論台灣資訊軟體產業發展策略-從開源碼到混合碼的國際發展趨勢分析 / The developing strategy of Taiwan software and information industry–analysed from the international trend of moving from open source to mixed source

開放原始碼軟體(Open Source Software;OSS)或稱自由軟體(free software)近年來備受矚目,許多政府、企業、機構團體認為相較於專屬軟體(proprietary software),開放原始碼軟體的成本低廉、安全性高,因而支持開放原始碼軟體,一些國際知名大廠也投入開發相關產品以支援開放原始碼軟體;然而,深入分析開放原始碼軟體與專屬軟體在價格、穩定性及功能性之優、缺點,可發現開放原始碼軟體未必如其支持者所稱較專屬軟體具有低成本、高技術性等之優點;至於市場佔有率方面,近十年來開放原始碼軟體雖在網頁瀏覽器(Brower)及行動設備作業系統的市占率呈現顯著成長,但在桌上型電腦、筆記型電腦、小筆電及伺服器的市場占有率則仍遠不及專屬軟體。   隨著開放原始碼軟體的興起,相關的問題及風險亦隨之產生。在商業模式方面,過去鼎力支持開放原始碼軟體,並且保證決不會以自家專利攻擊Linux社群及業者的IBM,如今也開始手持自家專利對付開放原始碼軟體業者,此一案例凸顯了開放原始碼軟體追求自由、開放分享的精神,與追求市占率及利潤為目標之企業經營環境,兩者間存在著本質上的衝突與矛盾。而為了降低使用開放原始碼軟體可能產生之風險,已有越來越多使用開放原始碼軟體的企業,改採混合碼(Mixed Source)的軟體策略,亦即在一項產品中,同時使用開放原始碼軟體和專屬軟體,儼然已成為國際趨勢;現今,已有超過50%的開放原始碼軟體供應商將開放原始碼軟體結合其內部專屬原始碼使用,有60%以上的開放原始碼軟體供應商已採用某些類型的商業授權方式,而一些原本非開放原始碼軟體的公司也開始利用開放原始碼來加強其市場競爭力。   在智慧財產權方面,部分開放原始碼軟體社群雖強烈反對以智慧財產權保護軟體,然此實與知識經濟時代下保護智慧財產權的發展趨勢背道而馳,因此,開放原始碼軟體不可避免的仍須面對智慧財產權管理及侵權訴訟等問題。然由於傳統開原碼軟體社群缺乏專業之法律或智慧財產管理人員,而技術或程式碼貢獻者又為數眾多,使得採用開放原始碼軟體在智慧財產權的管理、執行及訴訟風險上,面臨許多困難及挑戰。在開放原始碼軟體授權協議方面,開放原始碼軟體社群愈來愈強調使用者必須嚴格遵守授權協議之約定,且對於一些違反授權協議之使用者,已積極展開訴訟程序強制要求其遵守,因此,企業組織若要採用開放原始碼軟體,勢必需建立相關之風險管理和內部管理機制。   在歐洲、美洲及亞洲等世界各主要國家的軟體政策方面,過去雖有許多積極推動開放原始碼軟體計劃之媒體報導,然而,近幾年來,各國政府已較少採取獨厚開原碼的推廣政策,而大多數是以技術中立(Technical Neutral)或強調互通性的方式兼容並蓄的廣納各種不同的軟體授權模式,此也印證了混合碼的國際發展趨勢。至於我國的軟體發展政策,過去一直偏重在開放原始碼軟體的發展及補助上,然而執行的結果,不但市場現況與預期成果有相當大的落差,投入與產出顯不成比例,且由我國政府的自由軟體發展政策,亦可看出我國政府在資訊軟體產業發展政策上存在著將對開放原始碼的補助方案當作對整體資訊軟體產業的政策發展方向等等之混淆及迷思,此皆阻礙了我國資訊軟體產業之發展。   有鑑於此,本研究乃由策略大師麥可•波特(Michael E. Porter)所提出之國家競爭優勢鑽石體系(National Diamond)架構,分析我國在資訊軟體產業發展上的國家競爭力,並針對我國政府的資訊軟體產業發展政策,由組織領導、法令環境、創新商業模式、施政指標及匡正智庫角色等面向提出具體建議,期能對我國資訊軟體產業之發展有所貢獻及助益。 / Open Source Software (OSS) or Free Software has attracted a great deal of attention in recent years. Comparing with traditional proprietary software, many governments, enterprises and institutions seems to believe that OSS is more cost effective and more secure, and thus support OSS. Similarly, a number of global companies have also started to invest in the development of related products that support OSS. However, after some in-depth analysis of the advantages and shorcomings in pricing, stability and functionality between OSS and proprietary software, it could be found that OSS may not have such high advantages in cost and technical level as its supporters asserted. Regarding the market shares in the last ten years, OSS has gained significant growth in the markets of Web Browser and Mobile Devise OS, but its market shares in Desktop Computer, Notebook, Netbook and Server markets are still far hehind proprietary software.    The increasing popularity of OSS has inevitably triggered relevant issues and risk. From business model perspectives, previously IBM has been a long term OSS supporter and also publicly announced that it will never attack Linux companies and communities with its own patents. However, IBM recently began leveraging its patent portfolio and sending patent infringement warning to an OSS company who may compete with IBM in the server market. This recent case is a good example to highlight the inherent conflict and contradictions between the pursuit of freedom and open sharing spirit in OSS and the pursuit of profit and market shares in enterprise business environment. In order to reduce or manage the potential risk that could be triggered by OSS, more and more companies who use OSS begin to adjust their software strategy by adopting Mixed Source strategy. It has also become a trend in the global ICT industry to adopt or combine both OSS and Commercial Software into one product. Nowadays, more than 50% of OSS vendors start to combine OSS with their internal proprietary source code, more than 60% of OSS vendors have adopted certain types of commercial software licensing model, and some of the original non-OSS companies are also starting to leverage OSS to improve their market competitiveness.   With respect to intellectual property rights (IPR), even though some OSS communities still strongly oppose to the concept of IPR protection, some recent cases clearly prove that this kind of ideology is contrary to the trend of further improving IPR protection in the era of knowledge-based economy. Consequently, OSS still inevitably needs to face IPR management, infringement risk and licensing terms enforcement issues. However, due to the lack of professional legal or IPR management personnels in traditional OSS community and OSS projects usually involve numerous technical or code contributors, adopting OSS in current business environment will face many difficulties and challenges in IPR management, IPR enforcement and litigation risk. Another issue lies in the enforcement of OSS licensing terms, recently some OSS communities began to increasingly emphasize that users must strictly comply with all the licensing terms or requirements of the OSS model, and subsequently began to actively pursue legal enforcement actions against those violators. Therefore, it is imperative for any enterprise organization to establish comprehensive risk management and internal control/audit mechanism if it wishes to adopt OSS model.   