VÝZVA JMÉNEM VENKOV / CHALLENGE NAMED COUNTRYSIDE

The diploma thesis deals with the topic of contemporary countryside. The result of the thesis - illustrative Manual originated from searching for the basic principles in the area of land-use planning. It focuses especially on urban issues and tries to answer some of them in a comprehensible form. Manual consists mostly of schematics, sketches, visualizations, etc. The issue of new construction and the so-called satellites become one of the key issues. The Manual offers an alternative for this land-grabbing style and it motivates to create a better environment. The basic principles are applied to a specific municipality. Consultation with nine village mayors could be considered as the added value of the work. Mayors shared their experience in building and planning and gave feedback on some chapters. Interesting mayor's remarks are are incorporated in the Manual. The appendix to the manual – Good Practice Examples brings inspiration for creation of regional architecture. The intention is to offer this Manual to all of those who are involved in the management of smaller municipalities.

Historie a činnost urbanistického pracoviště Výzkumného ústavu výstavby a architektury v Brně / The History and Activities of the Town and Country Planning Department of The Ressearch Institute for Building and Architecture in Brno

The dissertation explores the history and activities of the Brno-located Town and Country Planning Department of The Research Institute for Building and Architecture (RIBA) since its foundation in 1954 until its abolishment in 1994. As a part of the department functioning, a description of its main research tasks and publications, which had played an essential part while formulating theory and methodology of urban planning after the 2nd World War in Czechoslovakia, are introduced. Special attention is paid to tasks and publications whose authors and research workers applied interdisciplinary approaches and – in spite of the prevailing totalitarian regime – managed to apply their experience acquired abroad to produce highly influential works such as The Principles and Rules of Spatial Planning. Another objective of the dissertation is the creation of a complex bibliography of texts that were produced by the department (books, reports on the outcomes of research tasks that had been explored at the Town and Country Planning Department and that were released internally as handbooks serving research workers of the institute and other institutions focusing on building and architecture). Depictions of the Brno department of RIBA from the perspective of two of its significant representatives who have outlived the institution they had witnessed to be founded and to the functioning of which they had significantly contributed, become a key part of the text: Ing. arch. Vladimír Matoušek, CSc., the second head of the Town and Country Planning Department of RIBA and Ing. arch. Dušan Riedl, CSc., a theoretician of architecture and urban planning and a top expert on Czech national herritage. As the topic has not yet been subjected to scholarly research, the main objective of the work is to create the very first complex text on the Brno department of RIBA and its activities. The circumstances surrounding the constitution of RIBA in the context of other similarly functioning research institutes are pursued with a special focus on the fields of building, architecture and urban planning as well as legislative embedding of its foundation and functioning, its organization structure, staff, definition of taskmasters and the way the tasks were approached, relations to other institutions in the field, publishing activities and transfer of theoretical research outcomes to practice. The text also deals with the state of present-day research of architecture and urban planning. Archive material and publications released by the institute represent a predominant source of information about RIBA activities. They are now stored at the archive of ABF Foundation in Prague (the foundation has been administering both the archive and library of the Prague department of RIBA since its abolishment), at the library of The Institute for Spatial Development in Brno (the institute administers the library of the former Brno department) and at the Moravian Land Archive in Brno. Both of the archives have been thoroughly researched by the author. Critical reflections upon the urban-planning department of RIBA occurring in contemporary publications and periodicals are another important source of information which help to specify the character of its activities (recent literature mentions RIBA scarcely, a complex evaluation is still missing). Oral history reported by former employees of RIBA, who had contributed to the first-rate quality of its research activities.

