional bureaucracy caught between authoritarian dictates from the State and local authority desires for autonomy. On one hand, Europe and central State services convey representations and good practices as strict as the impersonal rules of Weber’s model of bureaucracy. On the other hand, local authorities, faced with the insufficiencies of decentralised State services construct their own composite territorial engineering to acquire the expertise necessary for their development strategies. Paradoxically, it is in the context of constitutive policies that local authorities, in acquiring a system of expertise – guarantee of autonomy, create the conditions of their own control and their submission to an agency system which asserts itself as the new way of regulating public action to the detriment of contractual negotiation.In other words, the instruments of public action and the expertise mobilized by territorial engineering in project planning participate in a technology of governance which, rather than bringing bureaucratic rationality to an end, transform it.

Après avoir adopté la centralisation comme mode d´organisation politique etadministrative, l´Angola et le Mozambique ont décidé d’emprunter la voie de ladécentralisation.Cette option pour la décentralisation se justifierait, selon le discours porté,principalement, par les acteurs politiques, par sa capacité à répondre à des enjeuxpolitiques, sociaux, économiques et administratifs qui on trouve dans ces deux pays.Cependant, le synchronisme entre ce discours et la consécration juridique de ladécentralisation dans ces pays reste loin d´être une réalité.Ainsi, la présente étude analyse la consécration juridique de la décentralisation,compte tenu du discours sur la décentralisation tenu dans ces deux pays. / After adopting political centralization as a form of political and administrativeorganization, Angola and Mozambique made up on decentralization reforms as a largeprocess of administrative reform.This choice for decentralization reforms would be warranted, according to theprevailing discourse, mainly by political actors, by its capacity to address certainpolitical, social, economic and administrative problems that can be found in these twocountries.However, the synchronism between this discourse and the legal consecration ofdecentralization in these countries remains far from being a reality.Thus, this study analyzes the legal consecration of decentralization, taking into accountthe discourse of decentralization prevailing in both countries.

Organisation du travail et qualité de service dans le secteur bancaire libanais : La mise en œuvre du changement par le management socio-économique / Work organization and services' quality in the Lebanese banking sector : the change implementation by the socio-economic management

La notion de qualité des services et de l’organisation du travail dans les banques libanaises est placée depuis plusieurs années au cœur des préoccupations et de l’organisation du système bancaire. Cependant, dans leur démarche actuelle, elles sont confrontées à plusieurs risques et déceptions car les coûts de leurs démarches sont élevés. Pour faire développer la proactivité, un changement par un management innovant est alors nécessaire. À partir de recherche-intervention réalisée dans quatre succursales bancaires sur le territoire libanais, nous nous sommes intéressé à analyser les convergences et les spécificités de ces organisations afin de proposer un modèle de management commun qui servirait de base à la croissance et au développement de ces établissements tout en conciliant qualité et coûts. La recherche propose une méthodologie permettant de développer les pratiques professionnelles de ces organisations. Un modèle de management socio-économique est proposé pour pérenniser les démarches de changement, en utilisant des outils afin d’améliorer l’organisation du travail et la qualité des services dans ces organisations tout en réduisant les coûts. / The concept of services quality and work organization in the Lebanese banks is placed since several years in the banking system main concerns and its organization. However, in their current approach, they are facing many risks and disappointments because the high costs of their actions.To have a proactivity contribution, a change using an innovative management will be necessary. From the research-intervention in four Lebanese bank branches, we were interested to analyze these organizations similarities and specificities in order to develop a common management model as a basis for these establishments’ growth and development, balancing quality and costs. The research proposes a methodology to develop professional practices of these organizations.A socio-economic management model is proposed to sustain the efforts of change, using tools in order to improve work organization and services quality in these organizations while reducing costs.

Sebehodnocení a vrstevnické hodnocení při tlumočnickém samostudiu / Self-assessment and peer assessment in interpreter self-training