In the past there were lots of media reports that actively promote government sponsored OSS policies in Europe, Asia and other major countries. However, there were less and less OSS only policy in recent years, governments around the world began to take Technical Neutral position or focus on interoperability by adopting a variety of different software licensing models. This development also confirms the international trend of adopting Mixed Source model. As for the software industry development policy in Taiwan, previously it has been focus on OSS related development and subsidy programs only. However, from the execution results, not only there is a huge gap between current market status and the expected results, the return of investment (ROI) from all those government funding programs is also extremely low. Furthermore, from the OSS development policy announced by the government, it is quite clear that there are confusions and myths among related government agencies that our current OSS development or subsidy programs equal to our national information software industry development policy. All of the above issues have seriously hindered the development of information software industry in Taiwan.   Based on the above analysis, this study leverages the National Diamond model proposed by the famous compete strategy expert, Michael E. Porter, to analyse the competitive advantages of Taiwan's information software industry. The study further proposes specific recommendations focusing on the organizational leadership, legal environment, innovation of business models, policy index, and the accurate role of think tanks in our government's information software industry development policy. Hopefully there will be some value-added and contributions to the development of information software industy in Taiwan.

近年來因雲端運算(Cloud Computing)、智慧型行動載具(Smart handheld Device)等資訊與通訊技術的整合與匯流,再加上金融證券產業政策開放、國際化與自由化、證劵業在中國大陸發展的限制逐步鬆綁等諸多因素,原本各有自己領域的資訊服務廠商都開始磨拳擦掌,紛紛在手持式裝置上推出各種證券服務商品,這對過往在B2C領域獨佔鰲頭的E公司無異是最大的衝擊。 本研究將藉由探討E公司現行定位、分析因智慧型行動載具之演進,對金融資訊服務廠商所產生的市場改變、衝擊與競爭,進而找出新的市場商機、訂定新的市場定位與策略,期盼能為該公司發展再造藍海市場商機。 主要結論為:金融證券資訊服務產業已經是一紅海市場。為解決E公司面臨的產業困境,思考E公司未來發展走向,重新定位E公司的核心競爭力(Core Competence),如何利用現有智慧型行動載具的特性化阻力為助力,在金融證券資訊服務產業這一片紅海中開闢新藍海。本研究將依據波特(Michael E. Porter)的五力分析及競爭論(On Competition)與洪順慶教授之新產品開發流程,提出新舊產品策略及商業模式(Business Model與Go-To-Market Model)的建議:  舊產品:運用該公司在證券資訊市場的領先地位,作業流程核心管理能力,通路優勢與客戶特性,為進入衰退期的既有產品(專業股票機)發展社群服務,增加老客戶黏著度,並搶食競爭對手市場,以延續該產品生命週期。  新產品:善用既有的雲端優勢及智慧型手持式裝置資通訊整合匯流與Web2.0的新技術,開發客製化(Tailor-Made)、主動揭露(Event Push、Calendar Push),推出智慧的(Smart)、簡易的(Simple)、方便的(Convenience)的理財生活管家服務,開闢新藍海。 / During the past few years, the information service industry of the securities market has change hugely and the competition becomes more and more intensely, due to the opening and internationalization of the government industry policy and the rapid development of the ICT technology--includes cloud computing, evolution of mobile communication and smart handheld device, and ICT convergence…. Because of these changes, the information service vendors of the securities market have started penetrating their services into mobile device with low-price or price-free strategy. The impact to the E-Corp, the leading company with the B2C business model, is most fiercely. First, the study will analysize the change, impact and competition of the information service industry of the securities market, and will apply E-Corp as the case-study-company and probe the current positioning of E-Corp. Finally, the study will try to find out the new business opportunities for vendors, and will make suggestions on marketing repositioning and product development and business strategy to E-Corp. Exectuctive summary:The information service industry of securities market is a red ocean market. The study will utilzie the theories of Five-Force-Analysis (Michael E. Porter), Product Life Cycle (SC Horng, NCCU Taiwan), Core Competence (Gary Hamel & C.K. Parhalad), and will also think how to apply new technologies, such as cloud computing, smart handheld device, Web2.0,…to solve E-Corp dilemma and to help E-Corp to creat new blue ocean business and market. The suggestions are:  For current product: To extend the product life cycle. First, to apply the strength of the leading position in industry, channel strength and procedure management core competence to develop community network service to increase customers’ loyalty and to low down the rate of loss. Second, to seize the competitors’ customers.  For new product:Apply the strength of cloud computing the E-Corp has, and utilize ICT convergence and smart handheld devices, Web2.0 technologies to extend the service from securities to financial/wealth management service with the functional characters of event push/calendar driven, and smart/simple/convenience.