Morges (Schweiz) växer i en situation av markbrist. Industriområden blir strategiska förtätningslägen, vilket hotar näringslivets förutsättningar på lång sikt. Detta examensarbete undersöker under vilka villkor industriområden i Morges kan integreras i funktionsblandad stadsmiljö utan att äventyra näringslivets förutsättningar. Fallstudier från Bern, Haag, Genève och Bryssel används som ”best practices” för att genomföra analysen. Analysen visar att hanteringen av störningar och logistik samt ett stort offentligt ingripande är nyckelfaktorer för att tillgodose näringslivets utveckling i ett funktionsblandat område. ”Best practices” visar sig kunna vara effektiva om de används som stöd i beslutsfattande och som inspirationskälla. / The region of Morges (Switzerland) grows in a context of land shortage. Industrial zones become strategic areas for denser settlements, threatening the local economic development in the long term. This master thesis investigates the conditions in which industrial zones in the region of Morges can be integrated in a function mixed urban area without jeopardising local activities. Case studies from Bern, The Hague, Geneva and Brussels are used as “best practices” in order to perform the analysis. Results show that the monitoring of disturbances and of logistics as well as a strong public commitment are key factors to a successful reconversion of industrial zones towards functional mix. “Best practices” are efficient if used as a support to decision making and as a source of inspiration. / La région de Morges (VD, Suisse) se développe dans un contexte de pression foncière. Les zones industrielles (ZIZA) deviennent des sites stratégiques de densification, menaçant l’économie locale à terme. Ce travail de master étudie les conditions d’une intégration urbaine des zones industrielles de la région morgienne qui ne menace pas les activités locales. Des études de cas de Berne, La Haye, Genève et Bruxelles sont utilisés comme des « bonnes pratiques » pour répondre à la question de recherche. Les résultats montrent que la gestion des nuisances et de la logistique ainsi qu’une forte action publique sont des facteurs clés de réussite d’une requalification d’une zone industrielle vers une zone mixte. Les « bonnes pratiques » s’avèrent efficaces en tant qu’aide à la décision et en tant que source d’inspiration. / Die Region Morges (VD, Schweiz) gerät in einem Mangel an Bauland. Die Industriezonen werden als strategische Verdichtungsgebiete betrachtet. Langfristig wird die Region als Standort bedroht. Diese Masterarbeit untersucht, inwiefern die Industriezonen der Region Morges städtebaulich integriert werden können, ohne die lokalen Gewerben zu drohen. Fallstudien aus Bern, Den Haag, Genf und Brüssel werden als „Best Practices“ benutzt, um die Analyse durchzuführen. Aus der Analyse ergibt sich, dass die Steuerung der Störungen und der Logistik sowie ein starkes öffentliches Eingreifen Schlüsselfaktoren für eine gelungene funktionelle Durchmischung in Industriezonen sind. „Best Practices“ erweisen sich als effizient, wenn sie als Entscheidungshilfe und als Inspirationsquelle benutzt werden.

Biotopmanagement in Festungsanlagen – Trittsteine und Habitate für die Biotopvernetzung

Durch vegetationsökologische Feldstudien wurde das Biotop- und Arteninventar verschiedener Festungsanlagen des 19. Jahrhunderts in Deutschland, Polen und Litauen untersucht. Ein Ziel der Untersuchung war die Bewertung der Standorte für eine Einbindung in den FFH Biotop-Verbund, ergänzt durch Auswertungen historischer Luftbilder sowie Sentinel2-Fernerkundungsdaten. Die Festungsanlagen neigten in den letzten Jahrzehnten zu einer Wiederbewaldung durch ausbleibende Nutzung und Pflege der Offenlandbereiche. Innerhalb weniger Jahrzehnte sind vor Ort vor allem stadtwaldähnliche Standorte entstanden. Eine Entwicklung hin zu standorttypischen Ausprägung einer HPNV oder anderer Gesellschaften, die als Biotoptypen nach Anhang I FFH-RL ausweisbar wären, ist an den untersuchten Standorten nicht beobachtet worden. Hohe Biotopqualitäten in Offenland-Standorten sowie anderen Biotoptypen sind nicht beobachtet worden. Festungen und deren Biotope sind als Novel Ecosystems ausweisbar und wären nur als solche in das Biotopverbundsystem integrierbar. Satellitenbasierte Auswertungen bilden die Kleinräumigkeit der örtlichen Biotopstrukturen –und deren Vielfalt nur bedingt ab. Fehlende Pflege und Nutzung von Festungen sowie aufkommende Waldbestände verursachen eine sukzessive Degradation und Schädigung der Bausubstanz. Eine naturschutzfachliche Begründung für das grundsätzliche Ausbleiben von Sanierung und Bausubstanzerhalt existiert nicht, auch wenn diese Standorte oftmals Habitate für Arten des Anhang IV der FFH-RL aufweisen. Im Gegensatz, die Pflege und der Erhalt des Kulturerbes „Festungsanlagen“ wird von der europäischen Naturschutz- und vor allem Kulturagenda sogar gefordert, da diese neben noch unspezifiziertem Natur- und Erholungswert auch einen intrinsischen gesamteuropäischen Kulturwert haben. Das muss bei der lokalen Raum- und Naturschutzfachplanung sowie in der regionalen Landespflege berücksichtigt werden. / The biotope and species inventory of various fortifications of the 19th century in Germany, Poland and Lithuania was examined through vegetation-ecological field studies. One aim of the study was to evaluate the locations for integration into the FFH biotope network, supplemented by evaluations of historical aerial photos and Sentinel2 remote sensing data. Investigated fortifications tended to reforest in recent decades due to the lack of use and maintenance of the open land areas. Within a few decades, urban forest-like sites have developed here at the investigated sites. A development towards site-typical expressions of PNV or other communities, which could be designated as FFH biotopes according to Annex I of the Habitats Directive, has not been observed. High biotope qualities in open land biotopes and other types were not observed Fortresses and their biotopes can be designated as Novel Ecosystems and should only be integrated as such into the biotope network. Satellite based evaluations only provide a limited picture of the small-scale nature and diversity of local biotope structures. The lack of maintenance and use of fortresses as well as emerging forest stands cause successive degradation and damage to the building fabric. There is no nature conservation justification for the fundamental lack of remediation and preservation of building fabric, even though these sites often have habitats for species listed in Annex IV of the Habitats Directive. In contrast, the care and preservation of the cultural heritage "fortifications" is even demanded by the European nature conservation and cultural agenda, as they have an intrinsic pan-European cultural value in addition to still unspecified nature and recreational value. This is even reflected by the aim of the Habitats Directive. This must be taken into account in local spatial and nature conservation planning and in regional land management.