The theoretical-empirical thesis deals with the importance of self-assessment and peer assessment for interpreter self-training. The first part is focused on the theoretical foundations of the thesis. First, the thesis covers the question of interpreting quality, its definition, and the assessment of interpreting in interpreter training. The thesis then presents the expertise theory, both in general and in the field of interpreting studies specifically, and provides recommendations by several theoreticians as to how to apply this theory in interpreter training. The next chapter clarifies certain concepts from learning theory that often appear in literature on interpreting didactics. The theoretical part concludes with a presentation of two types of tools that can be used in interpreter self-training, namely e-learning tools and reflective diaries. The empirical part then analyses data collected in two pieces of research. The first of these is a questionnaire research that aims to map the self-training habits of MA interpreting students at the Institute of Translation Studies, Faculty of Arts, Charles University, and to find out whether the students, while self-training, act in line with the expertise theory. Abstract The construction of human-controlled watercourses to meet the need for hydroelectric power has substantially changed freshwater ecosystems, as well as the cultural dynamics of local communities along the Kemi River. At the moment there are 21 hydropower plants in the Kemi River basin, and further building is still topical. The construction of hydropower plants gave benefits but it also caused damages to the people living along the Kemi River. It was a deathblow to salmon migration. The alteration of the river has radically changed the water environment, the landscape and the usage of the river environment. The processed conflicts and paid compensations are always connected to economic losses, but the river has also many other aspects and meanings from the viewpoint of a riverman. The planning and building of hydroelectric plants took place at the same time with other significant events in northern Finland. The rise of the forestry industry, the Second World War, post-war reconstruction and structural changes in society framed the electrification of northern rivers. The transformation from an agrarian society to a service and information society happened unusually fast in Finland. It involved every aspect of local people’s lives, as the physical environment, local culture, social relations, means of income and the surrounding society changed in a short period of time. In my research I examine the changes caused by the electrification of the Kemi River in their temporal and spatial context. The focus is on the perspectives of local people and their personal relationships with the environment, but on the other hand also on the power relations within various actor groups. From my interview data I have identified four different adaptation strategies: compliant builders, those in denial, resigned bystanders and opposing resisters. These strategies may be found overlapping in the stories of the interviewees. Local residents have had an opportunity to realign themselves with various available subject positions, as well as decline or remould them. Remoulding takes place in various situations, and local people broadmindedly understand the benefits and disadvantages of hydropower, in spite of their own attitude. The alteration of the Kemi River has been a cultural trauma for the people living along the river, and the ones who experienced the change maintain a constant negotiation with the matter. / Tiivistelmä Kemijoen ensimmäinen voimalaitos valmistui vuonna 1949 sodanjälkeisen voimakkaan sähköntarpeen sanelemana. Kemijoen valuma-alueella on nyt yhteensä 21 voimalaitosta, ja jatkorakentaminen on yhä ajankohtainen asia. Vesivoimarakentaminen aiheutti hyötyjen lisäksi myös vahinkoa jokivarren asukkaille. Joen rakentaminen esti vaelluskalojen nousun jokiin ja muutti vesiympäristöä, maisemaa ja joen käyttöä voimakkaasti. Kemijoen kalakorvauskiista lienee tunnetuin rakentamisen aiheuttama konflikti, mutta myös muita ristiriitoja, pettymyksiä ja vahinkoja on paljon. Käsitellyt ristiriidat liittyvät aina taloudellisiin menetyksiin. Joella on sen rannalla asujalle kuitenkin myös muita kuin taloudellisia merkityksiä. Samanaikaisesti voimalaitostöiden kanssa käynnistyi yhteiskunnallinen rakennemuutos, joka tapahtui Suomessa poikkeuksellisen myöhään ja nopeasti. Muutos löi läpi koko elämänalan, kun fyysinen ympäristö, paikalliskulttuuri, sosiaaliset suhteet, toimeentulo ja yhteiskunta muuttuivat lyhyessä ajassa. Vesivoimarakentaminen vauhditti jokivarsien modernisaatiota entisestään, eikä nopea muutos tarjonnut asukkaille yhtä pitkää sopeutumisaikaa kuin muualla. Käsittelen tutkimuksessani vesivoimarakentamisen aiheuttamia muutoksia Kemijoen vesistöalueella. Tarkastelen muutosta paikallisten asukkaiden näkökulmasta sekä sidottuna rakentamisajan historialliseen ja tilalliseen kontekstiin. Tutkimuksen keskiössä on paikallisen asukkaan henkilökohtainen ympäristösuhde mutta toisaalta myös eri toimijaryhmien väliset ja sisäiset valtasuhteet. Jaan aineistosta esille tulleet jokivarren asukkaiden sopeutumisstrategiat neljään kategoriaan: rakentajiin, selänkääntäjiin, alistujiin ja vastustajiin. Tilanteesta riippuen suhtautumistapoja saattoi ilmetä limittäisesti, ja ne saattoivat olla keskenään myös ristiriidassa. Jokivarren asukkailla on ollut mahdollisuus omaksua tai torjua erilaisia tarjolla olleita toimija-asemia tai muokata niitä erilaisiksi. Muokkausta tapahtuu tilanteesta riippuen, ja jokivarren asukkaat ymmärtävät hyvin joen rakentamisen sekä hyvät että huonot puolet, vastustuksesta, puolustamisesta tai vetäytymisestä riippumatta. Joen muutos on ollut paikallisille asukkaille kulttuurinen trauma, ja muutoksen kokeneet ovat sen kanssa jatkuvassa neuvottelusuhteessa.