網路招募廣告的負向訊息比例與重要性對組織吸引力之影響及其相關中介效果 / The effects of proportion and importance of negative information of webpage recruitment advertisements on organizational attractiveness

本研究之目的在瞭解網路招募情境中,具預告真實工作情境(Realistic Job Preview,簡稱RJP)效果的廣告,其負向訊息比例與重要性對組織吸引力之影響,並探討求職者「對工作的期望」與「對組織的信任」在此關係的中介效果以及「求職者知覺的市場競爭力」在此關係的調節效果。本研究採用二因子受試者間實驗設計,所操弄的獨變項為招募廣告負向訊息佔總訊息量的比例,分為10%、20%、30%、40%、50%五種程度;以及負向訊息的重要性程度(高、低),依變項為組織吸引力。 本研究透過網際網路建置虛擬組織的招募網頁,吸引正欲求職的大學四年級及研究所學生經由網路進行實驗,得到466筆有效的實驗資料。研究結果顯示不同負向訊息比例對整體組織吸引力與各分量表的影響有顯著差異,而其在整體組織吸引力、組織正向情感、與工作吸引力有非線性的影響效果,即負向訊息的比例為20%者,其效果最高;負向訊息的高、低重要性程度會對整體組織吸引力與各分量表有不同的影響效果,越重要的負向訊息導致越高的組織吸引力。研究者並以ANCOVA檢驗工作期望的中介效果,結果顯示整體工作期望、工作內容期望、與一般性期望在負向訊息比例與組織吸引力之間有中介效果,組織信任的中介效果則沒有獲得驗證;負向訊息重要性會透過工作內容期望的中介效果影響組織吸引力,但無法確認組織信任有無中介效果。研究者以二因子變異數分析求職者知覺的市場競爭力的調節效果,結果顯示求職競爭力僅在公司期望與組織吸引力之間的關係有顯著的調節效果。研究者分別就結果加以討論,提出可能的解釋,並說明本研究之限制與貢獻。 / The purpose of this study is to empirically examine the effects of proportion and importance of negative information (having the function of realistic job preview with respect to web recruitment advertisements) on organizational attractiveness. The mediation effects of job expectation and trust toward organization on the previous relationships and the moderation effects of perceived job competitiveness on the previous relationships were examined. The independent variables of this study are proportion of the negative information (10%, 20%, 30%, 40%, or 50%) and importance of the negative information (low vs. high). The dependent variable is organizational attractiveness. Totally 466 seniors and graduate students who were hunting for a job joined in the experiment through the fictitious organization recruiting webpage. The result reveals that proportion of negative information has non-linear effect on organizational attractiveness. Recruitment ads with 20% of negative information had the strongest effect on organizational attractiveness. Negative information of higher importance induced more organizational attractiveness than that of lower importance. ANCOVA was used to examine the mediation effects. It shows that the job expectation mediates the relationship between proportion of negative information and organizational attractiveness. However, the mediation effect of trust toward organization on the relationship between proportion of negative information and organizational attractiveness hasn’t been confirmed. Via the mediation effect of job content expectation and trust toward organization, importance of negative information can affect organizational attractiveness.

組織轉型能力之建構與評鑑工具之發展

本研究之目的在於探討組織轉型能力之建構,並依此建構發展一套組織能力之評鑑工具。其次,融入組織核心能力、核心職能與轉型能力的概念,建構組織能力發展模式,以協助台灣中小企業有效診斷組織體質,進而提昇組織績效與競爭力。 本研究採用質量並重之研究方法進行探討,首先藉由「行為事例訪談法」進行深度訪談(N=5),並針對企業個案(美國奇異集團、大陸海爾集團、台灣宏碁集團)進行傳記文本分析,繼而編撰量表題目。本研究以台灣企業組織做為母群,以立意抽樣方式蒐集124份樣本,經過實證分析後,顯示本研究發展的「組織轉型能力量表」共包含組織領導、策略願景、心智模式與組織學習等四個構面,且在內部一致性信度(.973)、效標關聯效度(.611)、與建構效度等檢驗指標上,皆有顯著的效果。 此外,根據組織能力模式與績效的路徑分析結果顯示:1.組織轉型能力在組織核心職能與核心能力、組織績效之間具有中介效果。2.組織能力彼此之間具有顯著的關聯性,且皆對組織績效具有貢獻與影響。3.組織轉型能力中的心智模式與組織學習構面,以及組織的資源競爭核心能力,最能預測組織績效的表現。最後研究者則針對學術研究與實務應用方面提出具體的討論與建議。 / The purpose of this study was to investigate the constructs of organizational transformation competence and use them to develop an assessment tool for evaluating organizational competencies. Besides, the concepts of core competence (based on the strategic management theory), generic competence (based on the competence model), and transformation competence, were incorporated to construct a model of organizational competence development, so as to assist Taiwanese small and medium enterprises to effectively diagnose organizational itself and further of enhance organizational performance and competitiveness. This study adopted both qualitative and quantitative research methods for analysis. First of all, Behavioral Event Interview (BEI) was used to perform in-depth interviews with the research subjects (n=5). Besides, the biographical texts of the studied cases (America’s GE Group, China’s Haier Electronics Group, and Taiwan’s Acer Group) were analyzed to design the items of the questionnaire. Also corporate organizations in Taiwan were taken as the population, and a total of 124 samples were collected using purposive sampling. Through empirical analysis, it showed that the proposed “Organizational Transformation Competence Scale” encompassed four dimensions, namely organizational leadership, strategic vision, mental model, and organizational learning. In conclusion, the internal consistency validity (Cronbach’s α=.973), criterion-related validity (validity coefficient=.611), and construct validity were good and compliant. Moreover, according to the path analysis of the organizational competence model and performance, it was revealed that (1) organizational transformation competence had the mediating effect on the relationships between generic competence and organizational core competence and organizational performance; (2) organizational competencies were significantly correlated with one another, and contributive and influential to organizational performance; (3) the mental model and organizational learning dimensions of organizational transformation competence and the organizational core competence for resource competition could mostly predict organizational performance. Finally, substantial suggestions were proposed for follow-up academic studies and practical applications.