Syftet med denna uppsats är att öka kunskapen om vilka förutsättningar som påverkar kommunernas handlingsutrymme att styra mot ökat byggande i trä. Utgångspunkten är att ökat byggande i trä är en viktig hörnsten i Sveriges arbete för att nå klimatmål om minskade koldioxidutsläpp. I fallstudie undersöker jag Växjö och Skellefteå kommun som sedan länge arbetat aktivt med att öka byggande i trä och båda antagit kommunala träbyggandsstrategier. I fallstudie undersöker jag hur såväl kontextuella (projektspecifika och informella förutsättningar) som formella förutsättningar påverkar kommunens handlingsutrymme. Resultatet visar att processer för att identifiera planförutsättningar och överbrygga olika perspektiv är avgörande för att skapa ett kontextuellt handlingsutrymme. Resultatet visar vidare att kontextuella förutsättningar även har potential att till viss del skapa handlingsutrymme utanför det formella handlingsutrymmets ”uppenbara” ramar. / The aim of this study in to increase the knowledge of municipal possibilities and constraints to increase building in wood by examining the municipal planning conditions. Point of departure is that building in wood is a prerequisite to reach the Swedish climate targets of drastically reducing national CO2-emissions. In a case study two municipalities are examined, Växjö and Skellefteå, two municipalities with strategies to increase building in wood and with long experience in doing so. The study explores how contextual planning conditions (project specific and informal conditions) alongside formal planning conditions affects the municipal space of action. The result shows that processes to identify planning conditions and to bridge different perspectives are crucial in order to create a contextual space of action. The result further demonstrates that contextual planning condition withhold the potential to, to a certain degree, create space of action outside the presupposed boundaries of the formal planning system.