領導者之決策對於組織的影響甚大,不僅決定企業的獲利,更可能影響組織的存亡。在現今快速變遷的環境中,領導者經常面臨在時間壓力下需快速做出正確的決策,因此本研究著重於探討領導者才能對於領導者決策品質,以及團隊競爭力與績效之影響。具體而言,本研究從Sternberg所提出的WICS模式為出發點,探討「領導者智慧」、「領導者實用智力」、「領導者分析智力」及「領導者創新能力」對於「領導者決策品質」、「團隊競爭力與績效」之影響,並建構「領導者才能之競爭力模式」。至於領導者才能之競爭力模式,不僅可以做為後續相關研究之重要參考,亦可協助企業與領導者檢視其領導效能,進而做為改善競爭力與績效之重要依據。 本研究之問卷經嚴謹之程序編製,首先進行專家會議、信效度及因素分析之檢驗,之後再進行研究變項間之探討。研究樣本採立意取樣方式,以團隊為單位,每個團隊收集團隊領導者及其五位直屬部屬之調查問卷。本研究總計回收40位領導者與200位部屬之有效樣本,統計分析結果顯示,本研究所有量表皆具有良好之內部一致性信度(.754~.972)與效標關聯效度(.280~.820)。 此外,本研究根據結構方程模式驗證本研究之假設,綜合結果顯示:1. 領導者智慧、實用智力、分析智力及創新能力對於領導者決策品質具有顯著且正向之影響;2. 領導者決策品質對於團隊競爭力具有顯著且正向之影響;3. 團隊競爭力對於團隊績效具有顯著且正向之影響;4. 「領導者才能之競爭力模式」獲得實證支持。最後,研究者根據本研究結果,提出對未來學術研究與實務應用具體之建議。 / Leaders’ decisions have a great impact on organizations; they influence not only the revenue but also the survival of organizations. In this fast-changing environment, leaders always need to make fast and correct decisions under time pressure. Therefore, the focus of this study is the effect of leaders’ skills on the quality of leaders’ decisions so as to improve the competitiveness and performance of teams or organizations. The present study starts from WICS model which developed by Sternberg to examine the effect of leaders’ wisdom, practical intelligence, analytic intelligence, and creativity on the quality of leaders’ decisions, team competitiveness and performance, and to construct the competitiveness model of leaders’ skills. The development of competitiveness model of leaders’ skills could not only be used by following related studies, but also assist organizations and leaders to review leadership efficacy in order to improve the competitiveness and performance. The present study constructed the questionnaire through an expert committee, tests of reliability, validity, and factor analysis. The samples of team unit were collected using purposive sampling, and each unit included one leader and five immediate subordinates. A total of forty valid sample units which had forty leaders and two hundred immediate subordinates were collected. Through the statistical analysis, it shows the internal consistency reliability (.752-.972) and criterion-related validity (.280-.820) of all scales (leaders’ self-rating and subordinates’ other-rating) were excellent. Furthermore, according to the result of hypothesis testing and Structural Equation Modeling analysis, it shows: 1. Leaders’ wisdom, empirical intelligence, analytic intelligence, and creativity have a significant and positive influence on the quality of leaders’ decisions; 2. The quality of leaders’ decisions has a significant and positive influence on team competitiveness; 3. Team competitiveness has a significant and positive influence on team performance; 4. The constructed competitiveness model of leaders’ skills was supported. Finally, suggestions were proposed for further academic studies and practical application based on the result of the present study.

本研究之目的在於以Sternberg的WICS模式、以及Hamel與Prahalad的競爭大未來思維為出發點,探討當領導者具備智慧、實用智力、分析智力、創造力、以及競爭大未來思維時,是否能制定較佳的決策,進而影響到員工的工作生活品質、身心健康、與幸福感,最終則對於組織競爭力與組織績效產生影響。此外,本研究也檢驗「領導競爭力之整合模式」,以協助企業組織進行診斷與改善。 本研究以問卷蒐集資料,並採用便利取樣,共蒐集417位員工的有效樣本,與經過信度、效度、與因素分析的檢驗,再進行變項間的關係探討。統計分析結果顯示,本研究多數量表皆具有良好的內部一致性信度(.93~.97)與效標關聯效度(.14~.88)。此外,本研究以階層迴歸分析與結構方程模式驗證本研究假設,研究結果顯示:1. 領導者智慧、領導者智力、領導者創造力、與競爭大未來思維,對於領導者決策品質具有正向顯著影響;2. 領導者決策品質對員工工作生活品質具有正向顯著影響;3. 員工工作生活品質對於員工身心健康具有正向顯著影響;4. 員工身心健康對於員工幸福感具有正向顯著影響;5. 員工幸福感對於組織競爭力具有正向顯著影響;6. 組織競爭力對於組織績效具有正向顯著影響;7. 領導者智慧、領導者智力、領導者創造力、與競爭大未來思維,對於組織績效具有正向顯著影響;8. 本研究之領導競爭力整合模式獲得支持。 最後,本研究提出未來之研究建議,以期未來研究能以更完善的研究設計,獲得更完整的領導競爭力之全貌,同時,亦提出本研究之實務應用建議,以作為企業組織診斷與發展的重要參考。

The outstanding and surpassing performance was an unusual case that induced Dell and HP to conduct Acer analysis projects how to react to the Acer’s threatens. Each company would have its core competence or competitive capability to make it a winning formula to attain breakthroughs in the PC industry. The motivation of this study is to figure out what real winning formula inside to keep Acer obtaining the highest market share and growth in laptop sales for the continuous five years till 2010 Q3. Three objectives will be studied in this thesis: (1) what are the global strategies that lead to new product development capability and technology innovation? (2) What are the key process and systems of new product development (NPD) that result in the lowest development cost and fastest development lead time? (3) How do customers’ comments and feedbacks impact product planning and management? In summary, this study is to explore Acer’s core competence that results in business rampaging growth during the years 2005 to 2010. Research framework of this study consists of three constructs: (1) Global strategies: global, business and product level, (2) NPD organizations, processes and systems, (3) Technology innovation and management capabilities. As an exploratory study, qualitative research is adopted to conduct case study on the firm – Acer, which has attained 16% global PC market share in 2010. For data collection and digestion, primary data were obtained through multiple sources of evidence and findings in order to increase its validity. Some data came from internal business and product development documents especially on sales, marketing, product management, R&D and quality service. There are other data sources such as articles’ tabular content, case study database, and senior colleagues’ notes and opinions to the above-mentioned questions. Why do top-management strategies of a corporate deeply influence allocation and integration of global resources? What does internal NPD organizational adaption should be engaged with continuous improving design process? Which projects could attain optimization of the NPD systems will be analyzed as well. Findings of this study are as below: 1. Acer business goal develops varies of global strategies that clearly define task ownerships between business teams and NPD teams. 2. Acer’s global outsourcing strategy may assist with company’s operational efficiency and enhance product design quality by leveraging talented resources with their capable management skill. 3. Acer cost leadership strategy driven by top management stays the sustainability of global competitiveness. 4. The four times M&A events increased market share significantly but took heavy resources to the companies being acquired during the years of 2006-2009. 5. Project matrix organization is most common one that allows top management to allocate capable development resources to control projects in schedule, cost, and specification. 6. Simplification with modularity of system design during NPD is to save development cost and create flexibility of product SKU to the market. 7. A learning company like Acer may improve internal NPD design defects by continuously taking process refinement and project management to achieve the best NPD practice. 8. A fast adaptability of new technology design in platform during NPD for different managerial and function teams to perform technology innovation. 9. To leverage global legal experienced resource and system to enhance legal management capability to closely engaged with R&D during NPD design works. 10. Listen to the value voices of customers for product planning and quality improvement may play a key refinement process to sustain product in competitiveness. 台灣電腦晶片組設計業經營問題與競爭優勢分析