En nulägesbeskrivning och enhållbarhetsanalys av situationen i Herrgårdengörs. Området Herrgården kartläggsoch analyseras utifrån ett observationsschemabaserat på de teoretiska principerna.Analysen av den fysiska strukturenkompletteras med brottsstatistisk, analysav brottskoncentrationers geografiskaplacering tillsammans med input från denfördjupade trygghetsundersökningen. Invånarnai Herrgården känner en låg gradav trivsel, tillit och kollektiv styrka,lägst för stadsdelen.Vidare uppger invånarna i Herrgården attde känner en hög otrygghet och en storandel av invånarna avstår aktiviteter pågrund av otrygghet fastän utsattheten förbrott inte är anmärkningsvärd hög.Analys av den fysiska strukturen och markanvändningenutifrån principerna ur teorigenomgången;människans skala, befolkadestadsrum, naturlig övervakning ochförvaltning visar att det finns mycket attgöra.Analysen av brottsstatistik visar på treutmärkande mikroplatser i delområdet; Rosengårdsskolan,koloniområdet och Rosengårdsherrgård (inrymmer Drömmarnas hus).Hållbarhetsanalysen visar att jämlikhetenoch delaktigheten i Herrgården behöverstärkas. För att öka den upplevda trygghetenoch minska brottsligheten i Herrgårdenkrävs insatser som inbegriper mångaaktörer och en bred samverkan, inte minstpå lokal nivå. Vidare är det nödvändigtmed en lokal förankring till de boende iområdet inte minst barn och unga som utgören stor andel av invånarna. För attförändringar i den fysiska strukturen skaförbli långsiktiga investeringar och intedrabbas av vandalisering och nedskräpningså är det viktigt att befolkningen i områdetkommer till tals och får möjlighetatt lämna synpunkter och förslag tidigt iprocessen.Som en del av examensarbetet upprättas enprojektplan med syfte att stärka främstden sociala men även ekonomiska hållbarhetensom omfattar att ta fram en generiskmodell för ett lokalt brottsförebyggandeoch trygghetsskapande program med inriktningpå fysisk struktur och markanvändning,TRYGG & SÄKER. In order to reducethe crime and the fear of crime in Herrgården efforts involving many stakeholdersand a broad collaboration, especiallyat the local level, is needed.Furthermore, it is necessary to have alocal connection to the residents especiallychildren and young people who make upa large proportion of the inhabitants. Tochange the physical structure to remainlong-term investment and not suffer fromvandalism and littering, it is importantthat people in the area have a voice andthe opportunity to make comments and suggestionsearly in the process.As part of the thesis a projectplan is established,aimed at strengthening primarilysocial but also economic sustainability,which includes developing a genericmodel for a local crime prevention andsecurity-building program that focus onphysical structure and land use, SAFE &SECURE. Il concetto di rete dell'informazione può diventare uno schema logico con cui descrivere l'evoluzione delle politiche sulle energie rinnovabili e sulla sostenibilità? La ricerca è stata svolta analizzando l'architettura delle due reti (internet e reti energetiche) e l'evoluzione del bene prodotto e distribuito nella rete energetica, l'energia, esplicitando l'accessibilità da parte della distribuzione mondiale delle risorse petrolifere tradizionali e delle risorse rinnovabili. La struttura metodologica del progetto di ricerca si basa due tipi di analisi teorica: 1) l'analisi della nascita delle società in rete attraverso le teorie di Manuel Castells (concetto di spazio di flussi) e di Saskia Sassen e l'evoluzione delle città (cap.2 e cap.5) 2) le analisi dei flussi dei materiali e delle energie avendo come riferimento metodologico l'approccio ecologico ideato dai ricercatori dell'istituto per il Clima, l'Ambiente e l'Energia di Wuppertal, Germania (cap.3 e cap.4) La contraddizione tra città innovative e città che sono ai livelli di enormi discariche o di baraccopoli è esposta nel cap.6 attraverso casi studio e progetto dei Programmi Europei. Nell'ultimo capitolo (cap.7) si riassumono le ipotesi di partenza e i risultati della ricerca e si espongono le questioni aperte. / Can internet logic scheme be used as a basis to describe public policies evolution on renewable energies production and sharing in urban areas all over the world? The research project analyses the two networks (internet and energetic grids) architectures in actual and future urban areas. This analysis is connected with present and future forecasts energy productions from traditional fuels and from renewable sources. Theoretical analysis is conducted following a double conceptual pathway: - societal networks (Manuel Castells theory) and urban areas evolution (Saskia Sassen and Mike Davis) in order to picture the evolution of cities and towns in modern economies and in developing countries (Chapters 2 and 5); - Material and Energy Flow Analysis (approach by Wuppertal Institute for Climate, Environment and Energy) applied to renewable energy (Chapters 3 and 4) In Chapter 6 case studies are exposed on the deep cleavage between two different worlds: innovative, rich towns on a side and the landfills cities, slums on the other side. In the last part hypothesis and thesis are put together and open questions are explained (Chapter 7).