台灣隨著聯電與台積電陸續成立晶圓製造廠以來,帶動了整個半導體高科技產業的蓬勃發展,也因而創造了台灣的經濟奇蹟。以電子資訊業為首的高科技產業,無論在營收成長、獲利力或個人產值等方面均有傑出的表現。雖然過去,台灣高科技產業能持續在市場上生存並佔有一席之地,乃在於擁有完善的製造能力與完整的產業供應鏈。但今日,高科技產業長期的經營與運作模式已面臨嚴重挑戰。企業間過度擠壓所造成的削價競爭、產業外移,供應鏈失調等問題,正是高科技產業停滯不前瀕臨生存威脅的最大因素。因此,台灣企業該如何提升其自身的競爭優勢與經營管理能力,並且妥善運用有限的資源進而轉化成對外的競爭策略,將是企業是否能安然渡過該波擠壓洪流,而得以永續經營的關鍵成功因素。 因此,本研究將探討『台灣電腦晶片組設計業經營問題與競爭優勢分析』,藉由分析探討國內兩大電腦系統晶片組設計廠商-矽統科技與威盛電子公司的實際經營狀況,來了解台灣電腦系統晶片組設計業現今所面臨的經營問題。 針對上述探討研究方向,除了參閱多方理論文獻與次級文獻資料外,吾人亦以十多年來實際參與電腦產業經營運作的經驗,並收集分析矽統科技與威盛電子公司發展推動市場的手法,試圖來解釋分析本論文所發現的問題,同時在總結各方面的研討後,提出可能性的對策與方案,使之能在既有的核心能耐與有限的資源下,對其所擁有的核心能力加以強化及發揮,進而產生另一層的經營優勢並提昇該產業的核心競爭力。 本研究結果發現台灣電腦系統晶片設計業: 一、 台系電腦晶片組廠商目前所面臨經營上的機會與問題 劣勢與威脅部分: 1. 新產品的創新能力、類比技術及系統整合能力較差,加上電腦系統晶片組功能整合開發難度與日俱增,在國際競爭上始終無法超前國際大廠(如Intel與nVIDIA)。 2. 由於新技術能力的不足,造成產品推出時程落後;沒有新穎產品的創新能力,無法提供附加價值,不得不採取低價策略。 3. 同業間惡性競爭、下游廠商代工成本提高、獲利不佳引發財務資源不足。 競爭優勢部分: 1.台灣半導體產業專業分工,群聚效果顯著,產業供給鏈完整,對電腦晶片組產品開發設計幫助大。 2.人力素質佳,上下游產業垂直分工,能力強。 3.專業晶圓代工關係密切,並帶動上下游產業發展。 4.營運彈性大,效率高,以達經濟規模,具成本競爭優勢。 5.下游PC資訊產業為堅強支援。 6.設計技術高、能力強、產品運用靈活、整合力佳。 其機會在於: 1.大陸PC/數位消費性電子市場胃納大,台灣具同文同種優勢。 2.IA產品衍生的零組件商機。 3.業界聯盟、技轉和併購增加實力。 4.台灣矽島計畫(IP Mall)成立。 5.與中國市場提供規格制定的可能,進而能利用中國人才加強研發能力。 6.低價電腦需求持續成長,帶動低價的台灣晶片組產品出貨量。 關鍵性成功因素: 台灣廠商應持續強化其競爭優勢,使此優勢有持續性與不可取代性。因此,台灣廠商應憑藉著自身有限的資產與技術能力為競爭的基礎,採用最佳的競爭手段來對抗後進的ATi與nVIDIA的激烈競爭,如:提供更多的產品組合以發揮其綜效的產品策略、最低價產品的定位策略、利用台灣產業群聚效益的優勢發掘最有效率的製造策略等;採用正確的競爭方式以避開正面與外商優勢產品的直接競爭,如:基於目前擁有成熟的技術,運用其技術延展性的特性,積極開發新產品並鎖定中國、印度、印尼、俄羅斯及巴西等新興電腦市場之選擇。 二、 台灣廠商的整合核心技術能力普遍不及外商,尤其在整合性產品中的繪圖核心邏輯部分與類比技術;不過值得慶幸的是新技術的市場推廣往往必須花費許久時間,台灣廠商可藉此發展較便宜的產品,一旦新技術被市場接受時,迅速推廣至市場達到後發先至,後來居上的成功策略,畢竟類似的產品其價格仍佔優勢。 三、 近年來,電腦晶片組所賴以為生的上下游產業,多數廠商雖被迫遷至中國設廠以降低製造成本來爭取較高獲利,原以為此種現象將會造成台灣電腦產業群聚效益的喪失,但所幸的是新的產業群聚效益逐漸於中國的上海地區形成,就如同台灣的竹科與南科一般;因此,台灣電腦晶片組廠商仍擁有較國際大廠較佳的電腦產業群聚效益的優勢。除了該優勢外,台灣廠商若能在有限的資產與技術能力的基礎下,更持續強化其自身的競爭優勢,使此優勢具有持續與不可取代性。如此方能統合己身的資源優勢,進而得有能力來對抗後進的ATi與nVIDIA等廠商的激烈競爭。 / Following the establishment and operations of TSMC(Taiwan Semiconductor Manufacturing Company Limited)and UMC(United Microelectronics Corporation)in Taiwan, the high-tech industry of wafer production flourished and created a reputation nothing short of an economic miracle for Taiwan. In the electronic information field, it became the leading business; outperforming in all aspects showing outstanding profits, income, growth, and personal production value. The high-tech industry of Taiwan then occupied a strong-hold of the market continuously, owing to its manufacturing capability and complete supply chain. Today however, the long time operational model of this industry confronts a serious challenge because of compression among local enterprises. Prices have been cut, factories have been moved abroad, creating a disorder in the supply chain and all can be seen as life or death threatening risks to this systematic industry. The key success factors for sustainable management objectives is going to be how the Taiwanese enterprisers promote their competitive advantage; utilize their business management ability for better efficiency of factories; manipulate the limited resources; and further divert all of the above into a competitive strategy. Through analysis of actual practice and business operations of two PC chipset design house companies(Silicon Integrated Systems Corporation and VIA Technologies, Inc.), this study will examine and predict『The operational problems related to business management and competitive advantages analysis which are in front of the PC chipset design industry in Taiwan』. Aiming at directions of above stated examinations and analysis by using my experience of participating in management and review of all aspects in PC industry for more than ten years and by reading of papers at sublevels; also by collecting marketing methods of the above two companies; I will explain the problems I have revealed. At the same time, I will provide applicable stratagem and programs for PC chipset industry of Taiwan to upgrade its core competencies and strengthen its competitive force. Results of this study are stated below: A. The operational problems related to business management and competitive advantages in front of the PC chipset design industry of Taiwan A/1: Weaknesses and Threats 1. The PC chipset vendors of Taiwan cannot compete or overtake Intel or nVIDIA in the international market until the following is addressed. In addition to extended difficulties in PC chipset integration, there is an inferior ability in the following aspects: the invention or creation of new products; analogy techniques, and system integration. 2. Due to inadequate new technologies, the new products cannot put into market on schedule. Further, without innovation of products to create added value to a product low price policy has become the only strategy. 3. Vicious competition among similar enterprisers and an increase of labor cost of factories in the production line may induce monetary crises at any point of the chain of the PC industry. A/2 : Competitive Advantages 1. Specialty divisions, clustering of the Taiwan Semiconductor industry and good supply chains all contribute a lot to the development of PC chipset products. 2. Good quality of labor and vertical division of top to bottom production are the factors which enforce the industry. 3. Close ties to the chip production manufacturers promote development of top to bottom enterprisers. 4. Flexibility of management facilitates higher efficiency to reach the economics of scale. A definite cost competitive advantage. 5. The PC information industry constitutes concerted support. 6. Design technology at high level, good capability, splendid flexibility on product applications and fine integration of these elements. A/3: Opportunities 1. Markets for PC and digital consumer appliances for Taiwan and the mainland China is huge because of population and economic growth there in recent years. Consumers share the same culture; belonging to same race also is an advantage. 2. Opportunity deriving from IA products for companies to produce peripheral parts. 3. Through alliance of enterprisers, transit of techniques and business merging is an opportunity. 4. Establishment of Taiwan IP mall. 5. To formulate protocols and define specification together with enterprisers in mainland China for a market there. Further to utilize local professionals to promote research and development. 6. Demand for low cost PCs will increase steadily which will enable Taiwan to export more PC chipset products. A/4: Key Factors for Success The Taiwan companies should continue to strengthen their competitive advantages to maintain their continuity and non replaceable character. Also apply the limited resources and technical know-how as a base of competition. Furthermore by adopting better competitive measures to confront the new more advanced competitors such as ATi and nVIDIA. These measures may include a greater product portfolio synergy; the assembly of more complex and efficient products made in Taiwan; a low cost product positioning strategy in order to avoid face to face competition; a redirection of the current mature technologies into technology extensions for products aimed at the emerging PC markets such as China, India, Indonesia, Russia and Brazil. B. The ability to integrate core technologies by the Taiwan industry is less efficient than foreign companies especially the graphics core-logic and analog techniques. It is fortunate that it often needs a long time for a new technique to appear in a market. The Taiwan companies can use this time gap between the existing mature technique and another generation of know-how to develop modified low price alternative products. Once the new technique is accepted by the market, it can be spread to the market with a faster speed to achieve a better result. After all, prices of similar products still occupy the good position for profit. C. In recent years many factories, from top to bottom producers were forced to move to the mainland China in order to lower the cost of their production for higher profits. At first it was thought that these phenomena may cause the disappearance of industry clustering in Taiwan adversely affecting the supply chain. Fortunately the outgoing factories were clustered in the Shanghai area very similar to Hsienchu Science Park and Southern Taiwan Science Park in Taiwan. The PC chipset design industry of Taiwan can thus still maintain their clustering advantages to confront the big factories world wide.

日本產業競爭力強化法之研究—兼論我國金融科技發展與創新實驗條例— / A Study of Japan’s Act on Strengthening Industrial Competitiveness: Focusing on the Comparison of Taiwan’s Act on Financial Technology Innovations and Experiments

金融科技在近年來已成為企業界與學術界所討論的顯學,但如何有效兼顧監理、法令遵循與促進產業發展,並因應創新商業模式,設計出法規與監理措施,已成為一道難題。基於上述背景,監理沙盒的概念與制度應運而生。我國版的金融監理沙盒,已於2018年1月31日公布。然而,除了金融科技創新,其他產業同樣有創新的必要,在面臨既有法規的限制,同樣有所掣肘。金融科技以外的領域,是否有類似「監理沙盒」的機制,在不分產業別的狀況下,應用在創新的實驗?日本在2014年1月20日起施行的「產業競爭力強化法」,用於創新技術或服務的「企業實證特例制度」及「灰色地帶消除制度」兩項機制,即為不限金融科技領域,適用於各個產業的沙盒制度。 本研究透過檢視日本產業競爭力強化法,深究其內容及機制的優缺點,與推行實績及具體的兩個個案後,據以反思我國是否可透過參考「灰色地帶消除制度」、「企業實證特例制度」的運作,與各產業內的潛在創新者更緊密合作,以有利於未來當主管機關面臨創新與法規的衝撞時,掌握對於各產業的影響。回歸我國法制,本研究針對「金融科技發展與創新實驗條例草案」,包括立法目的、概要,條例中的申請及審查、監督及管理,及實驗期間法令之排除適用及法律責任豁免等議題進行研析,並針對日本推動新事業活動特例措施,與我國金融科技發展與創新實驗條例,進行比較。同時亦將監理沙盒模擬演練的過程中,針對演練的架構、步驟、實際狀況、回饋與心得,提出歸納成果,並針對業者與主管機關進行協商與溝通的階段,歸納出具有邏輯性與合理性的執行步驟與方法論,做為當業者在準備階段與主管機關往返溝通與提案時的參考。 本研究認為,當創新與科技在與金融結合時,創新服務與法規監管的本質不同,所造成的緊張與衝突在所難免,也因此更應該體認到數位時代下主管機關對於法規調適與鬆綁之必要性。在臚列我國於發展第三方支付立法的經驗作為前車之鑑,及剖析日本產業競爭強化法的制度與實績作為他山之石後,本研究認為新創事業無論在籌備階段、實驗階段、營運階段,對於法規的特例需求的確不同於一般事業。因此政府應秉持以下三項原則予以協助:(一)法規對新創企業應更友善且主動輔導、(二)抱持產業永續發展的思維看待新創產業、(三)消費者權益維護與企業營運必須兼顧。 本研究的另一研究結果為,經過個案模擬演練的操作後,歸納並提出七個執行步驟,並建議業者可針對此七個步驟進行腦力激盪與預先演練模擬,在有限的時間內以最高的效率備齊相關文件,以減少審核等待期。最後,本研究認為,業者與主管機關在議題協商時須充分考量有關於創新、業務、消保、法遵等四個面向的議題,且以公私協力的前提下,隨時調整並良性溝通。而主管機關更應加速金融科技的法規革新速度,並適度鬆綁不適用的法規,創造一個對於新創產業相對友善的法規環境,協助新創業者在業務上的發展,使我國能在金融科技戰場上決勝。 / In recent years, financial technology, aka FinTech, has become a significant study discussed by industries and academics. However, how to effectively manage supervisory, compliance with laws and promote industrial development, and how to design regulatory and supervisory measures in response to innovative business models have become a big challenge. Based on the abovementioned facts, the concept of Regulatory Sandbox came into being. Taiwan’s Act on Financial Technology Innovations and Experiments was released on January 31, 2018. Besides FinTech, innovation is equally necessary and indispensable for other industries that also restrained by the limitations of the existing laws and regulations. Are there any mechanisms similar with Regulatory Sandbox for those innovators in other industries? Japan released the Act on Strengthening Industrial Competitiveness on January 20, 2014, which provided two mechanisms, Special System for Corporate Field Tests and System to Remove Gray Zone Areas, for innovative technologies and services for all industries. This essay targets Japan’s and Taiwan’s Acts on Financial Technology Innovations as research objectives, discusses the investigations in both countuires, and provides suggestions for future works. Firstly, this study explores the strengths and weaknesses of its contents and mechanisms by examining Japan’s Act on Strengthening Industrial Competitiveness, and aims at extending the practical angle to Taiwan for the future when facing the conflict between innovation and regulation. Secondly, the essay aims at studying Taiwan’s Act on Financial Technology Innovations and Experiments, and comparing the differences between Japan’s and Taiwan’s Acts. Finally, by observing the results of sandbox simulation exercises, this study elaborates implemental procedures, and logical methodologies as a reference for practitioners to communicate with and submit proposals to the authorities during the preparatory phase. Due to the nature difference of innovation technology and financial supervision, it is considered that the tensions and conflicts are inevitable. Therefore, it is more necessary to amend the existing regulations or even deregulate for start-up. Furthermore, by learning from Taiwan's experience in developing third-party payment legislation and Japan's legislations and actual practices released, this study obtains that deregulation and coordination from government agencies considered highly important to startup operators in every stage. In terms of industry development, further suggestions are concluded in this research for government agencies, including (1) laws and regulations should be more friendly for new start-up, (2) to maintain the sustainable development of start-up industries and operators, and (3)-to achieve balance between the protection of consumer rights and business continuity. After conducting sandbox case simulation exercises, this essay proposes seven procedures for start-up to efficiently go through with internal brainstorming while in preparation stage under a limited time. The last part of the study sets out four topics for practitioners and the competent authorities that are related to innovation, business, consumer protection and law compliance when negotiating the regulatory issues during experiments, hoping to provide a solid methodology beneficial to FinTech practitioners.

本研究係以Sternberg的WICS領導模式出發,探討當領導者具備智慧、實用智力、分析智力、創造力,並將這些技能產生綜效時,是否能形塑組織文化,進而影響組織的顧客需求知覺、因應金融海嘯策略、與顧客滿意等方面的展現,而後對於組織競爭力與組織績效產生影響。此外,本研究亦嘗試發展一整合模式,以提供企業組織做為診斷與發展的重要參考。 本研究首先針對六位在職者進行訪談,以釐清研究架構與變項之內涵,並據以進行量表編製或引用相關量表,且以一般企業員工作為研究母群,採立意取樣方式進行樣本蒐集,總計蒐集到327份有效問卷。信效度及因素分析結果顯示,本研究量表擁有良好之內部一致信度(.90~.98)與效標關聯效度(.41~.74)。階層迴歸與結構方程模式驗證研究假設之結果顯示:1.領導技能對於組織文化、組織績效具有正向且顯著的影響、2.組織文化對於顧客需求知覺具有正向且顯著的影響、3.顧客需求知覺對於因應金融海嘯策略具有正向且顯著的影響、4.因應金融海嘯策略對於顧客滿意、組織競爭力具有正向且顯著的影響、5.顧客滿意對於組織競爭力具有正向且顯著的影響、6.組織競爭力對於組織績效具有正向且顯著的影響、7.標竿企業在上述變項皆顯著優於一般與虧損企業。最後,並將訪談結果來驗證研究之假設與架構。綜合而言,本研究採質化與量化兩者得兼之方式來進行研究架構與假設之驗證。 總而言之,本研究之具體貢獻為:理論整合與創新、實務應用與發展。除了整合「領導技能、競爭力、績效」之研究外,亦提出創新的顧客需求知覺之內涵,可幫助開啟後續相關研究,並以宏觀角度發展出「領導技能、顧客需求知覺、因應金融海嘯策略、顧客滿意」之整合模式,以提供企業組織變革與發展之依據。 / This study starts with Sternberg's WICS leadership model, investigating the effect of leaders' wisdom, practical intelligence, analytic intelligence, creativity, and synthesized on organizational culture, and perception of customer need, coping strategies of financial crisis, customer satisfaction, and ultimately, on organizational competitiveness, organizational performance. In addition, this study tries to construct a macro model, which assists organizations in diagnosing and developing. This study compiles related scales and use survey method to collect data. Moreover, it chooses employees in enterprises as research population and uses convenience sampling. The total number of effective sample is 327. All questionnaires were factor analysis examined, and confirmed to have highly reliability (.90~.98) and validity (.41~.74). The conclusion drawn from result of hierarchical regression analysis and structural equation modeling analysis indicates:1. leaders' skills have positive and significant effect on organizational culture and organizational performance; 2. organizational culture have positive and significant effect on perception of customer need; 3. perception of customer need have positive and significant effect on coping strategies of financial crisis; 4. coping strategies of financial crisis have positive and significant effect on customer satisfaction and organizational competitiveness; 5. customer satisfaction have positive and significant effect on organizational competitiveness; 6. organizational competitiveness have positive and significant effect on organizational performance; 7. above variables in benchmarking enterprises are significant better than normal and deficit enterprises. Furthermore, this study also applied interview with 6 professionals as a method to gather opinions on variables and confirm the model. Finally, the contribution of this study includes "integration and innovation of theories" and " practical applications". This study proposes the model of leadership, perception of customer need, coping strategies of financial crisis and customer satisfaction from macro view point. It not only initiates follow-up academic studies, but also provides an innovative model for enterprises to change and develop.
